In this sense, the idea that the information under state custody are public and therefore should be available to all has broadened the debate on transparency and access to information. In 2011 it was created the Access to Information Act (LAI) Brazilian determining the Brazilian pubic organizations, at all levels, the development of the transparency of public information as an important guideline. The UFRRJ as a federal agency, is subject to the rule of law. IFES has just over 100 years and the obligation to provide information seems to be a challenge for UFRRJ and their managers who need to understand citizen as social control agent of the government. It is understood that structural, technological and institutional factors need to be rethought so that transparency is effective within the University from the LAI. Thus, this research aims to analyze the transparency practices at the Federal Rural University of Rio de Janeiro - UFRRJ - according to the perspectives of managers this IFES, from the implementation of the Access to Information Act. The theoretical framework of this research covers transparency in public administration, from the aspects of the right to information and access to information law in the Brazilian context, as well as the discussion of social control from the perspective of society on public administration, beyond the university management comprising the administrative process, the role of the inserted managers in organizational models of public administration. The results show challenges related to the bureaucratic structural, technological gap and academic centralization. It is concluded that increasing transparency in university organizations is achieved only partially with the creation of legislation. This because it involves an effort management which involves action on several other aspects such as training manager. It's a start, but it involves other elements inherent in the manager's position and IFES are complex organizations. / A administra??o p?blica vem passando por transforma??es em todo o mundo na medida em que a sociedade tem demandado a??es mais democr?ticas das organiza??es e gestores p?blicos. Neste sentido, a concep??o de que as informa??es sob a guarda do Estado s?o p?blicas e, portanto, devem estar dispon?veis a todos tem ampliado os debates sobre transpar?ncia e acesso ? informa??o. Em 2011 foi criada a Lei de Acesso ? Informa??o (LAI) brasileira que determina ?s organiza??es p?bicas brasileiras, em todas as esferas, o desenvolvimento da transpar?ncia de informa??es p?blicas como uma importante diretriz. A UFRRJ como uma autarquia federal, est? submetida ? norma da lei. A IFES possui pouco mais de 100 anos e a obrigatoriedade de prestar informa??o parece ser um desafio para UFRRJ e seus gestores que precisam compreender cidad?o como agente do controle social da administra??o p?blica. Entende-se que fatores estruturais, tecnol?gicos e institucionais precisam ser repensados para que a transpar?ncia seja efetiva no ?mbito da Universidade a partir da LAI. Deste modo, esta pesquisa tem por objetivo analisar as pr?ticas de transpar?ncia na Universidade Federal Rural do Rio de Janeiro ? UFRRJ ? segundo as perspectivas dos gestores desta IFES, a partir da implementa??o da Lei de Acesso ? Informa??o. O referencial te?rico desta pesquisa abrange a transpar?ncia na administra??o p?blica, a partir dos aspectos do direito ? informa??o e da lei de acesso ? informa??o no contexto brasileiro, assim como, a discuss?o sobre controle social a partir da perspectiva da sociedade sobre a administra??o p?blica, al?m da gest?o universit?ria compreendendo o processo administrativo, o papel dos gestores inserido nos modelos organizacionais de administra??o p?blica. Os resultados apontam desafios relacionados ?s estruturais burocr?ticas, defasagem tecnol?gica e a centraliza??o acad?mica. Conclui-se que a amplia??o da transpar?ncia em organiza??es universit?rias ? alcan?ada parcialmente apenas com a cria??o da legisla??o. Based on the Social Work?s Ethical Political Project (PEP), formalized through the Code of Ethics (CE), questions were raised on the evidences and possibilities of meanings inherent in literacy. Relying on historical materialism and contributions from Discourse Analysis based in P?cheux?s work, which relate to the conception of material and historical construction of discourse, and its heterogeneities, to its objective interventional capacities and to the understanding of the work of constant reformulation of ideology of the ruling class, which shows the absorption of movements of resistances and oppositions. To this process of reinforcement to the reproduction of the order of capital, to which it is restricted in circularity and limits the analytical possibilities of this discursive approach, it is possible to approximate its preponderance as a dynamic of daily life, and refers to the possibilities of ethical reflection aiming suspensions and construction of overruns, in a commitment to the assumptions and values contained in the professional CE. To understand the effects of meaning produced from the word Work Management in Health, and terminological substitution act, we returned to the design of the conditions of production to which these articulations and