Para tanto, entrevistamos sete coordenadores de curso e nove orientadores acad?micos, representando assim, todos os cursos de gradua??o presenciais do CCSA. O tratamento das informa??es foi realizado por meio da an?lise de conte?do de Bardin (2011) e pelo Software IRaMuTeQ. A an?lise de conte?do revelou as categorias: Doc?ncia Universit?ria / Orienta??o Acad?mica / Gest?o Acad?mica. E o IRaMuTeQ identificou tr?s classes: Agentes da Orienta??o Acad?mica / Funcionamento da Orienta??o Acad?mica / O Papel do Docente Universit?rio. Tais categorias e classes revelaram a rela??o entre o que est? prescrito e o que ? praticado na orienta??o acad?mica nos Cursos de Gradua??o Presenciais do CCSA/UFRN. O que permitiu concluir que: a orienta??o acad?mica ? um processo hist?rico institu?do desde 1975 pela Resolu??o 110/75-CONSEPE, de 19 de setembro de 1975, contrariando, assim, o pressuposto institucional de sua inexist?ncia, revelada pelo documento ?Indicadores Acad?micos da Expans?o na UFRN ? An?lise e Encaminhamentos?; a exist?ncia de um movimento identit?rio entre o que ? o fazer do docente universit?rio prescrito na norma e as exig?ncias para atuar no ensino superior no cen?rio atual; bem como, a exist?ncia de elementos de planejamento que podem ser somados ?s sugest?es dos participantes para a constru??o de a??es de interven??o para melhorias dos cursos, o que configura esse trabalho como uma disserta??o diagn?stica. / Considering the importance of academic advising process on the improvement of the results achieved by undergraduate courses at UFRN, it was sought to analyse academic advising practices as they actually happen at CCSA/UFRN in comparison to what was prescribed for this process in UFRN regulation. In order to do so, we interviewed seven course coordinators and nine academic advisors, representing, thus, all CCSA presential undergraduate courses. The information treatment was performed through the content analysis of Bardin (2011) and the IRaMuTeQ Software. Content analysis revealed the categories: University Teaching / Academic Advising / Academic Management. And IRaMuTeQ identified three classes: Academic Advising Agents / Academic Advising Operation / The Role of University Teachers. These categories and classes revealed the relationship between what is prescribed and what is practiced in the academic advising in the CCSA / UFRN presential undergraduate courses. This led to the conclusion that: academic advising is a historical process established since 1975 by Resolu??o 110/75-CONSEPE [a resolution by UFRN legislative body] of 19 of September 1975, contradicting so the institutional presupposition of its non-existence, revealed by the document "Indicadores Acad?micos da Expans?o na UFRN ? An?lise e Encaminhamentos". Also that there is an identity movement between the role of the university professor prescribed in the norm and the requirements to act in higher education in the current scenario. As well as, there are planning elements that might be added to the participants? suggestions for elaboration of intervention actions for courses improvement, which configures this work as a diagnostic dissertation.

No Rio Grande do Norte, estudos apontam que dentre os poucos munic?pios que realizam o trabalho social, os instrumentos que o orientam t?m sido elaborados de forma unilateral pelas prefeituras e sem participa??o das fam?lias. Avan?ando em tal discuss?o, esta pesquisa aborda uma experi?ncia de organiza??o comunit?ria no Residencial S?o Gon?alo do Amarante (conhecido como Residencial Ruy Pereira dos Santos), empreendimento da faixa 1 do PMCMV localizado no munic?pio de S?o Gon?alo do Amarante/RN. Trata-se de empreendimento segmentado em 6 condom?nios de 300 unidades cada, totalizando 1.800 moradias com popula??o estimada de 7.200 pessoas. A presente disserta??o, realizada no Condom?nio Ruy Pereira I (CRP-I), tem natureza qualitativa e consiste em estudo de caso que trilhou uma fase de revis?o bibliogr?fica, para a elabora??o de referencial te?rico em participa??o mediada por elementos de gest?o social, e, outra, para a sistematiza??o da produ??o acad?mica no PMCMV em programas de p?s-gradua??o stricto sensu da UFRN. A pesquisa teve, ainda, coleta de dados prim?rios de campo por meio de duas din?micas de grupo focal realizadas com moradores do CRP-I. Os dados coletados foram processados por meio da an?lise lexicogr?fica b?sica apoiada no software IRAMUTEQ. A partir do corpus textual oriundo da coleta de dados o IRAMUTEQ gerou tr?s classes anal?ticas: a) dificuldades no condom?nio; b) pessoas e rela??es sociais; e c) organiza??o comunit?ria. Os principais achados da pesquisa indicam que h? forte restri??o ? atua??o do Condom?nio em virtude do elevado n?mero de