[pt] O presente estudo versa sobre o ingresso de jovens no Serviço militar obrigatório no Brasil, frente às transformações do mundo do trabalho e o cenário de aumento do desemprego e do trabalho precário, especialmente, entre a juventude brasileira. Tal cenário é inerente ao modo de produção capitalista, agravado em decorrência das transformações políticas, econômicas e sociais no Brasil e no mundo, desde as três últimas décadas do século XX. A análise histórica sobre o recrutamento no Brasil evidencia que o serviço militar não está relacionado apenas ao ato de recrutar homens para defesa de um território. As múltiplas funções exercidas pelo recrutamento, desde o século XVI, refletem relações de poder e disputas que permeiam cada contexto histórico. A fim de analisar o serviço militar obrigatório e o contexto de desemprego entre os jovens, foi realizada uma pesquisa em questionários respondidos por jovens que ingressaram no serviço militar obrigatório - SMO, no Grupo de Segurança e Defesa do Rio de Janeiro - GSD-RJ, Organização Militar da Força Aérea Brasileira - FAB, nos anos de 2016, 2017 e 2018. Observouse, na análise dos questionários, que estes jovens desejavam o ingresso no recrutamento e que pertencem a uma classe social específica, apesar da previsão legal de todas as classes serem representadas na prestação do serviço militar. Além de características deste grupo relacionadas à escolaridade, composição e situação de trabalho familiar, a pesquisa revelou as motivações e expectativas dos recrutas em relação à Instituição militar. Apesar de não ser o único fator motivador, foi possível constatar que o interesse pelo ingresso nas Forças Armadas, ainda que de forma temporária, através do serviço militar obrigatório, não está dissociado da necessidade de ingresso ou permanência destes no mercado de trabalho. / [en] This study analyzes the young people admission into mandatory military service in Brazil, given the transformations in the labor world and the scenario of increased unemployment and precarious labor, especially among Brazilian youth. This scenario is inherent to the capitalist way of production, aggravated as a result of the political, economic and social transformations in Brazil and in the world since the last three decades of the 20th century. The historical analysis of recruitment in Brazil shows that military service is not only related to the act of recruiting men to defend a territory. The multiple functions performed by this instrument, since the 16th century, reflect power relations and disputes that permeate each historical context. In order to analyze mandatory military service and the context of unemployment among young people, a survey was conducted on questionnaires answered by those who entered mandatory military service - SMO, in the Rio de Janeiro Security and Defense Group - GSD-RJ, Military Organization of the Brazilian Air Force - FAB, in the years 2016, 2017 and 2018. It was observed, from questionnaires analysis, that these young people wanted to be recruited and that they belong to a specific social class, despite the legal definition of all classes being represented in the military service. In addition to the characteristics of this group related to education, composition and family employment situation, the research revealed the motivations and expectations of recruits in relation to the military institution. Despite not being the only motivating factor, it was found that the interest in joining the Armed Forces, even if temporarily, through mandatory military service, is not dissociated from their need to enter or remain in the labor market.

Soldaten - en komplex helhet : Soldater som avslutat sin värnplikt i förtid

Denna studie syftar till att belysa faktorer som bidrager till att soldater avslutar sin värnplikt i förtid. Det finns faktorer som kan justeras/förfinas redan innan mönstring. Studien visar att soldaten är en komplex helhet.  Rubbas någon av de förutsättningar som beskrivs i studien ökar sannolikheten att soldaten blir en avgång. Felaktig uttagning eller för lågt satta uttagningskriterier ökar sannolikheten för att soldaterna slutar i förtid.  Soldaterna behöver tydlig information om vad som förväntas av dem samt information till anhöriga. Få har genomfört värnplikt under den period som soldaterna har växt upp i och därmed har inte kunskap spridits i tillräcklig mån i samhället om vad värnplikt innebär. De som inte hinner med att göra en mental omställning till den militära kulturen i den takt som krävs, hamnar lätt i utanförskap. Likaså hamnar de individer som varit sjuka eller skadade och därmed varit frånvarande i den militära utbildningen utanför den kollektiva gemenskapen. I militär kultur är gruppen central och den sociala samhörigheten en av de viktigaste krafterna.  Starkt präglade individualister får det svårare att ta sig in gemenskapen. Olyckor, skador och sjukdomar samt oförutsedda händelser i privatlivet kan leda till att soldater slutar i förtid.

