Impact of Combat Stress on Mental Health Outcomes: BRFSS Survey Data 2006

Objectives: This study sought to determine the relationship between combat experience and mental health outcomes. The study sought to determine whether age was a significant factor in poor mental health outcomes. Methods: Multiple logistic regression (n = 195,048) and multiple linear regression (n = 264,154) were performed on the 2006 Behavioral Risk Factor Surveillance System (BRFSS) survey. Veteran status and a host of demographic and health status questions were analyzed in relation to diagnosis of anxiety or depressive disorder (multiple logistic regression) and to number of days poor mental health (multiple linear regression). Results: Diagnosis of anxiety or depression was not found to be associated with veteran status. Among both veterans and non-veterans, diagnosis was associated with age Conclusions: Contrary to expectations, veteran status was found to be a protective factor for poor mental health outcomes in this analysis. Younger age was found to be associated with poor mental health outcomes, but was an equal association in both veterans and non-veterans, suggesting that mental health outcomes have not been worsened by recent changes in combat characteristics. Denial of mental health status, stoicism within the military community, and limitations of the survey are proposed to explain the unexpected outcome of this analysis.

Existe uma série de pressupostos que apontam para a impossibilidade de aplicação desses novos modelos alternativos na Justiça Militar dos estados; dentre os quais se destacam a hierarquia e a disciplina como princípios que garantem a regularidade das instituições militares. Ocorre que os princípios constitucionais fundamentais ao exercício da plena cidadania no Estado Democrático de Direito deve servir de parâmetro para toda legislação pátria, inclusive a legislação militar. Além disso, a atividade de segurança pública, sendo exercida diretamente na sociedade, demanda um tratamento diferenciado ao policial militar. Por outro lado, nota-se uma crescente e inevitável demanda pela aplicabilidade da justiça restaurativa e, mais uma vez, a figura do policial militar somente aparece como agente de fomentação desse novo paradigma, assim como ocorre na mediação como “carro chefe” da filosofia do policiamento comunitário. Ao problema de tese formulado, levanta-se a hipótese – ao final confirmada - de que os militares dos estados podem ser beneficiários da justiça restaurativa e dos mecanismos consensuais em respeito aos princípios constitucionais fundamentais para o exercício pleno da cidadania no Estado Democrático de Direito. Entendimento lastreado em sua atividade de segurança pública que não se relaciona com a ideologia militar que lhes fora outorgada, posto que: a) o fato das Polícias Militares dos estados serem constitucionalmente previstas como força auxiliar e reserva do exército não é suficiente para que lhes sejam vedadas garantias e direitos constitucionais fundamentais; b) a hierarquia e disciplina não são exclusivas das corporações militares, portanto não são justificativas para vedação de institutos despenalizadores e/ou mecanismos consensuais na esfera policial militar. No entanto, elas representam conteúdos simbólicos repletos de valores e princípios que reforçam sofismas que permeiam o Direito Militar; c) os policiais militares, apesar de possuírem estética militar, têm seu mister profissional voltado para segurança pública como atividade de caráter civil, não guardando semelhança com a atividade fim das Forças Armadas; d) as justificativas utilizadas para o impedimento da aplicação dos benefícios de uma justiça consensuada aos policiais militares têm essência cultural e ideológica, resultando em constantes injustiças para esses profissionais de segurança pública; e) os entraves causados pela ideologia militar podem ser superados por meio de um acordo que mitigue o status social da categoria. No tocante às questões de viés metodológico, ressaltam-se o uso da vertente teórica jurídico-dogmática e do raciocínio hipotético-dedutivo. No campo procedimental, a tese se vale, especialmente, de literatura direta ou transversal à temática, bem como de dados do Judiciário Militar do Estado de Minas Gerais. Por fim, a hipótese de pesquisa levantada é corroborada e desenvolvida em termos conclusivos. / The purpose of this thesis is to address the following problem: is there a possibility of applying consensual and restorative mechanisms in the State Military Justice? There are a number of assumptions that point to the impossibility of applying these new alternative models in the military justice of the states; among which stand out the hierarchy and discipline as principles that guarantee the regularity of military institutions. It follows that the constitutional principles fundamental to the exercise of full citizenship in the Democratic State of Law should serve as a parameter for all domestic legislation, including military legislation. In addition, the public security activity, being carried out directly in the society, demands a differential treatment to the military policeman. On the other hand, there is a growing and inevitable demand for the applicability of restorative justice, and once again the figure of the military police officer only appears as an agent for fomenting this new paradigm, just as it occurs in mediation as “ “Of the philosophy of community policing. To the problem of the thesis formulated, the hypothesis - finally confirmed - arises that the military of the states can be beneficiaries of the Restorative Justice and the consensual mechanisms in respect to the constitutional principles fundamental for the full exercise of the citizenship in the Democratic State of Right. This understanding is based on their public security activity, which is not related to the military ideology granted to them, since: a) the fact that the military police of the states are constitutionally foreseen as an auxiliary force and reserve of the army is not enough to ensure that they are guaranteed fundamental constitutional rights and guarantees; b) hierarchy and discipline are not exclusive to military corporations, therefore they are not justifications for the prohibition of decriminalizing institutes and / or consensual mechanisms in the military police sphere. However, they represent symbolic contents replete with values and principles that reinforce sophisms that permeate Military Law; c) military police officers, despite possessing military aesthetics, have their professional mission turned to public safety as a civil activity, not keeping a resemblance to the activity of the Armed Forces; d) the justifications used to prevent the application of the benefits of a consensual justice to the military police have a cultural and ideological essence, resulting in constant injustice to these public security professionals; e) the obstacles caused by military ideology can be overcome by means of an agreement that mitigates the social status of the category. Regarding the questions of methodological bias, the use of the legal-dogmatic theoretical and deductive hypothetical reasoning is emphasized. In the procedural field, the thesis is based, in particular, on direct or transversal literature, as well as data from the Military Judiciary of the State of Minas Gerais. Finally, the research hypothesis raised is corroborated and developed in conclusive terms.