interventions of distinct discursive memories are related. From the meanings denoted by the linguistic materialities at those intersection of work, health and management, it was shown that work and health had the funcionality to produce opposing meanings, generating displacements by associating themselves with the meanings of the management word, to which the maintenance and prevailing functions of capitalism. Thus, the presence of the term management in the new terminology referring to work relations in health involves convergent meanings to the hegemonic processes, at the same time that there is a tension exerted in the direct composition to the terms work and health, including the contradictory processes between paraphrase and polysemy. In a world context where management practices are conformed with neoliberalism, of worsening social conditions and of protection to work, in the discursive process dominant in the Official Discourse (DO) of the period preponderates this operation, to which it is emphasized the importance of the displacements associated to the meanings of work and health, which establish relationship with the historical agenda of health workers, to obtain social support for the actions that resulted in greater capillarization of capital in public establishments. At the same time, it affirms the importance of the struggles that allowed re9 significations and rearticulation of the networks of meaning. This movement is not to justify the adaptive capacities of the dominant ideology, but to consider, according to the Social Work?s CE, the possibilities of acting within the limits of the bourgeois order, to recognize levels of political and social emancipation that guarantee conditions and security of life to the subaltern classes, reiterating them as a relevant part of a compromised project for human emancipation, for which the potentialities of the ethical-political praxis on Marxism bases are recognized. / Este estudo visou a compreender o processo de exsurgimento, no campo da sa?de p?blica brasileira, em especial em 2003, da terminologia Gest?o do Trabalho em Sa?de como substitutiva ao termo Recursos Humanos, tradicionalmente utilizado para referir-se ? for?a de trabalho nas organiza??es. A partir da identifica??o ao Projeto ?tico Pol?tico do Servi?o Social (PEP), formalizado por meio do C?digo de ?tica (CE), elaboraram-se questionamentos ?s evid?ncias e ?s possibilidades de sentidos inerentes ? literalidade. Fundamentando-se no materialismo hist?rico, buscou-se contribui??es da An?lise de Discurso em P?cheux, que se relacionam ? concep??o de constru??o material e hist?rica do discurso, e suas heterogeneidades, ?s suas capacidades interventivas objetivas e ? compreens?o do funcionamento de reformula??o constante da ideologia da classe dominante, a qual apresenta a absor??o de movimentos de resist?ncias e oposi??es. A esse processo de refor?o ? reprodu??o da ordem do capital, ao qual se restringe em circularidade e limita as possibilidades anal?ticas dessa abordagem discursiva, realiza-se a aproxima??o da sua preponder?ncia como din?mica da cotidianidade, ? qual reporta-se ?s possibilidades de reflex?o ?tico-pol?tica visando suspens?es e constru??o de supera??es, em um compromisso aos pressupostos e valores constantes no CE profissional. Assim, para compreens?o dos efeitos de sentido produzidos a partir do enunciado Gest?o do Trabalho em Sa?de, e ? a??o de substitui??o terminol?gica, voltou-se ao delineamento das condi??es de produ??o ?s quais se relacionam estas articula??es e interven??es de mem?rias discursivas distintas. A partir dos sentidos denotados pelas materialidades lingu?sticas em interse??o trabalho, sa?de e gest?o, evidenciou-se que trabalho e sa?de funcionam a produzir sentidos em oposi??o, produzindo deslocamentos ao associarem-se aos sentidos do enunciado gest?o, ao qual preponderam as funcionalidades de manuten??o e reprodu??o do capitalismo. Assim, ? presen?a do termo gest?o na nova terminologia referente ?s rela??es de trabalho na sa?de interv?m sentidos convergentes aos processos hegem?nicos, ao mesmo tempo em que h? uma tens?o exercida na composi??o direta aos termos trabalho e sa?de, compreendendo-se os contradit?rios processos entre par?frase e polissemia. Em um contexto mundial de conforma??o de pr?ticas gerenciais sob o neoliberalismo, de agravamento das condi??es sociais e de prote??o ao trabalho, no processo discursivo dominante no Discurso oficial (DO) do per?odo prepondera esse funcionamento, ao que se salienta a import?ncia dos deslocamentos associados ?s significa??es de trabalho e sa?de, que estabelecem rela??o com as pautas reivindicat?rias hist?ricas dos trabalhadores da sa?de, para a obten??o do apoio social ?s a??es que resultaram em maior capilariza??o do capital nos aparatos p?blicos. Ao mesmo tempo, afirma-se a 7 import?ncia dos processos de lutas e questionamentos que permitiram ressignifica??es e rearticula??o das redes de sentido. Its purpose is to contribute to the qualification of the social assistance policy through the constitution of theoreticalmethodological, technical-operative and ethico-political subsidies. The critical dialectical method supports the realization of mixed-focus research, which was developed through a combination