Para o desenvolvimento da pesquisa foi realizado um contato pr?vio com os munic?pios selecionados, foram realizadas visitas programadas e agendadas nos munic?pios selecionados para aplica??o de um question?rio semiestruturado aos conselheiros(as) indicados pelo Conselho Municipal de Sa?de; o question?rio com perguntas abertas e fechadas foi respondido por escrito em local indicado pelo participante; foram realizadas tamb?m pesquisas bibliogr?ficas, que se somaram ao conhecimento pr?prio do pesquisador sobre o tema ?Participa??o Popular e Controle Social no SUS?; ap?s a coleta, os dados foram analisados, sistematizados e classificados. Foram abrangidos os Conselhos Municipais de Sa?de da Regi?o Ampliada de Sa?de do Jequitinhonha, que ? composta por 15 munic?pios. Programa de P?s-gradua??o em Ensino em Sa?de, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / Popular participation/Social Control is a strategic and structuring principle of the unified health system (SUS), guaranteed in the Federal Constitution of 1988 and reaffirmed with the results of the 8th National Conference on health, with the publication of the Federal Law No. 8,142 of 1990. This work aimed to understand whether the main cultural and social skills, as well as the time of operation of the Counsellor of health define your effectiveness deliberative in Social control of the SUS. For the development of the survey was carried out a previous contact with the municipalities selected, planned and scheduled visits were carried out in the municipalities selected for implementation of a semi-structured questionnaire to directors (the) appointed by the Council Municipal health; the questionnaire with open and closed questions was answered in writing in the location indicated by the participant; also were carried out bibliographic research, which amounted to the attention of the researcher on the topic "Participation and Social control in the SUS"; after collection, the data were analyzed, systematized and classified . Were covered the municipal health Councils in the region Expanded the Jequitinhonha, which consists of 15 municipalities. In the course of this work was covered a brief history of public health in Brazil, in which we describe popular participation and social control in health; report on the health of Diamantina; We present our analysis and discussions contemplating: the structure and functioning of the Council; the actions and responsibilities of the Board of health; the identification and health advisor profile; and concluding with the final considerations. It was possible to identify the profile of the health advisors, analyzing the health boards and assign the actions of health counselors face the public health policies of the SUS. We treat the actions and responsibilities of the health counselor, as political agent of public relevance, their competence to deliberate on public health issues and the need for a process of better training of Health Advisor.

It is assumed that the democratic political system can be of a better quality if representative and participative democracy are conciliated, in short, when formal political institutions can, in any way, be opened to society contributions for controling and proposing public policies. The assertive that guide us has, some way, worked as basis to create administrative councils. Nonetheless, the question remains as to whether such participative institutions has succeded in their claims, then the need to study experiences lived in the full scope of City Councils of social assistance and health of Diamantina/MG. We worked in order to reveal the dinamic of participating, trying to comphreend it through some variables we believe are able to influence it in a way of inhibiting or giving a boost to its protagonists: institutional design (social elements ? power and interests) and motivation, even if it is linked to rational choice and/or came from civic capital. The empirical study let go off documental research and interview with social actors involved. Results show limits of participative institutions analysed, mainly relating to social actors representativity and power-sharing between government and society, but, on the other hand, it identify potentiality referring to accountability with a view of submitting administrative data to councils apreciation.

The criteria of representation is related to the quality of politics of the representative over the representings. Legitimacy is related to the politics` quality of the process of participation based on norms and rules that stipulate the participation, the base participation is a necessary political support so that the power authorization directed to the representings can be effective and the self-responsibility refers to the capacity of being responsible when it concerns to the public service or property. Through the descriptive and exploratory study a qualitative method was adopted to consider the conditions of the participation of the twelve council members of the City council of Health of Pedras de Fogo, through a formulated Instrument based on the criteria of DEMO (1993). It was concluded that the quality of the participation of the council members of the CMS of Pedras de Fogo understands essential aspects of the criteria of quality considered by Demo (1993) but it shows fragilities as unfamiliarity with the norms that legitimize the performance of the council; unfamiliarity of its condition of being an agent and the importance of the participation of the base for the reinforcement of its participation, as well as inertia related to the check and rendering of accounts on its performance. This way it makes sense that the participation of the council in the four criteria of quality of politics considered in this paper needs to improve / O presente estudo visa compreender o processo de participa??o do Conselho Municipal de Sa?de - CMS na formula??o, implementa??o e controle do Plano Municipal de Sa?de de Pedras de Fogo, atrav?s dos quatro crit?rios de qualidade pol?tica da participa??o propostos por DEMO (1993): representatividade, legitimidade, participa??o de base e auto-responsabiliza??o. A Ouvidoria P?blica como instrumento de controle das a??es da Secretaria de Sa?de do Par?

