Several social sectors use the term to designate their new way of acting in the market. In the educational area, it is not different. Several educational groups, whether national or international, adopt the model of networking, as a pedagogical and administrative management tool for their maintained educational units. There are some management concepts and practices associated with this new reality, such as strategic planning and corporate governance. This management model is growing among companies in the education sector. The present research aims to show the work of educational management as a network, its main characteristics and the impact of this management model in the units maintained by the Confessional Institution. / Os modelos de gest??o que envolvem trabalho em rede v??m ganhando significativo destaque nos cen??rios nacional e internacional. V??rios setores sociais empregam o termo para designar sua nova forma de atuar no mercado. Na ??rea educacional n??o tem sido diferente. Diversos grupos educacionais, sejam nacionais ou internacionais, adotam o modelo de trabalho em rede, como ferramenta de gest??o pedag??gica e administrativa de suas unidades educacionais mantidas. Aliados a isso est??o alguns conceitos e pr??ticas de gest??o, como planejamento estrat??gico e governan??a corporativa. Thus, to protect this information becomes a necessity for all organizations, regardless of size or area of operation. But while organizations need to invest to protect their information, they are constantly charged by their financial performance, having to seek better results with revenue growth and cost reduction. Searching for these better results, organizations improved their relationships with partners? organizations in supply chains. Healthcare Supply Chain is one of the chains that have received attention, both by the need for improvements in their performance and in the Information Security issues, since they are dealing with very sensitive patient information. So, the research objective seeks to analyze the practices on Information Security in order to protect critical organizational information that is part of the Healthcare Supply Chain. To achieve this goal, there were 11 semi-structured interviews with professionals of Administration and Information Technology areas from 10 different organizations participating in the Healthcare Supply Chain, including Laboratories, Clinics, Hospitals and Healthcare Plans in Southern Brazil. The interview script was developed after a literature review, which resulted in four dimensions and 14 variables that help getting information needed to achieve the goal. For the analysis of the data obtained from the interviews, was used the content analysis technique and categorical data analysis for each dimension and variables identifying the categories as they were presenting themselves in the interview transcription. Among the finding results were the knowledge of the critical information, mostly related to the patients and its internal process related to their suppliers, which did not repeated outside the organization?s boundaries. The research presented that the organizations surveyed do not work integrated and collaboratively within the supply chain, they can't see the other organizations in the supply chain as partners so that they can help each other to achieve better results, so they don?t share information nor activities. Furthermore, they have no metrics to control the impacts of possible attacks to their information in order to plan, invest and mitigate preventively the occurrence of these attacks accordingly to the value of the information to be protected. The organizations perform investments to mitigate issues, both in systems and human, but the investment is done in a generic way to all organization disregarding the importance of the information to their operations. This work can be seen as a warning to organizations of healthcare area, to the Information Security and the possible financial impact to the organizations and the supply chain of which they are part. / As informa??es das organiza??es s?o sempre importantes, seja por serem a base para a tomada de decis?o, seja por serem informa??es confidenciais relacionadas aos clientes ou informa??es para um simples pedido ? um fornecedor da quantia correta de produtos necess?rios para sua opera??o. Desta forma, proteger essas informa??es se torna uma necessidade para todas as organiza??es, independente do tamanho ou da ?rea de atua??o. Mas ao mesmo tempo que as organiza??es precisam investir para proteger suas informa??es, elas s?o constantemente cobradas por sua performance financeira, tendo que buscar melhores resultados com aumento de receita e redu??o de