Entre 1947 et 1964, Maurice Thorez, secrétaire général du Parti communiste français, assiste à 381 réunions du Bureau politique et prend des notes pendant la plupart d'entre elles. Présentant une édition critique des notes de cinq années cruciales pour le PCF, ce travail définit le rôle du Bureau politique comme groupe dirigeant dans le processus décisionnel au sein du parti communiste français. Il s'est agi de montrer comment, en s'appuyant sur les notes de Maurice Thorez et en les mettant en relation avec les autres sources disponibles, le Bureau politique joue le rôle de médiateur à la direction du PCF. Composé de dirigeants sélectionnés selon des critères précis spécifiques à une organisation communiste, loyaux envers l'URSS et leur secrétaire général, il se réunit au moins une fois chaque semaine pour traiter principalement de l'actualité politique, intérieure comme extérieure, mais aussi du mouvement communiste international, ainsi que des sujets de prédilection du parti communiste: mouvement de la paix, luttes syndicales et catégories sociales par exemple. Même si, souvent, la ligne est tracée par l'URSS, Maurice Thorez se charge de l'adapter au cadre national et il a besoin, pour ce faire, du Bureau politique. Celui-ci nourrit et enrichit sa réflexion, lui sert de vecteur de transmission. Il est une interface indispensable entre le secrétaire général, relais du mouvement communiste international, et la base militante communiste représentée par le Comité central. / Between 1947 and 1964, Maurice Thorez, general secretary of the French Communist Party (PCF), attended 381 meetings of the Politburo and took notes during most of them. This work reports commented notes of five crucial years for the PCF and defines the role of the Politburo as the directing organ in the decision-making process of the PCF. Relying on Maurice Thorez' notes and relating them to other available sources, the purpose was to demonstrate how the Politburo played a mediation role at the direction of the party. Composed of leaders selected on precise criteria, specific to communist organizations, faithful to the USSR and to their general secretary, the Politburo used to meet at least once a week for talking mainly about the political context - national and international, but also for discussing the international communist movement and brother parties, as well as favourite subjects of the communist party, i.e. the movement for peace, union struggles or social classes for instance. Even if the guidelines were often drawn by the USSR, Maurice Thorez used 10 adapt them to the French context, with the help of the Politburo. The latter fed and enriched the general secretary's thoughts and acted as a transmission vehicle. It was an essential intermediary between the general secretary, representing the international communist movement, and the grassroots represented by the Central Committee.

O objetivo desta dissertação consiste em analisar a atuação da coalizão G-20, no âmbito da Rodada Doha, da OMC, tendo como foco principal o entendimento das posições brasileiras na coalizão. Procuramos compreender a receptividade da política externa brasileira às pressões domésticas, no caso da atuação do país, no G-20, bem como a influência dos atores domésticos, governamentais e não governamentais, no processo de formulação e de implementação da estratégia brasileira na coalizão. Argumentaremos que a forma como o Brasil atua, no G-20, relaciona-se, tanto com o processo interno de construção da posição negociadora do país, quanto com os limites que a própria lógica das negociações estabelece. A unidade de decisão que estrutura a posição brasileira é uma variável importante para o entendimento da postura do país e para manutenção da coalizão. / The objective of this text is to analyze the performance of the G-20 at Doha Round in the WTO, having as main focus the brazilian position in the coalition. We will try to comprehend the receptiveness of the brazilian foreign policy to the domestic pressures considering the countries positions in the coalition. We argue that the brazilian positions, in the G-20, are related to the domestic decision making structure, as well as to the limits of the negotiations logic. The decision unit that structures the country position is an important variable to understand brazilian positions and the maintenance of the coalition.

