Con el objetivo de elaborar la propuesta de Diseño e Implementación de una PMO para proporcionar soporte a la Gestión de Proyectos en el área funcional de Obras y Proyectos de la organización CUMBAZA INVERSIONES Y CONSTRUCCIONES SAC., se desarrolló el presente trabajo de investigación. La organización está dedicada a brindar servicios de construcción e ingeniería en la región San Martín, con ventas superiores a S/ 20 millones en el año 2020. Tras un profundo análisis de la situación actual se identificó que el principal problema de la empresa son los sobrecostos y la cancelación de proyectos, lo que tiene un impacto económico. Utilizando la metodología PMO Value Ring, se propone la creación de una PMO tomando en consideración “las buenas prácticas”, descritas en la guía PMBOK®, que es necesario para el diseño e implementación de los siguientes seis servicios, cubriendo tanto el nivel operativo, como el técnico y el estratégico: (a) gestionar los riesgos, (b) gestionar reuniones de lecciones aprendidas, (c) gestionar asignación de recursos entre proyectos, (d) monitorear y controlar proyectos, (e) gestionar interesados en proyectos, y (f) promocionar capacitación y desarrollo de competencias para proyectos. Finalmente, se recomienda su implementación de la PMO dada su viabilidad financiera porque tras una inversión de S/ 193,042 durante la implementación y el primer trimestre, en solo tres años se generará un Valor Actual Neto (VAN) de S/ 1´953,857 lo que implica una Tasa Interna de Retorno (TIR) de 56%. / In order to develop a proposal for the Design and Implementation of a PMO to support Project Management in the area of ​​Works and Projects of the company CUMBAZA INVERSIONES Y CONSTRUCCIONES SAC., this research work was developed. The organization is dedicated to providing construction and engineering services in the San Martín region, with sales of over S / 20 million in 2020. The diploma thesis deals with project management in Business Intelligence, a relatively new area of information systems. The first part of the thesis describes basic background of project management in general and some specifics of information systems project management. As one of the fundamental concepts, thinking about a project within its lifecycle is accented. The practical part examines the challenges of managing BI projects in a real financial institution in the Czech Republic. The aim of this section is to fill gaps in the existing project methodology of the financial institution by creating a mapping between the project lifecycle and processes of world-renowned PMBOK methodology.

Foi analisado o projeto com foco nos elementos pertinentes a gestão de projetos propostos pelo Project Management Body of Knowledge - PMBOK. Pela especificidade e complexidade do projeto, envolvendo diversas entidades, Estaduais, Federais, Municipais, públicas e privadas, a obtenção de financiamentos e o desempenho representaram um desafio a ser vencido pela empresa. Partiu-se do problema: Qual a importância da Gestão de Projetos e quais aspectos devem ser considerados na gestão do projeto de construção e de implementação de embarcação, tornando-o exeqüível? Qual a relação entre a gestão de projetos e a construção de embarcação do ponto de vista do negócio? Os dados foram analisados, pela sistematização dos processos na gestão de projetos, pois embora se trate da construção de um produto, será avaliada a gestão do projeto de construção, evidenciando quais os elementos necessários para viabilizar um projeto deste tipo. Os elementos analisados foram: integração, escopo, prazo, custo, qualidade recursos humanos, comunicações, riscos e aquisições do projeto. A construção naval no Brasil não é linear e dependente de financiamento específico e exíguo, sujeitando-a a fatores nem sempre controláveis. O estudo evidência a complexidade dos projetos do setor, com significativa importância aos aspectos de prazo e custos, determinados pela característica da execução, pelo método de desenvolvimento adotado e por cada atividade a ser realizada segundo o método escolhido, ressaltando a necessidade de uma gestão integrada dos processos.

This thesis deals with description and analysis of market with web applications to support small business projects. In a theoretical part the reader is familiar with basic concepts relating to project management. Furthermore, reader is familiar with methodology for project management and software development. Part of the theoretical part is analysis of market with web applications. To conclude the theoretical part is found out support of methodologies. A practical part, on the contrary aims, set requirements for a small project. According to these requirements are selected web applications. These web applications are described and according to criterions is selected single web application. In conclusion thesis is reviewed feedback from students. The main contribution of this thesis is found out support of methodologies, overview of free apps, user's guide to application TeamBox and feedback from students subject 4IT115.

