Δοκίμια για το θεσμικό πλαίσιο και τη δομή των μισθών στην ελληνική αγορά εργασίας

Στόχος της παρούσας διδακτορικής διατριβής είναι η διερεύνηση της δομής των μισθών και των μισθολογικών διαφορών στην Ελληνική αγορά εργασίας, δεδομένων ορισμένων χαρακτηριστικών της, ιδιαίτερα εκείνων που σχετίζονται με το θεσμικό πλαίσιο που διέπει τη λειτουργία της αγοράς εργασίας και ρυθμίζει τις εργασιακές σχέσεις. Η διδακτορική διατριβή αποτελείται από τέσσερις ξεχωριστές μελέτες, ωστόσο τα ευρήματα και συμπεράσματα της κάθε μίας έχουν γενικότερη εφαρμογή και ερμηνεία. Το πρώτο μέρος της διδακτορικής διατριβής ερευνά τις μισθολογικές διαφορές που οφείλονται στο μέγεθος των επιχειρήσεων, όπως αυτό μετράται από τον συνολικό αριθμό των εργαζόμενων σε αυτές. Οι εκτιμήσεις πραγματοποιούνται μέσω της χρήσης διαστρωματικών ενοποιημένων δεδομένων εργαζόμενων-εργοδοτών. Τα αποτελέσματα των οικονομετρικών εκτιμήσεων υποδεικνύουν την ύπαρξη ενός μισθολογικού πλεονεκτήματος υπέρ των εργαζόμενων σε επιχειρήσεις μεγαλύτερου μεγέθους, το μέγεθος του οποίου είναι ανάλογο με αντίστοιχα εκτιμημένα πλεονεκτήματα τα οποία αναφέρονται στη διεθνή βιβλιογραφία. Επίσης, εξετάζεται η εγκυρότητα διαφόρων πιθανών ερμηνειών που έχουν προταθεί στην σχετική βιβλιογραφία. Σύμφωνα με τα αποτελέσματα των εκτιμήσεων, οι διαφορές σε ανθρώπινο κεφάλαιο, η ύπαρξη ανταποδοτικών αμοιβών, οι μισθοί αποδοτικότητας και η λειτουργία εσωτερικών αγορών εργασίας είναι παράγοντες ικανοί να ερμηνεύσουν το μεγαλύτερο μέρος του μισθολογικού πλεονεκτήματος υπέρ των εργαζόμενων σε μεγαλύτερες επιχειρήσεις. Επίσης, τα αποτελέσματα των εκτιμήσεών υποδεικνύουν ότι το υπό εξέταση μισθολογικό πλεονέκτημα μεταβάλλεται, ανάλογα με τον κλάδο οικονομικής δραστηριότητας. Σκοπός του δεύτερου κεφαλαίου της παρούσας διδακτορικής διατριβής, είναι η διερεύνηση των επιπτώσεων της σύναψης επιχειρησιακών συλλογικών συμβάσεων εργασίας στη δομή των μισθών στην αγορά εργασίας. Για τους σκοπούς της ανάλυσης χρησιμοποιούνται ενοποιημένα στοιχεία εργαζόμενων-εργοδοτών για το έτος 2006, εκτιμήσεις μη δεσμευμένων ποσοστημορίων καθώς και οι σχετικές μέθοδοι διαχωρισμού επιδράσεων. Τα αποτελέσματα επιβεβαιώνουν την ύπαρξη ενός μισθολογικού πλεονεκτήματος υπέρ των εργαζόμενων που καλύπτονται από επιχειρησιακές συλλογικές συμβάσεις εργασίας, το οποίο ακολουθεί μια κοίλη τάση κατά μήκος κατανομής των ατομικών αμοιβών. Επιπλέον, οι μισθολογικές διαφορές μεταξύ των εργαζόμενων που καλύπτονται από επιχειρησιακές συλλογικές συμβάσεις και εκείνων που καλύπτονται από συλλογικές συμβάσεις που υπογράφονται σε πιο κεντρικά επίπεδα διαπραγμάτευσης, οφείλονται σε διαφορές στον τρόπο συλλογικής διαπραγμάτευσης για όσους βρίσκονται στο αριστερό ήμισυ της συνολικής κατανομής των ατομικών αμοιβών, ενώ για όσους βρίσκονται στο δεξί ήμισυ της κατανομής, το μεγαλύτερο μέρος των μισθολογικών διαφορών εξηγείται από διαφορές στο ανθρώπινο κεφάλαιο και στα χαρακτηριστικά των επιχειρήσεων. Το τρίτο μέρος της διδακτορικής διατριβής ερευνά την ύπαρξη μιας καμπύλης μισθών στην Ελληνική αγορά εργασίας χρησιμοποιώντας μικροοικονομικά δεδομένα για την περίοδο 2001-2012.Τα εκτιμημένα αποτελέσματα υποδεικνύουν ότι ο “εμπειρικός νόμος της Οικονομικής Επιστήμης” σύμφωνα με τον οποίο υπάρχει μια βραχυχρόνια αρνητική σχέση μεταξύ ατομικών αμοιβών και τρέχουσας περιφερειακής ανεργίας, μπορεί να επιβεβαιωθεί μόνο για την περίοδο μετά το 2010, όπου μια σειρά δημοσιονομικών μέτρων και μεταρρυθμίσεων του θεσμικού πλαισίου των εργασιακών σχέσεων έλαβαν μέρος, με στόχο τη μείωση του μισθολογικού κόστους και την αύξηση του βαθμού ευελιξίας της αγοράς εργασίας. Πριν το 2010, δεν ήταν δυνατός ο προσδιορισμός μιας συστηματικής σχέσης μεταξύ ατομικών αμοιβών και περιφερειακής ανεργίας. Η ανυπαρξία μιας τέτοιας σχέσης, μπορεί να αποδοθεί κυρίως σε θεσμικές δυσκαμψίες οι οποίες απαγόρευαν τις μισθολογικές προσαρμογές προς τα κάτω. Το συμπέρασμα αυτό ενισχύεται από το γεγονός ότι η ύπαρξη καμπύλης μισθών πριν το 2010, δεν επιβεβαιώνεται ανεξάρτητα από το επίπεδο των συλλογικών διαπραγματεύσεων στο οποίο προσδιορίζονται οι αμοιβές στην Ελληνική αγορά εργασίας. Τέλος, το τέταρτο μέρος της παρούσας διδακτορικής διατριβής πραγματοποιεί την πρώτη αποτίμηση