The Neighborhood II Conservation Plan assumes that interested and informed residents can plan their own environment just as they plan their own family affairs and budget their incomes. The plan further assumes that residents working together as a team can revitalize their neighborhood at the point of decline. This study pursues various approaches to neighborhood preservation which may be useful to other cities.

Human Trafficking is the modern-day equivalent of slavery. Those who perpetuate it do so because it is lucrative to invest in a product that can be resold multiple times (Ellis, 2017). The recent advancement of technology has tremendously helped traffickers thrive in the illicit business of Human Trafficking. Social media websites, online classifieds, and mobile applications are quickly becoming some of the major mediums perpetrators utilize to traffick their victims (Latonero, 2012). The purpose of this study was to examine social service workers’ knowledge on the use of technology for Human Trafficking. Face-to-face interviews were conducted and the participants were asked a series of open-ended questions. Participants in this study were recruited from a social service agency in San Bernardino County that frequently serves survivors of Human Trafficking. The study found that all of the participants felt confident in their ability to serve survivors of Human Trafficking. The study also found that most participants had little to no training in regards to the topic, and did not have any knowledge of the kind of language used by perpetrators for Human Trafficking.
In order to address the different components of the issue, social service workers should advocate for trainings in order to stay competent in regards to the issue. Social service agencies who serve the community must offer appropriate interventions and services for Human Trafficking survivors. Finally, social service workers should continue to advocate for legislature and policy that will help survivors recover versus legislation and policy that is punitive.

Incarceration rates and the release rate of ex-offenders into the community are both increasing. Studies have shown, on a consistent basis, that, while incarcerated, ex-offenders experience lower literacy levels than the general population, suffer emotional and mental distress from a harsh prison life, and suffer from the negative effects of public perception. Ex-offender anger abounds. These factors interfere with an inmate’s ability to communicate effectively. Notwithstanding, upon release from custody, how do we help such ex-offenders communicate? Many handbooks exist to help former inmates. However, the vast majority only offer assistance with locating government social services agencies, obtaining documents, and helping with jobs. A few offer help with finding mentors. However virtually none assist with communication techniques. Utilizing clear and simple language, A Communication Guide for Ex-Offenders fills this gap. The guide consists of three sections: the first defines basic concepts of communication, including contextual and cultural aspects. Additionally, it contains information on how ex-offenders can communicate more effectively despite suffering from various mental and emotional issues. Finally, a theoretical application focuses on the importance of disclosing information and making a favorable impression. At the end of each section, there is a review of concepts. This manual will also contain two new features in the application of communication studies and the ex-offender population: A communication ‘Bill of Rights’ for ex-offenders and a pledge on ex-offender responsibilities

A Historical and Archaeological Study of the Nineteenth Century Hudson's Bay Company Garden at Fort Vancouver: Focusing on Archaeological Field Methods and Microbotanical AnalysisDorset, Elaine C. 01 January 2012 (has links)
The Hudson's Bay Company (HBC), a British fur-trading enterprise, created a large garden at Fort Vancouver, now in southwest Washington, in the early- to mid-19th century. This fort was the administrative headquarters for the HBC's activities in western North America. Archaeological investigations were conducted at this site in 2005 and 2006 in order to better understand the role of this large space, which seems incongruous in terms of resources required, to the profit motive of the HBC. Questions about the landscape characteristics, and comments by 19th century visitors to the site provided the impetus for theoretical research of gardens as representations of societal power, and, on a mid-range level, the efficacy of certain archaeological methods in researching this type of space. Documentary research related to the history of the HBC Garden was also conducted, including previous archaeology completed at the site. The results of these lines of inquiry are presented, providing insight as to the diverse roles this Garden fulfilled in the survival of the HBC in the region - as a commercial enterprise, as a microcosm of western societal practice, and in the health of its employees.

