Estes dados revelam o acesso limitado deste p?blico ? educa??o profissional e a poss?vel exist?ncia de barreiras para sua perman?ncia. Partindo desta realidade, esta pesquisa teve como objetivo geral compreender a pol?tica de inclus?o das Pessoas com Necessidades Educacionais Especiais em um campus do Instituto Federal do Norte de Minas Gerais. Buscou-se analisar as legisla??es investigando as a??es e condi??es de execu??o das pol?ticas p?blicas destinadas ?s Pessoas com Necessidades Educacionais Especiais no campus pesquisado, avaliar as a??es de inclus?o adotadas na institui??o na perspectiva discente e investigar os impactos do trabalho do NAPNE na institui??o a partir da avalia??o docente. Para este estudo, realizou-se uma pesquisa qualitativa, na modalidade estudo de caso. Entrevistou-se cinco docentes e cinco profissionais do NAPNE e aplicou-se question?rios aos quatro discentes com Necessidades Educacionais Especiais na unidade selecionada. Os dados levantados foram tratados atrav?s da an?lise de conte?do e indicaram o descompasso entre as a??es previstas nas legisla??es e no PDI e as condi??es de execu??o delas; a avalia??o das a??es na perspectiva dos discentes indicaram avan?os na inclus?o das Pessoas com Necessidades Educacionais Especiais como sistema de cotas, divulga??o e realiza??o de processos seletivos e vestibulares acess?veis, mas apontaram a escassez de a??es e servi?os para a perman?ncia ap?s o ingresso, insufici?ncia na forma??o inicial e continuada dos profissionais em educa??o inclusiva, entre outros. J? a avalia??o dos docentes sobre os impactos do trabalho do NAPNE evidenciou que este n?cleo tem papel indispens?vel na institui??o, por?m indicou falta de infraestrutura, insufici?ncia de forma??o, condi??es inadequadas de trabalho e outros fatores que limitam a atua??o do n?cleo. Conclui-se que somente aqueles alunos que se adaptam ?s condi??es existentes conseguem permanecer, o que denota condi??es de integra??o em detrimento da inclus?o. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / INEP (National Institute of Educational Studies and Research) data show that from the total number of students with Special Educational Needs enrolled in regular education in 2013, it means, 648,921 students, 6.6% were in kindergarten, 77.8% in elementary school, 7.2% in high school, 7.8% in Youth and adult education and 0.3% in professional education. These data reveal the limited access of this public to the professional education and the possible existence of barriers to its permanence. Starting from this reality, this research had as a general goal to understand the policy of inclusion of People with Special Educational Needs in a Federal Institute of the North of Minas Gerais campus. The aim was to analyze the laws investigating the actions and conditions of execution of public policies destined for People with Special Educational Needs on the researched campus, to evaluate the inclusion actions adopted at the institution in the student perspective and to investigate the NAPNE's work impacts on the institution from the teacher evaluation. For this study, a qualitative research was made in study modality case. Five teachers and five NAPNE (Nucleus of assistance to people with special needs-NAPSN) professionals were interviewed and questionnaires were applied to the four students with Special Educational Needs in the selected unit. The collected data were treated through content analysis and indicated the mismatch between the actions foreseen in the legislations and in the PDI(Institutional development plan-IDP) and the conduct of their execution; the evaluation of actions from the students perspective indicated advances in the inclusion of People with Special Educational Needs as a quota system, disclosure and realization of accessible selective and entrance exam processes, but pointed to the actions and services scarcity for the post-stay joining, insufficiency in initial and continuing training of professionals in inclusive education, among others. On the other hand the evaluation of teachers on the impacts of NAPNE work showed that this nucleus has an indispensable role in the institution, but it indicated lack of infrastructure, lack of training, inadequate working conditions and other factors wich limit the nucleus performance. It was concluded that only those students who adapt to the existing conditions can remain, that denotes conditions of integration to the inclusion detriment. It is evident that it is necessary to break down the found several barriers so that the public in question can be included.