μιας πρόσφατης θεσμικής μεταρρύθμισης στην Ελληνική αγορά εργασίας. Σκοπός της μεταρρύθμισης αυτής είναι η αποκέντρωση του συστήματος των συλλογικών διαπραγματεύσεων έτσι ώστε να διευκολύνεται η προσαρμογή των μισθών στα χαρακτηριστικά των επιχειρήσεων και στις επικρατούσες συνθήκες στην αγορά εργασίας. Για τους σκοπούς αυτής της μελέτης, αναπτύχθηκε μια μοναδική βάση δεδομένων αποτελούμενη από πληροφορίες που προέρχονται από το σύνολο των επιχειρησιακών συμβάσεων που υπογράφηκαν στην ελληνική αγορά εργασίας τα τελευταία χρόνια. Τα αποτελέσματα μιας σειράς εκτιμήσεων υποδειγμάτων περιορισμένων εξαρτημένων μεταβλητών υποδεικνύουν ότι η εισαγωγή της νέας εργασιακής νομοθεσίας επηρεάζει σημαντικά την πιθανότητα τα διαπραγματευόμενα μέρη να συμφωνήσουν σε προς τα κάτω μισθολογική προσαρμογή, ειδικά στο επίπεδο του κατώτατου μισθού που περιγράφεται στην Εθνική Γενική Συλλογική Σύμβαση Εργασίας, ενώ οι τρέχουσες συνθήκες που επικρατούν στην αγορά εργασίας είναι επίσης σημαντικοί προσδιοριστικοί παράγοντες των συμφωνηθεισών μισθολογικών προσαρμογών. / The purpose of this doctoral thesis, is the investigation of the wage structure and the wage differentials in the Greek labour market, given some specific characteristics, especially those pertaining to the institutional framework which underlies it and governs the labour relations. This thesis consists of four distinct essays, however, their findings and conclusions can be more generally applied. The first part of this doctoral thesis examines the establishment size-wage premium in Greece using a matched employer-employee dataset. The results of the econometric estimation suggest that such a premium is also present in the Greek market sector and its magnitude is in line with those reported in other economies. The validity of various explanations of the size-wage premium, put forward in the pertinent economics literature, is also tested. This exercise suggests that in the Greek case, human capital, compensating wage differentials, incentive payment schemes and internal labor markets are primarily responsible for its presence. Lastly, the analysis reveals that the premium is sector-specific. The second part of this doctoral thesis analyzes the effect of firm-level contracting on the wage structure in the Greek private sector. Using a matched employer–employee dataset for 2006, unconditional quantile regressions and relevant decomposition methods, leads to the identification of a wage premium associated with firm-level contracting, which follows a hump-shaped profile across the wage distribution. Furthermore, the wage differential between workers under firm-level and broader-level collective agreements can be primarily attributed to differences in the regime-specific wage setting structure, for those below the median of the unconditional wage distribution, and to differences in worker and firm-specific characteristics for those in the upper tail. The third part of this doctoral thesis investigates the existence of a wage curve in Greece using microdata for the period 2001-2012. According to the estimated results, the implied by the “empirical law of Economics” short-run negative relationship between regional unemployment and wage levels can be only identified for the period after 2010 where, due to the increasing unemployment rate, a series of fiscal cuts and reforms of the collective bargaining system were imposed in order to reduce the labour cost in the private sector of the economy. Regarding the period before this structural break, a systematic relationship between regional unemployment and individual wage levels could not be identified. This finding can be mainly attributed to institutional rigidities which prevented downward wage flexibility, since a wage curve could not be established at any level of collective bargaining either. Finally, the fourth part of this doctoral thesis uses a unique dataset developed from official firm-level collective agreements signed during the period 2009-2012 to perform a first evaluation of a recent institutional reform which decentralized the highly regulated Greek labour relations framework in order to facilitate wage adjustments to firm-specific and prevailing labour market conditions. The estimated results from a series of limited dependent variable models indicate that the new labour law affects significantly the probability of a bargained downward wage adjustment, especially to the national minimum level, while the prevailing labour market conditions are also important determinants of the bargained wage cuts.