inadimplentes no pagamento da taxa condominial. O coletivo recreativo Lambe Sal, que re?ne 50 homens/fam?lias e assume fun??es comunit?rias importantes no CRP-I, exibe pr?ticas de gest?o social e participa??o com qualidade superior ?quele desempenhado pelo trabalho social realizado no Condom?nio, o que se d? por meio de trabalhos volunt?rios desenvolvidos pelos pr?prios s?cios na limpeza e manuten??o de ?reas comuns e na promo??o de festas em datas comemorativas. / The objective of the research is to systematize challenges and opportunities of community organization initiatives in the track 1 to PMCMV in the light of participation?s categories and social management elements. The PMCMV denotes an inflection in the trajectory of housing policies in Brazil since the last half of the 20th century. However, the predominance of agents of the construction sector in the Program has reinforced patterns of peripherization and poor location of housing complexes, which directly influence the sustainability of the Program. In consideration of sustainability, there is in the Program the prediction of social work as fomentation element to participation and social inclusion, which includes purposes of community mobilization and monitoring the daily lives of families for a given period of time. In Rio Grande do Norte, studies indicate that among the few municipalities that perform social work, the instruments that guide it have been elaborated unilaterally by municipalities and without participation of families. Advancing in this discussion, this research approaches a community organization experience in the Residencial S?o Gon?alo do Amarante (known as Ruy Pereira dos Santos Residential), an enterprise of the track 1 to PMCMV located in the municipality of S?o Gon?alo do Amarante/RN. These enterprises are segmented into 6 condominiums of 300 units each, totaling 1,800 homes with an estimated population of 7,200 people. The present dissertation, carried out in the Ruy Pereira I Condominium (CRP-I), has a qualitative nature and consists of a case study that has undergone a bibliographic review phase, for the elaboration of a theoretical reference in participation mediated by elements of social management, and, another for the systematization of academic production in the PMCMV in UFRN postgraduate programs stricto sensu. The research had also the collected primary field data through two focal group dynamics performed with CRP-I residents. The collected data were processed through the basic lexicographic analysis supported by IRAMUTEQ software. The IRAMUTEQ generated three analytical classes for the textual corpus from data collection: a) difficulties in the condominium; b) people and social relations; and c) community organization. The main findings of the research point to the Residents' Association, which must ensure community organization, can only precariously mitigate conflicts and agglutinates people. There is a strong restriction on the performance of the Association due to the high number of defaulting in the payment of the condominial fee. The recreational collective Lambe Sal, which gathers 50 men/families and assumes important community functions in the CRP-I, shows practices of social management and participation with a higher quality than that performed by the Residents' Association, which is done through voluntary work developed by own members in the cleaning and maintenance of common areas and in promoting parties on commemorative dates.

In this medium is the Organizational Communication that is divided into Marketing Communication (aimed at supporting marketing actions), Institutional (proposes the construction of the image and the institutional concept) and Internal Communication (aims to promote the dynamization of the flow of internal information). This paper aims to analyze the role of Internal Communication in the Directorate of People Management (DAP) of the Federal University of Rio Grande do Norte (UFRN) and its relationship with the public service. We will also talk about how Internal Communication can be a strategic tool to achieve institutional goals. The empirical study was developed in an exploratory way, in the available literature, and descriptive, through a questionnaire applied to DAP servers. With this, based on the bibliographic study and the results of the questionnaire, it was possible to elaborate a diagnosis of the internal communication in the DAP. The diagnosis which facilitates both the work of the servers and the search of the users who need DAP services. The study is useful in the search to recognize, then, how important Internal Communication is to an organization and that it can be used as a strategic tool to achieve the institution's goals.

