Applications of internal translating mass technologies to smart weapons systems

The field of guided projectile research has continually grown over the past several decades. Guided projectiles, typically encompassing bullets, mortars, and artillery shells, incorporate some sort of guidance and control mechanism to generate trajectory alterations. This serves to increase accuracy and decrease collateral damage. Control mechanisms for smart weapons must be able to withstand extreme acceleration loads at launch while remain simple for cost and reliability reasons. One type of control mechanism utilizes controllable internal translating masses (ITM's) that oscillate within the projectile to generate control forces. Several techniques for using internal translating masses for smart weapon flight control purposes are explored here. Specifically, the use of ITM's as direct control mechanisms, as a means to increase control authority, and as a means to protect the smart weapons sensor suite are examined. It is first shown that oscillating a mass orthogonal to the projectile axis of symmetry generates reasonable control force in statically-stable rounds. Trade studies examine the impact of mass size, mass offset from the center of gravity, and reductions in static stability on control authority. Then, the topic of static margin control through mass center modification is explored. This is accomplished by translating a mass in flight along the projectile axis of symmetry. Results show that this system allows for greater control authority and reduced throw-off error at launch. Another study, aimed at examining shock reduction potential at launch rather than static margin alteration, also considers ITM movement along the projectile centerline. In these studies, the ITM is comprised of sensitive electronic sensors, and is configured as a first-order damper during launch. Trade study results show that although the mechanism cannot substantially reduce the magnitude of launch loads, it is successful at dampening harmful structural vibrations typically experienced after muzzle exit. Finally, an active control system is developed for the ITM control mechanism using sliding mode methodology. Example cases and Monte Carlo simulations incorporating model uncertainties and sensor errors show that ITM control of projectiles can substantially reduce dispersion error. Furthermore, the novel sliding mode control law is shown to be highly robust to feedback disturbances. In a final study, combined ITM-canard control of projectiles is explored, concluding that ITM mechanisms can serve as a useful supplement in increasing the efficiency of currently-deployed control mechanisms.

The speed of precision : How the OODA loop benefits from accurate technology

This paper examines how precision resources, such as Precision Guided Munitions (PGM) and Unmanned Aerial Systems (UAS), can affect the OODA loop decision making cycle. PGMs add precision and force to kinetic strikes, whilst UASs bring precision and endurance to the Intelligence, Surveillance and Reconnaissance (ISR) field. The research is conducted as a qualitative case study with two cases - the first one being Operation Desert Storm (1991) where precision weapons were first introduced in a large scale operation, and the second one being Operation Iraqi Freedom (2003) which was conducted in a similar environment and organization, but with a huge technological advancement when it came to PGMs and UASs. The four phases of the OODA loop are examined separately, and the two cases are compared to reveal any similarities or differences. The results indicate that precision resources have a beneficial impact on the speed and accuracy of all four phases, as well as the overall efficiency of the OODA loop. The results also indicate the importance of having sound intelligence (which cements John Boyd’s claim that Orientation is the most important part of the loop) and that the next challenge after precision and ISR-capabilities might be successful coordination of the joint forces on tactical and operational levels to gain speed even further.

A muse of fire : British trench warfare munitions, their invention, manufacture and tactical employment on the Western Front, 1914-18

The emergence of static warfare on the Western Front in late 1914, encouraged the reinvention of devices associated with siege warfare and the invention of hitherto unknown munitions. These munitions included hand and rifle grenades and trench mortars and their ammunition. At the outbreak of war, the British effectively possessed none of these devices and lacked an infrastructure by which they could be quickly designed, manufactured and supplied to the BEF. The British met this challenge with considerable success and the subsequent proliferation of trench warfare munitions had profound consequences for the evolution of British tactics on the Western Front. This thesis examines the processes by which these devices were invented, developed into manufacturable devices and supplied to the BEF. It considers their novelty in respect to similar devices from the American Civil War and the Russo-Japanese War. It looks at how their technical evolution affected tactical developments. The thesis discusses the relationship between the technical characteristics of these devices and the evolution of their tactical employment on the Western Front. It also considers how the characteristics of certain munitions, such as the Stokes mortar and the Mills grenade, directly effected tactics. It argues that the tactical employment of these munitions was dependent upon their functionality, utility and reliability. The present thesis provides a different model of trench warfare conducted by the British during the First World War and thereby demonstrates the significance of the novel munitions under discussion and the role they played in changing infantry warfare. This thesis also provides a different view of the Ministry of Munitions from that usually offered and argues that certain aspects of the Ministry’s role in providing the BEF with munitions has been overstated by virtue of its having underplayed the work of the War Office, while overlooking that conducted by the Royal Engineers in France.

