[pt] Este estudo é uma reflexão sobre os desafios para a efetivação dos direitos contidos na política pública voltada para adolescentes que apresentam comprometimentos mentais, e, que se encontram em cumprimento de medida socioeducativa em meio aberto (Liberdade Assistida e Prestação de Serviços à Comunidade), em contraposição ao que normatiza o Sistema Nacional de Atendimento Socioeducativo - SINASE. Recupera o início do processo de municipalização do atendimento socioeducativo em meio aberto, numa determinada área da zona norte da cidade do Rio de Janeiro e reflete sobre o acompanhamento social dos adolescentes no âmbito da assistência social. Teve como fundamento para análise a mudança de paradigma para a socioeducação e a consolidação do Estatuto da Criança e do Adolescente – ECA, destacando a construção de uma prática de acompanhamento e de implementação de ações de caráter intersetorial e interdisciplinar no atendimento ao adolescente. / [en] This study is a reflection on the challenges for the realization of the rights contained in public policy aimed at adolescents who have mental impairments, and which are under socio-in open (probation and community service) as opposed to that regulates the National Socio-Educational Services. Retrieves the beginning of the process of municipalization of childcare in the open environment, in a given area in the northern city of Rio de Janeiro and reflects on the social support of adolescents under social assistance. It was the basis for analysis of the paradigm shift to social educational approach and consolidation of the Child and Adolescent Statute highlighting the construction of a practice of monitoring and implementing actions of intersectorial and interdisciplinary care in adolescents.

[pt] O objetivo desta Dissertação é compreender o processo de implantação da PNAS/SUAS, no município de Belford Roxo, analisando a construção da rede socioassistencial local a partir dos Centros de Referência da Assistência Social (CRAS). Esta análise foi articulada em torno das categorias matricialidade sociofamiliar e a território enquanto eixos constitutivos da Política Nacional de Assistência Social. Trata-se de um estudo exploratório que desenvolve uma análise de um processo recente de implementação de uma política que se constitui por intermédio de uma articulação contínua entre o nacional e o local. / [en] The goal of this dissertation is to understand the process of deployment of the PNAS / SUAS, in the municipality of Belford Roxo, trying to analyze the construction of the network socioassistencial place from the Centres of Reference of Social Welfare (CRAS). This analysis was articulated around the categories matricialidade sociofamiliar and territory as nodes constituting the National Policy on Social Assistance. This is an exploratory study that develops an analysis of a recent process of implementing a policy which is through a continuous coordination between the national and local levels.

[pt] A dissertação ora apresentada tem como referência empírica uma experiência de assistência social realizada em órgão militar da Marinha do Brasil, a Base de Fuzileiros Navais da Ilha das Flores ( BFNIF). Tem como objetivo geral examinar o modo como a política de assistência social daquela instituição vem sendo percebida pelo usuário do serviço social e profissionais da área: um direito, ainda que compensatório, pelo fato de trabalhar na corporação, ou seja, uma prerrogativa que o servidor da Marinha possui par exigir da instituição determinados serviços; ou uma concessão, uma condescendência da instituição em favor daqueles que atravessam por problemas sociais. As informações dos principais agentes envolvidos com a problemática, os assistentes sociais e o público atendido pelo serviço social da BFNIF, foram captados de entrevistas abertas, pautadas em roteiros orientadores, e da aplicação de questionários. Utilizou-se como referência para análise dos discursos dos profissionais a contribuição de Abreu (2002) acerca dos perfis pedagógicos da prática do assistente social. O resultados da pesquisa revelam que é na perspectiva da concessão que vem se firmando a assistência social da corporação. / [en] The dissertation here presented has as a reference an experience of the social work held in a military organism of the Navy of Brazil, the Navy Marine Base of the Ilha das Flores Island (BFNIF). It has as general goal the examining of the way in which the social work policy of that institution has been perceived by the social work program users and professionals of the area: a right that, i. e, a prerogative that the servant of the navy has, in order to demand certain services from the institution; or a concession, a condescendence of the institution in favor of those who go through social problems. The information of the main agents involved in the problematic, the social workers and the public of the BFNIF, were collect in open interviews, listed in guide- books, and the use of questionnaires. The contribution of Abreu (2002) concerning the pedagogic practice profiles of the social worker was used as reference for analysis of the discourses of professionals. The results of the survey reveal that it is in the perspective of concession that the social work of the corporation has been consolidating itself.

