Para alcan?ar o objetivo, este projeto segue a seguinte estrutura: na primeira parte, contextualiza o Centro de Lan?amento da Barreira do Inferno (CLBI) na Aeron?utica e identifica a problem?tica deste projeto. Em seguida, evidencia o universo te?rico que serviu de embasamento ? interpreta??o dos dados e revisa as contribui??es de outros autores sobre o tema. Na terceira parte, apresenta algumas caracter?sticas do planejamento e da execu??o das metas na organiza??o pesquisada, coleta e an?lise de dados. Ap?s isso, analisa e discute os dados coletados e, finalmente, apresenta a propositura do projeto de interven??o, indicando as principais conclus?es e contribui??es desta pesquisa. Para atingir os resultados, utiliza uma abordagem metodol?gica de natureza quantitativa e qualitativa a partir de coleta de dados, mediante pesquisas documental e de campo. Os dados obtidos representam o grau de percep??o da popula??o entrevistada e est?o atualizados at? o m?s de outubro de 2015. A an?lise permitiu responder aos objetivos espec?ficos apresentados, conforme a fundamenta??o te?rica adotada. Enfim, os principais resultados desta pesquisa foram: a identifica??o dos fundamentos conceituais e os fatores aplicados no processo de elabora??o do planejamento; constata??o de inexist?ncia de sinergia entre os setores no processo de elabora??o do planejamento e as dificuldades para execu??o do planejamento entre 2011 a 2014. Ap?s isso, segue um procedimento para elabora??o do Programa de Trabalho Anual que ? a principal ferramenta de planejamento do Centro. Os resultados deste estudo poder?o ser utilizados na busca de mais efetividade no alcance dos objetivos das organiza??es do Comando da Aeron?utica, bem como ser aplicados na formula??o de pol?ticas e diretrizes de gest?o de recursos. / This research aimed to identify the elements of planning that influenced the budget execution and effectiveness in meeting goals of Barreira do Inferno Launch Center in the period from 2011 to 2014. To achieve the goal , this project follows the following struc-ture: first part contextualizes the Barreira do Inferno Launch Center ( CLBI ) in Aeronautics and identifies the problems of this project. Then shows the theoretical universe that served as the basis for interpretation of the data and reviews the contributions of other authors on the subject . The third part presents some characteristics of the planning and implementation of goals in the research organization , data collection and analysis. After that, it analyzes and discusses the collected data and presents the commencement of the intervention project , indi-cating the main conclusions and contributions of this research.To achieve results, it uses a methodological approach of quantitative and qualitative and the data collected through docu-mentary and field research. The data represents the degree of awareness of the population interviewed and are current as of the month of October 2015. The analysis allowed to answer the specific objectives presented as the theoretical framework adopted. Anyway, the main results of this research were: identify the conceptual foundations and factors applied in pre-paring the planning process; finding lack of synergy between the sectors in the planning prep-aration process and the difficulties in implementing the plan between 2011 and 2014. After that, it proposes a procedure for preparation of the Annual Work Program that is the main cen-ter of the planning tool. The results of this study may be used in the search for greater effec-tiveness in achieving the objectives of the Air Force Command of the organizations as well as being applied in policy making and resource management guidelines.

The SIC is an important tool of management accounting, with a view to its implementation, currently the reality of the public sector, aims to support public management regarding the planning and control of decision-making; demonstrating the potential benefits of public accounting activity and cost accounting within the public, whether in the macro budget process and / or financial; contributing to improving the quality of public expenditure management. The dissertation provides an overview of the challenges to effective implementation of the Cost Information System of the Federal Government, which to be developed, it will need some procedures such as the standardization of accounting entries, which will prevent the loss of comparability attribute; the change in the balance control system and the creation of a model unit on cost system, later to be expanded to campuses IFPB. The goal was to improve the decision-making processes in IFPB as cultural change challenge in the public organization in favor of measuring the cost of the goods and services and the importance of SIC as allocative improvement element for efficiency, effectiveness and effectiveness in public expenditure management.

It emphasizes the change in the managerial model adopted by the Brazilian government in quest for the effective usage of public resources, evinced by the following actions: the creation of the GESP?BLICA, the institutionalization of the service letter for citizens and the Electronic National Program. It was adopted, in this study, the delineation of the field research due to the insertion of the researcher in the study environment. The research has as its objective the accomplishment of the buying process modeling, as well as the formalization of the main activities of the process. The results have contributed to improve the efficiency of the researched process with actions to correct flaws detected throughout the study stage.

