The emergence of pauperization and mendicancy led to an era of solutions for the excluded populations to have the "right to life". Among these there were families and women, in social conditions of extreme fragility. Against the "satanic mill" States created a Governmentality to intervene in the new situation imposed by the capitalist market economy that emerged. In the 20th Century, the Welfare State was the solution, granting benefits to workers, families and women, what means: the state will use part of its resources to protect those who were excluded from the new economy. Despite the criticism to this new role of state, such as being a "free lunch", that discouraged work and productivity, the Welfare State had triumphed given the multifunctional character of social protection policy of the state, that in one hand, removes the red danger, and on the other, imposes a social peace and prevent fractures in society, which has become essential for the accumulation of capital in this stage of capitalist development. In Brazil, the social protection system varied throughout the twentieth century in a model of underdevelopment and authoritarianism that excluded large portions of society to satisfy their basic needs. Hunger, unemployment, low wages were recurrent in the country. The arrival of the Workers' Party to power in 2002 reoriented the State Governmentality to remedy the gravity of the economic situation of the poor and created Bolsa Fam?lia Program that focuses on family, and especially women. At the city of Vi?osa, Minas Gerais, the Program was implemented with remarkable results, such as the National Program, confirmed in the present research project through interviews and questionnaires. / A presente disserta??o analisou as condi??es em que se gestou a prote??o social aos exclu?dos e marginalizados, atrav?s da emerg?ncia da economia de mercado capitalista, pois, se a pobreza existiu antes deste tipo espec?fico de economia de mercado surgir, ela era resolvida pela domesticidade, reciprocidade e redistribui??o na comunidade. O surgimento da pauperiza??o e da mendic?ncia implicou em uma era de solu??es para que os exclu?dos tivessem o ?direito ? vida?. Entre estes estavam fam?lias e mulheres, em condi??es de fragilidade social ainda mais profundas. Contra o ?moinho sat?nico? que se avizinhava os Estados criaram uma Governamentalidade, aparelhando-se para intervir na nova situa??o imposta pela economia de mercado capitalista que se desprendia da sociedade. No s?culo XX, o Estado do Bem Estar Social foi a solu??o para enfrentar esta novidade, concedendo benef?cios aos trabalhadores, fam?lias e mulheres, ou seja, o Estado passa utilizar parte dos seus recursos para proteger aqueles que foram exclu?dos pela nova economia. Apesar das cr?ticas a este novo papel do Estado, como por exemplo, de ser um ?almo?o gr?tis?, que desestimulava o trabalho e a produtividade, demonstrou-se que estas cr?ticas foram superadas dado o car?ter multifuncional da pol?tica de prote??o social do Estado, que por um lado, afasta o perigo vermelho, e por outro, imp?e uma paz social e evita fraturas na sociedade, o que se tornou essencial para a acumula??o de capitais nesta etapa do desenvolvimento capitalista. No Brasil, o sistema de prote??o social variou ao longo do s?culo XX dentro de um modelo de subdesenvolvimento e autoritarismo que excluiu grandes parcelas da sociedade de saciar suas necessidades b?sicas. A fome, o desemprego, os baixos sal?rios foram recorrentes no pa?s. A chegada do Partido dos Trabalhadores ao poder em 2002 reorientou a Governamentalidade Estatal para sanar a gravidade da situa??o econ?mica dos pobres e criou-se o Programa Bolsa Fam?lia que focaliza a fam?lia, e, especialmente, a mulher. No munic?pio de Vi?osa implantou-se o Programa com not?veis resultados, como os do Programa Nacional, atestados nesta pesquisa por meio de entrevistas e question?rios.

