The Spratly Islands dispute : decision units and domestic politics

This thesis presents a cross-national, cross-regime examination of foreign policy decision-making in the Spratly Islands dispute, focusing on China, Malaysia and the Philippines. It argues that how and why these countries have acted in particular ways towards the dispute relates to the relationship among foreign policy decision-making, government behaviour and domestic politics. The theoretical foundation of the study is foreign policy analysis. It applies the decision units approach advanced by Margaret and Charles Hermann and Joe Hagan to investigate who made foreign policy decisions on the Spratly Islands dispute in the three countries during the period 1991-2002, and how this influenced government behaviour. In addition, the contextual influence of domestic politics is considered. Four case studies inform the empirical analysis: the approaches taken by Malaysia and the Philippines to bolster their respective sovereignty claim, China???s establishment of a comprehensive maritime jurisdictional regime covering the Spratly Islands among other areas, China-Philippines contestation over Mischief Reef and the development of a regional instrument to regulate conduct in the South China Sea. Three conclusions are drawn. First, the decision units approach identifies the pivotal foreign policy decision-makers in each of the countries examined and the process involved. Second, it explains the relationship between decision unit characteristics -- self-contained or externally influenceable -- and each government???s behaviour towards the dispute. Injecting domestic politics into the analysis highlights motivations of and constraints faced by decision-makers, conditioning the form and content of government action. Third, it demonstrates a low predictive capability: the ???fit??? between hypothesised and actual government behaviour is poor. While it is not a comprehensive analytical tool, the combined decision units-domestic politics approach offers deeper insight into government decisions and behaviour on the Spratly Islands dispute than hitherto reported in the literature.

Aeta Women Indigenous Healers in the Philippines: Lessons and Implications

This study investigates two central research problems. These are: What are the healing practices of Aeta women? What are the implications of the healing practices of Aeta women in the academic discourse? This inquiry is important for the following reasons: (a) it focuses a reconsidered gaze and empirical lens on the healing practices of Aeta women healers as well as the lessons, insights and perspectives which may have been previously missed; (b) my research attempts not to be 'neutral' but instead be an exercise in participatory action research and as such hopefully brings a new space of decolonization by documenting Aeta women healers’ contributions in the political and academic arena; and (c) it is an original contribution to postcolonial, anti-colonial and Indigenous feminist theories particularly through its demonstration the utility of these theories in understanding the health of Indigenous peoples and global health. There are 12 Aeta women healers who participated in the Talking Circle. This study is significant in grounding both the theory and the methodology while comparatively evaluating claims calibrated against the benchmark of the actual narratives of Aeta women healers. These evaluations subsequently categorized my findings into three themes: namely, identity, agency and representation. This work is also important in illustrating the Indigenous communities’ commonalities on resistance, accommodation, evolution and devolution of social institutions and leadership through empirical example. The work also sheds light on how the members of our Circle and their communities’ experiences with outsider intrusion and imposed changes intentionally structured to dominate them as Indigenous people altered our participants and their communities. Though the reactions of the Aeta were and are unique in this adaptive process they join a growing comparative scholarly discussion on how contexts for colonization were the same or different. This thesis therefore joins a growing comparative educational literature on the contextual variations among global experiences with colonization. This is important since Indigenous Peoples' experiences are almost always portrayed as unique or “exotic”. I can now understand through comparison that many of the processes from military to pedagogical impositions bore striking similarities across various colonial, geographical and cultural locations.

España fue un actor secundario en este proceso, pero sus relaciones con el imperio Chino muestran que algunas de las suposiciones de la historiografía más clásica sobre el mismo son demasiado limitadas y restringidas.A mediados de siglo XIX España era una nación en crisis y carecía de los recursos necesarios para tomar parte activa en las acciones occidentales en China. No obstante, su presencia en territorio chino le permitió implicarse de manera indirecta en acontecimientos capitales como las guerras del opio o la Rebelión de los Taiping, negociar en términos similares a los empleados por otros países como la Gran Bretaña o Francia por la obtención de un tratado; e incluso un agente español fue escogido por el Zongli yamen para actuar como representante del gobierno chino en un país europeo. / The main focus of this dissertation is the relationship between China and Spain in the context of the process of foreign penetration in China from the signature of the Treaty of Nanjing (1842) to the end of 1860s. Spain was a minor actor in this process, but her relations with the Chinese empire demonstrate that some of the classical historiographical approaches are too narrow and restricted. In the 19th century, Spain was a nation in crisis and it lacked the resources to take a leading role in the Western imperial actions in China. Nevertheless, the Spanish presence in China allowed that country to get indirectly involved in major events like the Opium Wars or the Taiping Rebellion; Spain also became embroiled in the negotiations for a treaty in the same terms than those used for imperial powers like Great Britain; and still a Spaniard was chosen by the Zongli yamen to act as a representative of the Chinese government in a European country.