La destruction par brûlage de munitions chimiques de la Première Guerre Mondiale a provoqué une contamination importante de la partie supérieure du sol du site de la Place-à-Gaz par l’arsenic, le zinc, le cuivre et le plomb. Le traitement thermique a eu pour effet de minéraliser l’As des agents de guerre organoarséniés, et de former un assemblage minéral inattendu composé d’arséniates de Zn, Cu et Fe, et d’une phase amorphe riche en Fe, As, Zn, Cu et Pb. Ce matériel amorphe est la principale phase porteuse de l’As et des métaux dans la zone la plus polluée. Le site est sujet à des changements environnementaux pouvant affecter la stabilité des contaminants inorganiques. Afin d’évaluer l’impact d’épisodes de saturation en eau et de l’apport de matière organique sur les cycles biogéochimiques des métaux et de l’As, une étude en mésocosme a été menée. Les résultats montrent que la phase amorphe est instable en conditions saturées, et libère des contaminants dans l’eau interstitielle du sol. Comme sur le site, les contaminants les plus mobiles sont le Zn et l’As. L’addition de matière organique a induit une immobilisation de l’As, par piégeage de l’As V sur les oxyhydroxydes de fer, dans la partie saturée du sol. La caractérisation du compartiment microbien a été effectuée via des dénombrements, une analyse de la diversité bactérienne et des tests d’activités d’oxydation de l’As III et de respiration et. Les résultats montrent que les microorganismes ont contribué activement au métabolisme du C et de l’As. L’apport de matière organique a promu la croissance des microorganismes As III-oxydants et As Vréducteurs et modifié la structure des communautés bactériennes. Cependant, un effet négatif de la matière organique sur la vitesse d’oxydation de l’As III a été observé, entrainant une augmentation des concentrations d’As III en solution. Cette étude en mésocosme a montré que le dépôt naturel de litière organique a des conséquences antagonistes sur le transfert des contaminants inorganiques. Ces résultats fournissent de plus amples informations sur l’impact environnemental de la Grande Guerre et, de façon plus générale, sur les processus biogéochimiques contrôlant le comportement des métaux/métalloïdes sur les sites pollués. / The thermal destruction of chemical munitions from World War I, on the site of “Place-à-Gaz”, induced intense local top soil contamination by arsenic and heavy metals. The heat treatment mineralized As from organoarsenic warfare agents, resulting in a singular mineral assemblage, composed of Zn, Cu and Fe arsenates and of an amorphous phase rich in Fe, As, Zn, Cu and Pb. The amorphous material was the principal carrier of As and metals in the central part of the site. The site undergoes environmental changes which may alter the stability of inorganic contaminants. To assess the impact of water saturation episodes and input of bioavailable organic matter on the biogeochemical cycles of metal(loid)s, a mesocosm study was conducted. Results showed that amorphous phase was instable in saturated conditions, and released contaminants in soil water. As previously observed on site, the most mobile contaminants were Zn and As. The addition of organic matter induced the immobilization of As by trapping of As V onto hydrous ferric oxides in the saturated soil. Microbial characterizations including counting, bacterial community structure, respiration, and determination of As IIIoxidizing activities were performed. Results showed that microorganisms actively contribute to the metabolisms of C and As.The addition of organic matter induced the increase of As III-oxidizing and As V-reducing microorganisms concentrations and modified the bacterial diversity. However, a negative effect of organic matter on the activity of As III oxidation was observed resulting in higher As III concentration in soil water. This study showed that the natural deposition of forest organic litter on the site, induced antagonist effects on the transfer of inorganic pollutants did not immobilize all the Zn and As and even contributed to As III transport to the surrounding environment. These results provide more information about the environmental impact of the Great War and more generally about the processes driving the behavior of metals/metalloids on polluted sites.