[pt] O presente estudo objetiva uma reflexão sobre a complexidade dos processos sociais contemporâneos, tendo como pano de fundo a vida de moradores das favelas do Rio de Janeiro. Elege as categorias favela, violência e religião, como suporte analí­tico para a compreensão das relações presentes nos territórios fragmentados da cidade, nos quais o acesso à cidadania se coloca de forma diferenciada. Procura identificar como as categorias elencadas são incorporadas pelos programas públicos de assistência social, delineando seus rebatimentos tanto em relação aos usuários dos programas, quanto aos profissionais que atuam em programas sociais da área. / [en] This study focuses on the contemporary social life of inhabitants of Rio de Janeiro's favelas (slums) in Brazil. The study works with the analytical categories of favela, violence and religion to discuss the social differences in access to citizenship in Brazil's fragmented urban scenario. It discusses how social programs in the favelas incorporate violence and religion as fundamental variables influencing governement social assistance programs.

[pt] O presente estudo tem como objetivo central destacar as implicações da refuncionalização da política de assistência social na intervenção dos assistentes sociais, a partir da década de 90, tendo como parâmetros as definição de Seguridade Social pela Constituição de 1988 e o projeto ético-político forjado pela categoria nas últimas décadas. Partindo das determinações das mudanças no padrão de acumulação capitalista, da reforma do Estado brasileiro e suas inflexões nas políticas sociais, em especial, na política de assistência social, o estudo focaliza as expressões municipais da política centrada em programas sociais emergenciais, cuja tônica incide nas características de focalização, seletividade e descentralização. Como referência empírica, foram pesquisados os municípios de Magé e Itaboraí, na tentativa de compreender através da política de assistência e da intervenção dos assistentes sociais, os elementos gerais que caracterizam a reconfiguração da assistência no país. / [en] The present study has the main objective to evidence the implications of the social assistence s politic in the intervention of the social assistents, starting at 90 s decade, having as basis the mening of the Social Segurity by the Constitution of 1988 ande the ethical-political project, created by the category in the last decades. Having the determinantions of the model changes in the capitalist acumulations, in the brazilian State reform and it`s inflections in the social politics, in special, in the social assistence politic, the study focus the towns expressions in the politic focused in the emergencial social programs, which tonic implies in the focus, sectively and descentralization s caracteristics. [pt] Este trabalho tem como objeto de estudo a prática do Serviço Social nos Conselhos Municipais de Assistência Social, enquanto nova demanda posta a este profissional. Procuramos identificar os impasses e os desafios colocados a estes profissionais, frente a este novo campo de intervenção, enquanto possibilidade de fortalecimento da participação da sociedade civil na construção de uma esfera pública democrática. Em resumo, este estudo pretende refletir qual tem sido a contribuição do Serviço Social aos Conselhos de Assistência Social, enquanto espaços de participação social e lócus privilegiado de intervenção profissional. / [en] This work has as studies object the practice of the Social Service in the Municipal Council of Social Attendance, while new demand cut to this professional. We tried to identify the impasses and the challenges placed these professionals, front to this new work field, while possibility of invigoration of the participation of the civil society in the construction of a democratic public sphere. In other words, it is necessary to contemplate which has been the contribution of the Social Service in the Council of Social Attendance, while spaces of social participation and privileged locus of professional intervention.

