高雄市 埕區都市更新可行性分析之研究

高雄市 埕區曾長期據有中心商業區之地位,然近年來本區的商業機能大幅衰退沒落 ,新近崛起的商業地帶迅速取得優勢,以致本區的商業地位日益滑落;但在面對高雄 市朝向都會化發展的趨勢中,許多規畫報告和法定計畫卻仍冀望本區扮演中心性商業 機能,漠視本區內有衰退外有強大競爭的雙重壓力,且對本區之未來發展亦缺乏具體 對策,此種規畫與現實有所歧異的矛盾必須加以修正,又為挽救本區之機能免於頹敗 之命運,則本區需要一套完整的復甦計畫,於是引發了本論文之研究動機,希望能對 埕區之更新問題進行初步的探索。 本論文先檢討各階層法定計畫的內涵,以知曉本區之定位;透過現況發展資料之分析 並配合問卷調查以瞭解本區之特性;再由都會區之整體觀點對本區未來發展潛力進行 評估,綜合歸納出本區衰退的原因,並掌握本區實施更新將面臨的課題。而後根據“ 機能置換”的更新理論,以“強化土地使用強度”、“改善土地利用效益”為更新之 基本原則,期望在不損傷現有商業機能之前提下,加強本區其他都市機能活動,尤其 是住宅機能之重整,以建立高品質住宅區域,促使本區經由機能之更新轉換,避免沒 落之命運。 本論文共計六章,主要分為理論回顧、實證研究和更新規畫三部分,玆分述如下: ※第壹章為緒論,闡述研究動機、目的,界定研究範圍、內容,說明研究方法和程序 。 ※第貳章對更新理論作回顧檢討,含更新之意義與內涵,實施之型態與方式,並討論 更新方式之選擇。 ※第參章進入實證研究之部分,先自 埕區之沿革探討其變遷過程,後檢討各法定計 畫之規畫內容,以明確掌握本區在都市發展歷程中所扮演之角色;再根據現況資料, 對本區人口、產業經濟活動、土地使用、居住環境等發展現況加以分析。 ※第肆章則以整體性觀點對 埕區之未來進行評估,在這一章中以高雄市的發展趨勢 、現代化產業之傾向、土地利用效益和本市各商業中心競爭力之分析為主要內容,藉 以評估本區機能之發展途徑,由此而掌握本區的特性和課題。 ※第伍章進行更新之規畫,首先藉前途二章之分析對本區之更新提出基本構想,在參 考本區重大公共投資活動的影響程序後,擬定本區初步的更新內容,再依據理論和實 際狀況擇定恰當的更新方式,而後進行可行性分析。 ※第陸章提出本論文之結論和建議事項。

後威權時期台灣國家社會關係—國家能力與社會自主性

國民黨執政期間國家社會關係為上對下威權統治關係,而後威權時期台灣國家社會關係最突出的現象為社會自主性的提昇,國家社會關係轉變為平行合作伙伴關係,經濟自由化促進政治民主化,表面上「民意」成為台灣政經發展的主要推動力量,但支持台灣後威權時期民主政治發展之多元制度卻仍付之闕如,促使台灣發生類似民主民粹化現象。高漲的民意反噬民主政治賴以建立的根基—多元化民主,政治一元化論述撕裂了民主社會應有的基本共識與互信,並造成國家認同問題,筆者認為,民主民粹化現象使後威權時期台灣國家社會關係反而回到國家社會衝突對抗關係,多元與互補性認同是撫癒此種社會裂痕的主要關鍵。而缺乏制度性安排是造成此種緊張關係的主要原因,國家社會鑲嵌性不足,聯帶影響台灣整體國家能力。 後威權時期台灣所臨的困境主要在於如何以制度性安排重建國家社會鑲嵌性,社會需求、想法能循正常制度管道完全供輸至公部門,而公部門在制定重大政策時能同時整合私部門的需求與想法,但切忌以國家基礎建設能力為祭品,讓行政官僚體系無法發揮應有的效能,不僅社會鑲嵌性出現問題,也使貧富差距加大,造成社會不穩定。 台灣正處於政經轉型階段,如何以正面適切的回應解決來自全球化的挑戰,是政府和民間社會必需共同面對的問題,制度若無法成為民主政治的主要屏障,則民主化不必然保證多元社會的出現。

