Identifiering och Klassificering av Osäkerheter i Förvärvsprocessen vid Bostadsutvecklingsprojekt

Tidiga skeden av byggprojekt är oftast väldigt komplexa, och många av projektens förutsättningar är osäkra. Då osäkerheter kan ses som brist på information och kunskap, innebär det att tidiga skeden innefattar många osäkerheter som kan generera både positiva och negativa utfall. Därav är det viktigt att både identifiera och hantera osäkerheter för att fatta beslut och skapa rätt förutsättningar för projekten. Syftet med studien är att öka förståelsen för osäkerheter och osäkerhetshantering i förvärvsprocessen vid bostadsutvecklingsprojekt, vilket görs genom att besvara frågeställningen: Hur kan ett ramverk utformas för att skapa trygga beslutsunderlag vid affärs- och projektutveckling under förvärvsprocessen för bostadsutvecklare med avseende på osäkerheter. För att uppnå studiens syfte har en fallstudie av ett svenskt bostadsutvecklingsföretag genomförts genom observationer och intervjuer vid fallföretaget. Studien har resulterat i ökad förståelse för identifiering av osäkerheter och vilka osäkerheter som bör tas i beaktning vid beslut om förvärv. De identifierade osäkerheterna kan delas in i sex huvudområden: Tid, Ekonomi, Projekt, Organisation, Myndigheter och Marknad. Studien har även resulterat i ett ramverk för att analysera och värdera osäkerheter samt visualisera dessa i förhållande till varandra. Studien bidrar på så sätt till teorin genom att studera förvärvsprocessen i bostadsutvecklingsprojekt samt presenterar ett strukturerat arbetssätt för att klassificera och analysera osäkerhet. Ramverket som denna studie resulterat i är främst av relevans för beslutsfattare i förvärvsprocessen och kan användas som underlag vid beslut om förvärv av nya projekt. / Early stages of construction projects are usually very complex, and many project conditions are uncertain. Uncertainties can be seen as lack of information and knowledge, which implies that many uncertainties are involved in early stages.  These can result in both positive and negative outcomes. Hence it is important to identify and manage uncertainties in order to make decisions and create proper project conditions. The purpose of this study is to increase the understanding of uncertainties and uncertainty management in the acquisition process in real estate development, by answering the research question: How can a framework be designed to create a secure basis for decisions by business- and project development during the acquisition process for real estate development in terms of uncertainties? To manage this a case study of a Swedish real estate developer has been conducted, where observations and interviews were conducted at the case company. The result from this study is increased understanding about uncertainty identification but also knowledge about which uncertainties to take in to consideration when making decisions on acquisitions. The identified uncertainties were divided into six major areas: Time, Economy, Project, Organization, Government and Market. This study has also resulted in a framework for analyzing and evaluating uncertainties, which also visualize the uncertainties in relation to each other. The result from this study contributes to theory by studying the acquisition process in real estate development projects and presents a structured approach to classifying and analyzing uncertainties. The framework is mainly relevant for decision-makers within the acquisition process and can be used as the basis for decisions on acquisition of new projects.

Svenska storstadskommuners utmaningar och möjligheter för klimatanpassning i befintlig stadsmiljö : En kvalitativ studie av Stockholm, Göteborg och Malmö stad