With the democratization of the country and the issue of the Constitution in 1988, further reform of the State and Public Administration, joined the government agenda in 1995 and included among its objectives, the principles of participation and social control. In view of this, it raises the Public Ombudsman in order to be a channel for the participation of users in the management of public affairs, social control, transparency of administrative actions, improving the quality of service and meeting the needs of the community. The aim of this study is to assess whether the Ombudsman of the State Department of Public Health to contribute to the period 2006-2008, for the improvement of specialized consulting services. The research is characterized as descriptive, qualitative approach. The collection technique used was the interview, conducted with 37 service users and two servants of the Ombudsman. The analysis was developed based on the perception of users and servers in the opinion of the Ombudsman. The most relevant results of the research showed that 41% of users search the Ombudsman because they believed that solve the problem presented. However, even with this level of public acceptance, the Ombudsman reached average index of resolvability of 53% in the period. In his role has not developed mechanisms for quality control of services, which is mentioned by 67% of users. It turned out the same fact in relation to popular participation, which is confirmed by 84% of users. For 24% of users, the problems raised were resolved, and of these, 56% believe that the Ombudsman has contributed to the positive outcome. As a result of the search results, it appears that the Ombudsman's SESPA / PA, is not fulfilling its role to ensuring the democratization of articipation in management, social control and has limited contribution to solving the problems of users and to improve the quality of services / O Estado e a Administra??o P?blica v?m passando por diversas reformas em busca de um funcionamento c?lere e da presta??o de servi?os com qualidade. Com a democratiza??o do pa?s e a edi??o da Constitui??o em 1988, nova reforma do Estado e da Administra??o P?blica integraram a agenda governamental de 1995 e inclu?ram entre os seus objetivos, os princ?pios de participa??o e controle social. Em decorr?ncia dessa concep??o, surgem as Ouvidorias P?blicas com o objetivo de ser um canal facilitador da participa??o dos usu?rios na gest?o dos neg?cios p?blicos, do controle social, da transpar?ncia dos atos administrativos, da melhoria da qualidade dos servi?os e de um melhor atendimento ?s necessidades da coletividade. O objetivo deste trabalho ? avaliar se a Ouvidoria da Secretaria Estadual de Sa?de P?blica do Par? contribuiu no per?odo de 2006-2008 para a melhoria dos servi?os de consulta especializada. A pesquisa ? caracterizada como descritiva, com abordagem qualitativa. A t?cnica de coleta utilizada foi a entrevista, realizada com 37 usu?rios do servi?o e 2 servidoras da Ouvidoria. A an?lise foi desenvolvida com base na percep??o dos usu?rios e na opini?o dos servidores da Ouvidoria. Os resultados mais relevantes da pesquisa demonstram que 41% dos usu?rios procuraram a Ouvidoria, porque acreditavam que solucionariam o problema apresentado. Entretanto, mesmo com esse n?vel de aceita??o pelo p?blico, a Ouvidoria alcan?ou ?ndice m?dio de resolutividade de 53% no per?odo. Em sua atua??o, n?o desenvolveu mecanismos de controle da qualidade dos servi?os, o que ? referido por 67% dos usu?rios. Detectou-se o mesmo fato em rela??o ? participa??o popular, o que ? confirmado por 84% dos usu?rios. Para 24% dos usu?rios, os problemas apresentados foram resolvidos e, destes, 56% acreditam que a Ouvidoria contribuiu para o resultado positivo. The major goals of the student movement in this period was the fight against the authoritarian regime and for the democracy within and outside the university. In this context, events, activities, artistic and cultural productions were organized in order to make a critical policy for the procedure, trying to establish a dialogue between the university community and the population. Our work has made a research on cultural practices of the student movement in the 1980s. We did an analysis on the process of democratic transition in Brazil, the political participation of youth, their cultural practices in the country, society and politics in the RN, the student movement at UFRN and its cultural practices. We also discussed the concept of culture and cultural practices, but also pointed each of the the main activities and cultural productions organized by students of UFRN in that period. As methodological resource, were used the oral sources, the academic literature on the subject and newspaper pieces, newsletters and advertisement material of the students / Os anos 1980, na UFRN, representaram um momento de retomada das lutas estudantis. As principais bandeiras do movimento estudantil nesse per?odo era a luta pelo fim do regime autorit?rio e por democracia dentro e fora da universidade. Nesse contexto, foram realizados eventos, atividades e produ??es art?stico-culturais com o prop?sito de fazer uma cr?tica