[pt] O presente estudo tem como objetivo conhecer como vem se realizando a supervisão de campo na visão dos supervisores que colaboram na formação profissional dos alunos do Departamento de Serviço Social da PUC-Rio. Para tal, procedeu-se a um estudo quanti-qualitativo que incluiu o mapeamento dos campos de estágio e respectivos supervisores, a aplicação de questionário por e-mail ou pessoalmente a todos os assistentes sociais que compunham o quadro de supervisores do Departamento no período de 2008.2, uma entrevista semiestruturada com 08 supervisores de campo e com a professora responsável pela Coordenação de Estágio do Departamento. As entrevistas foram gravadas com a permissão dos entrevistados, transcritas e analisadas à luz das categorias centrais do estudo: formação profissional, estágio e supervisão. Os achados apontam para a necessidade da preparação formativa para o exercício da supervisão de estágio, visto que ainda hoje, são muitas as inquietações e dificuldades que permeiam essa atividade, indicando assim, torná-la prioridade na formação profissional do assistente social, a partir da interlocução entre todos os sujeitos envolvidos nesse processo, bem como para a necessidade de maior aproximação entre a unidade de ensino, as instituições campo de estágio e os supervisores. / [en] The current study has the objective of understanding how the supervision of the field work is being carried out in the eyes of the supervisors that collaborate in the professional development of the students of the Social Work Department of PUC-Rio. As such, a quanti-qualitative study was undertaken which included a mapping of the field placements and their respective supervisors, the application of a questionnaire via e-mail or personally to all social workers whom made up the team of supervisors of the Department in the second semester of 2008, a semistructured interview with eight supervisors from the field and one interview with the professor responsible for the Coordination of Field Placement at the Department. The interviews were recorded with the permission of the interviewees, transcribed and analyzed in light of the central categories of the study: professional development, field work and supervision. The results indicates a necessity of formative preparation to exercise the supervision of the students, as even these days there are many obstacles and difficulties which permeate this activity, indicating that it will become the priority in the professional development of the social work, beginning with the communications between all involved in this process, as well as the necessity of a better approach among the educational institution, the field work institutions and the supervisors.

[pt] O advento do Sistema Único de Assistência Social (SUAS) trouxe importantes mudanças na reconfiguração da Política de Assistência Social, dentre elas a gestão do trabalho. Baseada nesta assertiva, esta dissertação tem como objetivo analisar a gestão do trabalho no município de Resende, tomando por base a visão dos gestores e dos profissionais de serviço social e psicologia devido a sua integração a todas as estruturas do SUAS. Para atingir o objetivo proposto optouse pela abordagem qualitativa e pesquisa documental, bibliográfica e de campo. Os dados da pesquisa documental foram obtidos a partir do CENSO SUAS, SAGIMDS, relatório do Conselho Municipal de Assistência Social nos períodos de 2010 a 2013, e a pesquisa de campo aconteceu mediante grupo focal com os gestores e questionários com os assistentes sociais e psicólogos. O referencial teórico contempla uma abordagem a respeito dos conceitos de proteção social, política de assistência social no Brasil, as transformações do mundo do trabalho e seus rebatimentos na política de assistência social. Os resultados indicam avanço em relação a gestão dos recursos humanos e apontam como principais desafios a serem enfrentados: a compreensão das outras políticas sobre a assistência social, o financiamento, a (re)composição das equipes de referência e a precarização do trabalho. Considera-se que, apesar de todos estes desafios, a visão percebida pelos sujeitos entrevistados mostra que este trabalho é instigante, desafiador que exige comprometimento e trabalho em equipe. / [en] The advent of the Social Assistance/Suas system brought important changes in welfare policy rewrite including the management of the work. Based on this assertion, this dissertation aims to analyze the management of work in the municipality of Resende, based on the vision of the managers and professionals of psychology and social service due to its integration with all ITS structures. To achieve the proposed objective opted for a qualitative approach and bibliographical and documentary research. The documentary research data were obtained from THEIR CENSUS, SAGI-MDS, report of the municipal Social Assistance Council during 2010 to 2013, and field research happened upon focus group with managers and questionnaires with social workers and psychologists. The theoretical framework includes an approach regarding the concepts of social protection, social assistance policy in Brazil, the transformations in the world of work and their rebatimentos social assistance policy. The results indicate progress in relation to human resources management and point out the main challenges to be faced: the understanding of other policies on social assistance, the financing, the (re) composition of the teams and the precarious work. It is considered that despite all these challenges the perceived view by subjects interviewed shows that this is thought-provoking, challenging job that requires commitment and teamwork.