Ett förändrat klimat kommer generera stora konsekvenser, inte minst för städer som, med sin avancerade infrastruktur, ofta är tidiga att påverkas av klimatförändringens konsekvenser. Anpassning till konsekvenserna av klimatförändring i städers befintliga miljö kommer behövas, då denna del av staden visar sig sårbar. Många städer har påbörjat ett anpassningsarbete men utmaningar återstår i hur man ska omvandla städers kapacitet till handlingsförmåga med eftersträvade resultat. Syftet med denna uppsats är att redogöra för svenska storstadskommuners förutsättningar för klimatanpassning i befintlig stadsmiljö med fokus på möjligheter och utmaningar i olika steg av anpassningsprocessen. Analysen grundas på semistrukturerade kvalitativa intervjuer med totalt sex representanter från de tre svenska storstadskommunerna Stockholm, Göteborg och Malmö stad. Tydliga likheter och mönster kan utläsas i respondenternas uppfattningar kring klimatanpassningsarbetes förutsättningar. Kommunerna har ett gediget kartläggningsarbete som ofta grundar sig i modelleringar och visualiseringar. Uttalade strategier och mål genom diverse planer finns hos samtliga kommuner. Åtgärder genomförs till viss grad och skiljer sig åt beroende på kommunernas prioriterade områden. Uppföljning av klimatanpassningsåtgärder sker än så länge i begränsad skala och anses svår att genomföra då de flesta planerade åtgärder ännu inte har utförts. Generellt sett har kommunerna ett stort fokus på vattenfrågor men nämner även värmefrågan som en kommande utmaning. Respondenterna uttrycker både utmaningar och möjligheter vid kartläggning av klimatförändringens effekter och även en utmaning i hur kartläggningsarbetet ska implementeras i nästa steg av processen. Vid genomförande av åtgärder ser respondenterna utmaningar i bristande intresse, prioriteringar, finansiering och politik. De ser ansvarsfrågan som en stor utmaning där rådighet bland aktörer lyfts av samtliga kommuner. Otydlighet i ansvarsfördelning beror till viss del på bristande lagstiftning, respondenterna önskar tydligare riktlinjer och ser detta som en möjlighet som skulle underlätta för kommunerna. Respondenterna ser möjligheter i framtida uppföljning och samverkan, likaså i erfarenhets- och kunskapsutbyte. Många likheter i utmaningar och möjligheter går även att utläsa när resultaten jämförs med tidigare studier, vilket indikerar att många av de ovanstående faktorerna generellt sett är återkommande. / A changing climate will generate large consequences, especially for cities that are often early affected by the consequences of climate change due to their advanced infrastructure. Adaptation to these consequences in the existing urban environment will be needed since cities are vulnerable to climate change. Many cities have initiate adaptation processes but challenges remain in how to transform capacity into action to get the desired outcomes. The aim of this thesis is to account for what conditions climate change adaptation in existing urban environments in large cities in Sweden, focusing on opportunities and challenges in different steps of the adaptation process. The analysis is based on semi-structured qualitative interviews with six representatives from Stockholm, Gothenburg and Malmö. Patterns can be identified in how respondents view the conditions of climate change adaptation work. The three municipalities have done a solid mapping, which is often based on modeling and visualizations of prioritized areas and urban risks. Strategies and visions through various plans can be found among all municipalities related to several adaptation issues. Concrete actions are done to a certain extent and vary depending on different focus areas. Follow-up of climate change adaptation action is, for now, limited and considered hard to accomplish since most of the actions are planned but not yet implemented. Generally, the municipalities have a large focus on water issues while the heat issue is seen as a future challenge. Challenges like uncertainties in modeling can be identified during mapping of the effects of climate change. The municipalities see a challenge in how the mapping should be implemented in the next step of the adaptation process. Implementation is restricted by a lack of interest, priorities, financing and politics. The question of responsibility is seen as problematic where land ownership among actors is mentioned by all municipalities. Ambiguity of accountability depends partially on lack of legislation, where explicit guidelines is suggestes to facilitate action. Future follow-up, collaboration and experience-based exchange, are also seen as potential triggers. Many similarities in challenges and opportunities can be found when comparing our results with previous literature, indicating that many of the abovementioned factors generally are reappearing.

In the third part there are fundamental information about the Kingdom of Morocco as well as analysis of investment climate. The key part of the thesis analyzes business opportunities for Czech companies and entrepreneurs.

In the next chapter there is an inroduction of the microregion Telčsko. The heart of the work is an analysis of tourism potential of the selected area, survey, SWOT analysis and suggestions of development opportunities.

Exportní příležitosti českých firem na trzích Pobaltských zemí / Export opportunities of Czech companies in the markets of the Baltic states

The thesis focuses on export opportunities of Czech companies in the markets of the Baltic countries: Lithuania, Latvia and Estonia. The first part is devoted to basic political and economic characteristics of these countries, especially after the course and consequences of the recent economic crisis in these markets. Following chapters deal with the analysis of the business environment of the Baltic states by PEST analysis and foreign trade of these countries with the Czech Republic for the past 10 years. Gathered information together with defined comparative advantages of the Czech Republic are used to identify export opportunities of Czech companies in the markets of the Baltic countries. The final part deals with more detailed analysis of these opportunities with regard to the predicted economic development in the region, presents suitable procedure to enter the markets of the Baltic States and the examples of successful exports of Czech companies.