The military draft and the all-volunteer force: a case study of a shift in public policy

This dissertation is a case study of a public policy decision, the decision to shift the military manpower policy of the United States from conscription to a policy of complete volunteerism--the all-volunteer force. The case study approach is largely historical and is concentrated on the turbulent period between 1965, when the United States' combat role in South Vietnam escalated sharply, and 1973, the year of American withdrawal from the war and the last Selective Service System draft call. A brief history of the military manpower policy of the United States is outlined in order to set the case study period within the proper context and to permit a fuller understanding and appreciation of the policy decision. In order that the case study may have potential application to the study of other public policy decisions, a theoretical model for changes in public policy-making is developed based on the research of public policy-making theorists. This model, which is largely adapted from the theoretical work of ~he Agenda-Building Theorists, is compared to the events and inter-actions of key players in the case study. Although conclusions about a wider applicability of the model is not possible, it can be concluded that the theoretical model does fit the events and circumstances contained in the case study. In addition to attempting to derive a working theoretical model of change in public policy-making, a secondary purpose of the research is to address the nonnative aspects of the shift in policy from conscription to volunteerism. Based on the pattern of American military manpower policy, it appears that Anglo-Saxon liberalism, rooted in the freedom of the individual, is an extremely strong strain in American thinking, and that the relatively long period of conscription in the United States after World War II was an anomaly in the history of American military manpower policies. / Ph. Career maturity across career stages in the South African military

The present study explores career maturity across career stages in the South African military. The Career Development Questionnaire (CDQ) and a biographical questionnaire were administered to a sample of South African military officers (n = 333). The data were statistically analysed for significant mean differences in career maturity according to demographic and military-specific variables. The results revealed an adequate level of career maturity among the participants. The participants’ overall mean scores in career maturity showed no significant mean differences according to demographic variables. Significant mean differences were, however, observed for the sample according to their arm of service in the South African military. Whilst the results did not indicate a developmental progression of career maturity among the participants, it did reflect the equivocal nature of previous career maturity research. A naval travesty : the dismissal of Admiral Sir John Jellicoe, 1917

This dissertation relates to the dismissal of Admiral Jellicoe, First Sea Lord from November 1916 to December 1917, by Sir Eric Geddes, First Lord of the Admiralty, at the behest of the Prime Minister, David Lloyd George. The dismissal was peremptory and effected without rational explanation, despite Jellicoe having largely fulfilled his primary mission of combating the German U-boat threat to British merchant shipping. The outcome of the war may well have been affected if the level of shipping losses sustained through U-boat attack in April 1917 had continued unabated. The central argument of the dissertation is that the dismissal was unjustified. As an adjunct, it argues that the received view of certain historians that Jellicoe was not successful as First Sea Lord is unwarranted and originates from severe post war critism of Jellicoe by those with a vested interest in justifying the dismissal, notably Lloyd George. Supporting these arguments, the following assertions are made. Firstly, given the legacy Jellicoe inherited when joining the Admiralty, through the strategies adopted, organisational changes made and initiatives undertaken in anti-submarine weapons development, the progress made in countering the U-boat threat was notable. Secondly, the universal criticism directed at the Admiralty over the perceived delay in introducing a general convoy system for merchant shipping is not sustainable having regard to primary source documentation. Thirdly, incidents that occurred during the latter part of 1917, and suggested as being factors which contributed to the dismissal, can be discounted. Fourthly, Lloyd George conspired to involve General Haig, Commander of the British Forces France, and the press baron, Lord Northcliffe, in his efforts to mitigate any potential controversy that might result from Jellicoe's removal from office. Finally, the arguments made by a number of commentators that the Admiralty performed better under Jellicoe's successor, Admiral Wemyss, is misconceived.

Ungas attityer till statlig plikt : En studie om motivation för att söka sig till eller avstå från värnplikt i ettpostmodernt samhälle.