Human Trafficking and Slavery: Towards a New Framework for Prevention and ResponsibilityHathaway, Dana S. 01 January 2012 (has links)
Human trafficking and slavery are horrific crimes that require strict penalties for perpetrators and effective protections for survivors, but these crimes are in part facilitated by a system of laws and norms that effectively marginalize certain populations--the "unskilled" migrant. In this thesis I aim to reexamine and reinterpret the problem of human trafficking and slavery in a way that highlights the background conditions to the problem. I argue that the framework used as a conceptual foundation for addressing the problem limits the scope of responsibility. Specifically, the framework fails to acknowledge structural contributing factors I show to be relevant: law, policy, and norms impacting immigration and migrant labor. I assert that the limited scope of responsibility, which focuses heavily on direct perpetrators of the crime, leaves largely unexamined the role of social-structural processes in contributing to the problem. I use the United States as a case study in order to provide a targeted analysis of social-structural processes that contribute to the problem. In this examination of the United States, I focus on agricultural and domestic slavery. In conclusion, I attempt to build a new conceptual framework that calls attention to social-structural processes and includes this understanding in assigning responsibility for the problem. I assert that anti-trafficking efforts must account for the role of social-structural processes and that these contributing factors must be adequately addressed and incorporated into the framework for prevention.

我國自1996年起開始試辦綜合高中,迄今已有十餘年。試辦綜合高中的目的在於促使我國後期中等教育能在高中、高職之外,提供另一條不同的選擇進路,俾使學生得以適性發展,學得多方面的知識,達到適性教育的目標。過去國內關於綜合高中分流政策的研究,大都集中在探討綜合高中的辦學績效和實施困難,而非該政策對學生學習成就的影響之探討。有鑑於此,本研究進一步探討:(1)哪些因素會影響國中畢業生選擇就讀普通高中和綜合高中學術導向組;(2)就讀綜合高中的學生,其學生學習成就是否優於就讀一般高中或高職;(3)綜合高中的課程分流政策是否能減少教育階層化的產生。
原始資料取自臺灣教育長期追蹤資料庫(Taiwan Education Panel Survey)公開使用版中的第一波到第四波國中追蹤樣本資料,並使用傾向分數配對法(Propensity Score Matching)探討上述三個研究目的。研究結果發現:(1)控制其它相關因素之後,過去學習成就和家庭社經背景愈佳者,愈有可能就讀普通高中及綜合高中學術導向組;(2)在學生學習成就表現上,就讀綜合高中的學生並不比就讀一般高中或高職的學生來得好;(3)綜合高中分流政策和制度性分流一樣,都會產生教育階層化現象。最後,本研究說明本研究結果對綜合高中分流政策的意涵,及提出研究建議供後續研究之用。 / Since 1996, Taiwan government launched the policy of Comprehensive High School (CHS) to relax the traditional system of curriculum tracking at the level of the senior secondary education. A number of studies and on-site evaluation reports on CHS have been made. So far, these studies and reports focused on exploring the performance of comprehensive high schools and difficulties in implementation of the policy. No evaluation of the impacts of the CHS policy on student achievement has yet been done. The purpose of this study is to examine the effects of the CHS policy on students’ achievement in the upper secondary education in Taiwan. This study attempts to answer the following research questions: (1) What factors influence junior-high school graduates’ decision on attending general high schools, and the academic track in comprehensive high schools? (2) Do students enrolling in comprehensive high schools perform better academically than those enrolling in general or vocational high schools? (3) Do curriculum tracking in comprehensive high schools enhance or reduce inequality in educational achievement?
Using the data from the public released core panel data of the Taiwan Education Panel Survey (TEPS) in 2001, 2003, 2005, and 2007, this study employs the method of propensity score matching (PSM) to estimate the average treatment effect of CHS policy on student achievement. All results of PSM analysis indicate that (1) all else being equal, students with higher prior student achievement and better socio-economic backgrounds have more opportunities to enroll in an academic track, including senior high schools and the academic track in comprehensive high schools, than those with lower level of prior achievement or socio-economic backgrounds; (2) for those enrolled in comprehensive high schools, there is virtually no gain in student achievement from the CHS policy; and (3) tracking in comprehensive high schools produce inequality in educational achievement, which is similar to tracking between general and vocational high schools.
Finally, the present study discusses the implications of the CHS policy and suggests directions for future research.