Previous issue date: 2018-12-04 / Considerando a importância dos serviços prestados pelas Instituições de Ensino Superior a presente dissertação objetiva identificar a viabilidade de implantação de um módulo de informação de custos inserido em um sistema próprio de administração de uma instituição de ensino técnico e tecnológico que apoie o processo de tomada de decisão e que ainda atenda a legislação que trata da implantação de sistema de informação de custos na administração pública. Quanto ao método, trata-se de uma pesquisa-ação, pois a pesquisadora frente a uma angústia profissional tem como responsabilidade orientar aos gestores no que diz respeito à Contabilidade Pública, em especial ao que não foi atendido ainda em relação às Normas Brasileiras de Contabilidade. Realizou-se entrevista com o responsável pela área de Tecnologia da Informação da Instituição para obter informações quanto aos aspectos a serem considerados na implantação de um módulo de apuração de custos. Também foi aplicado um questionário aos gestores do Instituto Federal de Roraima com o intuito de descobrir se os mesmos conhecem sobre o tema “Sistema de Informação de Custos na Administração Pública” e se julgam importante a implantação de um módulo de apuração de custos. A aplicação do questionário levou em consideração que é preciso do aval dos gestores para a implantação de qualquer sistema. Os resultados apontaram que a maioria dos gestores (63%) não conhecem o tema “Sistema de Informação de Custos na Administração Pública” e 80% julgam importante um instrumento que os auxilie no processo de tomada de decisão em suas áreas de atuação. Embora existam limitações, há viabilidade na implantação do módulo de apuração de custos inserido no sistema unificado de administração pública do Instituto Federal de Roraima. Esforços conjuntos das áreas envolvidas contribuirão para o desenvolvimento do módulo, tais como: designação de servidores de Tecnologia da Informação para o desenvolvimento de módulos; interação com os servidores de Tecnologia da Informação do Instituto Federal do Rio Grande do Norte; integração dos acadêmicos do curso de Análise de Desenvolvimento de Sistemas na equipe de desenvolvimento de módulos. Destaca-se ainda a importância em orientar aos gestores como realizar consultas no módulo e ainda capacitá-los para interpretação dos dados. Para trabalhos futuros sugere-se a criação de um programa de capacitação contínuo em administração pública aos gestores da Instituição ministrado por servidores técnicos administrativos das áreas de planejamento, orçamento, finanças, licitações e contratos. / Considering the importance of services provided by higher education institutions the present dissertation aims to identify the viability of implementing a cost information module inserted in an own administration system from a technical and technological education institution that supports the decision making process and that still agreeing with the legislation that deals with the implementation of cost information system from the public administration. The method, was an action research, it implies that the researcher needs to be facing of a professional anguish, presenting the responsibility to guide the managers regarding to the Public Accounting, especially about what has not yet been related about the Brazilian Accounting Standards . An interview was applied with the person responsible for Information Technology at the Institution to obtain information regarding the aspects to be considered in the implementing a costing module. A questionnaire was also applied to the managers of the Federal Institute of Roraima in order to find out if they know about the topic "Public Information System of Costs" and they consider it important to implement a costing module. The application of the questionnaire took into account that it is necessary the approval of the managers for the implantation of any system. The results indicated that most managers (63%) do not know the theme "Public Information System of Costs" and 80% consider an important instrument to assist them in the decision-making process in their areas of activity. Although there are limitations, there is feasibility in the implementation of the module of calculation of costs inserted in the unified system of public administration of the Federal Institute of Roraima. Joint efforts of the involved areas will contribute to the development of the module, such as: designation of Information Technology servers for the development of modules; interaction with the Information Technology servers of the Federal Institute of Rio Grande do Norte; integration of the students of the Systems Development Analysis course at the module development team. It is also important to guide the managers how to perform queries in the module and also enable them to interpret the data. For future work it is suggested the creation of a program of continuous training at the public administration to the managers of the institution prepared by administrative technical servers from areas of planning, budgeting, finance, bidding and contracts.