Flera av de funktioner som vi i allmänhet anser vara nödvändiga för att ha ett fungerandesamhälle lider idag av rekryteringsproblem. I media rapporteras det om underskott av såvällärare som sjukvårdspersonal men även Försvarsmakten har problem med att fyllakrigsorganisation. Det är därför intressant att undersöka om det finns ett intresse blandungdomar att söka sig till det som vi kallar “Kallyrken” och vilka motiv och attityder somungdomar har till dessa. Vår undersökning fokuserar på värnplikten och syftar till attidentifiera vilka drivkrafter ungdomar har för att genomföra eller avstå från den.Vårt teoretiska ramverk utgår från Fabrizio Battistellis motivationstypologi som beskriverdrivkrafter som endera paleomoderna, moderna eller postmoderna. Han menar att strömningari samhället påverkar våra motiv och att vi i dagens postmoderna samhälle snarare drivs avviljan att finna sig själv och söka äventyr än av patriotism och ekonomiska fördelar. Vi hardärutöver utvecklat vårt ramverk med delar ur careershipsteorin i syfte förstå vilkabakgrundsfaktorer som kan ha påverkat ungdomars motiv.Våra data har samlats in genom att intervjua tio ungdomar, fem som genomför sin värnpliktoch fem som går sista året på gymnasiet. I vår undersökning har vi kommit fram till att deundersökta ungdomarna i huvudsak har en positiv inställning till värnplikten och att de serfördelar med att genomföra den. Postmoderna drivkrafter är i huvudsak dominerade men vinoterar även en något högre frekvens av paleomoderna drivkrafter, såsom skyddet avnationen, jämfört med Battistellis tidigare forskning. En av de faktorer som de undersöktaungdomarna lyfter fram som mest betydelsefullt inför mönstring och värnplikt är tillgångentill trovärdig information. Den bild som förmedlas på sociala medier bidrar till ett ökatintresse, men den behöver kompletteras med information som ökar förståelsen för varför detär viktigt att alla är med och bidrar. Samtliga undersökta rekryter meddelar att värnplikten harvarit en positiv upplevelse och kan tänka sig en framtid i Försvarsmakten på något sätt.Studenter är inte heller främmande för ett engagemang i Försvarsmakten utan ser det som enframtida möjlighet. / Many of the social and governmental institutions, such as schools and hospitals, that wegenerally consider a necessity in a functioning society suffer from recruitment problems. TheSwedish Armed Forces are not exempted from this and also have problems manning theirorganisation. The purpose of this study is to determine the underlying motives today's youthexpress towards the newly reinstated compulsory service in the Armed Forces.Our theoretical framework derives from Fabrizio Battistellis motivation trichotomy in whichhe explains that a person's motivation can be either paleomodern, modern or postmodern. Hisconclusion is that today's youth are more motivated by the desire for adventure thanpatriotism and economic benefits. In addition we have used the careership theory in order tounderstand the underlying circumstances that may have influenced a person's motivation.Our data has been collected by interviewing ten young people, five who are in the midst ofcarrying out their military service and five who are attending their last year in high school.We can, in our study, determine, among today’s youth the postmodern motives and values arestill the main driving force, but we have also observed an increase in paleomodern motivesand values compared to Battistelli's previous research.

Ziel dieser Dissertation ist es, besser zu verstehen wie und weshalb junge Männer Praktiken und Strategien von Armeen ausgesetzt sind, und wie diese Erfahrungen ihr langfristiges Verhalten prägen. Die Arbeit enthält drei eigenständige Essays, die diese Themen jeweils theoretisch als auch empirisch behandeln. Die empirische Analyse nutzt selbst erhobene Umfragedaten von 760 angolanischen Veteranen, detaillierte Einblicke in den lokalen Kontext und den angolanischen Bürgerkrieg als ein natürliches Experiment um kausale Mechanismen zu identifizieren. Kapitel 2 argumentiert, dass ein nichtstaatlicher Kriegsakteur ähnlich wie ein Staatsakteur in der Lage sein kann lokal Steuern zu erheben und, dass ein solcher Akteur Wehrpflicht zur Rekrutierung einsetzt. Kapitel 3 offenbart, dass Soldaten, die mehr in lokaler `governance` mit der Armee involviert sind, in der Nachkriegszeit im Durchschnitt mehr zur Herstellung öffentlicher Gütern beitragen. Die Ergebnisse zeigen neue Wege auf, wie Entwicklungspolitik kriegsbedingte Verhaltensmuster angehen und sich zunutze machen kann, um dadurch mehr Kooperation und weniger Gewalt zu schaffen. / Military service in conflict zones strongly marks the lives of millions of people across the world. The objective of this thesis is to contribute to understanding how and why young men are exposed to practices and policies by armed groups, and how these experiences affect their behavior in the long run. The thesis presents three self-contained essays that all address this objective theoretically and empirically. The empirical analysis relies on primary survey data from 760 Angolan veterans, uses deep insights into the local context and exploits the Angolan Civil War as a natural experiment to identify causal mechanisms. Chapter 2 argues that a non-state armed actor may – like a state actor – have the ability to tax a local population and will choose conscription as its primary recruitment policy. Chapter 3 exposes that former soldiers who were more involved in local governance during the war are significantly more likely to participate in collective public good production more than a decade after the end of the war. Gaining experience with social cooperation increases contributions to organizing public goods, while a shift in political preferences fosters participation in their delivery. Chapter 4 shows that exposure to sexual violence by armed groups significantly increases an individual’s long-term propensity to commit violence against an intimate partner. This effect is underpinned by a reduction of psychological barriers to violence against women. The thesis contributes to several literatures on the long-run individual-level origins of human behavior and on the conduct and consequences of armed conflict. The findings challenge conventional models of rebel recruitment, dominant theories of domestic violence and existing knowledge of how war affects local institutions. The findings can also help policymakers to tackle and leverage long-run impacts of conflict on behavior, in order to devise new policies for more cooperative and less violent societies.

