Considerando a realidade das Instituições de Ensino Superior que possuem uma alta regulamentação do Governo Federal com exigência na sua qualidade de ensino, a concorrência e a demanda de vagas advindas do Financiamento Estudantil (FIES) e a pressão na redução das mensalidades, bem como a necessidade de melhorar os processos e serviços vem aumentando. A Instituição objeto desta pesquisa é o Grupo Estácio, uma das maiores Instituições de Ensino Superior Privado do Brasil, com mais de 90 unidades espalhadas em 20 estados da federação e Distrito Federal, cujo objetivo desta pesquisa é verificar a viabilidade da implantação de um Programa de Excelência em Gestão a partir dos resultados avaliados no Grupo. Com o uso de bases de pesquisa relevantes no meio acadêmico, como WEB OF SCIENCE, SCOPUS, SCIELO e Directory of Open Access Journals (DOAJ). Através de um estudo de caso e uma pesquisa documental, utilizando dados secundários obtidos do Sistema Interno da Estácio, chamado Sistema de Suporte ao Programa de Excelência em Gestão (SISPEG) entre os anos de 2012 e 2016, foi constatada uma evolução positiva nos principais indicadores da Instituição em relação às partes interessadas (Alunos, Colaboradores, Governo e Acionistas), que foram impactados pelos processos considerados na implantação do Modelo de Excelência em Gestão customizado para o Grupo. Como contribuição, este trabalho possibilita à comunidade científica, acesso a um estudo aprofundado sobre a Gestão da Qualidade Total (GQT) e compreensão de sua relação com os modelos de prêmios de excelência que surgiram ao redor do mundo bem como os Fatores Críticos de Sucesso para sua implementação, customização e a viabilidade de implantação em um Instituição de Ensino Superior. / Currently in Brazil, excellence and management are pillars of competitiveness and survival of organizations. Considering the reality of Higher Education Institutions that have a high Federal Government regulation with a requirement in their quality of education, competition and the demand for vacancies from Student Funding (FIES) and the pressure to reduce tuition fees, as well as the need Processes and services has been increasing. The Institution object of this research is the Estácio Group, one of the largest Private Higher Education Institutions in Brazil, with more than 90 units spread across 20 states of the federation and Federal District, where the central question of this research is to verify the viabibility of implementing a Program of Excellence in Management based on the results evaluated in the Group. With the use of relevant research bases in the academic environment, such as WEB OF SCIENCE, SCOPUS, SCIELO and Directory of Open Access Journals (DOAJ). Through a case study and documentary research, using secondary data obtained from the Estácio Internal System, called the System of Support to the Program of Excellence in Management (SISPEG) between the years of 2012 and 2016, there was a positive evolution in the main indicators Of the Institution in relation to the Stakeholders (Students, Employees, Government and Shareholders), who were impacted by the processes considered in the implementation of the Business Excellence Model customized for the Group. As a contribution, this work provides the scientific community with access to an in-depth study on Total Quality Management (TQM) and an understanding of its relationship with the excellence awards models that have emerged around the world as well as the Critical Success Factors for Its implementation, customization and the feasibility of implantation in an Higher Education Institution.

