Indicadores de desempenho das organizações sociais de cultura do Estado de São Paulo

In this model, non-state public organizations qualified as Social Organizations of Culture sign a contract with the government, assuming the responsibility for the administration of services, installations, and cultural equipments that were originally managed directly by the Secretariat. The State continues on charge of defining the cultural policies and supervising the work developed for these purposes by the Social Organizations. In case an institution doesn t accomplish the results established by the contract, it may stop getting resources from the government or even losing its qualification. The main tool to evaluate performance of these organizations is an indicators system specifically defined in the work plan in each case where goals that must be reached must be clearly defined. The purpose of this work was to study the indicators systems being used today, and seek ways to improve them. For these purpose three representative institutions were selected and work plans and activities reports of each one were carefully studied. These institutions were: Friends of the Pinacoteca Association, Friends of the Tom Jobim Centre Association, and OSESP Foundation. As a result it was observed that even though the indicators systems currently used were very simple, they contain some important and positive characteristics that are also found in evaluation models identified in literature, such as alignment of the indicators with the strategical objectives of the institution. A weak point of the systems though, is the current difficulty to compare performance for two or more organizations. Suggestions to improve the systems are presented as a way to minimize this and other problems that were identified during the work / A Secretaria da Cultura do Estado de São Paulo utiliza desde 2004 um modelo de gestão baseado nas Organizações Sociais. Nesse modelo, organizações públicas não estatais, qualificadas como Organizações Sociais de Cultura, firmam um Contrato de Gestão com o Estado, passando a assumir a responsabilidade pela administração de serviços, instalações e equipamentos culturais que antes eram geridos diretamente pela Secretaria. O Estado mantém seu papel de formulador das políticas culturais e passa a fiscalizar o trabalho dos executores dessas políticas, ou seja, das Organizações Sociais. Caso a instituição não atinja os resultados definidos em contrato, ela pode deixar de receber os recursos do governo ou até mesmo perder sua qualificação. A principal ferramenta para avaliar o desempenho dessas organizações é o sistema de indicadores definido no plano de trabalho de cada uma delas, no qual são apresentadas as metas que devem ser atingidas. O objetivo desta pesquisa foi identificar pontos de melhoria nos atuais sistemas de indicadores desenvolvidos para avaliar o desempenho das Organizações Sociais de Cultura do Estado de São Paulo. Para tanto, foram descritos e analisados os programas de trabalho e relatórios de atividades de três instituições representativas, a Associação dos Amigos da Pinacoteca, a Associação dos Amigos do Centro de Estudos Musicais Tom Jobim e a Fundação OSESP. Os resultados mostram que apesar da simplicidade dos sistemas de indicadores atualmente utilizados, estes possuem algumas características básicas que também são encontradas em modelos de avaliação identificados na literatura, como, por exemplo, a intenção de alinhar os indicadores aos objetivos estratégicos da instituição. Um ponto fraco importante detectado na pesquisa diz respeito à atual dificuldade de comparação entre o desempenho de duas ou mais organizações. As sugestões para aperfeiçoamento dos sistemas, apresentadas no fim do estudo, procuram minimizar este e outros problemas identificados no modelo atual

La culture, un partage convoité. Étude socio-médiatique des lieux hybrides de commerce et de culture / Is culture becoming a shared ambition ? A socio-media study of hybrid cultural/commercial venues

Le travail de recherche que nous présentons porte sur une médiation particulière, l’exposition culturelle, dans un contexte particulier, celui de l’hybridation des lieux commerciaux (par l’affichage d’une prétention culturelle) et des lieux culturels (par la montée en puissance d’activités et de logiques commerciales). L’ambition culturelle est, de fait, de plus en plus souvent revendiquée par des acteurs commerciaux et cette revendication dessine, à notre sens, les lignes d’un nouveau partage dont il convient d’étudier les modalités, d’une part, et la portée socio-symbolique, d’autre part. Les exemples de ce mélange des genres, entre relation commerciale et relation culturelle, sont légion. Celui-ci caractérise des lieux physiquement situés et intentionnellement aménagés qui composent une part non négligeable de nos environnements quotidiens. Deux types de lieux retiennent ici notre attention : le centre commercial et le musée. Pour articuler au mieux les différents niveaux de notre analyse, nous envisageons ces lieux hybrides à trois échelles distinctes qui, partant de l’observable le plus circonscrit, s’ouvrent sur l’espace social de la réception et structurent notre développement : le dispositif d’exposition est au cœur de la première partie de notre étude ; le lieu, en l’occurrence muséal (la Cité des sciences), fournit la matière et le terrain d’enquête sur lesquels se fonde la seconde partie ; le territoire du Nord-Est parisien, dans lequel deux lieux hybrides de culture et de commerce se trouvent situés (la Cité des sciences et le centre commercial du Millénaire), ouvre enfin l’étude aux phénomènes de transformation et de circulation. / The research presented here focuses on a specific form of media, the cultural exhibition, considered in the specific context of the hybridisation of commercial venues (showing a growing cultural aspiration) and cultural venues (showing a growing number of commercial activities and commercial strategies). Commercial players are more frequently demonstrating cultural ambitions with the results that the line between business and culture needs to be redefined both in terms of procedures and socio-symbolic implications. Examples of the mixture of genres between the commercial and cultural are numerous and are to be found in places often encountered in our daily lives, places with an actual physical existence and established with the intention of blurring the lines. Two types of place will be under scrutiny: the shopping center and the museum. In order to articulate the different levels of this analysis, these hybrid venues will be considered on three distinct levels, starting with pure observation and moving to the social impact of these transformations: the study of the layout of the exhibition is at the heart of the first part of this study; the place which happens to be a museum (La Cité des Sciences) provides the subject and the basis of the second part of the study; the area made up of the north-eastern part of Paris, in which two of these hybrid venues of culture and commerce are located (la Cité des Sciences and the Millénaire shopping center) will finally open up the study to show the phenomena of transformation and circulation.