custo. Na busca por esses melhores resultados, organiza??es aperfei?oaram seus relacionamentos com organiza??es parceiras das cadeias de suprimentos de que fazem parte. A Cadeia de Suprimentos da Sa?de ? uma das cadeias que v?m recebendo aten??o, tanto pela necessidade de melhorias em sua performance como nas quest?es de seguran?a das informa??es que possui, visto que lida com informa??es bastante sens?veis de pacientes. Assim, o trabalho tem por objetivo, analisar as pr?ticas em a??es em Seguran?a da Informa??o na prote??o de informa??es cr?ticas das organiza??es na Cadeia de Suprimento da Sa?de. Para atingir esse objetivo, foram realizadas 11 entrevistas semiestruturadas com profissionais de Administra??o e Tecnologia da Informa??o de 10 diferentes organiza??es participantes de Cadeias de Suprimento da Sa?de, incluindo Laborat?rios, Clinicas, Hospitais e Planos de Sa?de na regi?o sul do Brasil. O Roteiro de Entrevista foi elaborado ap?s a revis?o bibliogr?fica que resultou em um quadro com quatro dimens?es base e 14 vari?veis que auxiliaram a obten??o de informa??es para atingir o objetivo. Para a an?lise dos dados obtidos com as entrevistas, utilizou-se a t?cnica de an?lise de conte?do com an?lise categorial para cada dimens?o e vari?vel, identificando as categorias conforme elas se apresentaram nas entrevistas transcritas. Dentre os resultados observados estavam o conhecimento das informa??es cr?ticas para elas, principalmente relacionada aos dados dos pacientes, e dos processos internos das organiza??es sobre seus processos com fornecedores, mas que n?o se repetia fora da esfera da organiza??o. As organiza??es pesquisadas n?o funcionam de forma integrada e colaborativa dentro da Cadeia de Suprimentos, elas n?o veem os demais elos da cadeia como parceiros para que possam contribuir um com o outro, assim n?o compartilham informa??es ou atividades para crescimento conjunto. Al?m disso, demonstraram n?o ter m?tricas para controle dos impactos de poss?veis ataques ?s suas informa??es para que possam planejar, investir e mitigar de forma preventiva a ocorr?ncia destes ataques de forma adequada ao valor da informa??o a ser protegida. As organiza??es realizam investimentos em mitiga??o quanto a falhas, tanto em termos de sistemas como preven??o contra falhas humanas, mas esse investimento ? feito de maneira gen?rica, sem a preocupa??o espec?fica quanto as organiza??es mais cr?ticas para suas opera??es. Este trabalho pode ser visto como um alerta ?s organiza??es da ?rea de assist?ncia ? sa?de, quanto ? Seguran?a das Informa??es e dos poss?veis impactos financeiros ? elas e a cadeia da qual fazem parte.

The starting point is the involvement in environmental action by municipalities mandated by the environmental legislation of 1981 and confirmed by the Brazilian 1988 Constitution. Contrary to the case in education and health, the environmental responsibilities vested on municipalities do not have financial and institutional strengthening mechanisms attached. We focus our study on the environmental mandate of municipalities and the resources available to them to carry out the corresponding environmental agenda. The question leading the research is whether municipalities can face up to their environmental mandate in the absence of regular financial transfers from other levels of government. Using a step-wise approach, the thesis pins down the contents and characteristics of the municipal environmental agenda, the resources required to implement it, and the extent to which those resources are available to municipal authorities. The first part of the thesis demarcates the field of environmental action according to the Brazilian legal and institutional framework. The profile of our main actor, the Brazilian municipality, is then presented. This is done through the mapping of the structural characteristics of municipalities and of their governmental responsibilities under the federal system of the country. The area of work of municipalities in environmental protection and management is identified next by crossing the overall municipal mandate for government action with the national environmental matrix. This allows establishing the contents of the municipal environmental agenda. Resources were examined first from a theoretical perspective and then through empirical study. The latter included both qualitative analyses using case studies and interviews, and the statistical scrutiny of data sets. The question of whether resource availability is a binding constraint to municipal environmental action can be answered as follows: municipalities do much more than expected in the environmental area, much less than they could possibly do under present conditions, and much less than