Falar de Economia Solid?ria ? pensar na for?a de trabalho como produtora de riquezas materiais e, sobretudo, subjetivas, para tanto ? preciso levar em conta que nessas rela??es convivem diferentes tipos de pr?ticas que englobam emo??es, estilos de vida, gentilezas etc. Essa pesquisa teve como objeto de estudo a avalia??o da efetividade da pol?tica p?blica de Economia Solid?ria, na Microrregi?o de Angicos/RN, demonstrando como a Economia Solid?ria tem incentivado o desenvolvimento, n?o somente como uma mola propulsora para o crescimento econ?mico, mas como a expans?o das capacidades e liberdades. A Economia Solid?ria tem v?rias defini??es, e apesar de ter sua origem no movimento cooperativista, ? um conceito em constru??o. Focada na discuss?o sobre as pol?ticas p?blicas, ? entendida ora como proposta de empregabilidade, ora como geradora de trabalho e renda, refletindo seu polimorfismo. As teorias e conceitos trabalhados por Amartya Sen s?o uma importante ferramenta anal?tica para entender a Economia Solid?ria enquanto estrat?gia de desenvolvimento. Ao falar das liberdades instrumentais, a teoria Senniana contribui para a reflex?o sobre como os participantes das a??es socioecon?micas est?o se tornando agentes ativos da mudan?a de suas pr?prias liberdades. Talk about it is to think in the workforce as a producer of material wealth and, above all , subjective , therefore it is necessary to take into account that these relations coexist different types of practices that encompass emotions , lifestyles , etc. This research has as an object of study evaluating the effectiveness of public policy for Solidarity Economy, microrregion Angicos / RN, demonstrating how the Solidarity Economy has encouraged the development not only as a driving force for economic growth, but as the expansion capabilities and freedoms. The Solidarity Economy has several definitions, and despite having its origin in the cooperative movement, is a concept under construction. Focused on the discussion of public policy, is now understood as a proposal for employability, either as a generator of employment and income, reflecting its polymorphism. Theories and concepts developed by Amartya Sen is an important analytical tool for understanding the Solidarity Economy as a development strategy. When speaking of instrumental freedoms, Senniana theory contributes to reflection on how participants socioeconomic actions are becoming active agents of change i n their own freedoms. The analysis was based on the discussion of development beyond economic bias, using the lines of the vari ous local stakeholders with PCPR II, p hase 2, for microrregion Angicos / RN, comprising: public managers, technical advisors and beneficiaries of the program rural poverty alleviation. Besides the discussion of the economic organization of the RN and its spatial distribution, the survey brings the result that the Solidarity Economy in microrregion Angicos / RN contributed to the dev elopment as freedom, proving the effectiveness of public policy by allowing an improvement in the quality of life, enabling efetivations, even without major proportions.

Natal capital do Rio Grande do Norte se insere nesse contexto por meio do projeto de mobilidade urbana interligando a Zona Norte da cidade ao Est?dio Arena das Dunas, financiado pelo PAC da Copa 2014, denominado Corredor Estrutural Oeste, que passa pela Zona Oeste da cidade cortando uma Mancha de Interesse Social e propondo aproximadamente 400 desapropria??es. A presente pesquisa questiona como se apresentam as estrat?gias e mecanismos de integra??o entre o projeto de mobilidade do Corredor Estrutural Oeste e a Habita??o de Interesse Social atingida por esse projeto. Parte da hip?tese de que os projetos financiados pelo PAC da Copa 2014 / Mobilidade Urbana para Natal/RN apresentam diversas lacunas quanto ? integra??o com a pol?tica de habita??o de interesse social no planejamento dessas obras, apesar da Pol?tica Nacional de Desenvolvimento Urbana preconizar tal integra??o. Nos resultados foram destacadas 3 estrat?gias no processo de elabora??o do projeto visando a integra??o entre as referidas pol?ticas: (i) a integra??o entre as secretarias municipais envolvidas no projeto; (ii) a integra??o urbana da cidade; e (iii) a integra??o da pol?tica p?blica ou a pol?tica p?blica integrada. Para cada estrat?gia, destacou-se um dos principais mecanismos utilizados para alcan?ar a integra??o no projeto. O mecanismo, contudo, em seu processo de funcionamento/ implementa??o no estudo emp?rico apresentou diversas contradi??es e conflitos que acabam por compor lacunas na integra??o entre o projeto de mobilidade e a ?rea de habita??o atingida. / The public political investments of urban mobility financed by PAC of Cup 2014 have developed discussions and questions by the civil society in Brazil expecting positive results to the urban infrastructure referring to the possible human rights violation and, specially, rights of habitation related to the removing/expropriation noticed. Natal, capital of Rio Grande do Norte, is into this context, due to the urban mobility project linking North Zone of the city to the Arena das Dunas stadium, financed by the PAC of Cup 2014, named West Structural