O objetivo desta disserta??o ? propor um sistema de avalia??o de ideias em pr?ticas crowdsourcing. Para isso, realizou-se uma revis?o bibliogr?fica sistem?tica acerca dos temas crowdsourcing e avalia??o de ideias e, por meio de um modelo conceitual, validou-se o mesmo a partir de um estudo de caso no Escrit?rio de Ideias da Universidade Federal do Rio Grande do Norte. Para tal fim, considerou-se as caracter?sticas da organiza??o estudada e as opini?es de especialistas de diferentes ?reas do conhecimento, mediante uma sess?o de focus group, visando como tema a efici?ncia energ?tica. Como resultado, apresenta-se um modelo de avalia??o de ideias, contemplando os crit?rios e m?todos necess?rios para compor um sistema eficiente de avalia??o quando aplicados a partir de uma abordagem crowdsourcing, e os fatores que os influenciam. / One of the challenges to adopting crowdsourcing as an approach in the process of improvement and innovation of an organization is the assertiveness in the selection of ideas to be developed, especially when there is a high volume of contributions. The purpose of this dissertation is to propose a evaluation system of ideas in a crowdsourcing approach. For this, a systematic literature review was conducted on the subjects crowdsourcing and ideas evaluation and, through a conceptual model, the system of evaluation of ideas was validated from a case study in the ?Escrit?rio de Ideias? of the Federal University of Rio Grande do Norte. For this, the characteristics of the organization studied and the opinions of specialists, of different areas of knowledge, were considered through a focus group session, focusing on energy efficiency. As a result, a model of ideas evaluation was proposed, contemplating the criteria and methods necessary to compose an efficient system of evaluation when applied from a crowdsourcing approach, and the factors that influence them.

O estudo realizou um diagn?stico para avaliar o bem-estar no trabalho entre docentes Enfermeiros da Educa??o T?cnica Profissional em Sa?de da UFRN. O instrumento utilizado foi o IBET-13 (Invent?rio de Bem-estar no Trabalho), constitu?do por tr?s escalas; vari?veis de satisfa??o no trabalho (ST), envolvimento com o trabalho (ET) e de comprometimento organizacional afetivo (COA). Quanto ao tratamento dos dados, empreendeu-se uma an?lise descritiva comparativa das vari?veis. Para medir a correla??o, entre as vari?veis num?ricas, foi utilizada a Correla??o de Pearson (r), enquanto o teste U de Mann-Whitney foi utilizado para comparar as amostras independentes. Os resultados por dimens?es demonstraram um n?vel de percep??o de compromisso e satisfa??o no trabalho dos docentes de 84,21 % e apenas de 5,26 % quanto ao n?vel de envolvimento no trabalho. O comprometimento dos docentes da ESUFRN perfaz uma rela??o ativa com a organiza??o onde o pr?prio colaborador deseja contribuir para sua satisfa??o no ambiente de trabalho. Est? presente a identifica??o dos docentes com a organiza??o refer?ncia para o comprometimento organizacional afetivo. Na percep??o dos docentes h? uma forte liga??o afetiva que se traduz em sentimentos positivos como entusiasmo, orgulho, contentamento, confian?a, apego e dedica??o ao trabalho e ? institui??o. Numa s?ntese, os docentes est?o comprometidos afetivamente com a organiza??o, desejam nela permanecer como membro. Acreditam e comungam das mesmas metas da ESUFRN, intencionam em se esfor?ar pela organiza??o, est?o implicados com o cargo e demonstram lealdade. Conclui-se que apesar da presen?a significativa de sentimentos positivos no ambiente de trabalho dos docentes (compromisso e satisfa??o), uma grande maioria dos docentes n?o est? envolvida com o trabalho. ? preciso compreender as poss?veis causas e o que pode ser feito pela organiza??o para a obten??o de um ambiente de trabalho que possibilite o bem-estar para o sujeito que trabalha. Desta forma, interven??es precisam ser planejadas e implantadas. Os investigadores sugerem novas pesquisas em busca de subs?dios para potencializar, cada vez mais, os v?nculos positivos em rela??o ao trabalho. / Considering well-being at work a broad and multifaceted concept related to a positive mental state of the worker from the concatenation of links that he establishes with the organization and with the work performed, this paper is a field research, exploratory-descriptive, of transversal character and quantitative nature. The study performed diagnosis to evaluate the well-being at work amongst nursing