Работа посвящена эмпирическому исследованию проблемам повышения эффективности деятельности промышленных предприятий. Считается, что ключевым направлением развития любого предприятия является его производственное планирование. С учетом тенденций и особенностей современного рынка, предполагается, что наиболее перспективным решением является внедрение гибридной системы производственного планирования, которая объединяет в себе элементы наиболее результативных методологий. В работе разработан методический подход к управлению производственным планированием на предприятии, базирующийся на самодиагностике состояния системы оперативного планирования и алгоритме по выбору вида производственного планирования, в основе которого лежит оценка функционирования системы с помощью показателей эффективности предприятия, имеющих как прямое, так и косвенное влияние, что позволит повысить эффективность управления и изменить состав и приоритеты основных ресурсов предприятия. / The research is devoted to an empirical study of the problems of improving the efficiency of industrial enterprises. It is hypothesized that the key direction of development of any enterprise is its production planning. Taking into account the trends and features of the modern market, it is assumed that the most promising solution is the introduction of a hybrid production planning system that combines elements of the most effective methodologies. There is developed a methodological approach to the management of production planning at the enterprise. It is based on 2 steps: the first step is self-diagnosis of the state of the operational planning system and the second on algorithm for choosing the type of production planning, which is based on the assessment of the system functioning using the enterprise performance indicators that have both direct and indirect influence, which will increase the management efficiency and change the composition and priorities of the main resources of the enterprise.

Фокусом научного исследования, проведенного в рамках настоящей магистерской диссертации, является механизм осуществления закупок товаров, работ, услуг для государственных нужд в условиях его реформирования. Цель исследования: анализ механизмов осуществления закупок товаров, работ, услуг для государственных нужд в субъекте Российской Федерации и формирование рекомендаций для совершенствования их работы. Основными методами проведения исследования стали качественный и количественный анализ, а именно экспертное интервью, контент-анализ. В процессе исследования были изучены теоретические основы контрактной системе в сфере закупок товаров, работ, услуг в Российской Федерации; рассмотрена нормативно-правовая база закупочной деятельности на международном, федеральном и региональном уровнях; предложено новое определение механизма закупочной деятельности; сформированы модели организации закупочной деятельности в регионах Российской Федерации; подготовлены практические материалы, которые могут быть использованы специалистами по закупкам в их профессиональной деятельности. Предложенные автором рекомендации по совершенствованию механизма государственных закупок региона Российской Федерации внесут уточнения в действующее законодательство, а также упростят и ускорят работу специалистов по закупкам. / The focus of the research conducted within the framework of this master's thesis is the mechanism of procurement of goods, works, and services for state needs in the context of its reform. The purpose of the study: to analyze the mechanisms of procurement of goods, works, and services for state needs in the subject of the Russian Federation and to form recommendations for improving their work. The main methods of conducting the research were qualitative and quantitative analysis, namely expert interviews, content analysis. In the course of the research, the theoretical foundations of the contract system in the field of procurement of goods, works, and services in the Russian Federation were studied; the regulatory and legal framework of procurement activities at the international, federal, and regional levels was considered; a new definition of the procurement mechanism was proposed; models of the organization of procurement activities in the regions of the Russian Federation were formed; practical materials were prepared that can be used by procurement specialists in their professional activities. The recommendations proposed by the author on improving the mechanism of public procurement in the region of the Russian Federation will clarify the current legislation, as well as simplify and speed up the work of procurement specialists.

