[pt] A hipótese de que existe um problema grave de moral
hazard
no mercado de dívida soberana induzido pelo FMI é uma
parte
essencial do diagnóstico corrente das deficiências do
sistema financeiro internacional. O mesmo pode ser
dito em relação ao papel central que essa hipótese ocupa
nas propostas de reformulação do sistema. A literatura
empírica que avalia essa hipótese, contudo, apresenta
suporte ambíguo à tese e os resultados não são
definitivos.
Aplicamos a metodologia de teste desenvolvida em
Dell´Ariccia et al. (2002) à crise da Argentina de 2001 e
realizamos dois outros testes da hipótese. Analisamos suas
implicações teóricas, realizando, adicionalmente, uma
extensão do modelo de Spiegel (2000) para interpretar o
problema de moral hazard no mercado dívida soberana.
Nossos
resultados acrescentam evidência contrária à hipótese de
moral hazard, mas estão sujeitos, assim como o restante
da
literatura, a um problema de interpretação. / [en] The hypothesis that there exists a significant problem of
moral hazard induced by the IMF in the international loan
market is an essential ingredient of the diagnosis of the
deficiencies of the international financial system. The same
applies to the current proposals to restructure the system.
The literature presents ambiguous support to this thesis
and the results are, in our view, not definitive. We apply
the methodology developed by Dell Ariccia et al. (2002) to
the Argentinean crisis in 2001 and carry out two other
tests of the referred hypothesis. We also investigate its
theoretical implications, extending Spiegel s (2000) model
to interpret the problem of moral hazard in the
international loan market. The results of this study
provide additional evidence against the moral hazard
hypothesis. There is, although, a caveat that we share with
the rest of the literature that regards an identification
hypothesis. We argue that it is not so important for
the results presented in this study.

[pt] Neste trabalho, estudamos o forte movimento do risco
país
em momentos de emissões de dívida externa. Nossos
resultados indicam que emissões de curto prazo em
momentos
de alta assimetria informacional reduzem o risco país em
pelo menos 12 pontos-base, enquanto que emissões de
longo
prazo, nestes momentos, aumentam-no em torno de 90
pontos,
movimentos que são mais pronunciados nas taxas de longo
prazo da estrutura a termo do spread do que nas de curto
prazo. Estes resultados, interpretados à luz de modelos
que consideram o trade off entre custo de financiamento
e
risco de refinanciamento, sugerem que os investidores
inferem de uma emissão curta uma maior probabilidade de
o
governo honrar a dívida e, em contraste, de uma emissão
de
longo prazo um aumento na probabilidade de moratória.
Desta forma, concluímos que a maturidade das emissões de
dívida revela informação sobre a qualidade da política
econômica futura. / [en] In this work, we study the strong movements in country
spreads in moments
of sovereign debt issues. Our results point that short
term bond issues in
moments of high informational asymmetry reduce sovereign
spreads in 12
basis-points at least, while long-term ones increase
spreads in roughly 90
basis-points, movements that are more pronounced in long-
term outstanding
bonds than in short ones. These results, interpretated in
light of models that
consider the trade off between financial cost and
refinancing risk, suggest
that financial markets infer a higher likelihood of default