pol?tica ao regime, buscando fazer um di?logo com a comunidade universit?ria e com parte da popula??o. The goal of this work is to comprehend the participation forms in the scope of these associations and the way as that translates in life best terms for the group, from the settlements experiences located in the Territories of the Citizenship Mato Grande and A?u-Mossor?, in Rio Grande do Norte's State. The theoretical conceptions that guide this analysis are concentrate on discussions about democracy and participation (Patermam, Putnam, Bodernave) and in the reflections about the rural world (Medeiros, Martins, Woodman e Woodman and Bergamansco). About methodological, different point of view strategies were developed: The direct observation, the application in locate of questionnaires to the families settlers and interviews semi-structured with the internal leaderships. With that could verify that the participation forms in the associations operate in two heartfelt: Of a side, they promote assimilation opportunities of democratic abilities accompanied of notions of social rights and redefinition of political standards; Of another, it offers indeed the possibility of the settlers lead, with relative autonomy, the political organization and her changes in direction to a way of life that wish to have in the settling / Dentro do caro processo hist?rico de luta pela terra no Brasil, os assentamentos rurais representam um marco de conquista de trabalhadores rurais sem terra. A princ?pio, oferecem condi??es b?sicas de sobreviv?ncia, atrav?s do acesso ? terra e suporte inicial para sua explora??o. Ao mesmo tempo, s?o estimuladas formas de organiza??o pol?tica das fam?lias para que consigam lidar com os novos desafios do cotidiano. O momento que segue ? conquista da terra e, por conseguinte, a constru??o do assentamento enquanto projeto de vida e de trabalho, ? atravessado por demandas objetivas e subjetivas, com destaque para as alternativas de produ??o agr?cola e estrat?gias de articula??o coletiva. As associa??es de assentados, originalmente formadas como dispositivos de gest?o coletiva da terra, s?o tamb?m espa?os reservados para sociabilidade pol?tica, que orientada por princ?pios participativos, pode conduzir os assentados ?s novas conquistas, ditadas no ritmo das experi?ncias cotidianas. O objetivo desse trabalho ? o de buscar compreender formas de participa??o no ?mbito destas associa??es e a maneira pela qual isto se traduz em melhores condi??es de vida para o grupo, a partir das experi?ncias de assentamentos localizados nos Territ?rios da Cidadania Mato Grande e A?u-Mossor?, no Estado do Rio Grande do Norte. Com isso, pudemos constatar que as formas de participa??o nas associa??es operam em dois sentidos: de um lado, promovem oportunidades de assimila??o de capacidades democr?ticas acompanhada de no??es de direitos sociais e redefini??o de padr?es pol?ticos; de outro, oferece efetivamente a possibilidade dos pr?prios assentados conduzirem, com relativa autonomia, a organiza??o pol?tica e suas mudan?as em dire??o a um modo de vida que desejam ter no assentamento

We want to understand youngster s place, his relationship with local community, social movements and their acting, after formation, at their localities. Thereunto, we tracked a group of students of Land Teaching Course, developed through a partnership between UFRN, INCRA and MST in the years 2004 to 2007. We observed their trajectories, the learnings provided by the Course and how Formation Centre experiences contributed to their agent conditions, offering them choice opportunities on different fields. We understand that formation process enabled them to have individual gains, widening their range of choices, while have contributed to development of areas in which they live, from their collective action. Social practices experienced in collective environment, combined with education access, provided a set of knowledge. These learnings have enabled youngsters to assume positions in participation areas which have been opened at school, while teachers, at social movements and at associations that manage the settlements / Este trabalho discute como os processos de escolariza??o podem contribuir para que jovens assentados ressignifiquem a sua rela??o com os assentamentos rurais em que vivem. Procuramos compreender o lugar do jovem, sua rela??o com a comunidade local, os movimentos sociais e a sua atua??o, posterior ? forma??o, nas suas localidades. Para tanto, acompanhamos um grupo de alunos do Curso Magist?rio da Terra, desenvolvido atrav?s de uma parceria entre UFRN, INCRA e o MST, durante os anos de 2004 a 2007. Observamos suas trajet?rias, os aprendizados proporcionados pelo Curso e de que forma as viv?ncias no Centro de Forma??o contribu?ram para a sua condi??o de agentes, oferecendo-lhes oportunidades de escolha em diferentes campos de atua??o. Entendemos que o processo de forma??o pelo qual passaram lhes possibilitou ganhos individuais, no sentido de lhes ampliar o leque de escolhas, ao passo que tem contribu?do para o desenvolvimento das ?reas em que vivem, a partir da sua atua??o coletiva. The objective is to better understand the process of