台商赴海外投資,早期因政治因素考量,對東南亞的投資較為熱衷。然隨 著兩岸日漸開放,中國大陸地理位置、血緣關係及勞力優勢,已成為台商 投資的最愛。不過由於兩岸關係目前仍屬敏感,所以當大批的台商前往大 陸投資,帶走了巨額的資金,自然會對台灣產業產生不少影響,如公司營 運狀況,兩岸分工方式,產業升級調整等。 @ 為針對上述問題,本研 究以經濟部投審會所登記的赴大陸投資廠商名單裡,挑出電子、機械、紡 織與成衣等四種產業,進行深入調查,以求能獲得這個問題的解答。研究 結果顯示,若從台灣整體產業來看,並無產業空洞化的情形發生,但若從 個別產業來看,電子業與機械業在產業升級上,表現不錯,而紡織業與成 衣業就不是很好。尤其是近幾年來,台灣紡織業與成衣業在國際市場上, 面臨了許多來自開發中國家強大的競爭壓力,若其在台灣的產業升級腳步 上不能放快,而只一味消極的前往海外尋找更適合的投資地點,如此下去 ,這兩個產業未來在台灣將很不樂觀。

Abstract The Mainland China has been the global newest economic body, having the fastest growth in economy. It is now being developed and built by way of internationalization. It further combines itself with the entire development of the great East Asia economic circle and tries to become the next international economic center all over the world. Its economy fast grows at a speed of almost annual two-digit. It will become the third economic body in the whole world in scale. Because it nears Taiwan, so reasonably turns into one of the favorite destinations which Taiwanese enterprises prefer moving out overseas in recent years. However, the investment risk in Mainland China is very high. When it comes to finance, it is not easy to ask for the loan of bank. When human matter is concerned, it is closing of information and the difficulty about management. As for marketing, you have to face the obstacle with regard to market opening and collecting market information. Concerning about production, the insufficiency of traffic facility and the restraint of electric power supply exist. As to law, the inconsistency about the explanation of rule among the responsible officials and the unpredictable changes in policy often occur. When it comes to general operation management, not only does the administrative efficiency lower, but extra social fees and concoct expenses flood. According to the statistical data of the communication foundation between straits, the number of dispute cases having been received by the foundation is 127 in 1998, almost twice, 70 in 1997. To sum up, the problems happening among Taiwanese merchant about investing in Mainland China are full of all kinds. Therefore, it is sure to raise the rate of success in business only by way of finding out the key success factor¡]KSF¡^about investing and operating. From the tune of Yue Fei¡¦s ¡§The River All Red¡¨.¡^, a TV program that cooperated with the government¡¦s 1987 open policy ( Taiwan residents can visit their relatives on the mainland ) in the early days , reinforced the Taiwan People¡¦s desire for the historically blood-related Mainland China, and even accidentally attracted a huge amount of Taiwanese venture capital to help create a magnet for China¡¦s Tourism. Frankly, Taiwanese traveling groups made a praiseworthy achievement for the development and advancement of China¡¦s livelihood nowadays; that proves the importance of tourism industry in one country¡¦s the economic development. Even though the government finally adopted a loose policy that people of Mainland Area could make a detour to Taiwan, our economy is in great recession at the same time. However, the tiny income of tourism and the very few number of traveling groups are just like a flat ball. Nowadays, Taiwan¡¦s livelihood is highly in need of RenMinBi. People of Mainland Area¡¦s craze and familiarity for Taiwan is no less than of which the Taiwanese for the ¡§BA CHAN LI LU YUN HE YUE¡¨. If the tourism industry of Southern Taiwan, suffered the most from the decreasing economy, could rely on visitors from Mainland Area, Taiwan¡¦s economy could revive again. This research is applied through a series of academic studies, in-depth interviews and strategic analysis .First of all , over a long period of time serving in the central institution of public opinions, I am exposed to all kinds of public affairs and pleas. Therefore, the part of in-depth interviews is accumulated by my personal experiences throughout years. Secondly, the occasions of interviews vary from personal pleas, group pleas to public hearings. Finally, the above records are restricted within my personal notes, and therefore it¡¦s a great regret that I can not list all the relative records. As for the strategic analysis, the government reform in the recent years is influenced by the enterprise¡¦s efficiency, and amongst all, the enterprise¡¦s strategic analysis is also entrusted by the analysis of public policy. The strategic analysis applied in this research includes basic legal institutions, SWOT and Michael Porter¡¦s five forces. Because the development of strategy should be provide with some fixed level of resources, in this research I systematically classify Taiwan¡¦s software and hardware¡¦s terms to accommodate visitors from Mainland and foreign countries. As the discovery of this research, Taiwan will face these three challenges from visitors of Mainland Area whom would become the largest proportion of tourists : first of all , the policy and the vision is not clear enough so that the partnership between the government and the private industry is unable to attract tourists together; secondly, the laws can¡¦t match the practice which leads to the incorporation in this partnership; finally, the marketing can¡¦t entirely integrated with the management which result in the waste of resources. Synthesized the opinions of interviews, facing with all the Asian countries target tourists from Mainland China, our whole country should make concrete efforts to build up the matters concerned about the new tourism industry. The policy needs new goal and new though and demands immediate attention. In the related strategies, ¡§MICE¡¨ is affirmed by realizing the concept of ¡§SMILE¡¨. ¡§MICE¡¨ is composed by the four initials of ¢Ûeeting, Incentives, Conference and Exhibition. According to the denotation is the abbreviation of business conferences and exhibitions. Namely, if the government and the private industry can make use of all kinds of local or cultural distinguishing features and hold international and dynamic conferences and exhibitions. Besides promoting the revival of business affairs, the tourism revenues will be increased by intellectually customized traveling services. The impressive ¡§SMILE¡¨ is the five initials of Service, Market, Inno-value, Life and Employment , passed in the Executive Yuan Council of ¡§Guilding Principles of Service Industry ¡¨. According to the above statements, I suggest we should use ¡§MAI SHI WEI XIAO¡¨ to replace ¡§MICE¡¨ and ¡§SMILE¡¨ as a embedded Taiwanese local expression and succinct marketing objective , and to represent the smile¡¦s renaissance of seller¡¦s market. In conclusion, in the era of consumers¡¦ awareness awaking, a country or a city which is lack of natural resorts should employ the trend of ¡§Global Business Era¡¨ to hold all kinds of international conferences and exhibitions which bring the benefit of economic scale based on its advantages creating a niche market, and match up ¡§Differentiated Marketing Strategy¡¨ and ¡§Value-adding Marketing¡¨ to generate the maximum profit.

