An Exploratory Study of ESG and R&D / En Utforskande Studie i ESG och FoU

With the increased relevance of sustainability in society these last years, initiatives have been made to create tools for reporting and measuring sustainability in companies. Recently the EU chose to favour the ESG system, which stands for Environmental, Social and Governance, to create more homogeneity in this sector. Being a relatively recent field, some aspects of the metrics, as well as its interaction with other economic metrics, has not been thoroughly studied. Therefore, this study investigates the relationship between R&D investment and ESG metrics, to see if there is some correlation between the two. In this study a linear regression model with data from listed companies from Sweden, Denmark and Norway, is conducted to analyse the relationship. The results were inconclusive, but seem to indicate that there might be a relationship between the E variables and R&D intensity. / Med den ökade relevansen av hållbarhet i samhället de senaste åren har fler initiativ tagits för att skapa metoder för att rapportera och mäta detta. EU har för att skapa enhetlighet inom frågan nyligen tagit initiativ att börja införandet av ett av dessa system, ESG, som står för Environmental, Social och Governance. Då det är ett relativt nytt ramverk är inte alla variabler och dess interaktioner med andra mer etablerade ekonomiska mätdata fullkomligt kartlagda. Denna studie fokuserar därför på att undersöka förhållandet mellan ESG faktorer och investeringar i forskning och utveckling. Studien gör detta genom att göra en linjär regressionsmodell av data från börsnoterade företag från Sverige, Norge och Danmark. Resultatet av studien kunde inte uppvisa ett signifikant samband, men om kunde delvis peka på en samband vissa E variabler och FoU intensitet.

Be my (little) partner?! - Universities' role in regional innovation systems when large firms are rare

Structural differences regarding the presence of large firms are likely to influence the performance of Regional Innovation Systems. Regions lacking large firms to act as brokers of knowledge and coordinators of regional (R&D) collaboration may have to rely on other actors to form internal and external links. We investigate whether, in this case, universities can fulfill the needs of Small- and Medium-sized Enterprises (SMEs) with regard to coordination and knowledge flows. Using a data set of subsidized R&D collaborations, we compare universities' network positions in four model regions in Germany. Applying a Temporal Exponential Random Graph Model approach, we examine link formation and network structure with a focus on university–SME ties and their development over time. Results indicate that SMEs profit from connections to the university in all regions. Nevertheless, universities take more central roles in regions where the economic surrounding does contain fewer large firms as sources for knowledge exchange.

Hewlett-Packard was the leader of computer for many years but losing its core-competence recent years, this thesis is trying to study the root cause internally based on the strategy management perspective. From external marketing environment to internal functional level analysis to support the key reason on Hewlett-Packard strategy management issues. In the competitive market of computer industry, We can see the old companions like Dell and Sony are no longer as profitable as they were used to be, Dell has gone off market since 2013, and Sony announced they will leave the PC market. In this thesis, we divide chapters into functional level strategy and business level strategy to demonstrate how HP is cope with current trend and what decisions have been made. Hewlett-Packard is gradually losing its competitive strength due to several reasons. For instance, R&D design products with less innovation but cost-oriented, marketing do not position product as premium product in the market, and supply chain controls inventory less efficiently.

