Previous issue date: 2007-09-27 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / The proposal of the Unified Health System Policy (SUS) has been considered one of the most democratic public policies in Brazil. In spite of this, its implementation in a context of social inequalities has demanded significant efforts. From a socio-constructionist perspective on social psychology, the study focused on the National Policy for Permanent Education in Health for the Unified Health System (SUS), launched by the Brazilian government in 2004, as an additional effort to improve practices and accomplish the effective implementation of the principles and guidelines of the Policy. Considering the process of permanent interdependencies between these propositions and the socio-political and cultural context, the study aimed to identify the discursive constructions articulated in the National Policy for Permanent Education in Health for the Unified Health System (SUS) and how they fit into the existing power relations of ongoing Brazilian socio-political context. Subject positionings and action orientation offered to different social actors by these discursive constructions and the kind of practices allowed were also explored, as well as the implementation of the proposal in Rio Grande do Norte state and how this process was perceived by the people involved. The information produced by documental analyses, participant observation and interviews was analyzed as proposed by Institutional Ethnography. It evidenced the inter-relations between the practices of different social actors, the conditions available for those practices and the interests and power relations involved. Discontinuities on public policies in Brazil and the tendency to prioritize institutional and personal interests, in detriment of collective processes of social transformation, were some of obstacles highlighted by participants. The hegemony of the medical model and the individualistic and curative intervention practices that the model elicits were also emphasized as one of the drawbacks of the ongoing system.

Previous issue date: 2017-02-21 / The public-private partnerships proposed since the Reform of the State, from the Fernando Henrique Cardoso government to the current one, are part of a group of reform goals that advocates a new model of public management focused on managerialism. One of the purposes of neoliberalism and the third way is that such partnerships can minimize public costs with social policies - not by guaranteeing the efficiency of private and philanthropic institutions, but by the precariousness of the service provided, the loss of the universality dimension and the distortion of the Citizen's rights. In this sense, laws have been created to encourage the development of non-governmental organizations, philanthropic business, voluntary service, social marketing and other activities to create an image that such services, when carried out by the private sector and philanthropic institutions, are more efficient and of better quality including the educational ones. In this context, the strategies of public-private partnerships were taken as the object of study, in order to rationalize public spending with social policies, especially with the Basic Education policy, reorienting the use of the public fund in favor of big capital. It was sought, in particular, to understand how the philanthropic schools of the municipality of Volta Redonda/RJ are reacting to the management reform of the State, its motivations and its management strategies. The purpose of the research is to explain the nature and dynamics of the public-private partnerships established between the State and philanthropic schools in the offer of Basic Education in Volta Redonda / RJ. It is a basic research, of qualitative analysis, of an explanatory character, which falls into the category of research of the survey type; In addition to semi-structured interviews and the application of questionnaires with public managers, managers of philanthropic institutions and presidents of social control councils. We also used, in addition to primary bibliographic sources for data collection, a descriptive analysis of the data collected in the interviews. As a result of the research, it is possible to point out that none of the papers found presented the same objectives and the clipping of the research object proposed here, based on a bibliographical survey about the subject investigated, carried out in the SciELO, Educ @, Anped and IBICT websites. Therefore, there is a lack of in-depth studies on this object of study. In addition, from the empirical research, we observed great incentives of the public power in directing the execution of the social policies for the philanthropic institutions, these incentives of fiscal, financial and legislative character. In conclusion, we recognize that the management reform of the state aims at maintaining bourgeois hegemony in a context of structural crisis of capital. The strategies of public-private partnerships and the privatization of social policies prevail, and the regulation of the performance of philanthropic institutions in the educational field serves to adjust their relationship with the state to meet the interests of bourgeois reconstitution.