Corridor, that crosses a field of social interest and proposes almost 400 expropriations. This research analyzes how strategies and mechanisms of integration were presented between the mobility project of West Structural Corridor and the Social Interest Habitation affected by this project. We have as hypothesis those projects financed by PAC of Cup 2014/Urban Mobility to Natal/RN present many problems related to the integration of social interest to the housing project, however the National Politics of Urban Development has planned this integration. As a result we detach 3 strategies in the elaboration process about the integration of those politics: (i) integration between municipal secretaries involved in this project; (ii) urban integration of the city; and (iii) integration of public rules or public politics integrated. For each strategy were presented the main mechanisms used to establish the integration of the project. Those mechanisms, however, in this process of establishment/implementation of the empirical research, presented many contradictions and conflicts that compose problems to the integration between the mobility project and the housing area affected.

Os principais resultados relacionados ?s capacidades t?cnicas -administrativas e pol?ticas encontrados foram: infraestrutura com fragilidade em recursos humanos, tecnol?gico e financeiros; coordena??o intragovernamental com limites entre o PBF e o SUAS, e as a??es da condicionalidade da sa?de e Aten??o B?sica do SUS; coordena??o intergovernamental realizada em parte a dist?ncia por limita??es de deslocamento e incipiente descentraliza??o regional das a??es; monitoramento baseado nos munic?pios de menor desempenho e a partir dos par?metros postos pelo governo federal. Dito de outro modo limita??es das pr?prias capacidades estatais dos governos estaduais e dos governos municipais de cada territ?rio, tais como insufici?ncia quantitativa e de qualifica??o de recursos humanos, de recursos financeiros e institucionais, a falta de inst?ncia promotoras de descentraliza??o (intergovenamental e intragovernamental) al?m da fragilidade ou aus?ncia de uma rede de servi?os sociais locais s?o tamb?m fatores explicativos do desempenho de gest?o do Programa e, as capacidades estatais dos arranjos formados por estados e munic?pios no PBF, apenas, de modo parcial d?o conta da complexidade de articula??es que envolvem a implementa??o do programa no que se refere ?s a??es intergovernamentais e intragovernamentais. / This thesis aims to understand the extent to which state capacities of state governments explain the effectiveness of the implementation of Programa Bolsa Fam?lia (PBF) in the Northeast, adopting the implementation of the theory as the main theoretical lens and more specifically the concept of state capacity. Methodologically is a study of public policy evaluation, and categorized as a process of evaluation study or implementation. Given the specificity of the object is classified as a multi case study research covering the states of Sergipe, Rio Grande do Norte and Bahia. In addition to using secondary data, the study used semi-structured interviews with members of Intersectoral Committees responsible for the actions of PBF and the Cadastro ?nico at the state level, composed of representatives of the areas of the state government of Social Welfare, Education and Health. the main findings related to technical and administrative capacities and policies were found: infrastructure with weakness in human resources, technological and financial resources; intra-governmental coordination with boundaries between PBF and Unified Social Assistance System , and the actions of conditionality of health and Health Unic System Basic Attention; intergovernmental coordination carried out mostly by the distance limitations of displacement and incipient regional decentralization of actions; based monitoring in the municipalities of lower performance and from the parameters placed by the federal government and political capacities; representative political system is hardly accessed by instances of program management; minor social participation and low articulation with related issues advice to PBF; audit control by any outside agencies. The thesis concludes that depending on the capabilities found implementing weaknesses are not unique to the program's actions, but from the very institutional capacity of the systems in which it operates that are the Unified Social Assistance System, the Health Unic System and the Educational System. In other words limitations of their own state capacities of the state governments and the municipal governments of each territory, such as quantitative insufficiency and qualification of human resources, financial and institutional resources, lack instance promoting decentralization (Intergovernmental and intra-governmental) as well the weakness or absence of a network of local social services are also factors that explain the program management performance and state capabilities of arrangements formed by states and municipalities in the PBF, only to partially deal with the complexity of joints involving Implementation of the program with regard to inter and intra-governmental action.