外派主管的管理職能之研究-以我國企業外派大陸地區為例

本研究的目的針對國內蔚為盛行的產業外移風潮,而大陸地區正在彼岸用無限的商機和減少勞動成本的誘因招手著,如何有效的創造最大的利潤和競爭力正是對大陸投資的臺商共同關切的問題,而企業最大的資產來自於優秀的人才,唯有適才適所才能創造雙贏,因此本研究希望藉由建構客觀的指標性工具--外派管理職能評鑑量表,用以輔助企業有效地找出適切的外派大陸地區之主管。 本研究先透過文獻回顧與整理、標竿主管深度訪談,建構初步的外派大陸地區管理職能量表146題。再透過內容效度、重要性分析後確認了103題當作正式實證測試的正式問卷。本研究共寄出427份問卷,回收有效問卷為221份,有效問卷回收率為51.8﹪。 問卷回收後,進行因素分析篩選出七個外派管理職能的衡量性構面共計有31題。七個構面的內部一致性α值介於0.74 ~ 0.82之間,具備高度的內部一致性。研究結果的七個構面分述於下: 一、處理跨文化事務問題的能力職能群組 主要職能包括具備預防問題發生的能力;具備迅速發現問題的能力;具備對事務、問題的理解、分析、解決的能力;具有面對危機處理,快、狠、準的應變力和行動力;具有替代方案的規劃準備;以及具備跨文化勞資、團隊爭議的謹慎談判和處理能力等等。 二、海外生活的適應性職能群組 主要職能包括具備對挫折的堅忍力;具備容忍不明確的能力特質;能夠自我情緒智商的控制、發展與管理;具備對文化韌性、跨文化的適應力(生活、環境、工作上的適應力);以及壓力管理、本身抗壓性良好等特質。 三、自我導向職能群組 主要職能包括具備謙虛,對自我要求持續地改善任何缺失之處,不斷地自我超越之特質;定期做喜愛的活動,幫助紓緩新的實體及文化環境所帶來壓力;在異國中能尋找可替代原有嗜好或活動;能夠有充份的自信心和自我的認同;有自我充實、成長與不斷學習新知,以求創新之特性等等。 四、面臨當地各方面環境之決策能力職能群組 主要職能包括具備獨立決策的能力;具備適時企劃、計劃能力;具備多面向和清晰的邏輯、系統化思考力;具備正確、迅速對事務的判斷力;以及具有對數字的敏銳度,以應變政治、經濟環境對市場影響等等。 五、跨文化團隊建立發展能力職能群組 主要職能包括具備跨文化團隊合作的能力;具有創造跨文化團隊的向心力、凝聚力、工作價值;以及具備促進跨文化工作團隊的順利建立、發展與運作的能力等等。 六、透視或體會社會結構同質性職能群組 主要職能包括具備在外派任務中能傳承公司文化和習性並且運用;具有在外派任務中能導入公司的價值觀之認知;具有本地、外地員工間的文化融合的人文特質;及具備尊重當地文化、不本位主義的態度。 七、跨國任務的執行力職能群組 主要職能包括對工作高度的責任感;面面俱到執行任務之實現能力;及具備執行工作的的熱誠、熱情、活力等等。 最後透過迴歸分析的檢驗,驗證出本評鑑量表對外派大陸地區主管人員的工作績效具有顯著性的影響,當中以自我導向職能群組、海外生活的適應性職能群組、透視或體會社會結構同質性職能群組、跨國任務的執行力職能群組的影響最顯著。 / The purpose of this study is to research on the current of Taiwan industry relocation, and the Mainland China is waving with the limitless business opportunity and inducement of the labor cost of the reduction on the other shore, how the effective creation largest profit and competitiveness are exactly common issues deeply concerned of Taiwan corporations of investing in the Mainland China, and enterprise's largest assets come from outstanding talented human resources. The win-win situation could only be created rightly by proper arrangement. Therefore, this research hopes by building and constructing the objective index tool –Expatriate managerial competencies assessment scale, is used to find out the appropriate executive who sends the continent area to oversea operation effectively in auxiliary enterprises. This research is reviewed and put in order through documents first, the model is in charge of depth interview, build and construct preliminary 146 questions of form of the China regional managerial competencies and have confirmed after and then analyzing through content validity . Among them, 103 questions are regarded as the formal questions by the level of importance that formats final questionnaire. Sending 427 questionnaires altogether in this research, there is 221 retrieved the effective questionnaire; the effective rate of recovery of questionnaire is 51.8. After the questionnaire is retrieved, I carry on the factor analysis that has 31 questions to construct the surface altogether to screen seven domains .While Cronbach α between 0.74 to 0.82 in internal consistency, a value of seven domains of managerial competencies, possess the internal consistency of the height. Seven domains of the result of study are divided and stated as follow: First, ability of dealing with the cross-cultural affairs competencies:Possess and preventing the ability that the question happens; Possess the ability to pinpoint the problems rapidly; Possess