[pt] Este trabalho descreve e analisa a dinâmica de apropriação de elementos da
cultura midiática japonesa por um movimento cultural organizado por jovens
brasileiros. O objetivo da pesquisa foi analisar as práticas de jovens que se
autodenominam otakus e que costumam se reunir em animencontros — eventos
organizados por jovens aficcionados por mangás e animês —, freqüentados por
milhares de crianças e jovens de todo o Brasil, onde praticam atividades
específicas e constroem, coletivamente, uma forma própria de aproximação com
essa produção cultural. O trabalho de observação e registro desses eventos foi
realizado ao longo de 2006 e 2007, em quatro regiões brasileiras, nos moldes
definidos para uma pesquisa qualitativa, de cunho etnográfico. Além das
observações de campo, foram realizadas entrevistas estruturadas com 45 jovens
freqüentadores desses eventos. Observou-se, entre outras coisas, o processo de
socialização que se configura entre jovens e os modos de aquisição compartilhada
de conhecimentos específicos relativos à cultura pop japonesa, assim como os
modos de organização interna dos eventos e seus rituais. Foram tomados como
referência teórico-metodológica trabalhos de autores ligados aos Estudos
Culturais Latino-americanos como Renato Ortiz, Nestor García Canclini e Jesús
Martin-Barbero. / [en] This thesis describes and analyzes the appropriation of elements of Japanese
media culture by a cultural movement of Brazilian young people. Its goal has
been to examine the practices of youth who call themselves otakus and meet in
anime conventions (meetings organized by manga and anime devotees). The
participants in these meetings – thousands of young people and children from all
over Brazil – practice activities through which they collectively develop specific
forms of appropriation of those foreign cultural productions. Following the
principles of ethnographically-orientated qualitative research, we investigated
anime conventions that took place in 2006 and 2007 in four Brazilian regions. In
addition to field word, we carried out structured interviews with 45 young
participants in the events. Focus of the observations were the socialization
processes at work, the shared ways of assimilating knowledge specifically related
to Japanese pop culture, as well as the internal organization of the meetings and
their rituals. Theoretical and methodological references were taken from authors
active in the Latin-American Cultural Studies area, such as Renato Ortiz, Nestor
García Canclini and Jesús Martin-Barbero.

[pt] Em um período marcado pela repressão durante a ditadura militar no Brasil, quando houve um agravamento da situação econômica da maioria da população negra e pobre abandonada pelo Estado, movimentos sociais conseguiram obter visibilidade pela luta por direitos e pelo retorno à democracia. A partir da análise de fontes primárias – a Carta das Mulheres Brasileiras aos Constituintes elaborada
pelo Conselho Nacional dos Direitos da Mulher (CNDM) e os jornais publicados pelo Movimento Negro Unificado (MNU), incluindo o documento elaborado na Convenção Nacional do Negro pela Constituinte –, foi possível perceber que, durante a elaboração da Constituição de 1988, o movimento das mulheres negras
construiu diálogos marcados por tensões com o MNU e com as mulheres pertencentes ao CNDM no movimento feminista. Isso promoveu diálogos também marcados por tensões entre o CNDM e o MNU em razão da convergência das propostas que lidam com questões sensíveis à comunidade negra, às mulheres
negras em especial, na Carta das Mulheres Brasileiras aos Constituintes e nas reivindicações presentes nos periódicos do Movimento Negro Unificado, com destaque especial para o documento da Convenção Nacional do Negro pela Constituinte. Documentos esses que influenciaram os direitos previstos na
Constituição de 1988, ameaçados atualmente em tempos de agendas reacionárias ligadas ao exercício autoritário da política. / [en] In a period marked by repression during the military dictatorship in Brazil, when there was a worsening in the economic situation of the majority of the black and poor population abandoned by the State, social movements have managed to gain visibility for the struggle for rights and for the return or democracy. From analyzing primary sources – the Brazilian Women s Letter to the Constituents prepared by the National Council for Women s Rights (CNDM) and the Unified Black Movement (MNU) papers, including the document prepared by the Black National Convention for the Constituent Assembly –, it was possible to realize that, during the elaboration of the Constitution of 1988, the Black Women s Movement has established dialogues marked by tensions with MNU and the women who belong to CNDM in the Feminist Movement. This has promoted dialogues also marked by tensions between CNDM and MNU due to the convergence of proposals that deal with sensitive issues to the black community, black women in particular,
in the Brazilian Women s Letter to the Constituents and in the demands present in the Unified Black Movement papers, with special emphasis on the document of the Black National Convention for the Constituent Assembly. These documents have influenced the rights provided for in the Constitution of 1988, which are currently threatened in times of reactionary agendas linked to the authoritarian exercise of
politics.