It describes the methodology applied by the PMBOK Guide, and the functionalities of the ten areas of knowledge that are explained in the Guide, namely: integration, scope, time, costs, quality, human resources, communications, risks, acquisitions and stakeholders. It uses the exploratory and bibliographic research to support the developed proposal. In the expectation of formulating the area of knowledge in environmental management, it is chosen to describe this area as a diagram of data flows of the process in function of the life cycle of the project. It is concluded that: there is a need to identify specific tools and techniques for environmental management in design; Need for specialized opinions and knowledge of regulators, such as: environmental engineers and the National Environmental Council (CONAMA); The need for environmental licensing and its modalities, when applicable, as well as the monitoring of the validity of the same; It is imperative to create an environmental project management plan that is in line with the various other existing project plans.

For practicing the Support, Campos (2007b), PNH (BRAZIL, 2008); Bertussi (2010) and Oliveira (2011) recommend a capacity of negotiation, facilitation of processes, action from the everyday, Collective Spaces activation and ability to do together with the people instead of doing for them. Whereas there are several meanings to those recommendations and diversity in its operation, it is a challenge the professional development of the supporters. The aim of this methodological development study was to elaborate and validate an instrument in order to assess the work process of supporters and teams of support from a semantic and content point of view. The literature review pointed out the lack of scientific papers related to job evaluation process in Support. The documentary research (2008-2011) of the competency records of institutional supporter discussed by the employees of the Primary Care Directorate of Health Department of Bahia State and the methodological theoretical deepening enabled the defining attributes: Observation and Listening; Porosity; Ability of Trading; Proposition of Offers; Activation of the Collective Spaces and Teamwork. The process of development and validation of content and semantics was based according to the procedures of the European project DISABKIDS. The content validation done by five judges, from the percentage of agreement, assessed the relevance of the attributes of the study in question. The semantic validation, by 27 institutional supporters linked to federal, state or municipal organizations verified the understanding that each supporter had in each one of the attributes. The Mandala Assessment, a tool based on the Permanent Education in Health, Appreciative evaluation and participatory management, consists of a radar chart, six attributes, answer scale, score standardization based on quartiles and typology for the development of the Function Support, practical guidelines for the use, and intends to propose clues to the assessment process, orientation and permanent education of institutional supporters / O Apoio Institucional, estrat?gia metodol?gica para a cogest?o, surge como inova??o para a amplia??o da democracia institucional no Sistema ?nico de Sa?de sendo experimentada no n?vel municipal, estadual e federal. In the attempt of understanding this phenomenon from the perspective of those who manage social organizations, this work based on the theory of social representations to understand the notion that organization managers of the third sector - based in Fortaleza CE - have of the part that they play and how this notion influences the direction of their activities. Social representations of managers of four different categories of non-governmental organizations have been investigated, each category composed of two unities. The categories researched were: social integration through art and education, prevention and treatment of alcohol and drug abuse, children s health assistance and community action. By using Doise s Societal Approach, the role of social managers translated in intraindividual, interindividual and situational processes of their actions, has been analysed within the social representations, focusing on beliefs, values, symbols and stories that give meaning to the existence of non-governmental organizations. Analysis and discussion of data displayed the existence of diversity in the understanding of managers within their practice, in other words, the management profile is also its own manager s. The branch where an organization acts is also preponderant in the shaping of a management style. It could be deduced, from to the organizations researched, that professional formation and the manager s social insertion mainly, are determinative factors in the outlining of a management model of its own. It was concluded that, due to heterogeneity of interests and action segments, there is no systematic process for social management among organizations. Este trabalho investigou as representa??es sociais de gestores de quatro categorias de organiza??es n?o-governamentais, cada categoria contando com duas unidades. Utilizando a abordagem societal de Doise, esta pesquisa analisou as representa??es sociais do papel de gestores sociais traduzidos via processos intra-individuais, inter-individuais e situacionais de suas a??es, enfocando sistemas de cren?as, valores, s?mbolos e hist?rias que d?o sentido ? exist?ncia das organiza??es n?o-governamentais. A an?lise e discuss?o dos dados apontaram que existe uma diversidade de leituras de gestores nas suas pr?ticas de gest?o, ou seja, a face que a gest?o possui ? a face do pr?prio l?der. O ramo de atua??o da organiza??o tamb?m ? fator preponderante para a modelagem de um estilo de