Cette thèse par articles examine les causes et conséquences économiques des politiques d'immigration du point de vue des pays receveurs. Je soutiens que les politiques d'immigration affectent la composition industrielle, et que l'immigration non-qualifiée a ralenti le développement des secteurs haute-technologie dans les pays de l'OCDE au cours des dernières décennies. Néanmoins, les gouvernements élus ont des incitatifs à accroître les niveaux d'immigration et à admettre des immigrants non-qualifiés, afin de conserver l'appui du secteur privé, et de façon à éviter les réactions négatives qui résulteraient de l'affaiblissement des industries traditionnelles. Le premier article s'appuie sur un modèle de progrès technologique endogène et soutient que les activités de recherche des entreprises croissent avec l'offre relative en travail qualifié, et se contractent avec l'offre relative en travail non-qualifié. À l'aide de données panel sur les pays de l'OCDE entre 1971 et 2003, j'estime l'élasticité des dépenses en R&D par rapport à l'offre relative de facteurs au moyen d'un modèle OLS dynamique (DOLS). Les résultats sont conséquents avec les propositions théoriques, et je démontre que l'immigration non-qualifiée a ralenti l'intensité des investissements privés en R&D. Le deuxième article examine la réponse des gouvernements fédéraux canadiens au lobbying des entreprises sur l'enjeu de l'immigration, à l'aide de données trimestrielles entre 1996 et 2011. Je teste cet argument à l'aide d'un modèle vectoriel autorégressif. Un résultat clé est la réponse positive des influx de travailleurs temporaires à l'intensité du lobbying des entreprises. Le troisième article soutient que les gouvernements ont des incitatifs à gérer la sélection des immigrants de façon à préserver la composition industrielle régionale. Je teste cet argument avec des données panel sur les provinces canadiennes entre 2001 et 2010, et un devis de recherche basé sur l'approche des doubles moindres carrés (two-stage least squares). Les résultats tendent à appuyer l'argument principal : les provinces dont l'économie repose davantage sur des industries traditionnelles sont susceptibles de recevoir une plus grande proportion d'immigrants non-qualifiés, ce qui contribue à renforcer cette spécialisation. / This paper-based dissertation examines the economic causes and consequences of immigration policies from the perspective of recipient countries. I argue that immigration policies affect the industry mix, and that unskilled immigration has tempered down the development of high-technology sectors during the past decades in OECD countries. Nonetheless, elected governments have incentives to increase immigration levels and to admit unskilled immigrants, in order to maintain the support of corporate interests, and to avoid the negative attention that would result from the depletion of traditional industries. The first paper builds upon a model of endogenous technological change to argue that business research activities expand with the relative supply of skilled labour, and contract with relative increases in unskilled labour. Using panel data on OECD countries between 1971 and 2003, I estimate the elasticity of R&D outlays with respect to relative factor supplies with a dynamic OLS (DOLS) model. The empirical findings are consistent with the theory, and a key policy implication is that unskilled immigration has dampened the intensity of business investments in R&D. The second paper examines the responsiveness of Canadian federal governments to corporate lobbying on the subject-matter of immigration, using quarterly data between 1996 and 2011. I claim that governments have electoral incentives to increase levels of immigration despite the restrictive preferences of the public, in order to secure the support of corporate interest groups. To test this argument, I make use of the vector autoregression methodology. A significant finding is the positive response of temporary worker inflows to the intensity of corporate lobbying. The third paper argues that governments have incentives to adjust the skill composition of immigration in order to maintain the existing regional industry mix. I test this argument using panel data on Canadian provinces between 2001 and 2010, and a research design based on the two-stage least squares approach. The empirical findings are consistent with the main argument: provinces relying intensively upon traditional industries are likely to receive higher proportions of unskilled immigration, which contribute to maintain this specialization.

Efetividade dos instrumentos de políticas públicas nos gastos privados de P&D no Brasil / Effectiveness of instruments of public policy in private spending on R&D in Brazil