Проблема оценки рисков при реализации сложных энергетических проектов чрезвычайно актуальна, поскольку подобные проекты представляют собой сложные планы, масштаб которых может охватывать не только отдельные предприятия, но и города, а также целые регионы. В настоящее время в российской энергетике постепенно создаются условия для внедрения риск-ориентированного управления энергоактивами за счет совершенствования нормативно-правового и нормативно-технического регулирования. Однако подобный переход еще находится на начальном этапе и вопросы оценки рисков в проектах продолжают оставаться в ведении энергокомпаний. Целью работы является комплексная оценка рисков внедрения энергоэффективных проектов в теплоснабжающих компаниях. Научная новизна состоит в систематизации специфических рисков, сопровождающих реализацию проекта внедрения автоматизированной системы управления теплоснабжением в г. Пермь. Практическая значимость - результаты, полученные в работе, могут быть использованы при управлении рисками в аналогичных проектах ПАО «Т Плюс». / The problem of risk assessment in the implementation of complex energy projects is extremely relevant, since such projects are complex plans, the scale of which can cover not only individual enterprises, but also cities, as well as entire regions. Currently, conditions are gradually being created in the Russian energy sector for the introduction of risk-based management of energy assets by improving regulatory and technical regulation. However, such a transition is still at the initial stage and the issues of risk assessment in projects continue to be the responsibility of energy companies. The purpose of this work is a comprehensive assessment of the risks of implementing energy-efficient projects in heat supply companies. The scientific novelty consists in the systematization of specific risks accompanying the implementation of the project of the automated heat supply management system in Perm. Practical significance - the results obtained in this work can be used in risk management in similar projects of PJSC “T Plus”.

Китай и Россия – две крупные державы, входящие в состав ведущих стран экономики мира. Обе страны обладают необходимыми условиями для развития промышленности, и обе включают промышленность в свои приоритетные направления развития на ближайшее десятилетие. Автопромышленность относится к числу проблемных отраслей российской и китайской экономики. Спрос к уровню качества продукции у потребителей продукции автопрома очень высокий. Тем не менее, проблем существует немало. Одна из них состоит в том, как российскую и китайскую автомобильную промышленность сделать не просто конкурентоспособной на рынке, но и способной завоевывать значительные сегменты мирового рынка автомобилей. Для того чтобы определить направления и способы развития отрасли необходимо выявить текущие проблемы и одновременно сделать прогноз на несколько лет вперед. Цель исследования состоит в изучении и выявлении актуальных проблем теоретико-методических основ анализа деятельности предприятий автомобильной промышленности России и Китая. / China and Russia are two major powers that are part of the leading economies of the world. Both countries have the necessary conditions for the development of industry, and both include industry in their priority areas of development for the next decade. The automotive industry is one of the problematic sectors of the Russian and Chinese economy. The demand for the level of product quality among consumers of automotive products is very high. Nevertheless, there are many problems. One of them is how to make the Russian and Chinese automotive industries not only competitive in the market, but also able to conquer significant segments of the global car market. In order to determine the directions and ways of development of the industry, it is necessary to identify current problems and at the same time make a forecast for several years ahead. The purpose of the study is to study and identify the actual problems of theoretical and methodological foundations of the analysis of the activities of enterprises of the automotive industry in Russia and China.

Из-за сформировавшихся внешне и внутренне политических условий, снижение зависимости экономики РФ от внешних факторов становится все более приоритетным направлением развития. Более того, имеется ряд проблем, связанных с недостаточно эффективным развитием нецентральных районов. В их числе проблемы миграции, низкого уровня рождаемости и другие. Более того, изменяется роль институтов государства и местного самоуправления по отношению к гражданскому обществу. Тем самым возникает потребность в разработке и внедрении современных механизмов функционирования местных сообществ для достижения долгосрочных целей социально-экономического развития муниципальных образований. Указанные обстоятельства актуализируют изучение цифровой финансовой экосистемы местных сообществ. Учитывая вышесказанное, целью работы является разработка методики идентификации отдельного экономического агента на предмет его потенциальной принадлежности к локальному экономическому сообществу. Для этого были проанализированы данные о банковских транзакциях. Замкнутые цепи обмена были найдены. Также были рассчитаны 4 типа коэффициентов для определения полезности потенциального включения в сеть экономического агента. И были рассмотрены 4 возможных стратегии развития местного сообщества. Рассчитан экономический эффект. / Due to the formed external and internal political conditions, reducing the dependence of the Russian economy on external factors is becoming an increasingly priority area of development. Moreover, there are a number of problems associated with the insufficiently effective development of non-central regions. Among them are the problems of migration, low birth rate and others. Moreover, the role of state and local government institutions in relation to civil society is changing. Thus, there is a need for the development and implementation of modern mechanisms for the functioning of local communities to achieve long-term goals of socio-economic development of municipalities. These circumstances actualize the study of the digital financial ecosystem of local communities. Considering the above, the aim of the work is to develop a methodology for identifying an individual economic agent for its potential belonging to the local economic community. For this, data on banking transactions were analyzed. Closed circuits of exchange have been found. Also, 4 types of coefficients were calculated to determine the usefulness of a potential inclusion in the network of an economic agent. And 4 possible strategies for the development of the local community were considered. The economic effect is calculated.