Alegre Campus on the socioeconomic dynamics of the Capara? micro-region as a planning unit, according to the guidelines and strategies outlined by the Esp?rito Santo Development Plan 2025 established by the state government. The reflection proposal was based on the discussion of the (re) production of the geographical space as a social relation's product, seeking to understand the historicity of the organizational processes and structure, in particular on the subspace called Capara? micro-region. It sought to highlight, in a timely manner, the performance intentions of the main agents of (re) production and consumption of space in its social totality, especially the State. In discussing the State actions, the approaches are related to the public policy strategies of education and strategic planning, emphasizing the proposal for rural education in the bias of the Human Capital Theory related to the conservative modernization of the Brazilian agriculture. While an exploratory, descriptive, qualitative and quantitative-based research, it was carried out using three complementary methods: bibliographic and virtual research: scientific articles, books and other publications related to the theme and correspondent topics; documentary research: Esp?rito Santo Development Plan 2025 focusing on the Capara? micro-region, Institutional Development Plan - PDI/Ifes and related legislation; application of questionnaires to graduating students of technical courses and higher education (2014), head of education, course coordinators, head of research and postgraduation and coordinator of community outreach of the Ifes ?Alegre Campus, rural labor union representatives and Incaper of the 11 municipalities that make up the Capara? microregion. After the treatment and effort of data and information analyzes, another question has come out: what is the social function of Ifes - Alegre Campus as an education, training, research and community outreach institution in the context of socio-economic, political and cultural demands of the third poorest micro-region of Esp?rito Santo? / O objetivo principal desta pesquisa foi o de analisar o papel do Ifes ? Campus de Alegre no contexto da din?mica socioecon?mica da microrregi?o do Capara?, na condi??o de unidade de planejamento, conforme diretrizes e estrat?gias apontadas pelo Plano de Desenvolvimento Esp?rito Santo 2025, institu?da pelo governo estadual. So left is a macro analysis of educational policies and their purposes, theoretical basis of the Public Policy Evaluation and its relation to the institutional evaluation of HEIs, which is an important tool for improving the achievement of their teaching duties, research and extension, a role relevant to promote improvement of social indicators, through the common goal between these two concepts of evaluation: social effectiveness. In order to contextualize the reality involving the implementation of this campus, they were described some aspects that characterized the influence of higher education policies in Brazil and in the Lowlands during the study period, and the historicity of the first four years of operation ( 2006-2009). From this basis, we sought to raise part of the teaching, research and extension occurred and carried out a field survey of part of the freshmen students of the first degree courses. As a result, we combined the data providing opportunities lie aspects of academic and institutional activities produced in line with a higher education policy. In UFRRJ, these teaching, research and extension followed towards the established training purposes, seeking to meet the ideals of educational policy of expansion and internalization of higher education for the Baixada Fluminense, enhancing the role and engagement of the Campus Nova Igua?u in contribution the reduction of social inequalities in the region, through a transformer environment and favorable to the formation of critical citizens aware of their social role / A pesquisa foi pautada pela an?lise do significado social da expans?o do ensino superior para a Baixada Fluminense, a partir da implanta??o dos cursos de Licenciatura do Campus Nova Igua?u da Universidade Federal Rural do Rio de Janeiro, uma das 79 Institui??es de Ensino Superior (IES) que participaram desta pol?tica estabelecida no primeiro mandato do governo do presidente Luis In?cio Lula da Silva (2003 a 2006). Assim, partiu-se de uma analise macro de pol?ticas p?blicas educacionais e seus fins, com base te?rica na Avalia??o de Pol?ticas Publicas e sua rela??o com a Avalia??o Institucional das IES, que ? uma ferramenta importante para aperfei?oamento da consecu??o das suas fun??es de ensino, pesquisa e extens?o, papel este relevante para promo??o de melhoria dos ?ndices sociais, atrav?s do objetivo comum entre estes dois conceitos de avalia??o: a efetividade social. A fim de contextualizar a realidade que envolveu a implanta??o deste campus universit?rio, foram descritos alguns aspectos que caracterizaram as influencias das pol?ticas de ensino superior no Brasil e na Baixada Fluminense no per?odo da pesquisa, assim como a historiciza??o dos seus primeiros quatro anos de funcionamento (2006 a 2009). A partir deste embasamento, buscou-se levantar parte das atividades de ensino, pesquisa e extens?o ocorridas e realizou-se um levantamento de campo com parte dos discentes ingressantes dos primeiros cursos de licenciatura. Como resultado, foram conjugados os dados obtidos oportunizando situar aspectos da forma??o acad?mica e as atividades institucionais produzidas em conson?ncia com uma pol?tica de ensino superior. Na UFRRJ, estas atividades de ensino, pesquisa e extens?o seguiram rumo aos prop?sitos de forma??o estabelecidos, procurando atender os ideais da pol?tica educacional de expans?o e interioriza??o do ensino superior para a Baixada Fluminense, potencializando a fun??o e o engajamento do Campus Nova Igua?u na contribui??o da redu??o das desigualdades sociais nesta regi?o, atrav?s de um ambiente transformador e favor?vel ? forma??o de cidad?os cr?ticos e conscientes do seu papel social.