The crucial point for winning the presidential election of Taiwan comes mostly from the trends of ¡§ Cross-Strait Policies¡¨ for each candidate takes. After Ma was elected as president of Taiwan, the rapid warming relations between cross strait make some local Governments to be caught unawareness. Being Compared with local government of northern Taiwan to be filled with resources from central government, local government in southern Taiwan facing with difficult situation. In this way, the major purpose of this thesis is on developing useful and feasible policies directions under the situation of three direct links. The thesis comes with the research method called ¡§Interactive Management¡¨. After two days of intensively meeting, the experts come out with implementing policies goals as below: (1)Reset the goal for Kaohsiung¡¦s development then building the brand and image for Kaohsiung city.(2) Clarify the future tourism direction of Kaohsiung city.(3)Develop cultural, art and creative industries of Kaohsiung city. Cultural expressions and landscape : Semiahmoo First Nation reserve

Landscape is a medium of expression and a reflection of the beliefs of the people who inhabit it. It carries symbolic meanings that emerge from the values by which people define themselves; values grounded in culture. These symbols stem from elements of the natural environment, stories passed on through generations, or from experiences interacting with others. The indigenous peoples of Canada have a culture rich in traditional art, ceremony, and sustainable development and holistic integration of landscape. Contemporary First Nation culture draws from this past to inform the future. This phenomenon exemplifies the necessity for cultural expression in First Nation landscapes of today. The Semiahmoo First Nation in Lower Mainland British Columbia is a Coast Salish group occupying approximately 380 acres of land on the Pacific coastline. River and estuarine habitats, significant species richness and dense vegetation characterize the area and identify the primary motive for Semiahmoo traditional encampment on its shores. Changes in the past century have included colonial settlement to the region, periods of industrial and resource economies, a decrease in band population and subsequent decline in cultural practices. Current increasing recreation and development interests have created urgency for the reawakening of cultural expression in the landscape. Initial literature research about First Nations in Northwest Canada and a biophysical analysis provided introductory information, followed by community discussions which provided a deeper understanding of the people and of the place. A design vocabulary of traditional and contemporary elements was composed to guide and unify the program and spatial components of the design. The resulting design focuses on the public realm of the Reserve clearly defining Semiahmoo identity and sense of place. Land use issues were addressed and delineated public and private areas, ecological enhancements and displayed potential for growth on the site. The design respects the bicultural interface of the Reserve while providing cultural and environmental education. The First Nation value system possesses a tangible and spiritual quality; rooted in the creatures and elements of their surroundings. Expression of the Semiahmoo peoples' beliefs and values in the landscape enriches the experiential qualities of the place and reverence for its past and future.