teachers of the Professional Technical Education in Health of UFRN. It was applied to the teachers the IBET-13 (inventory of well-being at work), consisting of three scales: variables of satisfaction at work (ST), involvement with work (ET) and affective organizational commitment (COA). Concerning the processing of the data, a factorial analysis of the variables was performed. To measure the correlation between the numerical variables, the Correlation of Pearson (r) was used, while the U test of Mann-Whitney was used to compare the independent samples. The results by dimensions showed a level of perception of commitment and satisfaction in the work of the teachers of 84.21% and only of 5.26% regarding the level of involvement in the work. The teacher commitment of ESUFRN perfects an active relation with the organization where the collaborators themselves wish to contribute to their satisfaction at work. Identification is of the teachers with the organization that is reference to the affective organizational commitment. In the perception of the teachers there is a strong affective bond that translates into positive feelings such as enthusiasm, pride, contentment, trust, attachment and dedication to work and to the institution. In a synthesis, the teachers are affectively committed to the organization, wish to stay in it as a member, believe and commune of the same goals of ESUFRN, intent to strive for the organization, involved with their position and show loyalty. The conclusion is that despite the significant presence of positive feelings in the teachers' work environment (commitment and satisfaction), a large majority of teachers are not involved in the work. It is necessary to understand the possible causes and what can be done by the organization to obtain a work environment that makes possible the well-being for the subject that works. In this way, interventions need to be planned and implemented. The researchers suggest new rummage in the pursuit for subsidies to increase, more and more, the positive links to work.

Durante as an?lises, desenvolvidas com base na literatura pertinente ao tema, em dados fornecidos em entrevistas com os profissionais envolvidos na elabora??o dos projetos arquitet?nicos e na constru??o dos edif?cios e, tamb?m, atrav?s da compara??o do projeto arquitet?nico executivo com o projeto as built, foi poss?vel identificar os principais fatores geradores de modifica??es, nos projetos arquitet?nicos, ocorridos na execu??o da obra, permitindo a comprova??o da hip?tese de pesquisa. / The architectural design and its guidelines are not always faithfully executed. Through observations based on practical field of the profession, it was noted that there are often changes in executive architectural designs during the stage of construction. Often, such changes cause many obstacles, such as: change of complementary projects for compliance with the new architecture, interrupting execution until the final resolution of the design, material waste, extra work of hand labor, execution contractual amendments, among others. Thus, we formulate the issue: Why are executive architectural designs often modified during execution stages, especially in the public sector, and what factors are responsible for these changes? As a possible answer to this question, a hypothesis has been formulated that technical order, financial and temporal factors, generally related to the management of the design process, explain the reasons why executive architectural designs are modified during construction. The central campus of UFRN, located in Natal, was chosen as spatial area cutout by the amount and diversity of new buildings, REUNI?s resources (Restructuring and Expansion of Federal Universities) have intensified the expansion of the physical infrastructure of the university since 2008. The time frame (2008-2016) was defined according to the types of worksites found in this period, elaborated and modified architectural designs in construction, excluding projects later modified (remodeling). During the analysis, developed based on the literature concerning the matter, on data provided in interviews with professionals involved in the development of architectural design and construction of buildings and also by comparing the executive architectural design with the as built project, it was possible to identify the main factors causing changes in architectural designs, occurred during construction, allowing confirmation of the research hypothesis.

