In this thesis I investigate the potentials for regional authorities to make use of Europe and discuss in what ways these efforts can initiate Europeanization of a top-down, horizontal, and cyclical nature. The empirical material that the analysis is based upon was gathered during my participant observation period at the City of Malmö EU office. Both working practically with European affairs and conducting interviews with other regional representatives provided me an opportunity to receive a first-hand experience of the way Swedish local and regional representatives are working to receive advantages from their presence in Brussels. The network governance concept is in the thesis introduced to explain how policy making is organized and in the light of these observations I reflect on to what extent the regional presence and activities in Brussels is leading to a process of Europeanization. The findings suggest that there are many ways in which the Swedish regional representatives are able to receive advantages from their presence in Brussels. The thesis also reveals various ways in which the regions become influenced by Europe, especially from participating in partnerships and networks that are making use of the EU as a platform for interaction and learning.

Efter att ha fått en lista över förslag på uppsatsämnen av Malmö stad, bestämde vi oss för att studera ämnet ”bygglov” mer. De två centrala frågeställningarna är 1. Vad händer med de bygglov som Miljöförvaltningen på Malmö stad har avstyrkt? Har de ändå blivit beviljade, och på vilka grunder? 2. Identifieras miljöaspekter i bygglovsansökningar i samma grad och utsträckning oavsett om det är stadsbyggnadskontoret eller miljöförvaltningen som gör bedömningen? Bygglovsansökningar som blivit behandlade av Miljöförvaltningen på Malmö stad under åren 2015–2017 utvärderades. Vi genomförde intervjuer med handläggare på miljöförvaltningen och stadsbyggnadskontoret, samt en dokumentgranskning av de beslut som tagits på remiss av miljöförvaltningen. Analysen visar att bygglov som tagits på remiss av miljöförvaltningen och fått avstyrkan, ändå blivit beviljade av stadsbyggnadskontoret samt att stadsbyggnadskontoret inte lägger någon större vikt vid miljöförvaltningens yttrande så länge det inte innebär en risk för människors liv eller hälsa. Is environmental aspects identified in building permits in the same degree and extent, regardless of whether it is the City Building Office or Environmental Office who make the assessment? The purpose is to assess building permit applications that have been processed by the Environmental Office in Malmö city in 2015-2017. To answer the questions, we conducted interviews with staff at the Environmental Office and City Building Office and also a document review of the decisions taken on Environmental Office. The paper concludes that the building permits issued by the Environmental Office have been granted permission by the city building office, and that the City Building Office does not make a major assessment in the Environmental Offices opinion if it does not endanger human life or health.

Kandidatuppsatsens syfte är att undersöka och skapa förståelse för hur Malmö stad arbetar med hållbar mobilitet, hur det implementeras samt vilka utmaningar som kan uppstå. Detta för att öka kunskapen hos planerare med flera som behandlar frågor om hållbar mobilitet. Undersökningens empiriska material grundas i en dokumentstudie där policy- och strategidokument studeras, samt en intervjustudie med kvalitativa intervjuer där fem tjänstepersoner från tre av Malmö stads förvaltningar. Med hjälp av Banisters (2008) fyra policyprinciper för hållbar mobilitet - teknologi, styrning av efterfrågan, utvecklande av markanvändning samt acceptans - och genom teorin om stigberoende analyseras Malmö stads arbete med hållbar mobilitet. Slutsatsen är att komplexiteten i begreppet hållbar mobilitet bidrar till olika tolkningar av vad begreppet innefattar, vilket i sin tur kan leda till otydliga policyer och strategier. Dessa utmaningar kan leda till trög beslutsfattning och långsam implementering av åtgärder, vilket förklaras av teorin om stigberoende. Vi beskriver detta som en rundgång då utmaningarna både påverkar och påverkas av varandra. För att bryta ett eventuellt stigberoende i Malmö stads organisation föreslår vi ett större mod att våga planera, besluta och testa olika åtgärder som främjar hållbar utveckling. Detta kan leda till att Malmö stad kan arbeta effektivt för en förändring från konventionell transportplanering till hållbar mobilitet. / The purpose of this bachelor thesis is to investigate and create an understanding of how the City of Malmö works with sustainable mobility, how it is implemented and what challenges may arise. This is to increase the knowledge of planners and others who deal with issues of sustainable mobility. The empirical material for the study is based on a document analysis of policy and strategy documents, as well as a qualitative interview study involving five och officials from three administrative departments of the City of Malmö. Using Banister's (2008) four policy principles for sustainable mobility - technology, demand management, land usedevelopment and acceptance - and the theory of path dependency, the City of Malmö's work on sustainable mobility is analyzed. The conclusion is that the complexity of the concept of sustainable mobility contributes to different interpretations of what the concept entails, which in turn can lead to unclear policies and strategies. These challenges can lead to slow decision-making and slow implementation of measures, as explained by the theory of path dependency. We describe this as a feedback loop, as the challenges both influence and are influenced by each other. To break the potential path dependence within the organization of the City of Malmö, we propose a more courageous approach to planning, decision-making, and testing various measures that promote sustainable development. This may enable the City of Malmö to effectively work towards a shift from conventional transportation planning to sustainable mobility.