These history can observe the level of community participation in the idealization, construction and maintenance of this. The survey also shows graphics produced by students during the development of the work and once again these graphics (drawings) serve in the guideposts to reflect the relationships within the school / Esta pesquisa foi desenvolvida durante 2014 e 2015 no espa?o escolar de uma unidade da Rede P?blica de Educa??o do Estado do Rio de Janeiro no qual o autor leciona h? mais de duas d?cadas. Pesquisa que nasce do desejo de produzir possibilidades de di?logos com alunos e comunidade e, assim, perceber como se d?o as rela??es entre os diversos sujeitos que comp?em o universo dessa unidade. Para atingir tal objetivo, esta pesquisa coleta hist?rias que d?o conta de como surgiu a tal unidade. Nessas hist?rias pode-se observar o grau de participa??o da comunidade na idealiza??o, constru??o e manuten??o da mesma. Al?m das hist?rias da forma??o da escola, outras hist?rias de alunos e de alguns fen?menos invis?veis, ao menos para alguns grupos desse espa?o, s?o contados levando a reflex?o sobre as rela??es que se d?o nesses espa?os. At this analysis, where adopt qualitative and quantitative methods for data collecting and processing, in the intent of both dimension and spacialize those impacts, and also qualify them in a critic way, connected to the political process that entails the presented study object. To do so, we attempted to comprehend and reassemble the initial conditions of the settlements creation, and those following from the implementation of the analyzed public policies. As a result, it have been observed some impacts under the settled familie?s life conditions, which, however, shouldn?t be exclusively attributed to the Cr?dito Instala??o Program. Furthermore, it is been concluded that the better effectivity of those public policies depends on the enlargement of the spot occupied by land reform in the political sphere, as a rela and concret strategy for rural development and magnification of the horizons and oppportunities for those social, political, economical and environmentaly disadvnataged / O presente estudo teve como objetivo a an?lise das pol?ticas p?blicas do Programa Cr?dito Instala??o, administrado pelo INCRA, e seus impactos sobre o desenvolvimento socioecon?mico de dois assentamentos de reforma agr?ria situados na Regi?o M?dio Para?ba Fluminense. Nessa an?lise foram utilizados m?todos qualitativos e quantitativos de coleta e analise de dados, no sentido de tanto dimensionar e espacializar tais impactos, e ainda qualific?-los de maneira cr?tica e conectada com os processos pol?ticos que ensejam o objeto de estudo aqui apresentado. Para tanto se buscou compreender e remontar as condi??es iniciais de cria??o dos assentamentos, e aquelas decorrentes da implementa??o das pol?ticas publicas analisadas. Como resultados foram observados alguns impactos sobre as condi??es de vida das fam?lias assentadas, que, no entanto, n?o devem ser atribu?das exclusivamente ao programa Cr?dito Instala??o. Nesse sentido, foi conclu?do que a maior efetividade de tais pol?ticas depende que a reforma agr?ria ocupe um espa?o mais significante na esfera pol?tica, como estrat?gias reais e concretas para o desenvolvimento rural e amplia??o de horizontes e oportunidades para aqueles mais desfavorecidos social, pol?tica, econ?mica e ambientalmente.