of documental analysis and semi-structured interviews. The research sample comprises 11 of the 34 municipalities of the RMPA, where actions related to the activity were identified between 2014 and 2017. It is based on the historical contextualization and characterization of the aspects that set the socio-assistance surveillance, problematizing theoretical and ethical-political assumptions that are being established since its inclusion as a social assistance activity. Then, it sought to unveil how the socio-welfare surveillance has been operating at the municipal level, addressing processes such as data collection, construction of indicators, use of technology associated with information management, planning, institutional relations, diagnosis, monitoring and evaluation. Data on the constitution of the technical teams, the qualification and qualification of the workers and their working conditions are presented. The reflections also cover the subjects who are demanding the actions of social assistance and the way in which their participation in the different spaces and processes, including those related to socio-assistance surveillance, has taken place or not. It is concluded that this function is permeated by an ethical-political dimension, which contribution will depend primarily on the social direction that is printed. By a bias closely connected with conservatism, it contributes to the perpetuation of the condition of subalternity of the workers and users of SUAS. Already, from a critical perspective, it adds the possibility of contributing to the democratization of social assistance and to the construction of emancipatory social processes. Yet in the same way that social direction is decisive, attention is drawn to the fact that it does not consolidate immediately or in isolation. It is necessary to consider the disputes and contradictions that make public social policies either a place of resignation and resistance. However, considering the delimitations of time and space of the research, the historical counterfacts found give indications that, despite the significant advances, the operationalization of socio-assistance surveillance little reflects the adoption of a more critical social direction perspective. / Esta tese tem como tema central a vigil?ncia socioassistencial no Brasil, apresentada a partir da an?lise de sua conforma??o e de sua fundamenta??o no RS. Tem por finalidade contribuir para a qualifica??o da pol?tica de assist?ncia social por meio da constitui??o subs?dios te?ricometodol?gicos, t?cnico-operativos e ?tico-pol?ticos. O m?todo dial?tico cr?tico embasa a realiza??o da pesquisa de enfoque misto, que foi desenvolvida por meio da combina??o das t?cnicas de an?lise documental e entrevista semiestruturada. S?o apresentados dados sobre a constitui??o das equipes t?cnicas, a capacita??o e qualifica??o dos trabalhadores e suas condi??es de trabalho. As reflex?es englobam ainda os sujeitos demandat?rios das a??es da assist?ncia social e a forma como vem ocorrendo, ou n?o, sua participa??o nos diferentes espa?os e processo, inclusive aqueles relacionados ? vigil?ncia socioassistencial. Conclui-se que essa fun??o ? permeada por uma dimens?o ?tico-pol?tica, cuja contribui??o ir? depender prioritariamente da dire??o social que lhe ? impressa. Managing these organizations is a very challenging and equally difficult task. The Unified Health System (SUS) is endowed with an agreed hospital network and another own network, which may be administered directly by the State (Direct Administration) or by third parties (Indirect Administration). Direct Administration, here discussed, involves different management models. In this study, three paradigms of public administration, present in SUS hospitals are discussed: Patrimonialist, Bureaucratic and New Public Management. Composing intrinsically the management apparatus, there is the decision-making process, which constitutes an extremely relevant instrument in the administrative area. Thus, this research has as a general objective: to analyze the model of hospital management of the State Health Secretariat of Bahia (SESAB), under direct administration. To do so, a qualitative investigation was carried out through a case study, conducted in three large state hospitals under Direct Administration. Senior managers from the hospitals participated in this study, as well as a director of SESAB, who were submitted to the semi-structured interview. Other primary and secondary data sources were used, consisting of freely accessible documents. The data were analyzed in light of the Content Analysis, observing all the ethical principles contained in Resolution 466/12. As results, it was verified that the sociodemographic profile of the managers follows an expected pattern: majority of white men, with average age of 48 years, medical doctors, with specialization in hospital administration and having past experience. The perception of these managers about their management units pointed to serious demand problems. The management model characterized by the managers aggregates characteristics of the three management paradigms, with predominance of the Bureaucratic Model. When mentioning that the management model present in their action unit is ?Participative?, managers