我國兵役制度從抗戰時期的「徵兵為主、募兵為輔」逐步走向「募兵為主、徵兵為輔」的募徵併行制,馬英九2008年當選總統,為落實競選政見,國防部規劃兵役制度轉型為募兵制,爰配合修正兵役法部分條文。 適逢立法院第七屆立法委員席次減半,由原本226席次減為113席次,委員自主性及影響力增強,執政黨組織行政院,亦掌握立院絕對多數席次,形成一致政府。 從公共政策過程理論來看,一個政策的推行,必須透過法律的制定、修正、廢止等方式,送請立機關完成政策合法化過程。本文從兵役法修法過程中,來探討國防部與立法委員互動關係,以提出加強其互動的具體建議。 基於以上的認知,本論文的發現如下: 一、法案草擬階段未讓立法委員有參與機會,使得政策規劃結果未能滿足立法委員的期許。 二、募兵制配套規劃尚未整合,法案先行送審,至國防部立論基礎薄弱,無法說服立法委員支持。 三、未公布政策影響評估,造成立法委員無法認同,讓立法委員對於募兵制無法成功產生的戰力空窗所造成的威脅感到質疑而無法認同法案。 四、與政策利害關係人的溝通不足,成為政策推動的阻力。 五、政策規劃評估不足,考量範圍不夠,形成爭議,造成立委抗拒。 六、立法委員對國防政策專業程度不足,需加強政策溝通。 七、挾持法案的議價協商,實際上係以其他利益交換為目的。 八、立法委員為貫徹黨紀,必要時,個人政治理念須妥協,國防部在政策溝通上,除了立法委員個人意見外,亦須積極遊說黨團。 / The military service system in Taiwan, or the Republic of China (R.O.C) Military Service System, has been gradually heading from a predominantly-conscription mode of recruitment, first adopted during the Period of the Second Sino-Japanese War, toward a predominantly-voluntary recruitment plan. To intiate such a transition and to keep the promises he gave before the 2008 presidential election, the president of the Taiwan (R.O.C.) Ma Ying-jeou urges that the Ministry of National Defense in Taiwan contrive a plan for the necessary modifications in the Taiwanese (R.O.C) law regarding the military service system. Also relating to this, it is to note that a 50% reduction of the number of the seats in the Legislative Yuan in the 7th general election of legislators, from 226 to 113 seats, granted each legislator more autonomy and opportunity to extend his/her personal influence than before, and that Taiwan was hence led by a government whose executive and legislative power came hand in hand becuase the ruling party not only able to organize the Executive Yuan but it also comprised the absolute majority in the Legislative Yuan, after the 2008 election. All taken into considertations, this dissertation aims to provide concrete suggestions as to the enhancement of the quality of the interactions between the Ministry of National Defense and legislators, from the analysis of such modifications. theoretically speaking, have to undergo the due processes to be implemented: the codification of law, a modification period, the abrogation of the inappropriate items of law, and a final evaluation by the Legislative Yuan. The findings are as follows: 1.The legislators' complaints about the unsatisfactory results of military policymaking may arise from a lack of opportunity for them to participate in the early processes. 2.Failure in establishing complementary measures for voluntary military recruitment before it reaches the Legislative Yuan, as well as a flimsy theoretical basis on which the Ministry of National Defense argues for it, make it difficult to persuade legislators that they should implement the new policies. 3.Legislators’ common worries about an imminent though transient threat, of a laspe of national armed force, which is deemed to be highly likely to result from such a change, have not been officially accounted for by the Ministry of National Defense. This prevents the legislators from agreeing to it. 4.The lack of effective communication among stakeholders of the policy impedes its implementation. 5.The lack of careful evaluations and an inclusive framework, make it controversial and legislators hate it. 6.Legislators are not proficient in the policymaking in terms of national defense, so the need more communication. 7.Negotiations are sometimes based on other commercial purposes. 8.Individual legislators, if necessary, are coerced to conform to the ideology upheld by their greater political party. The Ministry of National Defense has also to take into accounts the benefits of political parties.
