This thesis aims to describe the creation of international accounting standards and their implementation into the legislative framework of EU. It also evaluates its impact on Czech Republic. Its first part focuses on the international systems of financial reporting - IAS/IFRS and US GAAP. It describes circumstances and conditions of their creation and also identifies influences on their continuing development. The second part focuses on IAS/IFRS as a system chosen by EU for implementation into its legislation. The third part describes the process of implementation itself, along with the approval procedure and related institutions. A special chapter was addressed to accessibility of the standards or overview of currently effective standards. The last part focuses on current situation in Czech Republic and includes the results of questionnaire research among local IAS/IFRS specialists.

La recherche conduite se focalise sur le cas de la Tunisie, un pays émergent, initialement imprégné d'une culture comptable continentale, qui s'est engagé en 1997 dans une réforme avant-gardiste d'harmonisation comptable internationale, devançant plusieurs pays, dont ceux de l'Union Européenne, en abandonnant son Plan Comptable Général hérité de la période coloniale française, pour adopter son premier système comptable de type anglo-saxon, largement inspiré du référentiel international. Alors que la normalisation comptable internationale a considérablement évolué depuis 1997, notamment par le remplacement en 2001 de l'IASC par l'IASB, et l'introduction des IFRS, paradoxalement, très peu de révisions ont été apportées au système tunisien, laissant ainsi apparaître un écart, qui s'est progressivement creusé, entre normes tunisiennes et normes internationales. Cette situation interroge les motivations réelles ayant provoqué la réforme de 1997, qui peut être due aussi bien à un réel besoin local de se joindre à la sphère mondiale, qu'à une volonté d'afficher une étiquette ou un "Label ", au sens de Daske et al. (2007), afin de se conformer aux recommandations des organismes internationaux, et d'attirer différentes parties prenantes étrangères. Il convient de ce fait de s'interroger sur la nature des facteurs à l'origine du processus d'harmonisation comptable internationale en Tunisie : s'agit-il de contingences environnementales, ou de pressions institutionnelles? Ainsi, conformément à une structure de recherche classique, avec l'exposition d'une revue de la littérature, suivie d'une étude exploratoire du terrain exploitant qualitativement des entretiens réalisés auprès de professionnels tunisiens, pour mener enfin l'étude empirique proprement dite, dans une démarche quantitative, notre recherche se base sur la théorie de la contingence et l'approche néo-institutionnelle, pour répondre à la problématique suivante : Dans un pays émergent historiquement à tradition comptable continentale, comment se mesure l'avancement du processus d'harmonisation internationale et quels en sont les déterminants? Exploitant des réponses recueillies de juin à septembre en 2009 puis en 2010, via un questionnaire administré auprès de professionnels exerçant au sein de cabinets d'expertise comptable tunisiens et de cadres comptables exerçant au sein d'entreprises localisées en Tunisie, cette étude a pu montrer un faible niveau général d'harmonisation comptable internationale en Tunisie, de jure, mais surtout de facto. Aussi, l'analyse a montré que les facteurs étudiés susceptibles d'avoir un impact sur l'avancement du processus d'harmonisation sont à la fois contingents et néo-institutionnels, ces derniers étant les plus influents, pour les cabinets, alors qu'ils sont exclusivement néo-institutionnels, pour les entreprises. Le modèle comptable anglo-saxon ne serait donc pas pertinent pour toutes les entités économiques tunisiennes, la réforme de 1997 n'étant principalement que le résultat de pressions institutionnelles, notamment étrangères, exercées sur les choix économiques et politiques du pays, plutôt que d'un besoin émanant des différents acteurs interagissant dans le tissu économique tunisien local. En l'occurrence, parmi les parties exerçant une influence sur les entités tunisiennes pour les adapter à la culture anglo-saxonne des normes internationales, cette étude a identifié, les réseaux internationaux d'expertise comptable et d'audit, notamment les Big4, les groupes de sociétés multinationales, les parties prenantes étrangères des entreprises exportatrices, etc. Ainsi, seules les entités à dimension internationale présentent des niveaux élevés de familiarisation avec les IFRS. / The study focuses on the case of Tunisia, an emerging country, initially impregnated by a continental accounting culture, having started in 1997 a pioneering reform of international accounting harmonization. Thus, ahead of several countries including those of the European Union, Tunisia replaced its General Accounting Plan inherited from the French colonial period, to adopt its first Anglo-Saxon accounting system, largely inspired by the international accounting system. But while the international accounting standardization had changed considerably since 1997, with the replacement of the IASC in 2001 by the IASB, and the introduction of IFRS, adding a "financial" dimension to the accounting information, paradoxically, very few revisions were made to the Tunisian system, showing a gap between Tunisian and international standards, that kept progressively widening. This situation of Tunisian accounting standardization, between a need and a will to make up the process of harmonizing with the international accounting standards, and a maintain of the Tunisian standards inspired