Desde o ano de 1963 a pediculose vem crescendo significativamente, principalmente, no ambiente escolar e nos centros urbanos. Isso decorre da aglomera??o de pessoas, tendo em vista a facilidade com que ? transmitida. Os procedimentos terap?uticos atuais apresentam efeitos colaterais, oferecendo risco ? sa?de do hospedeiro e contribuindo para a resist?ncia do parasita aos f?rmacos utilizados, elevando os custos com o tratamento. Os autores se propuseram a desenvolver um produto alternativo at?xico, biocompat?vel, biodegrad?vel e que desfavore?a a muta??o gen?tica apresentada pelos piolhos aos tratamentos dispon?veis atualmente, tudo isso suportado na gest?o da inova??o. Para gerir o projeto foram preparadas amostras do hidrogel ? dispers?o de quitosana em solu??o aquosa de ?cido ac?tico com dissolu??o pr?via do metilparabeno e adi??o de ess?ncia e glicerina - para posterior uso no ensaio in vitro e caracteriza??o f?sico-qu?mica do produto. A caracteriza??o f?sico-qu?mica das amostras foi realizada atrav?s de an?lise organol?ptica, da an?lise reol?gica e aferi??o do pH. A valida??o metodol?gica do produto foi realizada atrav?s do ensaio in vitro, que envolveu a sele??o das amostras, a coleta e padroniza??o de mechas de cabelo, exame e classifica??o da pediculose e, por fim, a aplica??o e constata??o da efici?ncia do produto. A gest?o de custo foi realizada a partir dos c?lculos de custos fixos e vari?veis, necess?rios ? produ??o do hidrogel. Foi realizado o dep?sito do pedido de patente junto ao Instituto Nacional da Propriedade Industrial (INPI) sob o registro n? BR 1020150251793 para garantir o direito ? propriedade intelectual sobre o produto. Os resultados obtidos durante a caracteriza??o f?sico-qu?mica do hidrogel revelaram estabilidade na colora??o e no odor durante os 60 dias em que o hidrogel foi armazenado. Observou-se no estudo reol?gico o comportamento caracter?stico de fluidos pseudopl?sticos das dispers?es de quitosana preparadas, dada ? redu??o observada na viscosidade em fun??o da eleva??o da taxa de cisalhamento. O percentual de remo??o dos ovos na amostra tratada com o hidrogel foi maior (83% dos ovos na primeira aplica??o) do que o observado na exclusiva aplica??o de solu??o de ?cido ac?tico (32%). O tratamento utilizando o produto proposto, denominado hidrogel, pode ser disponibilizado a um pre?o competitivo, tendo em vista a m?dia de pre?os praticados pelos concorrentes. / Pediculosis is characterized by infestation by Pediculus humanus capitis in humans. Since 1963 pediculosis has been growing significantly, mainly in the school environment and in urban centers. This is due to the agglomeration of people, given the ease with which it is transmitted. The current therapeutic procedures present side effects, offering a risk to the health of the host and contributing to the resistance of the parasite to the drugs used, increasing costs with the treatment. The authors set out to develop an alternative, non-toxic, biocompatible, biodegradable product that would undermine the genetic mutation presented by lice to currently available treatments, all supported in the management of innovation. To manage the project, samples of the hydrogel - chitosan dispersion in aqueous solution of acetic acid were prepared with previous dissolution of methylparaben and addition of essence and glycerine - for later use in the in vitro test and physicochemical characterization of the product. The physico-chemical characterization of the samples was performed through organoleptic analysis, rheological analysis and pH measurement. The methodological validation of the product was performed through the in vitro test, which involved sample selection, collection and standardization of hair strands, examination and classification of pediculosis and, finally, application and verification of product efficiency. The cost management was carried out from the calculations of fixed and variable costs, necessary for the production of the hydrogel. The filing of the patent application was filed with the National Institute of Industrial Property (INPI) under registry number BR 1020150251793 to guarantee the right to intellectual property on the product. The results obtained during the physico-chemical characterization of the hydrogel revealed staining and odor stability during the 60 days in which the hydrogel was stored. It was observed in the rheological study the characteristic behavior of pseudoplastic fluids of the prepared chitosan dispersions, due to the observed reduction in viscosity as a function of the elevation of the shear rate. The percentage of egg removal in the hydrogel treated sample was higher (83% of the eggs in the first application) than that observed in the application of acetic acid solution (32%). The treatment using the proposed product, called hydrogel, can be made available at a competitive price, given the average prices of concurrents.