Esse trabalho teve como objetivo contribuir para o debate sobre a importância das políticas de incentivo à inovação no Brasil. Os resultados esperados do uso que as empresas fizeram dos diferentes tipos de instrumentos sobre os gastos em pesquisa e desenvolvimento (P&D) foram avaliados pelo método de diferenças em diferenças. O método permitiu obter as diferenças de gastos entre empresas beneficiárias de instrumentos e as não-beneficiárias em três períodos consecutivos: 2005 em relação à 2003; 2008 em relação à 2005 e de 2011 em relação à 2008. Ao fazer isso, foi possível identificar se tais diferenças foram positivas e significativas, podendo ser atribuídas às influências dos instrumentos. Os instrumentos utilizados foram: incentivos fiscais, Lei de Informática, financiamentos em parcerias, financiamentos sem parcerias e subvenção. E a utilização dos mesmos pelas empresas teve maior relevância no âmbito de diversos programas de apoio à inovação vigentes no país a partir da retomada das políticas industriais e tecnológicas, nos anos 2000. O estudo concluiu que os efeitos positivos e significativos são limitados à determinados grupos tecnológicos e à poucos instrumentos, em geral, de caráter fiscal. Além disso, esses efeitos positivos surgem em apenas um período, sendo que para cada grupo tecnológico foram efetuadas estimativas para três períodos. Também não houve evidências de que os instrumentos financeiros exerçam efeitos significativos sobre as decisões de gastos em pesquisa e desenvolvimento, apesar da maior ênfase dada aos mesmos no período estudado. Os resultados sugerem fraca influência dos mecanismos de apoio à P&D no Brasil sobre o aumento dos gastos privados, apesar dos avanços recentes. / This study aimed to contribute to the debate about the importance of encouraging innovation policies in Brazil. Understanding the role played by public support instruments to research and development activities in relation to private business spending has become fundamental to achieving this end. The expected results of the use that companies made of different types of instruments on spending were evaluated by the method of difference in differences. This allows you to compare, over a certain period of time, the differences in expenses between the companies that made use of any type of instrument and the companies that did not. Thus, the method yielded differences in spending between the beneficiary and nonbeneficiary firms of those instruments of three consecutive periods: 2005 compared to 2003; 2008 compared to 2005 and 2011 compared to 2008. In doing so, it was possible to identify whether these differences were positive and significant and can be attributed to the influence of the instruments. The instruments used were: tax incentives, Information Technology Law, financing partnerships, financing and grants. And their use by companies had most relevance within various programs to support innovation in force in the country from the resumption of industry and technology policy in the 2000s. The study concluded that the positive and significant effects are limited to certain technological groups and the few instruments in general tax character. In addition, these positive effects arise in one period, and for each technology group estimates were made for three periods. There was also no evidence that the financial instruments carry significant effects on spending decisions on research and development, despite the greater emphasis given to them during the study period. The results suggest weak influence of mechanisms to support R&D in Brazil on the rise in private spending, despite progress in recent years.