by revised and even repealed old international standards, questions about the real motivations behind the 1997's Tunisian accounting reform. It may as well have been legitimized by a local real need to join the global sphere, or as a desire to display a label as defined in Daske et al. (2007), in order to comply with the recommendations of international organizations, and to attract foreign stakeholders. We therefore question the nature of the factors behind the process of international accounting harmonization in Tunisia: is it due to environmental contingencies, or institutional pressures? Following a conventional research structure, with a literature review, an exploratory study exploiting qualitatively interviews conducted with Tunisian professionals, and an empirical study using a quantitative approach, our research is based on the contingency theory and the neo-institutional approach, to address the following research question:In an emerging country historically impregnated with continental accounting tradition, how to measure the progress of the international harmonization process and what are its determinants? Exploiting responses collected via a questionnaire conducted from June 2009 to September 2009, and from June 2010 to September 2010, and administered to professionals working in Tunisian accounting firms or affiliated to the accounting departments of different Tunisian firms, the study showed the stagnation of the international accounting harmonization process in Tunisia. Also, the analysis showed that there are both contingent and institutional factors behind the launch of harmonization process, for accounting professionals working in accounting firms, and only institutional factors for professionals affiliated to accounting departments of Tunisian firms. The Anglo-Saxon accounting model would not be relevant for all economic entities in Tunisia, since the 1997 reform is principally the result of institutional pressures, mostly international ones, impacting the economic and political choices of the country, rather than a choice made to fulfill a need expressed by the various actors interacting in the local Tunisian economy. Among the parties that push Tunisian entities to be familiarized with the Anglo-Saxon culture of the international standards, our study identified the international accounting and auditing networks, including the Big4, the multinational groups, the stakeholders of foreign exporting firms, etc. Thus, in Tunisia, only the entities dealing with such international environment have high levels of familiarization with IFRS standards.

Este trabalho analisa a potencialidade da contabilidade na identificação do equilíbrio econômico-financeiro dos contratos de concessão de distribuição do setor elétrico brasileiro. São apresentadas as abordagens da contabilidade regulatória do setor em questão, o novo ambiente contábil societário estabelecido pela lei 11.638/2007 e a Medida Provisória 449/2008, que altera a legislação societária vigente, a fim de fornecer elementos teóricos para discussão do papel da contabilidade na regulação econômica. Especial ênfase é dada aos subsídios contábeis na determinação e manutenção do equilíbrio econômico-financeiro dos contratos de concessão do serviço de distribuição de energia elétrica no Brasil, para identificar como estes podem conter restrições à adoção de um novo modelo de contabilidade. A análise procura investigar a contabilidade regulatória como instrumento de regulação econômica do setor de distribuição de energia elétrica para entender sua contribuição na identificação do equilíbrio econômico-financeiro estabelecido pelo marco regulatório do setor elétrico nacional, haja vista a mudança estabelecida pela Lei 11.638/2007. Para tanto, a metodologia utilizada é uma pesquisa analítica e comparativa através da simulação de um contrato de concessão de acordo com o modelo contábil atual e o novo modelo com a aplicação das interpretações internacionais de contabilidade. Conclui-se que o modelo elaborado de acordo com as normas internacionais de contabilidade proporciona melhor identificação do equilíbrio econômico e financeiro estabelecido nos contratos de concessão. / This work analyzes the accounting potentiality in the identification of the economic and financial equilibrium of the distribution concession contracts of Brazilian electrical sector. The regulatory accounting approaches of the mentioned sector are presented, the new business accounting environment established by law 11.638/2007 and the law 449/2008, which alters the effective partnership law, in order to provide theoretical elements to discuss the role of accounting in economic regulation. Especial emphasis is given to account subsidies when determining and maintaining the economic and financial equilibrium of concession contracts for electricity distribution service in Brazil, to identify how they may be restrictive to the adoption of a new accounting standard. The analysis tries to investigate the regulatory accounting as an economic regulation tool of the electricity distribution sector to understand the identification of the economic and financial equilibrium established by the regulatory mark of national electricity sector, have seen the change of the law 11.638/2007. Therefore, the methodology used is analytical and comparative research through simulation of a concession contract according to the effective accounting model and the new model applying accounting international standards. It was concluded that the model elaborated according to international accounting standards provides better identification of economic and financial equilibrium established in concession contracts.

