Lärandekulturer : en studie av organisatoriskt lärande under olika institutionella betingelser

Organizational learning is a research area which has grown rapidly in importance the last decade. It is often argued that modern organizations have to increase their ability to learn in order to survive in rapidly changing environments. The literature on organi­zational learning is characterized by a normative bias. Lot of emphasis has been put on giving sound advice on how to create a learning organization. Less emphasis has been put on the actual conditions for learning in different types of organization. The purpose of this study is to answer the question how organizational learning arise, and how it is affected by the institutional conditions the organization work under. The research strategy is based on in-depth case-studies of 6 organizations. The organiza­tions have recently implemented large re-orientation projects, which make up the empirical focus for studying learning. The organizations come from two different organizational fields - municipalities and technical consultancy firms. The two fields are characterized by different insti­tutional conditions, which makes the learning processes vastly different in the two fields. The concept of learning-cultures is used to capture the different institutional conditions in the two fields. The municipalities are characterized by bold re-orientation ideas from the top mana­gement. All three organizations have started projects inspired by the "new" ideas of market orientation. In that sense they seems to be learning from each other which projects are legitimate in the field. On the other hand they have difficulties imple­menting the ideas internally, due to heterogeneous conceptions in different sub-groups. The learning-culture in the municipalities is summarized as reformative-split. The technical consultancy firms are characterized by more conservative attitudes towards re-orientation. The firms are using established techniques in the field, thus learning which projects are appropriate. Internally they are characterized by homo­geneous conceptions among subgroups. The learning-culture in the technical con­sultancy firms is summarized as adaptive-unified. Deconstructing Complexity: Configurations of Institutional Complexity and Structural Hybridity

This article unpacks the notion of institutional complexity and highlights the distinct sets of challenges confronting hybrid structural arrangements. The framework identifies three factors that contribute to the experience of complexity - namely, the extent to which the prescriptive demands of logics are incompatible, whether there is a settled or widely accepted prioritization of logics within the field, and the degree to which the jurisdictions of the logics overlap. The central thesis is that these "components" of complexity variously combine to produce four distinct institutional landscapes, each with differing implications for the challenges organizations face and for how they might respond. The article explores the situational relevance of an array of hybridizing responses and discusses their implications for organizational legitimacy and performance. It concludes by specifying the boundary conditions of the framework and highlighting fruitful directions for future scholarship.

Enrollment Logics and Discourse: Toward Professionalizing Higher Education Enrollment Management

Enrollment management is an organizational phenomenon that emerged in the mid-1970s and has since developed into a pervasive structure and practice at colleges and universities. The purpose of this study is to identify and trace the development of the underlying organizing principles (enrollment logics) that institutionalize enrollment management practices and professionalize the chief enrollment manager position. This study focuses on how discourses among members of a prominent professional association establish, diffuse, and sustain knowledge that promotes certain expertise, assumptions, beliefs, and shared understandings of enrollment management. This is qualitative study that uses first-person accounts of 18 chief enrollment managers, authoethnographic reflections, and historical texts to reveal the regulative, normative, and cultural-cognitive elements (symbols, relations, routines, and artifacts) that signify enrollment management as an institutionalized and professionalized phenomenon. Crystallization is used as the analytical approach for discourse analysis. Institutional Theory and Structuration Theory form the theoretical and analytical frameworks for this study. Study results suggest that enrollment management is an institutionalized organizational field and an emerging profession.