A operacionaliza??o deste objetivo se deu atrav?s dos seguintes objetivos espec?ficos: a) caracterizar o perfil dos egressos do PPGA da UFRN quanto a motiva??o para o uso do Portal de Peri?dicos da CAPES; b) identificar os aspectos positivos e as dificuldades percebidas pelos egressos no processo de busca da informa??o no Portal de Peri?dicos da CAPES; c) identificar o grau de satisfa??o dos egressos no processo de busca da informa??o no Portal de Peri?dicos da CAPES; d) verificar o uso das informa??es obtidas pelos egressos ao acessarem o Portal para desenvolvimento de suas atividades acad?micas. A pesquisa ? do tipo descritiva, empregando uma estrat?gia metodol?gica mista, com predom?nio da abordagem quantitativa. A coleta de dados foi feita atrav?s de um question?rio online (websurvey). Para a an?lise quantitativa dos dados, foi empregado o m?todo estat?stico. Para a an?lise qualitativa, foi adotado o modelo te?rico-metodol?gico Sense Making de Brenda Dervin e a an?lise de conte?do das quest?es abertas. A amostra investigada foi composta por 90 egressos do PPGA da UFRN que defenderam suas disserta??es/teses no per?odo entre 2010-2013, representando 88% dessa popula??o. Quanto ao perfil dos egressos, a an?lise evidenciou que inexiste diferen?a quantitativa significativa no tocante ao sexo. Por?m, percebeu-se a predomin?ncia dos egressos do sexo masculino com idades entre 26 e 30 anos, enquanto que no sexo feminino, a maioria concentrou-se entre 31 e 35 anos. A maioria dos egressos tem forma??o em n?vel de mestrado e em sua maioria obtiveram bolsas para cursar sua p?s-gradua??o. Atestou-se tamb?m que a imensa maioria dos respondentes disseram ter utilizado o Portal durante sua p?s-gradua??o, sendo que os principais motivos apontados para seu n?o uso foram: a prefer?ncia por acessar outras bases e a falta de conhecimento do Portal. Observou-se que o material informacional mais utilizado no Portal foram as disserta??es/teses. Os dados tamb?m indicaram que a maior dificuldade para suprir as necessidades de informa??o, atrav?s do uso do Portal, foi o acesso ao texto completo. Destaca-se, tamb?m, que todos os que disseram ter utilizado o Portal, tamb?m afirmaram ter buscado outras fontes eletr?nicas para suprirem suas necessidades de informa??o. No que se refere ao uso das fontes de informa??o pesquisadas fora do Portal, foram identificadas fontes tais como: monografias, disserta??es, teses. Tamb?m ficou em evid?ncia que a fonte de informa??o eletr?nica mais utilizada foi a Scielo. Os resultados revelaram, portanto, que, em rela??o ao acesso e uso do Portal de Peri?dicos da CAPES, o Portal tem sido utilizado de forma regular durante a p?s-gradua??o, mas os egressos tamb?m acessam outras fontes de informa??o eletr?nicas para suprirem suas necessidades de informa??o. O estudo tamb?m comprovou a importante miss?o desempenhada pelo Portal para produ??o da comunica??o cient?fica brasileira, embora os usu?rios tenham reportado a necessidade de melhora de alguns aspectos, para que seu uso seja mais intenso, tais como: realiza??o de treinamentos peri?dicos para divulgar, incentivar e ensinar a utilizar o Portal de modo mais eficaz; investimento na amplia??o do acervo destinado ? ?rea de Ci?ncias Sociais Aplicadas e implementa??o de processos cont?nuos de avalia??o da satisfa??o dos usu?rios em rela??o aos servi?os prestados. / The Brazilian CAPES Journal Portal aims to provide Information in Science and Technology (IST) for academic users. Thus, it is considered a relevant instrument for post-graduation dynamics and the country?s Science and Technology (S&T) development. Despite its importance, there are still few studies that focus on the policy analysis and efficiency of these resources. This research aims to fill in this gap once it proposes an analysis of the use of the CAPES Journal Portal done on behalf of the master?s and doctoral alumni of the Post Graduate Program in Management (PPGA) at the Federal University of Rio Grande do Norte (UFRN). The operationalization of the research?s main objective was possible through the specific objectives: characterize graduate profile as CAPES Journal Portal users b) identify motivation for the use of CAPES Journal Portal c) detect graduate satisfaction degree in information seeking done at CAPES Journal Portal d) verify graduate satisfaction regarding the use of the CAPES Journal Portal e) verify the use of the information that is obtained by graduates in the development of their academic activities. The research is of descriptive nature employing a mixed methodological strategy in which quantitative approach predominates. Data collection was done through a web survey questionnaire. Quantitative data analysis was made possible through the use of a statistical method. As for qualitative analysis, there was use of the Brenda Dervin?s sense-making approach as well as content analysis in open ended questions. The research samples were composed by 90 graduate students who had defended their dissertation/thesis in the PPGA program at UFRN in the time span of 2010-2013. This represented by 88% of this population. As for user profile, the analysis has made evident that