Motivados pela crença de que um único conjunto de normas contábeis tecnicamente robusto seria fundamental para maior transparência nas informações, redução dos custos de capital, eliminação dos custos de adequação das demonstrações financeiras para outro conjunto de normas, redução dos riscos e, consequentemente, atração de mais investimentos, em 2002 o FASB assina o acordo de convergência com o IASB, no qual os órgãos se comprometem a desenvolver conjuntamente padrões contábeis compatíveis e de alta qualidade, que possam ser usadas no ambiente doméstico e internacional. A norma IAS 39, por ter sido considerada complexa desde sua emissão, já havia entrado no escopo de revisão conjunta entre o IASB e o FASB. Entretanto, a crise financeira de 2008 trouxe à tona algumas fraquezas da norma e ambos os órgãos foram pressionados a acelerar o processo de sua revisão. Em resposta à crise, o projeto foi dividido em três etapas, das quais a primeira é sobre classificação e mensuração dos instrumentos financeiros. Como parte do projeto, em novembro de 2009 foi emitida a IFRS 9 Instrumentos Financeiros. Esta norma introduz novos requerimentos para a classificação e mensuração dos ativos financeiros. Dentre as mudanças as quatro categorias de mensuração dos ativos financeiros - valor justo pelo resultado, mantido até o vencimento, empréstimos e recebíveis e disponível para venda foram eliminadas e introduzidas duas categorias - custo amortizado e valor justo. Tal alteração instigou uma análise sobre seus possíveis impactos. Nesse sentido, este trabalho procurou analisar, dentro do contexto da introdução da IFRS 9, se a mudança na classificação dos ativos financeiros introduz alteração estatisticamente significativa nos indicadores prudenciais e de rentabilidade dos bancos no Brasil. Para isso foi focada a reclassificação da categoria disponível para venda para a categoria valor justo. A amostra é não probabilística e formada por 38 bancos brasileiros. As variáveis operacionais são: Índice da Basiléia, Índice da Basiléia por Capital Nível I, Índice de Imobilização, Retorno sobre Ativos (ROA) e Retorno sobre Patrimônio Líquido (ROE). A estratégia de pesquisa utilizada foi a simulação e a significância das médias dos resultados de cada indicador, antes e depois da simulação, foram testados estatisticamente por meio do teste não-paramétrico de Wilcoxon. Os resultados indicaram que não há variação da estrutura do Patrimônio de Referência (PR) e, portanto, não há impacto no Índice de Imobilização. Com relação ao demais indicadores, a reclassificação dos ativos provoca um aumento estatisticamente significativo na média do Índice da Basiléia, enquanto as médias do ROA e do ROE reduziram. Para a média do Índice da Basiléia por Capital Nível I não há evidências estatísticas de variação significativa. Todos os resultados da pesquisa consideraram um nível de confiança de 95% e o respectivo nível de significância de 5%. Contudo, considerando que os testes estatísticos se basearem numa amostra não probabilística, os resultados encontrados são extensivos apenas aos bancos componentes da amostra. Este estudo contribuiu adicionalmente ao debate sobre o uso de reclassificações para fins de gerenciamento de resultados, concluindo que a IFRS 9 é mais restritiva, quando comparado à IAS 39 após emenda de 2008. No que tange aos objetivos da revisão da IAS 39, percebe-se uma melhoria, em especial ao reduzir o número de categorias de classificação dos ativos financeiros, apesar de ser ainda cedo para afirmar que a mudança introduzida pela IFRS 9 reduziu a complexidade da IAS 39. Por fim, nota-se um movimento de convergência entre as normas contábeis e prudenciais, apesar de divergências entre ambas ainda permanecerem. / Driven by the belief that only one technically robust set of standards would be fundamental for increased transparency in information, reduced capital costs, eliminated costs to adapt financial statements to a new set of standards, risks reduction and, consequently, by the attraction of international investments, in 2002 FASB signed a convergence agreement with IASB, according to which the bodies agreed to work together to develop compatible and high quality accounting standards that could be applied for both domestic and cross-border financial reporting. IAS 39 has been considered complex since it was issued and had already been included in the scope of revision by IASB and FASB. However, the 2008 financial crisis emerged IAS 39 weaknesses, being both bodies pressured to accelerate the revision. In response to the crisis, the project was divided in three phases and the first one regards to classification and measurement of financial instruments. As part of the project, in November 2009 IFRS 9 Financial Instruments was issued. The new standard introduces new requirements for classification and measurement of financial assets. Among the changes, the four categories fair value through profit and loss, held to maturity, loans and receivables and available for sale were eliminated and two categories were introduced amortized cost and fair value. This change instigated an analysis about its possible impacts. In that sense, this research aimed to analyse, within the context of IFRS 9, if the change in financial assets classification introduces statistically significant changes in the prudential and the profitability ratios of banks in Brazil. To that end, the reclassification from available for sale to fair value was focused. The sample is non-probabilistic and contains 38 Brazilian banks. The variables are: Total Capital ratio, Tier 1 ratio, Fixed