Este trabalho tem como objetivo investigar se municípios que possuem algum tipo de alinhamento político com o executivo federal possuem maiores chances de receber empréstimos do Banco Nacional do Desenvolvimento Econômico e Social (BNDES), e se esses são de maiores valores financeiros no caso da existência de tal alinhamento. Foi utilizado um painel de dados com os municípios brasileiros entre os anos de 2003 e 2010. Em ambas as análises, foram utilizados os métodos de dados empilhados, dos efeitos fixos e dos efeitos aleatórios. Os resultados indicam que o alinhamento exerce pouca influência sobre os empréstimos do BNDES. / This paper aims to investigate whether municipalities with any type of political alignment with the Federal Executive are more likely to take out loans from BNDES (Banco Nacional de Desenvolvimento Econômico e Social) and whether the amounts are larger in such cases. A data panel on Brazilian municipalities between 2003 and 2010 was used. In both analyses performed, we used the pooled, fixed effects, and random effects estimation models. The results show that the political alignment exerts little influence on loans from BNDES to Brazilian municipalities.

O referencial teórico fundamenta-se nas teorias que buscam compreender a intenção de uso dos serviços de pagamentos móveis (M-payment). Os dados foram coletados a partir de um questionário em um levantamento amostral aliado a um experimento de campo aplicado a 256 usuários da moeda social em cédula de três bancos comunitários. A Oportunidade de Experimentar foi uma condição experimental aleatorizada para permitir uma inferência causal mais consistente. Para o teste das hipóteses de pesquisa empregamos o método de PLS-SEM (partial least squares - structural equation modeling). Os resultados indicam que a Oportunidade de Experimentar o aplicativo afeta positivamente a intenção de uso da moeda social digital por meio de seu efeito na percepção de facilidade de uso e percepção de risco sobre o aplicativo. A percepção de confiança também se mostrou como um fator que aumenta a intenção de uso da moeda social digital. / This study aims to understand factors that affect the intention to use a digital social currency, namely the influence of the Initial perception of trust, Perception of ease of use, perception of risk and opportunity to try the app of the digital social currency. The theoretical framework is based on theories that try to explain the intention to use mobile payment services (M-payment). The empirical data was collected by means of a questionnaire in a survey experiment applied to 256 users of the paper social currency of three different community banks. The opportunity to try the app was an experimental condition randomly assigned in order to allow for robust causal inference of its effects. Hypotheses were tested using Partial Least Squares structural equation models (PLS-SEM). Results indicate that the opportunity to try the app positively affects the intent to use the digital social currency by means of its effect on the perception of ease of use and the perception of risk about the app. Trust also showed a positive effect on the intention to use the digital social currency.

A hipótese da dissertação é que, embora tenha o BID sido influenciado pelo receituário do ¿Consenso de Washington¿ e por idéias mais liberais oriundas dos Estados Unidos durante os 70-80, as raízes do Banco garantiram a ele um papel mais independente do que outras instituições, fazendo com que, no caso do BID, as conhecidas ¿condicionalidades¿ nos empréstimos fossem menos relevantes e contassem com menos exigências. Escolhemos o caso específico do BID por ser, esta instituição, a maior fonte multilateral de crédito brasileira / Abstract: This dissertation examines the lines of action of the Inter-American Development Bank (IADB) in Brazil, since its creation in 1959, until the year 2006 (end of the first government Lula), with the main objective of detecting a possible change in the mode of action of the IADB from the end of the decade of 80 and the early 90, a period of crisis in Latin America. The hypothesis of this dissertation is that although the IADB has been influenced by the prescriptions of the "Washington Consensus" and some kind of liberal ideas from the United States during the 70¿s-80¿s, the bank¿s roots assured it more independence than others institutions, so that in the case of the IADB, the well-knowned "conditionalities" in loans were less relevant and contracted with fewer requirements. We believe that the brazilian example is interesting to demonstrate this, because the so-called "neoliberal reforms" occured later in Brazil than in other Latin American countries; what led us to question what was the real role of international organizations such as the IADB in the process of adopting these reforms. Finances solidaires en France et au Brésil : le rôle des initiatives citoyennes dans le développement de l'économie solidaire au-delà de la dimension financière / Finanças solidárias na França e no Brasil / Solidarity finance in France and Brazil