There is a wide variety of studies related to the debates on land reform in Brazil in the
1950s and 1960s. However, most of them regard the federal government and the disputes
concerning the different interpretations on the Brazilian agrarian issue in the National
Congress. Furthermore, when the analyses focus these disputes from the states? specific cases,
they are generally oriented by the social actors? activities, such as social movements, the
Church, labor unions, among others. In this sense, the states governments? acts are interpreted
as a mere response to the mobilizations in favor of land reform.
This study, conducted in Rio Grande do Sul, aims to go beyond some of those
impressions. Based on a documentary research and interviews, it was possible to verify that
the emergence of local land reform mobilizations have had a meaningful relation with the
Leonel Brizola?s government representatives (1959-1963). This government has given
incentives to landless rural workers associations? formation, which were responsible by most
of the land demands in the state. From these groups? actions, the government mobilized some
articles from the state Constitution in order to meet this demand.
Therefore, this study analyzes the Leonel Brizola?s agrarian public policies. However,
facing the questions posed by this subject, it?s necessary to amplify the analysis field beyond
the limits of the government itself, exploring the construction of these constitutional articles,
as well as the formation process of groups responsible by the mobilizations, which produced
the necessary interdependence to the colonization projects? promotion.
Entretanto, grande parte deles diz respeito a an?lises

Previous issue date: 2017-05-12 / CAPES / Brazil has been active in implementing public policies aimed at improving and expanding forest-based environmental services. The concept behind the provider-receiver principle has evolved with the so-called Payment for Environmental Services Program ? PSA, promoting forest conservation and restoration actions and improving the economic and social conditions of the populations in the rural properties participating in the program. The objective of this study was to assess how the actual populations evaluate the environmental, economic and social efficacy of an ongoing program called ?Produtores de ?gua e Florestas ? PAF? (Water and Forest Producers) taking place in the town of Rio Claro, in Rio de Janeiro State. The project is 8 years old and follows the guidelines established by the National Water Resources Policy in the pursuit of environmental benefits such as improving water production and water quality in the Guandu Watershed by way of initiatives aimed at forest conservation and restoration. For this purposes of this study, we utilized social participation techniques such as non-structured interviews and participative research, resulting in the collective agreements generated by the survey. The study evidenced that the project has technical weaknesses such as lack of monitoring for field activities and lack of inspection for fighting illegal hunting and forest fires. The economic weaknesses were the premiums paid to rural producers who make their land available for the execution of the project. This last weakness could be eliminated if the project could use the funds generated by the Green ICM tax. The study also revealed opportunities that could be tapped with the perception of other weaknesses found such as the lack of a local market for the production of seedlings of species that are native to the Atlantic Forest. There is a desire on the part of rural producers to supply the local market with seedlings, thus meeting the demand of the PAF. One noteworthy aspect was the absence in the UGP (Project Management Unit) of the most important actors at the decision making core of the project: the rural producers themselves. The studies reveal a generalized belief that the PSA project has been fulfilling its primary objective, i.e., the conservation and restoration of forests, assisted by its major ally: an increasing environmental awareness on the part of the participating farmers.

Previous issue date: 2007-06-15 / This work was developed in the extent of the Post Graduation Program in Social Service of the Federal University of Rio Grande do Norte. It talks about the process of inclusion of the disabled people in the Job market in Mossor?-RN, bringing for the academic debate relevant thematic for the Brazilian society, for the profession of Social Service and similar areas and
for the people with deficiency. It has the objective to apprehend the determiners that make possible the process of the disabled people's inclusion in the Job market in Mossor?, having as parameter the National Politics for the Integration of People Bearers of Deficiency. The
critical theoretical perspective is backed in Marx's ideas for the understanding concerning the work, as well as in Pochamann, concerning the job market, regarding the exclusion/inclusion category is based in Martins, Yasbek and Sposati and on deficiency in the National Politics
for the Integration of the Disabled People. The research is of qualitative nature and it took as subjects 26 (twenty-six) people, being 09 (nine) people with deficiency, inserted in the formal job and regulated market, and 17 (seventeen) managers of private companies and public
institutions of the city of Mossor?-RN. For the collection of data we used techniques of nonsystemic observation, semi-structured interview and documental analysis. The results of the research mark that any modality of the human workforce used in the current context, they are
functional to the capitalism and they move forward towards exploration, alienation and subordination of the work to the capital; the National Politics for the Integration of the People with Deficiency expresses and reproduces the contradictory dynamics of the class society, it
reflects the neo liberal shades through the selectivity and of the articulation among the federated beings and organizations of the civil society for its operational system; there is a misproportion between the percentages of the quotas and the amount of people with deficiency inserted in the job market, just corresponding to a tiny numeric magnitude; the developed activities are of low social status and it is expressive the amount of workers that receives between one and two minimum wages. These data drive us to infer that the mentioned politics make possible, partly, the inclusion of the disabled people in the job market, though, such inclusion is executed in the selective or focused dimensions, marginal, precarious and unstable / Este trabalho foi desenvolvido no ?mbito do Programa de P?s-Gradua??o em Servi?o Social da Universidade Federal do Rio Grande do Norte.
de observa??o assistem?tica, entrevista semi-estruturada e an?lise documental.