Environmental Awareness and Labour Market Tightness: An Analysis on Regional Level

This thesis reveals methods for estimating individual perception at the regional level, such as environmental awareness or wage effects due to labour market tightness. Environmental awareness belongs to individual attitudes, which is driven by socialization, culture and education. Consequently, it is difficult to compare environmental awareness between regions. Labour market tightness might be reflected in individual wages, but the latter is also triggered by a lot of exogenous variables. Given that a simple linear regression model fails in both cases, existing alternative approaches from the econometrics like Multiple Indicator Multiple Cause model and Least Absolute Shrinkage and Selection Operators are used. First, a Multiple-Indicator Multiple-Causes model is introduced, which allows us to estimate a not-directly observable individual attitude, environmental awareness, for different regions and to rank them. The method is cost-effective and less time-consuming, it also allows for comparisons between regions. The study area serves 81 regions in Russia. The model is constructed in such a way that Internet queries from the search engine Yandex are assumed to be indicators, which are affected by the regional environmental awareness index. In addition, regional characteristics, such as Gross Regional Product per capita, the proportion of employees in specific industry sectors, and also the environmental situation within the regions are potential cause variables. The regional environmental awareness index is estimated for each of the Russian regions from January 2014 until April 2016. Furthermore, the findings shows a rather non-linear positive relationship between the regional environmental awareness and regional wealth, as well as a strong negative correlation with the temperature. The colder the region and the observed month, the higher the interest of the population in environmental topics. Furthermore, the regions can be grouped into four environmental awareness clusters by using k-means clustering algorithm. It seems that the environmental awareness index shrinks from the Eastern to the Western part of Russia. The highest values can be estimated in Chukotka, Kamchatka, and Magadan. The lowest values are found in the rather poor and warm Caucasus area. Second, another issue concerns the estimation of an effect of an observable regional variable, such as labour supply shortage, on individual wages. This thesis investigates the ten year wage development of employees who first enter the labour market from 1995 until 2004 and looks for positive wage effects of labour market tightness in different occupational groups. Due to incomplete vacancy data, labour market tightness is measured as the number of unemployed people divided by the number of employees within an occupational field and region. Mean and quantile regression methods are applied. Because the number of right-hand side variables could lead to incorrect detected statistical significant coefficients, different Least Absolute Shrinkage and Selection Operators are used for reducing the variables set. The findings suggests that regional labour market tightness in occupational fields affects individual wages. Employees who start their carrier in a tighter labour market enjoy higher wage growth compared to workers from more relaxed labour markets. The wages in technical professions, such as several engineer groups, IT-occupations, technicians, and also in some commercial occupations are especially affected by a shortage of labour supply. Health care occupations, such as nurse, reveals a complete reverse relationship. A shortage of workforce seems to be correlated with smaller wages.