Atskyrimo principas ginkluotuose konfliktuose yra tarptautinės humanitarinės teisės pagrindas, reikalaujantis, kad konflikto šalys visuomet skirtų civilius gyventojus ir kombatantus, civilinius ir karinius objektus. Tačiau dėl visuotinės privatizacijos padidėjus civilių ir privačių kompanijų, dalyvaujančių ginkluotuose konfliktuose, skaičiui bei nuolat tobulėjant karinėms technologijoms, riba tarp civilių ir kombatantų ėmė nykti. Norėdami pritaikyti atskyrimo principą šiuolaikiniams ginkluotiems konfliktams, šiame darbe, visų pirma, analizavome tiesioginio dalyvavimo karo veiksmuose įtaką šio principo taikymui ir nustatėm, kad asmeniui, tiesiogiai dalyvaujančiam karo veiksmuose, atskyrimo principas nebetaikomas, jis tampa teisėtu kariniu taikiniu ir praranda apsaugą nuo karo veiksmų keliamų pavojų. Tiesioginiu dalyvavimu karo veiksmuose siūlėme laikyti veiksmus, atitinkančius žalos masto, tiesioginio priežastinio ryšio tarp atliekamo veiksmo ir kilusios ar kilsiančios žalos ir ryšio su ginkluotu konfliktu bei viena iš konflikto šalių reikalavimus. Visų antra, nagrinėjome atskyrimo principo ginkluotuose konfliktuose taikymą PKSK personalo atžvilgiu. [toliau žr. visą tekstą] / The principle of distinction in armed conflicts is the corner stone of international humanitarian law, requiring that the Parties to the conflict would at all times distinguish between the civilian population and combatants and between civilian objects and military objectives. But because of the increased number of civilians and private companies participating in armed conflicts due to the global privatisation and permanent technological improvement of military equipment, the line between civilians and combatants begin to blur. In order to apply the principle of distinction to modern armed conflicts, firstly, we analysed an influence of direct participation in hostilities to the application of the principle of distinction and determined that for person who directly participates in armed conflicts the principle of distinction is no longer applicable and this person becomes a legal military target with no general protection against dangers arising from military operations. An act which is considered to be direct participation in hostilities should meet the requirements of threshold of harm, direct causation and belligerent nexus. Secondly, we studied the application of the principle of distinction to the personnel of private military and security companies in armed conflicts and determined that part of this personnel might be considered combatants and because of that become lawful military targets to whom the principle of distinction in no longer applicable. Further development of Sand Bed Burner / Vidareutveckling av Sandbäddsbrännare

To determine whether a weapon system meets the requirements set for insensitivity, the system is getting exposed for special tests. One of these tests shows how the system reacts when it ends up in a fire. This test is called the "Fast Cook-Off (FCO) Test", called FCO-test, and performed with a Sand Bed Burner (SBB). According to primary testing provision, the fuel for this test is used of jet fuel such as Jet A-1. A project at Bofors Test Center (BTC) is in progress to use an alternative fuel of Liquefied Petroleum Gas (LPG). This fuel is very advantageous compared to jet fuel in terms of environmental impact, work environment and testing costs. The aim of this thesis is to improve the existing test equipment considering fire over the entire surface and solve the problems with dropped gas flow and freezing of gas bottles. SBB works in the sense that the new petrol LPG streams into the SBB and expands in the free space below the sand bed before the gas will diffuse through the bed of sand and the fire engulfs the object. LPG is a condensable gas that requires oxygen. LPG exceed from liquid to gas phase and needs a large lateral surface to take up more energy which results in better evaporationto the phase transfer. Reaction products from complete combustion of LPG are only water vapor and carbon dioxide, the same as in your exhaled air. To solve these problems it was needed to change P11 composite bottles to P45 steel bottles to get a longer evaporation and larger lateral surface. Four flow inlets instead were used of one into SBB for a better stream in the free space under the sand bed. Propane regulators used to get a lower and more constant flow to avoid freezing. Compressed airconnected tothe SBB to geta mix between oxygen and LPG. The result shows in higherheat radiation efficiency even though the flow was settled down to 1/3 with the new propane regulators. In test 2 the value was 37 kW/m2 and in test 7 it was around 57 kW/m2. Because of a smaller flow and bigger steel bottles the freezing disappeared. Smaller grain of sand together with four inlets and compressed air gave a more complete combustion.

