Thesis focuses on the theory and practice of process analysis. The main objective of this paper is describing the theory of process analysis and its application at the Prague City Hall, particularly processes related to procurement. Thesis describes these processes and suggests their improvements. Thesis will also design the processes that relate to the procurement of City Hall. The work is divided into two parts. The first part deals with a purely theoretical basis of process analysis and the second (analytical) part is focused on the specific application of this knowledge on process analysis of the Prague City Hall, specifically on the processes related to procurement.

企業從過去單純作代工生產的降低成本、提升產品品質,進而培養研發人才,提供大量客製化訂單生產,到今日面臨國際化與多角化的經營後,如何在競爭激烈的環境中,掌握資源、洞察先機,誰就能贏在關鍵時刻,而運用資訊科技及資訊系統,已成為企業再造及達成企業目標的重要工具。 但是對於如何導入企業資源規劃系統(ERP)及導入時可能面臨的種種困難,包括最高管理當局是否全力支持、導入時的昂貴軟、硬體費用,導入前後所投入的人力及時間,整個企業流程再造(Business Process Reengineering)專案管理之嚴謹度等,其成敗往往對企業有絶對性影響。 本研究係針對市場上實際導入ERP系統之電子製造業,一為成功個案,另一為失敗個案為研究對象,探討ERP導入的策略與程序以及效益,最後歸納相關關鍵成功因素(Critical Success Factor)及失敗因素為何,期能對另一製造業及其它要導入企業資源規劃系統的決策參考。 / In the past, enterprises have developed R&D capabilities, better product quality and abilities to fulfill larger amount of customized orders through the process of Original Equipment Manufactures. As the business operations grow multinational and diversified, the adoption of Enterprise Resources Planning(ERP)becomes essential for future business development. The successful implementation and introduction of the new ERP system is a critical success or failure factor for the firm. As such, the firm will the full support of senior management, commitment from the Business Process Reengineering project managers have dedicated a great deal of time, human resources and money for hardware and software to ensure that this is a success. To help ensure a successful implementation of the ERP system, we have taken two real case studies from the IT industry, where one was seen to be a success and the other one is a failure to learn and identify what the critical factors in implementation of an ERP system in the IT sector.

根據AMR Research的預估,全球的客戶關係管理(Customer Relationship Management,CRM)市場規模,從1998年23憶美元,預估西元2003年將達到168憶美元。以及由2002年底Siebel推出的解決方案來看,CRM的趨勢將針對各種應用系統如何做好整合。 本研究之目的,旨在整合現有客戶關係管理相關文獻,與日商B公司多年來的經驗,以流程再造為出發點,從而設計出新的客戶管理資訊系統中之「銷售」、「行銷」以及「客戶服務」等機制,以解決舊系統不敷使用的問題,並且提供新商品線銷售與服務的機制,以及整合部份內外部系統。研究過程中實踐了系統開發生命週期(System Development Lifecycle)的理論進行新系統之分析、設計、開發、測試,並進一步分析與探討新系統實際上為B公司帶來的效益。以期對於國內企業因應快速發展的CRM趨勢,本系統的實現提供了國內其它產業進行CRM資訊系統建置過程的參考價值。 / According to the prediction of AMR research, the marketing scale of global Customer Relationship Management will be expected to rise from 2.3 billions in 1998 to 16.8 billions in 2003. Viewing the CRM solution of Siebel in the end of 2002, the trend of CRM will focus on how to integrate other hundreds of applications. The objective of this study is to integrate the related references of present CRM and the publisher industry experiences within a Japanese company B. On the basis of Business Process Reengineering (BPR) theory, we design the Sales, marketing, and customer services in the new CRM system in order to solve the problems on the legacy system, to provide the new sale channels and services mechanism of new product line and to integrate parts of the inner and 3rd party information system. During the research process, we accomplished the theorem of System Development Lifecycle to analyze, design, develop, and test of the new system. And further analyze and discuss of the benefit to company B from the the new system. 以資訊化涉入探究政府組織流程再造

