Os doze passos do governo das vidas nas comunidades terapêuticas

Esta dissertação constitui-se em uma pesquisa sobre os efeitos da inserção das comunidades terapêuticas para o tratamento de usuários de drogas no Sistema Único de Saúde, a partir do Plano Integrado de Enfrentamento ao Crack, publicado pelo governo federal em 2010. Foram analisados os projetos de tratamento de quatro comunidades terapêuticas, disponíveis na internet. Para fundamentar a discussão da pesquisa, primeiramente, apresentamos um breve histórico da constituição das políticas públicas sobre drogas no país, tanto no âmbito da saúde como da segurança, a fim de visibilizar como se constitui a condição de possibilidade do entrelaçamento entre comunidades terapêuticas e a rede pública de saúde. Apresentamos, também, a estrutura e o funcionamento das instituições denominadas comunidades terapêuticas, bem como seu modelo de tratamento para os usuários de drogas, baseado na metodologia dos doze passos dos Alcoólicos Anônimos. Através dos projetos terapêuticos, analisamos quais as premissas para o tratamento dos usuários de drogas e em que saberes essas premissas se sustentam, bem como a articulação entre a moral religiosa e as tecnologias disciplinares e biopolíticas na conformação do modelo de atenção das comunidades terapêuticas e na produção de modos de subjetivação. Para a análise desta pesquisa, utilizamos os operadores conceituais de biopoder e governamentalidade de Foucault. / This dissertation it is a survey on the effects of the insertion of therapeutic communities for the treatment of drug users in the Health System from the Integrated Plan to Combat Crack, published by the federal government in 2010. We analyzed the treatment projects four therapeutic communities, available on the internet. To ground the discussion of research, first we present a brief history of the formation of public policy on drugs in the country, both within health and safety in order to visualize constuiu as the condition of possibility of entanglement between therapeutic communities and the network public health. Here also, the structure and functioning of institutions called therapeutic communities, as well as its model of treatment for drug users, based on the methodology of the twelve steps of Alcoholics Anonymous. Through the therapeutic projects, which analyzed the assumptions for the treatment of drug users and knowledge that these assumptions hold up as well as the link between religious morality and disciplinary and biopolitical technologies in shaping the model of care and therapeutic communities in the production of modes of subjectivity. For the analysis of this research, we use the operators concentuais of biopower and governmentality Foucault.