gest?o. Pode-se deduzir, partindo das organiza??es sociais pesquisadas que, a forma??o profissional e, principalmente, a inser??o social do gestor s?o fatores determinantes para o delineamento de um modelo de gest?o pr?prio. Conclui que, dada a heterogeneidade dos interesses e segmentos de atua??o das organiza??es sociais, os processos de forma??o para a gest?o social tornam-se complexos. Researchers in entrepreneurship field, such as Schumpeter (2005), Weber (2006), McClelland (1972), Murphy, Liao, Welsch (2006), Peyrefitte (1999), Blanchflower (1988), Filion (2000), among others, and in the national culture, high-lighting Caldas and Woods (1999), Hofstede (1997) and Barros and Prates (1996), are put together to create a starting point to this present research, that reaches out for a differential approach, in order to create a correlation between Brazilian culture and the foreign entrepreneur, who chose Rio Grande do Norte state to live and invest. It was observed that in the case of the Switzerland entrepreneur, where the cultural difference is more strong, either in Hofstede's perspective than in Brazilian s authors, the management practices are more negatively affected. The rationalization adopted by the entrepreneur and the employee s logic are in battle in a day-to-day operation of the company. In the case of the Argentinean entrepreneur, the cultural difference exists, but it does not impact as much, because of her personal characteristics and the similarities of Latin culture than surfaces the differences. Finally, this study showed the necessity of analyzing the enterprising regarding the cultural issue, in a way to highlight the different rationalities in different atmospheres where it is practiced the enterprise / O presente estudo analisa a rela??o entre cultura nacional e empreendedorismo, contribuindo para entender o impacto e a influ?ncia da cultura brasileira sobre as pr?ticas de neg?cio e de gest?o dos empreendedores estrangeiros no setor de turismo do estado do Rio Grande do Norte. It has been common practice to import characteristics of the business environment in the public management of cities. The city marketing is a key tool used by public leaders to promote a linkage between the tourism image and urban image and involves, in addition to promoting the image of the city, the planning of interventions in urban space, trying to formulate a positive image of the city able to facilitate the deployment of capital. This research seeks to understand the nature of city marketing as part of contemporary urban management and analyzes how is its application in decisions concerning the promotion of tourism in Natal/RN. The approach of this research is qualitative, exploratory and descriptive, in which respondents were the main leaders of two of the official tourism site, the Empresa Potiguar de Promo??o Tur?stica and the Secretaria Municipal de Turismo e Desenvolvimento Econ?mico. It was found that there is a strong articulation of public power with private enterprise in the design and conduct of the actions of urban marketing, that from the survey data show that the behavior of target markets provide guidelines for taking strategic decisions relating to tourism. Sun and sea are some key elements explored to form the image of Natal and to authorize the sale of the city as a tropical paradise. However, there is an increase in the diversification of tourism products, seeking to increase flow to the segments of ecotourism, adventure, business and culture. It s also growing the use of local culture as a tourism product, however, the cultural representation focuses on superficial values and does not bring to light the social and historical richness that the city has. Public authorities use the city marketing strategies as a means able to maximize the attractiveness of Natal urban space to investors, business groups and tourists. It can be observed that urban managers seek solutions that can continuously increase the tours, which often manifests in interventions that focus the tourist areas of the city, in oposition of those who do not contribute to a positive reading of the city, which ultimately generate the worsening of spacial and social inequalities / A crescente import?ncia do turismo no conjunto das atividades econ?micas mundiais tem favorecido a intensifica??o da competi??o entre cidades que buscam criar ambientes atrativos para turistas e investidores em potencial. Tem sido comum a importa??o de pr?ticas caracter?sticas do ambiente empresarial na gest?o p?blica das cidades. O city marketing consiste num instrumento estrat?gico utilizado pelos dirigentes p?blicos para promover uma articula??o entre a imagem tur?stica e imagem urbana e envolve, al?m da promo??o da imagem da cidade, o planejamento de interven??es no espa?o urbano, buscando a formula??o de uma imagem positiva da cidade capaz de viabilizar a implanta??o do capital. Com base nessa realidade, o presente estudo busca compreender a natureza do city marketing enquanto elemento da gest?o urbana contempor?nea e analisar como se d? sua aplica??o nas decis?es relativas ? promo??o do turismo da cidade de Natal/RN. The research can be classified as exploratory - descriptive, and its universe is limited to the city of Natal, having enclosed hotels that have carried through tourist activity in 2005 and 2006. Still on the criteria of election of the sample, the study it investigated host s companies who if fit in the category superior luxury, or either, five stars, pertaining the national nets and international. How much to the treatment and analysis of the data the was made to leave of the theoretical support of the authors who work the thematic one and of the analysis of the interviews with managers, documents and processes observed for the researcher in the studied hotels.