The theoretical-methodological refers to the capacity of apprehension of the method and of the theories and, consequently, of the relationship that does with the practice. The dimension ethical-politics concerns the development of the capacity of analyzing the society and the own profession as field of contradictory forces, being considered the character eminently political of the professional exercise, as well as the professional's conscience concerning the social direction that prints in your intervention. And the technician-operative dimension refers more strictly to the technical elements and you score for the development of the intervention. Previous issue date: 2009-07-10 / This discourse analyzes the technical assistance concerning the rural settlement, which is seen as a demand of the social movement that claims for agrarian reformation, and is a goal of II PNRA, launched in may 2004, as a essential national public politics on process of building and consolidation of settlement and familiar agriculture, proposing the return of technical assistance service and rural extension in Brazil, which were started in the and of 1940 s. We analyze, in particular, the technical assistance program, social and environmental agrarian reformation, on model settlement, a program created, especially, to the rural settlements, coordinated by INCRA. Based on the documental analyze and local study, it is noticed that the experience of technical assistance implemented on model settlement shows the non continuation and fragility on technical assistance actions to rural workers. This context goes against the lately technical assistance governmental apparatus, which ensures to make settlements stronger, to support and to get important the familiar agriculture system. This way, technical assistance execution, trough the tertiary service, follows the neoliberal strategy and, the State, besides decreases the estimate to public politics, takes its actions control from the State to the shared control through partnership and transferring of responsibility, expressing its historic lack of attention to the worker class demands.

Previous issue date: 2010-04-30 / The work of the professional of social worker in social security policy, it is seen wrapped in an adverse situation to consolidate the ethical-political project work, marked by the materialization of the neoliberal policy essentially promotes the reduction of social rights historically achieved by the class struggle worker. In this sense, with the aim of analyzing the statement of work of the Social Worker in Social Security, their struggles and challenges to the realization of rights, against the current situation is that it renders the theoretical basis of the discussions to be fought. Thus, we performed procedures such as methodological research literature and documents in detail of our analytical categories in order to base the discussion on social security policy. The survey area covered was the Executive Management of Social Security Mossor? and Natal, representing a total of 07 (seven) surveyed social workers who
work in the Department of Social Work. Thus, the research allowed us a comparison with the work of Social Workers and this allowed us to reach some conclusions: first, the fact that Social Security does not guarantee in its entirety, the conditions
necessary for the work of Social Worker, taking into account the lack of human and material resources for its realization, and the virtual absence of professional secrecy, and second, that the social workers surveyed say the ethical-political project of Social Work, in exercise professional from engaging in projects and social movements related to the protection of social rights and working class, thirdly, that the statement of professional design, contributes to the formation of a new professional activities, based on an analysis of whole and an action more interventionist, critical and purposeful, able to relate to the interests of users who seek their services, the consolidation and socialization of social rights. Thus, the direction of the work of professional of social worker to support the theoretical and methodological maturity in recent years acquired the expertise and ethical-political daily, consolidated its space in claiming social security institution, the rights so hard fought in an environment grounded in the disintegration social struggles / O trabalho profissional do/a assistente social na pol?tica previdenci?ria, v?-se envolto numa conjuntura adversa ? consolida??o do projeto ?tico-pol?tico profissional, marcada pela materializa??o da pol?tica de cunho neoliberal que promove essencialmente a redu??o dos direitos sociais historicamente conquistados pela luta da classe trabalhadora.

