In Brazil a serious problem closely linked to violence is the use of firearms . In the state of Goiás the death rate resulting from its use is troubling figuring therefore as a severe public health problem. To describe the sociodemographic profile of people with gunshot wounds treated at a big Emergency Hospital localized in Goiânia-Goiás-Brazil . Descriptive observational study with non-probability sample of convenience. Participants were inpatients in a big Emergency Hospital, with gunshot wounds in the period from January to March of 2013. Project approved by the Ethics Committee in Research of Emergency Hospital of Goiânia, 182123/2013. The study included 150 patients who suffered injuries from firearms lodged in a large hospital of Goiás It can be seen that the higher prevalence of injuries occurred in the victims were male (94.7 %), young people (67,3 %), nonwhite (72,0 %) and with incomes of up to two minimum wages (51,3 %). They are mostly people who are self-employed or salaried construction (62,3 %), with schooling up to 9 years (elementary school), and 120 of them (80,0%) were users of alcohol or drugs. This study identified that a large number of victims of gunshot wounds admitted for treatment are: young men, users of drugs or alcohol and the motivation for such injury has relation to drug traffic and debts. An approach from violence from the perspective of public health becomes important to analyze and identify data on its distribution and its social determinants. / A violência mundial é atualmente responsável, segundo a Organização Mundial de Saúde (OMS), por mais de 5 milhões de mortes anuais no mundo, e para cada pessoa que morre em consequência da violência, muitos outros sofrem com sequelas mentais ou físicas decorrentes dos ferimentos. No Brasil um grave problema intimamente ligado à violência é o uso de armas de fogo. No estado de Goiás a taxa de óbito decorrente do seu uso é preocupante configurando-se assim como um grave problema de Saúde Pública. Descrever o perfil sociodemográfico das pessoas com ferimentos por arma de fogo, atendidas em um Unidade Hospitalar de grande porte na cidade de Goiânia-Goiás, a qual faz parte da Rede Viva Sentinela do Ministério da Saúde. Estudo observacional descritivo com amostra não probabilística por conveniência. Participaram do estudo pacientes internados para tratamento naquela Unidade, com ferimentos por arma de fogo (PAF) no período de janeiro a março do ano de 2013. Projeto aprovado pelo Comitê de Ética em Pesquisa do Hospital de Urgências de Goiânia, 182123/2013. Participaram do estudo 150 pacientes acometidos por ferimentos de armas de fogo (PAF) que deram entrada em uma hospital de grande porte de Goiânia-Goiás. Percebe-se que a maior prevalência de ferimentos se deu em vítimas que eram do sexo masculino (94,7%), jovens (67,3%), não brancos (72,0%) e com renda de até dois salários mínimos (51,3%). São na maioria pessoas que trabalham por conta própria ou assalariadas da construção civil (62,3%), com escolaridade de no máximo nove anos (ensino fundamental)e 120 delas (80,0%) declararam que eram usuárias de drogas ou faziam uso de álcool. Este estudo identificou que um número expressivo de vítimas com ferimentos por arma de fogo (PAF ) internadas naquela unidade Hospitalar são : homens jovens que fazem uso de álcool ou são usuários de drogas e que a principal motivação para a ocorrência desse agravo tem relação com o tráfico e dívidas de drogas. Uma abordagem da violência sob a perspectiva de saúde pública se faz importante ao analisar e identificar dados sobre sua distribuição e seus determinantes sociais.

La contrebande d'armes à feu au Canada : influence et contrôle sous une perspective transnationale