С развитием цифровых технологий традиционная система ведения бизнеса была разрушена, и сейчас многие компании больше, чем когда-либо, должны реагировать на цифровизацию. Цифровая трансформация привносит инновации не только в поставку продукта, но и в то, как сегодня ведется бизнес. Очевидно, что пандемия COVID-19 изменила нашу жизнь, и можно точно сказать, что деловая деятельность и бизнес-модели в той или иной форме подверглись цифровой трансформации в связи с пандемией COVID-19. Основной целью данной исследовательской работы было определить, как цифровая трансформация, вызванная пандемией, изменила бизнес-модель выбранной компании в Екатеринбурге, Россия, уточнить определение цифровой трансформации, проанализировать структурированный подход к цифровой трансформации, а также подход, этапы, деятельность и результаты. Поскольку выбранная компания работает в сфере развлечений, данная исследовательская работа представляет собой тематическое исследование. Основные виды деятельности и элементы бизнес-модели выбранной компании до и во время пандемии будут определены с помощью Business Model Canvas, а подход компании к цифровой трансформации будет изучен и проанализирован, чтобы дать дальнейшие рекомендации для других компаний, стремящихся улучшить или изменить свою бизнес-модель посредством цифровизации из-за пандемии COVID-19. Знания, полученные в данном исследовании, показывают, как цифровая трансформация изменила/улучшила бизнес-модель выбранной компании. Выводы данной исследовательской работы предназначены в основном для других компаний, которые рассматривают возможность цифровизации. / With the evolution of digital technologies, the traditional system of doing business has been fractured and many companies now more than ever must react to digitalization. The digital transformation brings innovation not only into the delivery of the product but to the way businesses are conducted nowadays. It is evident that the COVID-19 pandemic has changed our lives, and it is accurate to say that business activities and business models have undergone some form of digital transformation due to the COVID-19 pandemic. The main goal of this research paper was to identify how the digital transformation that was caused by the pandemic has changed the business model of a selected company in Yekaterinburg, Russia, clarify the definition of digital transformation, analyze the structured approach to digital transformation as well as the approach, phases, activities, and results. Because the selected company is operating in the entertainment sector, this research paper is a case study. The basic activities and elements of the business models of the selected company, before and during the pandemic will be identified using the Business Model Canvas, and the company’s approach to digital transformation will be examined and analyzed, in other to make further recommendations for other companies looking to improve or change their business model through the digitization because of COVID-19 pandemic. The knowledge gained in this research shows how the digital transformation changed/improve the business model of the selected company. The conclusions of this research paper are mainly for other companies that are considering their digitalization.

Целью исследования является совершенствование инструментария повышения эффективности деятельности авиакомпаний в сфере региональных воздушных перевозок. Предложен методический подход к повышению эффективности региональных воздушных перевозок, элементами которого являются выработка стратегических решений по совершенствованию структуры парка воздушных судов, тактических решений по их распределению по маршрутам региональных перевозок, обоснование направлений совершенствования системы полетного сервиса и методическое обеспечение этих элементов. Предложенные автором рекомендации позволяют повысить эффективность деятельности авиакомпаний в сфере региональных воздушных перевозок. / The aim of the work is to improve the instruments of operational efficiency in the regional airlines. Methods to improving operational efficiency in the regional airlines consist of the development of strategic solutions to improve air fleet efficiency, tactical decisions of aircraft routing on regional air traffic, the rationale for the flight services improvement and methodological support of these elements. The author’s methods make it possible to improving operational efficiency in the regional airlines.