隨著環境的快速變革以及資訊科技的突飛猛進,一般民眾對政府單位服務水準的要求日趨嚴苛,傳統的作業流程在作業品質以及反應時間上似乎漸漸無法滿足於民眾,是故流程再造的風潮日益蔓延於政府單位當中。而在資訊科技(以下簡稱IT)被日益重視的當今,在流程再造裡亦扮演越來越重要的角色,IT從之前支援性角色,乃至今日已漸漸成為主導推動再造之關鍵因素。透過探究IT的應用性,可以達成大刀闊斧功效的全面性變革,而IT可如何、於何發揮再造效益,則可透過流程模型清楚地描繪出。 因此,本研究提出一以流程模型與IT為主軸之流程再造方法,並舉一政府事業單位之個案為例,透過IDEF0、IDEF3等流程模型勾勒現有模型,再透過深入探討現有流程之斷層與缺口,進而思索IT可發揮之處,從而進行全面而又具流程合理性之流程調整。此外,並透過流程圖學之基礎,來推論BPR前後之相對效益,以做為落實推動流程再造時之量化效益參考。最後,期此方法能讓欲進行流程再造者有參考依循之對象,以解決許多人在茫茫再造學說之中而不知如何進行之窘境。

工業電腦技術支援服務流程之研究---以研華科技公司為例

本研究選擇工業電腦產業的領導廠商研華科技公司為個案研究對象,想藉由研究該公司的技術支援服務流程,來瞭解其中可能出現的問題,並進一步提出改善的建議。 在整個研究架構方面,採用Davenport and Short(1990)的企業流程再造的五階段,乃因為此架構既具有完整的流程再造觀念,也稍具執行細節的考量,因此決定以該兩位學者所提的企業流程再造五階段作為本研究架構。 根據本研究,發現其現行的技術支援服務流程有以下的問題: 1. 業務工程師花費過多時間於技術支援服務上,使得他們缺乏時間開發與創造新的商機。 2. 客戶找業務請求技術支援並不會留下記錄。 3. 業務工程師與應用工程師有遺忘客戶需求的可能。 4. 業務無法隨時掌握顧客需求被滿足的狀況。 5. 應用工程師被動等待客戶跟催。 因此本研究提出以下建議: 1. 使用「即時支援軟體」來讓客戶可以輕鬆解決自己的問題,並留下服務需求記錄。 2. 加強公司知識庫的完整性、豐富性及更新速度。 3. 使用新的技術支援服務流程以提升服務效率及反應速度。 4. 建立每日客戶需求未被滿足的清單之電腦自動回報機制。 5. 提供客戶即時查詢其需求處理狀況。 另外在進行技術支援服務流程再造的時候,需要特別注意的是,要有一個流程負責人來統管整個新流程的運作狀況,董事長與總經理應該給予最高的授權支持,而該負責人應請各相關部門派出經理級以上的人參與流程再造,藉此整合各方意見並凝聚共識,如此才可能增加推行的助力,並將可行性納入考量,不然有可能變成難以執行計畫。 除此之外,還要有搭配相對應的誘因機制,讓相關的人員可以配合與適應此一新的技術支援服務流程,因為人們面對改變總是偏向抗拒的,因此一個新流程的推行需要相對應的誘因制度設計,才能讓大家有動力去從事變革。 關鍵字:工業電腦、技術支援、企業流程再造、流程圖、服務管理

An analysis of the implementation of business process reengineering health care reform initiative in Ethiopia