Préférences inter-temporelles et qualité de l’insertion professionnelle : trois applications microéconométriques / Time preferences and professional insertion quality : three micro-econometric studies

En opposant "la passion pour la jouissance présente" au "désir d’améliorer notre condition", Adam Smith soulignait dès 1776, l’importance capitale des préférences inter temporelles pour expliquer la richesse et la prospérité économique des nations. Au niveau microéconomique, la modélisation des choix inter temporels conduit à s’intéresser au taux d’intérêt psychologique que revendique un agent économique lorsqu’il doit arbitrer, entre une unité de consommation présente et une unité de consommation future. L’arbitrage inter temporel et les effets de l’impatience sont présents dans deux des principaux modèles comportementaux en économie du travail : la théorie du capital humain et la théorie de la recherche d’emploi. Toutefois, dans la plupart des modèles issus de ces deux théories, la prise en compte des préférences inter temporelles est confrontée à deux problèmes. Le premier problème est lié à la modélisation des préférences inter temporelles qui se limite à la simple introduction d’un facteur d’actualisation. Le deuxième problème est que les comportements de préférence pour le présent relèvent pour l’économètre du domaine des facteurs d’hétérogénéité inobservable. Lors de cette thèse, nous abordons une dimension particulière du rôle des préférences inter temporelles sur la qualité de l’insertion sur le marché du travail. Plus précisément, nous avons à mettre en lumière l’impact des préférences inter temporelles (impatience) sur le taux de sortie du chômage, sur l’hétérogénéité des issues lors de la transition du chômage à l’emploi et enfin sur la décision de suivre une formation professionnelle et ses conséquences sur le salaire dans l’emploi. / By contrasting "the passion for present enjoyment" to "desire to improve our condition", Adam Smith pointed out in 1776, the importance of intertemporal preferences to explain the wealth and prosperity of nations. In the microeconomic, the intertemporal choices modelling leads to analyse of psychological interest rate expressed by the economic agent when he trades off between present consumption unit and future consumption unit. Intertemporal trade-off and impatience effects are present in two major behavioural models in labour economics: human capital theory and job search theory. However, in the most models of these theories, the intertemporal preference analysis presents two problems. The first problem is related to intertemporal preferences modelling, which is limited to only the introduction of a discount factor. The second problem is that the impatience behaviour is unobservable factor in the econometrics studies. In this thesis, we focus a particular aspect of intertemporal preferences role on the quality of labour market insertion. Specifically, we highlight the impact of intertemporal preferences (impatience) on the exit rate from unemployment, on the different destinations in the transition from unemployment to employment, and finally, on the decision to pursue vocational training and its impact on wages in employment.

