Culture of indifference : dilemmas of the Filipina domestic helpers in Hong Kong

In this study, an examination of the everyday experiences of the contract migrant Filipina domestic helpers exposes a culture of indifference which pervades the Hong Kong society on all levels--individual, community, and judiciary. At the centre of the abuses inflicted upon the Helpers is the employment contract with extraordinarily restrictive terms which promotes abuse by many employers. This study also looks at the transnational informal social infrastructure which has been organized by the Filipino community to mediate the hostile working environment engendered by the indifference of the global economic and political climate upon their lives. Faced with the task of implementing new policies for controlling labour migration into Hong Kong, the legislators have focused on the end result and finding the means with which to accomplish their goal. Embedded within this process are unexamined cultural mores and practices. Although the starting point is to benefit the community, by providing domestic helpers to serve the middle and upper class households, too often the abusive consequences to individual migrants are ignored as the women become the means to an end. Migration has often been viewed as an aberration to the notion of the sedentary community. Treated as an anomaly, it is the migrant who problematizes simple theoretical positions of social organization and structure. The migrant is always treated as the one who does not conform to the ideal community and is conveniently merged into existing social categories, such as the lower status of women in Hong Kong, and the lower status of domestic workers -- relegated thereby to the periphery of the society's consciousness.

Access issues associated with U.S. military presence in Thailand and the Philippines

Approved for public release, distribution is unlimited / In pursuit of the objectives of the U.S. National Security Strategy and the National Military Strategy, the U.S. Armed Forces require access to military and logistics facilities overseas to be able to support and sustain its combat power projection. Access to these places translates into capabilities. An American military forward presence in time of peace as well as during a regional crisis lends credibility to U.S. diplomacy. Moreover, access to forward locations is expedient when engaging transnational threats or supporting humanitarian missions, e.g., the South and Southeast Asia tsunami relief operations. This thesis analyzes the political opposition to U.S. military presence in Thailand and the Philippines. The historical context that led to the development of this opposition is examined in detail. The rationale of those who oppose, as well as those who support, American military presence is clearly delineated. By understanding the sensitive political issues, U.S. military planners and operators can adapt base access strategies according to the existing political climate in these two countries. The politics unique to each environment will dictate the combination of "basing" approaches tailored to meet the U.S. military objectives as well as the public diplomacy required to support them. / Major (Select), United States Air Force

Social capital and natural hazards : trust and cohesion in the eastern visayas of the Philippines

Cette thèse porte sur le capital social et les mesures prises afin de se préparer aux aléas naturels aux Philippines. L’archipel est régulièrement soumis à de nombreux risques de catastrophe, générant parfois des conséquences désastreuses pour la population et le patrimoine économique du pays. Par ailleurs, ces îles portent un lourd héritage colonial rendant omniprésents les inégalités socioéconomiques, le manque de solidarité et la pauvreté. Le concept du capital social demeure encore très polémique, cependant nous croyons qu'il peut s'avérer utile afin de mieux réfléchir à la façon dont les sociétés humaines interagissent avec les aléas naturels. Nos recherches mettent en avant l’importance des inégalités socioéconomiques, du contexte et de l'échelle géographique dans l’analyse du capital social et de la préparation aux aléas. Elles soulignent d'autre part que la compréhension des dynamiques sociales, telles que la confiance et la participation communautaire, ne peut être atteinte sans une considération des contextes politiques. Nous avons porté une attention particulière à l'examen des contextes et des différentes formes de capital social, et ce, à plusieurs niveaux géographiques (village, municipalité, région, pays). Un nombre croissant d'études montre que l'inégalité économique entraîne des conséquences néfastes sur le capital social. Des recherches récentes ont également commencé à interroger les rapports entre le capital social et les catastrophes dites « naturelles ». Notre thèse établit un lien entre ces deux approches en couplant une analyse générale de la situation des Philippines à une étude approfondie d'une municipalité rurale isolée de la région des Visayas orientales. L'argument central de cette thèse est que l'inégalité économique produit des effets néfastes sur le capital social, entraînant des répercussions négatives sur la prévention des catastrophes « naturelles ». Par le biais de l'analyse de plusieurs échelles géographiques, cette thèse entend montrer comment les inégalités, de par leur impact sur le capital social, contribuent à augmenter les chances de voir les aléas naturels se constituer en désastres. Nous avançons qu'un usage circonspect du concept de capital social, prenant en compte les complexités politiques, historiques, et géographiques du contexte auquel il s'applique, a la capacité d'améliorer la manière dont les gens se préparent collectivement afin d'éviter que les aléas ne se transforment en catastrophes. / This thesis analyzes social capital and preparations for natural hazards in the Philippines. The research emphasizes the importance of inequalities, contextualization, and scale. It underlines the significance of historical and political contexts to better understand social dynamics. There is a growing body of scholarly literature that shows the detrimental repercussions of inequality on social capital. Social capital is still a debated concept but it can be useful for thinking about how human societies interact with natural hazards. The thesis thus contributes to the growing scientific inquiries which have begun to address the connections between social capital and “natural” disasters. This dissertation contributes to the links between these two fields of knowledge by analyzing the Filipino situation in general, as well as making a specific case study of a rural municipality in the Eastern Visayas region. The thesis’ central argument is that economic inequality is detrimental to social capital which then has negative repercussions on preparing for natural hazards. In an analysis at several geographical scales, this thesis shows how inequality, via social capital, makes societies more at risk of having natural hazards turn into disasters. The thesis argues that a cautious use of the concept of social capital, which is cognizant of the complexities of the context it is applied to, has the potential to improve the way people collectively prevent hazards from turning into disasters.