is required from their constitutional mandate. The thesis concludes that, in spite of the institutional and financial restrictions binding their capabilities and limiting their resource mobilization possibilities, municipalities have shown an impressive environmental performance. Nonetheless, resource mobilization for this purpose was under potential. There is hence a wide area of municipal environmental action that remains to be colonized . Considering, however, the breadth of their overall environmental mandate, it is not possible for municipalities to fully respond to their constitutional environmental agenda without a supporting national strategy involving the federal and state governments. / As pol?ticas p?blicas de defesa ambiental promovidas pelos Munic?pios brasileiros constituem o tema da pesquisa. O ponto de partida ? a obrigatoriedade do envolvimento municipal com as tarefas de defesa do meio ambiente, determinada em 1981 pela regula??o da pol?tica ambiental em ?mbito nacional e consagrada na Constitui??o Federal em 1988. Ao contr?rio de outros temas como a educa??o e a sa?de, a atribui??o ambiental outorgada aos munic?pios est? desprovida de mecanismos que assegurassem seu financiamento e a capacita??o de seus promotores. Neste contexto, a tese investiga o campo e conte?do das atribui??es ambientais sob responsabilidade dos munic?pios e os recursos dispon?veis para fazer face ? agenda ambiental. A pergunta-guia da investiga??o indaga se os munic?pios s?o capazes de responder ?s suas atribui??es relacionadas ao meio ambiente na aus?ncia de transfer?ncias regulares de recursos financeiros. O m?todo adotado para a pesquisa consistiu em aproxima??es sucessivas ao tema dos recursos e capacidades municipais para pol?ticas ambientais. A primeira parte da pesquisa foi dedicada a delinear o objeto da a??o ambiental - os contornos do campo de a??o ambiental tal como entendido no marco institucional brasileiro. A seguir, foi delineado o perfil do ator principal, o Munic?pio. Foram analisadas as caracter?sticas estruturais dos munic?pios brasileiros e as atribui??es nas quais se insere a a??o municipal, ? luz do processo de descentraliza??o e das rela??es federativas. O campo de atua??o dos munic?pios para a defesa ambiental foi identificado atrav?s do confronto entre o conjunto de atribui??es municipais e a matriz ambiental nacional, sendo delineada a agenda ambiental municipal. O tema dos recursos foi abordado desde uma perspectiva te?rica e em seguida atrav?s de estudos emp?ricos. Estes conjugaram an?lises qualitativas atrav?s de estudos de caso e entrevistas, e an?lises quantitativas atrav?s de procedimentos estat?sticos de descri??o e an?lise explorat?ria. No que diz respeito ? disponibilidade de recursos, os resultados da pesquisa podem ser assim sintetizados: os munic?pios fazem bem mais do que seria de esperar no campo da defesa ambiental, bem menos do que lhes ? poss?vel fazer com os recursos de que disp?em e muito menos do que lhes ? exigido por suas atribui??es constitucionais. Based upon a theoretical reference in administration standards, the seven tools for the quality control and some inner Court institutional documents, as well as a study of the organization, routines, work processes, tasks, teams and installations of the Fourth JEC, we identified and listed the main potential problems and its related causes; thus, a field research was carried through to determine if these problems and its causes were acting or not and the way the management deals with them in the 2 years period of reorganization (2004-2006) to get certification ISO 9001/2000 in April of 2006. A total of 270 interviews had been carried through in the total, being 122 attorneys (61 related to nowadays and 61 reporting to the 2004 memory); 122 interested people in actions at law (61 related to nowadays and 61 reporting to the 2004 memory); 15 justice workers about the actuality and other 11 reporting to the 2004 memory. The interviews had been carried through 4 weeks, totaling 20 working days, divided in three turns (morning, lunch time and late hours). We found that a majority of the quality deficiencies were solved or a final decision was taken, in special regarding to the fastness of the judicial servicing, self satisfaction by the people interested in actions at law and efficiency, and some other deficiencies, despite of being remaining, were well treated, meaning that the general service quality was substantially improved. By another hand some few deficiencies were not solved yet and some new other were identified in the areas of ergonomics, layout and JEC s furniture, carrying an additional benefit that is the need to fit, each time more, a most stringent servicing quality