No. of bitstreams: 1 2010 - Marilia Massard da Fonseca.pdf: 5929201 bytes, checksum: dda40e0ec60f42aa3c999a459bc01660 (MD5) Previous issue date: 2010-03-31 / In 1992 the Federal University of Rio de Janeiro (UFRRJ acronym in Portuguese) decided to implement a Centre for Child and Youth Support (CAIC acronym in Portuguese) aiming to support children of Seropedica community and UFRRJ?s bachelor students. This Centre was part of a broader project of the Federal Government (presidential decree 539/92) to promote joint activities of education, health, social support and assistantship to children, youth and their inclusion in society. This master study used qualitative primary data (semi-structured interviews) and secondary data (official documents) to analyze the historic implementation process of CAIC Paulo Dacorso Filho (1994-1997) and propose its conversion into a Centre for Education and Research Applied to Agroecology Studies, managed unilaterally by UFRRJ. Key themes were identified: educational context in the 1980?s and 1990?s; decentralization process in Brazil; main ?integral school? programs in the 1980?s and 1990?s; ?integral education? and agroecology. These themes were selected due to its relevance for this study. Key findings suggest that tripartite management model hindered the working of CAIC Paulo Dacorso Filho due to changes in the state and local governments; and due to confronting pedagogical differences with UFRRJ?s proposal. For example intermittent supply of school meals; high replacement of teachers interrupted their ongoing training; constant reduced wage of state staff; among others. This master study proposes that the aims and guidelines of the Centre for Education and Research Applied to Agroecology Studies be aligned with the interests of the UFRRJ. To this effect, agroecology must underpin Education, Research and Extension curricular activities. This study also proposes that this educational unit be a locus of training for local and state government?s teachers; as well as an additional practical field to train UFRRJ?s bachelor students. Finally, this centre will provide the community a quality educational program and will contribute to build up critical judgment and to reduce social inequality. / Em 1992 a Universidade Federal Rural do Rio de Janeiro (UFRRJ) optou por implantar um Centro de Aten??o a Crian?a e ao Adolescente (CAIC) com o objetivo de atender aos alunos dos Cursos de Licenciatura da Universidade e as crian?as do Munic?pio de Serop?dica. Este Centro fazia parte de um projeto do Governo Federal (decreto 539/92) com o objetivo de promover a??es integradas de educa??o, sa?de, assist?ncia e promo??o social relativas ? crian?a e ao adolescente e a sua integra??o na comunidade. Esse estudo de mestrado utilizou dados qualitativos prim?rios (entrevistas semi estruturadas) e secund?rios (documentos oficiais) para analisar o hist?rico da implanta??o do CAIC Paulo Dacorso Filho (1994-1997) e propor a sua transforma??o em um Centro de Ensino e Pesquisa Aplicado ? Educa??o Agroecol?gica, administrado unicamente pela UFRRJ. Os principais temas abordados foram: o contexto educacional das d?cadas de 1980 e 1990; o processo de municipaliza??o da educa??o escolar no Brasil; os programas educacionais de tempo integral de maior visibilidade nas d?cadas de 1980 e 1990; a educa??o integral e a agroecologia. Os temas foram selecionados por sua rela??o com este objeto de estudo. Os resultados sugerem que o modelo de gest?o compartilhada dificultou o funcionamento do CAIC Paulo Dacorso Filho, devido a mudan?as de governo estadual e municipal e por confrontarem com o projeto pedag?gico proposto pela UFRRJ. Por exemplo, descontinuidade no fornecimento da merenda escolar; alta rotatividade de professores que dificultou sua forma??o continuada; perdas salariais para os funcion?rios estaduais, entre outros. Esse estudo prop?e que os objetivos e diretrizes do Centro de Ensino e Pesquisa Aplicado ? Educa??o Agroecol?gica estejam aliados aos interesses da UFRRJ no que se refere ao Ensino, Pesquisa e Extens?o, onde a vertente agroecol?gica seja a base das experi?ncias curriculares. Prop?e tamb?m que esta unidade educacional seja um local para forma??o de professores da rede municipal e estadual, bem como um campo de pr?tica adicional para forma??o de alunos de gradua??o da UFRRJ. Campus-Cod?. Pursuant to Decree 5840 of 13/07/2006, since 2007 the Campus-Cod? has been offering a course in Agribusiness Integrated Technical High School in the Youth and Adult-mode PROEJA, and the teachers