[pt] Esta dissertação propõe uma reflexão sobre a precarização do trabalho na Assistência Social no Município de Caxias - RJ, levando em consideração as diversas formas de inserção dos trabalhadores na política de assistência, com reflexos eminentes de uma lógica neoliberal. Este debate se concentra em um dos eixos de pesquisa do Núcleo Integrado de Estudos e Pesquisas em Seguridade e Assistência Social (NIEPSAS), tendo como lócus a Política de Assistência Social do Município de Duque de Caxias. Os elementos de abordagem do estudo se inscrevem no cenário de mudanças da assistência social brasileira, pós-implementação da Constituição Federal de 1988, da Lei Orgânica de Assistência Social (1993) e da Política Nacional de Assistência (2004). Através deste estudo procuramos refletir sobre as formas de contratação dos trabalhadores lotados na Assistência Social; a estrutura física de atendimento dos equipamentos públicos disponibilizados para atendimento em consonância com as determinações do Ministério de Desenvolvimento Social e Combate à Fome (MDS); a relação entre demanda e capacidade de atendimento; as condições de exercício profissional a que os trabalhadores estão expostos o que, dentre outros aspectos, demarcam as especificidades da política de assistência na Baixada Fluminense. / [en] This paper proposes a reflection on the precariousness of work in social assistance in the city of Caxias - RJ, taking into account the various forms of integration of workers in welfare policy, with prominent reflections of a neoliberal logic. This debate focuses on one of the research axes of the Integrated Center for Studies and Research in Security and Social Assistance (NIEPSAS), and as the locus of social assistance policy of the Duque de Caxias city. The approach elements of the study fall within the changing landscape of the Brazilian social assistance, post-implementation of the 1988 Federal Constitution, the Organic Law of Social Assistance (1993) and the National Assistance Policy (2004). Through this study we try to reflect on ways of hiring workers crowded in the Social Assistance; the physical structure of service of public facilities available to service in accordance with the provisions of the Ministry of Social Development and Fight against Hunger (MDS); the relationship between demand and service capacity; professional practice conditions to which workers are exposed which, among other things, demarcate the specifics of assistance policy in the Baixada Fluminense.

[pt] O presente estudo tem como objetivo realizar uma análise genealógica do discurso oficial sobre drogas no Rio de Janeiro, a partir do realinhamento da Política Nacional Antidrogas parentese PNAD barra2002 parentese e da inserção do Conselho Estadual Antidrogas parenteseCEAD prentese na estrutura da Secretaria de Estado de Assistência Social e Direitos Humanos parentese SEASDH prentese. Tendo por base a teoria foucaultiana sobre poder barra saber, realizamos uma pesquisa documental no acervo do CEAD sob a ótica das seguintes análises: a construção do discurso sobre drogas e sua inserção em regimes de verdade; a formulação do discurso sobre drogas em território brasileiro e o processo de aproximação, no Rio de Janeiro, entre a SEASDH e o realinhamento da PNAD barra 2002. As conclusões apontam para a manutenção de diversos elementos do caráter antidrogas no discurso oficial brasileiro e para um descompasso entre a política nacional e a estadual, que passa por processo de adequação aos preceitos de Política Pública estabelecidos pela Constituição Federal de 1988. / [en] The present study aims to conduct a genealogical analysis of official discourse on drugs in Rio de Janeiro, from the realignment of National Anti-Drug Policy PNAD/2002 and the insertion of the State Council Anti-Drug CEAD in the structure of the Secretariat of State Social Welfare and Human Rights SEASDH. Based on the Foucault´s theory - power / knowledge - conducted documentary research in the archives of CEAD with the following analytical perspectives: the construction of discourse about drugs and their inclusion in systems of truth; formulation of discourse about drugs in Brazil and in the process approach, in Rio de Janeiro, between SEASDH and realignment of PNAD/2002. The conclusions point to the maintenance of various elements of the official Brazilian anti-drug discourse and a mismatch between National and state politics, which undergoes a process of adaptation to the precepts of Public Policy established by the Constitution of 1988.
