São analisados nesta dissertação problemas em teoria dos jogos, com enfoque no efeito que perturbações acarretam em jogos. A análise suavizada (smoothed analysis) é utilizada para tal análise, e dois tipos de jogos são o foco principal desta dissertação, jogos bimatrizes e o problema de atribuição de tráfego (Traffic Assignment Problem.) O algoritmo de Lemke-Howson é um método utilizado amplamente para computar um equilíbrio Nash de jogos bimatrizes. Esse problema é PPAD-completo (Polynomial Parity Arguments on Directed graphs), e existem instâncias em que um tempo exponencial é necessário para terminar o algoritmo. Mesmo utilizando análise suavizada, esse problema permanece exponencial. Entretanto, nenhum estudo experimental foi realizado para demonstrar na prática como o algoritmo se comporta em casos com perturbação. Esta dissertação demonstra como as instâncias de pior caso conhecidas atualmente podem ser geradas e mostra que a performance do algoritmo nestas instâncias, quando perturbações são aplicadas, difere do comportamento esperado provado pela teoria. O Problema de Atribuição de Tráfego modela situações em uma rede viária onde usuários necessitam viajar de um nodo origem a um nodo destino. Esse problema pode ser modelado como um jogo, usando teoria dos jogos, onde um equilíbrio Nash acontece quando os usuários se comportam de forma egoísta. O custo total ótimo corresponde ao melhor fluxo de um ponto de vista global. Nesta dissertação, uma nova medida de perturbação é apresentada, o Preço da Anarquia Suavizado (Smoothed Price of Anarchy), baseada na análise suavizada de algoritmos, com o fim de analisar os efeitos da perturbação no Preço da Anarquia. Usando esta medida, são estudados os efeitos que perturbações têm no Preço da Anarquia para instâncias reais e teóricas para o Problema de Atribuição de Tráfego. It has been proven that even with a smoothed analysis it is still exponential. However, no experimental study has been done to verify and evaluate in practice how the algorithm behaves in such cases. This thesis shows in detail how the current known worst-case instances are generated and shows that the performance of the algorithm on these instances, when perturbed, differs from the expected behavior proven in theory. The Traffic Assignment Problem models a situation in a road network where users want to travel from an origin to a destination. It can be modeled as a game using game theory, with a Nash equilibrium happening when users behave selfishly and an optimal social welfare being the best possible flow from a global perspective. We provide a new measure, which we call the Smoothed Price of Anarchy, based on the smoothed analysis of algorithms in order to analyze the effects of perturbation on the Price of Anarchy. Using this measure, we analyze the effects that perturbation has on the Price of Anarchy for real and theoretical instances for the Traffic Assignment Problem. We demonstrate that the Smoothed Price of Anarchy remains in the same order as the original Price of Anarchy for polynomial latency functions. Finally, we study benchmark instances in relation to perturbation.

O desenvolvimento dos argumentos nele encontrados se dará através de uma análise histórica, especialmente voltada para quatro períodos que mereceram especial atenção: o Terror Jacobino da Revolução Francesa, os atentados praticados por anarquistas na virada do século XIX, a imprecisão conceitual do século XX e o pós 11 de setembro e as políticas estadunidenses da época, essencialmente a Guerra ao Terror. Partindo de um pressuposto metodológico de que é a história social e as relações de poder que os homens estabelecem em sociedade que pautam e determinam os conceitos, esta pesquisa ainda dialogará com outras noções de terrorismo que apareceram no debate de nosso tempo, com o intuito de, a partir desta síntese, fundamentar uma melhor percepção que ajude a explicar as principais inquietações que motivaram este esforço analítico. O argumento central que conduzirá toda a abordagem se fundamenta no caráter político da conceituação de terrorismo, que não é um conceito límpido, científico e frio, mas sim um dispositivo de poder político em disputa em cada determinada sociedade. / This research aims to exam the concept of terrorism in a critical perspective. The development of these arguments will be found through a historical analysis, especially focused on four eras that deserve special attention: the “Reign of Terror” of the French Revolution, the attacks perpetrated by anarchists in the last decade of the nineteenth century, the broad concept of terrorism in the twentieth century and post September 11 and the U.S. policies in the age of War on Terror. Our methodological assumption is that the social history and power relations among people whitin societies that determine and rule the concepts. This research will dialogue with different ideas of terrorism that emerged in the debate of our days, and from that, to create a basis for a better perception that helps explain the main concerns that motivated this analytical effort. The main argument that lead our whole approach is based on the political aspect of terrorism concept, which is not a cloudless, pure and scientific but a kind of device of political power that can be found in each particular society.