Sendo a ampliação do acesso uma das dimensões da democratização da educação, que significa assegurar as possibilidades dos diferentes atores sociais de terem acesso a um bem público específico independentemente de sua origem social, este trabalho objetivou demonstrar se, com a recente expansão da educação superior, em específico da graduação, ocorreu a democratização do acesso de grupos de indivíduos tradicional e historicamente excluídos. Trata-se de uma pesquisa descritiva de dados nacionais relativos aos indivíduos que tiveram acesso ou não ao ensino superior no país e suas características sociais, em especial os atributos sociodemográficos, familiares, econômicos e sócio-ocupacionais. Foram selecionadas as informações da Pesquisa Nacional por Amostra de Domicílios (Pnad) realizada pelo Instituto Brasileira de Geografia e Estatística (IBGE) dos anos de 1995, 1999, 2003, 2007 e 2011 por representarem intervalos de tempo que correspondem a períodos específicos, isto é, ciclos políticos presidenciais – presidente FHC de 1995 a 2002; presidente Lula de 2003 a 2010; e presidente Dilma a partir de 2011. Entre as várias modificações observadas a partir da análise dos aspectos microssociais dos grupos dos graduandos destacam-se: a maior inserção de indivíduos pardos, negros e indígenas; o aumento do número de indivíduos oriundos de famílias com renda familiar per capita de até 1,5 salário mínimo; o crescimento do número de indivíduos com idade superior a 34 anos; e a maior participação dos indivíduos residentes nas Regiões Nordeste, Norte e Centro-Oeste em áreas não-metropolitanas. Como se trata de um fenômeno social que está em pleno curso na atualidade, ainda é cedo afirmar que a democratização do acesso a este nível de ensino efetivamente se concretizou, uma vez que adequações nas políticas educacionais e programas diversos podem e devem acontecer de forma a atingir este objetivo. Porém, os resultados deste estudo mostram que as modificações observadas sinalizam que é este o caminho para a equalização destas oportunidades educacionais. / In the last two decades, starting from the second half of the 90´s the Brazilian educational system was characterized by several changes throughout diverse transformations, such as universalization of the fundamental education, as well as remarkable growth in the secondary school enrollment and increased by the higher education admissions, establishing its recent expansion. Being these expansion of access one of the dimensions (pillars) in the democratization of education as a means of securing the possibility for the different social actors to have the opportunity to gain public education independently of their social origins, this job has the objective to demonstrate how groups of individuals traditionally and historically excludes have been embraced by the democratization of access. The present paper is about a descriptive research from the national data base with relation to individuals who has access or not to the countries higher education and their social characteristics in special to social demographics attributes, families, economies and social occupations. The information have been selected from the National Household Sample Survey (PNAD) held by the Brazilian Institute of Geography and Statistics (IBGE) for the years 1995, 1999, 2003, 2007 and 2011 they represent time intervals that correspond to specific periods, associated with presidential political cycles - President Fernando Henrique Cardoso from 1995 to 2002; President Lula 2003-2010; and President Dilma 2011. Among the various changes observed from the analysis of micro-social aspects of the graduate groups are: the greater inclusion of individuals pardos (browns), blacks and Indians; Increasing in the number of individuals from families with a per capita family income of up to 1.5 minimum wage; the growing number of individuals over the age of 34; and the greater involvement of people living in the Northeast, North and Midwest in non-metropolitan areas. As this is a social phenomenon that is in full operation today, it is premature to state that the democratization of access to this level of education actually materialized, since adjustments in educational policies and various programs can and should happen in order to achieve this goal. However, the results of this study point out that the observed changes suggest that this is the way to equalize these educational opportunities.

Tennessee High School Counselors' and Dual Enrollment Advisors' Perceptions of Student Readiness for Dual Enrollment

The purpose of this qualitative phenomenological study was to explore Tennessee high school counselors’ and dual enrollment advisors’ perceptions of student readiness for dual enrollment within the context of school, institutional, state, and federal policies as aligned with adolescent development theories in order to inform both policy and practice. Twelve purposely sampled participants from three school districts within the First Tennessee Core Region responded to questions via a recorded phone interview. Participants reflected on the readiness of their students for dual enrollment in the academic, social, and emotional domains. Additionally, participants identified strengths and weaknesses of dual enrollment programs and the Ready Graduateinitiative in Tennessee through the lenses of their school, post-secondary institutions, and their students and shared ideas for the improvement of programs and increasing student readiness.

Este estudo parte do princípio ainda de que as possibilidades colaborativas viabilizadas pelas novas Tecnologias de Informação e Comunicação (TIC s) podem ser aliadas a estas finalidades. Neste sentido, esta dissertação de mestrado se ocupa do estudo de projetos de suporte ao que chama de novas práticas colaborativas cidadãs; ou seja, ações colaborativas voluntárias e cidadãs, viabilizadas pelas novas Tecnologias de Informação e Comunicação. / [en] This study assumes that the projectual exercise may be aimed at solving complex social problems and also serve as tool for dissemination of citizen practices by developing platforms that support and encourage these actions. This study also assumes that the collaborative opportunities made possible by the new Information and Communication Technologies (ICT s) can be combined with these purposes. Therefore, this dissertation deals with the study about support projects to what it calls new citizen collaborative practices, in other words, citizen and voluntary collaborative actions, enabled by the new Information and Communication Technologies.