This study aims to understand the importance of prerequisites for collaboration between public/political agencies with the help of literature about the concept of collaborative governance. The choice of using collaborative governance is based on the fact that the concept has not been applied to collaboration between the public/political actors before. This paper has the Swedish project Stop the shooting (Sluta skjut) as an example to understand the importance of prerequisites for collaboration between the Police, Probation Service, and Malmö municipality. With the help of this project, I will try to understand some of the promoting and hindering factors for collaboration in the studied project. To ascertain the prerequisites, I study will be interviewing representatives from the three mentioned actors.  To study the importance of prerequisites I used Ansell & Gash's (2008) theory about starting conditions which includes three prerequisites that according to them can make or break any collaboration process. These prerequisites are power-resource balance, incentives for participation, and prehistory of collaboration. In addition, to examine how much these prerequisites mean for collaboration, I will also see if any prerequisites are of importance that Ansell & Gash (2008) do not mention. The result of the study concludes that Ansell & Gash's (2008) starting conditions are of big importance for a successful collaboration process and were of importance for deeming ‘Sluta skjut’ as a successful project. The conclusion of the study shows that there are two more important prerequisites in addition to Ansell & Gash (2008) that all actors should aim to fulfill before collaborating, these are the time aspects regarding implementation and understanding of the different logics for each actor.

The study, from a prosumer perspective, has examined the activities of parents on Facebook, as well as how the City of Malmö can proactively work to prevent trust crises and the spread of rumors. Using method triangulation, the study was conducted through five qualitative individual interviews, a focus group and a document analysis of Malmö city's communication policy. The results presented in the study highlight the need for mutual relationship building to meet the communication and information needs of parents in today's digital landscape. The study concludes that for the City of Malmö to meet people's needs and expectations, there is a requirement for adaptation and adjustment to both digital and societal developments. Likewise, it is necessary for parents to adapt and change within the modern era. / Studien har, utifrån ett prosumentperspektiv, undersökt vårdnadshavares aktiviteter på Facebook, samt hur Malmö stad kan arbeta förebyggande för att förhindra förtroendekriser samt ryktesspridning. Studien har med hjälp av metodtriangulering utförts genom fem kvalitativa individuella intervjuer, en fokusgrupp och en dokumentanalys av Malmö stads kommunikationspolicy. Resultatet som presenteras i studien är behovet av ömsesidigt relationsskapande för att tillgodose vårdnadshavares kommunikations- och informationsbehov i dagens digitala landskap. Studiens slutsats är, för att Malmö stad ska kunna möta människors behov och förväntningar krävs en förändring och anpassning till såväl den digitala utvecklingen som den samhälleliga utvecklingen. Likaså är det nödvändigt för vårdnadshavare att anpassa sig till och förändra sig i takt med den moderna eran.