Acidente de trabalho típico : uma análise da binarização da culpa

The government registered 653,090 accidents in 2007. 414,785 (80,7%) of them happened during the working hours (called typical accidents). Facing these results, several public agencies are working hard to avoid this kind of accidents using some laws and decrees based on the Brazilian constitution from 1988. Each branch of these agencies seeks for solutions to decrease these accidents.These investigations, which took place in the state of Espírito Santo Brazil, analyzed common speeches and devices, specially the ones related to operations. This methodology can be blamed for two different reasons: in some cases the investigative tools affirm or even praise the insecure acts , in other cases the lack of attention when following the working security rules. The public agencies which were part of the research were: Ministério Público do Trabalho (Procuradoria Regional do Trabalho da 17ª Região) , Ministério do Trabalho e Emprego (Superintendência Regional do Trabalho e Emprego/ES) - both dealing with working matters and the Polícia Civil (Delegacia Especializada em Acidente de Trabalho) police branch specialized in accidents in the work place. Surveys and document analysis were ways proposed as source of data.As a result, the research seeks for the reasons to be blamed as cause of the accidents. It uses the Michel Foucault s concept of biopower as theoretical basis investigating the source of this guilt. As introduced by Deleuze a cartography building will used as methodology. The creation of a method that will be able to follow the analysis of these accidents made nowadays is the main challenge. Measurements must be taken in order not to represent only the studied cases. Considering this two ended blame, it is noticed that there are subjective mechanisms which ease the responsibility of the institutions present in the typical working accidents. Following the capitalist ideas, the fact that human beings are being treated as work force and economic resources only, makes the working place and this process as simple contingencies. / Contemporaneamente, os acidentes de trabalho típico ainda vêm se mantendo como uma temática extremamente relevante à malha social. A Previdência (INSS), em 2007, registrou 653.0901 acidentes de trabalho, 414.785 (80,7%) decorrentes da atividade do acidentado (acidente de trabalho típico). Diante do quadro estatístico, diversos órgãos públicos, de diferentes níveis organizacionais, têm se empenhado no enfrentamento das ocorrências caracterizadas como acidentes de trabalho típico. Buscam fazer uso do extenso leque de Decretos, Leis e Normas disponibilizado pelo aparelho Jurídico-Estatal o qual se respalda nas determinações contidas na Constituição Federal de 1988. Cada órgão, usando das atribuições legalmente atribuídas, procura produzir caminhos de intervenção cujo objetivo se norteia na produção de propostas que possam atenuar o plano de acontecimento dos acidentes. O trabalho ora apresentado almejou colocar em análise práticas, discursos e dispositivos que permeiam cotidianamente as investigações de determinados órgãos públicos no Estado do Espírito Santo quanto à ocorrência dos acidentes de trabalho típico, principalmente no que tange à operacionalização dos dispositivos conhecidos como inquérito. Essa metodologia investigativa parece se ratificar em duas direções de responsabilização dos acidentes: de um lado, modos de funcionamento investigativo que ora ratificam, ora enaltecem os atos inseguros ; do outro, as inobservâncias das Normas de Segurança do Trabalho. Os órgãos públicos que fizeram parte da pesquisa foram: o Ministério Público do Trabalho (Procuradoria Regional do Trabalho da 17ª Região), o Ministério do Trabalho e Emprego (Superintendência Regional do Trabalho e Emprego/ES) e a Polícia Civil (Delegacia Especializada em Acidente de Trabalho). Propõe a produção de dados para análise por meio de fontes orais (entrevistas) e documentais (procedimentos administrativos arquivados na PRT 17ª Região). Busca percorrer olhares e perspectivas que coloquem em análise a produção de verdades culpabilizadoras emergentes dessa bifurcação. Utiliza, para tanto, como aporte teórico-conceitual, o conceito-ferramenta de Biopoder, desenvolvido por Michel Foucault, e também de problematização da noção de inquérito, como instrumento legitimamente revelador das luzes que compõem e expõem a verdade dessa bifurcação da culpa. Como método, procura trilhar um percurso diferenciado: a construção de Uma Cartografia, conforme apresentado por Deleuze. É o desafio de constituir um método que possibilite o acompanhamento de processos de constituição das atuais análises investigativas dos eventos acidentários, e não a representação do objeto a ser estudado. Pondo em questão essa binarização da culpa, conclui que se processam mecanismos de subjetivação que parecem mitigar a importância dos atravessamentos/transversalidade de instituições que comparecem na constituição dos acidentes de trabalho típico. Na mesma direção, as formas de produção de subjetividade engendradas pelo capitalismo, na sua atual fase, parecem procura evitar a problematização do homem (nós) como força de trabalho, como utilidade econômica, fato que parece colocar o processo e o meio ambiente de trabalho como meras contingências