pattern. / Este trabalho tem o objetivo de estudar e avaliar vantagens e benef?cios decorrentes do empenho para obter a certifica??o ISO 9001/2000 no IV JEC (Juizado Especial C?vel) do Tribunal de Justi?a do Rio de Janeiro. A partir de um referencial te?rico baseado em normas de administra??o, das sete ferramentas de controle da qualidade e de v?rios documentos institucionais internos, assim como de um estudo da organiza??o, rotinas, processos de trabalho, tarefas, equipes e instala??es f?sicas do IV JEC, foram identificados e listados os principais problemas potenciais e suas causas relacionadas; assim, uma pesquisa de campo foi realizada para determinar se estes problemas e suas causas estavam presentes ou n?o e como a gest?o lidou com eles no per?odo de adapta??o de 2 anos (2004-2006) para obter a certifica??o ISO 9001/2000 em abril de 2006. Foram realizadas no total 270 entrevistas, sendo 122 advogados (61 sobre o presente e 61 sobre a mem?ria de 2004); 122 partes de processos atendidas (61 sobre o presente e 61 sobre a mem?ria de 2004); 15 trabalhadores sobre o presente e 11 trabalhadores sobre a mem?ria de 2004. As entrevistas foram realizadas durante 4 semanas, em 20 dias ?teis, divididos em tr?s turnos (manh?, almo?o e tarde). Concluiu-se que a maioria dos problemas foram resolvidos, especialmente no tocante ?s quest?es sobre celeridade, satisfa??o e efici?ncia, outros n?o foram erradicados, mas bem controlados, logo, a qualidade geral foi drasticamente melhorada. Por outro lado, alguns poucos problemas menores n?o foram resolvidos, assim como surgiram alguns poucos novos, como os relativos ? ergonomia, planta e disposi??o do mobili?rio, o que demonstra um benef?cio adicional que ? o refinamento da qualidade.

This proposition was composed by the following indicators: human resources improvement, education, employment, physical and mental atmosphere, health, human rights, income and recreation. Through the research, the importance of adopting a Program of Life Quality appropriated not only to the work environmental needs, but also to the employees' personal, social, economic, and professional satisfaction, was considered. O estudo inicia descrevendo como aconteceu a evolu??o do conceito de QVT, a ponto de se perceber que a satisfa??o deveria ser incorporada ao ambiente de trabalho, com o intuito de incrementar a produtividade e promover o bem-estar social. A partir de um diagn?stico dos Recursos Humanos, para se analisar como est? o ambiente de trabalho. A partir disto, utilizou-se uma pesquisa descritiva com uma amostra de duas empresas do Estado Rio de Janeiro. Baseado na pesquisa de campo, feita atrav?s de question?rio p?de-se verificar a import?ncia da identifica??o dos principais indicadores para se adotar um Programa de QVT. Com base nos resultados sugere-se que a proposta seja composta dos seguintes Indicadores: aperfei?oamento, educa??o, emprego, ambiente f?sico e mental, sa?de, direitos humanos, renda/sal?rio e recrea??o. The study was carried on with the business employees at the Brazilian Unit. It was analyzed the data related to a twelve-month period, from December 2005 to November 2006. Informal and formal interviews were conducted with the main executive of the Human Resources Division and with the specialist of the Training and Development Division in Brazil. Secondary data related to training (executed by CBT through Internet) carried on by the employees from all divisions of the company were also collected. The Learning Management Platform used for training through CBT was characterized too. The factors that suggest a revision in the methodology used to the transition from the current model (CBT through Internet) to an e-Learning Web Based Program were revised and suggestions were shown to the integration of the process of Corporate Education and HR Strategic Management to the Brazilian branch. Another aspect taking into consideration in the research indicates that the Learning Management Platforms needs to be correlated to career management and to stimulation of professional promotion. This study offers also some contributions to the elaboration of an action plan for developing activities that involves interdivisional efforts on implementation of e-Learning based training programs. As a conclusion of the present study, the assumption that the action of Human Resources Division on the leading of self management training programs, including the ones realized by e-Learning, was evidenced and it is still demanded. However, this study shows that close managers participation is important to increase and maintain the employees adhesion level at this kind of learning system. / O objetivo geral nesta disserta??o consiste em analisar o modelo