Straffskärpningar vid fall av flerfaldig brottslighet : En kvalitativ granskning av lagförslag för att skärpa straffen för flerfaldig brottslighet utifrån straffteoretiska principer

I Sverige är flerfaldig brottslighet ett vanligt fenomen, och under 2021 tillsatte regeringen en statlig offentlig utredning för att föreslå straffskärpningar vid fall av flerfaldig brottslighet. Syftet med den föreliggande studien var att granska hållbarheten i de argument som utredningen presenterade för denna straffskärpning. Granskningen skedde med utgångspunkt i teorier om prevention samt de rättsliga principerna om proportionalitet och ekvivalens. Vidare undersöktes även vilka eventuella konsekvenser straffskärpningarna kan ha för unga lagöverträdare samt återfallsförövare. Det genomfördes en kvalitativ tematisk analys, och utredningen fungerade som studiens urval och material. Resultatet pekade på att argumenten inte sågs som hållbara utifrån teorier om prevention, samtidigt som de i hög grad svarade mot principerna om proportionalitet och ekvivalens. Det visade också på potentiella konsekvenser för unga lagöverträdare och återfallsförövare, och att straffskärpningen skulle innebära risker för dessa kategorier av förövare utifrån ett brottspreventivt perspektiv. / In Sweden, multiple offending is a common phenomenon, and in 2021 the government issued a commission of inquiry, proposing harsher punishments in cases of multiple offending. The aim of the present study was to examine the sustainability of the arguments presented in that inquiry. This was examined through the theoretical framework of crime prevention and the legal principles of proportionality and equivalence. Further, the eventual consequences of the proposal in relation to juvenile offenders and repeat offenders were also evaluated. A qualitative thematic analysis was conducted, and the inquiry served as the sample and the material for the present study. The results indicated that the arguments were not to be considered as sustainable in relation to theories of crime prevention, although they to a high degree were compatible with the principles of proportionality and equivalence. The results also showed potential consequences of the proposal in regard to juvenile offenders and repeat offenders, and it indicated that the outcome of harsher punishments will result in certain risks for these categories of offenders.

Den 1 juli 2023 träder en ny lag i kraft som innebär att kommuner i Sverige åläggs ett ansvar gällande lokalt brottsförebyggande arbete. Syftet med studien var att undersöka hur kommuner i Skåne tolkar lagen, om det finns skillnader i dessa tolkningar samt vilken effekt lagen har på det preventiva arbetet. Det samlade resultatet visade att kommunerna är positivt inställda till lagen och det råder en förhoppning om att den kan höja statusen på det brottsförebyggande arbetet. Kommunerna upplever dock att trots att lagen erbjuder möjligheten att anpassa det preventiva arbetet till en lokal kontext framstår det som oklart hur arbetet ska bedrivas på bästa sätt. Eftersom lagen inte ger några direktiv väljer de flesta kommunerna i studien att fortsätta sitt arbete som tidigare. Tolkningarna av lagen skiljer sig inte märkbart åt mellan kommunerna men det återstår att se om det uppstår skiljaktigheter när lagen väl träder i kraft. Resultatet av studien kan användas som stöd i att identifiera fokusområden för lagens planerade utvärdering samt vara en vägledning för framtida brottsförebyggande lagstiftning. / On July 1st 2023 a new law takes effect wherein Swedish municipalities are imposed to take responsibility for local crime prevention work. The purpose of the study was to examine how municipalities in Skåne interpret the law, if there are differences in the interpretations and what effect the law might have. The aggregated results showed that the municipalities have a positive attitude towards the law and there is hope that the law will improve the status of crime prevention work as a whole. Although the law offers the opportunity to adjust the preventative work to a local context there is uncertainty about how the work is carried out in the best way. Since the law does not give clear directives, most of the municipalities in the study choose to continue working as they did before the law. The interpretations of the law do not differ too much between the municipalities but it remains to be seen if differences arise when the law takes effect. The result of the study can be used as support for the planned evaluation of the law to identify focus areas, as well as guidance for future legislation on crime prevention.

Based on Hirschi’s theory of social bonds, the purpose of this essay is to examine teachers’ experiences of students’ social bond to school as a prerequisite for crime prevention. Using a qualitative method the study aims to investigate teachers’ experiences through semi-structured interviews held with teachers’. The theory of social bonds distinguishes four different bonds: attachment, commitment, involvement and belief. According to Hirschi it is through strong social bonds that adolescents refrain from committing crimes. Research suggests that different forms of attachment to school have a connection with adolescent crime and that when the attachment to school increases the probability of crime decreases. The results of this study showed that teachers’ found that most students’ have a good, strong relationship with the teachers’ at school, that a majoirity of students respect the teachers’ as authorities as well as having a positive attitude towards schoolwork and the time they spend in school. This indicates that, according to the teachers’, students’ attachment, commitment, involvement and belief could be considered strong in relation to school. This can further be interpreted as a majority of students’ seemingly having a strong social bond to school and therefore being less likely to commit crimes.

Crime among youth is a social problem in Sweden and a much-debated topic in politics lately. The main purpose of the study is to identify and problematize the perceptions of Stefan Löfven's (2019–2021) and Ulf Kristersson's (2022) governments, which are the basis for their problem representations of youth crime in Sweden. To be able to carry out the study, we will mostly use Carol Bacchi's discourse analytical method and theory called "What's the problem represented to be?" which is abbreviated WPR. The questions we have prepared regarding the study's purpose and analysis method are as follows: How do Stefan Löfven and Ulf Kristersson governments represent the crime problem among youth? What perceptions about criminality among youth underlie the government’s problem representations? What is left unproblematic in the problem representations? The conclusions are that Stefan Löfven's government focuses a lot on rehabilitating criminal youth, the focus is thus on the underlying socio-economic causes of the problem of crime. What is left invisible in the problem representation thus shows how victims of crime are affected by the criminal acts of criminal youth. Ulf Kristersson's government sees the problem as that victims of crime are not treated fairly; therefore, criminal youth must be locked up to reduce illegal activity. What is thus made invisible is how these criminal youth are ultimately affected by this measure. With this, we concluded that both governments’ problem representations are based on many shortcomings and ignorance. This is because many important issues according to previous research, such as individual risk factors, are left unproblematic in the problem representations.