Governmentality and exclusion in post-disaster spaces : conducting the conduct of the survivors of Typhoon Sendong in Cagayan de Oro, Philippines

Lorsque les aléas naturels se déroulent en catastrophes, les réponses des religieux, de l’Etat, et d’autres acteurs puissants dans une société révèlent à la fois les relations complexes entre ces parties et leur pouvoir dans la production des espaces auxquelles les survivants accèdent. La réponse en cas de catastrophe comprend la création d’espaces post-catastrophes, tels que des centres d’évacuation, des logements de transition et des sites de réinstallation permanente, qui ciblent spécifiquement un sous-ensemble particulier de survivants, et visent à les aider à survivre, à faire face, et à se remettre de la catastrophe. Les acteurs puissants dans une société dirigent les processus de secours, de récupération et de reconstruction sont des acteurs puissants qui cherchent à problématiser et à rendre un problème technique dans des termes qu’ils sont idéalement placés pour aborder à travers une variété d'interventions. Ce projet de recherche vise à répondre à la question: où les survivants d'une catastrophe reconstruisent-ils leurs vies et leurs moyens de subsistance? Il enquête sur un cas spécifique de la migration environnementale dans laquelle des dizaines de milliers d'habitants ont été déplacés de façon permanente et temporaire de leurs résidences habituelles après le typhon Sendong à Cagayan de Oro, Philippines en 2011. La recherche est basée sur des entretiens avec les acteurs puissants et les survivants, des vidéos participatives réalisées par des survivants pauvres urbains, et des activités de cartographie. L’étude se fonde sur la théorie féministe, les études de migration, les études dans la gouvernementalité, la recherche sur les changements de l’environnement planétaire, et les études régionales afin de situer les diverses expériences de la migration dans un contexte géographique et historique. Cette thèse propose une topographie critique dans laquelle les processus et les pratiques de production d’espaces post-catastrophe sont exposés. Parce que l’espace est nécessairement malléable, fluide, et relationnelle en raison de l'évolution constante des activités, des conflits, et des expériences qui se déroulent dans le paysage, une analyse de l'espace doit être formulée en termes de relations sociales qui se produisent dans et au-delà de ses frontières poreuses. En conséquence, cette étude explore comment les relations sociales entre les survivants et les acteurs puissants sont liées à l’exclusion, la gouvernementalité, la mobilité, et la production des espaces, des lieux et des territoires. Il constate que, si les trajectoires de migration de la plupart des survivants ont été confinés à l'intérieur des limites de la ville, les expériences de ces survivants et leur utilisation des espaces urbains sont très différentes. Ces différences peuvent être expliquées par des structures politiques, économiques, et sociales, et par les différences religieuses, économiques, et de genre. En outre, il fait valoir que les espaces post-catastrophe doivent être considérés comme des «espaces d’exclusion» où les fiduciaires exercent une rationalité gouvernementale. C’est-à-dire, les espaces post-catastrophe prétendument inclusives servent à marginaliser davantage les populations vulnérables. Ces espaces offrent aussi des occasions pour les acteurs puissants dans la société philippine d'effectuer des interventions gouvernementales dans lesquelles certaines personnes et les paysages sont simplifiées, rendues lisibles, et améliorés. / When natural hazards unfold into disasters, the responses of religious, state, and other trustees reveal both the complex relationships among these parties and their power in producing the spaces accessed by the survivors. The disaster response includes the creation of post-disaster spaces, such as evacuation centres, transitional housing, and permanent resettlement sites, that specifically target or appeal to a particular subset of survivors, and aim to help them to survive, to cope with, and to recover from the disaster. The trustees directing the processes of disaster relief, recovery, and rebuilding are powerful actors who seek to problematise and render technical an issue in terms that they are ideally placed to address through a variety of interventions. This research project sets out to answer the question: where do the survivors of a disaster rebuild their lives and livelihoods? It investigates a specific case of environmental migration in which tens of thousands of residents were permanently and temporarily displaced from their usual places of residence after Typhoon Sendong in Cagayan de Oro, Philippines in 2011. The research is based on interviews with trustees and survivors, participatory videos made by urban poor survivors, and mapping activities. The study draws on feminist theory, migration studies, studies in governmentality, global environmental change literature, and regional studies to situate diverse experiences of migration within a geographical and historical context. This dissertation offers a critical topography in which the processes and practices of producing post-disaster spaces are exposed. Because space is necessarily malleable, fluid, and relational due to the ever-changing activities, conflict, and experiences unfolding in the landscape, any analysis of space must be formulated in terms of the social relations occurring within and beyond its porous boundaries. Accordingly, this study explores how the social relations among survivors and trustees are linked to exclusion, governmentality, mobility, and space- and place-making. It finds that although the migration trajectories of most survivors were confined within the city limits, the experiences of these survivors and their use of urban spaces were vastly different. These differences can be explained by political, economic, and social structures, and by religious, economic, and gender differences. Furthermore, it argues that post-disaster spaces are best understood as “spaces of exclusion” where trustees exercise a governmental rationality. That is, purportedly inclusive post-disaster spaces serve to further marginalise vulnerable populations. These spaces also open opportunities for trustees to carry out governmental interventions in which certain people and landscapes are simplified, rendered legible, and improved.