本研究旨在探討中國大陸如何運用經濟工具與菲律賓、越南應處南海爭端。參照Keohane及Nye非對稱互賴理論(asymmetrical interdependence)提出之敏感性(sensitivity)、脆弱性(vulnerability)概念,本研究分析中國大陸自1997年採取「魅力攻勢(Charm Offensive)」策略,為其創造可供運用經濟誘因(economic attraction)及經濟脅迫(economic coercion)之戰略空間,期能使菲、越等經濟實力相對弱勢國家,在領土爭端方面知所退讓。然而,從經濟誘因之敏感性以觀,研究發現菲、越兩國例證,均無以支持經濟誘因能說服相對弱勢國家減緩聲索之論述。針此,研究者提出「信任(trust)」或可作為補強Keohane及Nye分析框架要項之一;意即中國大陸與其經濟夥伴之間若政治信任不足,則中國大陸欲藉提供經濟誘因,促其經濟夥伴在領土爭端有所退讓,勢必存在相當難度。另從經濟脅迫之脆弱性以觀,研究發現菲、越兩國例證顯示,有別於運用實質性手段(substantive measures)施壓造成之短期損失,採取象徵性手段(symbolic measures)所映射之高度風險與不確定性,對於威懾經濟實力相對弱勢國家,可能更具效力。 / This study explores how China has employed economic instruments in handling South China Sea disputes with the Philippines and Vietnam. Borrowing Keohane and Nye’s notations of sensitivity and vulnerability in asymmetrical interdependence, this study analyzes how China’s charm offensive strategy developed since 1997 has created tactical spaces for China to utilize economic attractions and economic coercions in making her weaker economic partners to concede in territorial disputes. In terms of sensitivity to economic attractions, nevertheless, findings in both cases fail to support the argument that economic incentives would persuade the weaker parties to refrain their claims. I argue that one of the missing elements in Keohane and Nye’s analytical framework is “trust”. Without sufficient political “trust” between China and her economic partners, economic attractions to induce concessions could hardly work. In terms of vulnerability to economic coercions, findings in both cases suggest that compared to the substantive measures stressing the short-term loss, the symbolic measures projecting to high degree of risks and uncertainties might be more effective to deter the weaker parties.

Vem har ansvar över de utsatta filippinska barnen? : En kvalitativ studie om svenska aktörers arbete kring live-streamade sexuella övergrepp på filippinska barn