Honra no direito ático / Honor in Attic law

Esta dissertação aborda o Direito Ático por um prisma axiológico. Admite a influência dos valores na formulação de normas e institutos, e destaca um valor que considera como dos mais importantes na cultura grega dos séculos V e IV a.C., a saber, a honra. Uma primeira parte do trabalho se propõe a delimitar a honra, distinguindo seu uso em dois sentidos principais de: valor que se tem, e de fenômeno da percepção deste valor. Uma segunda parte demonstra a origem do apreço pela honra e pela excelência na poesia épica, esclarecendo depois que posição a honra ocupa na escala grega de valores. Trata-se ainda da guerra como local para o nascimento e consolidação dos significados de honra de que dispomos, e em seguida, aborda a tormentosa situação enfrentada por Drácon por conta da prática da vingança privada, destacando a vinculação desta ao restabelecimento da honra e comentado as características da lei de homicídio de Drácon. A terceira parte dedica-se a detalhado exame de três institutos jurídicos Áticos que têm na honra sua razão de ser: perda dos direitos civis, atimía; serviços ao povo de Atenas, liturgias; a tratamento e punição da hýbris. / The present work examines Attic Law through an axiological perspective. Admits the role of values in forming norms and juridical institutes, focusing in a special value considered to be one of the main forms of excellence in 5th and 4th century: honor. The first part of the work delimits honor, indicating two meanings for the term: a value that the subject has, and the perception of such a value by others. A second part demonstrates the origin of the greek concern with honor and excellence in Homer´s epic poetry, establishing a post for honor in greek axiological rankings. Identifies war as the birthplace of the meanings of honor we discussed, and analyzes the difficult social condition that Draco had to face in its time, related to private revenge, emphasizing it connection with the theme of honor and commenting Draco´s Homicide Law. The third part brings a detailed exam of three of attic law´s institutes related to honor: disenfranchisement, atimía; public service in Athens, liturgies; treatment and punishment of hýbris.

Os objetivos definidos para este estudo foram: i) descrever a elaboração, a implementação e os atores envolvidos no Programa de Melhoria na Qualidade de Ensino – Excelência; ii) analisar a gestão da implementação do Programa Excelência nas escolas de Ensino Médio de Cacoal; e iii) propor ações que possam contribuir, para a qualidade da implementação. No primeiro capítulo, apresentamos e descrevemos a estrutura do sistema educacional público de Rondônia, além da Política Pública Estadual, que busca a promoção da melhoria da qualidade do ensino. Como destaque, expomos a base legal, os aspectos operacionais e metodológicos do Programa Excelência, bem como os objetivos que norteiam a sua implantação, efetivação e os atores envolvidos. O segundo capítulo apresenta o referencial teórico, estruturado em dois eixos de análise: Implementação de Política Pública e Projeto Interdisciplinar. Estes eixos estão fundamentados a partir dos estudos sobre questões pertinentes ao tema, tais como: as características do estudo de caso (ANDRÉ, 1984); implementação de políticas públicas e o Estado burocrático (MAINARDES, 2006), (LOTTA, 2012) e (CONDÉ 2011 e 2012); conceito e definição de interdisciplinaridade (YARED, 2008), (JOSÉ, 2008), (FAZENDA, 2008); considerações sobre metodologia de projeto (HERNÁNDEZ E VENTURA, 1998); conceito de métodos globalizados (ZABALA, 2002); além de outros autores que se fizeram necessários. Assumimos como hipóteses que a implementação de políticas públicas educacionais, voltadas para a interdisciplinaridade, encontra problemas graves em sua execução, dada à falta de recursos e de planejamento, tanto em sua dimensão macro (no âmbito das Secretarias de Estado da Educação), quanto nos ambientes das unidades escolares. Assim, a fim de concretizar o estudo, utilizamos a metodologia da pesquisa estruturada como um estudo de caso, constituindo-se em um estudo de natureza qualitativa; com coleta de dados a partir da utilização de entrevistas estruturadas, com as quais intentamos recolher informações, junto às gestões escolares e os professores envolvidos, além de também haver a participação dos alunos, por meio de um grupo focal. Além da entrevista e do grupo focal, também coletamos dados a partir de material documental das escolas, como projetos elaborados, relatórios de ações e indicadores de avaliações (tanto internas, quanto externas). De posse das informações fundamentais para estruturação do estudo, o resultado final é a análise, a partir das falas e das percepções do processo de implementação, pelos burocratas de nível de rua (diretores, supervisores e professores), bem como o público alvo (alunos), enquanto dinâmica de interação entre usuários e os burocratas implementadores que, por meio de valores, crenças e ideais, transformam a política como foi concebida. A análise dos dados desta pesquisa subsidiou o Plano de Ação Educacional (PAE), que contém ações propositivas, visando fortalecer a atuação do envolvidos nas ações do Programa Excelência. / This dissertation was developed within the scope of the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The management case studied discussed the implementation of the Program for Improvement in Teaching Quality - Excellence for school management in two high schools in the city of Cacoal, (RO). The objectives defined for this study were: i) to describe the elaboration, the implementation and the actors involved in the Program of Improvement in the Quality of Teaching - Excellence; ii) analyze the management of the implementation of the Excellence Program at Cacoal High School; and iii) propose actions that may contribute to the quality of implementation. In the first chapter, we present and describe the structure of the public educational system of Rondônia, as well as the State Public Policy, which seeks to promote the improvement of teaching quality. As a highlight, we outline the legal basis, operational and methodological aspects of the Excellence Program, as well as the objectives that guide its implementation, effectiveness and the actors involved. The second chapter presents the theoretical framework, structured in two axes of analysis: Public Policy Implementation and Interdisciplinary Project. These axes are based on the studies on issues pertinent to the theme, such as: the characteristics of the case study (ANDRÉ, 1984); implementation of public policies and the bureaucratic State (MAINARDES, 2006), (LOTTA, 2012) and (CONDÉ 2011 and 2012); concept and definition of interdisciplinarity (YARED, 2008), (JOSÉ, 2008), (FAZENDA, 2008); considerations about project methodology (HERNÁNDEZ and VENTURA, 1998); concept of globalized methods (ZABALA, 2002); in addition to other authors who became necessary. We assume as hypotheses that the implementation of educational public policies, focused on interdisciplinarity, finds serious problems in its execution, given the lack of resources and planning, both in its macro dimension (within the scope of State Secretariats of Education) and in environments of school units. Thus, in order to concretize the study, we use the structured research methodology as a case study, constituting a study of a qualitative nature; with data collection from the use of structured interviews, with which we try to collect information, together with the school management and the teachers involved, as well as the participation of the students, through a focus group. In addition to the interview and the focus group, we also collect data from school documents, such as elaborate projects, action reports and evaluation indicators (both internal and external). With the information essential for structuring the study, the final result is the analysis, from the speeches and perceptions of the implementation process, of the street level bureaucrats (directors, supervisors and teachers), as well as the target audience (students), as a dynamic of interaction between users and implementing bureaucrats who, through values, beliefs and ideals, transform politics as it was conceived. The analysis of the data of this research subsidized the Educational Action Plan (PAE), which contains propositional actions, aimed at strengthening the performance of those involved in the actions of the Excellence Program.