Desse modo, realizou-se um estudo de caso com abordagem mista de dados que contou com a participa??o de 18 servidores com defici?ncia, envolvidos no processo institucional de inclus?o entre janeiro de 2015 a setembro de 2016. Os achados resultantes da utiliza??o de entrevistas semiestruturadas, an?lise documental de relat?rios de inspe??o t?cnica, leis e Planos de Desenvolvimento Institucionais, foram apreciados com aux?lio de estat?stica descritiva e an?lise tem?tica-categorial, considerando as caracter?sticas das informa??es acessadas. Concluiu-se que a comunidade acad?mica tem se apropriado do conceito da inclus?o social, mas que a elimina??o de constantes barreiras atitudinais, f?sicas e de procedimentos ainda ocorre timidamente, sendo necess?rio, portanto, um melhor aporte de a??es institucionais voltadas aos servidores com defici?ncia. / Brazilian legislation has been progressing steadily, accompanying the struggle movements in favor of people with disabilities. Legal frameworks, such as the Quota Law and the Brazilian Inclusion Law, are born in line with the paradigm shifts that permeate societies, models that move from conceptions of integration to inclusion. Concerning the barriers still present in society and understanding the role of the university as representative of an educational institution and social formation, this work sought to evaluate the insertion and monitoring flows of the working conditions of disabled employees of the Federal University of Rio Grande do Norte. Thus, a multi-method study of mixed data approach was carried out, with the participation of 18 disabled employees, involved in the institutional inclusion process between January 2015 and September 2016. The findings resulting from the use of semistructured interviews , documentary analysis of technical inspection reports, laws and Institutional Development Plans were evaluated with the aid of descriptive statistics and thematic-categorial analysis, considering the characteristics of the information accessed. It was concluded that the academic community has appropriated the concept of social inclusion, but that the elimination of constant attitudinal, physical and procedural barriers still occurs timidly, and therefore, a greater and better contribution of institutional actions directed at the deficiency.

Por se tratar de uma atividade que apresenta riscos de seguran?a e ergon?micos, este estudo objetivou diagnosticar esse processo, com base na An?lise Ergon?mica do Trabalho - AET, a fim de formular recomenda??es que visem solucionar ou mitigar os problemas identificados. Trata-se de um estudo de caso de car?ter qualitativo. A finalidade da pesquisa, em termos metodol?gico, foi explorat?ria-descritiva. Para tanto, utilizou-se como fontes de coleta de dados, a pesquisa bibliogr?fica, an?lise documental, entrevistas semiestruturadas aplicadas ? 21 dos 32 vigilantes, e a observa??o participante, todos ancorados na metodologia da AET. Foram ainda coletados dados sobre a popula??o investigada e dados relativos ao trabalho executado por esses servidores. Para a an?lise dos dados foi utilizado o software editor de planilhas Microsoft Office Excel. Essa pesquisa ratificou a valida??o de conceitos apresentados por v?rios autores que auxiliaram na compreens?o do tema e na elabora??o do diagn?stico. Quanto aos resultados obtidos deste estudo, identificou-se a exist?ncia de problemas relacionados ao distanciamento entre o trabalho prescrito e o trabalho real, ?s condi??es de trabalho, fatores esses que resultaram na apresenta??o de recomenda??es que visam contribuir para a redu??o dos riscos de seguran?a e ergon?micos existentes, bem como para a melhoria das condi??es de trabalho e qualidade do objeto investigado. / The ostensive mobile round service, developed at the Central Campus of the Federal University of Rio Grande do Norte, run by bankrupt vigilantes, has been presented as the main activity of prevention and coping with acts of violence against people and public assets in this academic environment. Because this is an activity that presents safety and ergonomic risks, this study aimed to diagnose this process, based on the Work Ergonomic Analysis - AET, in order to formulate recommendations that aim to solve or mitigate the problems identified. This is a qualitative case study. The purpose of the research, in methodological terms, was exploratory-descriptive. For this purpose, bibliographical research, documentary analysis, semi-structured interviews applied to 21 of the 32 guards, and participant observation, all anchored in the AET methodology, were used as sources of data collection. We also collected data on the population investigated and data related to the work performed by these servers. For data analysis, the Microsoft Office Excel spreadsheet editor software was used. This research ratified the validation of concepts presented by several authors that helped in understanding the theme and in the elaboration of the diagnosis. Regarding the results obtained from this study, we identified the existence of problems related to the distance between prescribed work and actual work, working conditions, which resulted in the presentation of recommendations aimed at contributing to the reduction of safety risks and ergonomics, as well as for the improvement of working conditions and quality of the object under investigation.