Previous issue date: 2014-01-24 / This dissertation analyses quantitatively the costs of sovereign default for the economy, in a model where banks with long positions in government debt play a central role in the financial intermediation for private sector’s investments and face financial frictions that limit their leverage ability. Calibration tries to resemble some features of the Eurozone, where discussions about bailout schemes and default risk have been central issues. Results show that the model captures one important cost of default pointed out by empirical and theoretical literature on debt crises, namely the fall in investment that follows haircut episodes, what can be explained by a worsening in banks’ balance sheet conditions that limits credit for the private sector and raises their funding costs. The cost in terms of output decrease is though not significant enough to justify the existence of debt markets and the government incentives for debt repayment. Assuming that the government is able to alleviate its constrained budget by imposing a restructuring on debt repayment profile that allows it to cut taxes, our model generates an important difference for output path comparing lump-sum taxes and distortionary. For our calibration, quantitative results show that in terms of output and utility, it is possible that the effect on the labour supply response generated by tax cuts dominates investment drop caused by credit crunch on financial markets. We however abstract from default costs associated to the breaking of existing contracts, external sanctions and risk spillovers between countries, that might also be relevant in addition to financial disruption effects. Besides, there exist considerable trade-offs for short and long run path of economic variables related to government and banks’ behaviour / Este trabalho analisa de forma quantitativa os custos para a economia de um default soberano, num modelo onde bancos comprados em d´ıvida tˆem um papel central na intermedia¸c˜ao financeira para os investimentos do setor privado e enfrentam fric¸c˜oes financeiras que limitam sua alavancagem. A calibra¸c˜ao busca refletir economias da Eurozona, onde discuss˜oes sobre risco de calote das d´ıvidas e programas de resgate aos governos tem sido temas centrais. Os resultados mostram que o modelo captura um importante custo apontado pela literatura emp´ırica e te´orica, qual seja, a contra¸c˜ao do investimento que segue um epis´odio de default, o que pode ser explicado pela piora no balan¸co do setor financeiro, limitando cr´edito e liquidez para o setor privado e aumentando os custos para o seu financiamento. O custo em termos de perda de produto, no entanto, n˜ao ´e suficiente para explicar a existˆencia de mercados de d´ıvida e os incentivos dos governos em honrar seus compromissos. Para nossa calibra¸c˜ao, a resposta quantitativa de produto e utilidade mostra que ´e poss´ıvel que o efeito na oferta de trabalho gerado por cortes de impostos distorsivos domine a queda no investimento, causada pela escassez de cr´edito nos mercados privados. S˜ao abstra´ıdos, no entanto, os custos de default associados a quebras de contratos, san¸c˜oes externas e transbordamentos de risco entre pa´ıses, que podem ser bastante relevantes em adi¸c˜ao ao impacto sobre o cr´edito no sistema financeiro. Previous issue date: 2014-04-30 / In this article I introduce collateralization in the Eaton-Gersovitz-Arellano environment. In my paper, collateral can be understood as Foreign Direct Investment. I find that collateral increases the equilibrium levels of defaultable debt and, at the same time, avoids the use of default. Restrictions of collateral leads to higher use of default in equilibrium. / Neste artigo eu introduzo colateralização no ambiente de dívida soberana de Eaton-Gersovitz-Arellano. Esta colateralização pode ser vista como Investimento Estrangeiro Direto. A entrada de recursos colateralizados serve como uma estratégia de comprometimento dos países. Ao abrir a economia para este tipo de aporte de recursos, meu modelo prescreve maior tomada de dívida em equilíbrio pelos países e menos uso de default como instrumento de suavização da trajetória de consumo. Além destas características, eu mostro que limitação de colateral pode gerar mais default em equilíbrio do que um modelo sem Investimento Estrangeiro Direto ou colateral.

por Anne Krueger, vice-diretora gerente do Fundo Monetário
Internacional, para
a criação de um mecanismo para facilitar a reestruturação
da dívida soberana de
países com perfil de endividamento insustentável. Ao menos
em teoria, esse
mecanismo, chamado em inglês de Sovereign Debt
Restructuring Mechanism
(SDRM), contribuiria para coordenar credores e devedores,
tornar os processos
de reestruturação mais rápidos e ordenados, diminuir o

dissertation intends to answer
why the Sovereign Debt Restructuring Mechanism (SDRM) was

government, even though it could, at least theoretically,

coordination of creditors and debtors, make restructuring
processes quicker and
orderly, reduce the risk of debt crises, and bring

prepared by the
defenders (especially those among the staff of the IMF)

