'Women in Computing' as Problematic: Gender, Ethics and Identity in University Computer Science Education

My study is focused on women in graduate Computer Science programs at two universities in Ontario, Canada. My research problem emerges from earlier feminist research addressing the low numbers of women in university Computer Science programs, particularly at the graduate level. After over twenty years of active feminist representation of this problem, mostly through large survey-based studies, there has been little change. I argue that rather than continuing to focus on the rising and falling numbers of women studying Computer Science, it is critical to analyze the specific socio-economic and socio-cultural conditions which produce gendered and racialized exclusion in the field. Informed by Institutional Ethnography – a method of inquiry developed by Dorothy Smith – and by Foucault’s work on governmentality, I examine how specific institutional processes shape the everyday lives of women students. Through on-site observation and interviews with women in graduate Computer Science studies, Computer Science professors and university administrators, I investigate how the participants’ everyday institutional work is coordinated through external textual practices such as evaluation, reporting and accounting. I argue that the university’s institutional practices produce ‘women in computing’ as a ‘problem’ group in ways that re-inscribe women’s outsider status in the field. At the same time, I show that professionalized feminist educational projects may contradict their progressive and inclusive intentions, contributing to the ‘institutional capture’ (Smith) of women as an administrative ‘problem’. Through ethnographic research that follows women students through a range of experiences, I demonstrate how they variously endorse, subvert and exploit the contradictory subject positions produced for them. I illustrate how a North American-based institutional feminist representation of ‘women in computing’ ignores the everyday experiences of ethnoculturally diverse female student participants in graduate Computer Science studies. I argue that rather than accepting the organization of universal characteristics which reproduce conditions of exclusion, North American feminist scholars need to consider the specificity of social relations and forms of knowledge transnationally. Finally, I revisit how women in the study engage with ‘women in computing’ discourse through their lived experiences. I suggest the need for ongoing analysis of the gender effects and changing socio-cultural conditions of new technologies.

This study examines intricately related questions of consciousness and learning, textually-mediated social coordination, and human relationships within nature, anchored in the everyday life practices and concerns of a remote First Nation community in the Treaty 9 region. Through the use of Institutional Ethnography, community-based research and narrative methods, the research traces how the ruling relations of land use planning unfold within the contemporary period of neoliberal development in Northern Ontario. People’s everyday experiences and access to land in the Mushkego Inninowuk (Swampy Cree) community of Fort Albany for example, are shaped in ways that become oriented to provincial ruling relations, while people also reorient these relations on their own terms through the activities of a community research project and through historically advanced Indigenous ways of being. The study examines the coordinating effects of provincially-driven land use planning on communities and territories in Treaty 9, as people in local sites are coordinated to others elsewhere in a complex process that serves to produce the legislative process called Bill 191 or the Far North Act. Examining texts, ideology and dialectical historical materialist relations, the study is an involved inquiry into the text process itself and how it comes to be put together. The textually mediated and institutional forms of organizing social relations—effectively land relations—unfold with the involvement of people from specific sites and social locations whose work is coordinated, as it centres on environmental protection and development in the region north of the 51st parallel. A critique of the textually mediated institutional process provides a rich site for exploring learning within the context of neoliberal capitalist relations and serves to illuminate ways in which people can better act to change the problematic relations that haunt settler-Indigenous history in the contemporary period. The work asks all people involved in the North how we can work to address historic injustices rooted in the relations and practices of accumulation and dispossession. The voices and modes of governance of Aboriginal people, obfuscated within the processes and relations of provincial planning, must be afforded the space and recognition to flourish on their own terms.

Att utmana förändringens gränser : En studie om förändringsarbete, partnerskap och kön med Equal-programmet som exempel / Challenging the limits of change : A study of transformative work, partnership and gender, exemplified by the Equal Programme