Nosso objetivo principal, nesta tese, é fornecer um esboço de reconstrução programática do livro Os Limites da Liberdade, escrito por James Buchanan, aplicando os recursos da Metodologia da Teoria da Ciência e do Programa de Pesquisa, visando, especificamente, definir a nossa estrutura conceitual, que pretende reconstruir o problema e o modo de organizar a concepção de Estado ou da ordem constitucional, na perspectiva do autor James Buchanan. O núcleo da concepção deste autor é baseada na tese ontológica que considera o indivíduo uma entidade livre, auto-interessada e racional, dentro de uma perspectiva analógica, ligada com a noção econômica do mercado. O processo de reconstrução, deste trabalho, acompanha a idéia de emergência da cooperação, traduzida na ordem política pela noção do meio-termo entre a Anarquia e o Leviatã. Isto é feito buscando-se as regras metodológicas e as teses programáticas que controlam o equilíbrio ou balanço democrático da ordem política, em relação a esses dois extremos ou limites institucionais. A imagem deste equilíbrio, que é modelada pela analogia com a idéia econômica de mercado, está definida, apropriadamente, na expressão anarquia ordenada. A regra fundamental deste sistema institucional propõe otimizar a delegação de autoridade para o cidadão controlar poderes políticos, resgatando as premissas fundamentais da democracia, no sentido de evitar qualquer possibilidade da anarquia e do controle excessivo do Leviatã. A idéia básica da anarquia ordenada consiste em valorizar a racionalidade e a capacidade de negociação dos indivíduos, que são conhecedores de seus próprios interesses e limitados pelo interesse dos outros participantes. A operacionalização da anarquia ordenada é fundamentada no desenvolvimento de um projeto institucional que disponibiliza tecnologias, regras, sistemas e critérios de decisão que, supostamente, podem resolver problemas relacionados ao conflito dos interesses públicos e privados, através da interação democrática dos indivíduos. Nesta perspectiva, são elementos relevantes no contexto público do desenho institucional da anarquia ordenada, os sistemas político e judiciário, onde as tecnologias legais e as inovações legislativas podem desempenhar significativo papel na implementação da visão democrática da anarquia ordenada. / Our first aim at this thesis is to provide an outline of a rational reconstruction of the book The Limits of Liberty by James Buchanan with the methodological resources of the Methodology of Theory of Science and the Research Program with the purpose of defining our conceptual framework out of which we pretend to build up the problem and the specific way of organizing the conception of state or institutional order in Buchanan\'s view. The core of this conception is based upon the ontological thesis according to which the only entity existing is the individual, free, self interested and rational and also the guideline of pursuing the analogy with the notion of market in economics.This process of reconstruction follows, therefore, the idea of a emergency of cooperation that it is translated into the notion of political order as a middle way between anarchy and Leviathan. This is done pursuing the methodological rules and theses that controls its balance or skewness at the political order towards one of the boundaries.The image of this balance, that is moulded by this analogy with the idea of market, is properly defined as ordered anarchy. The main rule coordinating the other rules, a radical one, is that one should optimize the delegation of authority for citizen to control the political powers in order to work out the basic postulates of democracy in order to avoiding, on the one hand, any possibility of anarchy and in the other hand, Leviathan\'s excessive control. It follows the basic idea of valuing the rationality and capacity of negotiation of the individual who knows best its own interest but it is also limited by the interest of the others. The operationalization of this rule is based upon the development of a institutional design with resources of technologies, rules and systems and criteria of decision that are suposed to solve the problems related to the conflict of public and private interests coming from the interactions among the individuals in the ordered anarchy. In this perspective, a relevant element of this institutional design is that one of the electoral and judiciary system inside of which the technologies and its innovations will play a very meaningfull role for implementing this view of ordered anarchy.