Rigor y relevancia, perspectivas filosóficas y gestión de proyectos de Investigación-Acción en Sistemas de Información

Investigación-Acción (IA) es un método de investigación cuya esencia es la yuxtaposición de la investigación y de la acción, o de la teoría y de la práctica, como parte de un ciclo característico de IA compuesto de 4 fases: planificación, acción, observación y reflexión. Este método de investigación ha sido ampliamente utilizado en Sistemas de Información (SI). Sin embargo, IA requiere mejorar el rigor y la calidad en su propio proceso de investigación para incrementar su relevancia dentro de la investigación en SI (o Investigación-Acción en Sistemas de Información, IA-SI). Algunos investigadores han propuesto criterios especiales de calidad y rigor y un enfoque de gestión de proyectos para enfrentar este problema. La tesis plantea una solución al problema de proveer rigor y relevancia a IA-SI a través de: (i) una perspectiva de proyectos (tomando de referencia la teoría de sistemas proyectuales de Blasco) y (ii) un enfoque de proyectos (tomando de referencia la guía y estándar de gestión PMBOK del Project Management Institute). El resultado es el sistema "proyecto de IA-SI" compuesto de:- Componente estructural o la estructura del proyecto de IA-SI compuesto por dos ciclos característicos: un ciclo de construcción orientado a la solución de un problema y un ciclo de gestión orientado a la investigación. - Componente de contenido o el conocimiento fundamental y esencial de los proyectos de IA-SI el cual se ha ordenado en perspectivas filosóficas (perspectivas Retórica, Epistemológica, Axiológica, ontoLógica y Metodológica, llamado el REALM de IA-SI).- Componente de proceso o el conjunto de fases y procesos que despliegan los 2 ciclos y el REALM a través de buenas prácticas (fueron determinadas y especificadas 305 prácticas -253 específicas y 52 genéricas- usadas en 39 procesos y ejecutadas en las 5 fases de un proyecto-iniciación, planificación, control, ejecución y cierre-).- Componente de Implementación o el modelo de madurez que interioriza y que aplica las practicas en investigadores y practicantes como parte de un contexto organizacional a través de 5 niveles de madurez: novicio (sin prácticas identificadas), básico (con 136 prácticas), organizado (con 137 prácticas), gestionado (con 32 prácticas) y adaptativo (sin prácticas identificadas).Los datos fueron triangulados por el lapso de 8 años con: análisis teórico de expertos (1 año), con investigadores y practicantes de empresas catalanas trabajando juntos en un proceso de selección de un software ERP (2 años) y, con profesores, investigadores y estudiantes de pregrado para enriquecer su propio plan de estudios (5 años).La tesis provee finalmente 5 manuales para ejecutar gradualmente las prácticas a través de los 5 niveles de madurez dentro de cada una de las 5 fases. / Title: Rigour and relevance, philosophical assumptions and management of Information-Systems Action-Research projects.Action Research (AR) is a research method the essence of which is the juxtaposition of action and research, or practice and theory, through the AR-characteristic cyclic composed by 4 phases: planning, action, observation, reflection. This research method has been broadly used in Information Systems (IS). Nevertheless, AR requires improves the rigor and quality in its research process in order to increase its relevance within IS research. Any researchers have proposed specials quality and rigor criteria and a project management approach to address this problem.The thesis exposes a solution by providing rigor and relevance to IS-AR through: - a project perspective (taken as reference the Blasco's work about the systems in the project) and, - a project management approach (taken as reference the guide PMBOK). The result is a "IS-AR project" system composed by:- Structural component or project structure for IS-AR projects composed by two characteristic cycles of AR: a problem solving-oriented construction cycle and a research-oriented management cycle.- Content component or the fundamental and core knowledge -of the IS-AR projects- ordered in philosophical perspectives or the IS-AR REALM (Rethorical, Epistemological, Axiological, ontoLogical and Methodological assumptions).- Process component or the set of phases and processes that deploy the 2 cycles and the REALM through good practices (305 practices -253 specifics and 52 generics- used in 39 processes and executed in 5 phases of a project -initiation, planning, control, executing and closing-).- Implementation component or the maturity model to interiorize and to apply the practices in researchers and practitioners inside an organizational context through 5 maturity levels: novice (no practices), basic (with 136 practices), organised (with 137 practices), managed (with 32 practices) and adaptive (no practices).The data were triangulated along 8 years with: theoretical analysis of experts (one year), professionals and researchers working together in the ERP selection process in Catalonian companies (2 years) and, with teachers, researchers and pregrade students to enrich the studies plan of the same students (5 years).The thesis provides finally 5 manuals to execute gradually the practices through the 5 levels of maturity inside each on of the 5 phases.