Entendemos o saber como uma formalização efetuada por meio de elementos constituintes mais difusos (pois podem atravessar vários territórios discursivos sem, no entanto, se deixar descaracterizar), mais dificilmente detectáveis (pois, por estarem presentes em diversos campos discursivos, tais elementos portam uma grande capacidade em diferenciar-se, isto é, podem repetir-se sem perder certa raridade) e que se articulam por meio de relações não diretamente determinadas, mas determináveis (relações impostas pelo poder - enquanto biopoder - que, no nosso caso, pode ser entendido pela estratégia do "fazer sobreviver", mais que do "fazer viver"). Não buscamos, portanto, falas específicas dos campos tradicionalmente apresentados como correspondentes ao campo maior da saúde coletiva, (ciências sociais, epidemiologia e gestão e planejamento), para dispormos delas em termos de acordos e desacordos gerenciados por incompatibilidades e compatibilidades epistemológicas. Nosso objetivo concentra-se, por outro lado, em trabalhar o "entre", em estabelecer quais tendências de saber perduram entre tais campos, quais eixos conformam as falas e as verdades destes campos, para podermos, então, pensar no fator que promove a convivência de territórios tão diversos sob o nome de Saúde Coletiva. Mas, para tanto, foi preciso escolher um eixo central, uma espécie de função problemática sobre a qual pudéssemos articular os enunciados e as visibilidades produzidos ao seu redor: o suicídio. Resolvemos o perigo da dispersão com a divisão do eixo "suicídio", em três outros "sub-eixos" de aglutinação de saber: a detecção do risco, o levantamento das causas e a proposição da prevenção. Em outras palavras, com a pesquisa, conseguimos tangenciar as relações de poder que permeiam a produção de saber no campo maior da saúde coletiva, mostrando as tendências mais ou menos fortes, os pontos de contágio de sentido conceitual, as linhas enunciativas dominantes e as formas de visibilidade que imperam e criam a emergência de práticas e saberes / Abstract: Our research: Collective Health: Making See and Making Speak Out - Proposition and Visibility in Times of Biopower - is meant to understand how the field of collective health is made up, from a problem that is not to be restrained to typically territorial dialectical productions and more straightforwardly refer us to the knowledge production apparatus. We understand knowledge as a formalization carried out through more diffuse constituting elements (for they can get across several dialectical fields without however letting themselves lose their character), more difficult to be detected (since by being present in several dialectical fields such elements bear a great ability to differentiate themselves, i.e., they can be repeated while preserving some level of uniqueness) and that achieve articulation through relations that though not directly determined) are still determinable (relations imposed by power - as biopower - which, in our case, can be understood by a making survive strategy rather than a making live strategy).Therefore, we do not pursue specific speeches in those fields traditionally presented as corresponding to the extended field of collective health (social sciences, epidemiology and management & planning), to have them available in terms of agreements and disagreements administered by epistemological compatibilities and incompatibilities. On the other hand, our objective is centered on working the between, in defining which knowledge trends are long-lasting among such fields, which axes conform the speeches and the truths of those fields, hence making it possible for us to think up the factor that promotes conviviality in so diverse territories under the name of Collective Health. But for such, it was necessary to choose a central axis, a sort of problematic function over which we would be able to articulate the propositions and visibilities produced around it: suicide. We had the dispersion hazard resolved by dividing the suicide axis in three other sub-axes of knowledge agglutination: risk detection, survey of causes and the prevention proposition. Consequently, to enter into the discussion of constitution of the collective health field we have chosen suicide as the main line (primitive propositional function) and next proceeded with outlining the local formalizations (deriving from primitive function) of knowledge (epidemiology and management/planning as localities), a process whose feasibility was made possible through another division in three more axes (or sub-axes) of investigation (risk, cause and prevention).That brings us back to the original objective which is the issue of how field cohesion is produced notwithstanding its large diversity. L’adoption internationale en Colombie représente 14 % des adoptions françaises à l’étranger en 2011. Elle est un système de juxtaposition et d’imbrication d’acteurs et d’expériences de parenté. De par sa dimension transnationale, l’adoption lie des acteurs asymétriques avec pour extrémités les parents adoptants européens et la génitrice colombienne. Mais son inscription dans le contexte local de parenté colombienne révèle également l’importance d’un tissu relationnel dense et varié, constitué de divers transferts d’enfants en parallèle. Quant à son statut officiel et formel, il implique l’intervention de l’État dans la définition, la mise en forme et l’application de la pratique de l’adoption. Ainsi, ce travail est le fruit d’une ethnographie multi-située du système de l’adoption en Colombie avec un abord depuis les différentes positions possibles. L’objectif est alors d’interroger la logique de chaque acteur impliqué et les enjeux existants autour de l’enfant : comment l’acte de mise en adoption prend-il sens pour une mère, dont la grossesse n’est pas désirée ? Selon quels critères l’État définit-il l’adoptabilité d’un enfant ? Quelles sont les modalités d’implication de la famille d’accueil dans ce maternage transitoire ? Et enfin, de quelle manière les parents adoptants assument-ils leur rôle dans la (re)construction identitaire de l’enfant ? Regards, vécus, positionnements se rencontrent et s’articulent, témoignant souvent de rapports de pouvoir. L’adoption parle ainsi d’un exercice de contrôle sur la vie et les corps, mettant à jour une inter-sectionnalité de mécanismes de dominations (« postcoloniale », étatique, hétérosexuelle, voire raciale), repérée et analysée dans cette thèse. / International adoption in Colombia represents 14% of the French adoptions in 2011. It is a system of juxtaposition, imbrications of actors and experiences of kinship. From its transnational dimension, adoption links asymmetric actors both for the European adopting parents and for the Colombian mother, but its inscription within the local context of the Colombian kinship shows as well a dense and varied relationship tissue made from parallel children transfers. In terms of its official establishment, adoption implies the intervention of the State in its the definition, its inception, and its application. This work is the result of a multi-located ethnography within the Colombian adoption system studied from different possible points of view. Its objective is to question the logic of each one of the involved actors and the existing challenges surrounding the concerned children, such as: How does the adoption choice makes sense to the mother whose pregnancy is not desired? How does the government decide the adoptability of a child? How does the host family get involved in its temporary motherhood? And at last, in which ways the adopting parents play their role in the (re)construction of the children’s identity? Visions, vital experiences, and contentions meet and articulate, witnessing relationships of power. Adoption speaks of an exercise of control over life and bodies through an intersection of domination mechanisms (post-colonial government, heterosexual and even racial) which are referenced in this written work.