Este trabalho teve como objetivo principal desenvolver um sistema de indicadores para avaliar a resili?ncia organizacional, com rela??o ? gest?o de riscos e desastres, de ?rg?os de Prote??o e Defesa Civil no Brasil. Para isso, foi desenvolvida uma metodologia dividida em tr?s fases, que foram denominadas de Modelagens. A Modelagem I correspondeu ?s etapas de revis?o da literatura, sele??o dos indicadores e classifica??o dos indicadores de acordo com o modelo te?rico desenvolvido. As informa??es levantadas nesta etapa foram utilizadas para a constru??o do instrumento de coleta de dados. A Modelagem II foi denominada de valida??o multiprofissional, pois os indicadores que compuseram o instrumento de coleta de dados foram validados por gestores e pessoas que ocupavam posi??es-chaves em ?rg?o de prote??o e defesa civil. Assim, foi poss?vel selecionar os indicadores com maior grau de utiliza??o e import?ncia, segundo a percep??o desses indiv?duos, para compor a vers?o final do instrumento de mensura??o da resili?ncia organizacional. A Modelagem III correspondeu aos estudos de casos que tiveram como objetivo avaliar, a partir da operacionaliza??o do instrumento validado na etapa anterior, a resili?ncia organizacional de ?rg?os de Prote??o e Defesa Civil (OPDC) de cinco cidades brasileiras. Os dados coletados foram analisados e diagnosticados para cada uma das fases do ciclo de gest?o em prote??o e defesa civil, nas quais estavam classificados os indicadores. Os resultados mostraram que os cinco ?rg?os avaliados apresentaram diagn?sticos diferentes para cada fase. De uma forma geral, o diagn?stico final global de resili?ncia indicou como ?rg?o mais resiliente o OPDC5, seguido nessa ordem pelos ?rg?os OPDC1, OPDC2, OPDC3 e OPDC4. Concluiu-se que, o sistema de indicadores desenvolvido neste estudo, possibilita o conhecimento aprofundado dos potenciais e das fragilidades de resili?ncia dos ?rg?os de Prote??o e Defesa Civil avaliados, auxiliando-os no processo de tomada de decis?o, no planejamento e implementa??o de programas, diretrizes e a??es que contribuam para a redu??o de riscos e desastres nas cidades em que atuam. Infere-se que, devido a sua adaptabilidade, o sistema de indicadores de resili?ncia organizacional desenvolvido neste trabalho tenha potencial para a aplicabilidade em diversos ?rg?os de Prote??o e Defesa Civil do Brasil. / Organizations, communities and cities deal with routine, non-routine and unpredictable situations, with various degrees of complexity. Many times, it is hard to know the needed capabilities of these sociotechnical systems and/or they are not sufficiently developed them to deal with situations in a resilient way. It is important that sociotechnical systems, especially those dealing with uncertainties, like cases that they deal with risk of disasters, continually assess their resilience, to know their deficiency and real capacities, and then, to take good decisions and act. This work had the main objective to develop an indicator system to assess organizational resilience, related to the risks? and disasters? management of protection and civil defense agencies in Brazil. For this, it was developed a methodology in three phases, which were denominated as modeling. The Modeling I corresponded to the steps about the literature review, selection of indicators and their classifications according to the theoretical model developed. The information collected as this stage was used for the construction of the data collection instrument. The Modelling II was denominated as multiprofessional validation, because the indicators that compose the instrument of data collection were validated by managers and people that occupied key-roles in protection and civil defense agencies. Thus, it was possible to select the indicators with greater degree of utilization and importance, according to the perception of these individuals, to compose the final version of the measurement instrument of the organizational resilience. The Modelling III was comprised by case studies that had the objective to evaluate, from the operationalization of the instrument validated in the previous stage, the organizational resilience of five protection and civil defense agencies (OPDC) in five Brazilian cities. The collected data were evaluated and diagnosed for each one of the phases of cycle management of protection and civil defense, where the indicators were classified. The results showed that the agencies presented different diagnosis for each stage. In a general way, the final global diagnostic of resilience indicated OPDC5 as the most resilient, followed in this order by OPDC1, OPDC2, OPDC3 and OPDC4. It was concluded that the system of indicators developed in this study, allows a deep understanding of potentials and fragilities of resilience of the protection and civil defense agencies evaluated, helping them in the process of taking decisions, planning and implementing programs, guidelines and actions that can contribute to a reduction of risks and disasters in the cities they operate. It is inferred that, due to its adaptability, the system of organizational resilience indicators developed in this work has the potential for applicability in several protection and civil defense agencies in Brazil.

