Ce travail de thèse est consacré à l’étude des programmes télévisuels diffusés sur la chaîne de télévision publique France 3 Alsace, de 1966 à 2008. Quel est le sens social, voire identitaire, de la présence de telles émissions, alors que la grande majorité des téléspectateurs potentiels comprend au moins une langue standard ? En quoi ces émissions sont-elles un reflet du plurilinguisme régional ? Quelle image de l’Alsace véhiculent-elles, notamment par le biais de la langue ? L’étude s’appuie sur un corpus de plus de 2000 émissions mis à notre disposition par l’Institut Nationale de l’Audiovisuel (INA), dont nous présentons le contenu en retraçant l’histoire de la télévision régionale. Après avoir élaboré un cadre théorique à la croisée de disciplines tant linguistiques (dialectologie, sociolinguistique) que sociologique (sociologie des médias, sciences de l’information et de la communication), nous présentons la démarche méthodologique employée pour l’exploitation de notre corpus. A l’issue de cette étape, nous retenons sept émissions, transcrites et analysées sur les plans formels et linguistiques, de manière à obtenir des éléments de réponse à nos questions de recherche. / This doctor’s thesis aims at discussing the programs in dialect on the Alsatian public television network (France 3 Alsace), from 1966 to 2008. The following questions are dealt with: what sense does their presence make, since most of the regional audience understands one or more standard languages? To what extent do these programs reflect the regional multilingualism? What do they show of the Alsatian region, especially through the use of the dialects? This study is based on a corpus of more than 2000 programs archived by the National Audiovisual Institute (INA), which we introduce by telling the story of the regional television. After building a theoretical framework mixing linguistic and sociologic approaches, we discuss the methodological issues about how to define a « dialectal program », and which ones are going to be analysed in a (socio)linguistic way. We then proceed to the formal and linguistic analysis of a selection of 7 programs that are transcripted and commented on with a special focus on social representations, in order to get answers to our main research questions.

Trata da aplicação do Facebook por programa de televisão pública. Tem por objetivo geral compreender com que finalidade o programa Estúdio Móvel da TV Brasil utiliza a rede social virtual Facebook. Adota metodologia de caráter exploratório e descritivo, com abordagem qualitativa. Baseia-se no método de estudo de caso, utilizando como instrumento de coleta de dados a observação não participativa, a análise documental e a entrevista estruturada. Contextualiza a TV Pública brasileira. Discute as principais diferenças conceituais entre TV Comercial, TV Digital, Web TV e TV Social. Discorre sobre convergência das mídias, multimídia, hipermídia, transmídia e crossmídia, interação e interatividade e cultura participativa. Aborda as redes sociais, as comunidades virtuais e como se estabeleceram as redes sociais virtuais no âmbito da internet, tendo como foco o Facebook. Apresenta a TV Brasil, seu Núcleo Multimídia (NUMID) e o programa Estúdio Móvel. Conclui que os conteúdos compartilhados pelo Programa no Facebook abordam assuntos que vão além do que é exibido no Estúdio Móvel, promovendo ações colaborativas que dão ao Estúdio Móvel mais visibilidade, audiência e popularidade, aproximando-o de seu público-alvo, que passa a interagir e a participar mais diretamente, através de suas opiniões postadas naquele espaço de comunicação. / This work analyzes the aplication of Facebook by television public programs. It aims at a general understanding of what is the purpose behind the use of the virtual social network Facebook by TV Brasil’s program Estúdio Móvel (which could be translated as Mobile Studio). It adopts an exploratory and descriptive methodology, with a qualitative approach, and is based on the case study method, using as data collection instrument the nonparticipatory observation, the documental analysis and the structured interview. It contextualizes the Brazilian Public TV. The main conceptual differences between Commercial TV, Digital TV, Web TV and Social TV are discussed, as well as the concepts of media convergence, multimedia, hypermedia, crossmedia and transmedia, interaction and interactivity and participatory culture. It also discusses social networks, the virtual communities and how the virtual social networks were established within the Internet, focusing on Facebook. It presents TV Brasil, its Multimedia Center (called NUMID) and the program Estúdio Móvel. The conclusion is that the contents shared by the program on Facebook address issues that go beyond what is exhibited in Estúdio Móvel and promote collaborative actions, what gives Estúdio Móvel more visibility, audience and popularity, approaching it from its target audience, which starts to interact and participate more directly through its opinions posted in that space of communication.