The impact of national culture on project management in the Middle East

Most international corporations have to adopt to the requirements of globalisation by working in international joint ventures or international projects outside their well known home markets. The successful management of projects is an essential element aiming to cope with the complex challenges caused by cultural factors and other influences on the management of projects. Especially the Middle East as a cultural region has experienced a dynamic growth during the last decades, as many of the countries rich in oil and gas have heavily invested into their local infrastructure. Besides other factors, the impact of national culture on project management may lead to negative influences like project delays and project failure, or positive influences such as an increased communication. Based on the Hofstede dimensional framework this thesis is designed to investigate which cultural factors and other factors influence the PMBoK (PMI Body of Knowledge) knowledge areas while delivering projects in the Middle East. This empirical study is using a qualitative research approach in a multiple-case study design analysing six projects. The results clearly show that some characteristics of the Middle Eastern cultural context strongly determine the applicability of the PMBoK knowledge areas. Especially the interrelation of individualism (IDV) and power distance (PDI) reveals some new perspectives for project work in this region. The two case studies illustrate a strong increase in power distance if the project manager and the team member do not originate from the same cultural background. Additionally differences in time perception and the characteristics of the dimension long term orientation (LTO) result in fundamental differences for the application of the PMBoK processes. The findings help to develop a theoretical framework highlighting specific influences for PMBoK knowledge areas. The results of this thesis may form a basis for future researchers aiming to develop improved models for project management in the Middle East or other cultural regions. Finally, the theoretical franework developed herein is designed to help project practitioners to gain a better understanding of the specific challenges while working on the Arabian peninsula.

Implementace agilních metodik ve světě rigidního Project Managementu. / The Implementation of Agile Methodologies in the World of Rigid Project Management

This thesis's aim is to get a reader familiar with modern methods and techniques of agile project management. A short excurse into the history of project management will be provided as well as the galloping development of this area will be described. In the next part of this thesis we will focus on agile methods especially on the extreme project management, which is the main point of this thesis. For the adumbration of differences between classical and agile techniques, the PMBOK and PRINCE2 were chosen as a representative of classical techniques. Among agile methods extreme project management will attract our attention the most. This comparison will be a bridge between these two worlds, respectively between two different points of view on project management. For illustration of extreme project management, we will touch the extreme programming, however this thesis's aim is not only this programming technique, but is its integral part. Based on the information stated above, we can anticipate that we'll be focusing at the development of information systems. The reusult of this work should be a guide to a manager who reconsiders, or is forced to, a change towards the implementation of agile methods in the rigid environment. The reader should find in this compressed form which will be the embochure of the topic. Last but not least, it should be a compass in the agile management area.

En el ámbito de las telecomunicaciones, contar con un teléfono celular es indispensable. Esta necesidad genera que los fabricantes de celulares cuenten con un plan que permita lanzar nuevos modelos de manera periódica, a fin de brindar a los operadores móviles (y, entonces, al usuario final) nuevas alternativas de celulares no solo al alcance de sus posibilidades económicas, sino que otorguen las funcionalidades esperadas. Para llevar a cabo estos lanzamientos, la empresa de diseño, fabricación, distribución, importación y comercialización de celulares (en adelante, empresa de celulares) cuenta con proyectos que buscan cumplir con los acuerdos comerciales firmados con operadores móviles de cada país para la entrega de modelos de celulares en un plazo determinado. Estos proyectos, al lanzar un teléfono celular de gama media, generan un ingreso aproximado de USD 1,800,000. El presente trabajo de investigación refiere a una fase del lanzamiento -cuya duración es 09 meses- que incluye la certificación, importación, gestión de marketing y venta de un primer lote de celulares, contemplando una inversión máxima de USD 385,000 para obtener una rentabilidad total del 40%, preparando al mercado para las siguientes dos órdenes de compra que se acuerdan con un operador telefónico en el acuerdo comercial. El éxito de estos proyectos requieren alinearse con los objetivos organizacionales, gestionar los interesados, conocer y cumplir los estándares de calidad necesarios para fabricar y distribuir celulares, cumplir con los requerimientos de costos establecidos, brindar capacitación al soporte de ventas, identificar y gestionar los riesgos involucrados y, gestionar el cronograma para los lanzamientos. / Nowadays, having a smartphone is essential. This necessity make that the manufacturers of these devices take in consideration a plan that allows them to launch several new models of smartphones periodically. Manufacturers offer mobile operators (and hence also to end-user) new affordable models with all the features they seek. In order to have succesuful launches, the company of design, manufacturing, distribution, import and sale of smartphones (from this point forward, smartphone company) have projects which main objective is to comply with the operators’ commercial agreements in each country. These projects, launch of a mid range smartphone, generate revenues of USD 1,800,000. This research cover the launching phase -which last nine months- and it includes the certification, import, management of marketing activites and sell of the first shipment. It considers a maximum investment of USD 385,000 to obtain a 40% profit and prepares the market for future purchase orders from the operator’s commercial agreements. The key to successful projects require to be aligned with the organization objectives, manage the stakeholers, know and comply with the quality standards needed to develop and manufacture smartphones, comply with the cost’s requirements defined, provide training to support the sales force, identify and manage the risks and the schedule stablished for the launch of the product.. / Trabajo de investigación