the understanding, analysis, ability to solve to the affairs, problem; Deal with the crisis, fast, ruthless, accurate adaptability to changes and action strength; There is planning which substitutes the scheme that is prepared; And the prudent negotiation with cross-cultural labor and capital, group's dispute and so on. Second, adjustment of overseas life competencies:Possess the steadfast and persevering strength to the setback. Possess and tolerate the indeterminate ability and specialty. Can self- mood control, develop of IQ manage; Possess it to cultural-toughness, cross-cultural adjustment (life, environment, adaptive capacity at work); Specialties, such as and pressure management, resisting the pressing well by itself and so on. Third, self-oriented competencies:Possess modestly, to requiring oneself that improves the place of any disappearance continuously, specialty that is surmounting oneself constantly; Do the activity that likes regularly, help to release the pressure which cause by new entity and cultural environment; Ability to find the substitute to take place the original hobby or activity; There can be self-confidence of filling one and self- approval; Oneself substantiates, grows up and studies new knowledge, so that characteristic of innovation ,etc. constantly. Fourth, ability of decision making when facing local environments of various fields competencies:The ability with independent decision making; Possess the enterprise planning in real time, plan ability; Possess and face more with clear logic, systematic thinking; Possess the correct judgment ability to the affairs rapidly; And have it to acumen degree of the figure, the political, economic environment influences etc. the market in order to meet an emergency. Fifth, ability of the cross-cultural team builder and development cluster competencies:The ability with cross-cultural team unity; have centripetal force, cohesiveness, work values of creating the cross-cultural team; And possess and promote smooth setting-up, development and ability of operation which step the cross-cultural work team and so on. Sixth, the similarity of structure of societies competencies:Possess and can pass on company's culture and habits and acquired characteristics and use in sending the task to some other department; Have cognition that can be channeled into the values of the company in sending the task to some other department; Have humane specialty that culture among here, none-local staff merges; Respect local culture, attitude of selfish depart mentalism to possess. Seventh, execution of the transnational task competencies:The sense of duty to the working height; Realization ability to attend to each and every aspect of a matter and execute the task; and the cordiality, enthusiasm, vigor of the one that possess execution assignments and so on. Finally, through regression analysis, it proves that there is a great connection between the assessment scale and the performance mana- gement personnel who is sent to Mainland China. The competencies that with higher influences are self-directed competencies, adjustment of overseas life competencies, the similarity of structure of societies com- petencies, execution of the transnational task competencies.