Afinidade ou aspiração? : grupos de referência valorizados por consumidoras de baixa rendaForléo, Carolina Araujo January 2017 (has links)
Considerando-se a importância das relações sociais e da influência interpessoal no comportamento dos indivíduos de baixa renda, este estudo apresenta como objetivo identificar e analisar os grupos de referência valorizados pelas consumidoras de baixa renda em seu processo de decisão de compra. Para a coleta de dados, utilizou-se uma abordagem multimétodo fundamentada, primeiro, em entrevistas em profundidade com 12 mulheres e, depois, na técnica de Análise Conjunta com uma amostra de 53 entrevistadas pertencentes a esse segmento. Devido à crise econômica vivida atualmente, mostrou-se necessário delimitar o contexto da pesquisa a um bem que permanecesse atrativo nessas circunstâncias: o batom. Trata-se de uma categoria de produto de alto envolvimento, capaz de representar o segmento de cosméticos como um todo, associando-se à autoestima, à sensação de bem-estar e ao reconhecimento social. Os resultados obtidos demonstraram que as consumidoras de baixa renda valorizam a presença de diferentes grupos de referência em seu processo de decisão. Especificamente, identificaram-se dois grupos de respondentes com preferências distintas quanto aos grupos de referência. Diante disso, ressalta-se que as principais contribuições desta pesquisa foram a observação de perfis diferentes dentro do segmento de baixa renda, o desenvolvimento do conhecimento sobre o processo de decisão de compra dessas mulheres e a identificação de apelos de grupos de referência que as empresas podem usar para atrair consumidoras de baixa renda. / Considering the importance of social relations and interpersonal influence on the behavior of low-income individuals, this study aims to identify and analyze the reference groups valued by low-income female consumers in their decision-making process. A multimethod approach was employed. First, the data were collected through in-depth interviews with 12 low-income women. Subsequently, a conjoint analysis technique was applied with a sample of 53 female interviewees belonging to this segment. Due to the current economic crisis, it was necessary to delimit the research context to a product that remained attractive in these circumstances: lipstick. It is a high involvement product category, capable of representing the segment of cosmetics as a whole, being related to self-esteem, a sense of well-being and recognition. Results showed that low-income female consumers value the presence of different reference groups in their decision-making process. Specifically, it was possible to identify two groups of respondents with distinct preferences regarding the reference groups. Therefore, the main contributions of this research were the observation of different profiles within the low-income segment, the development of knowledge about the decision-making process of these women, and the identification of reference group appeals that companies can use to attract low-income female consumers.

Depuis les années 1990, le Nouveau Management Public a transformé l’hôpital public, on parle d’un tournant gestionnaire. L’apparition des pôles d’activité médicale en 2005, consiste en une nouvelle gouvernance hospitalière. Nous avons cherché comprendre comment les pôles d’activité médicale font-ils évoluer les processus de décisions ? Nous avons choisi de mobiliser le concept de configuration structurelle (Mintzberg, 1982) et la théorie de l’anarchie organisée (Cohen, March et Olsen, 1972). La question est désormais de savoir si le changement de configuration structurelle va accroître ou réduire l’anarchie organisée ? Pour y répondre nous avons réalisé deux phases de récolte de données dans un CHU : l’analyse de la gestion quotidienne de trois pôles et de deux projets de pôle. Notre étude de cas a permis de mettre en évidence que l’hôpital n’est pas devenu une structure divisionnalisée mais qu’il est en transition, dans une configuration structurelle hybride. Les pôles ont eu tendance à augmenter l’anarchie organisée et le slack organisationnel pour l’heure. Notamment à cause de l’influence du contexte économique, l’absence de contrats de pôle, le problème de formation des agents et une opposition constante entre gestionnaires et médicaux. Les pôles se présentent comme de nouvelles unités qui ont rendu plus complexe l’organisation interne. Cependant, l’arrivée des pôles s’est accompagnée d’une redistribution des rôles, de nouveaux outils de gestion et de nouveaux processus de gestion. Ainsi, le changement de configuration structurelle a impacté le processus de décision de l’hôpital, en modifiant les pratiques et les cadres de ces processus de décision. / Since the 1990s, the New Public Management has transformed the public hospital, we talk about a turning management. The emergence of medical activity centers in 2005, consists of a new hospital governance. We sought to understand how the poles of medical activity are changing decision-making processes? We have chosen to mobilize the concept of structural configuration (Mintzberg, 1982) and the theory of organized anarchy (Cohen, March and Olsen, 1972). The question now is whether the change in structural configuration will increase or reduce organized anarchy? To answer this question, we conducted two data collection phases in a CHU: the analysis of the daily management of three clusters and two cluster projects. Our case study revealed that the hospital has not become a divisionalized structure but is in transition, in a hybrid structural configuration. The poles tended to increase organized anarchy and organizational slack for the time being. Notably because of the influence of the economic context, the absence of pole contracts, the problem of training agents and a constant opposition between managers and medical staff. The poles are new units that have made the internal organization more complex. However, the arrival of the clusters has been accompanied by a redistribution of roles, new management tools and new management processes. Thus, the change in structural configuration has impacted the hospital's decision-making process by changing the practices and frameworks of these decision-making processes.