La prolifération des armes à feu illégales en territoire canadien a un impact sur l’augmentation de la violence armée observée au cours des dernières années. La mobilité des armes illégales au Canada a été étudiée par des chercheurs. Toutefois, le sujet des sources alimentant ce marché illicite n’a été que très peu abordé au sein de la littérature scientifique. L’une des possibilités reliées à cette thématique présente les États-Unis comme source d’approvisionnement en armes à feu illégales au Canada. C’est à travers cette idée que s’inscrit l’objectif principal de ce mémoire. En effet, cette étude vise une recontextualisation de la problématique du trafic d’armes à feu au Canada en tant qu’enjeu sécuritaire transnational selon le postulat identifiant les États-Unis comme la principale source d’alimentation du marché noir des armes à feu au Canada. Afin de répondre à cet objectif, nous décrivons d’abord l’environnement au travers duquel s’articulent les dynamiques de contrebande d’armes à feu au Canada. Ensuite, nous portons notre regard sur la réponse institutionnelle reliée au contrôle et à la lutte contre le trafic transfrontalier d’armes à feu. Une méthodologie qualitative basée sur l’analyse d’entretiens semi-dirigés avec des acteurs impliqués au sein d’organisations d’application de la loi, de rapports et de documents gouvernementaux ainsi que de documentation juridique a été utilisée dans le cadre de cette étude. Les résultats découlant des analyses présentées dans ce mémoire permettent tout d’abord de contextualiser l’enjeu de la contrebande transfrontalière d’armes à feu entre les États-Unis et les Canada ainsi que les efforts des organisations d’application de la loi en matière de contrôle. Ils permettent également de mettre en lumière les disparités existantes entre la nécessité d’une utilisation efficiente du renseignement et la réalité sur le terrain. En effet, les lacunes quant à la collecte et à l’analyse des données reliées à la contrebande transfrontalière d’armes à feu ont un impact sur le ciblage et l’orientation des mesures visant à lutter contre cet enjeu. / The proliferation of illegal firearms on Canadian soil has had an impact on the increase in gun violence observed in recent years. The mobility of illegal firearms in Canada has been studied by researchers. However, the topic of the sources of this illicit market has received very little attention in the scientific literature. One of the possibilities related to this theme presents the United States as a source of supply of illegal firearms in Canada. It is through this idea that the main objective of this thesis lies. Indeed, this study aims to recontextualize the problem of firearms trafficking in Canada as a transnational security issue based on the premise that the United States is the main source of supply for the black market in firearms in Canada. More specifically, in such a context, firearms would be brought into Canada through cross-border smuggling. First, we define the environment through which the dynamics of firearms smuggling in Canada are articulated. Secondly, we examine the institutional response to controlling and combating cross-border firearms trafficking. A qualitative methodology based on the analysis of semi-structured interviews with actors involved in law enforcement organizations, government reports and documents, and legal documentation was used in this study. The results of the analyses presented in this paper first contextualize the issue of cross-border firearms smuggling between the United States and Canada and the control efforts of law enforcement agencies. They also highlight the disparities between the need for efficient use of intelligence and the reality of the operational environment. Gaps in data collection and analysis related to crossborder firearms smuggling have an impact on the targeting and direction of measures to combat this issue.

But how could an object, something that on its own does nothing, spur such heated argument? This object is the evolution of invention and the product of fighting amongst each other. This object changes the way people think and how they act. This object can be used for both good and bad. This object is a gun. This research project will explore the Second Amendment of the United States Constitution in the 21st century, providing an in depth examination of firearm freedoms and their relationship with public safety and interests. This research is integral to our society, both politically and publically. Firearms are a significant aspect of our country, a longstanding right that many people view as one of the most essential rights of a United States citizen. The research presented will examine vital aspects of the debate regarding firearm rights, and analyze the relationship between firearm freedoms and public safety. This thesis will examine the benefits and detriments regarding firearm freedoms and their relationship with public safety. This thesis will first establish the necessary background information, including general information, legislation, and statistics, in order to analyze the aforementioned relationship. The next step in the analysis is to examine the benefits of firearm freedoms, as well as the problems with having unlimited firearm freedoms. This thesis will also examine other essential areas regarding this debate, including political impact, public opinion, and global comparisons. The thesis will conclude with possible alternatives for legislation regarding firearms, and an analysis of the likely proper path upon which to proceed.