Assim, o presente projeto de pesquisa trata da avalia??o da implementa??o do PRONATEC Mulheres Mil do munic?pio de Maxaranguape/RN e tem como objetivo geral avaliar o processo de implementa??o do programa em quest?o, ? luz do modelo de anatomia do processo geral de implementa??o e seus subprocessos e sistemas desenvolvido por Draibe (2001). A pesquisa em quest?o se classifica como um estudo de caso, do tipo descritivo, com abordagem qualitativa e quantitativa, e adotara como procedimentos de coleta de dados, pesquisa bibliogr?fica, question?rio fechado e entrevista semiestruturada com os gestores, t?cnicos e beneficiarias. Espera-se com os resultados da pesquisa contribuir para a constru??o do conhecimento com vistas a proposi??es de corre??es de processos para o atingimento das metas pr?-estabelecidas pelo programa / This study evaluated the implementation process of PRONATEC Mulheres Mil offered by the Escola de Sa?de of the Federal University of Rio Grande do Norte, using the model developed by Draibe (2001), called the anatomy of the overall implementation process. To achieve the objectives, we carried out a qualitative study of a case study, using documentary research and semi-structured interviews with three groups of subjects belonging to the program and with direct involvement in the implementation of processes: coordinator, while managers, supervisors and advisor, as formulators agents of the courses, and technical, administrative and academic supporters. The results showed that: the implementation strategy was a challenge for the implementers actors due to the lack of experience in the type of the program, where the decision-making process to define the courses are presented subject to government interference; limiting disclosure was characterized by the features of a professional and technological training program focused on gender; the selection of the implementation of the actors with experience to perform their duties contributed to the implementation of the program, which resulted in the absence of formal training; monitoring and internal evaluation, even if not formalized by own instruments, reduce the risk of failure in the implementation of policy and contribute to the improvement of the implementation process when there is socialization of results; centralized management of the budget facilitates the planning and implementation of policy actions, although inconstancy in the decentralization of financial resources by the federal government committed to attendance of beneficiaries, revealing a bottleneck in the program implementation process.