(2006), MOLL (2004, 2009, 2012), MORAES (2013) e TEIXEIRA (1969, 1976, 1999). A discuss?o e a interpreta??o dos dados coletados foram realizadas mediante a an?lise de conte?do na perspectiva de Bardin (2011). Como resultado, este estudo concluiu que os projetos e programas relacionados ? educa??o integral nas escolas pesquisadas est?o em processo de implementa??o, mas ainda n?o est?o consolidados conforme as diretrizes estabelecidas pela SEE/MG. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / This research has as main objective to investigate the implantation of the School of Integral Time Project (PROETI) as a public policy in primary schools in Diamantina-MG, its trajectory, as well as to analyze if the "more time" in these schools re-signifies more time of another education, in the perception of the professionals involved in the Project. This study had as a temporary clipping the period from 2008 to 2016. In order to conduct this research, the methodology used involved qualitative research, having as procedures the case study, bibliographical and documentary research, besides the methodological instrument of the semi-structured interview with those involved in the Project. The theoretical contribution of this research was guided by authors who approach the theme of integral education / full time as public policy, among them: ARROYO (1998, 2000, 2006, 2012), CAVALIERE (2002, 2007), GUAR? (2006), MOLL (2004, 2009, 2012), MORAES (2013) and TEIXEIRA (1969, 1976, 1999). The discussion, as well as the interpretation of the data collected, were carried out through content analysis from the perspective of Bardin (2011). As a result, this study concluded that the projects and programs related to integral education in the schools surveyed are in the process of being implemented, but are not yet consolidated according to the guidelines established by the SEE / MG. The longer time in these schools, from PROETI to PEI, still does not mean more time for another education, but an important experience of extending the students' daily stay, in view of the assistentialist character played by these projects. It is estimated that the results of this research may contribute to reflections on the implementation and functioning of educational projects and programs with an increase in the daily school day, serving as subsidies for implantation in other schools, and especially, directing a closer look at the difficulties pointed out, as also for the possibilities of developing activities that really translate into more education, understood as integral education.

Nesse sentido, metodologicamente esta pesquisa ? descritiva, com vi?s bibliogr?fico e documental, efetivada em livros, revistas, artigos e p?ginas da internet. Ponderou-se ainda que a constru??o e regulamenta??o de tais pol?ticas levem em considera??o as principais necessidades da UFVJM dispostas em seu Plano de Desenvolvimento Institucional (PDI). Por fim, recomenda-se que a regulamenta??o de tais pol?ticas busque fomentar e consolidar o desenvolvimento socioecon?mico da regi?o de abrang?ncia da UFVJM. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The present work constitutes a case study and has as object of study the regulation of the institutional policy of intellectual property and technological innovation of the Federal University of the Jequitinhonha and Mucuri Valleys (UFVJM). With the advent of the regulatory framework for science, technology and innovation (Law n? 13.243 / 2016), which amended the current innovation law (Law 10.973 / 2004), the so-called Scientific, Technological and Innovation Institutions (ICTs) in the case of the UFVJM, were challenged in order to establish their innovation policy, according to legally established goals and guidelines. In this perspective, this study has as general objective to propose considerations that can contribute to the debate with the university community aiming at perfecting the regulatory framework of the intellectual property policies and technological innovation of the UFVJM. In order to achieve this purpose, it was established as specific objectives to verify the compliance of the regulation of intellectual property policies and technological innovation of UFVJM with Law 10,973 / 2004 and discuss its relationship with the main issues addressed in the metajuridic scope of this work; and to evaluate the compatibility between the regulation of intellectual property policies and technological innovation of UFVJM with the needs of that university, based on the Institutional Development Plan - PDI of the institution. In this sense, methodologically, this research is descriptive, with a bibliographic and documentary bias, carried out in books, magazines, articles and internet pages. The bibliographical research, which bases this study, was developed with the contribution of several authors, mainly in the theoretical framework called Juridical and Metajuridic Scopes. On the other hand, documentary research was carried out with the foundation of the Constitution of the Federative Republic of Brazil of 1988, Law 9,279 / 1996, Law 9,394 / 1996, Law 10,973 / 2004, Law 17,348, of January 17, 2008 (Mining Law for Innovation), Determination of the Foundation for Support of Research of the State of Minas Gerais (Fapemig) n? 72, of August 13, 2013, Law n? 13.243 / 2016 and resolutions of the UFVJM. It was concluded by the need for the UFVJM to regulate its policy of intellectual property and technological innovation, in an integral form in a single document. It was also pointed out that the construction and regulation of such policies take into account the main needs of the UFVJM set forth in its Institutional Development Plan (IDP). Finally, it is recommended that the regulation of such policies seek to foster and consolidate the socioeconomic development of the UFVJM's region. Thus, it is expected that this work can contribute to the scientific, technological and intellectual development of this federal institution of higher education.