Within this system, television has undergone transformations that had as a lynch pin news ways of content consumption. New processes emerge as the Transmedia Storytelling (TS), which is the combination of different mediums to unfold a story. This paper analyzes how the newscast on public TV - here represented by the newscasts Repórter Brasil Noite (TV Brasil/BRA) and Jornal Antares (TV Antares/PI) - has seized the resources available through technological convergence, especially of the TS principles (Henry Jenkins, 2009), as a strategy for strengthening the collaborative journalism and public engagement. Our methodology consisted of an exploratory research, with the case studies procedures, simple observation techniques and in-depth interview. As we set out to work with a theme that is still an open debate arena among scholars - the application of TS principles in journalism - we chose the studies of Kevin Moloney (2009), Carlos Alberto Scolari (2013) and Mauricio Souza (2009) as bearing point of our research. We work with both newscast programs with two different times cutouts: the period of the election campaign and the carnival. We note that the treatment of principles (TS) still occurs on a limited manner and there is a lack of integration within the program's official channels. We believe in the principles experimentation, as a strategy to strengthen the development of collaborative journalism, characteristic of public broadcasters. / Os avanços tecnológicos e a convergência midiática aliados ao comportamento do público introduziram um cenário de reconfiguração das mídias. Dentro desse sistema, a televisão tem passado por transformações incididas pelas novas formas de consumo de conteúdos. Novos processos produtivos emergem, como a Narrativa Transmídia (NT), sendo esta a combinação de diferentes plataformas na apresentação de uma história. Esse trabalho analisa o modo como o telejornalismo público, representado aqui pelos telejornais Repórter Brasil Noite (TV Brasil/BRA) e Jornal Antares (TV Antares/PI), tem se apropriado dos recursos disponíveis com a convergência tecnológica, especialmente os princípios da NT de Henry Jenkins (2009) como estratégia para o fortalecimento do jornalismo colaborativo e do engajamento do público. A nossa metodologia consistiu numa pesquisa exploratória, tendo como procedimento o estudo de caso e as técnicas da observação simples e da entrevista em profundidade. Como nos propusemos a trabalhar com uma temática que ainda é local de disputa entre estudiosos, a aplicação dos princípios da NT no jornalismo, elegemos os estudos de Kevin Moloney (2009), Carlos Alberto Scolari (2013) e Maurício Souza (2009) como norteadores da nossa pesquisa. Trabalhamos com os dois telejornais e dois recortes temporais diferentes: o período da campanha eleitoral e o carnaval. Observamos que a exploração dos princípios ainda ocorre de forma limitada e falta integração entre os canais oficiais dos programas. Acreditamos que a experimentação dos princípios como estratégia pode fortalecer o desenvolvimento do jornalismo colaborativo, próprio das emissoras públicas.

Esta dissertação tem como objetivo analisar em que medida o telejornal Repórter Brasil Noite, exibido na emissora pública TV Brasil, pratica um jornalismo que contribui com o direito à informação, discutido a partir da reflexão teórica sobre a construção da cidadania e a sua interface com o jornalismo. As conceituações clássicas da cidadania foram analisadas, fazendo um paralelo com o desenvolvimento histórico do jornalismo. Percebemos que os valores atribuídos à prática do jornalismo ao longo da sua história determinaram a sua interface com o Estado e com as demandas de direitos referentes a essa prática, num movimento que culminou no direito à informação, que pode ser considerado como direito civil, político e social. O jornalismo é compreendido como uma forma de conhecimento gerada por meio de procedimentos da prática profissional alimentado pelos acontecimentos cotidianos. No entanto, por sua configuração comercial predominante, os veículos de comunicação, reproduzem a ideologia de produtividade nas redações, o que impede a reflexão necessária na prática jornalística, e atuam deliberadamente defendendo seus