In order to do so, it had the specific objectives of presenting the IFPB Campus Picu? in terms of administrative organization, academic community and infrastructure; Describe the current process of elaboration, execution and control of the budget piece of IFPB Campus Picu?; to verify the perception of the academic community about the benefits and limitations of the current model, and their wishes in terms of participation in the various stages of the budget process; and, indicate the format and dynamics of the Participatory Budget that best fits the reality of Campus Picu?. It is an intervention project that adopted action research as the main research strategy, and in a way that complements the strategy of interviews and survey to know the current budgetary process of the Campus, the perception of the academic community about this practice Their wishes for participation in this process. The current budget model adopted by Campus Picu? is characterized by a centralized management and decision-making process, not allowing an effective participation of its academic community. Among the main anxieties verified, it stands out of a Participatory Budget model of consultative, fiscal and deliberative character, that includes in a more equitable way all the followers of the academic community. There was a high degree of community interest in discussing all the priorities of the campus and deliberating on the distribution of resources, especially those related to the institution's costing, investments and assistance to the student, but failures in the communicative process were pointed out As one of the main limiters of this participation. In view of the IFPB Campus Picu? context, the limits found in the current model for the preparation, execution and control of the budget piece adopted and the aspirations of its academic community, propose a budget model that allows an effective participation of the academic community of the campus in the Priorities and the consequent allocation of budgetary resources. It concludes by presenting guidelines for the implementation of the Campus Participatory Budget, also indicating the format and dynamics of its operation.

A presente pesquisa ? um estudo qualitativo, de an?lise documental, que tem como objetivo conhecer a percep??o dos usu?rios, profissionais, gestores, prestadores de sa?de a respeito do conceito de qualidade nos servi?os de sa?de. Os dados utilizados nessa pesquisa foram do tipo prim?rio, obtidos a partir de formul?rios de inscri??o preenchidos pelos delegados no momento do credenciamento na 8? CES-RN. Para sele??o, tabula??o e categoriza??o dos dados utilizou-se o Software Analyse Lexicale par Contexte d?un Ensemble de Segments de Texte ? ALCESTE. Para e an?lise do material e interpreta??o dos resultados utilizamos a t?cnica de an?lise de conte?do de Bardin. / The Brazilian Constitution of 1988 creating the National Health System - SUS identified as guidelines, universality, comprehensiveness and social participation. The major legal and operational differential management in the current system is the social control carried out by users, health professionals, managers and providers, as deliberative and purposeful actors in health councils and conferences. More than 25 years have broadened considerably the efficiency of the system, but many are still challenges for the efficiency and effectiveness of the SUS. The current crisis in the health system brings forth issues related to access and quality. The Ministry of Health has launched programs and projects in specific areas, to evaluate and lead to improved quality, as happened fifteen national conferences Thus, knowledge on the subject and the institutionalization of a quality assessment culture is still very distant. In 2015 occurred in Brazil the 15th National Conference on Health which had the theme "Public health quality to take good care of the people: the right of the Brazilian people" and as 1 the thematic discussion of Axis: "Right to Health, Access Guarantee and Quality of attention." The 27 states held their conferences; in the Rio Grande do Norte, state had the 8th Conference of Health - CES / RN. This research is a qualitative study, document analysis, which aims to know the perception of users, professionals, managers, health care providers about the concept of quality in health services. The data used in this research were primary, obtained from questionnaires filled out by delegates at the accreditation in 8th CES-RN. For selection, tabulation and data categorization utilize the Analyse Software lexicale par Contexte d'un Ensemble of Segments of Texte - ALCESTE. And for material analysis and interpretation of results we used the content analysis (Bardin).