Assets to Regulatory Capital ratio, Return on Assets (ROA) and Return on Equity (ROE). The research strategy used is simulation and the mean significance of each ratio results, before and after the simulation, was tested by the non-parametric Wilcoxon test. The results show no variation in regulatory capital structure, thus, there is no impact on Fixed Assets to Regulatory Capital ratio. In relation to all other ratios, the reclassification makes a statistically significant increase in Total Capital ratio mean, while ROA and ROE means reduced. On Tier 1 ratio mean there is no evidence of statistically significant variation. All the results of this research took into account reliability level of 95% and the respective significance level of 5%. However, considering that the statistics tests are based on a non-probabilistic sample, the results refer solely to banks in the sample. Moreover, this research contributed to a debate about the use of reclassification for earnings managements, concluding that IFRS 9 is more restrictive when compared to IAS 39 after 2008 amendment. Regarding the objectives of IAS 39 revision, an improvement was perceived, specially because the reduction of the numerous financial assets classification categories, despite it is too early to state that the change introduced by IFRS 9 has reduced IAS 39 complexity. Finally, it can be noticed a convergence movement between accounting and prudential rules, despite some divergences that still remain.

Revenue is a central part of financial reporting and business activities, but there is a great deal of criticism and problems related to revenue recognition. In connection with this, a new standard IFRS 15 has been developed, in a convergence project between international standards setters IASB and FASB. This puts listed companies under new requirements when reporting revenue from 1 January 2018. The purpose of the standard is to harmonize international accounting, but for companies IFRS 15 means changes that must be implemented in the accounting work of companies. This aroused interest in the study of change by focusing on the implementation of the new standard. The problem discussion explains the importance and potential impact of the new standard, as well as essential elements to take into consideration when implementing accounting change. The model for accounting change, which focuses on the implementation of change in accounting work, is also presented. In this way, by combining claims in previous research, an analysis model is designed. The analysis model is a tool to cover the identified knowledge gap within IFRS 15 and implementation of accounting change. The aim of the study is to explain the change in revenue recognition and to describe the implementation of accounting change, with a focus on IFRS 15. The question that is answered is, how has the new revenue standard IFRS15 been implemented in the company’s accounting works? The theoretical framework describes the background to international accounting and the new revenue standard. Furthermore, the change behind IFRS 15 is described as an option to highlight balance-oriented approach, five-step model and extended disclosure requirements. Consequently, the change is limited to the abovementioned three points and is analyzed by means of a model of accounting change based on three types of impact and three types of barriers. The model, in turn, was combined with noted factors in implementing new accounting standards. These factors are described by authors as incentives, early planning, knowledge, external expertise, education and IT system. The study is characterized by deduction and with a descriptive character. The survey was conducted with qualitative semi-structured interviews, which was considered the most appropriate method in the case of circumstances and the development of the issue and purpose. Empirics are consisting of interviews that have been summarized and divided into two categories by the respondent’s perspective, as external specialists and internal employees. Interviews were further analyzed with the help of anchoring in previous research compiled in one model. The conclusion of the study is that the degree of involvement in IFRS 15 implementation varied considerably between companies. This can be explained by industry affiliation, size, incentives and organizational structure. The conclusion also shows that majority of groups revenue, was not affected in most cases. Another important moment is that many companies had underestimated the work that IFRS 15 implementation meant. It was found that early planning was a prerequisite for increasing knowledge and understanding of the balance sheet approach, which is central to the correct application of five-step model in relation to revenue, which is now to be carefully disclosed by companies. Among the companies, a great deal of knowledge shortages has been observed, which has been covered by external expertise. The most common questions concerned mainly five-step model and the hardest part proved to be step two, to identify various performance commitments. The most common motivation in the implementation process is the set of rules that are easy to follow and integrate into the organization and IT systems. The work in the case companies were going on in intended project groups that first learned the meaning of IFRS 15, with the support of either group management or external expertise. The implementation was implemented using appropriate education and IT systems switching, which resulted in successful implementation of both case companies.

