The Eye of Co-Creation: A Guide for Governance of Cultural Co-Creative Projects : Taking Umeå 2014 European Capital of Culture as a Case Study

Creative economies can establish sustainable development through co-creative cultural projects. Project management practice and particularly project governance can balance creativity and control fostering the co-creative environment that inspires and ignites innovation. The success of those cultural projects is the platform that leads to long-term development and growth.   This thesis work aims to answer the following research question, “How will project governance structure provide the environment for the co-creation approach to flourish and enhance project performance?” The objective of this research is to examine how the project governance structure creates a conducive environment for the co-creation approach to burgeon and boost project performance.   The authors investigate the subject by building a theoretical frame of reference, formulating a proposition and designing the research strategy in order to answer the research question. This research applies the qualitative method through semi-structured interviews based on a case study on Umeå 2014 as the ECoC. Thirteen respondents participated in this research, all of whom are members of the Umeå 2014 Project Team. As secondary data, six interviews with Umeå 2014 project owners were investigated and analysed in order to support and increase the reliability of the research findings from the primary data analysis. All primary and secondary data were analysed based on the theoretical framework.   The research revealed that project governance nurtures the environment necessary for co-creation to flourish. The co-creation approach will flourish when developed within the mixture of hierarchical and relational project governance structures that foster co-creative elements. The synergy between co-creation and project governance will boost the potential to achieve sustainable development and long-term growth.

Digitalizing Finland:governance of government ICT projects

Abstract Digitalization is a megatrend that also drives public sector reforms toward improved citizen service processes by adopting digital technologies. The digitalization of the public sector, also referred to as e-government transformation, is a strenuous institutional change process that starts with strategy and policy formation and is eventually carried out through individual information and communication (ICT) development projects and programs. ICT projects in the public sector still struggle due to challenges and complexities such as technological uncertainty. These project-level struggles impair e-government efforts that are already facing strategic and regulative difficulties, which, again, affect ICT project performance. How a temporary project is connected and contributes to the strategic objectives of a more permanent structure is the focus of project governance. In e-government context it can be applied to describe and elaborate on the ICT project alignment and control practices in and between different organizations within the e-government transformation. The underlying academic motivation for this research is to improve the current understanding of project governance in e-government: how ICT project governance can be applied to enact the institutional change of public sector digitalization. The dissertation study follows a constructive research approach, using multiple qualitative methods on empirical data from the Finnish central government. By synthesizing the results from four individual research publications, this dissertation explores the ICT project governance practices and tensions that take place in different levels within the e-government transformation. The study contributes to the literature by elaborating how project governance is perceived in and affected by the e-government transformation and by providing new information on how flexible and collaborative project models, namely agile models and project alliances, are applied in the context. The dissertation proceeds to construct a multi-level model that indicates how the perceived challenges and tensions could be remedied, thus enabling managers and practitioners in the field to conduct the right ICT projects properly and, hence, support the e-government transformation. / Tiivistelmä Digitalisaatio on yksi megatrendeistä, joka vaikuttaa myös julkisen sektorin reformaatioihin, joilla tavoitellaan tehokkaampia asiakaspalveluprosesseja hyödyntämällä digitaalisia teknologioita. Julkisen sektorin digitalisoituminen, tai e-hallinnon muutos, on vaativa institutionaalinen muutosprosessi, joka alkaa strategisten ja poliittisten linjausten määrittelyllä ja toteutetaan lopulta yksittäisten informaatio- ja kommunikaatioteknologia (ICT) projektien ja ohjelmien kautta. Julkisen sektorin ICT projekteja haastaa edelleen muun muassa tekniset epävarmuustekijät. Nämä projektitason haasteet vaikuttavat myös e-hallintoon, johon liittyy jo valmiiksi strategisia ja hallinnollisia vaikeuksia. Tämä taas vastavuoroisesti vaikeuttaa yksittäisten projektien toimintaa. Projektihallintoa käytetään kuvaamaan, miten kertaluontoinen projekti liittyy ja vaikuttaa pysyvämpiin rakenteisiin ja niiden strategisten tavoitteiden toteutumiseen. E-hallinnon digitaalisen muutoksen yhteydessä projektihallinnon kautta voidaan esittää ICT projektien ohjaus- ja kontrollointikäytäntöjä eri organisaatiotasoilla. Tämä tutkimuksen akateeminen motivaatio on parantaa nykyistä tietämystä projektihallinnosta e-hallinnon kontekstissa tarkastelemalla, miten ICT projektihallintoa voidaan käyttää julkisen sektorin digitalisoitumisen toteuttamiseen. Tämä väitöstyö noudattaa konstruktiivista tutkimusotetta, käyttäen useita laadullisia menetelmiä Suomen valtionhallinnosta kerätyn empiirisen datan analysointiin. Syntetisoimalla neljän osajulkaisun tulokset tämä väitös perehtyy ICT projektihallinnon käytänteisiin ja jänniteisiin eri organisaatiotasoilla digitalisoitumisen yhteydessä. Tämä väitös tuottaa uuttaa tietoa esittämällä, miten projektihallinto näyttäytyy ja vaikuttaa e-hallinnon muutoksessa, sekä kuvaamalla miten joustavia projektimalleja, kuten ketterä ja projektiallianssi, voidaan käyttää tässä kontekstissa. Väitöstutkimus luo lisäksi monitasoisen mallin, jonka avulla havaittuja haasteita ja jännitteitä voidaan lieventää. Täten tutkimus auttaa käytännössä alan asiantuntijoita johtamaan oikeita ICT projekteja oikealla tavalla ja siten edesauttaa julkisen sektorin digitalisointia.