approached the ideology advocated by the SUS, however, the organizational design of two of the hospitals studied indicates the existence of a still rigid structure. The decision-making process still followed a centralized practice. Thus, it is assumed that the adoption of a collegiate management model would be an alternative to democratize it, as it also is with the establishment of participatory decision-making processes. This study revealed that there is still a gap in the study of the management model present in hospitals administered by the State. Therefore, it is suggested that further studies should be carried out in this regard, as their results may lead to improvements in state administrative structures and contribute to the State?s ability to take over the management of the public machine. / Os hospitais s?o estruturas hipercomplexas e representam a forma mais tradicional de organiza??o no setor de sa?de. Administrar estas organiza??es constitui-se numa tarefa deveras desafiadora e igualmente dif?cil. O Sistema ?nico de Sa?de (SUS) ? dotado de uma rede hospitalar conveniada e outra pr?pria, podendo esta ?ltima ser administrada diretamente pelo Estado (Administra??o Direta) ou por terceiros (Administra??o Indireta). A Administra??o Direta, aqui abordada, comporta diferentes modelos de gest?o. Neste estudo, s?o discutidos tr?s paradigmas da administra??o p?blica, presentes em hospitais do SUS: Patrimonialista, Burocr?tica e Gerencial. Compondo de forma intr?nseca o aparato da gest?o, tem-se o processo decis?rio, que se constitui num instrumento extremamente relevante na seara administrativa. Desse modo, essa investiga??o tem como objetivo geral: analisar o modelo de gest?o de hospitais da Secretaria Estadual de Sa?de da Bahia (SESAB), sob administra??o direta. Para tanto, procedeu-se a uma investiga??o qualitativa, por meio de um estudo de caso, realizado em tr?s hospitais estaduais, de grande porte e sob Administra??o Direta. Participaram desse estudo gestores da alta dire??o dos hospitais, al?m de um diretor da SESAB, os quais foram submetidos ? entrevista semiestruturada. Foram utilizadas outras fontes prim?rias e secund?rias de dados, que s?o documentos de livre acesso. Os dados foram analisados ? luz da An?lise de Conte?do, observando-se todos os princ?pios ?ticos contidos na Resolu??o 466/12. Como resultados, verificou-se que o perfil sociodemogr?fico dos gestores segue um padr?o esperado: maioria de homens brancos, com idade m?dia de 48 anos, m?dicos, com especializa??o em administra??o hospitalar e dotados de experi?ncia pret?rita. A percep??o desses gestores acerca das suas unidades de gest?o apontou s?rios problemas de demanda. O modelo de gest?o caracterizado pelos gestores agrega caracter?sticas dos tr?s paradigmas de gest?o, com predomin?ncia do Modelo Burocr?tico. Ao referirem que o modelo de gest?o presente em sua unidade de atua??o ? ?Participativo?, os gestores se aproximaram do ide?rio preconizado pelo SUS, entretanto, o desenho organizacional de dois dos hospitais estudados sinaliza a exist?ncia de uma estrutura ainda r?gida. O processo decis?rio ainda seguia uma pr?tica centralizada. Sendo assim, tem-se que a ado??o de um modelo de gest?o colegiada seria uma alternativa para democratizar a gest?o. De igual modo, a instaura??o de processos decis?rios participativos. Este trabalho revelou que ainda h? uma lacuna no que se refere ao estudo do modelo de gest?o presente nos hospitais administrados pelo Estado. Portanto, sugere-se que mais estudos sejam realizados neste aspecto, uma vez que os resultados deles advindos podem redundar em aperfei?oamento das estruturas administrativas estatais, e contribuir para que o Estado assuma com compet?ncia a gest?o da m?quina p?blica.

Solid waste is continuously generated in all steps of the production chain, and even after consumption, since their disposal requires the use of large areas, causing a double impact on the environment. Aiming to contribute for the quality of municipal solid waste management, the present study proposed the following scenarios to simulate waste generation: i) Scenario 1, which considers the current situation of Feira de Santana, without the use of recycling rates for dry and moist waste; ii) Scenario 2, where the recycling of materials based on PLANARES is applied; iii) Scenario 3, which adopts the recycling targets set forth in the PMGIRS; iv) Scenario 4A, with recycling targets proposed by PLANARES, together with the reduction of generation per capita and increase of the collection rate; v) Scenario 4B, with recycling targets proposed by the PMGIRS, combined with the reduction of generation per capita and increase of the collection rate; and, vi) Scenario 5, which allows for bold recycling targets, combined with the decrease in per capita production and growth of the collection rate. Based on these simulations, the impacts of each scenario were evaluated on increasing the life expectancy of the municipal landfill, and saving energy by recycling materials that are no longer being sent to the landfill. The results showed that: i) Increase in the useful life of the Feira de Santana landfill by 11, 17, 18 and 26 years, according to scenarios 2, 3, 4A and 4B, respectively. For scenario 5, the useful