Under the picture of the use of organic agriculture to the work of interdisciplinarity, the food culture with its great importance for family farming (which provide the support of the majority of rural households) and knowing that school gardens have a role fundamental, both aesthetically, pedagogical, educational point of view also functions as a space of discovery and direct learning many subjects that are covered in the classroom. From this perspective it appears that an organic garden at school Agricultural Dom Augustine Ikas, with the participation of the whole school community. Conforming so, the study leaning out the possibility of growing a vertical garden as a teaching tool, with high school students and technical federal schools. This research aimed to identify the concept of organic agriculture as interdisciplinary approach to environmental education, gathering data to demonstrate the relevance of the subject and enables the work of environmental education as a transdisciplinary element in the curriculum of courses, discussing sustainability from development this garden vegetables and rescuing species from the city of S?o Louren?o da Mata. For this work we were used plastic bottles of 2 liters in the form of suspended planters (vertical planting). The substrate used was humos earthworm, Eisenia andrei, and topsoil. During the deployment and development of vegetables, which showed biological cycle of approximately 90 days, a great interest of the student body and teaching was observed in furthering the teaching-learning about sustainability from the concrete reality of the construction of the organic garden within a small urban space. / Sob o panorama do uso da agricultura org?nica para o trabalho da interdisciplinaridade, e do cultivo de alimentos com sua grande import?ncia para a atividade agr?cola familiar (que proporcionam o sustento da maioria das fam?lias rurais). Sobretudo, sabendo-se que as hortas escolares possuem um papel fundamental, tanto do ponto de vista est?tico, pedag?gico, educativo tamb?m funciona como um espa?o de descoberta e aprendizagem direta de muitas mat?rias que s?o abordadas na sala de aula. Nessa perspectiva ? que surge uma horta org?nica no col?gio Agr?cola Dom Agostinho Ikas, com a participa??o de toda a comunidade escolar. Conformando assim, o estudo debru?ado na possibilidade de cultivo a uma horta vertical, como uma ferramenta did?tica, com os estudantes do Ensino M?dio e T?cnico da Rede Federal de Ensino. Esta pesquisa teve como objetivos identificar o conceito da agricultura org?nica como conhecimento interdisciplinar para a educa??o ambiental, reunindo dados que demonstrem a relev?ncia do tema e possibilite ao trabalho da Educa??o Ambiental como elemento transdisciplinar na grade curricular dos cursos, discutindo a sustentabilidade a partir do desenvolvimento desta horta e resgatando esp?cies hort?colas oriundas no munic?pio de S?o Louren?o da Mata. Para a realiza??o deste trabalho foram utilizadas garrafas pets de 2 litros em forma de jardineiras suspensas (plantio verticalizado). It shows how State apparatus, laws, rules and regulations conceived with the aim of protecting the health of the population and usually presented as neutral and scientific end up, through various and complex ways, serving as instruments to establish barriers to entry amidst the disputes on dairy products? markets. The sanitary regulation of artisanal cheese is analyzed as a part of a process of progressive governamentalization of the State, which favors industrial, large-scale patterns of production, processing and distribution of food. The need to pasteurize and the minimum time for ripening are in the core of the debates and of the international regulations (Codex Alimentarius). In the case in focus, the legitimization of sanitary regulation is achieved by means of standards of ?quality?, ?risk?, and ?food safety? based in laboratory exams that search for the presence, in levels higher than legally permitted, of two groups of microorganisms (faecal coliforms and Staphiylococcus aureus), leading to the legal classification as ?improper for human consumption?. This conflicts with the population?s perception of these cheeses as a tasty and safe food, part of the cultural identity of people from Minas Gerais. As cheese is an essentially ?living? product, that may have ?bad? microorganisms but also has ?good? microorganisms that are responsible for unique characteristics of flavor and texture, sanitary rules based on industrial criteria are in conflict with traditional ways of producing and consuming cheese. Thus, illegalization processes lead to reactions, such as looking for possibilities of legalization amidst legal and institutional tangles that are ever more complex and permit the inclusion of only a minority of cheese-producing families. The majority of these families remain informal, which is increasingly constructed as illegal. Fieldwork was done in two municipalities in the region of the cheese known as Canastra, and the analysis points to a set of elements