英文童謠教學對國小英語補救教學效能之研究 / The Effects of Nursery Rhyme Instruction on EFL Remedial Teaching in Elementary School

本研究旨在探討英文童謠教學對台灣國小英語學習低成就學童對英語的音素覺識、認字、拼字能力、以及英語學習態度的影響。實驗分兩階段進行。第一階段進行小規模的前測作為正式研究的準備,先行測試選用的英語童謠是否適切、教學活動是否可行,以及低成就學童在音素覺識與學習態度是否因此改善等等,並根據初探結果規劃正式實驗。第二階段的正式實驗,除音素覺識與學習態度外,更進一步探討英文童謠教學對認字及拼字能力的影響。 在正式實驗中,實驗對象為桃園市某國小36名四年級的學習低成就學童(學業表現為後百分之十)。研究者將此36名學童隨機平均分配為兩組;實驗組及對照組兩組,各18名學生。對實驗組施以平衡閱讀「由整體到細部」(whole-to-parts)架構設計的英文童謠教學,將音素覺識及字母拼讀法(phonics)等技巧訓練自然地融入有趣的英文童謠情境中;而對照組則單獨採用字母拼讀教學,循序教授字母與音的對應關係。實驗組及對照組每週均有兩節英語補救教學,每節課40分鐘,持續十二週。兩組學生在教學前後各施以前測及後測,內容包括音素覺識測驗、認字測驗、拼字測驗,以及英語學習態度問卷調查,以評量受試者在早期讀寫技巧上的發展,及學習態度上的改變情形。 同組組內前後測比較結果顯示,在十二週實驗教學後,實驗組及對照組二組學生在音素覺識、認字及拼字能力三方面,均有顯著的進步。然而,只有實驗組學生對英語學習的態度有顯著的正向改變,對照組學生則無。此外,兩組組間比較結果發現,雖然在實驗前,兩組學生英語拼讀能力相當,對英語的看法也類似,但經實驗教學後,兩組的後測成績有非常明顯的差異,實驗組學生在音素覺識、認字、拼字能力的進步幅度,以及學習態度各方面,均顯著優於對照組。 以上研究結果顯示,運用英文童謠進行補救教學確實極為有效,不但能增進台灣英語低成就學童的早期讀寫技巧,且能改善其學習英語的態度。本研究之結果及教學建議,可供未來國小補救教學相關研究之參考。 / The purpose of this study was to explore the effects of nursery rhyme instruction on Taiwanese elementary school EFL underachievers with regard to their development on phonemic awareness, word recognition and spelling abilities, and their attitudinal changes toward learning English. The present study was conducted in two stages. A small-scale pilot study was first carried out as a preparation for the formal study. The feasibility of nursery rhyme instruction and the effects of this instruction on phonemic awareness and learning attitudes were tested on seven EFL underachievers preliminary to the formal study. In the second stage, a formal study which followed closely the design of the pilot study, further explored the effects of nursery rhyme instruction on word recognition and spelling abilities. In the formal study, thirty-six fourth grade underachievers (whose academic performances were at the bottom 10 percent) with deficient phonemic awareness were screened for this study. The experimental group and the control group were evenly matched with eighteen students each. The experimental group received nursery rhyme instruction using the “whole-to-parts” framework of balanced reading within which training in skills including phonemic awareness and phonics is embedded into the context of children’s literature. The eighteen subjects in the matched control group received explicit phonics instruction wherein the isolated sound-letter correspondences were sequenced and taught explicitly and systematically. To assess their development in early literacy skills, all subjects took the pretests and posttests of phonemic awareness, word recognition and spelling. Moreover, to measure their attitudinal changes toward learning English, they were administered the attitude questionnaires before and after the remedial instruction. Data was collected from early-September until early-December, 2006, covering twenty four 40-minute class periods for each group. Comparison of within-group performance indicated that both the experimental group and the control group made significant post- over pretest improvements in phonemic awareness, word recognition and spelling abilities. However, only the experimental group had a significant positive change on their attitudes toward English. In addition, at the onset of the study, both groups started with equivalent early literacy skills, and held similar attitudes toward English learning. However, posttest scores revealed that the experimental group significantly outperformed the control group in phonemic awareness skills, word recognition and spelling abilities. Significant differences can also be found in their attitudes towards learning English. The findings from this study indicate that a remedial instruction utilizing nursery rhymes can effectively help Taiwanese EFL underachievers improve their early literacy skills, and more significantly, their learning attitudes towards English. Based on the findings, pedagogical implications and suggestions for further studies are provided.