Esse trabalho justifica-se em raz?o de possibilitar uma an?lise acerca dos reflexos que a pol?tica de cotas pode proporcionar ? vida dos estudantes negros do curso T?cnico em Agropecu?ria do IFNMG - Campus Janu?ria. Objetivou-se por meio do estudo proposto, delinear o perfil social e a trajet?ria deste aluno cotista negro, oriundo de escola p?blica, bem como desenvolver uma an?lise da pol?tica de a??o afirmativa para o negro, incorporando a pol?tica de cotas como uma medida reparat?ria, compensat?ria e/ou preventiva que busca corrigir uma situa??o de discrimina??o e desigualdade infringida a este grupo. Busca-se ainda discutir os impactos da pol?tica de cotas no ingresso desses alunos, ap?s implanta??o da Lei n? 12.711 de 29 de agosto de 2012. A metodologia utilizada para a obten??o dos resultados deste trabalho ? marcadamente qualitativa, tendo sido escolhido como m?todo principal a pesquisa oral atrav?s de entrevistas semiestruturadas. A pesquisa permitiu depreender uma an?lise institucional da pol?tica de cotas focada nos aspectos de implanta??o, processos de releituras e operacionaliza??o da lei. Al?m disso, o estudo revelou que o programa de cotas tem favorecido a entrada de estudantes com perfil diversificado, posto que composto pelos diversos segmentos da sociedade. Atrav?s das narrativas, os entrevistados reconhecem que a ado??o da lei de cotas representou um ineg?vel avan?o em rela??o ? democratiza??o do ensino para os grupos historicamente exclu?dos, sobretudo negros e pobres, e contribuiu para o fortalecimento da identidade negra desses indiv?duos. / Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The affirmative policy of quotas, or reservation of vacancies, is considered one of the most important achievements of Brazilians in recent years, given its maturing character towards a democratic and equitable future for all. In light of reflections on the purpose of this affirmative action policy, and especially the impacts arising from this law, the interest arose in analyzing the profile of the black students, from a public school in the context of the Federal Institute of Education, Science and Technology of the North of Minas Gerais (IFNMG - Campus Janu?ria). The relevance of the study can be perceived by its timeliness, considering that the quota policy has proved to be a polemic subject and of great social repercussion. This work is justified because it allows an analysis of the reflexes that the quota policy can provide to the life of the black students of the Agricultural Technical Course of the IFNMG - Campus Janu?ria. The objective of this study was to delineate the social profile and trajectory of this black student, from a public school, as well as to develop an affirmative action policy analysis for blacks, incorporating the quota policy as a reparatory measure, compensatory and / or preventive action that seeks to correct a situation of discrimination and inequality that has been inflicted on this group. It also seeks to discuss the impacts of the quota policy on the entry of these students, after the implementation of Law 12.711 of August 29, 2012. The methodology used to obtain the results of this work is markedly qualitative, with oral research being chosen as the main method through semi-structured interviews. The research allowed to understand an institutional analysis of the quota policy focused on aspects of implementation, processes of re-reading and operationalization of the law. In addition, the study revealed that the quota program has favored the entry of students with a diversified profile, since it is composed of the various segments of society. Through the narratives, the interviewees recognize that the adoption of the quota law represented an undeniable advance in the democratization of education for historically excluded groups, especially blacks and poor people, and contributed to the strengthening of the black identity of these individuals.