life of the municipal landfill does not end until the final analysis year (2075); (ii) The results obtained may also specify the mass quantity of waste that will no longer be sent to the landfill over the simulated years, namely: 77,000 t, 119,000 t, 92,000 t, 136,000 t, 212,000 t according to scenarios 2, 3, 4A, 4B and 5, respectively; iii) Can be saved in Feira de Santana in 2050 for scenario 5, the most expressive, approximately 1027 GWh, enough to supply close to 2.1 million households, considering the monthly consumption of 163 KWh and a average of 3 people per residence; (iv) Dry waste is 98% more economical than wet waste, since the potential of both was 202 GWh and 10 GWh respectively in 2050; v) Plastic stands out as the dry material with the greatest potential for energy savings. According to scenario 5, this material could save about 749 GWh, enough to supply approximately 1.5 million households; vi) The simulations presented in this paper, related to the use of material recycling rates and other management options, have proved to be more efficient in relation to the goals established by scenario 5 for all analysis parameters.Taking into account that the assessment and simulation were limited to secondary data due to the lack of consistent local information, it can be inferred that there was a reduction of environmental impacts for Feira de Santana with the adoption of municipal recycling goals. Through their implementation, it will be possible to extend the life expectancy of the municipal landfill, as well as provide energy savings and gains for the municipality. / O aumento da popula??o mundial, acrescida da atual forma de consumo, e, consequentemente, da gera??o de res?duos, implica o aumento do uso das reservas do planeta. Para se obter a mat?ria-prima bruta, em todos os passos at? sua transforma??o em bens de consumo, s?o continuamente produzidos res?duos, inclusive ap?s o consumo, uma vez que, os bens dur?veis foram fabricados para serem usados e descartados, o que caracteriza, portanto, um impacto dobrado, observando-se ainda que, al?m do uso das reservas, s?o demandados locais para depositar esses materiais ap?s utiliza??o. Visando auxiliar no tocante ? qualidade da gest?o dos res?duos, no presente trabalho foram propostos os seguintes cen?rios metodol?gicos: i) Cen?rio 1, que considera a situa??o atual de Feira de Santana, sem emprego de taxas de reciclagem para res?duos secos e ?midos; ii) Cen?rio 2, onde se aplica a reciclagem de materiais com base no PLANARES; iii) Cen?rio 3, que adota as metas de reciclagem previstas no PMGIRS; iv) Cen?rio 4A, com metas de reciclagem propostas pelo PLANARES, aliadas ? redu??o da gera??o per capita e aumento da taxa de coleta; v) Cen?rio 4B, com metas de reciclagem propostas pelo PMGIRS, aliadas ? redu??o da gera??o per capita e aumento da taxa de coleta; e, vi) Cen?rio 5, que admite metas de reciclagem arrojadas, aliadas ? diminui??o da produ??o per capita e crescimento da taxa de coleta. A partir dessas simula??es, foram avaliados os impactos de cada cen?rio no aumento de vida ?til do aterro sanit?rio municipal, e tamb?m na economia e gera??o de energia por meio da reciclagem de materiais que deixam de ser encaminhados ao aterro. Os resultados obtidos revelam: i) Aumento da vida ?til do aterro sanit?rio de Feira de Santana por 11, 17, 18 e 26 anos, de acordo com os cen?rios 2, 3, 4A e 4B, respectivamente. Para o cen?rio 5, a vida ?til do aterro municipal n?o se encerra at? o ano final de an?lise (2075); ii) Os resultados obtidos tamb?m podem precisar a quantidade em massa de res?duos que deixar? de ser encaminhada ao aterro sanit?rio ao longo dos anos simulados, a saber: 77 mil t, 119 mil t, 92 mil t, 136 mil t, 212 mil t de acordo com os cen?rios 2, 3, 4A, 4B e 5, respectivamente; iii) Podem ser poupados em Feira de Santana, em 2050, para o cen?rio 5, o mais expressivo, aproximadamente 1027 GWh, o suficiente para abastecer perto de 2,1 milh?es de resid?ncias, considerando-se o consumo mensal de 163 KWh e uma m?dia de 3 pessoas por resid?ncia; iv) Os res?duos secos possuem uma economia 98% maior em rela??o aos res?duos ?midos, j? que o potencial poupado por ambos para o ano de 2050 ?, respectivamente, 602 GWh e 10 GWh; v) O pl?stico destaca-se como o material seco de maior potencial de economia de energia. De acordo com o cen?rio 5, esse material poderia poupar cerca de 749 GWh, o suficiente para abastecer, aproximadamente, 1,5 milh?o de resid?ncias; vi) As simula??es apresentadas neste trabalho, relativas ao emprego de taxas de reciclagem de materiais e outras op??es de gest?o, mostraram-se mais eficientes em rela??o ?s metas estabelecidas pelo cen?rio 5 para todos os par?metros de an?lise. Levando-se em considera??o que as an?lises desenvolvidas neste trabalho se limitaram a dados secund?rios por falta de dados locais consistentes, pode-se inferir que houve redu??o dos impactos ambientais para Feira de Santana com a ado??o de metas de reciclagem, uma vez que, por meio dessas metas ser? poss?vel estender a vida ?til do aterro sanit?rio, bem como proporcionar economias e ganhos energ?ticos para o munic?pio em quest?o.