Os efeitos do registro patrimonial de instrumentos financeiros híbridos: uma análise internacional / The effects of accounting records keeping of hybrid financial instruments as equity: a cross-country analysisFlores, Eduardo da Silva 23 September 2016 (has links)
O objetivo desta tese foi avaliar os efeitos decorrentes do registro de instrumentos financeiros híbridos junto às linhas patrimoniais. Para tanto, foram utilizados modelos de relevância informacional, os quais avaliam a forma como os números contábeis são assimilados pelos preços e retornos acionários (OHLSON, 1995; ABOODY et al., 1999; LIMA, 2010; LOPES; WALKER, 2012). Adicionalmente, também foram observadas as inter-relações entre a emissão e a contabilização de tais contratos com o custo de capital próprio, alavancagem financeira e a carga tributária efetiva, respectivamente, considerados como determinantes para utilização dessa modalidade de captação de recursos (LEE; FIGLEWICZ, 1999). No tocante ao desenvolvimento metodológico desta pesquisa, foram compostos dois conjuntos amostrais, sendo: (i) grupo de interesse, formando por 39 empresas que emitiram os instrumentos híbridos aqui estudados, presentes em 10 jurisdições; e (ii) grupo de controle, no qual se encontram 107 organizações domiciliadas nos mesmos países e setores, bem como de composição patrimonial similar ao grupo previamente relatado. Foram coletadas observações para essas companhias de dezembro de 2005 a dezembro de 2015, em bases trimestrais, perfazendo um total de 3.386 observações. A leitura das notas explicativas do grupo de interesse indicou que essas empresas registraram os híbridos junto ao PL, considerando elementos interpretativos minimamente questionáveis à luz da essência econômica sobre a forma jurídica desses títulos. Isto é, sob uma análise conjugada dos instrumentos híbridos aqui avaliados com a IAS 32, é possível inferir que a modalidade de contratos analisada se aproxima mais da definição de passivo financeiro do que de instrumento patrimonial. Entretanto, no âmbito dos resultados quantitativos, verificou-se, em linhas gerais, que os modelos de relevância informacional indicam que o montante dos híbridos afeta os preços e retornos acionários dos emitentes não relacionados a projetos de infraestrutura, de maneira positiva e estaticamente significante. Tal contrariedade pode ser mais bem compreendida aplicando-se o conceito da profecia autorrealizável de Merton (1968), em que o registro contábil de um título como PL, ainda que de maneira equivocada, desencadeará nos agentes de mercado a percepção de que esse de fato possui tal condição, adotando comportamentos que fazem com que a concepção originalmente falsa se torne verdadeira. Do mesmo modo, a ausência de questionamentos por parte dos auditores externos e dos reguladores corroboraria o tratamento empregado pelas organizações, gerando os efeitos descritos nos investidores. Com relação aos fatores determinantes para emissão desses títulos, foi verificado que os emitentes possuem custo de capital próprio superior, são mais alavancados financeiramente e demonstraram cargas tributárias efetivas inferiores aos não emitentes. Dessa maneira, é possível concluir que embora novas modalidades de contratos para obtenções de valores, tais como os instrumentos híbridos, sejam importantes para o financiamento das atividades empresarias, é fundamental que a contabilidade represente de forma fidedigna a natureza econômica desses instrumentos, a fim de que não haja distorções na posição patrimonial das entidades e, por conseguinte, gere vieses nos usuários das demonstrações financeiras / The main purpose of this thesis was to evaluate the effects of hybrid financial instruments bookkeeping as equity. Therefore, were used value relevance econometrics models, which assess how the accounting figures are assimilated by the stock prices and stock returns (OHLSON, 1995; Aboody et al., 1999; LIMA, 2010; LOPES; Walker, 2012). Additionally, were observed the relationships between these contracts and cost of capital, financial leverage and effective tax rate, respectively, considered crucial to use of this fundraising tool (LEE; FIGLEWICZ, 1999). Regarding to the methodological development of this research was composed two samples, namely: (i) interest group, formed by 39 companies that issued hybrid instruments presents in 10 different jurisdictions; and (ii) control group, which have 107 organizations domiciled in the same countries and operating in the same sectors, as well as its equity composition is similar to the interest group. Observations were collected for these firms from December 2005 to December 2015, on a quarterly basis, forming a total database with 3.386 observations. The technical notes of the interest group analysis indicated that these firms recorded hybrids as equity instruments, considering interpretative elements at least questionable in light of the economic substance over the legal form of these bonds. Therefore, in a combined analysis of hybrid instruments evaluating IAS 32 together, it is possible to infer that these contracts is closer to the concept of financial liability than equity instrument definition. However, under the quantitative finds, it was verified that the amount of hybrid affects the prices and stock returns of issuers, not related to infrastructure projects, in a positive and statistically significant way. Such results opposition might be better understood applying the concept of self-fulfilling prophecy of Merton (1968), in which the accounting records of a contract such as equity, albeit wrongly, will trigger on the market players the insight that this truly or it has such condition, adopting behaviors that make the original false conception becomes true. Similarly, the absence of queries by regulators and auditors corroborate the treatment employed by the firms, supporting the effects described on the investors. Concerning to the determinant factors for the issuance of these bonds, was found that the issuers have higher cost of capital, are more leveraged and revealed lower effective taxes rates than non-issuers. Hence, can be concluded that while new forms of contracts for obtaining resources, such as hybrids, are important for the financing of entrepreneurial activities, it is essential that accounting represent faithfully the economic nature of these instruments in order to not create distortions in the financial position and, therefore, generate biases in users of financial statements.