Culture and Gender Appropriate Responses in Child Friendly Spaces : An Ecological Comparative Analysis of Guidelines and Manuals

Children around the world suffer greatly due to conflicts. One of the most common interventions to support children affected by conflicts are Child Friendly Spaces (CFSs). Implemented within different cultural contexts, CFSs aim to be both culturally sensitive and contribute to gender equality, an interaction that can be complex. Previous research regarding CFSs is limited. As CFSs are commonly used in Humanitarian Action, further knowledge is central.This thesis aims to explore and compare how culture and gender appropriate responses in CFSs guidelines and manuals are expressed in order to gain an increased understanding of how these guidelines handle the interaction between gender norms in different cultures.In this study I discuss six CFSs guidelines and manuals by conducting comparative analysis and applying the Ecological Resilience Framework.The result suggests that culture and gender appropriate responses are central in all guidelines and manuals but emphasized in different ways. The participation of children, families and communities, as well as the adaption of activities, are all strategies aimed at cultural sensitivity. The result also entails that the equal inclusion of all children is a general gender appropriate approach. In addition, I claim that the main intervention, aiming to be both gender and culture appropriate, is separated groups between boys and girls. Finally, I argue that gender and culture may clash due to different perceptions of gender and culture appropriate responses.

Incomplete conquests in the Philippine archipelago, 1565-1700

The Spanish colonisation of the Philippines in 1565 opened up trade between China, Latin America and Europe via the Pacific crossing, changing the history of global trade forever. The traditional understanding of the early colonial period in the Philippines suggests that colonial control spread rapidly and peacefully across the islands, ushering in dramatic changes to the social, political and economic environment of the archipelago. This dissertation argues by contrast that the extent of Spanish control has been overstated - partially as a by-product of an over-reliance on religious and secular chronicles that sought to magnify the role and interests of the colonial state. Through extensive archival work examining different sites of colonial authority and power, I demonstrate that Philippine communities contested and limited the nature of colonisation in their archipelago. In making this argument, I challenge prevalent assumptions of indigenous passivity in the face of imperial expansion. By demonstrating the agency of Southeast Asians, particular actors come to the fore in each of the chapters: Chinese labourers, indigenous elites, fugitives and apostates, unpacified mountain communities, native priestesses and Moro slave raiders. The culture and social organisation of these Southeast Asian communities impacted on the nature of Spanish imperialism and the capacity for the Spanish to retain and extend their control. Throughout the seventeenth century, the Spanish presence within the archipelago was always tenuous. A number of communities remained outside of Spanish control for the duration of the century, while still others oscillated between integration and rebellion, by turns participating in and resisting the consolidation of empire. These communities continued to maintain their local and regional economies and customs. Thus, by the end of the seventeenth century, imperial control remained fragmented, partial and incomplete. The dissertation contributes not only to the historiography of the Philippines - which remains under-explored - but also to the historiographies of Colonial Latin America, Southeast Asia and early modern empires. Conceptualising the Philippines as a frontier space helps to overturn the foundations of the myth of a completed conquest. This dissertation thus raises questions about the inevitability of empire by arguing that indigenous communities were active respondents to Spanish colonisation attempts and that indigenous traditions and culture in this region were both resilient and enduring in the face of colonial oppression.

