This study draws on a review of the scientific literature related to innovation, innovation funding and innovation management as a strategy for innovation. A qualitative approach was chosen in order to perform the present research in SENAI. The data were collected in SENAI, through documental analysis and by interviewing project managers. The data collection stage was followed by comparative, statistical and documental analysis. The results demonstrate an attempt to enhance this instrument along its 12 editions, although the documental analysis of the editions as well as the opinion of the managers and the theoretical frame of working, show that there is still a necessity to improve fundamental items related to projects submission and their management. / Este estudo tem como objetivo entender quais s??o as oportunidades que o Servi??o Nacional de Aprendizagem Industrial (SENAI) deveria identificar para provocar uma revis??o nas suas estrat??gias de fomento ?? inova????o, focadas em empresas industriais, para que estas possam alcan??ar melhores resultados no lan??amento de novos produtos no mercado brasileiro por meio da ind??stria. Para estrutura????o da concep????o desse estudo, foi levantada a produ????o cient??fica voltada para os temas da inova????o, fomento ?? inova????o e gest??o da inova????o como estrat??gia para inova????o. Para realiza????o dessa pesquisa, foi adotada a abordagem qualitativa realizada no SENAI. Os dados foram coletados no SENAI, por meio de an??lise documental e pesquisa realizada com os gestores dos projetos. A partir da coleta de dados foram realizadas an??lises comparativas, estat??sticas e documentais. Os resultados demonstraram a busca do aprimoramento desse instrumento durante as 12 (doze) edi????es, por??m, as indica????es feitas tanto na an??lise documental das edi????es como nas opini??es dos gestores e no referencial te??rico, demonstram que ainda existe uma necessidade de melhoria em itens primordiais atrelados ?? submiss??o e gest??o dos projetos.

The mobilization and community integration to participate in the schooling process, their objectives and their actions make up challenges from such policies. It attempts to assess its actors and processes as well as analyze the results obtained from internal and external evaluations in the search for solutions to the problems identified. This study evaluated the partial results of Integral Education Pilot Project in Full Time (Projeto Piloto de Educa????o Integral em Tempo Integral- PROEITI in Portuguese) for the basic education of public schools in Distrito Federal. This qualitative research, was exploratory and descriptive, based on document analysis, semi-structured interviews and direct observation. Besides principals??? perceptions on implementation conditions and goals??? achievement, indicator analysis focused on possible results, recommending concrete actions for achieving the program???s objectives. Schools revealed efforts, adaptations and limited resources, suggesting a commitment of these educational spaces, which often become hostages of their own reality. The program, in fact, expanded access and school time, however, it had not attained other goals. Its challenge was the more lacking the community was, the more modest the apparent resources and results were, suggesting a regressive allocation of public resources. Education quality, based on significant resource increase and corrrect allocation to enable minimum conditions that favor the dignity of educational performers and the results of academic success and effective management. / A avalia????o ?? uma a????o cada vez mais presente nas pol??ticas p??blicas educacionais e sociais. A mobiliza????o e a integra????o da comunidade para participar do processo escolar, dos seus objetivos e das suas a????es comp??em desafios dessas pol??ticas. Procura avaliar seus atores e processos, assim como analisar os resultados obtidos em avalia????es internas e externas na busca por solu????es aos problemas detectados. Este trabalho avaliou os resultados parciais do Projeto Piloto de Educa????o Integral em Tempo Integral- PROEITI, para a educa????o b??sica da rede escolar p??blica do Distrito Federal. A metodologia de pesquisa utilizada foi qualitativa, do tipo explorat??rio de car??ter descritivo que, por meio de an??lise documental, realiza????o de entrevistas semiestruturadas e observa????o direta, descreve as percep????es dos diretores de escolas quanto ?? exist??ncia das condi????es b??sicas para a sua execu????o e o alcance dos seus objetivos; relaciona os indicadores de desempenho da Educa????o B??sica com as estrat??gias, execu????o e resultados parciais do Programa, e recomenda a????es concretas para o Programa alcan??ar seus objetivos. The study had as main objective, identify and