The study attempted to quantify the elemental concentrations and possible accumulation levels in the antelope's organ tissue at Rheinmetal Denel Munitions (RDM), as well as to correlate the findings with the surrounding environment. To achieve this, the elemental concentrations within the kidney, liver and lung tissue of the antelope, and environmental factors such as the soil, vegetation and waterholes were quantified. STATISTICA was used to determine meaningful differences between variables and Canoco to determine the relationship between the different datasets. PCA analyses of the vegetation confirmed that the natural slope at RDM could have contributed to the distribution and variation of the elemental concentration. It became apparent that positive associations existed between the liver tissue and the K, the kidney tissue and Ni and Cd, and the lung tissue had a positive association with Mg, Mn, V, Rb and Co elemental concentrations. It became evident in this study that the elemental concentrations of Al and Ni were higher in the liver and kidney tissue of the antelope than the recommended concentration for livestock (Puls, 1994). The elemental concentration of Al, Ca, Fe and Mn also exceeded the recommended elemental concentration for livestock, in the water sampled at RDM (Puls, 1994). Four distinct areas were identified within the study area, the area above the factory, the area under the factory, the testing area and the area under the factory. Significant differences between the testing area and the area under the factory were found regarding the Tl, Ag, Hg and B elemental concentrations in the vegetation. En posant la question de l’influence des ONG sur la décision du gouvernement français d’adopter le traité d’interdiction des armes à sous-munitions à Oslo en décembre 2008, cette thèse offre l’occasion de revisiter tout un ensemble de travaux de Relations Internationales sur les conditions de succès des mobilisations transnationales dans la production et l’adoption des normes internationales. Alors que les théoriciens de relations internationales travaillent presque exclusivement sur ce qui se joue à l’échelle internationale, entre les ONG et les Etats, ce travail propose au contraire de resserrer la focale uniquement sur la prise de décision politique française. Il propose ainsi de chercher les raisons du « succès » des mobilisations transnationales non pas dans leurs caractéristiques propres, mais plutôt dans les logiques politiques et institutionnelles qui façonnent les décisions politiques nationales. Cette thèse décrit un processus de décision politique en partie imposée aux pouvoirs publics par une mobilisation transnationale. Elle montre ainsi comment l’espace des choix se restreint au point d’obliger les pouvoirs publics à adopter un traité de désarmement auquel ils auraient largement préféré se soustraire. Mais elle révèle également comment l’Etat n’en reste pas moins doté d’une capacité de gouverner qui lui permet de récupérer subtilement la main. C’est cette tension que signifie l’expression gouverner sans choisir. / In posing the question of the influence of non-governmental organizations (NGOs) on the French government’s decision to adopt the treaty banning cluster munitions, in Oslo in December 2008, this thesis offers the occasion to revisit a number of studies in International Relations on the factors behind transnational mobilizations’ success in creating and adopting international norms. While theorists of international relations work almost exclusively with such conditions at the international level, between ONGs and states, this study proposes, on the contrary, to shift the focus to the French political decision-making process. It seeks the reasons for “successful” transnational mobilization not in their proper characteristics, but rather in the political and institutional logic shaping national political decisions. This thesis describes a process of decision-making imposed, in part, on the public authorities by a transnational mobilization and it shows how the realm of choices narrowed to the point where the public authorities were forced to adopt a disarmament treaty that they would have overwhelmingly preferred to avoid. However, this thesis also reveals how the state nonetheless retained its capacity to govern and to subtly recover its power. It is this tension that provides the expression to govern without choosing.

Analysis of high-speed vessels for Seventh Fleet logistics support

Approved for public release, distribution is unlimited / Commander, Logistics Group, Western Pacific (COMLOGWESTPAC) is concerned with the delivery of high priority material, ordnance, and passengers to U.S. Navy ships due to a very large operations area and limited Combat Logistics Force (CLF) assets. High-speed vessels (HSVs) may have the potential to improve the delivery of these materials when used to complement existing logistics shuttle ships. This thesis quantifies current levels of traditional naval logistics support and provides comparison to HSV-based alternatives in various scenarios. The CLF Scenario Analysis Tool (CLFSAT), a newly developed discrete event simulation model of naval logistics support, performs the analysis. Given a scenario depicting combatant movements and operations, CLFSAT provides insight into the comparative performance of different supporting naval logistics force structures. This analysis determines that HSVs can be effective logistics platforms in specific scenarios when distributing high priority material, ordnance, and stores. HSVs are very effective in small theaters with short transit distances, but for larger theaters, their effectiveness is inversely proportional to distance from the Forward Logistics Site. Regardless of theater size, HSVs show significant improvements in theater distribution of "low density, high priority" cargo, such as precision guided munitions (PGMs) or critical repair parts when customers are outside COD range. / Lieutenant Commander, United States Navy