The impossibility to exert a direct and continuous supervision over all decision-making processes occurring in each portion or unit that makes up the organization, resulted in developing the concept of corporate governance, which aims to place beacons to the decisions of the various agents, opposing business risks to the policies that attempt to protect the interests of the owners or investors. Due to its characteristics, to projects are inherent risks and uncertainties, indicating the relevance of the integration of project governance to the organization's governance model. However, an examination of the literature reveals some incipiency in studies of this relationship, which tend to extol the project performance metrics at the expense of the paths leading to their results. From this gap, emerges as objective of this work, the analysis of interconnection between the decision-making process on projects and corporate governance. When highlighting the morphology of decision making in project management through a multiple case study, the results of this research suggests the underdevelopment of corporate governance mechanisms, apparently not robust enough to permeate the organization and reach the decision maker agent in the project. However, when isolated initiatives break the gap between temporary organization (project) and the permanent organization, decisions aligned with the guidelines of corporate governance are now 10.4 times more frequent, suggesting a significant influence. In practice, this finding hints the possibility of organizations being exposed to unknown and possibly significant risks, encouraging the discussion about the real efficiency of corporate governance mechanisms, by a perspective of permeability through the projects encompassed by the corporation. / O surgimento das grandes corporações, geograficamente dispersas e com larga gama de negócios, trouxe novos desafios aos seus administradores e a seus proprietários. A inviabilidade para se exercer uma supervisão direta e contínua sobre todos os processos decisórios ocorridos em cada parcela ou unidade que compõe a organização, implicou no desenvolvimento do conceito de governança corporativa, a qual visa situar balizas às decisões dos diversos agentes, contrapondo os respectivos riscos do negócio às políticas que intentam resguardar os interesses dos proprietários ou investidores. Por suas características, aos projetos são inerentes os riscos e as incertezas, sugerindo a relevância da integração da governança dos projetos ao modelo de governança da organização. Entretanto, um exame na literatura ainda revela alguma insipiência nos estudos sobre esta relação, os quais tendem a exaltar as métricas de desempenho de projetos, em detrimento dos caminhos que levam aos seus resultados. Desta lacuna, emerge como objetivo deste trabalho, a análise da interconexão entre o processo decisório nos projetos e a governança corporativa. Ao lançar luz sobre a morfologia do processo decisório no gerenciamento de projetos por meio de um estudo de caso múltiplo, os resultados desta pesquisa sugerem o subdesenvolvimento dos mecanismos de governança corporativa, aparentemente não suficientemente robustos para permear a organização e alcançar o agente decisor no projeto. Entretanto, quando iniciativas isoladas rompem o hiato entre a organização temporária (projeto) e a organização permanente, as decisões alinhadas às diretrizes da governança corporativa passam a ser 10,4 vezes mais frequentes, sugerindo uma significativa influência. Na prática, esta constatação alude a possibilidade das organizações estarem expostas a riscos desconhecidos e, eventualmente, significativos, incitando a discussão sobre a real eficiência dos mecanismos de governança corporativa, por uma perspectiva de capacidade efetiva de permeabilidade nos projetos abarcados pela corporação.