The year 2000 was the initial milestone of the regulation and the year 2010 was published the first public notice after change of government. In this sense, this research has as object of study the conceptions about school management evidenced in the trajectory of the election for school managers in the city of Am?lia Rodrigues-BA, and as a guiding question: How are the conceptions about school management evidenced in the trajectory of the election for school managers in the municipality of Am?lia Rodrigues from 2000 to 2010? The general objective was to analyze the conceptions about school management evidenced in the trajectory of the election for school managers in the municipality of Am?lia Rodrigues-BA. Thus, the research refers to school management based on a democratic perspective, committed to the promotion of citizenship, and social emancipation, as opposed to the managerial aspect of public administration. With regard to the research instruments, the analysis of the documents that regulated the election for municipal school managers and semi-structured interviews was used. In order to do so, it sought to know in the municipal scope the guiding documents that directly related to the school management, the instruments and instances that operationalize the democratic management in the schools of the municipal network, as well as the characteristics and conceptions evidenced in the legal documents. The analysis of the data, gathered in the documents and the interviews, was based on the approach of the Policy Cycle (context of influence and practice) based on the work of Stephen Ball and Richard Bowe, English researchers in the area of educational policy. Thus, we adopt a theoretical basis based on the studies of authors such as: Bobbio (2000); Coutinho (2002); Paro (1998); Frigotto, Ciavatta (2003); Cury (2002); Sander (2005); Luck (2006) among others. The data of this investigation revealed that there are many barriers regarding the true participation of the different segments in the management of the school. Therefore, although there is considerable progress regarding collective participation in school units with the election of school administrators, there is still a lot to be done, so that school democratization becomes a reality in the municipality of Am?lia Rodrigues. / Esta pesquisa apresenta uma an?lise da trajet?ria da elei??o para gestores escolares na rede municipal de Am?lia Rodrigues, a partir de documentos oficiais, no per?odo de 2000 a 2010. O ano de 2000 foi o marco inicial da regulamenta??o e em 2010, publicou-se o primeiro edital, ap?s mudan?a de governo. Nesse sentido, esta pesquisa tem como objeto de estudo as concep??es sobre gest?o escolar evidenciadas na trajet?ria da elei??o para gestores escolares no munic?pio de Am?lia Rodrigues-BA e, como quest?o norteadora: Como se caracterizam as concep??es sobre gest?o escolar evidenciadas na trajet?ria da elei??o para gestores escolares no munic?pio de Am?lia Rodrigues no per?odo de 2000 a 2010? Assim, a pesquisa se refere ? gest?o escolar, pautada em uma perspectiva democr?tica, comprometida com a promo??o da cidadania e a emancipa??o social, em oposi??o ? vertente gerencial da administra??o p?blica. Com rela??o aos instrumentos de investiga??o, utilizou-se a an?lise dos documentos que regulamentaram a elei??o para gestores escolares municiapis e entrevista semiestruturada. Para tanto, buscou-se conhecer, no ?mbito municipal, os documentos norteadores que incidiram diretamente na gest?o escolar, os instrumentos e inst?ncias que operacionalizam a gest?o democr?tica nas escolas da rede municipal, bem como as caracter?sticas e concep??es evidenciadas nos documentos legais. A an?lise dos dados, levantados nos documentos e nas entrevistas, inspirou-se na abordagem do Ciclo de Pol?ticas (contexto de influ?ncia e da produ??o do texto) baseado nos trabalhos de Stephen Ball e Richard Bowe, pesquisadores ingleses da ?rea de pol?tica educacional. Assim, adotou-se uma fundamenta??o te?rica pautada nos estudos de autores como: Bobbio (2000); Coutinho (2002); Paro (1998); Frigotto; Ciavatta (2003); Cury (2002); Sander (2005); Luck (2006), dentre outros. PUC Campinas / The present dissertation work has as main objective analyses the Data communication networks for Data Centers, that have undergone a major technical evolution in recent years due to problems and limitations of conventional networks, such as lack of network availability, poor performance, inefficient use of installed network components, complexity and agility in the provision of new applications. These and other problems motivated the development of new technologies more flexible and configurable according to the particular need of each client. Software Defined Networking (SDN) technology found in most network equipment and vendors addresses these issues and brings more efficiency and simplicity to the provisioning of new network resources. This work presents a method for implementing SDN in Data Center in Brazil and also a comparative that analyzes the conventional network model and the SDN based model. This comparison is made based on functional aspects such as provisioning, Quality of Service (QoS), security and others. In order to compare the two technologies, a scenario was created with several network nodes and simulated the provisioning of a new application with several network