Media Representations of Abortion Politics in Florida: Feminist Geographic Analysis of Newspaper Articles, 2011-2013

Feminist geographers argue that gendered bodies and power are deeply entwined (McDowell 1992; Rose 1993). However, few geographers have investigated how gender and power interact in relation to the politics of abortion access. This thesis seeks to fill this gap by conducting a feminist content analysis of six newspapers from Florida’s three largest metropolitan areas to determine how articles featuring abortion are framed. Analysis of the dataset concludes that the politicization of the abortion debate results in the erasure of women from the conversation, the identification of a pregnant women trope which homogenizes all women into one category, and Planned Parenthood’s classification as a health care provider being ignored subsumed under a recognition of its role in providing abortion services. Overall this study argues that patriarchal institutions regulate women into compulsory motherhood, thereby constraining their agency and ability to fully participate in society participate in political democracy.

Le décryptage du génome humain autorise désormais une manipulation du vivant humain. Mu par un souci de perfection, l'homme exploite aujourd'hui ce qui participe à son essence même, son génome. La diversité intraspécifique humaine s'en trouve perturbée, la vulnérabilité génétique de notre espèce augmentée. Or, si notre humanité, élément fondamental de notre singularité, se construit à partir de notre code génétique, elle peut aussi être défaite par l'application systématique à l'homme des biotechnologies. Sont concernées non seulement la survie de l'humanité comme communauté humaine, mais aussi, en chacun d'entre nous, la persistance de l'humanité de l'homme. L'espèce humaine, centre névralgique de notre humanité, doit dès lors être préservée. Elle est en effet cette unité vivante de nature rationnelle qui, dotée de son propre dessein d'où résultent les vies particulières, unit les générations dans l'espace et le temps et sous-tend l'homme. Le droit se trouve donc investi d'un rôle pour lequel il n'était sans doute pas préparé : préserver la nature humaine elle-même. L'analyse du droit positif relatif à l'utilisation du génome humain nous révèle combien la protection de l'espèce humaine est insuffisante. Cette carence du législateur nous contraint à penser d'autres voies, plus efficaces, pour préserver notre humanité contre les risques générés par une manipulation irréfléchie de notre génome. Pour ce faire, l'espèce humaine, pont intergénérationnel véhiculant l'essence de l'homme, doit être appréhendée, non comme objet de droit, mais comme sujet de droit. Il faut en outre repenser le concept de responsabilité à l'aune de celui d'altérité. / Decoding the human genome now authorizes a manipulation of human life. Driven by a desire for perfection, the human being now operates what is involved in his very essence, the human genome.As such, diversity within human species gets disturbed and genetic vulnerability increased. Therefore, if our humanity, the essential element of our singularity, is shaped according to our genetic code, it can also be broken by the systematic application of biotechnology to humans. These might include not only the survival of mankind as a human community, but also, in each of us, the persistence of human element.The human species, the key point of our mankind, should therefore be preserved. It represents a sensible living unity with its own design which gives birth to multiple lives of individuals, unites generations in space and time and subtend the human being. Law is thus facing a new challenge: to preserve the human nature itself. The analysis of positive law on the use of the human genome reveals that the protection of the human species is very insufficient. This failure of the law makes it necessary for us to think of other ways, more efficient, to preserve our mankind against the risks caused by reckless handling of our genome. To do this, the human species, inter-generational bridge carrying the essence of man, must be understood not as an object of law, but as a subject of law. We should also rethink the concept of responsibility with respect to the otherness.