Essays on employment and wages in the German labor market

Diese Dissertation besteht aus drei Aufsätzen, die zur empirischen Literatur über Beschäftigung und Löhne auf dem deutschen Arbeitsmarkt beitragen. Der erste Aufsatz untersucht die Auswirkungen eines großen und unerwarteten Zustroms von Migranten auf den westdeutschen Arbeitsmarkt zwischen 1988 und 1993 auf die Löhne und Beschäftigung der einheimischen Arbeitnehmer. Die Analyse zeigt, dass ein Anstieg der lokalen Beschäftigung von Migranten die durchschnittlichen Löhne und Beschäftigung kurzfristig reduziert, der Effekt langfristig jedoch verschwindet. Der zweite Aufsatz analysiert den kausalen Effekt einer Lockerung des deutschen Kündigungsschutzgesetzes (KSchG) im Jahr 2004 auf unterschiedliche Arbeitsmarktergebnisse auf Firmenebene. Dazu nutzt der Aufsatz eine Änderung des Schwellenwerts der Mindestbetriebsgröße zur Anwendbarkeit des KSchG von fünf auf zehn Beschäftigte als ein Quasi-Experiment. Die Ergebnisse der empirischen Analyse liefern keine robuste Evidenz für einen Effekt auf die Einstellungs-, Abgangs-, Nettobeschäftigungs- und Churning-Raten sowie auf Löhne und temporäre Beschäftigung. Dagegen gibt es Evidenz, dass die Einstellungs- und Nettobeschäftigungsraten von Frauen zugenommen haben. Der dritte Aufsatz untersucht die Entwicklung der MINT-Beschäftigung und -Löhne in Westdeutschland zwischen 1980 und 2010. Die Analyse deutet auf einen Anstieg der MINT-Beschäftigung und -Löhne, der zeitlich mit dem Anstieg der Lohnungleichheit zusammenfällt. Darüber hinaus zeigt der Aufsatz, dass die Zunahme des Lohnunterschieds zwischen MINT und nicht-MINT Arbeitern durch Angebots- und Nachfragefaktoren im Rahmen eines MINT-verzerrten technologischen Wandels auf Basis einer CES-Produktionsfunktion erklärbar ist. Zuletzt deutet eine alternative Analyse der MINT-Prämie unter Nutzung von Schätzwerten aus einem Modell mit additiven Arbeiter- und Firmeneffekten darauf hin, dass der durch Firmeneffekte erklärte Anteil der MINT-Prämie mit der Zeit bedeutend zugenommen hat. / This thesis consists of three essays that contribute to the empirical literature on employment and wages in the German labor market. The first essay investigates the impact of a large and unexpected inflow of immigrants into the West German labor market between 1988 and 1993 on native wages and employment. The analysis indicates that an increase in local immigrant employment reduces average native wages and employment in the short run; however, the effect tends to vanish in the longer term. The second essay analyzes the causal effect of a relaxation of the German Protection Against Dismissal Act (PADA) in 2004 on different labor market outcomes at the firm level. Specifically, the essay exploits a change of the minimum establishment size threshold determining coverage by the PADA from five to ten employees as a quasi-experiment. The results from the empirical analysis do not provide robust evidence for an effect on overall hiring, separation, job flow, and churning rates as well as wages and temporary employment. However, there is some evidence of increases in the hiring and job flow rates of women. The third essay studies trends in STEM employment and wages in West Germany between 1980 and 2010. The analysis indicates an increase in STEM employment and wages that coincides with the rise in wage inequality during the same period. Moreover, the essay shows that the increase in the wage differential between STEM and non-STEM workers can be explained by supply and demand factors under a STEM-biased technological change within a CES production framework. Finally, an alternative assessment of the STEM premium exploits estimates from a model with additive worker and firm fixed effects and suggests that the fraction of the STEM premium that is explained by firm effects has increased considerably over time.