<p>The prehistoric cemetery of Barshalder is located along the main road on the boundary between Grötlingbo and Fide parishes, near the southern end of the island of Gotland in the Baltic Sea. The ceme-tery was used from c. AD 1-1100.</p><p>The level of publication in Swedish archaeology of the first millennium AD is low compared to, for instance, the British and German examples. Gotland’s rich Iron Age cemeteries have long been intensively excavated, but few have received monographic treatment. This publication is intended to begin filling this gap and to raise the empirical level of the field. It also aims to make explicit and test the often somewhat intuitively conceived re-sults of much previous research. The analyses deal mainly with the Migration (AD 375–540), Vendel (AD 520–790) and Late Viking (AD 1000–1150) Periods.</p><p>The following lines of inquiry have been prioritised.</p><p>1. Landscape history, i.e. placing the cemetery in a landscape-historical context. (Vol. 1, section 2.2.6)</p><p>2. Migration Period typochronology, i.e. the study of change in the grave goods. (Vol. 2, chapter 2)</p><p>3. Social roles: gender, age and status. (Vol. 2, chapter 3)</p><p>4. Religious identity in the 11th century, i.e. the study of religious indicators in mortuary cus-toms and grave goods, with particular emphasis on the relationship between Scandinavian paganism and Christianity. (Vol. 2, chapter 4)</p><p>Barshalder is found to have functioned as a central cemetery for the surrounding area, located on pe-ripheral land far away from contemporary settle-ment, yet placed on a main road along the coast for maximum visibility and possibly near a harbour. Computer supported correspondence analysis and seriation are used to study the gender attributes among the grave goods and the chronology of the burials. New methodology is developed to distin-guish gender-neutral attributes from transgressed gender attributes. Sub-gender grouping due to age and status is explored. An independent modern chronology system with rigorous type definitions is established for the Migration Period of Gotland. Recently published chronology systems for the Vendel and Viking Periods are critically reviewed, tested and modified to produce more solid models. Social stratification is studied through burial wealth with a quantitative method, and the results are tested through juxtaposition with several other data types.</p><p>The Late Viking Period graves of the late 10th and 11th centuries are studied in relation to the contemporary Christian graves at the churchyards. They are found to be symbolically soft-spoken and unobtrusive, with all pagan attributes kept apart from the body in a space between the feet of the deceased and the end of the over-long inhumation trench. A small number of pagan reactionary graves with more forceful symbolism are however also identified. The distribution of different 11th cen-tury cemetery types across the island is used to in-terpret the period’s confessional geography, the scale of social organisation and the degree of alle-giance to western and eastern Christianity. 11th century society on Gotland is found to have been characterised by religious tolerance, by an absence of central organisation and by slow piecemeal Christianisation.</p>