there are no quantitative differences related to gender. There is predominance of male graduates that were aged 26 to 30 years old. As for female graduates, the great majority were 31 o 35 years old. Most graduates had Master?s degree scholarship in order to support their study. It was also seen that the great majority claim to use the Portal during their post graduation studies. The main reasons responsible for non use was: preference for the use of other data bases and lack of knowledge regarding the Portal. It was observed that the most used information resources were theses and dissertations. Data also indicate preference for complete text. Those who have used the Portal also claimed to have used other electronic information fonts in order to fulfill their information needs. The information fonts that were researched outside in the Portal were monographs, dissertations and thesis. Scielo was the most used information font. Results reveal that access and use of the Portal has been done in a regular manner during post graduation studies. But on the other hand, graduates also make use of other electronic information fonts in order to meet their information needs. The study also confirmed the important mission performed by the Portal regarding Brazilian scientific communication production. This was seen even though users have reported the need for improvement in some aspects such as: periodic training in order to promote, encourage and teach more effective use of the portal; investment aiming the expansion of Social Sciences Collection in the Portal as well as the need to implement continuous evaluation process related to user satisfaction in regarding the services provided.

A destina??o e disposi??o final inadequada do RSU resultam em graves problemas socioambientais e desperd?cio de materiais que podem ser usados em reciclagem ou reaproveitamento, al?m de trazer enormes desafios para a estrat?gia da Gest?o Ambiental Urbana, considerando a edifica??o da Cidade Sustent?vel. Diante disso, o presente trabalho procura avaliar a problem?tica do RSU sob a perspectiva jur?dico-ambiental, considerando as pol?ticas p?blicas ambientais e as tecnologias sociais como t?ticas para a resolu??o dessa problem?tica. Assim, mediante a an?lise de leis, textos cient?ficos e a doutrina do Direito Ambiental, pertinentes ? tem?tica, a proposta apresentada ? uma pesquisa de metodologia interdisciplinar, com m?todo bibliogr?fico, acerca dos aspectos te?ricos das diretrizes jur?dico-ambientais, das pol?ticas p?blicas e das tecnologias sociais. Tal pol?tica normativa ? imprescind?vel ? capta??o de recursos econ?micos do Governo Federal (Minist?rio das Cidades; idem, Decreto federal n. 7.404/10 e Lei federal n. 10.257/2001) para a preserva??o do meio ambiente, desenvolvimento regional, gera??o de emprego e renda (art. 6?), al?m do custeamento de empresas privadas especializadas no gerenciamento do RSU. Portanto, a pesquisa analisa a possibilidade de gest?o ambiental de res?duos s?lidos frente ao bin?mio desenvolvimento e sustentabilidade no espa?o urbano. / rates in the Brazilian cities, which time there is an inexistent theoretical reflection about public policy statement adding the way of Urban Solid Waste (USW) and tailing integrated management plans in the majorly Brazilian cities. The unappropriated solid waste disposal and final pollution result in a strong socioenvironmental problems and material extravagancies that should be used to recycling and reusing waste material, besides bringing immense challenges for the thematic Strategy Urban and Environmental Management it considers the Sustainable City Model. Moreover, this labor projects a discussion about USW problematic through legally and environmentally point of view, including the public environmental policy and the social technologies as resolution tactics. At that time, it reports rights, scientific articles, documents and Environmental Law Doctrine on findings thematic studies, also the propose displays an interdisciplinary research methodology which combines bibliographic method - focusing theory aspects of the legally environmentally guiding principle, public policy and social technologies. Those are theorist features very important to create a Municipal Integrated Solid Waste Management Plan (PMGIRS) - modus operandi of the Federal Law n. 12.305/2010 (National Solid Waste Policy - PNRS). That policy is interesting to receive financial resources from federal government (Cities Ministry; idem, Federal Decree n. 7.404/2010 and Federal Law n. 10.257/2001) helping the preservation of the environment, regional development, generation of jobs and income (art. 6?), in addition broadening spreading?s private companies dedicated to waste management. Consequently, the PNRS contains a set of guidelines and general procedures; it should be an operation of this legal policy contextualized by Social Technologies theory (TS) into social issues, legal, economic and environmental aspects. Therefore, this research notes the possibility of public policy statement implementation over and done with the PNRS by the terms of development and sustainability in the urban space.