The renaissance came with the trajectory of neoinstitutionalism, guided by the social bias that starts to approach the study of institutions with the outside look inside the organizations, considering its organizational field, its actors and the universe in which this institution is allotted. In the field of sports management studies, researchers at both the international and national levels use this theory to justify phenomena that occur with sports organizations. In this work, the study will be guided by the institutionalization of a sports entity of the universe of Brazilian basketball, the Women's Basketball League. Because this entity has undergone three distinct processes since its foundation, provoking successive organizational rearrangements, the research points out the influences of its organizational field, where interferences of the external and internal environments of the organization, provoke its incontinuity. The single case study used interviews with actors from the organizational field, analysis of documentary content and direct observation by the researcher. Among the results, it was observed that there was intention of the LBF to reproduce a pre-existing structure in the male basketball, which would characterize the phenomenon as mimetic isomorphism, but after analysis and discussion it was characterized as coercive isomorphism. In the transition from the first phase to the second phase of the process studied, the LBF suffered political and social pressures that resulted in the rearrangement of its structure, the second phase of transition characterized by interferences of political, social and functional pressures. On legitimacy, it is understood that the institution is recognized by its main leaders, the clubs, and needs to strengthen the relationship with society. The application of this study is reinforced by the social orientation of the neoinstitutionalism with the focus on the organizational field of Brazilian basketball. It is proposed as a managerial intervention the execution of sports projects aimed at the basketball community in partnership with clubs that participate in the LBF. / A teoria institucional retomou o cenário das pesquisas em administração no meio acadêmico. O renascimento veio com a trajetória do neoinstitucionalismo, orientada pelo viés social que passa a abordar o estudo das instituições com o olhar de fora para dentro das organizações, considerando seu campo organizacional, seus atores e o universo em que essa instituição está alocado. Na área de estudos da gestão do esporte, pesquisadores tanto em nível internacional como nacional utilizam essa teoria para justificar fenômenos que acontecem com organizações esportivas. Neste trabalho, o estudo será norteado pela institucionalização de uma entidade esportiva do universo do basquete brasileiro, a Liga de Basquete Feminino. Pelo fato dessa entidade ter passado por três processos distintos desde sua fundação, provocando rearranjos organizacionais sucessivos, a pesquisa aponta as influências do seu campo organizacional, onde interferências dos ambientes externo e interno da organização, provocam sua incontinuidade. O estudo de caso único utilizou entrevistas com atores do campo organizacional, análise de conteúdo documental e observação direta pelo pesquisador. Entre os resultados encontrados, percebeu-se que havia intenção da LBF reproduzir uma estrutura pré-existente no basquete masculino, o que caracterizaria o fenômeno como isomorfismo mimético, porém após análise e discussão caracterizou-se como isomorfismo coercitivo. Na transição da primeira fase para a segunda fase do processo estudado, a LBF sofreu pressões políticas e sociais que resultaram no rearranjo da sua estrutura. A segunda fase de transição caracteriza-se por interferências de pressões políticas, sociais e funcionais. Sobre a legitimidade, entende-se que a instituição é reconhecida pelos seus principais responsáveis, os clubes, e necessita estreitar a relação com a sociedade. A aplicação deste estudo é reforçada pela orientação social do neoinstitucionalismo com o foco no campo organizacional do basquete brasileiro. Propõe-se como intervenção gerencial a execução de projetos esportivos voltados para a comunidade do basquete em parceria com clubes que participam da LBF.

Kista bibliotek : En kvalitativ fallstudie, från idé till öppnad verksamhet

This study explains the process of how Kista bibliotek, a library in Stockholm, evolves from being an idea to a running activity. The library is created in a time of change, both political and economical and is supposed to meet many different goals set from many different actors. The library is placed in one of Stockholm’s biggest shopping centres, Kista galleria and close to Kista science city which is an important midpoint for international businesses and science. Kista is also an area of segregation and socioeconomic problems and the library want to connect the different ‘worlds’ and together; the local people, businesses and the community create an environment which to be proud of. With new institutionalism as theoretical frameworks and with the use of qualitative interviews and unobtrusive observations, this paper shows how the original idea transforms throughout different levels of the organization. How the library evolves to be both traditional and progressive, how it meets the needs of the locals and work with the commercial environment to fulfil their mission to be a public place in the middle a commercial shopping centre. This study portrays a picture of a library which is moves between different organizational fields, between the private and public sector to achieve the goal of being a modern library in a modern world.