A Anatomia do Processo Geral de Implementa??o. A pesquisa ? de natureza descritiva, do tipo estudo de caso, realizado no Instituto Federal de Educa??o, Ci?ncia e Tecnologia da Para?ba (IFPB) ? Campus P?cu?. Como procedimentos de coleta de dados, foram utilizadas a pesquisa documental e entrevistas com cinco categorias de sujeitos envolvidos no processo de implementa??o, quais sejam: Gestores, T?cnicos, Professores, Parceiros e Benefici?rios. A abordagem de an?lise de dados foi do tipo qualitativa, realizada atrav?s da an?lise documental e da an?lise de conte?do (BARDIN, 2011). O processo de implementa??o do Pronatec no Campus Picu? foi determinado pela Reitoria do IFPB, cumprindo a orienta??o do Minist?rio da Educa??o (MEC) ?s unidades da Rede Federal de Educa??o Profissional e Tecnol?gica. Foram identificadas fragilidades e potencialidades em cada um dos Sistemas e Sub-processos avaliados. Identificou-se como fragilidades da implementa??o do Pronatec: que os processos de divulga??o e informa??o alcan?avam p?blicos limitados e insuficientes, que ocorreram atrasos no repasse dos recursos financeiros, a inexist?ncia de estrat?gias de capacita??o de agentes implementadores e de processos avaliativos internos. Como potencialidades identificou-se: a percep??o por parte dos gestores locais de certo grau de autonomia e descentraliza??o nos processos decis?rios, o volume de recursos or?ament?rios destinados a execu??o do programa, a realiza??o de processos seletivos para agentes implementadores, as capacidades e comprometimento por parte dos gestores, t?cnicos e professores. Os resultados demonstraram a complexidade e o aspecto sist?mico do processo de implementa??o, considerando a interfer?ncia m?tua entre as fragilidades e potencialidades identificadas nos Sistemas e Sub-processos avaliados. / The objective of this study was to evaluate the implementation process of the National Program of Access to Technical Education and Employment (Pronatec) in a Federal Institution of Technical and Vocational Education, through Anatomy model of the General Implementation Process. The study was based on the theoretical reference of the Sequential Approach of Public Policies and on the theoretical reference of the Implementation phase, using the methodology of the process evaluation proposed by Draibe (2001) - The Anatomy of the General Implementation Process. The research is descriptive, of the case study type, carried out at the Federal Institute of Education, Science and Technology of Para?ba (IFPB) - Campus P?cu?. As data collection procedures, we used documentary research and interviews with five categories of subjects involved in the implementation process: Managers, Technicians, Teachers, Partners and Beneficiaries. The data analysis approach was qualitative, performed through document analysis and content analysis (BARDIN, 2011). The process of implementation of Pronatec in the Campus Picu? was determined by the Rectory of the IFPB, fulfilling the orientation of the Ministry of Education (MEC) to the units of the Federal Network of Professional and Technological Education. Fragilities and potentialities were identified in each of the evaluated Systems and Sub-processes. It was identified as fragilities in Pronatec's implementation: that disclosure and information processes reached limited and insufficient publics, that there were delays in the transfer of financial resources, the lack of training strategies for implementing agents and internal evaluation processes. The potentialities identified: local managers' perception of autonomy and decentralization in decision-making processes, the volume of budget resources to implement the program, the implementation of selective processes for implementing agents, the capacities and commitment of managers, technicians and Teachers. The results demonstrated the complexity and the systemic aspect of the implementation process, considering the mutual interference between fragilities and potentialities identified in the Systems and Sub-processes evaluated.