En 1995, le gouvernement canadien a promulgué la Loi C-68, rendant ainsi obligatoire l’enregistrement de toutes les armes à feu et affermissant les vérifications auprès des futurs propriétaires. Faute de preuves scientifiques crédibles, le potentiel de cette loi à prévenir les homicides est présentement remis en question. Tout en surmontant les biais potentiels retrouvés dans les évaluations antérieures, l’objectif de ce mémoire est d’évaluer l’effet de la Loi C-68 sur les homicides au Québec entre 1974 et 2006. Méthodologie. L’effet de la Loi C-68 est évalué à l’aide d’une analyse des bornes extrêmes. Les effets immédiats et graduels de la Loi sont évalués à l’aide de 372 équations. Brièvement, il s’agit d’analyses de séries chronologiques interrompues où toutes les combinaisons de variables indépendantes sont envisagées afin d’éviter les biais relatifs à une spécification arbitraire des modèles. Résultats. L’introduction de la Loi C-68 est associée à une baisse graduelle des homicides commis à l’aide d’armes longues (carabines et fusils de chasse), sans qu’aucun déplacement tactique ne soit observé. Les homicides commis par des armes à feu à autorisation restreinte ou prohibées semblent influencés par des facteurs différents. Conclusion. Les résultats suggèrent que le contrôle des armes à feu est une mesure efficace pour prévenir les homicides. L’absence de déplacement tactique suggère également que l’arme à feu constitue un important facilitateur et que les homicides ne sont pas tous prémédités. D’autres études sont toutefois nécessaires pour clairement identifier les mécanismes de la Loi responsables de la baisse des homicides. / Context and objectives. Laws with extensive background checks and making mandatory the registration of all guns have been adopted by some governments to prevent firearms-related homicides. On the other hand, methodological flaws found in previous evaluations question the potential of such laws to prevent gun homicides. By taking into account previous limitations, the main objective of this study is to estimate the effect of Bill C-68 on homicides committed in the Province of Quebec, Canada, between 1974 and 2006. Methodology. Using extreme bounds analysis, we assess the effect of Bill C-68 on homicides. Estimates of the immediate and gradual effects of the law are based on a total of 372 equations. More precisely, interrupted time series analyses were conducted, using all possible variable combinations, in order to overcome biases related to model specification. Results. We found that Bill C-68 is associated with a significant and gradual decline in homicides committed with a long gun (either a riffle or a shotgun). The substitution effects are not robust with respect to different model specifications. Patterns observed in homicides involving restricted or prohibited firearms suggest that they are influenced by different factors, not considered in our analyses. Conclusion. Results suggest that enhanced firearm control laws are an effective tool to prevent homicides. The lack of tactical displacement supports the concept of firearm as a crime facilitator and suggests that all homicides are not carefully planned. Other studies are however needed to pinpoint law provisions accountable for the decrease in homicides.

This thesis deals with the development of the hand-held firearms in the Middle East with an emphasis on the period from the 15th to the end of the 18th century. In some passages it also marginally mentions the early 19th century. The first part of the thesis concentrates on the development of firearms in a historical context. The focus is primarily on the Ottoman Empire and partially on Egypt. Among other topics it also analyses the practical use of firearms and the related military tactics including the presence of firearms in major battles, as shown on contemporary paintings and miniatures. In the second part the author deals with the technical development of hand-held firearms. This section focuses mostly on the components of firearms and their development. This section also in some degree deals with the artistic aspects of the preserved firearms. The supplements consist of numerous photographs of the preserved exhibits in Czech and foreign collections and also of other visual materials. The study attempted to quantify the elemental concentrations and possible accumulation levels in the antelope's organ tissue at Rheinmetal Denel Munitions (RDM), as well as to correlate the findings with the surrounding environment. To achieve this, the elemental concentrations within the kidney, liver and lung tissue of the antelope, and environmental factors such as the soil, vegetation and waterholes were quantified. STATISTICA was used to determine meaningful differences between variables and Canoco to determine the relationship between the different datasets. PCA analyses of the vegetation confirmed that the natural slope at RDM could have contributed to the distribution and variation of the elemental concentration. It became apparent that positive associations existed between the liver tissue and the K, the kidney tissue and Ni and Cd, and the lung tissue had a positive association with Mg, Mn, V, Rb and Co elemental concentrations. It became evident in this study that the elemental concentrations of Al and Ni were higher in the liver and kidney tissue of the antelope than the recommended concentration for livestock (Puls, 1994). The elemental concentration of Al, Ca, Fe and Mn also exceeded the recommended elemental concentration for livestock, in the water sampled at RDM (Puls, 1994). Four distinct areas were identified within the study area, the area above the factory, the area under the factory, the testing area and the area under the factory. Significant differences between the testing area and the area under the factory were found regarding the Tl, Ag, Hg and B elemental concentrations in the vegetation. Furthermore, it became apparent that the amount of precipitation could have contributed to the variation of the elemental concentrations and distribution in the study area as well as in the organ tissue of the antelope. / Thesis (M.Sc.