Vems är kulturen? : Därför är resurssvaga unga underrepresenterade i den offentliga kulturens rum / Whose is the culture? : An exploration of how young adults are less represented in the public cultural institutions

The purpose of this study is to understand the lack of inclusion of young adults from resource-poor areas when it comes to public cultural institutions, e.g., visits to art exhibitions, theaters and libraries. Previous research has shown that the Swedish culture is socioeconomically divided when it comes to the cultural participation (Lundquist 2017; Myndigheten för kulturanalys 2019; Magnusson & Wärnlöf Bové 2019). There are still inequalities – not all residents have the same opportunity to participate in cultural contexts. With the help from six young adults from resource-poor areas in the city of Gothenburg, semi-structured interviews are held to evaluate the reasons of why the cultural participation is low. By applying key concepts from Pierre Bourdieu's (Bourdieu 1962 see Broady 1988) theory such as cultural capital and habitus, the findings suggests that there is a place-bound identity creation of the informants that not only creates their identity, but also limits them as individuals. Another key finding is that the multiethnic environment in these areas are also sociocultural conditions for participations in new contexts. Additionally, the informants cultural capital turned out to be low, yet different for every informant of why their cultural participation is low.

En 2010, le bilan sur les objectifs du millénaire pour le développement (OMD) a révélé que l’ensemble des pays ainsi que les différents acteurs impliqués dans ce processus devaient redoubler leurs efforts afin de mettre en place des projets adaptés à la nature des diverses sociétés. À cet effet, la question de la « culture » s’est imposée comme un facteur évident et inhérent à l’accomplissement de ces objectifs. C’est dans ce cadre que se pose notre problématique de recherche à travers une zone géostratégique qui subit de grands bouleversements au niveau politique, économique et social. De cette manière, la culture peut-elle constituer un élément de base dans les programmes de développement entrepris dans les États arabes ? Cette présente thèse s’achemine à travers trois principales étapes. D’abord l’intégration de la culture dans ce processus en tant que secteur à part entière. Ensuite, les moyens et les méthodes utilisés par les différents acteurs engagés et concernés par le domaine de la culture dans les pays arabes. Enfin, les indicateurs spécifiques à la région à travers lesquels apparaissent les limites, mais également le potentiel des États arabes. Pour finir, cette démarche fait office de défrichement, car le développement à travers le secteur culturel reste peu exploité dans le monde arabe. Toutefois, les changements qui s’opèrent depuis quelques années dans la région peuvent conduire à une véritable reconsidération du secteur culturel et de sa relation avec le processus de développement. / In 2010, the appraisal of the Millennium Development Goals (MDGs) indicated that all the countries and the different actors involved in this process should underlay their efforts to implement projects adapted to the nature of the various societies. To this end, the issue of "culture" has emerged as an obvious and inherent factor in achieving these goals.Our research issue raises in this context through a geostrategic area which undergoes great changes in the political, economic and social level. Thus, can the culture constitute a basic element in the development programs undertaken in the Arab States? The present thesis is developed through three main stages. First, the integration of culture in this process as a real sector. Then, the means and methods used by the different actors involved and concerned with the field of culture in the Arab countries. Finally, specific indicators related to the region which could show the limits, but also the potential of Arab States.This approach acts as clearing, insofar as the development through cultural sector remains largely untapped in the Arab world. However, the changes occurring in recent years in the region can lead to a genuine reconsideration of the cultural sector and its relationship with the development process.