What are the Difficulties in Settling the South China Sea Dispute : Obstacles to Dispute Settlement Through the Lens of Liberal and Neo-Realist IR Theory

Sovereignty over the South China Sea waters and the territorial features therein has been a contentious issue since at least the 1970’s, with conflicting claims going back even further. Key concepts of Liberal and Neo-Realist International Relations Theory are used to assess respective theory’s explanatory capability for why the South China Sea Dispute is difficult to settle. The scope of the study is limited to three pairings of international relations: China-Philippines, China-Vietnam and China-USA. The analysis concerns the development of these sets of international relations from 2016 up until now. The findings point to unilateral action by one claimant in the face of contesting claims by another as being one of the main factors perpetuating the conflict. Treaties and international law are designed with Liberal development of international relations in mind, but in practice Neo-Realist hard power politics interrupts this development. Examples of disruptive action include attempts to unilaterally exploit natural resources in the region, settling features in the sea, doing construction work on features in the sea, as well as regular FONOPS conducted by navy ships in the region. Finally, there are difficulties settling on a mechanism for sovereignty settlement, as China makes its claims based on historic- or historical claims, rather than international law as it is written out in UNCLOS.

Civic Dignity and Meaningful Political Participation

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis. First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point but somehow seems thin for a concept of such import. In exploring the wisdom of Tocqueville’s “schools” of democracy and Jane Addams’ notion of fellowship, I expand the definition of civic dignity to include “having a sense of ownership.” In other words, being dignified as a citizen in a self-governing political community should include having a seat at the proverbial table where one can speak and be heard. This means that political participation opportunities would ideally carry low transaction costs while maximizing the substance that can be contributed. Through Addams’ experience at Hull House, the settlement house she co-founded, I highlight how these opportunities for meaningful political participation are indispensable to individual civic dignity, and by extension, individual liberty and well-being. Second, civic dignity is viewed through a different lens, namely the role it can play when incorporated successfully into policy design and implementation. Arguably, a self- governing political community’s greatest asset is the collective knowledge and lived experience of its citizens. But current political participation mechanisms and policy designs do not do a good job leveraging that resource, and many individuals may find themselves unofficially shut out. Using process-tracing methodology, a case study explores resettlement projects targeting the urban poor in Mandaue City, the Philippines. The case study results demonstrate that deepening democracy (by incorporating civic dignity into the policy design and implementation) not only benefits individual liberty, but can also produce better outcomes and contribute to anti-corruption efforts. Taking civic dignity into account during policy design and implementation is not merely a “feel good” option; it is a strategic option that allows the political community to leverage local knowledge by enlisting the participation of those individuals or groups closest to the problem or challenge at hand. While this finding is not entirely novel, it is far from standard practice. Domestically and internationally, the coercive force of government and/or the “tyranny of experts” is too often the default approach for policy design and implementation. Third, the theoretical and practical explorations of civic dignity are used to construct a measure for civic dignity. In a data driven world, reliable and valid measurement is key, and if the concept of civic dignity is going to gain currency, then validating a scale to capture it is essential. Through Exploratory Factor Analysis (EFA), survey items are examined to determine which items map onto the latent factors that comprise civic dignity. A 22-item four-factor solution that maps onto the four components of civic dignity is presented. The newly minted Civic Dignity Scale is then compared against measures from political science and psychology literature that are theoretically related but distinct from civic dignity, such as political efficacy and self-determination, to test for construct validity. Spearman correlations yield reassuring results, showing statistically significant strong positive correlations as hypothesized. Finally, the relationship between the Civic Dignity Scale and political participation is analyzed for further construct validity. A Poisson regression model shows that for every one unit increase in an individual’s civic dignity, the likelihood that one would participate in political activities also increases. While a confirmation factor analysis is needed for further scale validation, the EFA and subsequent analyses do codify and deepen our understanding of civic dignity. In the future, a fully validated Civic Dignity Scale would enable reformers like Addams and those in Mandaue City to legitimize and track their efforts empirically.