Through out the country many institutions look for to fit themselves in such documents. On the other hand, other IES (Superior Education Institutions), when they are setting up such courses they looked for to be adequate to the new public politics. Based on the National Curricular Norms to form teachers for Basic Education, in tertiary level, in 2004 it was created at the CEFET-PB,the Chemistry Course (Licenciatura) to prepare people to be teachers, whose organization. This work presents the results of a research of phenomenological nature that aimed to comprehend the teachers opinions, in the range of discussions about the current politics of formation, particularly related to the CNE/CP 1 and CNE/CP 2/2002 resolutions. This work based on the curricular proposal for the Chemistry Course (Licenciatura), presents the relationship between the probationary period and the teaching practice at the CEFET-PB, in order to contribute for a reflection about these categories to clarify the teachers of the course. It started from the consideration of all changes operated in contemporary society implies changes on teacher's pedagogical practices. It was used tow instruments for the data collection: a questionnaire with open and closed questions and recordable interviews. Nine teachers form the CEFET-PB took apart and four licensed teachers. It was based in a theoretic frame as a support for discussions about the different models of teachers formation. We concluded that the representations of teachers about probationary period the practice on the activity for the teachers formation was strongly anchored in characteristic elements of the formative tendency of a institution that historically acted on a technician formation, and the results pointed to strong signs of attitudes based on a model of the technical rationality / Os documentos legais brasileiros est?o orientando a reformula??o dos cursos de forma??o de professores. Em todo o pa?s muitas institui??es procuram se adequar a tais documentos. Outras Institui??es de Ensino Superior IES j? na implanta??o dos cursos procuravam se adequar ?s novas pol?ticas p?blicas. Com base nas Diretrizes Curriculares Nacionais, para a forma??o de professores da Educa??o B?sica, em n?vel superior, cria-se em 2004 o Curso de Licenciatura em Qu?mica no CEFET-PB, cuja organiza??o curricular atende as solicita??es dos documentos legais. Este trabalho apresenta os resultados de uma pesquisa de natureza fenomenol?gica que visou compreender as opini?es de professores, no ?mbito das discuss?es sobre as atuais pol?ticas de forma??o, particularmente as relativas ?s resolu??es CNE/CP 1 e CNE/CP 2/2002. The research is exploratory and descriptive, qualitative approach. Data were collected through document analysis and the interviews with the managers of the Program in Health Department and Hospital beyond the questionnaires with the home care teams and technical management unit of Hospital Jobs. The information were treatment trough categories that analyzed to implemented actions and program objectives. The results show that: the practices carried out by the host teams produce the humanization of care by seeking to ensure access to health services and solving human form; networks of health care are not yet finalized hindering the referral of patients to other units, the networks allow support from other institutions to minimize the problems encountered, the management unit vacancies allows the reduction of costs, mainly by regulating beds and record of health initiatives in home care assists in the monitoring and evaluation process of the Services Home Care / Programa Melhor em Casa primarily the epidemiological profile and patients individual treatment plan. Concludes that most of the actions implemented by the Hospital contribute to the effectiveness of the goals of Programa Melhor em Casa / Esta disserta??o busca compreender como as a??es gerenciais implementadas pelo Hospital Monsenhor Walfredo Gurgel no munic?pio do Natal promovem de forma eficaz os benef?cios do Servi?o de Aten??o Domiciliar/ Programa Melhor em Casa. A pesquisa tem natureza explorat?ria e descritiva, com abordagem qualitativa. Os dados foram coletados atrav?s da an?lise documental e com a realiza??o de entrevistas com os gestores do Programa na Secretaria Estadual de Sa?de e no Hospital al?m da aplica??o de question?rios com as equipes de aten??o domiciliar e com os t?cnicos da unidade de gerenciamento de vagas do Hospital. No tratamento das informa??es foram analisadas categorias vinculadas ?s a??es implementadas e aos objetivos do programa. A interven??o do poder judici?rio no acesso a medicamentos no Rio Grande do Norte: uma an?lise sob a ?tica das pol?ticas nacionais de medicamento e de assist?ncia farmac?utica