Reconstitution of the field of accounting regulation in Brazil during the adoption of the IFRS / Reconstituição do campo da regulação contábil no Brasil durante a adoção das IFRSHomero Junior, Paulo Frederico 08 February 2018 (has links)
In 2010, Brazil completed the convergence towards the International Financial Reporting Standards (IFRS). As the politics of this process has been little explored, the objective of this thesis is to investigate how the field of accounting regulation was reconstituted during the convergence. Relying on the Bourdieusian concepts of field, capital and habitus, the analysis of accounting regulation in Brazil is split into two phases: firstly, the field as of the early-2000s is mapped through a literature review that identifies its main institutional agents. From the early-2000s on, when the discussions about the creation of a private standard-setter began, the linguistic habitus associated to the field is mapped through discursive analyses of several archival data, including parliamentary proceedings and documents issued by institutional agents that operate in the field. This investigation indicates that the constitution of the field was driven by a relationship of accommodation between the State and the accountancy profession. During the 1970s, an interpretative community linked to the capital markets was consolidated, including financial sector regulators and segments of the professional and academic fields, that issued and disseminated Anglo-American inspired accounting standards framed by a decision-usefulness approach. In opposition, during the 1980s the Federal Council of Accounting (Conselho Federal de Contabilidade - CFC) started to dispute the primacy within the field, issuing accounting standards framed by a discourse of scientificity that preserved the Continental-European influence on Brazilian accounting. From the early-2000s on, the efforts to approve the legislative reforms necessary for the adoption of the IFRS were characterised by a high level of discursive homogeneity: it was claimed that such an adoption would enhance the transparency, comprehensibility, comparability and reliability of the financial reports of Brazilian firms, attracting foreign investments and promoting the economic development of the country. However, none of these claims was supported by substantive empirical evidences. Initially, the CFC opposed the creation of a private standard-setter, claiming that it would undermine the self-regulation of the accountancy profession. In October 2005, though, the CFC itself created the Committee of Accounting Pronouncements (Comitê de Pronunciamentos Contábeis - CPC), apparently solving the conflict that had structured the field until then. The influence of taxation on Brazilian accounting practices played a pivotal role in this process, as a common adversary that justified the alliance between the CFC and the capital market pole. As the CPC frames itself as only a translator and interpreter of the IFRS, the field as a whole is not a space of power anymore, given that substantive decisions in the standard-setting process are not made in Brazil. Nevertheless, some regulators still challenge CPC\'s hegemony, requiring firms under their jurisdictions to prepare and disclose alternative sets of accounts. Contributing for a deeper understanding about the role of local agents in the adoption of the IFRS, this thesis suggests that in Brazil this process was conducted by an interpretative community constituted some decades ago, whose agents exchanged the symbolic capital they previously possessed for the economic capital they earned through the expansion of the market for accounting services. / Em 2010, o Brasil completou a convergência para as Normas Internacionais de Relatório Financeiro (International Financial Reporting Standards - IFRS). Como a política deste processo tem sido pouco explorada, o objetivo desta tese é investigar como o campo da regulação contábil foi reconstituído durante a convergência. Baseando-se nos conceitos bourdieusianos de campo, capital e habitus, a análise da regulação contábil no Brasil é dividida em duas fases: primeiramente, o campo no início dos anos 2000 é mapeado através de revisão de literatura que identifica seus principais agentes institucionais. A partir do início dos anos 2000, quando as discussões sobre a criação de normatizador privado começaram, o habitus linguístico associado ao campo é mapeado através de análises discursivas de vários dados de arquivo, incluindo arquivos parlamentares e documentos emitidos por agentes institucionais que operam no campo. Essa investigação indica que a constituição do campo foi conduzida por uma relação de acomodação entre o Estado e a profissão contábil. Durante a década de 1970, consolidou-se