Les emplois salariés dans les services à la personne : trois applications microéconométriques / Wage employment in the sector of services to individuals : three microeconometric applications

L'objet de cette thèse est l'analyse quantitative et qualitative des emplois salariés du secteur des services à la personne que nous menons sur données individuelles. Après une introduction et un premier chapitre décrivant le secteur de services à la personne et ses enjeux économiques et sociaux, nous présentons, dans les trois chapitres suivants, trois essais microéconométriques. Nous testons au chapitre 2 la motivation intrinsèque des salariés des organismes agréés de services à la personne, selon que l'OASP est à but lucratif ou pas. Nous montrons que cette motivation est concentrée principalement chez les salariés percevant un salaire brut supérieur à 1,6 Smic. Ensuite, l'étude proposée au chapitre 3 sur les déterminants des transitions des salariés des services à la personne vers l'emploi stable met en lumière que les mêmes facteurs n'impactent pas de la même manière ces salariés selon les caractéristiques de leur activité, notamment le caractère multi-actif et mono-actif. Enfin, le chapitre 4 consiste en une évaluation de la politique d'allègement de 15 points des cotisations sociale employeur en faveur des particuliers employeurs déclarant leurs salariés «au réel». Cette politique publique affecte positivement l'activité salariée de l'emploi à domicile. Au plan méthodologique, cette thèse met en œuvre 3 modélisations économétriques différentes : un modèle à régime (chapitre 2), un modèle à risques concurrents (chapitre 3), et enfin la méthode classique des doubles différences (chapitre 4). / This dissertation aims to carry out a quantitative and qualitative analysis of wage employment in the sector of services to individuals by using individual data. The introduction and the first chapter describe the sector of services to individual and the economic and social issues. In the three subsequent chapters it presents three microeconometric trials.In chapter two, we present intrinsic motivation of employees in authorised organizations for services to individua (OASP), depending on whether the organization is for-profit or non-profit. This motivation is mainly focused among workers erning a gross salary above 1.6 times the minimum wage. ln chapter 3, the study of the factors that determine the transitions of employees to steady employment highlights that these factors affect those employees differently according to the characteristics of their work, especially the multi-active and mono-active feature. Finally, chapter 4 consists of evaluating the reduction policy of 15 points in employers' social security contributions favoring individual employers who report the actual wages. This public policy positively affects domestic employment. In terms of methodology, this dissertation implements three different econometric models: a switching model regression (chapter 2), a competing risks model (chapter 3), and, finally, the classical method of differences-in-differences (chapter 4).

O primeiro e segundo artigos se inserem na literatura de avaliação de impacto dos tipos de ensino médio realizado, o de formação geral ou técnica, sobre os resultados do mercado de trabalho. Esse é um tema cada vez mais explorado em estudos empíricos internacionais, mas que ainda merece atenção dos pesquisadores no Brasil, seja para preencher lacunas no que se refere à identificação do efeito causal dessa política, seja porque o ensino técnico profissionalizante tenha se tornado alvo de maiores investimentos públicos nos últimos anos. Dessa forma, os dois artigos têm o propósito de estimar o efeito causal das habilidades técnicas adquiridas nos cursos técnicos de nível médio sobre os salários dos trabalhadores, no entanto se diferem pela fonte de dados utilizada. No primeiro artigo são utilizados os dados da Pesquisa Nacional por Amostra de Domicílios (IBGE) de 2007 e nossa contribuição está na estratégia de identificação do efeito causal, ao resolver o problema de auto seleção com o método de duplas diferenças (DD). Diversos testes de robustez foram realizados para dar suporte ao impacto positivo e estatisticamente significante que encontramos das habilidades técnicas sobre os salários, embora este seja restrito ao subgrupo de trabalhadores com no máximo o ensino médio completo. No segundo artigo foram utilizadas duas fontes de dados ainda não exploradas para esse fim, os microdados do ENEM (Exame Nacional do Ensino Médio) entre os anos de 2004 e 2006 e os dados da RAIS (Relação Anual de Informações Sociais) de 2009 a 2012 identificados por indivíduo (CPF). Por ser possível observar as notas dos jovens ao final do ensino médio, conseguimos separar os impactos do ensino médio técnico nos salários relacionados às habilidades técnicas específicas obtidas nos cursos técnicos, daqueles relacionados às habilidades gerais dos indivíduos (cognitivas ou não). Implementamos a estratégia de duplas diferenças e mais uma vez encontramos impacto positivo sobre os salários anuais dos jovens que concluíram o ensino médio técnico. Dessa vez nossos resultados são positivos tanto para os jovens que pararam seus estudos no ensino médio como para aqueles que concluíram o ensino superior. Verificamos a existência de heterogeneidade do efeito por região do país e nos quartis de distribuição de notas médias por escola no ENEM, indicando que os efeitos são crescentes com a qualidade oferecida pelas escolas. O terceiro artigo tem por objetivo estudar o mercado de trabalho no que diz respeito às ocupações tipicamente preenchidas por profissionais com nível médio técnico e analisar os diferenciais de salários dessas ocupações. A partir das ideias desenvolvidas no estudo, almejamos que ele seja orientador de políticas que relacionem educação técnica com demandas do mercado, com a finalidade de melhorar o matching entre formação e emprego. Entre as contribuições deste artigo estão a identificação e classificação das ocupações típicas de nível médio técnico pelo diferencial de salários, a correspondência entre as ocupações e as formações técnicas, a análise da