Innovation i infrastrukturprojekt : En studie om styrning av upphandlingsprocessen

Inledning: Det finns idag ett infrastrukturgap i Sverige som beror på att dagens planerade investeringar inte täcker framtidens behov. Eftersom resurserna inte räcker till ökar efterfrågan på att öka innovationsgraden i infrastrukturprojekten, vilket kan göras genom att styra upphandlingsprocessen. Tidigare forskning säger däremot att det finns risker med att tänka innovativt eftersom nackdelarna väger över fördelarna. Därmed avser studien att undersöka hur styrning av upphandlingsprocessen kan skapa innovation i infrastrukturprojekt.    Syfte: Syftet med denna studie är att undersöka hur den offentliga sektorn arbetar med styrning av upphandlingsprocessen för att skapa till innovation i infrastrukturprojekt samt att undersöka vilka hinder och barriärer som finns för innovation.    Metod: Uppsatsen är en kvalitativ studie med en deduktiv ansats och inslag av abduktion. En flerfallstudie tillämpas där det empiriska materialet inhämtas via semistrukturerade intervjuer från sju offentliga organisationer.     Slutsats: I fasen förbereda verkar det finnas störst möjlighet att påverka innovationsgraden vilket till stor del beror på att entreprenad- och upphandlingsform fastställs i denna fasen. Studiens resultat indikerar på att totalentreprenad och innovationsupphandling är de entreprenad- och upphandlingsformer som främja innovation i störst utsträckning. De drivkrafter för innovation som studien främst utvecklat och bidragit med är kunskapsöverföring, riskpremie, pilotprojektoch innovationskultur. Vidare har studien resulterat i att nya barriärer för innovation uppdagats vilka bland annat är erfarenhetsbrist, delgivning av företagshemligheter samt innovationsbegreppet. / Background and problem discussion: Today, there is an infrastructure gap in Sweden that is due to the fact that today's planned investments do not cover the needs of the future. As resources are insufficient, demand for increasing the degree of innovation in infrastructure projects is increasing, which can be done by controlling the procurement process. Previous research, on the other hand, says that there are risks of thinking innovatively where the disadvantages outweigh the benefits. We therefore intend to investigate how control of the procurement process affects innovation in infrastructure projects.   Purpose: The purpose of this study is to examine how the public sector works with the control of the procurement process in order to contribute to innovation in infrastructure projects and to explore the obstacles and barriers that are against innovation.   Method: The thesis is a qualitative study with a deductive approach that has elements of abduction. A multi-case study has been applied in which the empirical material has been obtained through semi-structured interviews from seven public organizations.   Conclusion: In the preparation phase, there seems to be the greatest opportunity to influence the degree of innovation, which is largely due to the fact that contracting and procurement forms are determined in this phase. The study's results indicate that contracted and innovation procurement are the forms of contracting and procurement that promote innovation to the greatest extent. The driving forces for innovation that the study mainly contributed to are knowledge transfer, risk premium, pilot project and innovation culture. Furthermore, the study has resulted in new barriers to innovation being discovered which include lack of experience, service of corporate secrets and the concept of innovation.