經濟目的之稅捐優惠-研究發展投資抵減 / Fiscal incentives for R&D : R&D tax credit

隨我國經濟發展與產業結構變遷,從經濟管制到市場自由,自勞力密集之製造出口至技術密集之產業升級,期間有不同階段之稅捐優惠作為引導。 研究發展活動具有外部正面性,同時有市場失靈之可能,私部門可能因此而不願投入、或投入不足之資源,進行研究發展活動。為獲得整體社會之最大利益,稅捐除作為財政工具,作為經濟目的之政策誘因之正當性也獲得承認。政府為促進民間投入研究發展,可能以直接補貼或提供租稅優惠方式給與鼓勵,以協助企業進行研究發展,降低跨足新興產業之進入障礙及營運風險。 但稅捐優惠之提供,乃對具相同負擔稅捐能力者,課以不同之稅捐負擔,以引導特定之作為或不作為,無可避免的違反量能課稅原則下的平等原則。何以相同負擔稅捐能力者,有不同之稅捐負擔,應有實質之說明理由。其成效與影響如何,是否達成制度上犧牲量能課稅原則所欲追求之目的,應與直接補貼接受相同程度之公開之監督與績效衡量。 就研究發展投資支出可抵減之稅額,未分配盈餘加徵百分之十部份乃為縮減營利事業所得稅與個人綜合所得稅之之實現時間差距,而研究發展投資抵減,則為分擔企業研發風險,鼓勵知識之累積,提升附加價值,兩者制定之精神互不相同,以研究發展投資抵減未分配盈餘加徵百分之十之「營利事業所得稅」,似有扞格,但兩稅合一後,營利事業所得稅在公司此一法律主體之稅捐負擔意涵已大幅下降。是以,就研究發展投資抵減未分配盈餘加徵百分之十之稅額部分,衝突程度亦獲得一定程度之解決。另外,所得基本稅額條例規定營利事業及個人皆需有一定之基本稅額負擔,此即所謂最低稅負制。所得基本稅額條例明確將研究發展投資抵減之金額計入營利事業基本稅額之計算,對之課以基本稅額,符合所得基本稅額條例施行之精神,乃合理之設計。 本文以表格方式整理方式,對照獎勵投資條例、促進產業升級條例與產業創新條例對稅基、稅率、稅額與時間歸屬之影響;針對投資抵減實務施行爭議,本研究則整理相關判決以供參考。 以上述三條例之演進趨勢而言,稅捐優惠之給予範圍已逐漸縮小,而改以直接補助或金融協助;技術開發補助與輔導;提供資訊管道、建構交易平台、整合業界、規劃工業區等行政協助,應用多元方式協助產業發展。 研究發展投資抵減之適用範圍、申請期限、申請程序、核定機關、施行期限、抵減率及其他相關實體事項,若立法之技術與資源已有相當累積,以法律位階就投資抵減作較具體之規範,應為立法機關所考慮。 / Abstract With the economic development and the changing in industry structure, from economic regulation to an open market, and from labor-intensive to technology -intensive, the government is guiding the market by tax incentive and other kinds of tool. Because R&D has positive externalities, barriers to entry and the possibilities of market failure, private sector may not willing to input resource for R&D. For social welfare maximization, the government may use tax incentive to encourage private sector to do R&D. By provide R&D Tax Credit or subsidy , the government can encourage the private sector to do more R&D. But providing tax credit will unavoidably conflict with Principle of Ability to Pay. There should be a reason for why people have the same ability to pay the tax pay different tax. The same supervise and performance evaluation must be done for tax credit and subsidy. For 10% surtax on Retained Earnings is to narrow down the time difference between the realized of corporation tax and individual income tax, and the R&D credit is for sharing risk of failure, encouraging research and development, and rising EVA, the tax which can be credited should not include surtax on Retained Earnings. But with the applying of Integrated income tax system, the conflict has been partly solved. For Alternative Minimum Tax, R&D expense can’t be credited is a reasonable design. This paper mainly focus on comparing the differences of tax base, tax rate, and income tax payable etc. in the Enactment of Encouragement Investment, the Statute for Upgrading Industry, and the Statute for Industrial Innovation. Also sued cases were collected to report any violations of existing R&D policies for future amendment concerns. The range of tax credit is shrinking, and is replaced by subsidies, industrial technology development programs, and the setting of science parks etc. And for principle of taxation under the law, The Statute for Industrial Innovation should be ruled in law by the legislative.

營利與非營利機構的營運管理策略 / A Study on Operation Strategies of for-profit and non-profit Firms