It resulted into feedback report, which provides steps of how to improve CSR for future evaluation of economic sustainability, enviromnent and social responsibility. Thesis is finished by point evaluation and overall conclusion.

Since its introduction in 1988, in the effort to maintaining its best practices, the Baldrige Criteria have continuously evolved through numerous revisions and has assisted United States’ organizations in detecting areas for enhancements, bringing forth changes and positive outcomes for participants. By implementing The Performance Excellence Criteria for MBNQA as the benchmark framework for the case company in Taiwan, this study hypothesizes that high quality management is correlated with the improvements throughout dimensions of leadership, strategy, customers, knowledge management, workforce and operations. This study employs the methods of case study as well as in-depth interviews with the vice chairman and the quality assurance manager. The results show: • Being known as the fifth largest relay plant in the world, currently, the market share of the case company accounts for less than 10%. Even though there are orders coming in, the company has not been able to fulfill them due to the developed Chinese economy. Thus, they are planning to develop a modern factory adopting the use of intellectual standards to be completed by mid-2019. • For market share improvement and production capacity limitations, the company has adjusted their resource allocation. In 2005, they lowered their production of their low profit turnover home appliance relays and focused on automotive relays and green energy. Both resulted in a higher profit generation for the company and are believed to be the future primary source of revenue. • The seventh core value of the MB Performance Excellence Criteria under results (process, customer-focused, workforce, leadership & governance and financial & market) has all shown positive outcomes. However, aspects such as customer service, training methods, CSR activities still has room for further enhancements.