SDRM during the debate which ended with its formal
rejection in the beginning of

[pt] Nesta pesquisa documenta-se um novo canal de contágio
internacional.
Estuda-se o mercado de dívida soberana de Londres no
período pré-1914, no qual,
dada a ausência de agências internacionais de
monitoramento e altos custos de
coleta de informação, a intermediação financeira
representou um papel importante
na transmissão de informações aos investidores. A partir
da análise de dois
eventos de crise financeira - o Funding Loan brasileiro em
1898 e o Funding loan
grego em 1893 - mostra-se que os preços de títulos
públicos de países sem
ligações econômicas com os países em que as crises se
originaram, mas que
mantinham relacionamento com os mesmos intermediários
financeiros, sofreram
uma significante redução relativa logo após a ciência dos
investidores sobre as
crises. Este resultado sugere que os investidores
extraíram informação sobre a
qualidade do crédito dos países com base na existência de
relações credorintermediário
financeiro. Este spillover é, em essência, informativo e
não derivado
de fundamentos econômicos em comum ou regras de
realinhamento de portfólio. / [en] In this research I document a novel type of international
financial contagion,
whose driving force is shared financial intermediary. I
study the London
peripheral sovereign debt market the pre-1914 period, in
which, given the absence
of international monitoring agencies and substantial
agency costs, financial
intermediation played a major informational role to
investors. Analyzing two
events of financial distress - the Brazilian Funding Loan
of 1898 and the Greek
Funding Loan of 1893 - I find that the bond prices of
countries with no
meaningful commercial relations with the distressed
countries, but which shared
the same financial intermediary, suffered a reduction
relative to the rest of the
market just after the market learned about the crises,
evidencing that investor were
extracting information about the soundness of a debtor
based on the financial
intermediate which vouched the issued. This spillover is
informational in essence,
and arises as the flip-side of the relational lending
coin: the same reason which
explains why relational finance (in this case,
underwriting) helps alleviate
informational and incentive problems also produce
contagion.

Essays on Sovereign Debt Crises and Macroeconomic VolatilityBrutti, Filippo 11 February 2010 (has links)
Income growth is much more volatile in developing countries than in developed ones. One argument is that weak legal and political institutions exacerbate macroeconomic shocks precipitating the economy into widespread crises. The first chapter of my thesis focuses on sovereign debt crises and discusses how government default in bad times can trigger a liquidity crisis within the economy even in absence of classic foreign penalties. The second chapter takes a complementary perspective and emphasizes the role of sectoral specialization as a source of the higher volatility of emerging markets, much in line with recent empirical evidence. En las ultimas décadas el crecimiento de la renta en los países en desarrollo ha sido mucho más volátil que en los desarrollados. Un explicación es que la debilidad de las instituciones jurídicas y políticas agravan las crisis macroeconómicas precipitando la economía en una crisis generalizada. El primer capítulo de mi tesis se centra en la crisis de la deuda soberana y analiza cómo la insolvencia del gobierno puede desencadenar una crisis de liquidez en la economía, incluso en ausencia de sanciones desde el extranjero. El segundo capítulo adopta una perspectiva complementaria y destaca el papel de la especialización sectorial como fuente de la mayor volatilidad de los mercados emergentes, en consonancia con una reciente evidencia empírica.

Previous issue date: 2015-01-27 / Este trabalho analisa, sob a ótica da sustentabilidade da dívida, os efeitos de se manter um elevado nível de reservas internacionais juntamente com um elevado estoque de dívida pública. Busca-se o nível ótimo de reservas para o Brasil através de uma ferramenta de gestão de risco, por simulações de Monte Carlo. Considerando as variáveis estocásticas que afetam a equação de acumulação da dívida, e entendendo a relação entre elas, pode-se estudar as propriedades estocásticas da dinâmica da dívida. Da mesma forma, podemos analisar o impacto fiscal de um determinado nível de reservas ao longo do tempo e verificar quais caminhos se mostram sustentáveis. Sob a ótica da sustentabilidade da dívida, a escolha que gera a melhor relação dívida líquida / PIB para o Brasil é aquela que utiliza o máximo das reservas internacionais para reduzir o endividamento local. No entanto, como há aspectos não capturados nesta análise, tais como os benefícios das reservas em prevenir crises e em funcionar como garantia para investimentos externos, sugere-se que as reservas não excedam os níveis reconhecidos pela literatura internacional que atendam a estes fins. A indicação final deste estudo é que as reservas internacionais funcionam como um instrumento de proteção ao país quando o endividamento e o custo dele não são tão expressivos, como são atualmente no Brasil. / With the perspective of debt sustainability, this paper analyses the effects of maintaining a high level of international reserves with a high stock of public debt. An optimal level of reserves for Brazil is pursued using a risk management tool, through Monte Carlo simulations. Considering the stochastic variables that affect the equation of debt accumulation, and understanding the relation between them, it is possible to study the stochastic properties of the debt. Similarly, we can analyze the fiscal impact of a given level of reserves and verify which paths prove sustainable. From the perspective of the debt sustainability, the choice that generates the best net debt / GDP for Brazil is the one that uses the maximum of international reserves to reduce local debt. However, as there are some aspects that this analysis does not capture, as the benefit of the reserves in preventing crises and serving as collateral for foreign investment, is suggested that reserves should not exceed levels recognized by the international literature that meet these purposes. The final indication of this study is that reserves function as a protective device when the debt and its cost are not so expressive as they are currently in Brazil.