The aim of this study was to examine how the police authority in Malmö works with crime prevention against juvenile delinquency. Furthermore, the study refers to questions regarding cooperation with other authorities such as the social services, schools, youth recreation centers and property owners. Consistent throughout the study is to reproduce the police officer's own thought about various forms of preventive measurses that they carry out in their daily work. In order for the police to be able to work preventively, it is important for them to be able to identify young people at risk for developing a criminal identity. The study presents various forms of preventive measurses such as situational crime prevention, social crime prevention and community prevention, which have different meanings and outcomes in the police's daily work. Situational crime prevention is used as a tool to reduce or make it more difficult for crimes to be committed in certain prime locations. Furthermore, questions about the police officers' own opinions about camera surveillance and visitation zones are discussed. Social crime prevention involves a long-term approach with a high police presence at schools, youth recreation centers and in residental areas. Community preventive measures involve neighbourhood watch, informative meetings with communtity citizens and safe residental areas. The results show that relationship building and cooperation with other authourities are the most important building blocks for successful preventive work regarding juvenile delinquency.

Gifts and Costs of Mentorship, Exploring Experiences of Mentors of At-risk Youth

To date, a little is understood about the experiences of mentors of at-risk youths.The present study sought to enrich this understanding by connecting with mentorsfrom Flamman, a youths-prevention organization in Malmö, Sweden, inquiringabout benefits and negative consequences they experienced as mentors, and whataspects contributed to the development of those outcomes. The study adoptedmixed methods design but only one part of data collection was successful,resulting in four in-depth interviews with mentors from Flamman. The resultsshowed numerous benefits deriving from a role of a mentor in terms of positivechanges in personality and attitudes, development of skills, and practical gains.Some negative consequences were revealed as well, specifically negative changesin personality and attitudes, and practical risks, although those were perceived asless important than the reported benefits. The nature of the experienced outcomesresulted from the interaction of the three actors of mentoring: the mentors, thementee, and the organization. The positive experience was generally characterizedby the ability to make a difference, experience success, and nurture positiverelationships with mentees and colleagues, while negative experience tended toresult from lack of success, difficult relationships, and barriers placed by outerinfluences. Overall, the mentors perceived the experience of mentoring inFlamman as positive and beneficial.

Syftet med denna studie var att se om samverkansavtalet mellan Vetlanda kommun och Polismyndigheten i Jönköpings län har lett till en minskad brottslighet. Genom granskning av statistik visade utvärderingen att samverkan mellan kommun och polis är en central brottspreventiv åtgärd. Rent generellt har totalt antal brott i Vetlanda kommun minskat, men inte inom de tre av fyra huvudområden som fokusen låg på. / The purpose of this study was to evaluate the cooperation agreement between Vetlanda municipality and the police in Jönköping to see if it has led to a reduction in crime. Through different statistical examinations the evaluation shows that cooperation between Vetlanda municipality and the police in Jönköping is an important arrangement for crime prevention. Overall the total number of crimes in Vetlanda municipality has decreased, but not in the three of four main areas we have focused on.

The aim of this study is to explore the effects of probation officers and their work. The following questions have been asked to come to a conclusion: How do probation officers view their work and the purpose of it? What are the effects of probation officers work? The approach of the study is of a qualitative nature and has been conducted by interviewing three officers of the correctional service system, three probation officers and two ex-criminals that have been on probation. The selection is based on a snowball type selection. To analyse the results of the study we have applied previous research and phenomenological theory to examine the experience of correctional service officers, probation officers and ex criminals. The results of our empirical study show that motivation is a key factor for successful results of probation officers work. The effects probation officers and their work have on preventing crime are uncertain, but the study shows that the experiences of the work of probation officers are positive and that the work is meaningful to the clients. The supportive and prosocial aspects of probation officers work has been identified as a priority. Our study also shows that the work of probation officers has to change in order to successfully prevent crime and a number of improvements are suggested, such as giving the probation officers specific assignments and giving the probation officers a better education before they are given assignment.

Violent ideologies/terrorism are predicted to increase in Sweden. However, there is no specific terrorist profile. Both children, young people and adults are exposed to indoctrination that violence solves problems. The police authority is responsible for r educing crime in Sweden but needs to cooperate with other actors for the work to be successful. The Church of Sweden cooperates with the primary school through Riddarskolan. The leaders teach the students about ethics, to strengthen their self esteem and t o counter bullying. In 2004, Malung's parish received a prize from Ickevåldsfonden for the work with Riddarskolan with the justification that the work successfully counteracts violence. This qualitative content analysis is based on collected material about Riddarskolan, from two of the Church of Sweden's parishes. The purpose of this study was to investigate whether Riddarskolan and its leadership can be part of crime prevention, against terrorism. The result shows that not only crime prevention, but also terrorism and leadership are complex phenomena, which require complex solutions and answers. The answer to the qu estion of whether Riddarskolan can function preventively in terms of terrorism is thus not clear cut. On the other hand, it is possible to understand that leadership has a significant role in the direction in which we develop as humans Our development tak es place in interaction, cooperation and in community with other people. In order to further understand the importance of cooperation between different actors, as well as to better understand terrorists' motivation, dynamics, its causes and manifestations, further research is needed on the importance of leadership in crime prevention