詞彙的修辭成份屬於較難或無法翻譯的部分,造成不少翻譯上的等值問題。本論文以帶有修辭色彩的俄語詞彙為研究對象,從俄語詞彙學與修辭學的既有架構出發,搭配翻譯等值與轉換理論,探討詞彙的功能語體限制以及情感評價成份對翻譯造成的影響。 本文的研究主旨,在於突顯詞彙修辭色彩的重要性。並試圖從修辭功能的角度,來補償翻譯過程中,原詞彙修辭與情感評價色彩上的損失,以建立原文與譯文之間的功能等值。

從眼動證據探索高功能自閉症類群障礙兒童的生物性運動知覺歷程 / An Eye-Tracking Study on Biological Motion Perception in Children with High-Functioning Autism Spectrum Disorder

研究目的:本研究旨在探究高功能自閉症類群障礙(High-Functioning Autism Spectrum Disorder, HFASD)兒童基本的運動知覺、動物生物性運動知覺、與人類生物性運動知覺之偏好注視表現與注意力時間歷程,逐步澄清HFASD兒童的生物性運動知覺表現與社會缺損的關聯性。此外,針對自閉症類群障礙的異質性,進一步探討HFASD兒童具智能優異特質者之生物性運動知覺表現。 研究方法:本研究共招募50名7至10歲之HFASD兒童與25名配對生理年齡與智力之TD兒童。本研究採偏好注視作業,以光點呈現三種運動刺激對比的視覺配對情境:(1)基本運動知覺:物體運動配對散亂運動;(2)動物生物性運動知覺:動物運動配對物體運動;(3)人類生物性運動知覺:人類運動配對動物運動。透過眼動追蹤技術測量受試兒童觀看各運動刺激之凝視時間比例與時間歷程之凝視可能性。研究亦涵蓋智力、症狀嚴重度、及適應行為評估。 研究結果:基本運動知覺方面,TD兒童與HFASD 兒童皆對散亂運動具偏好反應。生物性運動知覺方面,整體來說,TD與HFASD兒童皆較偏好動物與人類運動。時間歷程分析顯示,HFASD與TD兒童在相同的時間窗格對動物與人類運動產生偏好興趣。此外,在動物生物性運動知覺中,於時間歷程早期階段,HFASD兒童偏好動物運動之程度低於TD兒童,且偏好動物運動的程度與社會溝通缺損具相關性,於晚期階段,兩組偏好動物運動的程度無顯著差異。在人類生物性運動知覺中,於時間歷程早期階段,HFASD兒童偏好人類運動的程度與TD兒童相當,隨時間遞增,TD兒童維持對人類運動的偏好興趣,然而,HFASD兒童對人類運動的偏好興趣則逐步遞減,至晚期階段,HFASD兒童偏好人類運動的程度顯著低於TD兒童,且與自閉症狀具相關性。考量本研究HFASD兒童樣本之異質性,結果指出智能優異的HFASD兒童對動物生物性運動的偏好程度與TD兒童相當,但在人類生物性運動知覺中,智能優異組與非智能優異組皆隨時間遞增對人類運動的偏好興趣則逐步遞減。 總結:研究結果指出,HFASD兒童對生物性運動的偏好興趣及產生偏好的速度與TD兒童無明顯差異。但HFASD兒童對人類生物性運動偏好興趣的持續度較TD兒童低落,且不因認知優勢具補償作用。整體而言,顯示HFASD兒童的生物性運動知覺表現型態在反映其社會缺損上具有參考價值。本研究也進一步探討臨床應用、研究限制與未來的研究方向。 / Purposes: This study investigated the preferential attention and attentional processing on the basic motion perception, animal biological motion perception, and human biological motion perception in children with High-Functioning Autism Spectrum Disorder (HFASD). It aimed to explore the processing of biological motion perception in children with HFASD and the association to social deficit. Moreover, concerning the heterogeneity within ASD, the study examined the biological motion perception in intellectually gifted children within HFASD. Method: Fifty children aged 7 to 10 years with HFASD and twenty-five children with typically development(TD)matched on age and IQ were recruited. The current study utilized preferential looking paradigm and motion point-light displays, demonstrating three visual comparison: (1) basic motion perception: object motion paired with scrambled motion; (2) animal biological motion perception: animal motion paired with object motion; (3) human biological motion: human motion paired with animal motion. Eye-tracking techniques were applied to measure proportion of dwell time and time course of fixation probability on each motion stimuli. Cognitive function, symptom severity, and adaptive function were also measured. Result: In basic motion perception, children with TD and HFASD preferentially attend toward scrambled motion. In biological motion perception, generally, children with TD and HFASD preferentially attend toward animal motion and human motion. Time-course analysis revealed that children with TD and HFASD attended toward animal motion and human motion at the same time window. Moreover, in animal biological motion perception, children with HFASD showed lower preferential interest in animal motion than children with TD at the early stage of time course, and there were no significnant difference between groups at the late stage of time course. The results also found that the level of preference for animal motion was associated with the severity of social communication. In human biological motion perception, children with TD and HFASD showed similar level of preferential interest in human motion at the early stage of time course; afterthat, children with TD matained preferential interest in human motion across time, but children with HFASD reduced preferential interest in human motion across time. At the late stage of time course, children with HFASD showed significantly lower level preferential interest in human motion than children with TD, and it was associated to symptom severity. Concerning the heterogeneity within the study sample of HFASD, results indicated that there was no difference on the level of preferential interest in animal motion between intellectually gifted HFASD (IG-HFASD) and TD group; however, in human biological motion perception, IG-HFASD and nonIG-HFASD group reduced preferential interest in human motion across time course compared to TD group. Conclusion: Findings suggested that children with HFASD exhibit the equivalent preferential interest and speed of attending to biological motion as did TD children. However, children with HFASD reduced referential interest in human biological motion across time course compared to TD children, and not influenced by the intellectually gifted advantage with compensation. The results implicated that biological motion perception may play an important role to understanding the social deficit in children with ASD. Theoretical and clinical implications of the study were discussed.