Nesse sentindo, ? necess?rio tamb?m que os meios de hospedagem que se inserem dentro desse contexto adotem m?todos que anseiem a mitiga??o dos seus impactos para com o meio ambiente. Com isso, ? importante conhecer os limites e anseios dos gestores que trabalham com a hospitalidade na regi?o, na perspectiva de uma gest?o sustent?vel. ? nesse contexto que essa pesquisa se insere buscando observar esses aspectos, ou seja, analisar se os meios de hospedagem do litoral norte da Para?ba internalizam na sua cultura organizacional o paradigma de uma gest?o que busque o equil?brio entre a opera??o dos servi?os e a manuten??o da natureza; al?m de propor uma aproxima??o entre os gestores e os conceitos de uma gest?o sustent?vel. Ao revelar os aspectos socioambientais da hotelaria dessa ?rea pretendemos conhecer melhor os ?nus e b?nus desse ramo e contribuir na efetiva??o de um planejamento tur?stico sustent?vel, ou seja, socialmente justo, ecologicamente consciente e economicamente equitativo para o estado da Para?ba. Para isso foi utilizado o m?todo de pesquisa qualitativa de forma que buscamos aprofundar os anseios dos administradores desses empreendimentos para com a gest?o ambiental e responsabilidade socioambiental. Para tal nos utilizamos de dois m?todos, no primeiro momento a pesquisa se apresenta como descritiva-explorat?ria e como t?cnica de coleta de dados foi utilizado a entrevista semiestruturada. As entrevistas foram feitas junto aos propriet?rios ou gerentes respons?veis pelo planejamento e execu??o dos servi?os. Observamos que os meios de hospedagem pesquisados n?o t?m uma proximidade com os conceitos de uma gest?o sustent?vel, no entanto, mant?m alguns m?todos que visam a redu??o de impactos socioambientais, por?m tais m?todos se encontram de forma desorganizada e sem atingir o seu objetivo fim. No segundo momento partimos para uma pesquisa-a??o, onde desenvolvemos a??es juntos aos gestores na inten??o de uma aproxima??o desses com os conceitos de uma gest?o sustent?vel. Foram alcan?ados 75% do total de meios de hospedagem de acordo com n?meros da Associa??o Brasileira das ind?strias de Hot?is ? ABIH/PB. No entanto, o n?mero que se disponibilizaram a participar da pesquisa ou que estavam operando durante o per?odo do campo foram 51% dos empreendimentos. Observamos que os meios de hospedagens da regi?o do litoral norte da Para?ba n?o internalizam no ?mago da sua estrutura organizacional o conceito de uma gest?o sustent?vel. Por?m se mostraram muito abertos a interven??es que os auxiliem na otimiza??o de suas gest?es, os entrevistados mostram o respeito e o desejo pela adequa??o de suas pr?ticas a m?todos sustent?veis. / The northern coast of Para?ba is a place of great peculiarity where historical, architectural, ethnic and natural aspects are differentiated and, in a certain way, preserved. The region has eight conservation units which management is divided between the municipal, state and federal spheres. The region is a territory of the Potiguara ethnic group that occupies it since the times of the colonization being the unique indigenous people to remain in the same place since then in Brazil. With so many unique aspects the region results in receiving visitors, searching for recreation, and researchers. However, this search, fortunately, is still doesn't happen too much intensively. With this, it is extremely important to develop a tourism planning that aims to the sustainability of the region. In this sense, it is also necessary that the means of lodging that are inserted in the context adopt methods that desired to the mitigation of its impacts towards the environment. In this way, it is important to know the limits and wishes of the managers who work with the hospitality in the region, with a view to sustainable management. It is in this context that this research is inserted, seeking to analyze the relation of the means of lodging of the northern coast of Para?ba with the nature and proposing to the managers an approach to the concepts of a sustainable management. In revealing the social and environmental aspects of the hotel industry in this area we intend to know better the burden and bonus of this branch and contribute to the realization of sustainable tourism planning, that is, socially fair, ecologically conscious and economically equitable for the State of Para?ba. For this, the qualitative research method was used so that we sought to deepen the managers' aspirations for environmental management and socio-environmental responsibility. For this, two methods were used: first a descriptive-exploratory research, making use of semi-structured interviews as data collection technique. The interviews were made with the owners or responsible managers for the planning and execution of the services. In a second moment, we set out for an action research, in which actions were developed together with the managers in the intention of an approximation of these with the concepts of a sustainable management. 75% of the total number of lodging facilities were reached, accordingly to the Brazilian Association of Hotel Industries - ABIH/PB. However, the percentage of those who were willing to participate in the survey or who were operating during the working times was 51% of the enterprises. We observed that the means of lodging in the northern coast of Para?ba do not internalize to the heart of their organizational structure any concept of sustainable management. However, they were very open to interventions that might help them to optimize their efforts. The interviewees show respect and desire for the appropriateness of their practices to sustainable methods.