In this thesis the overall aim is to analyse conceptions of change with the point of departure being texts developed within the framework of three development partnerships financed by the European Social Fund's Equal Programme 2001-2007. The development partnerships, consisting of collaborating parties from both the public and private sector, aimed at developing new methods and ideas in order to counteract discrimination and all kinds of inequality in working life. The thesis poses the following research questions: How are the problems that the development partnerships intended to counteract described? What appears as important to change in order for discrimination in working life to decrease? In what ways are changes aimed at combating discrimination and contributing to increased gender equality and diversity in working life deemed possible? What motives emerge behind the visions of creating a working life without discrimination? How are gender and other social categories constructed and how do these constructions impact on the conceptions of change that emerge? The ideas, perspectives and interests that characterise the understanding of changes in working life in the studied texts, are illustrated with the aid of theories on how society's forms of rule have changed from government to governance and theories on how gender is done. Furthermore, why certain perspectives and ideas emerge and the consequences of them is analysed based on institutional ethnography and concepts such as social relations and ruling relations. The thesis' analysis points to how the consensus-based organisational form of partnership and the politics and principles that are reflected in the Equal Programme together with notions on growth, leadership and gender create limits for the conceptions of change. Limits that in certain respects entail that society's relations of power and inequality, instead of being challenged, are reproduced. Based on the results of the study, the importance is emphasised of continuously taking one's point of departure in identifying and challenging the limits to how one can speak of change, since the dominant conceptions of change may be an expression of the ruling relations. / I den här avhandlingen är det övergripande syftet att analysera föreställningar om förändring med utgångspunkt i texter som tagits fram inom ramen för tre utvecklingspartnerskap som finansierades av den Europeiska socialfondens Equal-program 2001-2007. Utvecklingspartnerskapen, som bestod av flera samverkansparter från privat och offentlig sektor, syftade till att utveckla nya metoder och idéer för att motverka diskriminering och all slags ojämlikhet i arbetslivet. Avhandlingen utgår från frågeställningarna: Hur beskrivs de problem som utvecklingspartnerskapen avsåg att motverka? Vad framstår som viktigt att förändra för att diskrimineringen i arbetslivet ska minska? På vilka sätt antas förändringar, som anses leda till minskad diskriminering och ökad jämställdhet och mångfald i arbetslivet, vara möjliga? Vilka motiv framträder bakom visionerna om att skapa ett arbetsliv utan diskriminering? Hur konstrueras kön och andra sociala kategorier och hur inverkar dessa konstruktioner på de föreställningar om förändring som framträder? Med hjälp av teorier om hur samhällets styrformer förändrats ”från government till governance” och teorier om hur kön görs åskådliggörs vad det är för idéer, perspektiv och intressen som karakteriserar förståelsen av förändringar i arbetslivet i de rapporter, filmer, utbildningar och metodböcker med mera som studerats. Utifrån den institutionella etnografin och begrepp som sociala relationer och styrningsrelationer analyseras vidare varför vissa perspektiv och idéer framträder och konsekvenserna av dem. Avhandlingens analys pekar på hur den konsensusbaserade organiseringsformen partnerskap och den politik och de principer som reflekteras i Equal-programmet tillsammans med föreställningar om tillväxt, ledarskap och kön skapar gränser i föreställningarna om förändring. Gränser som i vissa avseenden innebär att samhällets relationer av makt och ojämlikhet – istället för att utmanas – reproduceras. This is not a law: the transnational politics and protest of legislating an epidemic.

HIV/AIDS continues to pose some of the most significant social, political and legislative challenges globally. This project explicates the text-mediated processes by which many HIV-related laws are becoming created transnationally though the use of omnibus HIV model laws. A model law is a particular kind of regulatory text with a set of relations of use. Model laws are designed to be taken, modified and used by stakeholders in the creation of state laws. Because they are already framed in legislative language, model laws are worded in ways that can be expeditiously activated and translated into state law. The problematic of this inquiry arises from the activities of a constellation of legislative actors including human rights lawyers, policy analysts, academics and activists who have worked to critique aspects of the United States Agency for International Development/Action for West Africa Region (USAID/AWARE) Model Law (2004) and subsequent state laws this text has inspired across West and Central Africa. I argue that mapping the origin and uptake of this omnibus guidance text is optimally achieved through a sustained analytic commentary on the institutional genre of “best practice”. Explicating the coordinating function of this textual genre is central to understanding the rapid spread of HIV/AIDS laws across at least 15 countries in West and Central African between 2005-2010. The work processes of legislative creation, challenge and reform under investigation demand an interrogation of complex ruling apparatuses regulated by text, talk and capital relations. The USAID/AWARE Model Law is rife with contestation: from its name, scope, funding source and process of development, dissemination and domestication to its legislative content and role in protecting or violating women’s rights and public health objectives. Many of the policy actors critiquing this USAID-funded initiative have been engaged in the development of alternative HIV-related model laws and the shaping of a global anti-criminalization discourse to respond to the increasing use of criminal law governance strategies to prosecute HIV-related sexual offenses and the rise in new HIV-specific criminal laws in and beyond sub-Saharan Africa. This study maps relations that rule, and makes processes of power understandable in terms of everyday transnational work activities organized by the language of law. My research method is informed by the critical research strategy of institutional ethnography. This complex legislative process was made visible through participant observation, archival research, textual analysis and informant interviews with national and international stakeholders. I explore peer supporters’ approaches to writing, reading, and verbally sharing information about their peers (“documentation work”), and reveal how their experiences and “felt troubles” relating to documentation are shaped by ideas of (clinical) confidentiality constructed in the Personal Health Information Protection Act (2004). I also explore how both lived experience and peer support are devalued through the ways organizations and clinicians determine and describe the value of healthcare roles (“de/valuing work”), and reveal how peer supporters’ experiences of being (de)valued are shaped by discourses of “professional/ism” which equate being a professional to having a post-secondary education and working through clinical frameworks. I describe the work that peer supporters, clinicians, and organizations (can) engage in to ground peer support workers within peer values and approaches (“values work”) through accessing peer community and fostering environments of peer culture. Decentralized Labor, Disembodied Ideals: An Institutional Ethnography Examining the STEM Higher Education Institution from the Perspectives of Parenting Women in STEM Doctoral Programs