de treinamento corporativo aplicado por Computer Based Training (CBT), via Intranet, de uma organiza??o multinacional de origem de capital estrangeiro do ramo de energia n?o-renov?vel junto aos funcion?rios das unidades de neg?cios do Brasil. Foram analisados dados referentes a um per?odo de doze meses, dezembro de 2005 a novembro de 2006. Entrevistas informais e formais foram aplicadas junto ao principal executivo do Setor de Recursos Humanos e ao especialista pela ?rea de Treinamento e Desenvolvimento no Brasil. Dados secund?rios relativos aos treinamentos (executados por CBT - via Intranet) realizados pelos funcion?rios de todas as ?reas da empresa forma coletados. A Plataforma de Administra??o da Aprendizagem utilizada para treinamento via CBT tamb?m foi caracterizada. Os fatores que possam sugerir revis?o na metodologia adotada para a transi??o do modelo atual (CBT via intranet) para um programa de e-learning via Web foram identificados e sugest?es foram apresentadas para integra??o do processo de Educa??o Corporativa e Gest?o Estrat?gica de RH para a subsidi?ria brasileira. Outro aspecto levantado na pesquisa indica que as Plataformas de Administra??o da Aprendizagem precisam estar correlacionadas ao gerenciamento de carreira e a est?mulos de promo??o profissional. Este estudo oferece, ainda, algumas contribui??es para a elabora??o de planos de a??o quando do desenvolvimento de atividades que envolvam a participa??o interdepartamental na implementa??o de Programas de treinamento baseados em e-Learning. Assim, como conclus?o do presente estudo evidenciou-se a suposi??o de que a atua??o da ?rea de Recursos Humanos no monitoramento de Programas de treinamentos autogerenci?veis, inclusive os realizados por e-Learning, ainda ? necess?ria. Contudo, o trabalho mostra que a participa??o das ger?ncias imediatas ? importante para o incremento e manuten??o do n?vel de ades?o dos treinandos aos programas desse sistema de aprendizagem.

The area human development index ranks as one of the worst. Companies such as Linha Amarela S/A and Petrobras Research Center are located in the surroundings of the Complex and their study emphasizes social responsibility as the duty of the whole society, including governments, NGOs, legal entities and people in general. The purpose here is to study the companies activities in favor of the nearby communities residents' needs, taking into account their expectations and priorities. The study was based on samples provided by the residents and other data supplied by the companies. The literature revision focused on the comprehensiveness, concepts, evolution and history of social responsibility, social balance and the integration between external social responsibility and the companies strategic planning by emphasizing the relationship with the community. The methodology used in this study was the case study , through semi-structured interviews with companies representatives.The outcoming of the research showed that there is a tendency of alignment between the residents' objectives and the social strategies developed by both companies. / Este estudo trata da responsabilidade social de empresas com vizinhan?a do Complexo da Mar?. O bairro Mar? est? localizado no munic?pio do Rio de Janeiro e ? constitu?do por 16 comunidades distintas que formam o Complexo, o qual apresenta um dos piores ?ndices de desenvolvimento humano. As empresas Linha Amarela S/A e Centro de Pesquisas da Petrobras est?o no seu entorno. O estudo enfatiza a responsabilidade social como dever de toda a sociedade: governos, ONGs, pessoas f?sicas ou jur?dicas. Objetivo geral ? o estudo das a??es dessas empresas em favor dessas comunidades ao entorno face ?s necessidades e expectativas dos moradores e suas prioridades como foco da gest?o social empresarial, por interm?dio de uma amostra dos moradores e outros dados fornecidos pelas empresas. A revis?o da literatura enfocou a abrang?ncia, conceitos, evolu??o, hist?rico da responsabilidade social e ainda o balan?o social e a integra??o entre a responsabilidade social externa e o planejamento estrat?gico das empresas, enfocando as rela??es da empresa com a comunidade. A metodologia utilizada foi o estudo de caso, por meio de entrevistas semi-estruturadas com representantes das Organiza??es. The organization s awareness on how the created or acquired knowledge is processed can contribute to the organizational learning and turned to a competitive advantage. This work seeks to discuss various components of the Knowledge Management in the business environment and evaluate them, in a descriptive form, in the context of a Higher Education Institute. Initially an introduction to the matter is made describing the problem to be