analyze the limits and possibilities of the autonomy and democratic management of funds from (AFDP), in a public high school from the DF, in the period of 2011 to 2014. Therefore, the qualitative methodology was adopted with an exploratory study. According to the research, a case study was constituted. It was used as data collection techniques in documentary research, observations and semi-structured interviews. The data analysis was done through content analysis method. The research took as its starting point the analysis of documents related to school organization, such as their Pedagogical Political Project and the school census data from the years 2011-2014, as well as the analysis of financial documents and paychecks of the programs. The second stage was carried out through interviews with school managers and 07 (seven) representatives of the School Board of the institution, As well as two representatives of the performing unit of AFDP in the school and the head chief of the resource decentralization core of the Federal District Secretary of Education. The literature review considered the issues related to the funding of education in Brazil, the educational policies of financial decentralization, administrative and financial autonomy and democratic management of public schools. As a result, the research showed that school autonomy is possible and AFDP helps it to perform in the administrative and financial aspects, which ultimately reflect in the pedagogical area. It is a relative autonomy, since public schools are part of a larger system both locally and nationally. However, the limits indicated in the survey relate to such factors as the allocation of resources, delays in transfers, failure to disclose the amounts for school even in the previous year, the lack of these resources to meet all the needs and bureaucracy accountability. As the consolidation of democratic management research has shown, the autonomy helps, but it is not a synonymous of democracy. For this to be fully accomplished, those involved in the process has to take ownership of their rights, as the law establishes it. The school needs the involvement of everyone, so it is considered that democratic management is also part of a process in formation / A presente pesquisa analisa a gest??o do Programa de Descentraliza????o Administrativa eFinanceira (PDAF) no Distrito Federal. A revis??o de literatura considerou os temas relacionados ao financiamento da educa????o no Brasil, ??s pol??ticas educacionais de descentraliza????o financeira, a autonomia administrativa e financeira e a gest??o democr??tica das escolas p??blicas. Como resultado a pesquisa demonstrou que a autonomia da escola ?? poss??vel e o PDAF contribui para que ela se realize nos aspectos administrativos e financeiros o que acaba por refletir no pedag??gico. ?? uma autonomia relativa, uma vez que as escolas p??blicas fazem parte de um sistema maior tanto a n??vel local, como em n??vel nacional. Entretanto, os limites apontados na pesquisa se relacionam com alguns fatores como a vincula????o de recursos, os atrasos nos repasses, a falta de publicidade dos valores por escola ainda no exerc??cio anterior, a insufici??ncia desses recursos para o atendimento a todas as necessidades e a burocracia na presta????o de contas. Quanto a consolida????o da gest??o democr??tica a pesquisa demonstrou que a autonomia facilita, mas n??o ?? sin??nimo de democracia. Para que esta se realize plenamente, os envolvidos no processo t??m que se apropriar dos seus direitos, do que est?? estabelecido em lei. Big Data is a powerful tool to achieve these goals. The value provided by this approach considers the improvement of products and services, operational efficiency, increased production, overcoming the competition, resulting in offering best solutions for customers issues in a satisfactory and differentiated way. This work intends to present guidelines and techniques concerning privacy preserving in the use of Big Data. Business success strongly depends on how organizations deal with policies linked to storing personal data from its customers, and how they keep a balance between getting value and assuring the citizens right to control exposure and availability of their own data. A qualitative and bibliographic approach was used as a research method through literature review of issues Big Data and privacy. The results confirmed the existence of guidelines represented by laws and regulations applied in Europe, USA, Asia, as well as techniques for preserving privacy, such as the anonymisation of data and differential privacy, including application to Big Data. To capture such needs the requirements engineer needs to interact with business people and the most diverse areas. This interaction requires intense communication, and