Dessa forma, a burguesia imprime sua idiossincrasia sobre o mundo, falseando o pr?prio movimento real para legitimar a sociabilidade capitalista e seu padr?o de acumula??o de riquezas. Portanto, a extrema capacidade produtiva que elevou quantitativamente a fabrica??o de mercadorias, implicou numa nova sociabilidade consoante a tais ditames. Portanto, a sociedade da produ??o em massa, de maneira paradoxal, implicou na consolida??o de uma sociedade de consumo em massa que fizesse a demanda equiparar com a oferta. Nesse contexto surge o marketing como uma ferramenta de direcionamento do consumo atrav?s do est?mulo das demandas individuais ou da exacerba??o das necessidades. Para isso conta com uma s?rie de ide?logos, cuja figura principal situa-se em Philip Kotler, se valem de todo um arcabou?o ret?rico que justifique a exist?ncia n?o apenas do marketing, mas da pr?pria sociedade regida pela ordem do capital. Therefore, the mass production society, in a paradoxical way, implied in the consolidation of a society of mass consumption that made the demand equate with supply. In this context, marketing appears as a tool for directing consumption by stimulating individual demands or exacerbating needs. Utilizou-se uma pesquisa bibliogr?fica descritiva qualitativa. Os dados analisados mostram que no per?odo militar as universidades passaram por uma moderniza??o autorit?ria marcada por paradoxos e ambiguidades. A partir de 1964, o regime pol?tico adotou uma postura destrutiva e reformadora; em outros termos, a moderniza??o do ensino superior chegou escoltada por meios repressivos. O golpe de 1964 foi sustentado por um grupo de conservadores, liberais, reacion?rios, nacionalistas autorit?rios e at? reformistas moderados. Tratava-se de um movimento anticomunista que gerou expurgos capazes de afetar o campo progressista. Parte dos grupos golpistas concordava com as reformas, desde que n?o fortalecesse as lideran?as revolucion?rias. A direita aceitou o argumento reformista de que as universidades necessitavam de mudan?as, pois, ? frente destas, estavam catedr?ticos poderosos que geriam um sistema de produ??o de conhecimento fraco, cujos professores eram ap?ticos, e ainda havia insufici?ncia de vagas para os jovens. Esquerda e direita concordavam que era necess?rio modernizar e gerar mais conhecimento, por?m ambos os grupos apresentavam perspectivas diferentes. A pol?tica universit?ria idealizada pela ditadura foi se desenhando e, no come?o de 1970, resultou-se em embates entre grupos e opini?es divergentes. A reforma feita pelo regime militar procedeu sob press?es opostas de liberais, conservadores, militares, religiosos, intelectuais e professores universit?rios, somadas aos conselhos de norte-americanos, cujo cen?rio de fundo foi composto pela rebeldia estudantil. Programa de P?s-Gradua??o em Tecnologia, Sa?de e Sociedade, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / The objective of this dissertation is to analyze the college education, science and technology during the military era. We used a qualitative descriptive bibliographic research. The data analyzed show that through the military period the universities went through an authoritarian modernization marked by paradoxes and ambiguities. From 1964, the political regime has adopted a destructive and reformer position; in other words, the modernization of higher education came escorted by means of repression. The coup of 1964 was supported by a group of conservative, liberal, reactionary and authoritarian nationalists and even by moderate reformists. It was an anti-communist movement that generated purges capable of affecting the progressive camp. Part of the groups? scammers agreed with the reforms, provided that they did not strengthen the revolutionary leaders. The Right-wing accepted the reformist argument that universities needed changes because, ahead of them, were powerful professors who ran a weak system of knowledge production, whose teachers were apathetic, and there was a lack of jobs for young people. Left-wing and right-wing agreed that it was necessary to modernize and generate more knowledge, but both groups had different perspectives. The university policy devised by the dictatorship was drawing and, at the beginning of 1970, resulted in clashes between groups and divergent views. The reform made by the military regime preceded in opposite pressures by Liberal, conservative, military, religious, intellectual and university professors, in addition to North American councils, whose background was composed by the student rebellion. The authoritarian power of the leaders of the dictatorship settled the pressures and the different views, by having contradictory, sometimes conflicting policies.

