A Cross-Regional Comparison of Fabricated Metals' Manufacturing Sector Resiliency

Fabricated metals' manufacturing sector employment in the United States declined following the onset of the 2008 recession. Premium compensation and benefits afforded to employees within the manufacturing sector amplified the negative effects of recessionary job losses. Using the regional macroeconomic complex adaptive systems (CAS) framework, the purpose of this study was to examine the geographic distribution of job losses, recovery rates, and adaptive behavior after the recession for the fabricated metals manufacturing sector by measuring and comparing effects in 50 East North Central division MSAs and 50 South Atlantic division MSAs in the United States. Independent sample t tests compared average job level change rates for the tested regions. Significant differences in mean job loss rates for the two divisions occurred between 2008 and 2010 and in mean job recovery rates between 2010 and 2012. A multiple regression model analyzed the relationship of the dependent variable post-recession employment level changes with the independent variables defined as workforce demographic changes and establishment level changes as indicators of adaptive behavior. Results revealed a significant relationship between the dependent variable and shifts in the workforce demographic profile but did not reveal a significant relationship between the dependent variable and changes in the number of firms engaged in this sector. This study forms the genesis of background data for measuring cross-regional performance in the presence of external shocks and serves as a foundation for developing incentive models based on thriving sectors and regions for individuals, organizational groups, and society as a whole in engendering economic growth and well-being.

The thesis investigates the behavior of Spain’s persistently high unemployment rate. Rigid labor laws, unemployment insurance generosity, and the demographics of the unemployed are part of the cause, but they are only underlying factors driving the hysteresis that has been present for nearly four decades. The thesis attempts to extract explanations for this persistence by comparing Spain to other countries, such as its next-door neighbor, Portugal. Special attention is placed on the role that recessions and subsequent changes in real GDP growth play in sustaining a high rate of unemployment.

In this general equilibrium environment, stochastic volatility generates business cycle fluctuations in major macroeconomic aggregates due to the precautionary motive of risk-averse agents, yet it has no significant effects on these major aggregates as suggested by the numerical analysis of the model.

勞動派遣與台灣勞動市場雙元化發展之分析 / A study on dispatched work and dual labor market in Taiwan

本研究在瞭解勞動派遣之定義、特徵、型態與相關概念,並進行國內外研究之回顧,找出勞動派遣制度對於勞動市場正面與負面之影響後,再分別就資方觀點、勞方觀點、社會觀點與採用業別之差異進行探討,而決定訪談之公司業別,並擬定訪談題目進行深度訪談,以評估勞動派遣制度對台灣勞動市場雙元化發展之影響。   經過深入訪談後發現,高科技產業為降低公司之人事成本,而採用勞動派遣制度,確實會加速勞動市場雙元化之發展,就本研究訪談結果看來,較具規模之高科技產業採用勞動派遣時,為降低公司之勞工結構受到雙元化發展之影響,將限制派遣勞工之採用比例,並提供派遣勞工與正職員工相近之起薪、薪資調幅與福利措施,以及提供派遣勞工轉入正職之管道。如此雖可有效縮小雙元勞動市場中勞動者的差異,但整體薪酬派遣者較低、且勞動市場轉換率較高,以及受勞動法令保障較少等,這些現象仍會存在雙元勞動市場之次級勞動市場中。   整體而言,勞動派遣能提供勞動市場更多就業機會、提供派遣勞工累積工作經驗之機會,亦是派遣者進入大型企業轉為正職人員的橋樑,因此使得勞動派遣制度在勞動市場雙元化的發展過程中,有正面的影響。   本研究建議派遣勞工應選擇較注重企業形象之企業,企業應提供派遣勞工較完善之就業保障,並期望相關政府單位能夠儘速制定相關法令及配套措施,並明定勞動派遣中,要派企業、派遣機構、派遣人員各角色之責任劃分,與各種行業別較適當之派遣勞工雇用比例,並提供派遣勞工相關之職場認知教育,以降低勞動派遣對於台灣雙元化勞動市場發展之負面影響。 / This study aims to explore the definition, features, patterns and relevant concepts regarding dispatched work and review research conducted in Taiwan and overseas on this subject. After identifying the impact of the dispatched work system on the labor market, the differences between different industries employing dispatched labor are investigated to decide companies belonging to which industries are to be interviewed. An in-depth interview is then conducted on the companies selected to evaluate the impact the dispatched work system has on the development of a dual labor market in Taiwan.   The interviews reveal that, high-tech industries adopting the system in order to reduce labor costs do encourage the development of a dual labor market. Results of the interviews indicate that sizable high-tech industries employing dispatched labor limit the extent to which it is employed in an effort to reduce the impact dual labor market development has on the companies’ labor structures. In addition, dispatched workers are offered starting wages, wage increases and benefits similar to those offered to regular employees, as well as the opportunity to become regular employees. Through doing so, the differences between dispatched workers and regular employees in a dual labor market may be effectively narrowed, overall, dispatched workers are less compensated and demonstrate a higher turnover. Moreover, they are less protected by labor laws and regulations. These phenomena still exist in the secondary market of a dual labor market.   Generally speaking, the dispatched work system provides more employment opportunities on the labor market. It also provides dispatched workers the opportunity to accumulate work experience and serves as a steppingstone to regular employment in large businesses. For this reason, the system plays a positive role in the development process of a dual labor market.   The study recommends dispatch workers to choose businesses that pay more attention to their image and that businesses provide these workers with improved employment protection. It also hopes that the government can enact relevant laws and regulations and introduce supporting measures as soon as possible. Furthermore, the roles businesses, dispatched workers and the agencies that dispatch them play must be clearly defined and the ratios of dispatched workers to regular employees in different industries established, with education in having a better understanding of the workplace provided to dispatched labor in an attempt to reduce the negative impact dispatched work has on Taiwan’s dual labor market and the development of its labor market.