Denna studie undersöker olika svenska aktörers arbete mot live-streamade sexuella övergrepp på filippinska barn samt deras syn på ansvarstagande gällande fall där svenska förövare begår detta brott. Det finns fyra svenska rättsfall där svenska män dömts för att ha beställt, regisserat och bevittnat sexuella övergrepp på barn i dagsläget. I dokumentärer och radioprogram som lyfter problematiken framkommer att dessa övergrepp sker i det dolda (på internet) och att det därmed finns ett stort mörkertal som innebär att övergreppen fortsätter att ske och att barnen riskerar att inte få rätt stöd och hjälp. Syftet med studien är därför att bidra med fördjupad kunskap inom området genom att undersöka huruvida svenska frivillighetsorganisationer samt myndigheter anser att deras arbete är tillräckligt eller behöver utvecklas. Det empiriska materialet bygger på fem intervjuer med ett urval av svenska myndigheter och frivilligorganisationer, där en aktör befinner sig på Filippinerna. Studien har en kvalitativ och induktiv ansats där resultatet analyseras utifrån Ludwig von Bertalanffys generella systemteori samt tidigare relevant forskning. Resultatet visar att informanterna anser att svenska aktörer har ett stort internationellt ansvar för de filippinska barn som blir utsatta för live-streamade övergrepp då förövarna är svenska. Två informanter menar att Sverige inte gör tillräckligt för dessa barn i nuläget. Samtidigt menar vissa informanter att ansvaret slutar någonstans och att Filippinernas egna aktörer behöver ta vid då vissa insatser inte anses kunna skötas från Sveriges håll. Resultatet visar även att nya idéer och resurser krävs för att de ska kunna uppfylla dessa ambitioner samt att det finns många utmaningar som försvårar och stoppar utvecklingen av arbetet. Empirin presenterar också möjligheter inom arbetet och förslag på nödvändiga åtgärder. I en avslutade diskussion lyfter vi fram bristen på ett barnfokus hos svenska aktörer samt några tankar kring vad detta kan bero på. Vi diskuterar även konsekvenserna av svenska rättsliga insatser för barnen och huruvida dessa gynnar eller skadar barnet. Avslutningsvis redovisar vi önskemål för framtida forskning inom området. / This study examines the work of various Swedish organizations regarding live-streamed sexual abuse of Filipino children and their view on responsibility for cases where Swedish perpetrators commit the crimes. There are four Swedish court cases where Swedish men have been convicted of this crime and documentaries and radio programs now highlight this problem. It appears that the crime is hidden, because it takes place on the internet, and for this reason there is a large number of hidden statistics that makes it difficult to protect and support the vulnerable children. The aim of this study is therefore to contribute with deeper knowledge in the area by examining whether Swedish non-governmental organizations and governmental authorities believe that their work is sufficient or needs to be developed. The empirical material is based on five interviews with a selection of Swedish authorities and non-governmental organizations. The study has a qualitative and inductive approach where the results are analyzed based on Ludwig von Bertalanffy's general systems theory and previous research. The result shows that the informants believe that Swedish actors have a great international responsibility for the Filipino children who are exposed to live-streamed abuse when the perpetrators are Swedish. Two informants believe that Sweden is not doing enough for these children at this moment. At the same time, some informants believe that their responsibility ends somewhere and that the Philippine government and non-governmental organizations have their responsibility. The result also shows that new ideas and resources are required for them to be able to fulfill these ambitions and that there are many challenges that stop the development of their work. The empiric also presents opportunities within the work and proposals for necessary measures for the future. Concluding in the discussion we highlight the lack of child focus among the work of Swedish governmental and nongovernmental organizations and what we believe is the reason for this. We also discuss the consequences of Swedish legal efforts for the children, such as damages, and whether these consequences benefit or harm the children. Finally, we come with suggestions for future research within the area.

The objective of this thesis is to examine how the bereavement of a mother tongue in various ways affects a person and how literature discusses this experience. How does literature reflect it and is it possible to identify any specific and recurring themes? Are there any similarities between the experience of migration and the experience of colonialism? What purpose does writing serve in this and how to describe the impact of language? Hopefully this thesis will contribute to a better understanding of the situation for newly arrived people and for persons living in Sweden with Swedish as a second language. The thesis has a postcolonial perspective as the focus is fiction dealing with a relocation from east to west. Earlier research and writings that has inspired is in particular the works by the two postcolonial theorists Franz Fanon and Sara Ahmed. The main source material for the study is literary works, e.g. the works of Jila Mossaed, Theodor Kallifatides, Athena Farrokhzad, Burcu Sahin and Yoko Tawada. The thesis is intentionally written in the form of an essay, suggesting the power of language and storytelling. The main objective of the thesis is to describe, rather than to arrive at a conclusion. One main focus is the author’s personal relation to the subject and to the Philippines and its colonial past. The literary works addressed in this study suggests that literature dealing with migration and language bereavement mainly focuses on a discussion about the relation between the native tongue and the new language, the relation between the metaphysical body and the new geographical location, about feelings of speechlessness and alienation that becomes physical. All these concurrent themes can be used as tools to define an experience that in many aspects is inconceivable. The thesis also identifies similarities between colonialism and migration, as both raise the question of inherit right to a place and a lifelong search for a place to call home. In this effort, writing is important and may function as an emancipatory lever to create new places.