investigated and the goals to be accomplished. To better substantiate this discussion, there is an analysis of works that treats the process of knowledge acquisition, from its business management up to its skills transformation, intellectual capital and consequently to its organizational learning and the need for a change within the organizations. The research held in conjunction with the Higher Education Institute sought to identify and describe how the institution management practice favors or stimulates the generation, spread and ownership of knowledge processes in its environment. The methodology utilized identifies the case study with qualitative approach. Questionnaire, bibliographic and documental research were used as a source of data collection. The research results allowed the verification of the institution s leadership spontaneous predisposition to adopt procedures bounded to the knowledge management regardless of formal or non formal adoption of the knowledge management as a managerial strategy. / O atual cen?rio mundial vem exigindo das empresas uma constante busca pela inova??o em suas pr?ticas administrativas, de modo a lev?-las a diferenciar-se de seus concorrentes. It presented arguments for and against the participation of organizations in social responsability iniciatives. The general goal in this study was to identify how far social responsability can cause an impact on management of people and on organizational culture. So, this above-mentioned has carefully dealed with the social responsability subject on management of people and on organizational culture performance, contributing to development of new social projects in the organizations, independent of their capacity. The study has also contributed to provide a new view on the management of people area, including the new roles of management professionals and its connection with organizational development. It was also relevant to comprehend the social responsabity influence on organizational culture and its reflection in the execution of social programs. As an ilustrative example, we took Petrobras, the 14th biggest petroleum company in the world, working in Brazil and in many other countries. Once it puts in practise its social responsability in an effective way and it is engaged to maintainable development. As an agent of the human maintainable development, Petrobras aided , in 2002, the total of 1016 projects which were born in civil society. To analyse the performance of Petrobras, Vergara s definition of a human company was used. This company is also a notable organization due to the way it succeeds in having an ethical relationship with co-workers, communities and society in general. / Este estudo bibliogr?fico analisou o conceito de responsabilidade social, bem como os v?rios graus que podem ser ser adotados pelas organiza??es. They know the integration relation between the two concepts? This is an available solution nowadays for integrating the business process with the information technology? Until where the enterprises and their professionals are ready to use then? The main results show that by the IT professionals perception, the concept is very consolidated between the professionals accordingly with their experience time on the market. Also was cleared that they still don t have enough conceptual maturity for the plenty use of the tools and the software s still not support in a completely way the solutions neither for SOA nor for BPM. / Este trabalho tem por finalidade analisar se a Tecnologia da informa??o ? uma ferramenta que ap?ia a gest?o por processos de neg?cio, atrav?s da an?lise da integra??o desta com a arquitetura orientada a servi?os (SOA), possibilitando a gest?o por processos de neg?cios (BPM). Para a pesquisa de campo foi feito um question?rio do tipo survey abordando os conceitos de BPM, SOA e da integra??o entre eles. O question?rio foi respondido exclusivamente por profissionais de TI e procurava explicar as seguintes perguntas: Os profissionais de TI conhecem e/ou utilizam o Business Process Management e o Service Oriented Architecture? Eles conhecem a rela??o de integra??o entre os conceitos? Esta ? uma solu??o vi?vel atualmente para integra??o de processos de neg?cios com a Tecnologia da informa??o? At? que ponto as empresas e seus profissionais est?o prontos para utiliz?-las? Os principais resultados mostram que segundo a percep??o dos profissionais de TI, o conceito est? bem sedimentado entre os profissionais de acordo com o tempo de experi?ncia deles no mercado. Tamb?m ficou claro que ainda n?o se possui maturidade conceitual suficiente para o pleno uso das ferramentas e os softwares ainda n?o ap?iam de forma integral as solu??es para SOA e nem para BPM.