giving classes in this type of education are same as mainstream and higher, not that they are prepared to work in adult education. From experience in classroom teaching PROEJA and as supervisor in 2009, it was possible, through reports of teachers in educational meetings, see the methodological difficulties in teaching in the form of adult education. This research aims to examine the practice in teaching the course in Agribusiness Technical High School in the Integrated Mode Youth and Adult Campus-Cod? in the context of public policies in education and initial and continuing training. It is intended to identify the methodological difficulties presented by the faculty and present alternative proposals to the research work as a practice of daily teacher and student as a way to encourage student autonomy in relation to the acquisition of knowledge. The survey was conducted through a qualitative approach, with the subjects involved in research 24 students and six teachers of the course mentioned above, using as instruments of data collection observation in the classroom, questionnaires and interviews. / Esta pesquisa analisa as dificuldades metodol?gicas enfrentadas pelos docentes e discentes do PROEJA em Agroind?stria do Instituto Federal de Educa??o do Maranh?o ? Campus Cod?. Em cumprimento ao Decreto 5.840 de 13/07/2006, desde 2007 o Campus-Cod? vem ofertando o Curso T?cnico em Agroind?stria Integrado ao Ensino M?dio na modalidade Jovens e Adultos-PROEJA, sendo que os professores que ministram aulas nessa modalidade de ensino s?o os mesmos do ensino regular e superior, sem que os mesmos tenham sido preparados para atuar na EJA. A partir da experi?ncia da autora em sala de aula do PROEJA e como supervisora pedag?gica no ano de 2009, foi poss?vel, por meio de relatos de professores nas reuni?es pedag?gicas, perceber dificuldades metodol?gicas no trabalho docente na modalidade de EJA. Esta pesquisa tem por objetivo analisar a pr?tica no trabalho docente no curso T?cnico em Agroind?stria Integrado ao Ensino M?dio na Modalidade de Jovens e Adultos do Campus-Cod? no contexto das pol?ticas p?blicas educacionais e na forma??o inicial e continuada. Pretende-se identificar as dificuldades metodol?gicas apresentadas pelos docentes e apresentar propostas alternativas de trabalho com a pesquisa como pr?tica do cotidiano do professor e do aluno como forma de favorecer a autonomia do aluno em rela??o ? aquisi??o de conhecimentos. A pesquisa foi realizada atrav?s de uma abordagem qualitativa, tendo como sujeitos envolvidos na pesquisa 24 alunos e seis professores do curso j? mencionado, utilizando como instrumentos de coletas de dados a observa??o em sala de aula, question?rios e entrevistas.

It aimed at the educational, professional and civic formation of economically disadvantaged women in the North and Northeast. From 2011 on, it was set up and developed by the Ministry of Education through the Department of Professional and Technological Education, by entering into a series of priorities of the Federal Government. The Federal Institute of Rio de Janeiro (IFRJ)- campus Volta Redonda, since 2012, is part of the offering institutions. Although this offer is not exclusive of the Federal Institutes, that is where the program has been developing and expanding itself, as well as the Federal Education Network. Since 2012, I experience while managing the existing barriers between the planning and the execution of that policy. According to the principles and guidelines recommended by the Thousand Women Program, it becomes a challenge to achieve and perform all the actions scheduled to human and financial resources available. The overall goal of the research is to evaluate the effectiveness of the inclusion of women in vulnerable situations in the Thousand Women Program of IFRJ-CVR policies. The methodological research procedure is through ethnography, valuing data obtained through participant observation and detailed monitoring of the researched object of everyday life. The qualitative characteristic is prevalent in the understanding of the data collected. Data obtained through documents, laws and regulations related to the Thousand Women Program are used, as well as interviews, questionnaires and testimonials of those who were part of the program. It was sought to combine the interpretation of these data with the literature of classical education researchers. The results were interpreted by the bias of critical ethnography that considers the cultural, political and economic aspects to complete the