requirements. The result obtained shows that the systematics can be applied to clients that wish to implement new networks for Data Center or migrate their conventional networks to the SDN model in a structured way, mapping all technical and business needs for network implementation, creating a database testing, determining the most appropriate solution for the environment and testing it in a controlled environment. / O presente trabalho de disserta??o tem como principal objetivo analisar as redes de comunica??o de dados para Data Centers, que sofreram grande evolu??o t?cnica nos ?ltimos anos devido a problemas e limita??es das redes convencionais, como falta de disponibilidade na rede, baixo desempenho, utiliza??o ineficiente dos componentes de rede instalados, complexidade e atraso no provisionamento de novas aplica??es. Esses e outros problemas motivaram o desenvolvimento de novas tecnologias mais flex?veis e configur?veis de acordo com a necessidade particular de cada cliente. A tecnologia Software Defined Networking (SDN), presente na maioria dos fabricantes de equipamentos e solu??es de rede, endere?a esses problemas e traz mais efici?ncia e simplicidade no provisionamento de novos recursos de rede. Neste trabalho, ser? apresentada uma sistem?tica para implementa??o de SDN. O resultado obtido ilustra que tal sistem?tica pode ser aplicada em clientes que desejam implementar novas redes para Data Center ou migrar suas redes convencionais para o modelo SDN de forma estruturada, mapeando todas as necessidades t?cnicas e de neg?cio para implementa??o da rede, criando uma base de testes, determinando a solu??o mais adequada ao ambiente e testando-a em ambiente controlado.

In this sense, the integrated management of solid waste is approached in this work, in order to bring, through a matrix of sustainability indicators, trends in the current scenario and sustainable development. The legislation used is characterized by considering the nature of the solid waste of Airports as dangerous to human health, so it is exclusive for this type of equipment and it has ANVISA as regulatory and oversight agency. The Congonhas Airport in S?o Paulo was chosen as a case study, since it is currently the largest in transit and revenue network in INFRAERO's Airports network and that, after the last update of PGRS, it has developed generation mechanisms focused on the reduction, reuse and recycling ofwaste, has shown significant results. Personally, since I was working at this airport during the period of updating the plan, I had contact with the diagnosis and follow-up of the actions developed. Some topics are rich in discussion, due to the small existence of literature referring to airports ofthe size ofCongonhas. The Congonhas Airport Solid Waste Management Plan is the main information source for this research. The management actions of the signed contracts and management actions are diagnosed to ensure the effectiveness of the health of passengers, users and society itself, with a focus on reducing these impacts. Through the analysis of the various dimensions of sustainability, and using the applicable methodology the full costs, the trends ofthe Congonhas Airport in sustainable development are evaluated, as well as the strengths and weaknesses that deserve attention in order to arrive at the best practices to reduce waste to landfills with incentives for recycling. In order to identify the best global practices regarding the Integrated and Sustainable Management of Solid Waste, a comparative study is carried out between the US, Europe and Congonhas Airport. / Em aeroportos, um dos grandes desafios ? aliar o desenvolvimento social, cultural e econormco, importantes para o pa?s, e a mitiga??o dos impactos causados por sua implanta??o e opera??o. Nesse sentido, a gest?o integrada de res?duos s?lidos ? abordada neste trabalho, de forma a trazer, atrav?s de uma matriz de indicadores de sustentabilidade, as tend?ncias no cen?rio atual e de desenvolvimento sustent?vel. A legisla??o utilizada se caracteriza por considerar a natureza do res?duo s?lido de Aeroportos como perigosa ? sa?de humana, por isso ? exclusiva para esse tipo de equipamento e tem a ANVISA como ?rg?o regulador e fiscalizador. Foi escolhido o Aeroporto de Congonhas em S?o Paulo, como estudo de caso, por ser hoje na rede de Aeroportos da INFRAERO o maior em movimento e receita, e que, ap?s a ?ltima atualiza??o do PGRS ter desenvolvido mecanismos de gera??o com foco na redu??o, reutiliza??o e reciclagem dos res?duos, tem apresentado resultados significativos. This railway was created by farmers from the state of S?o Paulo, between the 19th and the 20th centuries, and intertwined Funil region (Cosm?polis) to Campinas? urban center, prolonged up to Conchal afterwards. The railway catalyzed the territorial formation at a sector of the Metropolitan Region of Campinas. However, terminated in the 1960?s, became almost invisible inside the landscape. The research retraced the Funilense?s route, analyzed how the material remains from its past activities are articulated on the present territory, and how that could affect their preservation as a historical landmark. The analysis of the railroad was based on the assumptions of Present Time History, which assumes that