interesses econômicos. Em tese, o veículo público pode dar condições para a prática do jornalismo livre das determinações econômicas inerentes aos meios privados. Para tanto, um veículo público de comunicação deve ter como base um modelo de gestão e financiamento que permita sua autonomia com relação aos governos e ao mercado. A pesquisa empírica consistiu na coleta de dados de uma amostragem de seis edições do telejornal em semana artificial, submetida a uma análise quantitativa e, numa etapa posterior, a uma análise qualitativa de uma matéria selecionada de cada um dessas seis edições. Constatamos, por fim, que a TV Brasil encontra dificuldades para produzir um jornalismo que contribua plenamente para o direito à informação. / This dissertation aims to analyze to what extent the newscast Repórter Brasil Noite, broadcasted by public television TV Brasil, practices a journalism that contributes to the right of information, concept discussed from theoretical reflexion over the citizenship development and its interface with journalism. The classic concepts of citizenship were analyzed, drawing a parallel with the journalism history. We noticed that the values attributed to journalism practice along its history had defined its interface with the state and with demands of rights regarding this activity, in a movement that culminated in the right of information, which might be considered as a civil, political and social right. Journalism is understood as a form of knowledge generated through procedures of the professional practice fed by quotidian events. However, due to the predominant commercial settings, media vehicles reproduce the ideology of productivity in the newsrooms, what restrains the reflexion needed in journalistic activity, and act deliberately defending their economic interests. Presumably, the public media vehicle might create conditions for the journalism activity free from economic determinations inherent to the commercial vehicles. Therefore, a public vehicle must be based on a management and financing model that allows its autonomy from governments and market influences. The empirical research consisted in data collection from a sample of six editions of the newscast in an artificial week submitted to a quantitative analysis and, in a posterior stage, to a qualitative analysis of one report selected from each edition. We noticed that TV Brasil experiences difficulties to fully contribute for the right of information.

Este trabalho apresenta uma análise da TPA - TV Pública de Angola fazendo-se um paralelo com outros modelos de TV pública no Brasil, na Alemanha, nos Estados Unidos e na Inglaterra. Para atingir o objetivo da pesquisa, a presente dissertação começa com uma pesquisa sobre a história de Angola, desde antes da colonização portuguesa até os dias de hoje. Em seguida relatamos a evolução dos meios de comunicação naquele país africano, dos jornais à Internet, com maior ênfase na TPA. Os capítulos seguintes relatam características de programação, capacitação profissional e relações com a sociedade da TV pública angolana. A conclusão estabelece um paralelo entre a TV de Angola e outros modelos de TV pública. / This dissertation analyses the TPA TV Pública de Angola Public Television of Angola, building a parallel with different standards of public TV in Brasil, Germany, United States of America and England. To arrive at the main object of the research, the text starts with a research abour Angolass history, since before Portuguese domination until nowadays. Just after that, we present a evolution of Angolas mass communication midia, from newspapers to Internet, given more emphasis on TPA. The following chapters explain about program board, crews professional capacitation and relationship with Angolass society. The conclusion make a parallel betwen the TPA and different standards of public TV around the world.