The influence of the hidden curriculum on professional socialisation of student nurses in a military nursing context

The South African Military Health Service (SAMHS) Nursing College offers a four-year integrated nursing programme leading to registration as a professional nurse at the South African Nursing Council (SANC). Student nurses assume a dual role when entering the SAMHS to commence with nurse training – that of a soldier and a nurse. Because student nurses have to assume dual roles, hidden aspects of military culture may influence the professional socialisation of student nurses in one way or another. With a view to determining whether the military environment does indeed impose any influence on student nurses’ professional socialisation, this study set out to explore the multifaceted context in which these students find themselves. Given the organisational and locational complexity of the SAMHS Nursing College, its campuses and the three military hospitals in South Africa, the population was narrowed down to an accessible target population comprising nurse educators and student nurses of the SAMHS Nursing College (Main Campus). Included in the two samples were nurse educators at the SAMHS Nursing College who had at least three years’ experience as nurse educators and who were registered with the SANC as nurse educators, and student nurses registered at the SANC for the fouryear Integrated Nursing Programme and who were in their fourth year of training. A qualitative constructivist grounded theory study was conducted based on the researcher’s philosophical assumptions. The researcher made use of focus groups and critical-incident narratives to collect data. In keeping with the constructivist paradigm adopted for this study, Charmaz’s (2014) data-analysis approach was followed. Concepts derived from the qualitative data were used to develop a substantive model to create an awareness of the existence of a hidden curriculum, to guide role players through the impact of the hidden curriculum on students’ professional socialisation and to help them to understand how their contribution could improve the outcome of the professional socialisation process / Health Studies / D. Strategic change management in the South African National Defence Force