memory, identity, and history are collective constructions built on everyday praxis. An analysis with the territorial approach enabled the comprehension of the railway as a historical vector of urbanization processes, landscape production, and possibly as a process for heritage appraisal. / Esta disserta??o volta-se para o estudo da antiga Estrada de Ferro Funilense, a partir do ponto de vista da gest?o do patrim?nio cultural relacionado ?s ferrovias, com o enfoque na escala regional. Criada a partir da iniciativa de fazendeiros paulistas, na virada do s?culo XIX para o XX, a Funilense interligou a regi?o do Funil (Cosm?polis) ao centro de Campinas, sendo prolongada at? Conchal. Sua implanta??o serviu de catalisador na forma??o territorial de um dos eixos de expans?o da Regi?o Metropolitana de Campinas, entretanto, desativada nos anos 1960, tornou-se quase invis?vel na paisagem. A pesquisa retra?ou o caminho da Funilense, observando como os vest?gios materiais das atividades da ferrovia se articulam no atual territ?rio, formando um conjunto cuja continuidade n?o ? mais percebida como tal, e como isso pode afetar sua preserva??o como um marco da mem?ria e da hist?ria do territ?rio. A an?lise dos discursos envolvendo a Funilense baseou-se nas premissas da Hist?ria do Tempo Presente, levando em conta que mem?ria, identidade e patrim?nio s?o objetos de disputas e conflitos, e que atualmente vem se compreendendo os valores e os significados relativos ao patrim?nio cultural como constru??es coletivas realizadas nas pr?ticas sociais cotidianas. In sequence, it shows the complexity of the Brazilian Public Health system - SUS - and relates the main factors that permeate the management of the Public Health sector, emphasizing the issues of the three level government agents, which integrate it. As a basic element of this survey, it was developed a case study of a Health Public Organization at municipal level. In this case it was analyzed, with emphasis, the management actions related to the financial and administrative resources from the Municipal Health Fund, which allowed the effectuation of strategic actions for a Municipal Public Health Model consolidation. In the structuring of the case, the applied methodology embraced large documental and bibliographic survey, which was joined by the execution of openstructured interviews with administrators and managers who acted during different periods of the public management, between 1983 and 2000, towards the referred Health program. Those interviews provided subsidies for the identification and rating of the actions, which consolidated the adopted policies and strategies, and moreover, the formation of the reference basis for the data structuring necessary to the evaluation of the accomplished results by this Municipal Health System. All those elements based the historical evolution course study of the Municipal Health System, through constant growth of the physical and human basis, either under qualitative or quantitative criteria, the importance of the non-centralized establishment and operational management of the Municipal Health Fund and, finally, the different strategies implemented, characterized by the actions that allowed the increase in the offer of the Municipal SUS s services, main objective of the System. / O estudo, em sua parte inicial, busca relacionar aspectos da teoria organizacional e as principais ferramentas de gest??o administrativa. Em seguida, demonstra a complexidade do sistema de Sa??de P??blica brasileiro - SUS - e relaciona os principais fatores que permeiam o gerenciamento do setor de Sa??de P??blica, enfatizando as quest??es da integra????o de tr??s n??veis de agentes de governo que o integram. Como elemento b??sico da pesquisa, foi desenvolvido um estudo de caso de uma Organiza????o P??blica de Sa??de em n??vel municipal. Neste caso foram analisadas com ??nfase as a????es de gerenciamento, com respeito aos recursos administrativos e financeiros, do Fundo Municipal de Sa??de, ao que permitiu a efetiva????o de a????es estrat??gicas para consolida????o de um Modelo de Sa??de P??blica Municipal. Na estrutura????o do caso, a metodologia aplicada abrangeu amplo levantamento bibliogr??fico e documental, ?? qual se acoplou a realiza????o de entrevista estruturada aberta, junto a administradores que atuaram em diferentes per??odos da gest??o p??blica, entre 1983 a 2000, na dire????o do programa de Sa??de referido. Essas entrevistas ?? que forneceram subs??dios para a identifica????o e categoriza????o das a????es que consolidaram as pol??ticas e estrat??gias adotadas, e ainda, formar o referencial para estrutura????o de dados, necess??rios para avalia????o dos resultados alcan??ados por este Sistema Municipal de Sa??de. Todos estes elementos embasaram o estudo do curso hist??rico de evolu????o do Sistema de Sa??de Municipal, mediante uma constante amplia????o da base f??sica e humana, tanto sob o crit??rio qualitativo como quantitativo, a import??ncia da institucionaliza????o e operacionaliza????o descentralizada do Fundo Municipal de Sa??de, e finalmente, as diferentes estrat??gias implementadas, caracterizadas pelas categorias de a????es que permitiram a amplia????o da oferta de servi??os do SUS Municipal, principal objetivo do Sistema.