本論文研究在於一行動計算網路上建構一個具有服務品質保障之以代理人為基礎的服務系統以提供用戶及行動代理人的行動能力管理。此研究主要的貢獻可分為以下三方面: (1) 提出行動能力管理機制,使行動用戶能以單一用戶ID漫遊於不同的網路上 (2) 提出行動代理人行動能力管理機制,幫助系統搜尋一已派遣出之代理人以加強對代理人的管理 (3) 提出一個「以代理人 (Agent) 為基礎之有服務品質 (QoS) 保障的管理架構」以支援行動代理人及行動用戶之行動能力的管理,並確保服務品質 在本論文中,我們將探討如下的研究課題: (1) 對行動用戶之行動能力的管理 (A) 多個廣域網路管理中心架構 (B) 用戶行動能力與網路通訊時間之分析 (C) 訂定欲註冊之GNMC、LNMC選擇策略 (D) 行動用戶移動時的註冊及註銷策略 (E) 對行動用戶之位置的定位及追蹤 (F) 使用暫存器記錄以提昇用戶位置追蹤的效率 (2) 對行動代理人之管理 (A) 對行動代理人之多種搜尋策略 (B) 於每次搜尋時,移除最多之代理人不可能停留之主機的個數 (C) 預測代理人位於某一特定主機的機率 (D) 動態轉換搜尋策略的機制 (E) 計算搜尋某一代理人所需拜訪之主機的期望個數 (F) 搜尋時配合代理人監聽的機制 (3) 設計及建構一「有服務品質保障之以代理人為基礎的服務系統」 (A) 系統架構 (B) 定義代理人服務系統中每一元件之功用及實作細節 (C) 代理人管理機制 (D) 服務品質表示方法 (E) 有服務品質保障之服務 / In this research, we study the issues of building a QoS agent-based service system in managing client mobility and agent mobility for mobile computing network. Our major contribution is classified into the following three categories: (1) Propose sets of client mobility management strategies to support clients roaming on different networks (2) Propose mobile agent search strategies to manage mobile agent mobility (3) Propose a QoS agent-based management architecture to manage clients and agents mobilities; and provide service to clients with QoS guarantee.