is greatly affected by differences in vocabulary and interpretation that exists between the business team and the team of system developers. However, the use of Architecture Information methods and ontologies bring new alternatives to treat such problems. The Architecture Information method MAIA appears to be adherent to the Requirements Elicitation, providing new insight into the process. Therefore, studies have been identified which address the use ontologies and MAIA method that can be used to support the requirements specification. The main objective of this study is to propose the requirements elicitation in cycles (REC) model, creating a new approach to the system specification, which ensures a complete, consistent and unambiguous requirements document, and which allows automated content support. This approach is based on a set of best practices aimed at improving support for communication between teams and consequently the requirements survey process as a whole. / Levantamento de Requisitos ?? um processo dedicado a compreender as necessidades de clientes e usu??rios, e transformar estas necessidades em projetos de desenvolvimento de sistemas. Para capturar tais necessidades, o engenheiro de requisitos precisa interagir com pessoas de neg??cio e das mais diversas ??reas. Essa intera????o requer intensa comunica????o, e ?? bastante afetada pelas diferen??as de vocabul??rio e interpreta????o que existe entre a equipe de neg??cio e a equipe de desenvolvedores do sistema. O uso de m??todos de Arquitetura da Informa????o e de ontologias trazem novas alternativas para tratar tais problemas. O m??todo de Arquitetura da Informa????o MAIA mostrou-se aderente ao Levantamento de Requisitos, possibilitando uma nova vis??o sobre o processo. Foram identificados estudos que abordam o uso de ontologias e do m??todo MAIA que podem ser usados para apoiar o levantamento de requisitos. However, some authors are critical to the strategic maps derived from the BSC due to: (i) the relationship of causes and effects are one-way, (ii) the model is static and does not express the temporality, and (iii) the fact that its indicators capture only past facts. Given that actors, resources, and processes interact in a scenario for the execution of a strategic plan, it seems to be an interesting idea to apply modeling and simulation techniques to understand this dynamics. Complementarily, the great uncertainty of the variables involved in this scenario works as a strong driver to the adoption of qualitative representations instead of a precise numerical model. Thus, the Qualitative Modeling technique is studied in this research, exploring the variables values represented by intervals and distinct points in their respective domains. Two qualitative models were built, one related to the scenarios for strategic planning and other for representing the strategic map of an organization. Simulations on the models were conducted in order to enable: (i) a conceptual study of the relations between the components of the plan, showing how modeling and qualitative simulations can help in maintaining their alignment; (ii) the anticipation by the strategic level of the organization of problems arising from assumptions about the values of variables; and (iii) promoting organizational learning from the sensemaking process triggered by the analysis of the simulation results. A case study was carried out on the institutional strategic planning from the Brazilian General Attorney in order to enlighten the benefits from the proposed approach. / O Balanced Scorecard (BSC) ?? uma metodologia amplamente adotada para medir e monitorar a implementa????o da estrat??gia organizacional. No entanto, alguns autores s??o cr??ticos quanto aos mapas estrat??gicos oriundos do BSC por conta: (i) das rela????es de causa e efeito serem unidirecionais, (ii) de o modelo ser est??tico e n??o expressar temporalidade, e (iii) de seus indicadores de captarem apenas o passado. Visto que em um cen??rio de execu????o de um plano estrat??gico interagem atores, recursos e processos, a ideia de se aplicar t??cnicas de modelagem e simula????o para se entender essa din??mica ?? atrativa. A grande incerteza das vari??veis envolvidas neste cen??rio funciona como um forte incentivo para a ado????o de representa????es qualitativas em vez de um modelo num??rico preciso. Assim, a t??cnica Modelagem Qualitativa foi ?? estudado nesta pesquisa, explorando os valores das vari??veis representadas por intervalos e pontos distintos em seus respectivos dom??nios. Dois modelos qualitativos foram constru??dos, um relacionado com os cen??rios de planejamento estrat??gico e outro para representar o mapa estrat??gico de uma organiza????o. Simula????es sobre os modelos foram conduzidas a fim de permitir: (i) a