uma comunidade interpretativa ligada aos mercados de capitais, incluindo reguladores do setor financeiro e segmentos dos campos profissional e acadêmico, que emitia e divulgava padrões contábeis de inspiração anglo-americana, moldados por uma abordagem de utilidade para decisão. Em oposição, durante a década de 1980 o Conselho Federal de Contabilidade (CFC) começou a disputar a primazia no campo, emitindo padrões contábeis moldados por um discurso de cientificidade que preservava a influência europeia continental na contabilidade brasileira. A partir do início dos anos 2000, os esforços para aprovar as reformas legislativas necessárias para a adoção das IFRS caracterizaram-se por alto nível de homogeneidade discursiva: Alegava-se que tal adoção aumentaria a transparência, compreensibilidade, comparabilidade e confiabilidade dos relatórios financeiros das empresas brasileiras, atraindo investimentos estrangeiros e promovendo o desenvolvimento econômico do país. No entanto, nenhuma dessas alegações era apoiada por evidências empíricas substantivas. Inicialmente, o CFC se opôs à criação de um normatizador privado, alegando que isso debilitaria a autorregulação da profissão contábil. Em outubro de 2005, porém, o próprio CFC criou o Comitê de Pronunciamentos Contábeis (CPC), aparentemente resolvendo o conflito que havia estruturado o campo até então. A influência da tributação nas práticas contábeis brasileiras desempenhou papel central nesse processo, como um adversário comum que justificou a aliança entre o CFC e o polo do mercado de capitais. Como o CPC enquadra a si próprio apenas como tradutor e intérprete das IFRS, o campo como um todo não é mais um espaço de poder, dado que decisões substantivas no processo de normatização não são tomadas no Brasil. No entanto, alguns reguladores ainda desafiam a hegemonia do CPC, exigindo que as empresas sob suas jurisdições preparem e divulguem demonstrativos contábeis alternativos. Contribuindo para uma compreensão mais profunda sobre o papel de agentes locais na adoção das IFRS, esta tese sugere que no Brasil esse processo foi conduzido por uma comunidade interpretativa constituída há algumas décadas, cujos agentes trocaram o capital simbólico que possuíam anteriormente pelo capital econômico que obtiveram através da expansão do mercado de serviços contábeis.

Previous issue date: 2015-02-26 / Nenhuma / Este estudo teve por objetivo analisar se os conteúdos de contabilidade constantes nos currículos dos cursos de Ciências Contábeis em Instituições de Ensino Superior no Brasil estão alinhados com os Pronunciamentos Técnicos do CPC que tem origem nas normas internacionais de contabilidade. A pesquisa é classificada como descritiva, documental, qualitativa e quantitativa. A amostra é formada por 105 Instituições de Ensino Superior do Brasil que oferecem o curso de Ciências Contábeis na modalidade presencial e que disponibilizaram suas ementas e/ou conteúdos programáticos nas respectivas páginas eletrônicas ou por meio de correio eletrônico pelos coordenadores dos cursos de Ciências Contábeis. As análises dos dados apoiaram-se em tabelas, gráficos, quadros, embasados em técnicas de estatística descritiva e também avaliação de diferenças de médias de aderência por região, organização acadêmica e categoria acadêmica. Os resultados revelaram que a média de aderências das IES brasileiras em relação aos CPCs é de 37,3%, a média de aderência por região encontra-se entre 30% a 40%. Nas instituições de ensino superior públicas e privadas as médias de aderência são de 37,9% e 37,2% respectivamente. Em relação à Organização Acadêmica, o índice médio de aderência dos Centros Universitários é de 40,2%, nas Faculdades 36% e nas Universidades 38%. Os índices de aderência dos CPCs em relação às Instituições de Ensino Superior revelam que os CPC 00 – Estrutura Conceitual para Elaboração e Divulgação de Relatório Contábil-Financeiro, CPC 16 – Estoques, CPC 26 – Apresentação das Demonstrações Contábeis, CPC 27 – Ativo Imobilizado e CPC 30 – Receitas possuem índices de aderência de 100% cada. Conclui-se neste estudo, que as IES no Brasil pertencentes a amostra possuem baixa aderência em relação aos CPCs. / This study aims to analyze whether the accounting content in the curricula of Accounting courses in higher education institutions in Brazil are aligned with the Technial Pronouncement CPC which origins are the international accounting standards . The research is classified as descriptive , documentary , qualitative and quantitative . The sample consists of 105 higher education institutions in Brazil that offer the Accounting course in classroom mode and publish their syllabus and/ or program content on their web sites or through e-mail by the coordinators of Accounting courses . The analysis of