To fulfill this necessity , data collection was performed on the website by the Tribunal Rio Grande do Norte - TJ RN ( Rio Grande do Norte Court) , in 2012 . It was obtained 115 judgments, which were analyzed in order to generate Monitoring Indicators from lawsuits and conduct content analysis proposed by Bardin (2006). The results showed that : a) 100 % of the decisions were favorable to the author , b) 76 % of decisions were requests by the trade name of the drug , c) only one drug (eculizumabe) had not granted by ANVISA , d) 36 % of drugs were present in the list of standard medicines in SUS , 16 % of primary care block and 20 % of specialized component , e) 76 % of the decisions presented the request of at least 01 non-standard medicine. With regard to decentralization of PNM and PNAF we observed a commitment to this principle at judicial decisions, to see that municipalities and states are often forced to buy medicines of responsibility from another federal entity or other tertiary units as CACONs and UNACONS. The content analysis revealed that the argument from the judges used when you utter their decisions was that the right to health is recognized by Brazilian law as a fundamental right and should be guaranteed by the State for all its citizens. So, health is more than budgetary constraints of federal entities, which are severally liable for lawsuits , regardless the medication requested belongs or not to a particular block of a pharmaceutical assistance funding. Given these data, it is observed that there are gaps in the judgment when it comes to the insertion of the words and principles of PNM and PNAF, creating then the need for greater dialogue between the executive and judicial, so that they may consider relevant the effectiveness and application of such principles to minimize the negative consequences of the phenomenon of health judicialisation. Keywords: Judicialisation, Medicines, Public Policy, Pharmaceutical Care / O presente estudo objetivou avaliar a inser??o dos princ?pios das Pol?ticas Nacionais de Medicamentos-PNM e da Assist?ncia Farmac?utica-PNAF no julgamento de a??es judiciais envolvendo medicamentos. Para atender tal anseio, a coleta dos dados foi realizada no s?tio eletr?nico do Tribunal de Justi?a do Rio Grande do Norte-TJ-RN, no ano de 2012. Obteve-se 115 decis?es judiciais, as quais foram analisadas, a fim de calcular os Indicadores de Monitoramento de demandas judiciais e realizar a an?lise de conte?do proposta por Bardin (2006). Os resultados demonstraram que: a) 100% das decis?es foram favor?veis ao autor, b) 76% das decis?es tinham solicita??es pelo nome comercial do medicamento, c) apenas um medicamento (eculizumabe) n?o tinha registro na ANVISA, d) 36% dos medicamentos estavam presentes na lista de medicamentos padronizados no SUS, sendo 16% do bloco de aten??o b?sica e 20% do componente especializado, e) 76% das decis?es apresentavam a solicita??o de pelo menos 01 medicamento n?o padronizado. Com rela??o ao processo de descentraliza??o da PNM e da PNAF observa-se comprometimento desse princ?pio no momento das decis?es judiciais, por constatar que munic?pios e estados s?o frequentemente obrigados a adquirir medicamentos de responsabilidade de outro ente federativo ou de outras unidades terci?rias como CACONS e UNACONS. A institucionaliza??o do programa nacional de Educa??o Fiscal nos estados brasileiros e Distrito Federal

The study has an exploratory content with a qualitative approach. The informations were collect with a questionnaire applied through the Google-docs by the managers of the program in any federated unit. Were founded several results, as the fragility of the program in the budgeting and financial area, the low frequency of the Grupo de Educa??o Estadual (GEFE) in regular meetings, the absence to monitor undertaken actions and the absence of interlocution between the GEFE and the forums of national discussions, especially the Conselho Nacional de Pol?tica Fazend?ria (CONFAZ). Despite the fragilities, the work shows the occurrence of some actions to disseminate Fiscal Education in schools and universities, the establishment of