O Supremo Tribunal Federal (STF) é uma das instituições mais importantes do país, e tem recebido cada vez mais atenção da sociedade brasileira. Ano a ano, a corte é acionada para julgar dezenas de milhares de casos, muitos deles com impacto direto na vida econômica, política e social do país. Investigar quais são os fatores que influenciam o comportamento dos ministros do STF é fundamental para compreendermos o processo de tomada de decisões do Tribunal. Apesar de existirem estudos importantes sobre o resultado das ações de controle de constitucionalidade, ainda existe espaço para estudar o comportamento individual dos ministros. O objetivo do presente trabalho é analisar o comportamento individual dos ministros do STF, utilizando-se as votações dos ministros frente às ações de controle de constitucionalidade que foram decididas de forma colegiada. A proposta de trabalho é verificar como os ministros se agrupam e quais fatores influenciam sua divisão. Para isso, propomos a utilização do método de estimação de pontos ideias. Nossa hipótese primária de trabalho é que existe uma influência da indicação presidencial no comportamento dos ministros do Supremo Tribunal Federal. Dessa forma, haveria uma divisão da Corte entre os ministros nomeados por diferentes partidos. A hipótese secundária seria que as trajetórias profissionais dos ministros também influenciam em sua forma de decidir, sendo possível, portanto, identificar divisões entre os ministros a partir desta variável. Os resultados do presente trabalho indicam que variáveis associadas aos modelos atitudinais do comportamento judicial, partidos dos presidentes que indicaram os ministros, ideologia e filosofia judicial dos ministros, são variáveis mais relevantes para explicar as agrupamentos e dissensos no STF do que as que dizem respeito as trajetórias profissionais dos juízes. / The Supremo Tribunal Federal - STF (Federal Supreme Court) is one of the most relevant institutions in Brazil, and it has increasingly gained attention from Brazilian society. Year after year, the Court is demanded to rule thousands of cases, a lot of them with direct impact in the countrys economic political and social life. To investigate which factors influence the Justices behavior is paramount to understand the decision-making process of the Court. The goal of this work is to analyze the Justices individual behavior, by looking at the Justices individual vote in Constitutional Review cases that were decided in collegiate manner. This dissertation verifies how the Justices cluster themselves and which factors influence their division. For that, we employ the ideal point estimation method. Our primary hypothesis states that the presidential nomination exerts influence in the Justices behavior. In this way, it would be possible to identify a division in the Court among Justices nominated by different parties. Our secondary hypothesis states that the Justices professional background also exerts influence in how they decide, therefore making possible to identify divisions among Justices by taking this variable as a dividing line. The results of the present work indicate that the variables associated with the attitudinal models of judicial behavior, presidential party responsible for Justice nomination, ideology and Justices judicial philosophy are more relevant variables to explain the clusters and dissensus in STF than variables linked to magistrates professional background.