The purpose of this research was to explore and describe the effectiveness of the health care reform implemented in Ethiopia in the form of Business Process Reengineering (BPR) and develop strategies to strengthen its implementation. The research was conducted in two phases. In phase I, the effectiveness of the BPR health care reform was explored and described through gathering quantitative information from health care providers (n=406) using a structured questionnaire. All public hospitals of Addis Ababa, Ethiopia which have been implementing the reform from its inception (n=5) were included. In Phase II, in-depth strategies aimed at strengthening implementation of the reform were developed. Two-rounds of Delphi study were conducted to seek the opinions of senior health policy experts (n=10) and arrive at consensus on the developed strategies. Cronbach's alpha, descriptive statistics, Chi-square, logistic regression analysis, principal component analysis, weighted median score, adjusted and standard satisfaction scores, Mann-Whitney U test, and Kruskal-Wallis test were conducted for data analysis. The BPR health care reform was able to restructure the hospitals’ departments into case teams, with the goal of adopting a “one-stop shopping” approach. However, 50% of the health care providers reported that the reform was not effective to satisfy the perceived health service needs. Limited effects were reported in favour of health care quality (48%), access (50%), efficiency (51%), sustainability (53%), and equity (61%). While poor effects were reported in patient-provider (41%) and provider-management (32%) interactions. The most important predictors that influenced implementation of the reform were financial resources (AOR=3.54, 95%CI: 1.97, 6.33), top management commitment and support (AOR=2.27, 95%CI: 1.15, 4.47), collaborative working environment (AOR=1.77, 95%CI: 1.00, 3.11), and information technology (AOR=3.15, 95%CI: 1.57, 6.32). The overall job satisfaction in the public health sectors remained poor, with only 25% job-satisfied providers engaged. Moral satisfaction (AOR=177.654, 95%CI: 59.539, 530.08), management style (AOR=4.017, 95%CI: 1.490, 10.828), workload (AOR=2.422, 95%CI: 0.925, 6.342), and task (AOR=5.491, 95%CI: 2.307, 13.069) were the most significant factors. Job satisfaction results were significantly different among the study hospitals (2 = 30.557, p < 0.001). The current health care delivery performance of the public hospitals was 60% when weighed against the World Health Organization’s health system framework which required a minimum of 80% score. However, there existed a significant difference in performance at least between two hospitals (2 = 571.902, p < 0.001). Five strategies that could disrupt the status quo and strengthen the BPR health care reform are proposed based on their strategic priority, which were: reinforce patient-centred quality of care services; foster a healthy and respectful workforce environment; efficient and accountable leadership and governance; efficient use of hospital financing; and maximize innovations and the use of health technologies. The strategies could be used to enrich the quality of health care interventions through continuous review, refinement and adjustment of the reform as required. Srovnání standardů pro procesní modelování / Comparison of standards for process modeling

The scope of this thesis is the field of business process modeling and additionally the usability of business process models in areas like conceptual analysis of IS/ICT, business process reengineering and business process management. For the purpose of evaluation of the usability of current standards for business process modeling, an framework for comparison of various characteristics of these standards is proposed. This thesis has two aims. Primarily, to develop an approach for evaluation of business process modeling standards, and as a secondary aim, to apply this evaluation model onto a set of selected standards for business process modeling and thus perform a comparison of these standards. The evaluation model has two main components. The first part is to create a set of characteristics which represent two existing points of view onto the exploitability business process modeling (e.g. during the development of IS/ICT and during BPR/BPM1). During the identification of particular characteristics, a research into the related literature and other sources has been performed to provide a sufficient basis for this activity. The second part of the developed approach is to the application of PEMM (Process & Enterprise Maturity Model), which was developed by Dr. M. Hammer for the purpose os auditing the maturity of business processes. Both of these parts are then put together into one evaluation framework. Based on information gathered from the respective specifications of particular standards, related literature and articles, we've performed an application of this evaluation framework on three standards for business process modeling: EPC, BPMN and IDEF3. The benefits of this thesis could be seen as a creation of a very own approach for evaluation of business process modeling standards. Additionally by performing the comparison of these three standards for business process modeling we've created a guideline which could be there fore applied by the potential reader during the decision making of what standard to use for business process modeling (in the context of expected purpose of this modeling).

Reengineering procesů ESN VSE Praha - BuddySystem a jejich podpora informačním systémem / Business Process Reengineering of ESN VŠE Prague – Buddy System and theirs support by information system

Diploma thesis is about business process reengineering (BPR) and its business processes in student organization ESN VSE Prague -- Buddy System. Main goal is business process reengineering and their support by information system BuddyIS, which helps to meet stu-dent's requirements. First chapter debates about processes theirs modelling and reengineer-ing. It discusses methodologies of BPR in general and then it chooses own methodology for this thesis. Next part is practical and starts with characteristic and analysis of student organization ESN VSE Prague -- Buddy System. It describes cultural environment, current status of IS/ICT and global process model. Global process model is core for next chapter, which identifies processes in organization and chooses those ones for reengineering. Those chosen processes are analysed more in detailed in detailed process diagram based on BPMN. Next part is considering process redesign based on awareness and understanding their workflow. According to redesign, proposed changes are implemented to information system BuddyIS based on principles of OpenUP. Last chapter analyses aftereffects caused by business process reengineering according to process audit made by M. Hammer (PEMM) and chosen factor measuring process performance. Fact that, chosen business processes are supported by information system BuddyIS is main benefit of this thesis.