Ayant comme activité l'épargne et/ou le crédit, les initiatives auxquelles notre étude s'intéresse forment le domaine des finances solidaires, ce dernier constituant un sous-ensemble de l'économie solidaire. L' objectif central a été de délimiter ce champ en France et au Brésil, en interrogeant le rôle joué par ces initiatives dans le développement de l’économie solidaire sur un territoire. Dans une approche socioéconomique, la question du rôle des finances solidaires au-delà de leur dimension financière suppose une compréhension élargie de l’économie basée sur la pensée de Karl Polanyi. À partir d'une démarche ethnographique, nous constatons que l'activité de financement solidaire, considérée de manière isolée, produit un impact relativement peu significatif, en termes de financement et de développement de l'économie solidaire. Pour comprendre les finances solidaires, il est nécessaire de rendre compte des dimensions économique, sociale et politique de leur action. / The initiatives to which this study focuses are in the field of solidarity economy. Having as activity savings and / or credit, they form the field of social finance . The main question of this research is the role of social finance in the development of initiatives of the solidarity economy. In a socio-economic approach, this question implies a broader understanding of the economy which is based on K . Polanyi conceptual framework. Using an ethnographic approach in two different countries – France and Brazil -, we are looking for understand the social and political dimensions of solidarity finance. / Tendo como atividade principal a poupança e/ou o crédito, as iniciativas que interessam ao nosso estudo formam o campo das finanças solidárias, o qual se inscreve no campo da economia solidária. O objetivo central do traballho foi delimitar as finanças solidárias no Brasil e na França, questionando o papel dessas iniciativas no desenvolvimento da economia solidária em um dado território. Numa perspectiva socioeconômica, a questão do papel das finanças solidárias para além da dimension financeira supõe uma compreensão ampliada da economia, a qual se baseia no pensamento de Karl Polanyi. A partir de um trabalho de campo etnográfico, constatamos que quando analisamos a atividade de financiamento solidário de maneira isolada, seu impacto, em termos de financiamento e de desenvolvimento da economia solidária, parece relativamente pouco importante. Para compreender seu papel, é preciso considerar as dimensões econômica,social e política dessas iniciativas.

Aid effectiveness, performance and vulnerability : new perspectives

La question de l’efficacité de l’aide publique au développement est complexe et protéiforme. L’aide se présente sous de nombreuses formes et implique de nombreux instruments et acteurs, dont les objectifs et mêmes les philosophies diffèrent fortement entre les pays et les organisations. De cet enchevêtrement, les économistes ont jusqu’alors échoué dans leurs recherches de relations macroéconomiques robustes censées guider l’action publique. Ainsi, aucun consensus ne semble pour l’instant émerger de ce débat. Dès lors, l’orientation des politiques de développement a essentiellement été influencée par des hypothèses contestables reposant sur des fondements empiriques fragiles. Ce travail tente d’apporter de nouveaux éléments au débat sur l’efficacité de l’aide au travers de sept essais. Les trois premiers chapitres se consacrent à la question de la relation entre aide et croissance du point de vue statistique. Les nouvelles approches qui y sont proposées tentent de surmonter la plupart des défauts de la littérature empirique existante. Nous y montrons que la relation entre aide et croissance est extrêmement complexe et qu’il est difficile de l’appréhender à l’aide des méthodes économétriques usuelles. De plus, bien que l’aide semble globalement efficace en termes de croissance du PIB, son efficacité dépend de différents facteurs révélés par la présence de seuils aussi bien conditionnels que non-Conditionnels. Parmi ces facteurs, la vulnérabilité économique semble jouer un rôle primordial et sa prise en compte s’avère indispensable pour une compréhension globale du lien entre l’aide et la croissance économique. Dans une seconde partie, les deux chapitres suivants s’intéressent plus particulièrement à l’aide sectorielle, à travers l’étude de l’efficacité de deux initiatives largement reconnues que sont l’aide à la scolarisation primaire universelle et l’aide au commerce. Leur efficacité sera alors déterminée non plus en termes de croissance du PIB mais en termes de scolarisation et de performance à l’exportation. A l’instar des trois premiers chapitres, nos résultats semblent confirmer la présence d’une relation significative entre l’aide et les objectifs visés. Nos conclusions, notamment celles en termes d’éducation, vont clairement à l’encontre de l’idée selon laquelle l’aide aurait fait plus de mal que de bien. Enfin, en se basant sur les résultats précédents, les chapitres six et sept explorent, dans une troisième partie, les possibilités d’amélioration des stratégies actuelles d’allocation de l’aide mises en œuvre notamment par les grands bailleurs multilatéraux. Une de nos principales observations est que la vulnérabilité économique est un facteur important devant être pris en compte dans le design des méthodes d’allocation de l’aide. / Aid effectiveness is a complex issue. Aid comes in many instruments, has many targets and involves many stakeholders whose objectives, methods and philosophy greatly differ across countries and institutions. From this mixed bag, economists have struggled finding strong regularities at the macroeconomic level to guide the political debate and consensus have failed to emerge. Hence, political stances have often been influenced by strong assumptions based on weak or at least hotly debated evidence. This work is an attempt to provide new perspectives on the aid effectiveness debate through seven essays. The first three chapters address the technical question of the aid/growth relationship issue using new approaches and new statistical instruments in an attempt to overcome most of the caveats of the aid empirical literature. We show that the aid/growth relationship is complex and difficult to measure using common statistical methods. Moreover, while aid is globally effective, its effectiveness depends on different factors reflected by the existence of conditional and unconditional thresholds. Among those factors, economic vulnerability seems to be a key component that has to be taken into account in order to identify this relationship. In a second part, we try to assess the effectiveness of two flagship initiatives which are Aid for Trade and Universal Primary Education with regards to the outcomes they ultimately target, namely, export performance for the former and school enrolment, gender parity and repetition rate in primary school for the later. As in the first three chapters, our results support the existence of a significant relationship between aid and the targeted outcomes. Those results, notably for the education sector, clearly argue against the idea that aid has done more bad then good. Finally, based on previous results, in a third part, chapters six and seven explore the mean to improve the current aid allocation strategies used notably by the Multilateral Development Banks. One of the main conclusions is that economic vulnerability is a central factor to be taken into account in the design of aid allocation strategies.