The aesthetics of absence and duration in the post-trauma cinema of Lav Diaz

Aiming to make an intervention in both emerging Slow Cinema and classical Trauma Cinema scholarship, this thesis demonstrates the ways in which the post-trauma cinema of Filipino filmmaker Lav Diaz merges aesthetics of cinematic slowness with narratives of post-trauma in his films Melancholia (2008), Death in the Land of Encantos (2007) and Florentina Hubaldo, CTE (2012). Diaz has been repeatedly considered as representative of what Jonathan Romney termed in 2004 “Slow Cinema”. The director uses cinematic slowness for an alternative approach to an on-screen representation of post-trauma. Contrary to popular trauma cinema, Diaz’s portrait of individual and collective trauma focuses not on the instantenaeity but on the duration of trauma. In considering trauma as a condition and not as an event, Diaz challenges the standard aesthetical techniques used in contemporary Trauma Cinema, as highlighted by Janet Walker (2001, 2005), Susannah Radstone (2001), Roger Luckhurst (2008) and others. Diaz’s films focus instead on trauma’s latency period, the depletion of a survivor’s resources, and a character’s slow psychological breakdown. Slow Cinema scholarship has so far focused largely on the films’ aesthetics and their alleged opposition to mainstream cinema. Little work has been done in connecting the films’ form to their content. Furthermore, Trauma Cinema scholarship, as trauma films themselves, has been based on the immediate and most radical signs of post-trauma, which are characterised by instantaneity; flashbacks, sudden fears of death and sensorial overstimulation. Following Lutz Koepnick’s argument that slowness offers “intriguing perspectives” (Koepnick, 2014: 191) on how trauma can be represented in art, this thesis seeks to consider the equally important aspects of trauma duration, trauma’s latency period and the slow development of characteristic symptoms. With the present work, I expand on current notions of Trauma Cinema, which places emphasis on speed and the unpredictability of intrusive memories. Furthermore, I aim to broaden the area of Slow Cinema studies, which has so far been largely focused on the films’ respective aesthetics, by bridging form and content of the films under investigation. Rather than seeing Diaz’s slow films in isolation as a phenomenon of Slow Cinema, I seek to connect them to the existing scholarship of Trauma Cinema studies, thereby opening up a reading of his films.