work. It is hoped that the reader, when approaching the research content, understands the history of public gender policies, building and running the Thousand Women Program, as well as the results obtained by it as an inclusive action / O Programa Mulheres Mil foi inicialmente estruturado no pa?s por meio de uma parceria entre o Brasil e alguns colleges do Canad? no ano de 2007. Tinha como objetivo a forma??o educacional, profissional e cidad? de mulheres economicamente desfavorecidas nas regi?es Norte e Nordeste do pa?s. A partir de 2011, foi institu?do e desenvolvido pelo Minist?rio da Educa??o atrav?s da Secretaria de Educa??o Profissional e Tecnol?gica, inserindo-se em um conjunto de prioridades do Governo Federal. This way, the aim of this research was to discuss the expansion of eucalyptus plantation for commercial ends in the city of Valen?a, which is located in Medio Para?ba region. That region is considered one of the most dynamic regions of the state because it has an important metal-mechanic pole, a great transport logistic and because it is between the most important metropolis (S?o Paulo and Rio de Janeiro) in Brazil (FUSCO, 2003; MARAFON, 2005). That region, despite of its strong urban-industrial character, has a state very significant cattle rising, specially related to milk, which is mostly developed in the city of Valen?a, our empiric research space limit, considering the ranges of Rio de Janeiro state (MADAN?LO, 2008). However, in the opposite direction of the tendencies of eucalyptus plantation expansion in other states, especially the ones which has limits with Rio de Janeiro (ES, SP and MG), we have observed in Valen?a an increasing of eucalyptus plantation which is not associated to the great urban-industrial enterprises, which are, the great paper and cellulose or steel companies. From this on, capitalized new-rural producers have been important social actors for the development of that form/content of expansion for the eucalyptus plantation, using the demand for wood from the companies in the region, the activities related to the urban space and also the local agro-business itself. Such social phenomenon in course, analyzed in our previous researches, seems singular to us up to this moment, specially related to previous researches in the range of Social Sciences. That is why we used numerous of theoretical references, articulating and using concepts ? territory, net, urban-rural relation, agrobusiness ? as guidelines for our interpretation. / Nos ?ltimos anos, o estado do Rio de Janeiro tem sido palco da tentativa de expans?o do plantio comercial de eucalipto, incentivado em grande parte pelas empresas do setor de papel e celulose, sider?rgicas e outras demandantes de madeira. Neste sentido, o objetivo do presente trabalho foi discutir a expans?o do cultivo de eucalipto para fins comerciais no munic?pio de Valen?a, situado na Regi?o do M?dio Para?ba. Esta regi?o ? considerada uma das mais din?micas do estado, pois possui um importante polo metal-mec?nico, uma ?tima log?stica de transportes e est? entre as metr?poles (S?o Paulo e Rio de Janeiro) mais importantes do pa?s (FUSCO, 2003; MARAFON, 2005). Esta regi?o, apesar de ter um forte car?ter urbano-industrial, possui ainda uma pecu?ria bastante significativa numa escala estadual, especialmente no que se refere ? pecu?ria leiteira, que tem no munic?pio de Valen?a, nosso recorte espacial emp?rico, o seu maior produtor (MADAN?LO, 2008). Por?m, na contram?o das tend?ncias de expans?o da monocultura do eucalipto em outros estados, notadamente os que fazem divisa com o Rio de Janeiro (Esp?rito Santo, S?o Paulo e Minas Gerais) temos observado em Valen?a/RJ um crescimento do plantio de eucalipto n?o associado aos grandes empreendimentos urbano-industriais; ou seja: as grandes empresas do setor celul?sico-papeleiro ou sider?rgicas. Com isso, produtores neorrurais capitalizados t?m sido importantes atores sociais no desenvolvimento dessa forma/conte?do de expans?o do plantio de eucalipto, se valendo da demanda de madeira por parte das industriais da regi?o, de atividades ligadas ao espa?o urbano, mas tamb?m do pr?prio agroneg?cio local. Tal fen?meno social em curso e por n?s pesquisado nos parece bastante singular at? o presente momento, principalmente no que se refere ? realiza??o de pesquisas anteriores, no ?mbito das Ci?ncias Sociais. Por isso, lan?amos m?o de uma gama de referenciais te?ricos, articulando e utilizando territ?rio, rede, rela??o urbano-rural e agroneg?cio como conceitos norteadores da nossa interpreta??o.