本論文為關於營利與非營利機構之營運管理策略之兩篇理論性質的文章。 第一篇文章旨在探討營利機構之實質盈餘管理策略。本研究檢驗在產品市場競爭下,公司如何透過實質盈餘管理策略來滿足盈餘目標之要求以及公司之實質盈餘管理動機會如何影響市場競爭對手之行為。本文考慮一個兩期非合作之R&D競爭寡占模型。本文假設存在資訊不對稱;具有私人資訊的廠商為追求獲利最大亦或追求盈餘目標達成兩種類型。本文透過完美貝氏均衡 (perfect Bayesian equilibrium) 解出分離均衡 (separating equilibrium) 與混和均衡 (hybrid equilibrium)。 本研究指出追求獲利最大類型之廠商可以藉由影響競爭對手之猜測來進一步左右追求盈餘目標達成類型之目標達成之可能性。在分離均衡中,當外在成本衝擊未超過預期時,追求獲利最大類型之廠商無誘因藉由R&D 投資水準之提升來規避負向成本衝擊以影響市場對手猜測並且進一步提升其產品市場競爭力。因此,追求盈餘目標達成類型之盈餘目標無法達成。 在混和均衡中,當外在成本衝擊超過預期時,追求獲利最大類型之廠商有誘因採取混合策略以誤導市場對手之猜測;該類型之廠商可以藉由部分模仿盈餘目標達成類型之R&D 投資策略以混淆競爭對手之信念並且提升其產品產出、獲利水準。在此,追求盈餘目標達成類型之盈餘目標能夠達成。本研究之結果有別於傳統R&D盈餘管理實證文獻中,公司內部當局有誘因透過R&D支出的減少用以滿足公司短期之盈餘目標 (Barber et. al., 1991; Bushee, 1998; Graham, 2005) 。本研究指出公司可以藉由R&D 投資水準之提升,以創造“cookie jar” 並且有助於公司獲利提升與盈餘目標之達成。此外,本研究與盈餘奇異現象之實證研究 (earnings kinky) 結論一致: 公司可以藉由盈餘管理策略來達成盈餘目標,但是盈餘目標之達成不盡然是透過盈餘管理策略 (Dechow, Richardson and Tuna, 2003)。 第二篇文章旨在探討非營利機構提供非獲利性質服務之策略性之影響。本研究指出非獲利性質服務之提供不僅有助於非營利機構於獲利性質服務之競爭優勢的提升,相對於營利機構。當所有權與經營權分離時,若市場需求彈性為不具彈性時,非獲利性質服務之提供對非營利機構之經理人而言,可以做為一個策略工具藉以促使該機構之所有人提供一個於獲利部分過分補償之薪酬水準。此外,隨著非獲利性質服務之外生價格的提升,當非營利性質服務之外生價格的提升對於非營利機構之所有人與經理人利益衝突影響之間接效果大於對獲利性質服務價格影響之直接效果時,非營利機構之所有人仍然會提供一個獲利部分過分補償之薪酬水準。這會有助於非營利機構於獲利性質服務之競爭優勢的提升。 / This dissertation consists of two theoretical studies on the operation strategies of for-profit and non-profit firms. Chapter 1 addresses how firms use real earnings management to meet or beat their earnings targets, and how this influences sequential product market competition. We study this issue in a two-period non-cooperative R&D competition with one-sided asymmetric information in which the informed firm could be either the maximizing type or the target-meeting type (or target-beating). We show that the maximizing type of the informed firm’s R&D investment level could influence rival firm’s conjecture about the informed firm’s type which in term affects the success of meeting or beating the target for the target-meeting type of the informed firm. We find that the privately informed firm can increase its R&D investment in the first period to meet or beat the earnings target. This can help the firm increase profits in a sequential product market competition. More precisely, once the cost uncertainty realized is realized to exceed expectations, the maximizing type of the informed firm could hide its identity by adopting a mixed strategy and setting its R&D investment and output level higher than in the separating equilibrium. Contrary to popular claims that meeting or beating short earnings targets induces an R&D investment reduction (Barber et. al., 1991; Bushee, 1998; Graham, 2005), we show that R&D overinvestment can give an opportunity to create some reserves, i.e., a cookie jar, to be used later to earn a higher profit and reach later targets. Our result is also supporting the observation of firms meeting or beating the earnings target, but not necessarily using earnings management (Dechow, Richardson and Tuna, 2003). Chapter 2 shows that the provision of not-for profit service would not only give not-for-profit organizations a competitive advantage over for-profit organizations. Under the separation of control and ownership, we illustrate that once market demand is inelastic, the provision of not-for-profit service serves as a strategic device for the manager of a not-for-profit organization and thus induces the owner of a not-for-profit organization to overcompensate his manager regarding the margin of profit. Moreover, as the regulated price of not-for-profit service increases, a not-for-profit organization could still over-compensate his manager in regard to profit, when the indirect effect on increasing preference difference between the owner and manager of the not-for-profit organization dominates the direct effect on market price. Thus, a not-for-profit organization could charge more in for-profit service.