Bakgrund: Det har länge forskats kring beslutsfattande och i centrum av forskningen finns människans oförmåga att fatta rationella beslut. I modern tid har AI fått en allt större betydelse och det har uppdagats att AI har möjligheten att överkomma människans oförmåga att fatta rationella beslut. I takt med digitaliseringen har AI och dess förmåga att hantera stora mängder information blivit ett användbart verktyg på investeringsmarknaden. De AI-styrda fonderna öppnar för ännu ett investeringsalternativ och det råder i dagsläget brist på förståelse för hur investerares beslut om att inkludera dessa fonder i sitt sparande påverkas av beteendemässiga faktorer. Syfte: Syftet med uppsatsen är att skapa förståelse för hur ett beslut om att investera i AI-styrda fonder påverkas av investerares beteendemässiga faktorer och den AI-styrda fondens egenskaper. Genomförande: Uppsatsen är en kvalitativ små-N-studie med ett hermeneutiskt perspektiv. Det empiriska materialet har samlats in genom ett bekvämlighets- och ett målstyrt urval. Sammanlagt 18 semi-strukturerade intervjuer har genomförts. Slutsats: Uppsatsen skapar förståelse för hur ett beslut om att investera i AI-styrda fonder påverkas av investerares beteendemässiga faktorer och den AI-styrda fondens egenskaper. Investerares känslor för och associationer till AI påverkar den initiala inställningen och används för att utvärdera för- och nackdelar. Den kunskap och det intresse investerare har för sparande och investeringar påverkar till vilken grad för- och nackdelar övervägs. De med högre respektive lägre kunskap ser olika värden i den AI-styrda fondens egenskaper. Beroende på dessa beteendemässiga faktorer ställer sig investerare olika till huruvida rationalitet eller intuition efterfrågas vid investeringsbeslut. / Background: Decision making has been researched for a long time and in the center of the research is the human inability to make rational decisions. In modern time, AI has become increasingly important and it has been discovered that AI has the opportunity to overcome the human inability to make rational decisions. In line with digitalization, AI and its ability to managed large amount of information has become a useful tool on the investment market. The AI-managed funds open for yet another investment alternative and there is currently a lack of understanding of how investors’ decision to include these funds in their savings are influenced by behavioral factors. Purpose: The purpose of this study is to create an understanding of how a decision to invest in AI-managed funds is affected by investors’ behavioral factors and attributes of the AI-managed fund. Completion: This study is a qualitative small-N-study with a hermeneutic perspective. The empirical data has been gathered through a target and a convenience sample. A total of 18 semi structured interviews have been conducted. Conclusion: The study contributes to an increased understanding of how different factors in the investor and how the attributes of the AI-managed fund affect the investor's decision. Investors' feelings for and associations with AI affect the initial attitude and are used to evaluate the pros and cons. The extent to which the advantages and disadvantages of the alternatives are considered is largely determined by the knowledge and interest the investors have for savings and investments, which results in those with higher and lower knowledge seeing different values in the attributes of the AI-managed fund. Depending on these factors, investors differ as to whether rationality or intuition is required in investment decisions.

In view of the latest corporate collapses globally, the purpose of this thesis is an attempt to investigate and to theorise how managers make decisions when faced with an ethical dilemma.Philosophers over the years have proposed different moral theories. For example, Kantian’s Categorical Imperative (O’Neil 2001, Peters, 1971) suggests that there are laws that should apply universally. However, its principles are too abstract to guide action, in that it does not provide a detailed set of instructions for following them. Others such as Baier, (2001) suggest that people behave to satisfy their own self-interest. The literature review shows that there is no consensus to define what constitutes ethical behaviour. Kohlberg (1981) divides childhood moral development into six stages. He theorises that greater moral development will be related to the highest social responsibility of an individual. Lagon (2000), Seabright and Moberg (1998), Logsdon and Yuthas (1997) extrapolate Kohlberg’s model to incorporate into organisational and individual moral development.Based on the literature review, research questions were developed. The research methodology is qualitative, based on the realism paradigm using a case research design (Yin 1994). Face to face interviews were conducted with fourteen participants using critical incidents and the findings were triangulated using a semi-structured focus group.The research data analysis is based on grounded theory proposed by Glaser and Strauss (1967). The findings confirm that there is no single theory or approach to business ethics. The findings indicate that a person’s ethical behaviour changes when his/her self-interest is affected. Whilst participants believed that business and ethics can be reconciled, most agreed that they can only be reconciled if the individual’s interest or business profit is not affected. Based on the findings, a new model is proposed in an attempt to theorise an individual’s business ethical behaviour and his/her ethical decision making process.This research also identifies important areas that require further research. These are:• Conflicts between personal values and business values• Should ethics be taught? And if so how?• Should an ethical programme be developed and incorporated in a company’s strategic plan?