[pt] Aquilo que vem sendo interpretado como terror pode, por sua vez, ser interpretado como segurança. As narrativas padrão sobre organizações como o Exército Republicano Irlandês, baseadas em afirmações sobre terror de uma lado e revolução de outro, podem ser relidas com base em narrativas (também usuais) sobre segurança, termo este que infere muito mais legitimidade que terror. A dissertação se debruça sobre o pensamento de Jef Huysmans a fim de fazer uma leitura do IRA enquanto agência de segurança e os processos sociopolíticos onde se inscreve, demonstrado como uma mudança do uso de narrativas do terror para narrativas de segurança remodula a relação entre legitimidade e violência, tanto em relação ao IRA quanto em relação ao Estado. Não se trata simplesmente de uma questão sobre a história de quem é contada, mas de como formas específicas de narrativas e análises acabam por definir o que conta como violência legítima. The standard histories about organisations such as the Irish Republican Army, based on claims about terror on the one hand or revolution on the other can be re-read on the basis of (also standard) narratives about security, with security implying much greater legitimacy than terror.This thesis makes usage of Jef Huysmans thought to analyse the IRA as a security agency and the socio-political processes where it is embedded, in order to show how the shift from terror narratives to security narratives recasts the relationship between legitimacy and violence, both in relation to the IRA and to the state. It is not only a matter of whose history gets told, but how specific forms of narratives work to shape claims about what counts as legitimate violence. Therefore, organisations like the IRA can be better understood when interpreted as organisations that have legitimacy over a population instead of starting from the assumption of their illegitimacy.

[pt] A opressão secular a que foram submetidos indivíduos negros contribuiu
para a construção de uma identidade negra distorcida, atrelada a signos de
inferioridade, nas sociedades que se pautaram por uma supremacia branca
incontestável, como a brasileira. Ser negro passou a ser sinônimo de diversos
atributos negativos que, à medida que foram sendo interiorizados por estes
indivíduos, contribuíram para a reafirmação da sua inferioridade e da sua absoluta
invisibilidade social. Levando em consideração este cenário de opressão e de
marginalização em que se construiu a identidade negra ao longo de gerações, o
objetivo deste trabalho consiste em analisar a repercussão na esfera legislativa
brasileira de algumas demandas atuais do movimento negro que visam

igualitária capaz de emancipar tais indivíduos da dominação a que foram e

contributed to construct a distorted black identity, geared to signs of inferiority, in
societies based on an undeniable white supremacy, as the brazilian one. Being
black came to be synonymous of many negative attributes which as they that were
being internalized by these individuals, contributed to reforce its inferiority and
absolute social invisibilty. Taking into consideration this background of opression
and marginalization in which the black identity has been formed during
generations, the aim of this paper is to analyses the repercution into the brazilian
legislative sphere of some of the demands of black movement which aims to
desconstruct this background through the atribuition of a equal citizenship able to
emancipate these individuals from the domination they were and are still
submited. In order to do so, our theoretical reference is the deliberative democracy
model proposed by Jürgen Habermas as well as recognition which will be
approached from the perspectives of its main contemporary critical theoricals,
Charles Taylor, Axel Honneth e Nancy Fraser.

contemporary Brazilian women s movement and its relation to democracy in the
democratic period begun in the 1980s. The objective of the research is to point out
elements that explain the dynamics of the Brazilian women s movement, the
characteristics of its organization along the process constructing the political
subject and its collective political action in the struggle for the conquest of rights.
In presenting three strategies of political influence of the women s movement –
namely public policies for women, domestic work and facing violence against
women –, the study establishes the direct relation of the action of this social
movement with the conquest and application of rights such as specific public
policies to increase women s citizenship, labor legislation for domestic workers,
and a specialized law to end domestic violence against women.