enabling people to remain in cheese-related activities, both as producers and as traders, in forms that are culturally established as part of a way of life and that ensure the families? social reproduction and their resiliency in face of external pressures. The study of this case thus brings forth more general issues about the relation between State, Law, Science and markets, and about their relation with peasant populations. It also discusses hegemonic notions of risk concerning health and food, and its effects on the way of life of peasant populations and on the consumers? possibilities of choice. / A tese aborda os conflitos e disputas em torno da (i)legaliza??o sanit?ria dos queijos artesanais de leite cru em Minas Gerais, que se acentuam ap?s a d?cada de 1990. Aponta como aparatos estatais, leis, normas e regulamentos, criados tendo como objetivo a defesa da sa?de da popula??o e normalmente apresentados como neutros e cient?ficos, por caminhos m?ltiplos e complexos acabam servindo como instrumentos para a cria??o de barreiras ? entrada em disputas por mercados de produtos l?cteos. A regula??o sanit?ria dos queijos artesanais ? analisada como parte de um processo de progressiva governamentaliza??o do Estado, que termina favorecendo padr?es industriais de produ??o, processamento e distribui??o de alimentos em maior escala. No centro das controv?rsias est? a exig?ncia de pasteuriza??o dos queijos ou de tempos m?nimos de cura, presentes em normas internacionais (Codex Alimentarius). No caso analisado, a legitima??o da regula??o sanit?ria se d? atrav?s da constru??o de padr?es de 'qualidade', 'risco' e 'seguran?a do alimentos', baseados em exames laboratoriais que apontam a presen?a, acima dos n?veis legais, em especial de dois grupos de microorganismos (coliformes fecais e Staphylococcus aureos), que levam ? classifica??o legal dos queijos como 'impr?prios ao consumo humano', entrando em choque com a percep??o da popula??o desses queijos como alimentos saborosos e seguros, parte da identidade cultural dos mineiros. Por serem produtos essencialmente 'vivos', contendo 'maus microrganismos' mas tamb?m 'bons microrganismos', respons?veis por caracter?sticas ?nicas de sabor e textura, as normas sanit?rias baseadas em crit?rios industriais entram em choque com tradi??es de produ??o e consumo dos queijos. Assim, os processos de ilegaliza??o geram rea??es, que buscam possibilidades de legaliza??o em emaranhados legais e institucionais cada vez mais complexos e que permitem a inclus?o apenas de uma minoria de fam?lias produtoras. A grande maioria permanece na informalidade, cada vez mais constru?da como ilegalidade. O trabalho de campo analisa dois munic?pios na regi?o do queijo Canastra e aponta um conjunto de elementos que comp?em um modo de se manter na atividade do queijo, que envolve tanto formas de produ??o quanto de comercializa??o, inseridas culturalmente num modo de vida, que garantem a reprodu??o das fam?lias e sua resili?ncia frente ?s press?es externas. These experiences stimulated the choice of the research object: the contributions of the PNAIC to the improvement of the quality of Brazilian education. In this sense, my main objective was to analyze the actions of the PNAIC, under development in the municipality of Nova Igua?u, in order to identify the impacts of this public policy in improving the quality of education in the municipality. The specific objectives were to unveil the conception of literacy teachers, the local coordinator and the managers of the Education Secretariat about the contributions of the Pact to improve the quality of education in the municipality. Also the main difficulties encountered by literacy teachers in the PNAIC continuing education course. In addition, the possible impacts on the educational indicators that evaluate the performance of students in the literacy process in the local school district. Within the framework of the policy cycle approach, I consulted studies on policies to improve the quality of teaching from the 1980s. I also sought the different conceptions of educational quality that derive from the educational policies implemented. And the perspectives on initial and continuing teacher education in basic education. In order to achieve the main objective, I chose the quantitative-qualitative approach and used as data collection instrument the questionnaire, applied to 31 teacher-students. In addition, semi-structured interview with the coordinator of the Pact in the municipality and with a manager of the Secretary of Education of Nova Igua?u. Moreover, participant observation in the PNAIC training course. The results of the research indicate that the Pact has brought good contributions to teachers' practice and to the teaching-learning process in the literacy cycle, which, in a way, has promoted a positive impact on the educational data of the municipality. However, we observed that a series of local characteristics, such as lack of education resources, too many students per classroom, double shifts for teachers and undemocratic relations