ANÁLISE DO SISTEMA DE GESTÃO DA QUALIDADE EM ORGANIZAÇÕES MILITARES: UM ESTUDO DE CASO / ANALYSIS OF THE QUALITY ADMINISTRATION SYSTEM IN MILITARIES ORGANIZATIONS: A CASE STUDY

Faculdade Horizontina / In the current context, the administration for the quality became focused as a new perspective, which became an aggressive weapon to the competitor, and in consequence a great strategy adopted by the Brazilian organizations, to face the current scenery characterized by the competitiveness. In that sense, the present study aimed at analyzing the implementation of the quality administration system in a Public Institution, of military character in the Brazilian Army, which obtained recognition, in national level, of excellence in its organizational administration. Hence, through a research of qualitative nature, also classified as descriptive and that used for the development of its process, the technique of the case study, the necessary information were collected in the 4th Regiment of Combat Cars in Rosário do Sul. Where, it was determined, initially through the study of the available theoretical references, the evolution of the quality, as well as the main methodologies referring to the certifiers programs, under a worldwide, national and regional perspective, highlighting the fundamental aspects for the Gaúcho Program of Quality and Productivity (PGQP), certifier organ of the researched organization. To proceed, the report of implementation of the quality administration program in the Military Organization was described, in the period from 1995 to 2004. Afterwards, the principal practices turned to quality administration were presented, based in the excellence criteria demanded by PGQP. In order to, finally, recognize which were the principal benefits that the quality administration system provided for organization. Exactly because those aspects were fully reached, it is concluded that, starting from this work, it was evident that 4th RCC developed its own polity turned to the quality. The one which, since its implementation, became an instrument of dynamism, fundamental and indispensable, for the search of the operationability, as well as, the reach of the goals, the definition of the strategic objectives, and mainly the valorization and the man's welfare. Still, it favored the development of team work, of the combat to the waste and of the overcoming of difficulties, turning the Organization into pioneer in the adoption of the administration for quality in every ambit of the Terrestrial Force, becoming like this, an excellence reference all over the country. / No contexto atual, a gestão pela qualidade passou a ser enfocada como uma nova perspectiva, a qual veio a torna-se uma arma agressiva ao concorrente, e, em conseqüência, uma ótima estratégia adotada pelas organizações brasileiras, para enfrentar o atual cenário caracterizado pela competitividade. Nesse sentido, o presente estudo objetivou analisar a implantação do sistema de gestão da qualidade em uma Instituição Pública, de caráter militar do Exército Brasileiro, que veio a obter o reconhecimento, em nível nacional, de excelência em sua gestão organizacional. Assim, através de uma pesquisa de natureza qualitativa, classificada também como descritiva, e que utilizou, para o desenvolvimento de seu processo, a técnica do estudo de caso, foram coletadas as informações necessárias no 4º Regimento de Carros de Combate em Rosário do Sul. Onde, determinou-se, inicialmente, através do estudo do referencial teórico disponível, a evolução da qualidade, bem como as principais metodologias referentes aos programas certificadores, sob uma perspectiva mundial, nacional e regional, destacando-se os aspectos fundamentais para o Programa Gaúcho da Qualidade e Produtividade (PGQP), órgão certificador da organização pesquisada. A seguir, descreveu-se o histórico de implantação do programa de gestão pela qualidade na Organização Militar, no período de 1995 a 2004. Após, apresentou-se, as principais práticas voltadas para gestão pela qualidade, embasadas nos critérios de excelência exigidos pelo PGQP. Para, finalmente, reconhecer quais foram os principais benefícios que o sistema de gestão pela qualidade proporcionou à organização. Em função de esses aspectos serem alcançados em sua plenitude, conclui-se que, a partir deste trabalho, ficou evidente que o 4º RCC, desenvolveu sua própria política voltada para a qualidade. A qual, desde sua implantação, tornou-se um instrumento de dinamismo, fundamental e indispensável para a busca da operacionalidade, bem como o alcance das metas, a definição dos objetivos estratégicos e, principalmente, a valorização e o bem-estar do homem. Ainda, favoreceu o desenvolvimento do trabalho em equipe, do combate ao desperdício e da superação das dificuldades. Tornando a Organização pioneira na adoção do gerenciamento pela qualidade, em âmbito da Força Terrestre, vindo a ser, assim, um referencial de excelência em todo o Brasil.