[pt] O objetivo deste estudo foi discutir a trajetória da luta pela garantia dos direitos de
cidadania das pessoas atingidas pela hanseníase, empreendida pelo Movimento de
Reintegração das Pessoas Atingidas pela Hanseníase, o Morhan, tendo como referência
analítica o trabalho clássico de José Murilo de Caravalho sobre a construção dos direitos de
cidadania no Brasil. A relevância acadêmica da investigação está em estudar um movimento
social com as características do Morhan, predominantemente urbano, de abrangência nacional
e representando forças sociais marginalizadas e, por que não dizer, estigmatizadas na
sociedade brasileira. Além disso, o trabalho procura discutir a capacidade de mobilização e de
articulação de um grupo social na luta pelos direitos civis, políticos e, mais especialmente,
sociais, aspecto ainda recente na história política do país. Contudo a abordagem de um
movimento social com tal magnitude está para além da necessidade de se descrever uma
forma de se manifestar de um estrato da sociedade brasileira, mas é sem dúvida uma
obrigação dos diferentes campos do saber tentar captar efeitos que estão e estarão no futuro,
para muito além da história oficial, mas em essência na memória sofrida dessas pessoas, e que
está fadada ao esquecimento, principalmente, porque infelizmente as pessoas que viveram o
isolamento compulsório e que são a memória viva das adversidades provocadas por uma
política higienista inconseqüênte, estão morrendo. Foi um grande desafio realizar um trabalho
como esse, pois precisamos tentar descrever e analisar a organização de uma associação de
pessoas em prol de uma causa, e que essa causa antes de qualquer ideal, tinha como premissa
básica a simples preservação da vida, e hoje cerca de duas décadas depois da criação dessa
organização, além dessas pessoas marcarem suas posições como cidadãos brasileiros por
afirmação, ainda colecionam conquistas que as tornou visíveis em diferentes países do mundo.
Como conclusão podemos dizer que o Morhan é majoritariamente um movimento social
urbano, que tem sua trajetória marcada pela luta por direitos de cidadania das pessoas atingidas pela hanseníase. Essa luta tem maior ênfase no campo dos direitos sociais, pois em
nossa viagem pelo tempo e espaço do Morhan essa luta é mais recente, mas também a mais
intensa. Não que o movimento não ansiasse pelos direitos sociais desde o inicio de sua
trajetória, mas em nossa pesquisa documental, só conseguimos perceber a materialização desta
luta por direitos sociais no período mais recente. Mais precisamente do fim da década de 1990
aos dias atuais. Ademais, é importante ressaltar que para nossa surpresa, os outros direitos,
civis e políticos, também tiveram destaque na trajetória de luta do Morhan, principalmente os
direitos políticos. Fato este que nos permitiu perceber que um movimento social como o
Morhan aponta para uma vitalidade da sociedade brasileira em sua luta por direitos. / [en] This study discusses the trajectory of the Reintegration Movement of People Affected
with Hansen s Disease (Movimento de Reintegração das Pessoas Atingidas pela Hanseníase -
Morhan) in its battle for citizenship rights for people suffering from leprosy, seen through the
analytical reference of José Murilo de Caravalho s classic work on the building of citizenship
rights in Brazil. The academic relevance lies in studying Morhan s characteristics: a
predominantly urban, nationwide movement representing marginalized and stigmatized social
forces. Furthermore, this study discusses a recent aspect of Brazil s political history, which is
the great mobilizing and articulating ability of a social group in the battle for civil, political
and, above all, social rights. However, approaching a social movement with such magnitude is
beyond a description of a form of manifestation of a stratum of Brazilian society. Different
fields of knowledge should undoubtedly try to capture effects that exist and will continue to
exist in the future, beyond official history, the essence of these people s painful memories.
And they are doomed to oblivion because, alas, people who survived compulsory isolation,
and who are a living memory of the adversities of an inconsequential hygienist policy, are
dying. It was a great challenge to conduct this study because it required describing and
analyzing the organization of an association fighting for a cause that was first and foremost
the preservation of life and now, twenty years after its creation, still collects triumphs of
Brazilians who affirm their position as citizens and who have become visible in different parts
of the world. In the final analysis, Morhan can be mostly said to be an urban social movement
fighting for citizenship rights of people suffering from leprosy. This battle places more
emphasis in the field of social rights, since this is Morhan s more recent albeit more intense
battle. Truthfully said, the movement has pined for social rights since the beginning of its
trajectory; however, our research only perceived the materialization of this battle for social
rights as a recent phenomenon, particularly after the 1990 s. Moreover, is important to emphasize that to our surprise, the other rights, civil and political, were also highlighted in the
path of struggle of Morhan, particularly political rights. This led us to believe that a social
movement such as Morhan distinguishes vitality in Brazilian society in its battle for
citizenship rights.

caso, o acompanhamento, o registro e a análise das
atividades de jovens universitários membros participantes
da ENECOS - Executiva Nacional dos Estudantes de
Comunicação Social que lutam pela democratização da
comunicação. Foram nove meses de observação participante
na Regional Rio de Janeiro, período no qual suas práticas
e táticas - inclusive através da Internet - foram postas
em foco como forma de analisar um movimento estudantil na
contemporaneidade. Além disso, foram realizadas 26
entrevistas sob a forma presencial e aplicados 70
questionários online. Dos dados coletados, buscou-se
estudar tanto como teriam sido forjadas as concepções de
mídia desses estudantes para que optassem por se envolver
pela democratização da comunicação, como os caminhos que
os teriam incentivado a se organizar coletivamente em nome
de ideais. Os resultados apontam que o diálogo do
movimento estudantil com os movimentos sociais organizados
seja a principal fonte de mediação. / [en] The present work has emphasized, by dint of a case study,
the monitoring of a group of young college students who
make part of ENECOS (National Executive of Social
Communication Students). The study took nine months of
participating observance along with students from the
branch in Rio de Janeiro, who fight for the
democratization of communication. During this period, in
which the practices and tactics - including by means of
the internet - were put into focus as a way of analyzing a
student´s movement at present times. Besides that, 26
interviews were made personally and 70 online
questionnaires were applied. The data collected was used
to research not only how the media conceptions of these
students were forged, so that they would choose to be
involved by the democratization of communication, but also
the ways which could have encouraged them to organize
themselves collectively in the name of an ideal. The
results indicate the dialog between the student´s movement
and the organized social movements are the main source of
mediation.