During the development of this work was given by observation, desk research and data collection through a semi-structured questionnaire as instrument. The target consisted of students enrolled in the last grade of the primary education in state and municipal public schools in Santa Teresa and S?o Roque do Cana?, their parents and teachers as well as the students from the Integrated Farming Technician School of IFES Campus Santa Teresa. The questionnaire applied to elementary school students aimed to collect data on expectations of further studies after the conclusion of primary education and their views on the institution. The questions directed to the IFES students were about the reasons for choosing the course and prospects for further studies after completing high school. The survey sought to raise possible explanations about the reasons for the low number of students from the region?s surrounding schools enrolled in the Integrated Farming Technician High School, so as to support the institution to develop projects and actions which may contribute to the improvement of this framework. It is believed that such expectations must involve the physical structure and the personnel which are provided by the federal government to young people who wish to follow a farming career, thus, contributing to social transformation and innovation of the lifestyle in the countryside so as to build and recover citizenship, to encourage young people to stay in the countryside and to reduce rural exodus. Based on the results obtained it is concluded that there are a number of reasons which cause the low demand for the Technical Course in Farming Integrated to High School offered by IFES Campus Santa Teresa. Among them it is evident the lack of interest of most of the youngsters in the farming activities and in staying in rural areas. The problems faced in the countryside are discouraging farmers and encouraging young people to new jobs which may lead them to better living conditions. The institution requires the development of innovative projects and courses which are more appealing to youngsters, which may excite them to make living plans in tune with new scientific and technological demands of the job market in this globalized world. The absence of extension projects which will attract farmers in the region, the rejection of the boarding school, and lack of daily transportation are some of the factors which contribute to this lack of interest. The data collected provide grants to actions that may solve or at least minimize the problems experienced by IFES Campus Santa Teresa, and to try to restore the credibility and trust of the Institution. / O objetivo desta pesquisa foi desenvolver um estudo sobre as rela??es entre a demanda e ingresso de estudantes no Instituto Federal do Esp?rito Santo Campus Santa Teresa. O desenvolvimento deste trabalho se deu pela observa??o, a pesquisa documental e a coleta de dados, tendo como instrumento o question?rio semi-estruturado. O p?blico alvo foi constitu?do dos alunos matriculados na ?ltima s?rie do ensino fundamental das escolas p?blicas das redes estadual e municipal dos Munic?pios de Santa Teresa e S?o Roque do Cana?, seus pais e professores e alunos do curso T?cnico em Agropecu?ria Integrado ao Ensino M?dio do IFES Campus Santa Teresa. Os question?rios aplicados aos alunos do Ensino Fundamental visaram levantar dados sobre as expectativas de continua??o dos estudos ap?s a conclus?o do ensino fundamental e suas impress?es sobre a institui??o. Aos alunos do IFES foram direcionadas perguntas sobre os motivos da escolha do curso e perspectivas para continuidade de estudos ap?s a conclus?o do Ensino M?dio. A pesquisa pretendeu levantar poss?veis explica??es para responder quais seriam os motivos do baixo n?mero de alunos provenientes das escolas da regi?o circunvizinha, matriculados no curso T?cnico em Agropecu?ria Integrado ao Ensino M?dio, visando subsidiar a institui??o no desenvolvimento de projetos e a??es que contribuam para a melhoria deste quadro. Acredita-se que tal expectativa deve associar a estrutura f?sica e de pessoal, disponibilizada pelo governo federal aos jovens que querem seguir a carreira agropecu?ria, contribuindo assim, para a transforma??o social e inova??o de meios de vida no campo, visando construir e resgatar a cidadania, incentivar a perman?ncia dos jovens no interior e a diminui??o do ?xodo rural. Conclui-se, com base nos resultados obtidos que existe uma s?rie de motivos que constituem as causas da baixa procura pelo curso T?cnico em Agropecu?ria Integrado ao Ensino M?dio do IFES Campus Santa Teresa. Dentre eles torna-se evidente a falta de interesse da maioria dos jovens pelas atividades agropecu?rias e perman?ncia no meio rural. Os problemas enfrentados no campo v?m desmotivando agricultores e incentivando os jovens a novas profiss?es que possam lev?-los a melhores condi??es de vida. A institui??o necessita do desenvolvimento de projetos inovadores e de cursos mais atraentes aos jovens, que possam entusiasmar os estudantes ? realiza??o de planos de vida afinados com as novas exig?ncias cient?ficas e tecnol?gicas do mercado de trabalho deste mundo globalizado. A aus?ncia de projetos de extens?o que possam atrair os produtores rurais da regi?o, a rejei??o pelo regime de internato e a falta de transporte di?rio, constituem fatores que contribuem para este desinteresse. Os dados apurados fornecem subs?dios a a??es que possam sanar ou pelo menos minimizar os problemas vivenciados pelo IFES Campus Santa Teresa, para tentar restabelecer a credibilidade e confian?a na Institui??o.