I argue that immigration policies affect the industry mix, and that unskilled immigration has tempered down the development of high-technology sectors during the past decades in OECD countries. Nonetheless, elected governments have incentives to increase immigration levels and to admit unskilled immigrants, in order to maintain the support of corporate interests, and to avoid the negative attention that would result from the depletion of traditional industries. The first paper builds upon a model of endogenous technological change to argue that business research activities expand with the relative supply of skilled labour, and contract with relative increases in unskilled labour. Using panel data on OECD countries between 1971 and 2003, I estimate the elasticity of R&D outlays with respect to relative factor supplies with a dynamic OLS (DOLS) model. The empirical findings are consistent with the theory, and a key policy implication is that unskilled immigration has dampened the intensity of business investments in R&D. The second paper examines the responsiveness of Canadian federal governments to corporate lobbying on the subject-matter of immigration, using quarterly data between 1996 and 2011. I claim that governments have electoral incentives to increase levels of immigration despite the restrictive preferences of the public, in order to secure the support of corporate interest groups. To test this argument, I make use of the vector autoregression methodology. A significant finding is the positive response of temporary worker inflows to the intensity of corporate lobbying. The third paper argues that governments have incentives to adjust the skill composition of immigration in order to maintain the existing regional industry mix. I test this argument using panel data on Canadian provinces between 2001 and 2010, and a research design based on the two-stage least squares approach. The empirical findings are consistent with the main argument: provinces relying intensively upon traditional industries are likely to receive higher proportions of unskilled immigration, which contribute to maintain this specialization.

本文探討研發支出資本化與攤銷之理論,並以國內股票上市公司為實證對象。本研究使用聯立方程式及Almon lag procedure來檢測企業研發投資效益遞延之情形,然後以Feltham and Ohlson(1995)之評價模式,探討研發支出資本化與攤銷後之權益帳面價值與盈餘之特性,並探討研發投資是否為股票報酬之長期風險因素。本研究並以研發強度(研發費用對銷貨凈額比)區分高、低研發強度二組樣本,比較其與研發有關問題。 本文發現如下: (1)研究發展支出效益遞延實現之現象,似乎存續自第三年開始至未來數期(第四、五年);平均而言,一元之研發投資可於未來4-5年產生2元以上之獲利,高研發強度廠商則有3元以上之獲利;而低研發強度之公司,研發支出獲益則不顯著的於研發初期二年實現。 (2)在股票評價模式中,高研發強度廠商之研發支出採取資本化,對模式解釋能力較高;而低研發比例(強度)廠商之研發支出則採取費用化,「似乎」對模式解釋能力較高。 (3)目前「一般公認會計原則」對於評價模式的解釋,對低研發強度的廠商之解釋能力較高;反之,對高研發強度廠商較不適用。 (4)研發資本存量對市場比率為股票報酬之長期風險因素。 / This study analyzes the theory of capitalization and amortization of R&D expenditures. This study uses the simultaneous equations and Almon lag procedure to examine whether earnings reflect benefits from past R&D expenditures of public firms in Taiwan. Based on asset valuation model generated by Fetham and Ohlson(1995) and Bernard (1995), this study examines the properties of coefficients of parameters of valuation model and explainary power. In addition, this study estimates the R&D capitalization, and tests whether the R&D capitalization is the long risk factor of stock return or not. Moreover, this study groups sample firms into high or low intensity groups by R&D intensity (R&D expenses-to-sales ratio), and compares the above issues of capitalization of R&D expenditures. The major findings of this study follows: (1)Earnings almost reflect realized benefits from R&D, but there are two years time lag. On average, every one N.T. dollar invested in R&D will produce 2 N.T. dollars profits during four or five - years period. In the high R&D intensity group, every one N.T. dollar invested in R&D will produce 3 N.T. dollars profits in future. On the contrary, in the low R&D intensity group, the benefits of R&D outlays are insignificantly reflected in the first two years. (2)The explainary power (Radj2) of valuation model of R&D capitalized in the high R&D intensity group is higher than that of in the low R&D intensity groups. (3)The relevance of stock valuation generated by present GAAPs for the high R&D intensity group is lower than that of the lower R&D intensity group. (4)The R&D capital-to-market values ratio is the long risk factor of stock returns.