em que engaja pesquisadores e militantes em alguma
atividade dirigida a combater o
Racismo no país. Esses núcleos representam uma instância
acadêmica de construção de
conhecimento coletivo e interdisciplinar sobre a população
negra e articulam os múltiplos
discursos sobre as relações raciais que existem na
academia, promovendo através das suas
atividades e publicações a concretização desses discursos.
Com diálogo sempre aberto com
as militâncias sociais negras, acreditamos que os núcleos
de estudos acadêmicos se
diferenciam dessas por serem um sub-campo de conhecimento
científico que os tornam
espaços de construção de produção no que diz respeito às
questões raciais. Optamos por
uma metodologia qualitativa e analisamos essa história à
luz de seis entrevistas concedidas
no decorrer deste trabalho bem como a análise de alguns
documentos sobre esses núcleos.

científico para sustentar nossas reflexões. / [en] The aim of this work is to learn the histories of three
academic centers for Africandescendents
studies in Brazil, known as the NEAB s - CEAA, CEAB and
NIREMA - with
the purpose of understanding the nature of their
contribution to the struggle against Racism
in Brazil. Since the birth of the first NEAB in Rio de
Janeiro - the CEAA -, these centers
have served as spaces for academic studies and social
action, where researchers and
militants combine efforts to fight against Racism in the
country. These centers provide
academic knowledge and an interdisciplinary point of view
about the black population.
Furthermore, the NEAB s articulates multiple social
voices, by the promotion of academic
activities and publications. We believe that the NEAB s
are different from the militancy
itself due to its character of scientific knowledge
branch, which is consistently opened to
the social black movement representatives. Therefore, the
main contribution of the NEAB s
is to produce academic knowledge about the racial
relations in Brazil. In terms of
methodology, we used a qualitative approach to analyze six
interviews granted by scholars
related to the three centers under examination and a small
set of documents about the
history of those centers. The concepts that highlight this
work are: Racism, race, identity
and scientific knowledge branch.

[pt] O ano de 2006 converteu-se para muitos num momento sem precedentes na história da Bolívia, marcado pela chegada ao poder de seu primeiro presidente indígena após um período de intensas mobilizações promovidas por uma maioria indígena e camponesa e que resultaram em mortes e na renúncia de dois presidentes. Neste sentido, a ascensão de Evo Morales à Presidência representou para estes atores coletivos a concretização de um processo de mudança mais profundo, pautado pela idéia de descolonização e que refletia o seu empoderamento após séculos de submissão ao colonizador, bem como à elite criolla e mestiça. Contudo a união entre estes grupos indígenas e camponeses e sua aliança com o governo são colocadas à prova ao longo do processo em meio à reconstrução do Estado, à reconfiguração do cenário político-social boliviano e à percepção entre alguns de um autoritarismo da parte governamental. Neste trabalho, procuramos entender como as relações entre os distintos protagonistas
do processo, caracterizados por identidades étnicas e classistas, são expressas na Bolívia neste inicio de século, analisando a permanência de uma mentalidade e de práticas coloniais entre os mesmos. / [en] The year of 2006 might be interpreted as an unprecedented moment in Bolivian history, marked by the election of its first indigenous president over a period of intense mobilization. Organized by a majority composed of indigenous and peasant groups, the protests resulted in many deaths and the resignation of two presidents. In that sense, Evo Morales emergence to the Presidency represented to these collective actors the achievement of a deeper process of change, characterized by the idea of decolonization, reflecting those groups empowerment after centuries of submission to the colonizer and the creolle and mestizo elite as well. Nevertheless, the ties between indigenous and peasants organizations and their alliance with the government were put in check in the course of events, distinguished by the refoundation of the Bolivian State, the rebuilding of the political scene and what was perceived as a tyrannical position on the part of governmental authorities. In this work, we intend to understand how relations among decolonization protagonists, self-identified according their ethnicity and class affiliation, are expressed in Bolivia at the beginning of this century. We investigate the permanence of a colonial mentality and its practices during the process.