La part réelle du langage. Essai sur le nom propre et sur l’antonomase de nom commun / He real part of language. An essay about proper name and antonomasia of common noun

Cet essai explore les singularités du nom propre, à la fois propriété d’un x et désignateur de l’x nommé. Le nom porté par l’x n’est pas tout à fait le nom qui réfère à cet x, et l’on envisage la propriété dénominative « être appelé Npr » aussi bien d’un point de vue « ontologique » que d’un point de vue linguistique. La dissociation des deux « parties » du nom propre permet de reprendre la question de son « sens » (sens du nom propre qui réfère à l’x, signification du nom porté par l’x), avant que soient examinées certaines des constructions dites « modifiées » du nom propre. On essaie de montrer que trois types de concepts (individuel, dénominatif, non dénominatif) échelonnent un continuum qui mène du nom propre au nom commun.On propose également une analyse des noms propres du type « le Philosophe », « la Ville Lumière » ou « le Docteur angélique », qu’on considère habituellement comme des surnoms. Un examen diachronique du terme d’« antonomase » précède une réhabilitation de l’antonomase de nom commun destinée à identifier un seuil dénominatif en synchronie. / This essay explores the singularities of the proper name, which is both owned by x and refers to x. The name which x bears is not exactly the name that refers to that x and I’ll try to describe the denominative property « being called N » from an « ontological » as well as a linguistic point of view. The dissociation of the proper name’s two parts allows us to reconsider the question of its « meaning » (meaning of the proper name which refers to x and what the name that x bears signifies), before some proper names’ constructions, that are deemed « modified », are examined. I’ll try to show that three types of concepts (individual, denominative and non denominative) stratify a continuum that leads from proper names to common nouns.In a second time, I’ll try to analyze proper names such as « the Philosopher », « the City of Life » or « the Angelic Doctor », that are usually considered as nicknames. A diachronic study of the word « antonomasia » precedes a rehabilitation of the antonomasia of common noun, which aims at identifying a synchronic denominative level.

Due to this increasing geographical dispersion and competitiveness, effective co-ordination of these  plants has become a priority along with achieving effective and efficient operations. This led to the development of the Core plant role. Core plants are the manufacturing plants that aims to achieve competitive and effective production, generate and transfer knowledge, while leading and coordinating the other plants within the network.     However,  the core plant role varies significantly across companies and academia  due to a lack of a common understanding regarding  its responsibilities and objectives. Furthermore, the performance of core plants are being measured with the same generic KPIs  as the other plants, even though their roles and responsibilities varies significantly. As a result, it has become difficult to measure their true performance and contribution of value to the network. The purpose of this thesis is to contribute to the development of comprehensive performance  measurement system that collectively measures the true performance and value of the core plant role to its international manufacturing network. Initially, the thesis investigates and bridges the mentioned knowledge gap with a two-tier literature review, before establishing their validity and relative importance in empirical context through survey.  The survey approach is also utilized to assess the current situation of performance measurement among core plants of different manufacturing companies.   The  findings suggest that ‘attaining operational excellence’ has the highest strategic importance but  this responsibility  only extends to  individual plant level not the network level. The core plant, network level responsibility ‘knowledge generation’ has the highest relative strategic importance and ‘Capability development’ has the lowest relative  strategic importance. The findings also reveal that the performance measurement systems of network level  core plant responsibilities are either poorly developed or non-existent.  The thesis concludes with a suggestion of a conceptual framework that provides the guidelines to develop a comprehensive performance measurement system for core plants. The findings and suggestions are of practical relevance to the top management of international manufacturing companies and academia for conducting future research.