the data relied on tables , graphs, charts , based on descriptive statistics and also evaluation of differences in means of adherence by region, academic organization and academic category. The results showed that the average adherence of Brazilian IES in relation to CPC is 37.3 % , the average of adherence by region is between 30 % to 40%. In public and private higher education institutions the average of adherence are 37.9 % and 37.2 %, respectively. Regarding Academic Organization , the average rate of adherence of University Centers is 40.2 % , 36% in Colleges and universities 38% . Rates of CPCs adherence in relation to higher education institutions shows that the CPC 00 - The Conceptual Framework for Financial Reporting , CPC 16 - Inventories , CPC 26 - Presentation of Financial Statements , CPC 27 - Property, Plant and Equipment and CPC 30 - Revenue indices have 100%. It is concluded in this study that IESs in Brazil belonging to the sample have low adherence in relation to CPCs.

Previous issue date: 2012 / URCAMP - Universidade da Região da Campanha / O presente estudo investiga o nível de convergência de práticas contábeis em empresas industriais dos países do MERCOSUL e da Comunidade Andina. Partindo de uma base teórica com a qual se identificou o atual estágio de adoção das Normas Internacionais de Contabilidade, nos países destes dois blocos econômicos, foi possível comparar a convergência normativa com a prática contábil. Para tanto, analisou-se a mensuração e a evidenciação dos principais elementos patrimoniais numa amostra de trinta empresas industriais, nos países destes dois blocos econômicos sul-americanos. A amostra foi escolhida por critérios de intencionalidade e acessibilidade, sendo os dados obtidos a partir das páginas web dos órgãos nacionais encarregados de controlar e fiscalizar os mercados de capitais, em cada um dos países pesquisados. Os dados coletados foram submetidos à análise descritiva, para elaboração de quadros-resumos relativos às práticas contábeis das empresas de cada país, no que concerne à mensuração e evidenciação dos seguintes elementos patrimoniais: Contas a Receber de Clientes (Receitas), Estoques, Investimentos, Imobilizado e Intangível. As análises realizadas possibilitaram que se identificasse o atual estágio de convergência em termos de normas e práticas contábeis, nos dois blocos econômicos. Em geral, observou-se que a prática contábil, nas empresas pesquisadas, ainda é muito heterogênea nos diferentes países. Enquanto que, em alguns países, constatou-se convergência quase total às normas internacionais emitidas pelo IASB, em outros, este processo parece distante. Observou-se também que a adoção das normas internacionais não significa a observância e a convergência na prática. Por fim, foi possível perceber que há ainda um caminho a percorrer, para que, nos países do MERCOSUL e da Comunidade Andina, as práticas contábeis estejam completamente harmonizadas, convergindo aos padrões de contabilidade internacionalmente aceitos. / The present study investigates the level of accounting convergence practices in businesses in the countries of Mercosul and the Andean community. Departing from a theoretical basis in which we have identified the current stage of use of the International Accounting Standards in countries from these two economical segments, it was possible to compare the convergence regulations with the accounting practices. To do so, we have analyzed the measurement and the disclosure of main assets in 30 companies in these South American countries. This countries were sampled by intentionality criterion and accessibility, the data was acquired from the web pages of national entities in charge of controlling the capital markets in each of the sampled countries. The collected data was submitted to descriptive analysis and summary maps were made concerning the accounting practices of the companies in each country in what concerns the measurement and disclosure of the following assets: accounts receivable (revenue) stocks, investment, intangibles and fixed assets. The analysis carried out, made it possible to identify the current stage of convergence concerning regulations and accounting practices in these countries. It was verified that accounting practices are very different in the countries sampled. While in some countries we found almost total convergence with the accounting practices issued by the IASB, in some others this process was somewhat distant. It was also observed that the adoption of International regulations does not mean convergence in practice. Finally we observed that there is a long way for the accounting practices of the Mercosul countries and Andean Community to be harmonized, and converge with the internationally accepted accounting standards.