Previous issue date: 2005-07-22 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / This research presents the labors developed by the Social Service unto socially excluded HIV/Aids positives at public hospitals in Rio Grande do Norte (RN). It purposes to identify and to analyze the demands brought by the holder onto the Social Service professional as well as the challenges the latter face to minister to the former. It privileges, from the methodological viewpoint, the qualitative and quantitative analysis with the application of questionnaires, direct observation, semi-structured interviews and bibliographic references. Data were collected from 12 (twelve) social assistants who work at Giselda Trigueiro Hospital in Natal (7) and Rafael Fernandes Hospital in Mossor? (5). The central hypothesis that guided this study is that the social inclusion/exclusion process experienced by the HIV/Aids positive on society implies a demand for the Social Service that is inserted in the public health context (specially in HIV-referred public hospitals), whose agents, however, when attempting to answer those demands, meet obstacles due to both the precariousness of public health services and the social complexity that concerns the HIV/Aids epidemic. Results point out that, de facto, the HIV/Aids epidemic, because of the social exclusion/inclusion process to which the holder is subject results a demand for the social agents at hospitals. Demands rise principally from the patient s life condition, considering the increasing pauperization in the epidemic context. As to what it is concerned, social assistants, responding to the needs, come across concrete twofold challenges: the illness in itself, for all social, negative aspects that make part of quotidian life of holders; and the precarious state of the public health service in RN State, since that working conditions are unsatisfactory / A pesquisa apresenta o trabalho desenvolvido pelo Servi?o Social com os portadores de HIV/AIDS exclu?dos socialmente, nos hospitais p?blicos do Estado do Rio Grande do Norte (RN).

Previous issue date: 2008-12-18 / It is noticeable that pressure, tension and overwork are frequent in health professionals routine. The work related to the ward area demands deep attention and surveillance. Because of that, it is essential to have a specific look at the humanization directed at health professionals, considering that taking care of other human beings is the essence of their job. This study has
analyzed the psychic health levels, as well as the stress health professionals are submitted to, providing a debate about the humanization in 06 public hospitals (03 of them awarded by actions of humanization, and 03 not awarded)
in Rio Grande do Norte state, Brazil. A study with 126 active health professionals (doctors, nurses, psychologists, nutritionists and social workers)
in ward areas in their respective institutions was carried out. The thesis presented, with multi-disciplinary characteristic, counted on the support of statisticians (to calculate samples and data analysis), psychologists, social workers and administrators (linked to the human resources sector in each hospital). A cross-sectional study was performed, taking into consideration both
quantitative and qualitative factors. The tools used for that were a semistructured questionnaire with socio-demographic characteristics, work and humanization; Lipp's Stress Symptoms Inventory for Adults (ISSL), and the
Goldberg s General Health Questionnaire (QSG). The workers are predominantly women (84,9%), married (54,8%), between 46 and 55 years old (40,5%), working in the same institution for more than 20 years (22,2%), and between 16 and 20 years (20,6%), respectively. They work 40 hours a week (71,4%) and have multiple jobs (61,9%). Although most of these individuals global psychic health is in a good level, there are a significant number of people that is gradually getting worse concerning psychic stress (F1) showed by QSG (54,7%), and stress showed by ISSL(42,1%). Observing the categories, nurses (41,5%). Nutritionists (20,8%), doctors and social workers (18,9%), were among
the most affected. About general health (F6), 63% of the awarded hospitals and 70% of the not awarded ones, presented good health levels (ranging from 5 to 50%). It was also noticed that, in the groups mentioned above, 25 and 20% respectively, were inserted in scores between 55 to 90%, what means that they are in worsening phase. The fact that the hospital is awarded or well recognized
doesn t interfere in health professionals stress level and in their psychic health. Through what was heard from these individuals, it was possible to verify that
they know little about humanization, once few of them identify or know that the service they offer is in an adoption process by Ministerial Policies. It was also
detected the necessity of developing actions aimed at worker s health. Such results showed the importance of have more investments in programs that are directed to workers well-being, because they deal with other people s health and it is known that it is difficult for them to offer high-quality assistance if there are not suitable physical, psychological and material conditions to help them develop their jobs. As a warning, it is fair to say that investments in actions that provide humanized care to health professionals, mainly concerning preventive