La vaste distribution géographique et la longue durée du magmatisme au Mésozoïque supérieur (Jurassique et Crétacé) en Chine du Sud présente le cas unique dans le monde. Ceci présente un laboratoire naturel très favorable a l’étude des processus de magmatogénèse, et des modes de mise place des plutons granitiques. Il permet également d’aborder l’analyse des relations magmatisme-tectonique et les contextes géodynamiques de la mise en place de magma dans leur cadre lithosphérique. Depuis les années 50, et surtout les années 90, des scientifiques ont mis un effort important sur la cartographie géologique, mené des études pétrologiques et géochronologiques et ainsi obtenu une base solide pour la compréhension de l’évolution tectonique du Bloc de Chine du Sud (SCB). Cependant, des questions fondamentales restent encore sans réponses ou vivement débattues. Dans le but de progresser sur ces sujets fondamentaux, nous avons mené des études pluridisciplinaires sur les massifs d’âge Mésozoïque supérieur de Qingyang-Jiuhua (Province d’Anhui), Hengshan (Province de Hunan) et certains plutons affleurant dans la zone côtière du Fujian. Le choix des massifs est fonde sur leur distance variable par rapport à la paléozone de subduction, les âges comparables de ces massifs et les déformations associées. Les méthodes d’étude comprennent l’observation de terrain, l’analyse microscopique de lames minces, la datation par U-Pb de monazite, l’ASM, le paléomagnétisme, la modélisation gravimétrique et la barométrie à partir de Al-total dans l’amphibole magmatique. Bien que chaque massif présente des caractéristiques distinctes, ils partagent des points communs du point de vue de leur orientation préférentielle, de la déformation de leurs encaissants et de l’influence de la tectonique régionale sur leur mise en place, D’après nos nouveaux résultats et en intégrant les données précédentes, nous discutons dans cette thèse les contextes tectoniques de mise en place de ces massifs granitiques et l’évolution géodynamique de SCB, et proposons un scénario géodynamique en 3 étapes. (1) Pendant la période 145-130 Ma, la subduction vers le NW de la plaque Paléo-Pacifique sous le continent asiatique fait rapprocher le micro-continent de l’Ouest-Philippines avec le continent de Chine du Sud, produisant l’important magmatisme d’arc et formant un régime tectonique en extension en SCB ? Dans l’arrière-arc; (2) Pendant la période 130-110 Ma, dûe à la collision entre le micro-continent de l’Ouest Philippines et SCB, une structure compressive vers le NW a été développée dans la zone de Changle Nan’ao, produisant des déformations ductiles. Cependant, l’intérieur de la partie orientale du SCB était encore en régime tectonique extensif de direction NW-SE; (3) Pendant la période 105-90Ma, une nouvelle zone de subduction a été développée au SE du micro-continent de l’Ouest Philippines, le panneau subductant atteint la zone de Changle-Nan’ao, avec probablement des morceaux de panneau cassé, provocant l’ascension de l’asthénosphère, responsable de la mise en place d’importants massifs granitiques et de filons. La tectonique de SCB pendant cette période est caractérisée par un système tectonique d’extension générale. Ce dispositif a été significativement perturbe par l’ouverture oligo-miocène de la mer de Chine du Sud et par la compression miocène de la marge à Taiwan. Ce modèle géodynamique reste à être amélioré par de futures investigations géologiques, géophysiques et géochimiques. / The vast distribution and long duration of the Late Mesozoic magmatism in the eastern part of South China presents a unique case in the world. This offers a natural laboratory to study the process of magma genesis, the magma emplacement mode, the relationship between magmatism and tectonics, the geodynamic role on the magma emplacement and lithospheric evolution. Since 50’s, particularly 90’s of the last century, geoscientists have made important efforts in geological cartography and carried out numerous studies with remarkable scientific achievements, building a solid background to understand the tectonic evolution of the South China Block (SCB). However, certain fundamental questions mentioned above remain unsolved and/or are in hot debate. In order to make progress in these scientific issues, we have carried out in a multi-disciplinary study in the Late Mesozoic Qingyang-Jiuhua massif, Hengshan massif and Fujian coastal zone according to their distance with respect to the paleo subduction zone of the Paleo-Pacific plate, the ages of granitic massifs and related tectonics, including field observation on the structure geology, micro-observation on thin section, U-Pb dating on monazite, AMS, paleomagnetism, gravity modeling and P condition concern the granite emplacement. In the view of deformation in these granitic massifs and their country rocks, mode and influence of regional tectonics on the emplacement, though each studied zone reveals its distinguished characteristics, they show some intrinsic and common relationships between them. With our new results and integrating previous data, in this thesis, we discuss the tectonic context of emplacement of these Late Mesozoic magmatic massifs and the geodynamic evolution of the SCB., We propose a 3-step geodynamic model: (1) during 145-130 Ma period, the Paleo-Pacific plate subducted northwestwardly, the West Philippines micro-continent, approaching to SCB, important subduction-related arc volcanism was produced in the coastal areas of Southeast China coast (Zhejiang-Fujian-Guangdong), forming a back-arc extension tectonic system in SCB; (2) during 130-110 Ma period, due to the collision between the West Philippines microcontinent and SCB, the compressional tectonic structures were developed in the Changle-Na’ao coastal zone, producing ductile deformation zones. However, the inland of the eastern part of SCB was under a NW-SE extensional tectonic regime; (3) during 105-90 Ma period, a new subduction zone was developed in the SE flank of the West Philippines micro-continent, the subducting slab reached the Changle-Nan’ao tectonic belt, with the possible break-off of slab, the asthenospheric ascent was responsible for the important emplacement of plutonic massifs and dykes. The tectonics of the eastern part of SCB was characterized by a general extensional system in this period. This tectonic pattern has been significantly disturbed by the Oligocene-Eocene opening of the South China sea,and the Miocene shortening of the SCB margin in Taiwan. Of course, this model should be improved by more geological, geophysical and geochemical investigations.