Kartläggning av det museipolitiska fältet:  museer och dess huvudmän : Analys av remissvaren till Ny museipolitik

This Master’s thesis has the politics of museum in focus, as a subordinate governmental cultural policy, as a continuation of cultural reform in a time when legislation were to take place in Sweden. The aim of the study is to map out claims from museums and their responsible authorities in response to the governmental bill Ny Museipolitik. The study deem the subject area of politics of museums as a organizational field. By using the Toulmin model of argumentation several hundred claims about the works of museums and the effects on society were founds. The result could be arranged in eight different themes. In the analysis of the claims both unifying and disrupting tendencies could be observed. The themes presented in the result are: a new legislation, a new administrative authority, handling the collection, cooperation, fundings, museums and society, quality assurance and research at the museum and a round up theme called other.      One conclusion showed that the different levels of authorities in particular produced diversified needs and challenges. Some findings point out how the field are contested concerning legitimacy. There is also conclusion indicated by the claims that showed how several isomorphic tendencies were apparent. Legislation are considered to heighten the state of affairs and the increased level of ambition are welcomed. A very apparent conclusion is that a much needed reform, according to the comment letters, is that governmental grants are increased and secured over time.

Record Companies in Sweden- 100 years of music business institutionalisation This thesis is about the development of Record Companies in Sweden over more then hundred years. The Aim is to understand the role of the record company in the change of the music industry by narrating and interpreting its development. The Record Companies did dominate the music industry in Sweden from its birth 1903 until after year 2000, when new forms of music business were born. Despite this the remaining record companies still have similarities with the firs gramophone company from 1903. The empirical story is based on some 20 interviews with central actors in the music industry together with a mapping of the independent music producers, published 2004 and material from other studies on the music business. The story is in it self an important contribution to research since it appears to be the first one done in this way. The conception of the record company as the dominant actor in the organisational field, the music industry, very soon became an institution. This institution has been created and developed in an institutional process that here is analysed in four themes: delimitations, dominant logics, and organising and ownership structure/actors. During the process the limitations for the record company and the organisational field is changing. The logic is being push towards either art or comers during different periods, different forms of organising are created and developed and actors turn up and disappear. A main conclusion is that the cognitive processes highlight the institutionalisation but also the normative and the regulative processes helps to explain. At the same time this must, as in the model developed in the thesis, be connected to the four themes in order to create the holistic understanding of the institutionalization of the music business in Sweden being demanded in the aim of the thesis. In the model the actors are being emphasized as most important in the creation, remaining, developing, changing and at the and also liquidation of the institutional conception of the record company as the dominant form of music business. Partly this could be explained by and in itself explain the lack of a strong common organization in the music business together with the rather limited impact from attempts of regulations. New and old actors are now defined as institutional entrepreneurs as they are creating the new music industry, forcing the record companies to step aside from its dominant role in the same way as the music publishers once did. They might even give the dominance back to the publishers, or maybe there will not bee yet another institution in the music industry or any dominant role. Maybe it will change into something completely different? The model developed and used in this thesis is proposed for use in other longitudinal studies especially in other art businesses and similar organizational fields. / Avhandlingen framlagd vid Göteborgs universitet.