This study investigated strategic change management in the South African National Defence Force (SANDF) during the period 1994 until 2014. Theoretical perspectives on strategic management, institutional culture, leadership and strategic change management in the SANDF were discussed. In addition, a historical perspective on the evolution of South African military culture was given. The study found that a transactional leadership approach was used to transform the SANDF. This transactional leadership approach is commensurate with the preservation of the status quo without radically transforming the institution. On the contrary, the transactional leadership approach fits in well in transforming an institution with a view to bring about a new composite institutional culture, drawn from the integrated institutions. The strategic change management as applied in the SANDF has not succeeded in creating a unified inclusive military culture of the seven former armed forces, from 1994 until 2014. The research has also shown that the institutional culture of the SANDF does not reflect the shared assumptions, beliefs and values of all integrated armed forces. However, the study concluded that transformation in the SANDF as a planned strategic change intervention has not been managed adequately between 1994 and 2014, to achieve the desired results. / Public Administration / D. Trata-se de uma pesquisa documental, realizada por meio de alguns exemplares das revistas O Tiro e O Tiro de Guerra, editadas pelo Ministério da Guerra de 1909 a 1930, documentos digitalizados do Center for Research Libraries, Almanach de Pelotas, Relatórios do Município de Pelotas, Álbum de Pelotas, Lembranças do Gymnasio Gonzaga, documentos escolares do Museu da Escola Municipal Pelotense e bibliografias. A primeira parte descreve a história da educação militar, iniciada pelo exército português no território brasileiro em 1694, constituindo-se em matriz e inspiração herdadas pelo Exército do Brasil soberano, que, a partir dos arsenais de guerra, dispensou preocupação educacional não somente aos seus efetivos, como às crianças e adultos civis de suas vizinhanças. Participou, ainda, da alfabetização de parcela de seus militares de baixa patente em outros tipos de aquartelamento, por meio das Escolas Regimentais. Como resultado, Pelotas foi considerada um locus privilegiado para a disseminação daquela cultura, inclusive da pedagogia escoteira em algumas instituições, contribuindo para a formação de uma juventude patriótica e cívica. / This research aimed at analyzing the manifestations of military culture in Brazilian education in part of the First Republic, especially in Pelotas city, in Rio Grande do Sul. This study is about a documental research developed by some magazine samples O Tiro e O Tiro de Guerra, edited by the War Minister from 1909 to 1930, digital documents from Center for Research Libraries, Alamanach from Pelotas city, reports on Pelotas city, Pelotas album, Gonzaga gymnasium memories, scholar documents of the Pelotense school and bibliographies. The first part describes the history of military education, initiated by the Portuguese army in Brazil in 1694, it is formed by matrix and inspiration inherited by Brazil sovereign army, which, from the war arsenal, dismissed educational concern not only to its permanent, as children and civil adults of its surroundings. It made part of the literacy of its low rank militaries in other kinds of barracks, by Regimentals Schools. Also, it highlights the civil participation in the creation of Patriotic Battalions, especially Polytechnic School which ensured its consolidation in the first years. It exposes army's efforts to deal with an update war doctrine, experimenting until the mid-twentieth century, the German, French and American doctrines as ideals. Finally, it describes the historical background of the emergence of physical education in Brazil, and the Brazilian Army performance in its adoption and development. The second part of this study focuses on the beginning of the sporting activities, those ones linked to target shooting in associations of German culture, as well those ones started by militaries and civics in some military institutions. Also, it exposes the creation of Propaganda Society of Brazilian shot, in Rio Grande city, in Rio Grande do Sul, its results and inspirations to the creations of other associations in order to instruct the 16-years-old citizens how to shot to defend their homeland, by command of Brazilian Shooting Confederation, concomitant to the campaign in favor of the mandatory military service. The third and final part relates numerous difficulties faced by the Brazilian Army in the Triple Alliance War, two of them are - the low professional qualification of its troops affected by poor education and lack of shoot preparation – they would endure concerns for a long time. The War Ministry, aware of this, remained in searching of a solution, discovering, in the beginning of twentieth century that it could remedy these deficiencies with the introduction of its military culture in Lines, Shoots and in civil educational institutions, through the Military instruction schools. As a result, Pelotas was considered a privileged locus to the dissemination of that culture, including the scout pedagogy in some institutions, contributing in the formation of a patriotic and civic youth.

Pourquoi s’enrôler? L’appartenance collective du corps militaire à l’ère de l’individualisme