A presente pesquisa visa ressaltar os discursos biológicos da contemporaneidade presentes no movimento da Bioarte e sua relação de proximidade com as biotecnologias. Destas se utilizam métodos e técnicas a fim de construir propostas estéticas artísticas ligadas ao corpo e às suas fragmentações, que se espalham pelo contexto social criando novas possibilidades de subjetivação. A tríade arte, ciência e tecnologia alimenta os questionamentos sobre o cenário que ocupa o corpo frente às possibilidades por ele instaurados. A hipótese norteadora é a de que a fragilidade que apresenta o corpo nesse contexto, como matéria passiva, o coloca em evidência e crise simultaneamente, em um questionamento emergente sobre o assujeitamento na aderência às biotecnologias. Partindo da contextualização do corpo no século XX, aliada aos conceitos de Biopoder descritos por Michael Foucault, bem como à descrição de movimentos artísticos – como as performances e a Body Art – e aos novos meios – como o cinema e a fotografia – inaugurados nesse período, e à contextualização de artistas e obras inseridos no discurso bioartístico, constitui-se um panorama em que o corpo encontra-se sob uma nova ótica social e estética. / The increasing development in science and technology pushes society to live in another manner, bringing technological assimilation to our lives at a time that can be referred to as biocontemporaneity, marked by identity constructions strengthened by the image of the body, that is, bioidentity. This research aims to highlight the biological discourses of contemporaneity, which can be found in the Bioart movement and its close relationship with biotechnology. These methods and techniques are applied in order to build artistic aesthetic applications, linked to the body and its fragmentation, spreading through the social context and creating new possibilities of subjectivity. The triad - arts, science and technology - feeds the questions about the scenario that occupies the body in face of the possibilities opened by it. The hypothesis which guides us, is that the weakness, which shows the body, in this context, as passive matter, simultaneously places it in highlight and crisis, through an emerging questioning on the acquiesce hence the adherence of biotechnologies. Opening in the contextualization of the concept of body in the twentieth century, beside the concept of Biopower, described by Michael Foucault, as well as the description of artistic movements - such as performances and Body Art - and the new media - such as film and photography initiated in this period - and the contextualization of artists and works inserted in a bio-artistic speech, constitutes a panorama in which the body is under a new social and aesthetical perspective.