inside schools makes it difficult to apply the Program and to obtain even better results in educational indexes. / O presente trabalho emergiu das minhas experi?ncias pessoais como professora da rede municipal de educa??o de Nova Igua?u e, sobretudo, das viv?ncias como orientadora de estudo do Pacto Nacional pela Alfabetiza??o na Idade Certa (PNAIC), uma pol?tica do Governo Federal que objetiva alfabetizar todas as crian?as at? os 8 anos de idade, ao final do Ciclo de Alfabetiza??o. Tais experi?ncias impulsionaram a escolha do objeto de pesquisa: as contribui??es do PNAIC para a melhoria da qualidade do ensino brasileiro. Nesse sentido, meu objetivo principal foi analisar as a??es do PNAIC em desenvolvimento no munic?pio de Nova Igua?u, com o intuito de identificar os impactos desta pol?tica p?blica na melhoria da qualidade do ensino no munic?pio. Os objetivos espec?ficos foram revelar a concep??o dos Professores Alfabetizadores, do coordenador local e dos gestores da Secretaria de Educa??o sobre as contribui??es do Pacto para a melhoria da qualidade do ensino no munic?pio; as principais dificuldades encontradas pelos Professores Alfabetizadores no curso de forma??o continuada do PNAIC; e os poss?veis impactos nos indicadores educacionais que avaliam o desempenho escolar dos alunos em processo de alfabetiza??o na rede municipal de educa??o de Nova Igua?u. No ?mbito da abordagem do ciclo de pol?ticas, perspectiva te?rica e metodol?gica de investiga??o, o referencial te?rico abordou estudos sobre as pol?ticas de melhoria da qualidade do ensino a partir dos anos 1980; as diferentes concep??es de qualidade educacional que se interp?em ?s pol?ticas educacionais implementadas; e as perspectivas sobre forma??o inicial e continuada de professores da Educa??o B?sica. No intuito de atingir os objetivos, optei pela pesquisa de abordagem quanti-qualitativa e utilizei como instrumento de coleta de dados o question?rio, aplicado a 31 Professores Alfabetizadores; a entrevista semi-estruturada com o coordenador do Pacto no munic?pio e com um gestor da Secretaria de Educa??o de Nova Igua?u; e a observa??o participante no curso de forma??o do PNAIC. Os resultados da pesquisa indicaram que o Pacto tem trazido boas contribui??es para a pr?tica dos professores e para o processo de ensino-aprendizagem no Ciclo de Alfabetiza??o, o que, de certa forma, tem promovido impacto positivo nos dados educacionais do munic?pio. No entanto, obseva-se que uma s?rie de caracter?sticas locais encontradas, tais como a falta de recursos materiais nas escolas, a impossibilidade de participa??o dos professores no curso em hor?rio de trabalho, o excesso de alunos por sala e o autoritarismo vivenciado dentro das escolas do munic?pio que dificultam a aplicabilidade do Programa e a busca por resultados ainda melhores nos ?ndices educacionais

Pesquisa do Estado do RJ- - FAPERJ / The guiding thread of this analysis is the political of development outlined by the military government under the three editions of the National Development Plan (PND). One of the goals in context of these plans was to enable the colonization spaces demographically "empty" the country through the implementation of projects of colonization in the area that comprises the Legal Amazon acting as a stimulus to spontaneous migration and directing the flow of migration to the region. The goal of this study is to investigate and analyze the causal link between migration and development from a multidisciplinary view of the plots that tell the tragedies of migrants who settled in the border region. The case study was conducted in Lucas do Rio Verde, located in north of Mato Grosso, originating from a colonization project of the 1980s designed to resolve social tensions on the land that began to take a breath in Rio Grande do Sul. When provide voice to figures that fixed in that border is intended to analyze the dramas experienced and shared, and exposing the plots resulting from that process migration. The effort undertaken in this study was to investigate how to construct the representations of development in a frontier area. / O fio condutor desta an?lise ? a pol?tica de desenvolvimento tra?ada pelo governo militar no ?mbito das tr?s edi??es do Plano Nacional de Desenvolvimento (PND). Um dos objetivos no bojo destes Planos era possibilitar a coloniza??o dos espa?os demograficamente ?vazios? do territ?rio nacional atrav?s da implanta??o de projetos de coloniza??o na ?rea que compreende a Amaz?nia Legal servindo de est?mulo de migra??es espont?neas e direcionando o fluxo migrat?rio para a regi?o. O objetivo deste trabalho ? investigar e analisar o nexo causal entre migra??o e desenvolvimento sob um olhar multidisciplinar das tramas que informam os dramas dos migrantes que se fixaram naquela regi?o fronteiri?a. O estudo de caso foi realizado em Lucas do Rio Verde, cidade localizada no norte matogrossense, origin?ria de um projeto de coloniza??o da d?cada de 1980 elaborado para resolver as tens?es sociais por terra que come?avam a tomar f?lego no Rio Grande do Sul.