Hospital social workers’ appraisal of, reaction to, and coping with a critical incident in their work environment: a descriptive study

The intensity and emotional demands of the health care environment place exceptionally high performance expectations and stress on hospital social workers. Critical Incident Stress (CIS), a specific type of stress associated with dramatic, emotionally overwhelming situations, known as Critical Incidents (CIs), produce several emotional and physical reactions that can threaten the well-being of the hospital social worker. CIS, as experienced by hospital social workers, is absent from the literature and not well understood. The purpose of this study was to describe how hospital social workers appraised, reacted to, and coped with CIs in their work environment. Lazarus and Folkman's (1984) theoretical framework of stress appraisal and coping was used to guide this descriptive study. A sample of 30 hospital social workers was recruited from two Vancouver tertiary care hospitals. Four instruments (Participant Information Sheet, Critical Incident Information Form, Emotional Appraisal Scale, and Ways of Coping Scale) were used to gain knowledge on how hospital social workers appraised, reacted to, and coped with CIs in their work environment. Quantitative data were coded, qualitative data were subjected to content analysis, and descriptive statistics calculated. Data revealed that hospital social workers encountered CIs in their work environment and that the majority of CIs centred on death-related events. The primary traits of events appraised as CIs were novelty, suddenness, and uncertainty. Respondents reacted to the CI with a variety of emotional (anxiety, fear, frustration, worry, anger) and physical reactions (feeling overwhelmed, fatigued, withdrawn, anxious, difficulty with sleeping), and although they experienced some discomfort, these reactions were not debilitating. Most hospital social workers indicated that their personal beliefs had been challenged by the CI and revealed that they were unsure as to what their social work role or function should have been during the event. However, despite this, respondents remained confident and comfortable with the decisions they made. Hospital social workers appeared to cope well with CIs, used a variety of emotion- and problem-focused coping strategies, and reported few negative effects on their professional and/or personal lives. The top four coping strategies utilized by respondents were seeking social support, planful problemsolving, positive reappraisal, and self-control. The implications of the findings for hospital social work administration, social work training and education, hospital social work practice, and future research are discussed.

Self-management of Type 2 Diabetes among Mainland Chinese Immigrants in Canada- A Qualitative Study

The current study used phenomenology to explore how Mainland Chinese immigrants with type 2 diabetes engage in the self-management of diabetes in Canada. A total of 18 participants were interviewed (8 were male and 10 were female). The average age of the participants was 50.7 years old. Overall, participants were highly motivated in their diabetes management. They were seeking information on how to manage their diabetes from both formal and informal channels. The majority of them didn’t include traditional Chinese medication in their treatment due to the negative views they had towards it. They had a fear of western medication because of the possible side effects associated with it; however, many of them had to take medication when their condition was not managed with lifestyle intervention alone. Participants were in favour of lifestyle intervention, including diet management and physical activity. They changed from mindless eating to mindful eating, specifically, reducing their overall food intake with reduced carbohydrate, protein and increased vegetable intake. They acknowledged the importance of physical activity in diabetes management, but encountered more barriers in achieving the desired level of physical activity. Glucose level was used as a biofeedback to the changes they made in western medication, nutrition therapy, and physical activity. Balance and control were achieved as they have learned to manage their condition while living a “normal” life.

近年來,內線交易成為困擾兩岸證券市場發展的一個重要問題,兩岸學界與實務界對於該問題都有高度重視。兩岸具有以中文為媒介的共同文化背景,而且兩岸證券市場都是以散戶投資人為主,因此相較於歐美等地,兩岸在證券法規方面,特別是內線交易的法律規制方面更具有相互借鑒的意義。本文從內線交易的主體、主觀、客觀、法律責任及豁免條款四方面切入,在分析兩岸現有規制的基礎上,得出對於彼此有借鑒意義的規定。 / In recent years, Insider Trading has been a major distraction for the development of stock markets in both Taiwan and mainland China. As a result, many scholars and businessmen are increasingly concerned with this topic. It is important to note that stock markets in Taiwan and Mainland China are reasonably similar that retail investors are the major players in both markets. Compared with the United States and European jurisdictions, however, the markets in Taiwan and mainland China have a significant weakness in laws on insider trading. This thesis will first explain subject parts , subjective and objective of insider trading, then go on discussing its legal liabilities and exemption clauses. Finally, based on the analysis of the legal systems of Taiwan and mainland China, the thesis will suggest possible references which maybe beneficial to each systems.

Criminalization of the mentally ill : a study of psychiatric services within the Lower Mainland Regional Correctional Centre, Health Care Centre

This paper examines the plight of the incarcerated mentally ill. After a consideration of the historical factors which have contributed to the current philosophy and pattern of services throughout North America, and specifically in British Columbia, the paper reports on a qualitative study using participant observation, informal and formal interviews, and Strauss' Constant Comparative Methods which was undertaken to identify the needs of the mentally ill individuals who are serving a term of imprisonment in the Health Care Centre of the Lower Mainland Regional Correctional Centre. Altogether there were eighteen formal participants. They included six mentally ill offenders, six correctional personnel, and six health care professionals. A critical analysis of the major findings -alienation, lack of organizational commitment, and the incongruencies between our social policies and practices - provided the basis for program recommendations.