Considering this reality comes from the adult education program EJA. A program of the Secretariat of State of Rio de Janeiro Education in partnership with CECIERJ Foundation, which offers a Continuing Education course implemented in a virtual environment to network teachers who teach in adult education. The objective of this research is to analyze interactions teachers who teach Mathematics in EJA. It is taken as reference the professional interactions established in the forums first half of 2014. The analysis is guided in the discursive typologies proposed by Bairral (2007) for analysis of discussion forums. The thematic forum 3, two groups were considered a unit of analysis. The results indicate that the forum can become a fruitful space, if well planned, can contribute to the collective and individual development. The analysis of messages using typologies help you understand the intentionality of speech as well as realize elements such as the presence of reflection on practice, strategies and evidence demonstrating that rethought teachers on the subject which is common (polynomial of the 1st degree Function), which they took into account the context for the public EJA. Thus, it was possible to see, from the interactions, there was a maturation of the professionals involved. Another interesting observation was the realization that argumentative nature messages tend to boost the continuity of the discussion. Therefore, proposals based on experience and daily life tend to be more relevant for in service continuing education / Uma das dificuldades encontradas por docentes para atuar na EJA ? fruto da escassez de materiais did?ticos, abordagem diferenciado para conte?dos e de pr?ticas pedag?gicas adequadas ? essa modalidade. Pensando nessa realidade, surge a o Programa EJA, da Secretaria de Estado de Educa??o do Rio de Janeiro em parceria com a Funda??o CECIERJ, que ofereceu um curso de Forma??o Continuada implementado em um ambiente virtual para os professores da rede que lecionam na EJA. O objetivo desta pesquisa ? analisar intera??es dos professores cursistas que lecionam Matem?tica nessa modalidade. Tomam-se como refer?ncia as intera??es profissionais estabelecidas em f?runs do primeiro semestre de 2014. A an?lise est? pautada nas tipologias discursivas propostas por Bairral (2007) para an?lise de f?runs de discuss?o. O f?rum tem?tico 3, de dois grupos, foi considerado uma unidade de an?lise. Os resultados indicam que o f?rum pode se tornar um espa?o frut?fero, quando bem planejado, pode contribuir para o desenvolvimento coletivo e individual. A an?lise das mensagens utilizando as tipologias ajuda a entender a intencionalidade do discurso, bem como perceber elementos como a presen?a da reflex?o sobre a pr?tica, estrat?gias e ind?cios que demonstram que os professores repensaram sobre o assunto (Fun??o Polinomial do 1? grau), na qual levaram em considera??o a contextualiza??o para o p?blico de EJA. Dessa forma, foi poss?vel perceber, a partir das intera??es, que houve um amadurecimento dos profissionais envolvidos. Outra observa??o interessante foi perceber que mensagens de cunho argumentativo tendem a impulsionar a continuidade da discuss?o. It also analyzes if Cedoc could be an instrument to perpetuate the jounalistic company?s manipulation and persuasion. By means of indirect comment, the research analyzed how Rede Anhang?era de Comunica??o (RAC)?s Cedoc works. RAC is a news group that publishes the periodical paper Correio Popular, in Campinas, S?o Paulo state. This work also analyses the texts retrieved in Documentation Center that were originally published in the Correio Popular between 2001 and 2004, about the program Or?amento Participativo, implanted by the city hall of Campinas. The sdudy was made on the basis of the rhetorical analysis and in the standards of press manipulation described from Abramo. The Documentation Center is an place where a communication's process runs, therefore it has as characteristic the information's feedback and the capacity to turn the journalistic production from ephemeral to perennial. The study identifies problems noticed in order to retrieve information from the Cedoc, caused by using several and insufficient methods on document handling. This work also demonstrates that, just like the paper itself does with its readers, Cedoc tries to convince users that the facts had happened the way they are registered. In such a way, it is concluded that the Documentation Center strengthens the press performance while private device of hegemony , as pointed for Gramsci. / Este estudo analisa a organiza??o da informa??o e os mecanismos de busca do Centro de Documenta??o Jornal?stica (Cedoc) da Rede Anhang?era de Comunica??o (RAC) em Campinas. Analisa tamb?m se o Cedoc pode ser um instrumento para perpetuar as caracter?sticas de manipula??o e de persuas?o da empresa jornal?stica. Por meio de observa??o indireta, a pesquisa analisou o funcionamento do Cedoc da Rede Anhang?era de Comunica??o (RAC), grupo empresarial que publica o jornal Correio Popular, em Campinas, interior de S?o Paulo. Tamb?m foram analisados os textos recuperados no Centro de Documenta??o publicados no Correio Popular entre 2001 e 2004 sobre o programa Or?amento Participativo, implantado pela Prefeitura de Campinas. O estudo foi feito com base na an?lise ret?rica e nos padr?es de manipula??o da imprensa descritos por Abramo. O Centro de Documenta??o ? um espa?o onde ocorre um processo comunicacional, pois tem como caracter?sticas a retroalimenta??o da informa??o e a capacidade de tornar perene a produ??o jornal?stica, que ? ef?mera. O estudo identifica problemas para a recupera??o da informa??o no Cedoc, provocada pela utiliza??o de v?rios e insuficientes m?todos de tratamento dos documentos. O trabalho tamb?m demonstra que o Cedoc refor?a a atua??o da imprensa enquanto aparelho privado de hegemonia , conforme apontado por Gramsci.