The emergence of higher vocational education (HVE) in China (1980-2007): vocationalism, Confucianism, and neoinstitutionalismXiong, Jie 06 1900 (has links)
This study examines how political-economic and socio-cultural influences had impacted the institutional development of HVE in China by investigating the historical development process of HVE between 1980 and 2007, when the country was undergoing tremendous political, economic, and social transitions toward building Socialism with Chinese Characteristics. With the research method of document content analysis, the study reveals causes, effects, and trends of HVE development through comparisons between HVE-related policy contents concerning major HVE institutional realities including contexts, missions, structures, access, tuition, curricula, teaching staff, graduate employment, funding and governance, and social status.
Within a theoretical framework utilizing vocationalism, Confucianism, and neoinstitutionalism, analysis and discussion resulted in a number of findings. First, the development of HVE in China embodied a trend of vocationalism, which has led and is leading to higher education expansion, higher education restructuring, and a positive change of Chinese peoples views on careers. Second, in addition to its discrimination against skills/skilled workers, the mechanism of upward mobility entailed in Confucianism was another major reason causing resistance to HVE. Third, given the increasingly competitive Civil Service Examination, Chinese peoples views on careers were not synchronized to the mass higher education system that was underway in China. Fourth, while supporting HVE, vocationalism itself created problems for HVE. A new vocationalist view was needed for future HVE development. Confucianism may contribute to such a new vocationalist view drawing on humanities education and the mechanism of upward mobility, though its notion of scholar-officials was critiqued for impeding the development of HVE. Fifth, HVE students had been treated unequally in the whole process of studying in HVE from admission to participation to graduation. Sixth, from a neoinstitutionalist perspective, the development of HVE represented the process of its instutionalization, in which HVE needed to obtain legitimacy. Absence of legitimacy was the major reason causing various challenges facing the development of HVE. Seventh, the development of HVE indicated institutional isomorphic changes in Chinese higher education. Eighth, biased policy causing stratification of Chinese higher education was another major factor leading to various challenges facing HVE. / Adult Education

Long QT syndrome in Sweden : founder effects and associated cardiac phenotypes / Långt QT syndrom i Sverige : foundereffekter och associerade kardiella fenotyperWinbo, Annika January 2012 (has links)
Background: We aimed to increase the knowledge regarding the familial arrhythmogenic disorder Long QT Syndrome (LQTS) and its recessive variant Jervell and Lange-Nielsen Syndrome (JLNS) in Sweden, including prevalences and clinical phenotypes. A specific focus was directed towards two KCNQ1 mutations –p.Y111C and p.R518X- commonly identified in Swedish LQTS index cases. Methods: Cases and families with LQTS (p.Y111C or p.R518X) and JLNS were recruited via regional clinical practices, national referrals to the Clinical Genetics laboratory, Umeå University Hospital, and a national inventory. Molecular genetics methods were used for case ascertainment. Clinical data was obtained via medical records, a questionnaire, and/or an interview. Electrocardiograms were manually assessed. In p.R518X heterozygotes intra-familial phenotypic variability (QTc and cardiac events) was assessed by analysis of sequence variants (modifier genes). The origins of the mutations p.Y111C and p.R518X were investigated using genealogical and haplotype analysis (microsatellite markers). In families sharing a common haplotype mutation age and associated prevalence was analyzed using ESTIAGE and DMLE computer software. Results: We identified p.Y111C (170 mutation-carriers) and p.R518X (101 mutation-carriers) as two major causes of LQTS/JLNS in Sweden. LQTS phenotype was revealed to be relatively benign in p.Y111C and p.R518X (annual incidence of life-threatening cardiac events, before therapy 0.05% and 0.04%, respectively). Gender-specific effects of genetic modifiers on phenotypic expression were seen. A founder origin, approximately 600-700 years ago in two northern river valleys was established for p.Y111C and p.R518X, and a high prevalence of LQTS founder descendants suggested. A minimum JLNS prevalence of 1:200 000 in preadolescent Swedish children was revealed. JLNS phenotype was mainly severe, with a cumulative incidence of life-threatening cardiac events of 53% (annual incidence rate before therapy 5%) and four sudden deaths. Possible founder effects regarding four KCNQ1 mutations; p.Y111C (8%), p.R518X (50%), c.572_576del (17%) and p.Q530X (8%) together explained 83% of the JLNS mutation-spectrum in Sweden, consisting of 8 KCNQ1 mutations. Conclusion: The high prevalence of p.Y111C- and p.R518X-related LQTS as well as JLNS revealed in Sweden could be explained by the combination of mild clinical phenotypes in heterozygotes and strong founder effects present during the population development of northern Sweden. Increased knowledge regarding the occurrence of LQTS and JLNS as well as mutation- and/or genotype-specific data constitute prerequisites for possible improvement of patient management.