Este estudo tem como objeto de investigação os discursos especializados e os discursos de mães adolescentes a respeito da gravidez na adolescência e pretende contribuir com o campo das ciências humanas na sua abordagem sobre o tema, de modo especial, com os estudos sobre adolescência e juventude. Uma das principais hipóteses iniciais era a de que a gravidez na adolescência é uma formação discursiva recente, por isso, buscou-se compreender as condições históricas que contribuíram para a sua consolidação como uma condição desviante, relacionadas a expectativas contemporâneas sobre as maneiras mais apropriadas de se vivenciar a maternidade e a adolescência. A partir da análise de documentos oficiais sobre o tema, de levantamento das pesquisas no campo das ciências biomédicas e de entrevistas individuais com adolescentes que engravidaram, procurou-se caracterizar os discursos sobre a gravidez na adolescência e a relação que as adolescentes estabelecem com os enunciados recorrentes que constituem a gravidez nesse período da vida como um problema social. Ao final da análise, subsidiada pelos aportes dos Estudos Culturais e dos estudos foucaultianos, observou-se que a interdição contemporânea da gravidez na adolescência é resultado de sua construção discursiva como um problema social e que as adolescentes entrevistadas estabelecem uma relação de sujeição apenas parcial aos discursos especializados sobre a gravidez na adolescência. Elas tendem a reproduzir mais os discursos relativos aos percursos da vida, considerados ideais para cada faixa de idade, e menos os enunciados médicos que postulam os riscos obstétricos da gravidez dita precoce. Ainda assim, observou-se variações nos discursos das adolescentes entrevistadas, as quais parecem estar relaciona das às suas diferentes condições de vida, no que diz respeito à classe social, relação familiar e relação com o parceiro. / This study investigates the specialized discourse and the discourse of teenage mothers about teen pregnancy and, through the approach herein used, intends to contribute to the field of Human Sciences, especially to the studies about adolescence and youth. One of the main initial hypotheses was that teen pregnancy is a recent discursive formation. For that reason, we tried to understand the historical conditions which contributed to its consolidation as a deviating condition related to contemporary expectations about the more appropriate ways of experiencing maternity and adolescence. From the analysis of official documents about the theme, survey into the field of biomedical sciences and interviews with adolescents that got pregnant, we endeavored to characterize discourses on teen pregnancy and the relation that teenagers establish with recurrent enunciations that transform pregnancy during adolescence into a social problem. At the end of the analysis, grounded by Cultural Studies and Foucauldian conceptions, we observed that the contemporary interdiction of teen pregnancy is the result of its discursive construction as a social problem and that teenage girls establish a relationship of only partial subjection to the specialized discourses on teen pregnancy. They tend to reproduce the discourses related to the life trajectory considered ideal to each age group to a greater extent than the medical enunciations that postulate the obstetric risks of the so-called precocious pregnancy. Even so, variations in the discourses of the interviewed teenage girls were observed, which seem to be related to their different living conditions, such as social class, family relations and the relationship with their partner.

The discourse of surveillance and privacy: biopower and panopticon in the Facebook-Cambridge Analytica scandal

The Facebook - Cambridge Analytica scandal came to light in 2018 revealing the problematic surveillance practices, and violations of privacy the companies allowed. The EU has introduced a privacy legislation, GDPR, that came into effect in 2018 shortly after the scandal erupted. Privacy is a key problem with modern technologies, as companies are trying to gain all possible data on individuals. The purpose of this thesis is to explore the surveillance-privacy nexus in the EU. This thesis asked the research question of: How has surveillance, through emerging technologies, affected the EU's ability to protect the right to privacy? To analyse this research question, this thesis used case study and post-structuralist discourse analysis on the recordings of Alexander Nix, CEO of Cambridge Analytica, at a marking festival, and of Mark Zuckerberg at the European Parliament. To analyse the recordings, biopower and panopticon were used as core theoretical tools. Through utilization of the methods and the theoretical tools, the findings of this thesis point to the conclusion that the EU’s ability to protect privacy from surveillance practices was not affected by the modern surveillance technology, and therefore the protection against exploitation of privacy remains low.

Settler Colonialism Continued: A Genealogy of Indigenous Regulation and Oppression in Canada

Since the release of the Truth and Reconciliation Commission of Canada’s final report in 2015, there has been a political and societal focus on the atrocities that occurred in residential schools. The abuse, sexual abuse, murder, and genocide of Indigenous children through the residential school system has become the main focus for many settlers in Canada. However, focusing our attention on the most heinous acts alone can obfuscate manifestations of Indigenous regulation and oppression that are subtler or more covert. This project takes a genealogical approach to allow for the exposure of naturalized settler colonial logics, while also placing residential schools within a continuum of Indigenous regulation and oppression. This project uses Foucault’s concepts of power (disciplinary power, biopower, governmentality) and contemporary colonial concepts of recognition and accommodation to uncover the governmental technologies used within the residential school system and the Correctional Service of Canada’s approach to Indigenous corrections. This project challenges the progression fallacy which states our current epoch is more ethical than any other that came before by arguing the political rationalities of Western superiority and settler colonial benevolence that justified the creation of residential schools still exist today. This project examines the Correctional Service of Canada’s approach to Indigenous corrections as a contemporary illustration of how the political rationalities of Western superiority and settler colonial benevolence not only serve as justifications for harmful policies, programs, and initiatives, but also aid in the production of new Indigenous subjects and populations. Although the manifestations of Indigenous oppression have changed throughout time, the political rationalities that underpin them have stayed the same.