Previous issue date: 2013-04-09 / This work aims to investigate the quantitative implications of a fiscal policy rigidity model developed by Gonçalves e Guimaraes (2012) and to answer if it is able to generate more defaults in equilibrium without using a strong ad hoc assumption about the costs in terms of product of a default on sovereign debt in order to be able to generate the desired results according to what is observed in economic data, i.e., that defaults tend to occur in bad times. The main hypothesis of this model is that the government cannot commit to a fiscal adjustment to repay the debt that is coming due because it chooses the tax rate in the previous period. Thus, when facing a low product in a given period, the sovereign cannot adjust its revenue to meet his obligations and has to decide either to increase the level of debt or to repudiate its debt and not repay. In the results, we have that the fiscal rigidity increases the occurrence of defaults in at least one order of magnitude in comparison to other quantitative models of sovereign debt and helps to explain the occurrence of defaults in periods of low product in the Economy. / Este trabalho tem como objetivo investigar as implicações quantitativas do modelo de rigidez de política fiscal desenvolvido por Gonçalves e Guimaraes (2012) e responder se ele é capaz de gerar mais defaults em equilíbrio sem se utilizar de uma forte hipótese ad hoc acerca dos custos em termos do produto de um calote na dívida soberana, a fim de conseguir gerar os resultados desejados de acordo com o que se observa nos dados econômicos, isto é, que os calotes tendem a ocorrer em tempos ruins. A principal hipótese deste modelo é que o Governo não pode se comprometer com um ajuste fiscal para repagar a dívida que está vencendo porque ele escolhe a alíquota de imposto no período anterior. Logo, ao se deparar com um produto baixo em determinado período, o soberano não pode ajustar a arrecadação a fim de fazer frente às suas obrigações e se vê diante da decisão de aumentar o nível do endividamento ou de repudiar sua dívida e não pagá-la. Nos resultados, tem-se que a rigidez fiscal aumenta a ocorrência de defaults em pelo menos uma ordem de magnitude comparado a outros modelos quantitativos de dívida soberana e ajuda a explicar a ocorrência de calotes em períodos de baixo produto na Economia.

Previous issue date: 2016-01-18 / This project investigates if there was any influence of credit rating agencies and long-term government bond yields on each other before, during and after Europe’s sovereign debt crisis. This is addressed by estimating the relationship and causality between sovereign debt ratings or bond yields and macroeconomic and structural variables following a different procedure to explain ratings and bond yields. It is found evidence that, in distressed periods, ratings and yields do affect one another. This suggests that a rating downgrade might create a self-fulfilling prophecy, leading relatively stable countries to default. / Neste projeto, investigamos se as agências de rating e as taxas de juro de longo prazo da dívida soberana tiveram uma influência recíproca antes, durante e após a crise da dívida soberana Europeia. Esta análise é realizada, estimando a relação existente entre os ratings da dívida soberana ou taxas de juro e factores macroeconomicos e estruturais, através de uma diferente aplicação de metodologias utilizadas para este efeito.