Uma das principais razões para isso é a falta de garantias. Essa situação se reflete na baixa competitividade e alta desigualdade do Brasil. Os sistemas de garantia fornecem esta garantia. Esta tese analisa o papel potencial dos esquemas de garantia para promover a inclusão financeira no Brasil. Para alcançar esse objetivo, a pesquisa analisa a competitividade e a desigualdade do Brasil e sua relação com o acesso ao crédito. A metodologia utilizada foi um estudo de caso sobre o Fundo Garantidor para Investimentos (FGI), utilizando abordagem qualitativa e estatísticas descritivas. A coleta de dados baseou-se em entrevistas semiestruturadas, fontes secundárias, análise de documentos e dados operacionais. A análise utilizou os modelos de construção e reparação de confiança entre organizações, o papel dos bancos nacionais de desenvolvimento nos sistemas de garantia e o benchmark internacional para governança e eficácia dos esquemas de garantia. Os resultados demonstram que o FGI conseguiu criar uma governança adequada e estabelecer confiança com os bancos. Até 2017, 26 bancos contrataram mais de 32 mil operações no valor de 1,9 bilhões de dólares, com adicionalidades comparáveis ao benchmark internacional. No entanto, estudos adicionais são necessários para estabelecer uma ligação entre a adicionalidade dos esquemas de garantia e o desenvolvimento social e econômico. / Difficult access to credit is one of the greatest obstacles to the survival of small and medium-sized enterprises (SMEs). One of the major reasons for this is the lack of guarantees. This situation is reflected in Brazil’s low competitiveness and high inequality. Guarantee Schemes provide this guarantee. This thesis analyzes the potential role of guarantee schemes to promote financial inclusion in Brazil. To achieve this objective the research analyzes Brazil competitiveness and inequality and their relation to credit access. The methodology used was a case study over the Fundo Garantidor para Investimentos (Investment Guarantee Fund - FGI), using a qualitative approach and descriptive statistics. Data collection relied on semi-structured interviews, secondary sources, document analysis and operational data. The analysis used inter-organization trust building and repair models, the role of national development banks in the guarantee systems and the international benchmark for governance and effectiveness of guarantee schemes. The results demonstrate that FGI achieve adequate governance and established trust with the banks. By 2017, 26 banks contracted more than 32,000 operations worth 1.9 billion dollars, with additionalities comparable to the international benchmark. However, additional studies are necessary to establish a link between the guarantee schemes additionality and social and economic development.