This Program takes place in all six units of the Social Assistance Reference Center (CRAS ) that actlined form in specific territories from urban to rural ?reas in the municipality of Itaguai (RJ), Brazil. This municipality has recently experienced a series of socio-economic and environmental changes that directly impacted it territory. The purpose of this research is to evaluate the practical applicability of the social dimension of this particular public policy, created from dialogical process and a hierarchical design of their socialization premises. This will be possible by comparative analysis between the normative theories and methodologies proposed by the federal government, practices presented in SCFV at the municipal level and analysis based on the survey results conducted with local stakeholders (users - civil society, professional service and local public administration). The methodology focused in the qualitative research saturation model feature. It was held a total of one hundred and four interviews, besides visits and field research in the six existing units in Itaguai (RJ). For a better analysis of theory and practical results we have also used the terms social management, social control and deliberative citizenship as basic tools for delineation of proposing the research, as each of these terms bring a deep discussion about rationality and the communicative and cooperative processes between the state and civil society. In other words, this research seeks to understand how ave being arrived out the guiding proposals and methodological aspects of the SCFV public policies by MDS national scale and compare it with the practical applicability in the local level / Essa disserta??o prop?e apresentar como ocorre a atua??o pr?tica da pol?tica p?blica do Servi?o de Conviv?ncia e Fortalecimento de V?nculos (SCFV) de responsabilidade do Minist?rio de Desenvolvimento Social e Combate a fome (MDS), nas seis unidades do Centro de refer?ncia da Assist?ncia Social (CRAS) que atuam de forma capilarizada em territ?rios espec?ficos em regi?es urbanas, Periurbanas e rurais existentes no munic?pio de Itagua? (RJ), Brasil. Esse local em quest?o, vem recentemente passando por uma s?rie de mudan?as socioecon?micas e socioambientais que impactaram diretamente o territ?rio. A fun??o dessa pesquisa perpassa por realizar uma avalia??o de como ocorre a aplicabilidade pr?tica da dimens?o social dessa pol?tica p?blica espec?fica, idealizada a partir de processos de dialogicidade e com uma concep??o hier?rquica de suas premissas de socializa??o. Realizando essa an?lise comparativa entre as teorias normativas indicadas e metodol?gicas propostas pelo governo federal e a pr?tica apresentada no cotidiano do SCFV em escala municipal, analisa com base nos resultados dos question?rios aplicados com atores locais (Usu?rios ? Sociedade Civil, profissionais do servi?o e gest?o p?blica local). A metodologia utilizada foi a do modelo de satura??o de pesquisa qualitativa de caracter?stica explorat?ria. Sendo realizadas ao todo cento e quatro entrevistas, al?m de visita e pesquisa de campo nas seis unidades e nos seis territ?rios existentes no munic?pio Itagua? (RJ), onde ocorre a pol?tica p?blica do SCFV. Para uma melhor an?lise entre teoria e pr?tica tamb?m foram utilizados os termos de gest?o social, controle social e cidadania deliberativa como instrumentos elementares para delimita??o do que prop?e a pesquisa, visto que estes termos t?m como racionalidade o processo comunicativo e cooperativo entre Estado e sociedade civil, Ou seja essa pesquisa busca entender como s?o realizadas as propostas norteadoras e os aspectos metodol?gicos no processo conceptivo da pol?tica p?blica do SCFV pelo MDS de escala nacional e compar?-la com aplicabilidade pr?tica em n?vel local