利益團體以接近政府,影響政府政策制定為現代民主國家多元社會的表徵。政治學上團體理論認為,無論任何團體若欲影響政府政策制定,莫不介入政策制定過程中,政策制定為團體競爭的結果。因此,政策制定的過程充滿複雜多元的性質。
本文主要針對公共利益團體如何影響政策制定過程作一探討,並且以「消費者保護法」的制定過程為個案分析。因此,本文涵蓋下列章節:
第一章緒論。說明本文之研究動機與目的、研究方法與限制、名詞界定、研究範圍與本文的章節安排。
第二章為相關文獻探討。首先說明政策制定之概念,本文基於研究需要,將政策制定過程視為一從政策問題形成經政策規劃以迄於政策合法化之過程;其次就公共利益團體對政策制定可運用之資源與接近決策之管道以及公共利益團體的策略行動做一檢視;最後經由上述文獻的探討建立本文之分析架構。
第三章為個案研究的背景。本章將說明有關我國「消費者保護法」制定之形成背景、制定經過以及主要爭議。
第四章為個案分析。本章將分析中華民國消費者文教基金會在「消費者保護法」之政策問題形成階段、政策規劃階段以及政策合法化階段,如何運用組織資源及接近決策管道進而採取行動策略。
第五章結論。就以上各章節之研究結果提出筆者之研究發現,並提出相關建議,以供相關機關、人員以為政策制定之參考,同時提出未來相關研究之建議,期冀未來之相關研究者能對我國公共利益團體參與政策制定活動做更進一步的研究。

定環境也產生了變化。在現代國家體系中,企業不免會影響政治機器的運
作,再者社會日趨多元化,政策考量越來越專業化,尤其關於財經方面的
政策問題,更是有賴企業業者提供政府相當的資訊,以利作出較具可行性
的政策。是故,企業確有必要參與政策制定之過程。檢視我國企業參與政
府政策制定過程之關係,本研究之主要目的在於瞭解企業如何影響政策之
制定,為此,本文討論之內容如下:第一章緒論,主要在探討筆者為此文
之動機及目的,同時就研究範圍界定文中之重要名詞,並據此提出本文之
流程架構。第二章企業參與公共政策制定之基礎理論,主要探討包括有政
策問題之形成、政策規劃、政策合法化等三階段的政策制定過程,並說明
企業在政策制定上的影響動力來源及原因,以及企業參與政策制定的途徑
。第三章我國企業政策制定環境概說,主要探討我國政治環境之轉變,以
及在當前環境下我國政府體制和政黨政治影響政策制定之情形,期冀藉由
對企業經營所面對環境變遷之分析,瞭解企業對政策制定所應採用的各種
策略以及所應施用的對象所在。第四章我國企業對政策制定的影響策略,
主要探討我國企業在特殊的政府體制及政黨政治下,企業參與政策制定之
主要接近管道及影響策略,接近管道包括有:行政機關、立法機關、政黨
及監察機關;而主要的影響策略則包括有政治性的策略、遊說活動策略、
組織策略聯盟及關係網絡的建立。第五章個案分析: 以中華民國全國工業
總會為例,主要探討全國工總之組織及權力架構,並透過深入的訪問以明
瞭該會對於政府政策制定過程之影響策略,以進一步檢視筆者就所得之資
料及個人觀察所得的結果,同時對於企業參與政策制定之影響策略及活動
作一番之推論。第六章結論,就以上各章節之研究結果提出筆者之發現,
並提出建議供相關機關、人員作為政策制定之參考,並提出未來相關研究
之建議,期冀未來之相關研究者能對我國企業與政府間關係作更進一步的
研究。