The recycling of aluminum cans field, despite its early history, has presented important modifications, with impacts in others recycle material industries. The present study aims to understand such modifications through the analysis of the organizational field. With this intention, it is used a theoretical basis to define the institutionalization concept, focusing on the differences of functional organization theory, as well to define the legitimacy concept and isomorphism. As a contribution to institutional studies, and as reference to this research, it is analyzed some organizational field studies published in Brazil, comparing them with others from Europe and America, as well as a discussion about the applicability of institutional studies. The structure and analysis presented here were elaborated through a survey, based on semi-structured interviews with representatives of organizations of the organizational field. This study is sectional with longitudinal perspective, including a qualitative analysis, in order to get information regarding the past that can contribute to explain the current structure of the organizational field. There is a perception that border actors, represented in this work by recyclers cooperatives, on the contrary of other studies, intend do change the structure of the organizational field by the mean of social pressures. / Neste estudo apresenta-se e analisa-se a configuração do campo organizacional de reciclagem de latas de alumínio do Estado do Rio de Janeiro, usando como referência a teoria institucional. O campo de reciclagem de alumínio, apesar de formação recente, tem apresentado modificações importantes na sua configuração, com impacto na indústria dos outros materiais recicláveis. O estudo realizado tem como objetivo compreender essas modificações por meio da análise do campo organizacional. Utilizou-se, para isso, uma base teórica para definir o conceito de institucionalização, diferenciando-o da concepção das teorias organizacionais funcionais, bem como definir o conceito de legitimidade e isomorfismo. Como contribuição aos estudos institucionais, e uma referência para esta pesquisa, analisa-se alguns estudos publicados no Brasil, comparando-os com os publicados na Europa e Estados Unidos, identificando-se suas tendências, assim como desenvolve-se uma discussão acerca da aplicabilidade dos estudos institucionais. A configuração aqui apresentada e as análises, foram elaboradas a partir de um conjunto de entrevistas semi-estruturadas com representantes das organizações do campo organizacional. O estudo é seccional com perspectiva longitudinal, envolvendo uma análise qualitativa, com a finalidade de obter informações do passado que contribuam para explicar a configuração atual do campo. Pode-se perceber pela análise, que os atores periféricos, representados neste trabalho pelas cooperativas de catadores, à despeito de outros autores, buscam alterar a configuração do campo por meio de pressões sociais.

It uses the contributions of organizational theories, specially institutionalism and bureaucracy. Public banks have been playing an important hole in the formation and development of the Brazilian state, acting as important and indispensable elements to its economy and institutional consolidation. The study argues that the development and the way of organization of these agents are not only determined by their constitutive nature, but also by a set of elements and characteristics resulting from an institutionalization process that forged their survival conditions, responsibilities and their organizational conformation. The work discusses theoretical and practical elements that explain the combination of structural and symbolic components that, under certain historical circumstances, shaped the institutionalization process of a Brazilian public bank. The methodology chosen the bibliographic research to support its theoretical consistence and also a case study to confirm its investigation hypothesis: the case of Caixa Econômica Federal. / A presente pesquisa analisa a presença do Estado no setor financeiro brasileiro, a partir do estudo da atuação de um de seus agentes. Para tanto, toma por referência as teorias organizacionais, em especial a corrente do institucionalismo e os fundamentos da administração burocrática. As empresas financeiras públicas têm exercido um importante papel na formação e no desenvolvimento do Estado brasileiro, apresentando-se como instrumentos indispensáveis tanto para sua economia quanto para sua consolidação institucional. Postula o trabalho que o desenvolvimento e a forma de organização desses agentes não são ditados apenas pela sua natureza constitutiva, mas também por um conjunto de elementos e características decorrentes de um processo de institucionalização que acaba por determinar suas condições de sobrevivência, a ampliação de seus papéis e responsabilidades e, ainda, a sua conformação organizacional. Discute elementos teóricos e práticos que explicam a combinação de componentes estruturais e simbólicos que, aliados a circunstâncias históricas, culminaram na institucionalização de uma organização financeira pública brasileira. A metodologia escolhida privilegia a pesquisa bibliográfica para configuração de sua consistência teórica e também opta por um estudo de caso para averiguação de suas hipóteses de investigação: o caso da Caixa Econômica Federal. O trabalho realizou ampla pesquisa documental e desenvolveu uma análise qualitativa do material reunido com a finalidade de obter os elementos e informações que contribuíram para a explicação dos fenômenos analisados.