ABSTRACT: This thesis analyzes the most important experiences in decentralized management of rural development programs in state of Rio Grande do Norte and looks forward to evaluate in which manner specific programs directed to rural poverty and familiar agriculture are contributing to strength community organizations and to increase the income levels of their memberships. It examines different meanings and multiple uses of decentralization process inside public organizations and on the management of rural development programs. It reconstitutes the characteristics of decentralization experiences on the rural development programs implementation in the state of Rio Grande do Norte. It examines specificities of the actual standard rural decentralized management of rural development policies, according to speeches of politic, syndicate, religious and communitarian leaders. It makes a comparative analyses between two of the most important rural development programs in Rio Grande do Norte, that is, the ?Projeto de Combate ? Pobreza Rural? (PCPR), financed by the World Bank, and the ?Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF)?, financed by the Brazilian Federal Government. These programs have been implemented by the federal, state and local governments with the participation of the civil society, organized on several institutions, like municipal councils, non-government organizations and civil associations. It concludes that the establishment of rural development decentralized program is not a new phenomenon; to the contrary, it is an ancient and recurrent one, which once more presents justified by decentralization and social participation speech. What is a new fact on that is to deepen the decentralization process, making it real through the transfer of financial resources and administration to local governments, municipal councils, non-government organizations and civil associations, demonstrating different institutional designs which may contributes to decentralize but also to centralize the traditional forms of local government. The exploratory analysis suggests the existence of different performances between the two programs or inside only one program, denoting the relative importance of some factors as: capable of planning, capable of giving technical assistance and the number of community organizations that execute projects as those ones that can explain this performance

The most typical case is the agribusiness. Rio Grande do Norte state has important role, because 90% of the output of the melon exported by Brazil is produced at Assu/Mossor?. The present work planned to verify the evolution of the culture of the melon produced at Assu/Mossor? area, from 1990 to 2003. Through descriptive research, utilizing the case study and documentary analysis of secondary data this work showed the evolution of the area reaped of melon in the pole Assu/Mossor?, the quantity produced of melon and of the value of the output of the melon between 1990 and 2003. The research verified that all of the factors studied show growth during the analyzed period, showing up the importance of the agribusiness for the region. However the analysis shows the vulnerability of the sector concerning external macroeconomics factors, such as the exchange rates. Showing the importance and/or dependence of the producers for public actions to development of the culture, that might be on areas like infrastructure, economics or taxes / Alguns setores no Brasil v?m ganhando proemin?ncia no mercado internacional, configurando-se em ?reas din?micas para o Pa?s. Atrav?s de pesquisa descritiva, utilizando-se de estudo de caso e an?lise documental de fontes secund?rias este trabalhou mapeou a evolu??o da ?rea colhida de mel?o no p?lo Assu/Mossor?, da quantidade produzida de mel?o e do valor da produ??o do mel?o entre 1990 e 2003. Several institutions, such as the City and State Power, multilaterals, governmental and non-governmental financial organizations, commonly refer to the success of such experiences. What success are they referring to? Is it recognized by family rural workers? What about institutional parts, how do they evaluate such experience? Is there legal continuity on such association structure? What kinds of gains have there been with such experiences? Has the association structure become any stronger? In search for demystifying the process, it has been made a research on classic and contemporaneous authors, as well as the interview of ten institutional parts, and twenty rural parts involved on the process, as well as the analysis of thirty-eight of the associations. It was concluded that the applied social public policies had resulted in heterogeneous social-economical process that has fulfilled the first step of a planning (not yet documented, but know by some institutional parts which lead, and still lead such social initiative). In the coming years the associations are to have a great potential for development, with the dams, as well as other projects. This persistence and external support, when integrated may have great deeds come to reality / Investigaram-se os resultados positivos das experi?ncias populares rurais organizadas socialmente ? constru??o das barragens sucessivas no Rio Espinharas em Serra Negra do Norte. Muitas institui??es, como o poder p?blico municipal e estadual, organiza??es governamentais e n?o governamentais e multilaterais de financiamentos referem-se ao ?xito destas experi?ncias. Assim, a que ?xito fazem refer?ncia? Este ? reconhecido pelos agricultores familiares ribeirinhos? E os atores institucionais, como avaliam a experi?ncia? H? continuidade legal no associativismo? Que tipos de ganhos ocorreram com esta experi?ncia? O associativismo fortaleceu-se? Buscando desmistificar o processo, fez-se um levantamento de autores cl?ssicos e contempor?neos e entrevistaram-se dez atores institucionais e vinte rurais envolvidos no processo, como, tamb?m, analisaram-se trinta e oito atas das associa??es. Desta forma coletaram-se dados relevantes.