Teoretickým východiskem této práce je fenomén globalizace, který pronikl do všech domén včetně mediální, jejíž součástí jsou právě televizní formáty, o kterých tato neboť v sobě mísí prvky globální a zároveň lokální kultury, kdy na základě zakoupení zahraniční licence vzniká celá řada lokálních verzí, jež jsou lokálními specifiky dané kultury. Jedná se o stále vzrůstající h počátků, spojených s formáty, rozštěpil mezi všechny žánry, včetně dramatické tvorby. Tato práce se soustředí na adaptace zahraničních televizních formátů v České televizi. Mapuje nejen vývoj tohoto trendu v jediném českém veřejnoprávním televizním médiu, ale taktéž se věnuje důvodům, které vedou ke koupi zahraničních licencí pro médium, jehož výsadou by měla být původní tvorba. Právě otázka veřejnoprávnosti a s ní se pojící specifika výběru obsahu pro toto médium jsou pilířem této diplom

人民有言論、著作、出版、講學自由之權利,係由我國憲法第十一條所明文保障。而依照相關大法官解釋與學說,言論自由之意涵尚可包含廣電自由、通訊傳播自由與新聞自由。由以上的討論可以知道,我國大法官於第十一條言論自由的內涵中,試圖加入給予廣電媒體更多保障的特別性質基本權。本研究在綜合歷來大法官解釋與學者之見解,認為可將其對於廣電媒體的期待整理為一個上位的媒體自由之概念,而使廣電媒體有其獨立發展的空間。但所謂的媒體自由,並不能影響人民基本言論自由、傳播權及公民權之行使。 面對日趨複雜的廣電媒體問題,近年來解除管制已經成為一種世界性的潮流,其主要原因就在於對於言論自由的尊重,以及將其視為一個市場:政府的管制除了可能不當限制言論自由之外,更容易破壞市場的秩序。但學者指出,廣電市場與一般經濟學所認知的市場有性質上的不同,且若任由廣電媒體發展,將使得部份的人民無法享有合理的傳播權利。 為了解決此一爭議,學者有認為政府有憲法上管制廣電媒體的正當性。而如前所述,媒體自由並不能夠影響言論自由與公民權的行使,因此政府有義務落實上述的人民權利。至於落實的方法,便是對商業媒體進行更加嚴格的管制,而有效的保障少數人民。 惟上述市場論、管制論等方式皆有缺陷存在,本研究認為,較好的方式,應是以折衷的方法建立雙元的廣電體系,使商業電台與公廣集團各自擁有相當的組織,並且採取「不對稱的管制方式」。但要成立一個如此龐大的公廣集團,在應然性與憲法上都有必須解決的問題。於應然性上,在數位匯流的今天,公共電視可以藉由網路影音的方式而不受時間、頻道的限制成立公視二台甚至三台,是否有必要成為龐大的集團?若要成立此一龐大的公廣集團,首先遇到的將是應如何組織公廣集團,滿足我們對公共電視的想像? 其次,建立理想的公廣集團,是否有憲法上之限制?首先遇到的,將是在滿足傳播多樣性下的憲法問題,例如為了落實原住民文化或女性主義,公共電視要求某單位應優先錄取原住民或女性,以增進節目製作的多元化,此種積極平權措施(Affirmative Actions)是否有憲法上的問題?其次,則是擴大公廣集團後,應如何處理過多的商業電台,此將涉及憲法上廣電自由、財產權等問題的實踐。 綜上所述,本文從傳播政策切入,並為其尋得憲法上之基礎,使國家有義務採取合理的雙元廣電體系,而落實人民的言論自由與平等公民權,進而與廣電媒體的媒體自由做適度調和。 / The Article 11 of the Constitution guarantees the people’s freedom of speech, publication, writing and teaching. According to the view point of Grand Justices and scholars, the freedom of speech also contains freedom of opinion via radio or television broadcast media, freedom of communications, and freedom of press. From the above discussionwe can know that Grand Justices try to give the radio and television broadcast media much special nature of the constitutional right in the Article 11 of the Constitution. This study integrates the opinion of the interpretation and the scholars, and consider that the constitutional right of the radio and television broadcast media can be the superordinate concept- freedom of media to make it develop Independently. But the freedom of media can’t impede the people’s basic freedom of speech, communication right and citizenship. Facing the problems of the growing complex media, deregulation becomes the world trend in recent year. The main causes are the respect of freedom of speech, and the theory of marketplace: the regulation of the government may violate freedom of speech, and distort the order of the market. However, people point out that the media market is different from the economics market in the nature. Besides, if we indulgedmedia, some people didn’t have had reasonable communication right. For solving this controversial, The Scholars think that the government can regulate the media with Legitimacy in the Constitution. As mentioned earlier, the freedom of media can’t disturb people’s freedom of speech and citizenship, so the government has the duty to ensure the value. As to ensure that, the government must regulate the commercial media strictly and protect the minority in effect. However, the Market Doctrine or the Regulation Doctrine is not perfect. The better method that this study considers is constructing the dual media system eclectically to make the public as the same strong as the commercial and take the “unsymmetric regulation”. Many problems have existed in ought-to-be and constitution if we wanted to construction the Public Broadcasting System. In ought-to-be, should Public TV be a System in convergence which can be as PTV2, PTV3 by internet? How to construct TBS to satisfy with our imagination? Second, Does the constitution limit the desirable TBS? Like the Diversity in the constitution, for example, is it unconstitutional that TBS make affirmative actions for aborigine or women? Besides, how should we limit the commercial media in freedom of media and property? Above of all, this study find the conclusion that the government has to make reasonable dual media system to protect people’s freedom of speech and equal citizenship from the commercial media.