combina????o de uma reflex??o concetual sobre as rela????es entre os componentes do plano, mostrando como a modelagem e simula????es qualitativos podem ajudar na manuten????o do seu alinhamento; (ii) que o n??vel estrat??gico da organiza????o antecipe problemas decorrentes de suposi????es sobre os valores das vari??veis; e (iii) a aprendizagem organizacional do processo de tomada de sentido desencadeada pela an??lise dos resultados da simula????o. For this, the study was carried out in a big federal public bank, whose implementation of the Intelligence areas are in an initial stage, which allowed the research to analyze the adherence of the Intelligence practices with the needs of the organization and the proposed models in the literature. This research was carried by means of a descriptive qualitative research, performed by a case study at Caixa Econ??mica Federal. By the end of the research, we were able to understand how the structures for the achievement of the studied company strategies are articulated, as well as how the relationship between the intelligence and the strategic management of the company happens. The research has demonstrated that while the process of deployment of the intelligence areas has little more than two years, the intelligence practices have already been happening in the strategic assessment of the company for more than ten years. It also notes that the investments performed in the last few years by the company in the processes of intelligence and innovation tend to boost the organization's results, especially in the improvement of processes related to its strategic management and corporative intelligence. The research, therefore, allowed the comprehension of these structures, demonstrating the existence of Intelligence practices, which inter-relate the Strategic Management of the company with the achievement of its strategic objectives. / Este projeto de pesquisa tem por objetivo identificar o emprego de pr??ticas de intelig??ncia na consecu????o dos objetivos estrat??gicos no ??mbito de uma empresa p??blica do segmento financeiro nacional. Para tanto, o estudo realizou-se em um grande banco p??blico federal, cuja implanta????o das ??reas de Intelig??ncia est?? em est??gio inicial, o que permitiu analisar a ader??ncia das pr??ticas de Intelig??ncia com as necessidades da organiza????o e os modelos propostos na literatura. A realiza????o deste trabalho se deu por meio da aplica????o de pesquisa qualitativa descritiva, executada por um estudo de caso na Caixa Econ??mica Federal. Ao final da pesquisa, foi poss??vel compreender como est??o articuladas as estruturas para a consecu????o das estrat??gias da empresa objeto do estudo, bem como identificar o relacionamento entre os processos de intelig??ncia e a gest??o estrat??gica da empresa. A pesquisa demostrou que, embora a implanta????o das ??reas de intelig??ncia tenha pouco mais de dois anos, as pr??ticas de intelig??ncia j?? aconteciam na avalia????o estrat??gica da empresa h?? mais de dez anos. Destaca-se ainda que os investimentos realizados nos ??ltimos anos pela empresa nos processos de intelig??ncia e inova????o tende a alavancar os resultados da organiza????o, principalmente na melhoria dos processos relacionados ?? sua gest??o estrat??gica e intelig??ncia corporativa. A pesquisa, portanto, permitiu a compreens??o dessas estruturas, demostrando a exist??ncia de pr??ticas de Intelig??ncia, que se interrelaciona com a Gest??o da Estrat??gia da empresa para a consecu????o dos seus objetivos estrat??gicos.

Global warming, water crisis, desertification and frequent hurricanes are only a few examples of this ongoing aggression. As the environmental situation worsens the importance to create sustainable development models has become more and more necessary in order to leave a habitable world to future generations and to recover the harm done. Brazil has been severely punished by water shortages, not only in the Northeast, but also in large metropolitan areas in the South West and in the Mid - West. One newly developed economic tool in the sustainability context are Payments for Environmental Services (PES) in the sense of provider ??? paymaster, that is, the shortage of ecosystem services has led to its trade in order to correct management mistakes and to preserve ecosystems that are still intact. This study aims at analyzing the social economic benefits for the participants of the water resource and environmental project ???Water Producer??? in the Pipiripau watershed in DF/GO. The research will analyze the point of view of the project participants and to verify if the social economic benefits are appropriate for the feasibility of this kind of PSA scheme. / O crescimento econ??mico acelerado no ??ltimo s??culo impactou fortemente a capacidade da natureza