Esta IES, utiliza polos de apoio presencial da Universidade Aberta do Brasil (UAB), como unidades de apoio operacional para acolher os alunos em alguns dos encontros presenciais exigidos durante os cursos. Os polos est?o localizados em diversos munic?pios do Estado do Rio Grande do Norte, devendo estar adequadamente estruturados, contendo ambientes administrativos e acad?micos, sendo que um dos mais importantes ? a biblioteca. Uma unidade de informa??o dessa natureza precisa ser organizada em conformidade com o marco regulat?rio da EAD, especialmente de acordo com os seguintes instrumentos normativos do Minist?rio da Educa??o (MEC): instrumento para credenciamento institucional e Referenciais de Qualidade para Educa??o Superior a Dist?ncia. A metodologia utilizada nesta pesquisa corresponde a um estudo de caso, de natureza explorat?ria e descritiva, com abordagem quanti-qualitativa. Os atores participantes da pesquisa s?o os coordenadores dos polos da UAB/UFRN. Os principais resultados apontam que a maioria das bibliotecas n?o est?o adequadamente estruturadas para o atendimento ao seu p?blico alvo, uma vez que n?o est?o informatizadas; n?o oferecem importantes servi?os, tais como: normaliza??o de documentos e elabora??o de ficha catalogr?fica; tamb?m n?o disp?em de bibliotec?rios atuando nessas unidades de informa??o. Nesse sentido, entende-se que as seguintes a??es podem ser desenvolvidas a fim de melhorar a oferta de produtos e servi?os informacionais aos usu?rios da EAD: a participa??o da biblioteca universit?ria da IES ofertante dos cursos, nesse processo; a cria??o de um setor espec?fico, para o atendimento aos diversos atores participantes dessa modalidade de ensino na institui??o; a contrata??o de bibliotec?rios, para atuar nas bibliotecas dos polos e na equipe profissional multidisciplinar da EAD da UFRN. / This research has as main objective to analyse the current reality of libraries inserted on distance learning context, within the ambit of a Higher Education Institution (HEI). The study is developed in the Universidade Federal do Rio Grande do Norte (UFRN), which offers undergraduate and graduate courses through the distance learning study mode since 2005. The mentioned HEI utilises face-to-face support centres from the Universidade Aberta do Brasil (UAB) [a Brazilian government system integrated by public universities that offers higher education distance learning courses in order to facilitate the access of a certain portion of the population to higher education] as operational support units to receive students in a few face-to-face meetings required during the courses. Centres are located in several cities of Rio Grande do Norte state, and they must have an adequate structure, containing administrative and academic environments, one of the most important being the library. An informational unit of this nature needs to be organised in conformity with the distance learning regulatory framework, especially according to the following normative instruments from the Minist?rio da Educa??o (MEC) [Ministry of Education]: institutional accreditation instrument and Referenciais de Qualidade para Educa??o Superior a Dist?ncia [Quality Benchmarks for Distance Learning Higher Education]. The methodology used in this search corresponds to an exploratory and descriptive case study with a quantitative-qualitative approach. The participants of this research are the UAB/UFRN centre coordinators. Major results indicate that most of the libraries are not structurally adequate to serve its target audience, since they are not computerised; do not offer important services as document normalisation and preparation of catalogue records; also, they do not have librarians working in these information units. In this sense, it is understood that the upcoming actions can be developed in order to improve the supply of informational products and services to distance learning users: participation of the library from the courses supplier HEI in this process; creation of a specific sector to assist the various actors participating in this education modality in the institution; librarians hiring, to act in the centres libraries and in the multidisciplinary professional team of the UFRN distance learning.