La force militaire est une composante indissociable de l’appareil étatique. Dans les Forces armées canadiennes (FAC), les composantes marines, aériennes et terrestres jouent un rôle de médiateur dans les conflits internes et internationaux. Leur réputation pacifique influence des valeurs associées à la carrière militaire, telles que : le dévouement, la discipline et l’obéissance. L’esprit de sacrifice, la solidarité et le sens de collectivité, valeurs essentielles au bon fonctionnement interne des FAC, semblent être des valeurs paradoxales dans une société canadienne dite individualiste. Dans ce contexte particulier, l’individualisme est au coeur la culture occidentale. J’entends ici par individualisme l’aspect d’une société de droits et libertés individuels. De ce fait, une question s’impose : quelles sont les motivations des individus à s’enrôler dans les Forces armées canadiennes en sol québécois ? Le but de la recherche est ainsi de mieux saisir les motivations d’un individu à joindre le corps militaire, dans un contexte où le Québec s’inscrit dans une trajectoire historique où l’individu est l’élément central, notamment aux niveaux social, économique, juridique et politique. L’objectif principal est de comprendre les motivations d’enrôlement des militaires, vétérans et candidats en processus d’enrôlement au Québec. Les sous-objectifs du projet de recherche sont quant à eux : (1) explorer, au travers d’une approche ethnographique, de quelles manières les participants à cette étude conçoivent les motivations qui ont guidé leur processus d’enrôlement; (2) comprendre de quelles façons ils expliquent leurs expériences des valeurs des FAC, dont le sens de la collectivité dans une société dite individualiste. C’est avec les méthodes de collecte de données qualitatives que sont l’observation participante et les entretiens semi-structurés que nous analyserons les relations hiérarchiques entre les membres des Forces armées canadiennes pour mieux saisir les dynamiques organisationnelles reliées à la culture militaire au Québec. Ces méthodes viseront également à identifier s’il existe une marge entre les dires et les actions réelles des militaires sur le terrain. Ces données seront analysées en lien avec l’échantillon d’étude afin d’éviter toute généralisation. Comme la démarche ethnographique est inductive, sans pouvoir affirmer ceci avec certitude, nous nous attendons à voir des motivations d’enrôlement « typiques » chez les participants, ainsi que la possibilité de profils récurrents chez les militaires. / Military forces are an inseparable component of the state apparatus. In the Canadian Armed Forces (CAF), the sea, air and land components play a mediating role in national and international conflicts. Their peaceful reputation influence values associated with the military career, such as: devotion, discipline and obedience. The spirit of sacrifice, solidarity and sense of community, values essential to the proper internal functioning of the CAF seem to be paradoxical values in a so-called individualistic Canadian society. In this particular context, individualism is at the heart of Western culture. I mean here by individualism the aspect of a society of individual rights and freedoms. Therefore, a question arises: what are the motivations of individuals to enlist in the Canadian Armed Forces on Quebec soil? The goal of the research is thus to have a better understanding of the motivations of individuals to join the military corps in a context where Quebec is part of a historical trajectory where the individual is the central element, particularly at the social, economic, legal and political point of view. The main objective is to understand the enlistment motivations of soldiers, veterans and candidates in the enrollment process in Quebec. The sub-objectives of the research project are: (1) to explore through an ethnographic approach in what ways the participants of this study conceive the motivations that guided their enrollment process; (2) understand how they explain their experiences of CAF values, including the sense of community in a so-called individualistic society. It’s with the qualitative data collection methods of participant observation and semi-structured interviews that we will analyze the hierarchical relationships between members of the Canadian Armed Forces to understand better the organizational dynamics related to the military culture in Quebec. These methods will also aim to identify if there’s a margin between the statements and the actual actions of the soldiers on the ground. These data will be analyzed in relation to the study sample in order to avoid any generalization. As the ethnographic approach is inductive, without being able to affirm this with certainty, we expect to see “typical” enlistment motivations among the participants, as well as the possibility of recurring profiles among the military.

This paper explores the issues underlying the Scott v. Canada veteran class action lawsuit. In particular it seeks to provide context to these issues by examining the cultural and legal structure of the Canadian military, the historic developments of veteran benefits in Canada, and the difficulties veterans face navigating the institutions that disseminate these benefits. The Scott v. Canada veteran class action lawsuit was launched against the Federal Government in 2012, in response to the Canadian Forces Members and Veterans Re-establishment and Compensation Act (the “New Veterans Charter”), which replaced the disability pension regime for many Canadian Forces Members and veterans under the Pension Act. / Graduate

De exército estadual à polícia-militar : o papel dos oficiais na 'policialização' da Brigada Militar (1892-1988)

La Brigade militaire de Rio Grande do Sul a été créé comme un Etat militaire, de sorte que ses officiers ont formé une classe de militaires professionnels et qualifiés dans l'art de la guerre. Ainsi, les officiers de la brigade militaire est devenu une élite militaire repose sur trois éléments: la mission de l'instructeur que l'armée a commencé à former la brigade depuis 1909, le cours de préparation militaire et la vaste expérience acquise dans les guerres de guerre insurrectionnelle. L'Union, à partir de 1934, supprime le caractère belliqueux des Armée d'État en les transformant en de la police militaire. L'armée reste exclusivement militaire jusqu'en 1950 quand l'Brigade militaire commence son long processus de policialização, déclenchant l'affrontement entre les valeurs culturelles et la militaire. Le fonctionnaire professionnalisé que militaires et entraînés à la guerre ont été d'immenses difficultés à s'adapter aux modèles et aux vicissitudes des services de police où il n'y avait pas de médailles, la gloire ou glamour qui étaient habitués. Les officiers formés par l'éthos militaire, pour la plupart, à peu près résisté policialização imposées par l'Union n'a pas été facile pour les fonctionnaires, les militaires professionnels et qualifiés dans l'art de la guerre, la famine de l'adaptation des services de police. Le militaire en dépit de tout, a cimenté son policialização par le biais manifestes de police préventive, tout en gardant une grande partie de valeurs militaires. La brigade militaire policialização caractérisé comme trois types de police: ordre, la sécurité et pénales. Ainsi, la police militaire l'Armée de terre a été transformée en police d'Etat militaire et que la Constitution de 1988, sa recherche officiers du cycle complet de la police. La sédimentation de la brigade militaire et de police - qui, dans cette thèse est appelé policialização - il a été l'une des marques les plus importantes et significatives de la sécurité publique l'état.