atual oferta de vagas nos cursos correspondentes e o destaque para os cursos que parecem necessitar de maiores investimentos para o suprir as necessidades de mais profissionais. / This thesis is composed by three articles on Educational Economics that investigate issues related to vocational education in Brazil. The first and second articles follow the impact evaluation literature on both types of high school programs, general and technical, and their effects on job market performance. This topic has been extensively explored in empirical studies internationally but still deserves attention among Brazilian researchers, either to fulfill gaps in identifying the causal effects of this policy or because the vocational education programs have received larger investments in the past few years. While both articles aim at estimating the causal effect of technical skills acquired during vocational education programs on the average wage of workers, the source of data in each one of them is different. The first article uses data from PNAD 2007, the National Household Survey (Pesquisa Nacional por Amostra de Domicílios, IBGE), and its contribution is the identification strategy of the causal effect by solving the self-selection problem with the double-difference method (DD). Various robustness checks supported the positive and statistically significant result for the impact of technical skills on wages, but it was restricted to the subgroup of workers that have, at most, completed high school. In the second paper, two sources of data not yet explored for that purpose were used, the micro data from ENEM (Exame Nacional do Ensino Médio), the High School National Exam, from 2004 to 2006 and data from RAIS, the Annual Social Survey (Relação Anual de Informações Sociais) between 2009 and 2012 at the individual level (CPF). Since it was possible to observe scores for young individuals at the end of high school, we were able to distinguish the impact of the program on wages for the specific skills obtained in the technical program, from those related to the general skills of individuals (cognitive or not). We implemented the double-difference strategy and again found positive impact on the annual wages of young individuals that have completed the vocational education program. We verified the heterogeneity of effects among the country’s regions and among the distribution quartiles of ENEM average school scores, indicating increasing effects as quality improves. The third article aims at studying the labor market of positions typically occupied by individuals with technical certification and analyzing wage differentials among occupations. We hope that the ideas developed in that study can guide policies that associate vocational education with market demands, improving the matching between technical certification and employment. Among the contributions from this article are the identification and classification of typical vocational level positions according to wage differentials, the correspondence between occupations and technical certifications, the analysis of the current supply of vacancies in corresponding programs, and the highlight of programs that seem to require larger investments in order to meet the needs for more professionals.

A comparison between household wealth across the wealth spectrum in South Africa

South African households are concerned with their financial wellness. This is evident through the recent social unrest, violent labour strikes and protest against government policies such as the demand for free higher education. The South African government’s redistributive policy to transfer funds from the financially well to the increasing number of financially unwell households are narrowing as the financially well households are declining in proportion to the total households. It is palpable that the situation is critical and decisive intervention is needed from the South African government, the private sector and labour unions. The main objective of this study was to investigate the main differences between households on the bottom end of the wealth spectrum compared to those on the top end in order to identify differentiating characteristics of the various groups in order to suggest targeted policy recommendations for the South African government to improve stability and increase the number of financially well households. In order to achieve this objective, the study was done in two phases. Phase 1 consisted of a traditional literature review where the balance sheet composition and characteristics across disaggregated households on a local and international level was examined. The purpose of phase 1 was to gain insight into the trends and characteristics of different categories of households internationally and in South Africa. Phase 2 consisted of secondary data analysis which was performed in three sub-phases. In sub-phase 2.1 the household balance sheet was used to determine the per asset and liability class contribution to total assets and liabilities for each of the disaggregated financial wellness categories. Each asset and liability class component was ranked according to its contribution percentage within each of the financial wellness categories. The outcome of the ranking highlighted differences in the asset and liability classes’ contribution to total assets within each financial wellness grouping. Sub-phase 2.2 evaluated the optimality of the household balance sheet composition of a financial wellness category in relation to the next financial wellness category by making use of game theory. The last sub-phase (2.3) iv examined possible reasons, through correlation, for the sub-optimality found in phase 2.2. The results of the study indicated differences in each financial wellness category asset and liability compositions in the household balance sheet. Age, gender and number of household members did not affect household wealth in this study. In contrast, income level, employment status, home ownership, education and marital status affected household wealth. Game theory indicated that the highest financial wellness category (Anchored Well) did not have the strongest balance sheet.