O crescimento deste mercado bilionário foi, em média, 20% ao ano nos últimos anos. Como o público alvo e variedade de anunciantes deste mercado são grandes e diversificados, um pequeno aumento da eficiência deste mecanismo representa um grande aumento de receita para os sites. Neste trabalho discutimos a evolução dos mecanismos usados neste mercado, identificando as razões destas mudanças. Avaliamos os mecanismos usados atualmente, modelando-o de formas diferentes e calculando o seu preço da anarquia / Abstract: Sponsored search auction is one of the most profitable sources of revenue on the internet. The growth of this market was, on average, 20% per year over the past years. Since the target audience and advertiser variety are big and diverse, a small increase in efficiency in this mechanism can bring a huge increase in the sites profits. In this work we discuss the evolution of the mechanisms used in this market, identifying the reasons of these changes. Denna studie utgår från tre fokusgruppsamtal med sammanlagt tio personer som betraktar sig själva som queera. Syftet har varit att analysera positioneringar i relation till diskurser som konstituerar kön, sexualitet och relationer, och hur dessa positioneringar och diskurser konstrueras språkligt. Feminist Post-structuralist Discourse Analysis har använts som teori och metod, kompletterad med en analys utifrån systemisk-funktionell grammatik. Analysen har visat hur deltagarna genomgående konstruerar ett ifrågasättande av normer som organiserar och kategoriserar kön, sexualitet och relationer. Utifrån queer positionering har kön och sexualitet genom agentiva verbprocesser konstruerats som dynamiska och mångfaldiga. Även anti-hierarkiska och feministiska diskurser, tillsammans med en ovilja att definiera sexuell läggning och relationer, genomsyrar samtalen. Vidare har det framgått att queer konstrueras som perspektiv, men även som en praktikgemenskap med gränser för vad och vem som är queer. En analys av diskursers samspel med varandra har synliggjort ämnen som på olika sätt utmanar queers gränser, bland annat könsseparatism, pronomenet hen, pornografi och asexualitet. Analysen har dessutom visat att det queera subjektet rör sig mellan olika positioneringar beroende på kontexten, och att positioneringar kan vara såväl intentionella som påtvingade. Den queera pendlar därmed mellan makt och maktlöshet beroende på relationen till andra individer och diskurser. / This thesis is based on three focus group discussions including a total of ten individuals who consider them selves as being queer. The research aim has been to analyze subject positionings in relation to discourses that constitute gender, sexuality and relationships, and how these positionings and discourses are linguistically produced. Feminist Post-structuralist Discourse Analysis, complemented by a systemic-functional grammar analysis, has been the theoretical and methodological approach. The result has shown how the participants consistently position them selves against norms that organizes and categorizes gender, sexuality and relationships. The participants have from queer positionings as agents in verb processes articulated sexuality and gender as dynamic and multiplex. They have also drawn on anti-hierarchical and feminist discourses, as well as articulated a resistance to define sexual orientation and relationships. Queer has been produced as a perspective, but also as a community of practice with it's own norms for what and who can be considered as queer. An analysis of interaction among discourses has exposed issues that challenge the borders of queer, for example gender separatism, gender neutral pronouns, pornography and asexuality. The analysis has furthermore shown that the queer subject move amongst different positionings depending on the context, and that positionings can be intentional as well as imposed. The queer individual is therefore oscillating between power and powerlessness depending on the relationship to other individuals and discourses.

[pt] O propósito desta dissertação é desconsagrar o caráter heróico que a obra de Hobbes assumiu para os estudantes de relações internacionais ao ter sido enquadrada - junto às de Tucídides, Maquiavel, Rousseau, Hegel e etc. - na histórica épica realista. Veremos, no primeiro capítulo, que a subsunção do filósofo à tradição realista é raramente questionada, mesmo pelos críticos das concepções veiculadas por essa tradição. O nome de Hobbes permanece, em grande medida, associado à analogia entre anarquia internacional e estado de natureza. No segundo capítulo, deixaremos em evidência a confluência dos elementos do estado de natureza hobbesiano para a descrição/explicação da política internacional levada a cabo pelos ilustres expoentes do realismo, Hans Morgenthau e Kenneth Waltz. Por último, resgataremos o caráter hipotético do modelo de estado de natureza, dando ênfase especial ao reconhecimento de Hobbes à limitação de seu reducionismo motivacional para a descrição da realidade. Também, partindo do pressuposto de que a dicotomia interno-externo era inexistente na época de Hobbes, exploraremos, a partir de sua obra, o argumento de que a paz internacional estaria diretamente relacionada à resolução do problema da ordem nas sociedades domésticas. / [en] The purpose of this dissertation is to deconsecrate the heroic status that international relations students have attached to Hobbes`s texts - an attachment that results from their inclusion, together with texts by Thucydides, Machiavelli, Rousseau and Hegel, in a realist epic history. In the first chapter, we will see that the subsuming of the philosopher under the realist tradition is rarely questioned, even by the critics of the conceptions endorsed by it. The name of Hobbes remains, in a large extent, associated to the analogy between international anarchy and the state of nature. In the second chapter, we`ll clarify the confluence from the elements of the hobbesian state of nature to the description/explanation of international politics elaborated by the two of realism`s remarkable exponents: Hans Morgenthau and Kenneth Waltz. For last, we`ll bring to light the hypothetical status of the state of nature model, emphasizing the fact that Hobbes himself recognized the limitation of its motivational reductionism to the description of reality. Also, having taken as a premise the fact that the dichotomy inside/outside did not exist in Hobbes`s time, we`ll explore the argument that international peace would be directly associated to the resolution of the problem of order in domestic societies.