de gerar servi??os ambientais necess??rios para a vida humana na Terra. O aquecimento global, a crise h??drica, a desertifica????o e frequentes tempestades s??o apenas alguns exemplos desta agress??o cont??nua. Na medida em que a situa????o se agrava a import??ncia de criar modelos de desenvolvimento sustent??vel se faz cada vez mais necess??ria para deixar um mundo habit??vel para futuras gera????es. O Brasil tem sido fortemente castigado pela baixa disponibilidade de recursos h??dricos, n??o apenas no Nordeste, mas tamb??m em grandes centros no Sudeste e no Centro Oeste. Before typical contemporary transformations, we often find questionings regarding the Psychoanalysis validity and range. To understand how Psychoanalysis has been facing external and internal tensionings, challenges, and current criticisms was what motivated this thesis accomplishment. The particular contemporary demands are named as important challenges to the validity of Psychoanalysis. It was sought to know the experience of psychoanalysts who exercise some reflections on Psychoanalysis using their written productions, such as papers, book chapters, books, and/or theses. The aim of this thesis was to explore the current psychoanalytical clinic peculiarities regarding psychoanalysts‟ views on listening demands, on understanding the relationship between contemporary psychoanalytical clinic demands and the production of knowledge on Psychoanalysis, and to identify commonalities and/or differences related to theoretical and technical conceptions developed by the listening of the interviewed psychoanalysts. We opted to use a qualitative methodology. This thesis is organized in three sections: one is theoretical, and the other two have empirical content. In the theoretical section, some psychoanalytical contributions were developed, regarding the psychoanalytical movement history, the authors who contributed to and questioned the psychoanalytical clinic, and also its relevant challenges. In the first empirical section, six psychoanalysts with at least 23 years of clinical experience and written production on psychoanalytical clinic participated. It was performed a semi-structured interview with each participant, and the data collected were analyzed using Bardin‟s (2011) a posteriori Content Analysis through Moraes‟s (1999) rereading. Four final categories were built: Psychoanalysis incompleteness and opening: Freud‟s legacy value; The current psychoanalytical clinic: work demand to psychoanalysts; The gold of Psychoanalysis; and Facing the Psychoanalysis discontents: risks and potentials. It was concluded to be relevant to contemporary analysts to keep characteristics of the complex thought which distinguishes Psychoanalysis, and to promote dialogues with other kinds of knowledge. The findings of this study allowed defining as entrepreneurship the psychoanalysts‟ creative work facing clinical challenges and impasses, and naming as contemporary analysts the ones who, committed to the Freudian legacy, feel uneasy before the questionings, and also produce knowledge to the Psychoanalysis advance and becoming. It was perceived as relevant that an analytical education can arouse psychoanalysts‟ creative and inventive capacity. In the second empirical section, it was opted to develop the material originated from the interview with three participants Brazilian psychoanalysts who have a Doctor degree. These interviews were analyzed using Bardin‟s (2011) a priori Content Analysis, and the defined categories were: The work demand to the psychoanalytical theory; The psychoanalytical method specificity; and The psychoanalytical technique and the resources of psychic investigation. The Psychoanalysis transformations as theory, method, and technique were approached. It was pointed that the essential elements in contemporary projects to Psychoanalysis are the analysts and their answers to clinic challenges. / A Psican?lise surge frente aos padecimentos ps?quicos produzidos na Modernidade. Diante das transforma??es pr?prias ? contemporaneidade, muitas vezes, encontra-se o questionamento a respeito da vig?ncia e do alcance da Psican?lise. Compreender a forma como a Psican?lise enfrenta os tensionamentos (externos e internos), os desafios e as cr?ticas nos tempos atuais motivou a realiza??o desta Tese de Doutorado. As singulares demandas contempor?neas s?o nomeadas como importantes desafios ? vig?ncia da Psican?lise. Buscou-se, ent?o, conhecer a experi?ncia de psicanalistas que exercitam a reflex?o a respeito da Psican?lise por meio de suas produ??es escritas de artigos, cap?tulos de livros, livros e/ou teses de doutorado. Os objetivos desta Tese foram, portanto, explorar singularidades da cl?nica psicanal?tica atual no que diz respeito ? vis?o do psicanalista sobre as demandas