Цель исследования – разработка методических основ эффективного управления системой энергетического менеджмента на промышленном предприятии с учетом тенденций развития зеленой экономики и цифровизации производства в современных условиях. Объектом исследования является система энергетического менеджмента промышленного предприятия. Научная новизна исследования состоит в разработке теоретических основ и методических подходов на основе интеграции концепций экологической ответственности и цифровизации производства в систему энергетического менеджмента предприятия. Развита концепция дорожной карты внедрения системы энергетического менеджмента на предприятии в соответствии с принятой энергетической политикой и современными представлениями об энергоэффективности. Особенностью карты является планирование мероприятий, направленных на углубление цифровизации внутренней среды энергопотребления и соблюдение показателей результативности внедрения зеленой экономики, таких как снижение выбросов диоксида углерода, доля невозобновляемых ресурсов в структуре энергопотребления, доля повторного использования энергии в производстве. Предложенная концепция позволит достичь энергоэффективности бизнес-процессов с учетом современных подходов к ответственному энергоменеджменту на промышленном предприятии. / The purpose of the study is to develop methodological foundations for the effective management of the energy management system at an industrial enterprise, taking into account the trends in the development of a green economy and digitalization of production in modern conditions. The object of the study is the energy management system of an industrial enterprise. The scientific novelty of the research lies in the development of theoretical foundations and methodological approaches based on the integration of the concepts of environmental responsibility and digitalization of production into the energy management system of an enterprise. The concept of a roadmap for the implementation of an energy management system at an enterprise has been developed in accordance with the adopted energy policy and modern ideas about energy efficiency. A feature of the map is the planning of activities aimed at deepening the digitalization of the internal environment of energy consumption and compliance with the performance indicators of the implementation of the green economy, such as reducing carbon dioxide emissions, the share of non-renewable resources in the structure of energy consumption, the share of energy reuse in production. The proposed concept will allow achieving energy efficiency of business processes, taking into account modern approaches to responsible energy management at an industrial enterprise.

В работе рассмотрены основные виды внешних угроз в сфере информационной безопасности и проведена оценка их потенциальной опасности. Выполнено исследование принципа работы метода фильтрации трафика как способа защиты от большого количества внешних угроз безопасности. Произведён анализ и сравнение систем фильтрации трафика, составлен алгоритм работы основной части сетевого фильтра. На основании проведенного анализа был спроектирован и разработан прототип системы фильтрации трафика, удовлетворяющий всем определённым требованиям. Проведено тестирование разработанного прототипа фильтра трафика с помощью нескольких видов тестирования и дана оценка эффективности работы разработанной системы. / This paper considers the main types of external threats in the field of information security and assesses their potential danget. A study was made of the principle of operation of the traffic filtering method of as a way to protect against a large number of external security threats. An analysis and comparison of traffic filtering systems has been made, an algorithm for the operation of the main part of the network filter has been compiled. Based on the analysis, a prototype of a traffic filtering system was designed and developed that satisfies all the specific requirements. The developed prototype of the traffic filter was tested using several types of testing and the efficiency of the developed system was evaluated.

Целью магистерской диссертации является изучение теоретических аспектов экономического обеспечения управления персоналом производственного предприятия, анализ влияния здоровья и благополучия работников на экономические и кадровые показатели предприятия черной металлургии и разработка рекомендуемых мероприятий по повышению эффективности экономических методов управления трудом. В теоретической части работы представлены основные понятия, цели, задачи и методы экономического обеспечения управления персоналом. В практической части дана краткая характеристика исследуемого предприятия и экономического обеспечения управления персоналом, описываются результаты проведенной автором оценки влияния здоровья и благополучия работников на экономические и кадровые показатели предприятия. На основе полученных данных разработаны авторские предложения по совершенствованию экономического обеспечения управления персоналом, разработаны мероприятия по совершенствованию экономических методов управления трудом на производственном предприятии. В заключении подведены итоги в соответствии с поставленными задачами. / The purpose of the master's thesis is to study the theoretical aspects of the economic support of personnel management of a manufacturing enterprise, analyze the impact of the health and well-being of employees on the economic and personnel indicators of a ferrous metallurgy enterprise, and develop recommended measures to improve the efficiency of economic methods of labor management. The theoretical part of the work presents the basic concepts, goals, objectives and methods of economic support for personnel management. In the practical part, a brief description of the enterprise under study and the economic support of personnel management is given, the results of the assessment of the impact of the health and well-being of employees on the economic and personnel indicators of the enterprise are described. Based on the data obtained, author's proposals were developed to improve the economic support of personnel management, measures were developed to improve the economic methods of labor management at a manufacturing enterprise. In conclusion, the results are summarized in accordance with the tasks set.