[ES] La investigación empieza con un análisis y cartografiado del sistema global del arte en la actualidad, así como la contextualización histórica del avance y desarrollo del concepto de arte asociado a la economía. El desarrollo del financiamiento de las artes y sus situación estructural es estudiado para poder analizar el fenómeno desde la perspectiva del materialismo dialéctico. La importancia de la economía radica en que es el motor del cambio en la percepción del arte entre su utilidad y un bien suntuario. Esta situación es relevante para establecer un vínculo entre la actividad artística y su relación social. Eso es lo que nos da las bases socio-económicas estructurales para ligarlo a la filosofía política anarquista. Estudiamos las características del pensamiento libertario desde las dos perspectivas, los clásicos anarquistas que dividían su pensamiento entre las cuatro ramas clásicas, el Anarquismo Individualista, el Anarquismo Comunista, el Anarquismo Sindicalista y el Mutualismo. Las cuatro vertientes del pensamiento ácrata contemporáneo Anarquismo Feminista, Anarquismo Cibernético, Anarquismo Ecologista y el Neo-zapatismo son estudiados para definir sus bases estructurales y los cambios al pensamiento clásico anarquista y nos ayuden a resolver las dinámicas de dichos cambios, para trasponerlos al estudio y práctica de las artes. Finalmente demostramos que las prácticas artísticas contemporáneas poseen el mismo espíritu de libertad que el pensamiento anarquista, una búsqueda constante por lo nuevo no puede darse dentro de los sistemas reconocidos o interpretados en el espacio-tiempo que define a los periodos artísticos. Ello lleva a los artistas a rebelarse de forma natural a los patrones existentes, no existirá nada nuevo dentro de lo conocido, y la transgresión se hace absolutamente necesaria. Esto comprueba la idea inicial de que la filosofía política anarquista posee las bases fundamentales para una creación artística, ambas son formas de alcanzar la libertad como forma de responsabilidad y el uso de la praxis como forma de conseguirla. El desenvolupament de l'finançament de les arts i els seus situació estructural és estudiat per poder analitzar el fenomen des de la perspectiva de l'materialisme dialèctic. La importància de l'economia radica que és el motor de l'canvi en la persepción de l'art entre la seva utilitat i un bé sumptuari. Aquesta situació és rellevant per establir un vincle entre l'activitat artística i la seva relació social. Això és el que ens dóna les bases socio-econòmiques estructurals per lligar-ho a la filosofia política anaquista. Estudiem les característiques de la pensada liebrtario des de les dues perspectives, els clàssics anarquistes que dividien el seu pensament entre les quatre branques clàssiques, l'Anarquisme Individualista, l'Anarquisme Comunista, l'anarquisme Sindicalista i el mutualisme. Les quatre vessants de la pensada àcrata contemporani Anarquisme Feminista, Anaquismo Cibernètic, Anarquisme ecologista i el Neozapatismo són estudiats per definir les seves bases estructurals i els canvis a la pensada clàssic anarquista i ens ajudin a resoldre les dinàmiques d'aquests canvis, per traspolarlos a l'estudi i pràctica de les arts. Finalment vam demostrar que les pràctiques artístiques contemporànies posseeixen el mateix espírutu de llibertat que el pensament anarquista, una recerca constant per la novetat no pot donar-se dins dels sistemes reconeguts o interprestados en l'espai-temps que defineix els períodes artístics. Això porta als artistes a rebel·lar de forma natural als patrons existents, no hi haurà res de nou dins del conegut, i la transgressió es fa absolutament necessària. Això comprova la idea incial que la filosofia política anarquista posseeix les bases fonamentals per a una creació artística, ambdues són formes d'aconseguir la llibertat com a forma de responsabilitat i l'ús de la praxi com a forma d'aconseguir-la. Establint així les bases teòriques per a una de les possibles Teories Anarquistes de l'Art. / [EN] This thesis begins with an analysis and mapping of the global art system today. The historical contextualisation of the advancement and development of the concept of art which we associate with the economy. The development of arts financing and its structural situation is studied to analyse the phenomenon from the perspective of dialectical materialism. The importance of the economy is that it is the engine of change in the pursuit of art between its utility and luxury good. This situation is relevant to establish a link between artistic activity and their social relationship. This is what gives us the structural socio-economic bases to link it to the anarchist political philosophy. We study the characteristics of Anarchist thought from two perspectives, the classic anarchists who divided their thinking between the four classical branches, Individualist Anarchism, Communist Anarchism, Syndicalist anarchism and Mutualism. The four strands of contemporary anarchist thought. Feminist Anarchism, Cybernetic Anarchism, Ecological Anarchism and Neozapatism are studied to define their structural bases and changes to classical anarchist thought and help us to resolve the dynamics of such changes, to transfer them to the study and practice of the arts. Finally, we demonstrate that contemporary artistic practices have the same spirit of freedom as anarchist thought; a constant search for the new cannot take place within the systems recognized or interpreted in the space-time that defines artistic periods. This leads artists to naturally rebel against existing patterns, there will be nothing new within the known, and transgression is necessary. This proves the initial idea that anarchist political philosophy has the fundamental bases for artistic creation, both are ways of achieving freedom as a form of responsibility and the use of praxis as a way of achieving it.