da escuta, compreender a rela??o entre as demandas da cl?nica psicanal?tica contempor?nea e a produ??o de conhecimento em Psican?lise e identificar pontos comuns e/ou divergentes nas concep??es te?ricas e t?cnicas desenvolvidas pela escuta dos psicanalistas participantes da pesquisa. Optou-se por utilizar uma metodologia qualitativa. Esta Tese est? organizada em tr?s se??es, sendo uma de cunho te?rico e duas de cunho emp?rico. Na se??o te?rica, trabalharam-se os aportes psicanal?ticos a respeito da hist?ria do movimento psicanal?tico, as contribui??es de autores que problematizam os interrogantes ? cl?nica psicanal?tica contempor?nea e os desafios pertinentes a seu devir. Na primeira se??o emp?rica, participaram seis psicanalistas, com o m?nimo de 23 anos de experi?ncia cl?nica e produ??o escrita sobre a cl?nica psicanal?tica. Foi realizada uma entrevista semiestruturada com cada participante, e analisaram-se os dados coletados pela An?lise de Conte?do a posteriori de Bardin (2011) atrav?s da releitura de Moraes (1999). Foram constru?das quatro categorias finais: Incompletude e abertura da Psican?lise: o valor do legado de Freud; A cl?nica psicanal?tica atual: exig?ncia de trabalho ao psicanalista; O ouro da Psican?lise e O enfrentamento do mal-estar pr?prio da Psican?lise: riscos e potenciais. Concluiu-se ser pertinente ao analista contempor?neo manter as caracter?sticas do pensamento complexo que distingue a Psican?lise e fomentar o di?logo com outros saberes. Os achados deste estudo permitiram definir como empreendedorismo o trabalho criativo do psicanalista diante dos desafios e impasses cl?nicos e nomear como um analista contempor?neo aquele que, compromissado com o legado freudiano, inquieta-se frente aos interrogantes e produz conhecimento para o avan?o e devir da Psican?lise. Mostrou-se relevante que uma forma??o anal?tica possa despertar a capacidade criativa e inventiva de um analista. Na segunda se??o emp?rica, optou-se por trabalhar o material oriundo de entrevistas realizadas com tr?s participantes psicanalistas brasileiros que realizaram a qualifica??o profissional tamb?m por meio da efetiva realiza??o de Doutorado. Essas entrevistas foram trabalhadas com a An?lise de Conte?do a priori de Bardin (2011), e as categorias definidas: A exig?ncia de trabalho ? teoria psicanal?tica; A especificidade do m?todo psicanal?tico e A t?cnica psicanal?tica e os recursos de investiga??o do ps?quico. Abordaram-se as transforma??es da Psican?lise como teoria, m?todo e t?cnica. The company was founded in the city of Valencia, located in the state of Rio de Janeiro, in 2000, in order to meet a market of approximately 70 thousand inhabitants and after twelve years of market thrived and currently also serves the cities Brooms, Three Rivers, Volta Redonda and Barra do Pirai, all located in the South Fluminense. A team of employees totaled thirty-four employees serving approximately demand of two hundred fifty thousand consumers. The small company was born and raised in family management templates and is in a moment realizes the need to professionalize, adopt seen that as a growth strategy, franchising. For Cia Book convert into a franchise network is important to understand that the process of professionalization terminating in its wake a series of measures to separate the sphere of corporate governance of family management, since the rationality peculiar to each them would be incompatible. The relevance of this study is to understand that the process of professionalization of a small business is able to overcome the challenges and habits of family management, and respond with a higher degree of efficiency to the challenges of the business environment. The action research method was chosen because it clearer when there are practical goals of immediate nature, and propose solutions where possible and follow the corresponding, or at least shares, do advance the awareness of the participants with regard to the existence of obstacles and solutions. / O presente trabalho tem por objetivo a implanta??o do modelo de franchising na Cia do Livro. A empresa foi fundada na cidade de Valen?a, situada no interior do estado do Rio de Janeiro, no ano de 2000, com o intuito de atender um mercado de aproximadamente 70 mil habitantes e ap?s doze anos de mercado, prosperou e atualmente atende tamb?m ?s cidades de Vassouras, Tr?s Rios, Volta Redonda e Barra do Pira?, todas localizada na regi?o Sul Fluminense. A equipe de colaboradores somam trinta e quatro funcion?rios que atendem a demanda aproximada de duzentos e cinquenta mil consumidores. A pequena empresa nasceu e cresceu nos moldes da gest?o familiar e encontra-se em um momento onde percebe a necessidade de profissionalizar-se, visto que adotar? como estrat?gia de crescimento, o franchising..