No entanto, a efetividade da gest?o exige um arranjo institucional capaz de assegurar participa??o social. A bacia hidrogr?fica do Rio Pitimbu (BHRP) est? situada na regi?o metropolitana de Natal e abrange parte dos munic?pios de Maca?ba, Parnamirim e Natal. Apesar da import?ncia estrat?gica como manancial de abastecimento, o rio Pitimbu tem sofrido os efeitos da urbaniza??o, com impactos no sistema fluvial e recursos h?dricos. Nesse contexto, este estudo pretende analisar a capacidade do modelo institucional em prover mecanismos de participa??o social na gest?o sustent?vel da ?gua e do uso do solo na bacia. Para isso, foram realizadas entrevistas semiestruturadas junto a onze membros do Comit? de Bacia. Os dados das entrevistas foram submetidos ? an?lise qualitativa mediante a utiliza??o do software MAXQDA?. Os resultados obtidos revelaram que o arranjo institucional vigente n?o ? capaz de reconhecer o Comit? de Bacia como elemento chave na gest?o dos recursos h?dricos, tal como preconizado na Lei 9433/97. O estudo revelou algumas caracter?sticas do Comit? que podem comprometer a sua efic?cia como f?rum participativo: a) baixa participa??o da sociedade civil no Comit?; b) alta participa??o do setor p?blico; c) inexist?ncia de um Plano de Bacia atualizado; d) maior parte das reuni?es destina-se a discutir assuntos internos e burocr?ticos; e) a inexist?ncia de uma Agencia de Bacia explica a aus?ncia de recursos financeiros; f) ao Comit? n?o ? atribu?do poder politico para influenciar no processo decis?rio. Al?m disso, a pouca articula??o entre esferas de governo explica o estado de desorganiza??o na gest?o dos recursos h?dricos. Finalmente, observou-se a necessidade de uma ampla reforma do arranjo institucional que permita implementar os instrumentos de gest?o da ?gua e do uso do solo na bacia. A descentraliza??o do poder, com a cria??o de mecanismos de participa??o social e moderniza??o do Estado representam desafios a serem alcan?ados. / The creation of the River Basin Councils (RBC) in Brazil, as established in the Brazilian Water Resources National Policy, represented a relevant legal advance in water resources management. RBC point to an advance towards legitimacy, because they may open a relevant space to social participation in water resources management. However, water management efficacy implies the existence of an institutional arrangement that promotes social participation. The Pitimbu River Basin is located at the Natal urban region, and comprises partly the municipalities of Maca?ba, Parnamirim and Natal. Despite of its strategic importance as potable water supply, Pitimbu River has been adversely impacted by urbanization, which affects fluvial system and water resources. In this context, this study is aimed at analyzing current institutional capacity in providing social participation mechanisms that can promote a sustainable water and land use management. For this purpose, semi-structured interviews were applied to eleven members of the RBC. Obtained data was analyzed qualitatively using the MAXQDA? software. Obtained results revealed that current institutional arrangement fails in recognizing RBC as a key element in water resources management, as established in the 9433/97 Act. It was observed some relevant RBC characteristics: a) poor civil society participation in the RBC; b) public sector participation in the RBC is predominant; c) an updated River Basin Water Plan is lacking; d) most of the RBC meetings prioritize internal and bureaucratic issues; e) the inexistence of a Basin Agency justifies the lack of funding; f) RBC political power in decision making process is lacking. Furthermore, articulation between government levels is poor and explains a condition of disorganization in water resources management. It was observed the need of a broad institutional reform that stimulates the implementation of management instruments. Finally, political power decentralization, social participation mechanisms, and State modernization still represent challenges to be attained.

Ap?s esta etapa, realizou-se entrevista com servidores da Coordenadoria de Concursos da UFRN, com o objetivo de compreender a din?mica atual e quais os mecanismos empregados pelo setor para orientar os servidores envolvidos na organiza??o dos certames, estabelecendo uma refer?ncia de dispositivos administrativos atualmente empregados para regrar as etapas dos concursos e assegurar sua transpar?ncia. Por fim, este trabalho contribui para o planejamento de a??es cujo impacto ao serem adotadas reflita-se diretamente na constru??o de um ambiente mais ?tico na UFRN. / This work has the goal of proposing mechanisms to be adopted by the Ethics Commission at the Universidade Federal do Rio Grande do Norte aiming at minimizing unethical behaviors from committees evaluating candidates for filling professor positions since the elaboration of exams until the end of the evaluation process. Such mechanisms must establish a pragmatic understanding about the role of this commission as guardian and promoter of this university reputation as an ethical institution. The focus on the civil service exams is derived from the fact that they revealed high susceptibility to ethical deviation and that they are under direct interference of moral aspects of each of the committee members. This study is grounded on the current laws and regulations into effect as well as on the records of ethical infractions registered and kept by the university Ethics Commission from its beginning in 2008 until the end of the year 2014 as tools for checking which actions the Ethics Commission could employ in order to enhance the management over the impact of moral and ethical judgments along with their importance in granting the image as an ethical institution before the society. After this stage, we interviewed employees from the section responsible for coordinating the mentioned exams with the objective of understanding the current process and the guidelines given to all the committee members, what allowed us to establish a reference of which administrative apparatus have been employed currently in order to rule the all stages of the exam process as long as assure its transparency. Finally, this work contributes to plan actions which are expected to build up an academic environment where the ethics is widely pervasive as they take effect.