political participation of the popular classes and how the different actors have represented collective demands in the struggle for rights. To this end, we mapped the organizations, social movements and participation spaces, through a type of participant research, in which we had the opportunity to experience and study different forms of collective action and events instigated by the community organizations and the Movement for the Struggle in the Neighborhoods, Villages and Slums (Movimento de Luta nos Bairros, Vilas e Favelas) MLB. From the theoretical contributions of authors such as Maria da Gl?ria Gohn, Marco Aur?lio Nogueira, Virginia Fontes, Vera da Silva Telles, Roberto Da Matta and Carlos Monta?o, as well as the empirical data collected, the study revealed that on representing their segments and occupying different spaces of participation, some actors have formed partnerships with the State, putting collective demands on a second plane. Contrarily, other actors have articulated their struggle around collective demands and manifested through direct action, mobilizing and asserting themselves in defense of a project for society / A pesquisa prop?e uma reflex?o sobre os conflitos existentes entre as diferentes formas de participa??o e de representa??o pol?tica manifestadas pelas organiza??es comunit?rias e movimento social do munic?pio de Natal/RN. For a better understanding of this social fact, it was settled a periodization which covered the decline of colonialism at the time of the independence, which was proclaimed in June 1975, the civil war that lasted over 16 years and the period of the democratic State, further established. Therefore, we sought to understand the mechanisms and failures of the participation of the homo situs in local development projects that absorbed the needs and problems of these peasants, not mobilizing the skills and social competences of these communities. It would be essential for the homo situs a genuine democratic practice involving a political culture based on the social construction of the territories of the traditional man which was characterized by being procedural and historical, finding in participation its higher base. In this context, it would be desirable that the community development in Mozambique could contemplate and respect the choices of the homo situs. For this purpose, it would be fundamental the consistency between theory and practice, which builds and rebuilds, continually the competence of the peasants, facilitating the possibility of realization of their primordial aspirations. In the research, it became apparent that there is not a continuous process of participation of the rural communities, which appear as participants, only at the time of the implementation of the activities. Therefore, even having the participation of the communities expected by the law, with predictable moments of discussion and necessary conditions for that, the State failed to establish an ongoing process of democratic dialogue with traditional populations, as well as it failed to organize, properly, accurate informational bases to help solve the problems of rural areas. These facts have led to obstacles to the process of conquest of the human and civil rights of the traditional communities / A presente tese define-se como uma reflex?o sobre os mecanismos de express?o e inser??o do homo situs na governan?a participativa de Mo?ambique. Para uma melhor compreens?o desse fato social estabeleceu-se uma periodiza??o que abrangeu o decl?nio do colonialismo ? ?poca da independ?ncia, proclamada em junho de 1975, a guerra civil que perdurou ao longo de 16 anos e o per?odo do Estado democr?tico, posteriormente, institu?do. Para tanto, procurou-se compreender os mecanismos e fracassos da participa??o do homo situs nos projetos de desenvolvimento local que absorveram as necessidades e problemas desses camponeses, n?o mobilizando as habilidades e compet?ncias sociais dessas comunidades. Seria imprescind?vel para o homo situs uma pr?tica democr?tica genu?na que envolvesse uma cultura pol?tica fundamentada na constru??o social dos territ?rios do homem tradicional que se caracterizasse por ser processual e hist?rica, encontrando na participa??o o seu maior fundamento. ? nesse contexto que seria desej?vel que o desenvolvimento comunit?rio em Mo?ambique contemplasse e respeitasse as escolhas do homo situs. Para este prop?sito, seria fundamental a coer?ncia entre a teoria e a pr?tica, que constr?i e reconstr?i, continuamente a compet?ncia dos camponeses, facilitando a possiblidade de realiza??o das suas aspira??es primordiais. Na pesquisa ficou evidente que n?o h? um processo cont?nuo de participa??o das comunidades rurais, as quais aparecem como participantes, apenas, no momento da operacionaliza??o das atividades. Portanto, mesmo tendo a participa??o das comunidades prevista na lei, com previs?o de momentos de discuss?o e condi??es necess?rias para tanto, o Estado n?o conseguiu estabelecer um processo cont?nuo de di?logo democr?tico com as popula??es tradicionais, bem como n?o logrou organizar, devidamente, bases informacionais precisas que ajudassem a resolver os problemas da zona rural.