partnerships and the participation of the GEFE‟s in the national meetings. With the study, it was possible to conclude that in spite of the weaknesses found in its structure, the PNEF s institutionalized in the states and in the federal district, observing the differences between the federal units in relation to the ripening of the program. Despite the difficulties evidenced, it appears that they are capable of resolution, as far as it recognizes the importance of the Program for the promotion of a culture of active citizenship in the society and it will gives better conditions of implementation / A pesquisa objetiva compreender o desenvolvimento das a??es de promo??o e estrutura??o de Educa??o Fiscal nos Estados e Distrito Federal, a partir do atendimento ?s diretrizes e exig?ncias de natureza administrativa estabelecidas pela Escola de Administra??o Fazend?ria (ESAF) para implementa??o do Programa Nacional de Educa??o Fiscal (PNEF). O estudo ? de natureza explorat?ria com abordagem qualitativa. Os dados foram coletados a partir de um question?rio aplicado atrav?s do Google-docs junto aos gestores do Programa em cada Unidade Federada. A Lei n? 11.445 de 2007, entre suas diretrizes para o saneamento b?sico, no cen?rio nacional, exige a elabora??o do Plano Municipal de Saneamento B?sico (PMSB) dos munic?pios, sendo condi??o para valida??o de contrato com prestadoras de servi?os de saneamento b?sico e para receber recursos federais para o setor. Dada a situa??o preocupante constatada nos munic?pios do Rio Grande do Norte, em que apenas cerca de 5% tinham finalizado o seu PMSB, em 2010, faz-se necess?rio saber a situa??o atual e descobrir as raz?es que levaram ao grande d?ficit no planejamento. Para tanto, este trabalho buscou fazer o diagn?stico da situa??o dos PMSB em todos os munic?pios do estado, atrav?s de question?rio respondido online (Google Forms) e por telefone, buscando saber sobre o andamento da elabora??o de seu respectivo PMSB e sobre as dificuldades enfrentadas durante o processo. Para verificar a coer?ncia dos dados e preencher a lacuna deixada pela aus?ncia de informa??es de alguns munic?pios, foram utilizados dados secund?rios obtidos da Companhia de ?guas e Esgotos do Rio Grande do Norte e do Panorama da Situa??o dos Planos Municipais de Saneamento B?sico no Brasil constru?do pelo Minist?rio das Cidades. Os resultados mostraram um cen?rio ainda preocupante: cerca de 23,5% dos munic?pios possuem PMSB e 24,2% est?o em processo de elabora??o. As principais dificuldades percebidas pelos munic?pios est?o na car?ncia de recursos financeiros e falta de profissionais qualificados no pr?prio munic?pio, no entanto, a vontade pol?tica tamb?m ? uma dificuldade, embora n?o claramente percebida por eles. / Planning in the sanitation sector is a real need in the counties in order that occur the development of the population's quality of life since there is a great connection between sanitation and public health. The Law 11.445 of 2007 in its guidelines for basic sanitation in the national scenario requires the establishment of the Municipal Plan of Sanitation (PMSB) of counties with this being condition for contract validation with sanitation service providers and to receive federal funds for the sector. Given the worrying situation found in the counties of Rio Grande do Norte, where only about 5% had completed their PMSB in 2010, it is necessary to know the current situation and find out the reasons that led to this large deficit in the planning. Therefore, this study aimed to diagnose the PMSB situation in all counties in the state through questionnaire answered online (Google Forms) and by telephone seeking to know about the progress of the elaboration of their respective PMSB and about the difficulties faced during the process. To check the consistency of the data and fill the gap left by the lack of information from some counties we used secondary data obtained from the Company of Water and Sewers of Rio Grande do Norte and from ?Overview of the situation of Municipal Sanitation Planning in Brazil? built by Ministry of Cities. The results showed an expected and still worrying scenario: about 23.5% of the counties have PMSB and 24.2% are in the elaboration process. The main difficulties perceived by counties are the lack of financial resources and lack of qualified professionals in the own city, however, the political will is also a difficulty, though clearly not perceived by them.