Ao t?rmino do estudo, foram evidenciados a aus?ncia de MPEs ecoeficientes no encadeamento produtivo e que o melhor n?vel de entrega ocorreu para 15,91% dos empreendimentos que foram diagnosticados como ?quase ecoeficientes?. Por fim, a ecoefici?ncia n?o ? uma pr?tica de gest?o institucionalizada na realidade das MPEs desse encadeamento produtivo. / This thesis contribute to studies on environmental sustainability in the oil industry by measuring the eco-efficiency of Small Business of Supply chain oil and gas in Rio Grande do Norte. It also seeks to help maximize environmental efficiency, cost reduction, identification of method improvements in operational processes, adding value and strengthening business competitiveness in the region. Eco-efficiency is a management strategy that aims to reduce resource consumption, reduce the impact on nature and provide customers with higher quality products and services. For its measurement, we used the methodology called CE7 taxonomy, an acronym referring to the "seven competences of ecoefficiency" that, when adapted to the environmental strategies to support eco-efficiency, it will show the level of eco-efficiency in which companies are. We analyzed 44 (forty-four) Small business of the oil and gas production chain of Rio Grande do Norte, which works for Petrobras and are part of RedePetro RN. These companies are also part of the project "RN oil, gas and energy production chain" developed by SEBRAE-RN. We collected data from August to October 2016, using the survey method. At the end of the study it was evidenced the absence of eco-efficient Small business in the productive chain and that the best results occurred for 15.91% companies that obtained a level of "almost" eco-efficiency. The environmental strategies that promote eco-efficiency are energy efficiency, Solid Waste Management Plan (SWMP), environmental caution in supplier selection and environmental licensing. Finally, eco-efficiency is not an institutionalized management practice in the small business of this productive chain.

No plano institucional, a mudan?a resultou na presen?a de uma organiza??o com um novo formato jur?dico na gest?o do HULW, o de empresa p?blica, caracterizada por maior flexibilidade de gest?o e sob a vig?ncia de outros dispositivos normativos. No que se refere ?s mudan?as estruturais ocorridas com a transi??o da gest?o do HULW para a EBSERH verificou-se que a EBSERH disp?e de mecanismos e ferramentas mais modernas de gest?o, com a implementa??o do planejamento estrat?gico e estrutura menos hierarquizada. Quanto ao desempenho, ainda n?o foi poss?vel avaliar se houve ou n?o melhora, mesmo com as mudan?as institucionais ocorridas, provenientes de altera??es ou inova??es normativas, tais como a Lei n? 12.550/2011, que criou a EBSERH. Por fim, em rela??o aos desafios organizacionais do HULW depois da transi??o, s?o apontadas as necessidades de melhoria da qualidade no atendimento, da supera??o da rigidez na gest?o e melhor utiliza??o dos recursos. / This dissertation is proposed to understand the structural and institutional changes occurred in the management of the Hospital Universit?rio Lauro Wanderley (HULW), linked to the Universidade Federal da Para?ba (UFPB), with the adhesion of the university to Empresa Brasileira de Servi?os Hospitalares (EBSERH). The research conducted was qualitative and was classified as a case study, taking as subjects of the research the managers of the HULW, the dean of the UFPB and the representative of the labor union of the servants of the UFPB. The data were analyzed and interpreted through content analysis with the use of thematic analysis. In what refers to the structural changes occurred with the transition of the management of the HULW for the EBSERH one checked that you arrange the EBSERH of mechanisms and tools more modern of management, with the implementation of the strategic projection and it structures less placed in a hierarchy. As for the performance, it was still not possible to value if it had or it does not improve, even with the occurred institutional changes, originating from alterations or prescriptive innovations, such as to Law n? 12.550/2011, which created the EBSERH. By end, regarding the organizational challenges of the HULW after the transition, the existent necessities of improvement of the quality in the service, of the overcoming of the rigidity in the management and better use of the resources.