<p>  </p> <p>Higher education has embedded systemic disadvantages for women within Science, Technology, Engineering, and Mathematics (STEM) disciplines. As a result, parenting women who pursue doctoral degrees in STEM fields face an uphill battle; yet the literature has given short shrift to the experiences of women who have children while training to become scientific professionals. This absence exists despite the fact that parenting is frequently an underlying theme in the literature on women’s decreased participation in STEM disciplines. Further, studies that do address parenting women’s experiences in higher education at large focus on individual characteristics and are limited by an emphasis on gender at the expense of other social inequalities. These inequalities have remained persistent and poorly understood. To re-imagine STEM higher education as an institution, it is necessary to understand the everyday social relations embedded within organizations that are a part of the institution. This institutional ethnography addresses these gaps. This study aimed to explore the social relations of the STEM higher education that shaped women’s experiences in STEM doctoral programs. Using Intersectionality and Inequality Regimes frameworks, this study examined women’s interactions with the institution, thereby providing a highly contextualized perspective on the STEM higher education institution. Data collection followed an emergent design with interviews with parenting women in STEM doctoral programs. Through these interviews, narrative events were identified that helped to isolate institutional processes that shaped their experiences. From there, data collection involved interviews with institutional informants and analysis of institutional texts (e.g., graduate handbooks, university policies). Data analysis followed narrative analytic methods using the Listening Guide, Labovian narrative analysis, and institutional ethnographic ruling relations mapping. Therein, three key studies from the data are shared. First, a narrative analysis with interpretation by Inequality Regimes showed how regimes of inequality shaped the experiences of two women who were pregnant and parenting while pursuing STEM doctorates. Second, an institutional ethnographic inquiry into the institutional relations that made up the lactation rooms and women’s interactions with them and revealed a decentralized organization that made accessing the spaces challenging for doctoral student women. And third, an institutional ethnographic analysis of women’s experiences with parental leave illustrated the lack of responsibility to ensure that students know about parental leave and could use the policy. Findings examine the institution’s organization around an ideal worker that many participants struggled to perform; this resulted in a diffuse and disorganized approach to policy and procedures for parenting women. Findings indicate that the neoliberal discourses in the institution shaped these experiences. The institution's masculine, white, classed nature results in it being insular to parenting women. While women persist within this environment, they face adversity emergent from the relations that make up the institution. I offer recommendations to improve gaps in consideration for parenting students, and a call to transform the overall institution to support parenting women at this critical juncture in their training. </p>

GTA Preparation as Mentoring and Professional Development in Master's Programs in English and Writing Studies

<p dir="ltr">Historically, teaching first-year composition has been integral to graduate education in English and writing studies (Latterell, 1996). However, as best practices for teaching writing evolve, so do practices for training graduate students to teach it. Graduate instructor training (GIT) now encompasses not only writing pedagogy education (WPE), but also professional development and mentoring for careers both in and outside of academia. To date, research has focused on GIT programs sited at institutions that house doctoral programs, leaving out most master’s-granting institutions, even though they are far more numerous and serve many students. These institutions serve student populations with varied career goals, especially now as the purpose of a master’s degree in English and writing studies is evolving (Strain & Potter, 2016). </p><p dir="ltr">I conducted a three-phase study designed to highlight graduate instructor training programs for first-year composition at master’s-granting institutions in the United States. In my first phase, I developed a database of all master’s-granting institutions with English and writing studies programs (476 institutions) utilizing NCES, Carnegie Classification, and publicly available website data. I then surveyed writing program administrators (WPAs) and other faculty in the programs (n=41) that employed graduate student instructors (GSIs), focusing on program conditions, the first-year composition course, and the responsibilities of GSIs. In phase three, I conducted interviews with faculty (n=13) to gain more insight on curricular and administrative choices within their institutional contexts. My results show that faculty design curricula, training, and mentoring prioritizing students’ needs. WPE serves as pedagogical preparation and as a site of disciplinary enculturation. Participants share a desire for more resources that focus on designing curricula and programs within limited institutional resources. Additionally, as a discipline we need more comprehensive methods for documenting programmatic practices.</p>