<p>This thesis consists of a summary and four papers. The first two papers address political economy and indus-trial organization aspects of agricultural policy, and the last two international aspects of environmental policy.</p><p>Paper [I] explains Common Agricultural Policy (CAP) subsidies to farmers by the influence of farmer interest-groups with an EU-wide membership. The analysis is based on panel-data for fifteen commodities over the period 1986-2003. Because the CAP is set as an overall EU policy, effective lobbying presents a collective ac-tion problem to the farmers in the EU as a whole. Indicators of lobbying, which are based on this perception, are found to explain part of the variation in agricultural support.</p><p>In Paper [II], the Bresnahan-Lau framework is used to analyze whether policy reforms, i.e. the two-price sys-tem (an input quota, 1986-1991) and a general deregulation of dairy policy (1991-1994) had any market power effects on the Swedish butter market. The results show that the null hypothesis of no market power cannot be rejected, for any of the specific policy reforms, at any reasonable significance level.</p><p>Paper [III] concerns the welfare consequences of environmental policy cooperation. It is assumed that coun-tries finance their public expenditures by using distortionary taxes, and that they differ with respect to compe-tition in the labor market. It is shown how the welfare effect of an increase in the expenditures on abatement depends on changes in the environmental damage, employment and work hours. The welfare effect is also related to the strategic interaction among the countries in the prereform equilibrium.</p><p>In Paper [IV] environmental policy in an economic federation, where each national government faces a mixed tax problem, is addressed. It is assumed that the federal government sets emission targets, which are imple-mented at the national level. It is also assumed that the economic federation is decentralized. The results high-light a strategic role of income and commodity taxation, i.e. each country uses its policy instruments, at least in part, to influence the emission target.</p>

<p>I denna uppsats undersöker vi huruvida invandrare diskrimineras på den svenska arbetsmarknaden. Vi undersöker även om förhållandet skiljer sig när vi endast tittar på gruppen kvinnor, och gör en jämförelse mellan svenskfödda kvinnor och invandrarkvinnor. Vi använder oss av två modeller för att estimera löneskillnader, dummyvariabel modellen och Blinder-Oaxaca modellen. Våra resultat ger tydliga indikationer på lönediskriminering gentemot invandrare, kvinnor och en ännu tydligare lönediskriminering gentemot invandrarkvinnor. Vi anser att invandrarkvinnor drabbas av en så kallad dubbel diskriminering, där den övriga populationen i genomsnitt ges 28,4% högre lön än invandrarkvinnor.</p> / <p>In this thesis we investigate whether immigrant are being discriminated on the Swedish labor market. We also examine if this differentiates itself when we put our focus on the women as a group and thereafter make comparison between Swedish born women and women born outside Sweden. We have employed two models in order to determine wage differences, the dummy variable model and the Blinder-Oaxaca model. Our results show a distinct indication of wage discrimination against immigrants, women and even a more comprehensive discrimination towards immigrant women. Immigrant women have in general 28,4% lower wage than the average population. According to our findings therefore, foreign women are subjects to double discrimination.</p>

En arena för alla? : En studie om normbrytare på Stockholms stads idrottsplatser

<p>In Stockholm there are currently five women, out of a total of 102 employees, working in public sports arenas. In sports arenas men are numerically superior amongst the workers as well as the visitors. These arenas are in many ways male dominated, masculinized environments. In this essay I investigate the reasons behind the uneven distribution, in terms of gender, among sports arena workers. I do this by interviewing seven female sports arena workers (the five current and two former), and by observing their workplaces. Through discourse analysis of their narratives, I seek to use these women’s experiences, as being part of a minority, as a way to render sports arenas more available for a larger public. In the study I have a feminist, post-structural standpoint, and I relate my results to theories on gender and organization as well as research on gender and sports. From a doing gender perspective<em> </em>I focus on how the women that I have interviewed talk about themselves, their workplaces and their choices of profession, as well as how they talk about gender and gender equality.</p><p>The aim of this study is to present these women’s perspectives on sports arenas as organizations, and to draw links between these particular workplaces and larger social discursive patterns. Another aim with the study is to problematize the very effort to achieve (numerical) equality between the sexes, and to uncover underlying biases. Except for gender biases I also consider intersections between gender and age, social class and sexuality. One of my main findings is that there are quite specific discourses surrounding this profession, reproducing it as masculine. An equalization of the distribution in terms of gender among the employees is not necessarily the entire solution to the inequality problem. A more qualitative effort is needed, for instance a redistribution of power resources within the organization. In the essay I present a list of concrete proposals on how to diversify the personnel in the future, based on the interviews. The main goal with this work is to destabilize the gender based gap in the Swedish labor market, and to increase the availability to all spheres in society, for everyone, on equal terms.</p>