Exploring Megaproject Governance with Regard to Collaboration : The case of the International Space Station / Utforska megaprojektstyrning med hänsyn till samarbete : Fallet med den internationella rymdstationen

Our society is more dependent on global problem-solving than ever before. Megaprojects are one way of solving this challenge. Even though some of them are supposed to give answers to the direst problems of our time, our knowledge about them is paradoxically poor that leads to economic losses. The areas that especially demand attention are the project architecture, relationships, and innovative governance solutions that promote collaboration. The purpose of the thesis is to explore how megaprojects are governed in regard to collaboration through the case of a science-focused intergovernmental megaproject. The report builds an understanding of megaprojects, governance, and collaboration. Then it attempts to identify how governance affects collaboration over the paradox of control and flexibility within the case of the International Space Station (ISS) as one of the most recognized examples of megaprojects. It has been found that contractual and relational governance should be both present within megaproject governance. Because historically contractual arrangements are dominating governance, additional focus is required on the relational counterpart. The five main parts of the ISS governance, legal framework, organizational structure, goals, roles, and funding system, are mainly related to contractual governance, facilitating control. However, they also feature mechanisms that promote flexibility, thus providing a platform for collaborative practices to be formed. The top tier of the legal framework provides stability but the lower tiers offer opportunities to implement changes in the program. The goals of the ISS serve as a strong motivator that puts the common goals in front of the individual agendas of the partner countries. Furthermore, concerning funding, the in-kind contributions system provides a different set of incentives through bartering, compared to the traditionally used financing, and supports the collaborative environment by building closer relationships with industry partners. The example of the ISS revealed valuable lessons to better understand intergovernmental megaprojects and solve the challenges of the future affecting us. / Vårt samhälle är mer beroende av problemlösning på en globalnivå där specifikt Megaprojekt är en form för att lösa denna utmaning. Även om vissa av dem ska ge svar på de allvarligaste problemen i vår tid, är vår kunskap om dem paradoxalt dålig vilket leder till ekonomiska förluster. De områden som särskilt kräver uppmärksamhet är projektarkitekturen, relationer och innovativa styrningslösningar som främjar samarbete. Syftet med denna masteruppsats är att undersöka hur megaprojekt styrs gällande samarbetet mellan vetenskapligt fokuserat mellanstatliga projekt. Uppsatsen skapar en ökad förståelse av megaprojekt, styrning och samarbete. Därefter identifieras hur styrning påverkar samarbetet över motsägelserna mellan kontroll och flexibilitet inom den International Space Station (ISS). ISS är ett av de mest erkända exemplen på megaprojekt. Man har funnit att både avtals- och relationell styrning bör vara närvarande inom megaprojektstyrning. Eftersom historiskt avtalsmässiga arrangemang är dominansstyrning krävs mer fokus på den relationella motsvarigheten. Den fem huvuddelarna av ISS styrning, rättsligt ramverk, organisationsstruktur, mål, roller och finansieringssystem är huvudsakligen relaterade till avtalsstyrning vilket underlättar kontroll. Delarna visas även ha mekanismer som främjar flexibilitet vilket skapar en plattform för kommande samarbetsmetoder. Den högsta nivån i den rättsliga ramen ger stabilitet medan de lägre nivåerna främjar möjligheter att genomföra förändringar i programmet. Målen med ISS fungerar som en stark motivator som sätter de gemensamma målen framför partnerländernas individuella dagordningar. Gällande finansiering tillhandahåller systemet med naturbidrag genom byteshandel en annan uppsättning incitament jämfört med den traditionellt använda finansieringen och stöder vidare samarbetsmiljön genom att bygga närmare relationer med industripartners. Exemplet på ISS avslöjade värdefulla lärdomar för att bättre förstå mellanstatliga megaprojekt och lösa framtidens utmaningar som påverkar oss.

Key Performance Indicators' Effects on Public Sector Infrastructure Project Efficiency in Grenada

Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. This qualitative case study sought to understand the role of management key performance indicators (KPIs) on public sector infrastructure capital project efficiency on the island of Grenada. An institutional assessment and development framework and a classical management theoretical framework methodology were used to explore the effects of management KPIs on public sector infrastructure capital projects efficiencies in developing countries. The research incorporated a constructivist philosophy that underpins the evaluation and perception of the government, the National Water and Sewerage Authority (NAWASA), project teams, systems, and stakeholders. A purposive sampling strategy with elements of snowballing was used to obtain 12 representative participants for interviews, and a systematic approach of transcribing, coding, and thematic analysis was done. Findings indicate inadequacies in the BSC performance measure system on infrastructure projects, which justifies the use of comprehensive management KPIs. Positive social change implications of this study include recommendations for comprehensive management KPIs and policies to improve public sector infrastructure project efficiency in Grenada.
