This process requires the state to renew its political pedagogy to account for the maintenance of consensus on the model of hegemonic development. To this end, promotes comprehensive reform of the educational system in order to tailor it to the new demands of capital. In this context, from the rise of human capital theory, expressed in the concept of employability, basic education and vocational education are triggered as a privileged strategy for training of workers from new type. That way, training/professional qualification shall be proclaimed as a factor in generating employment and income, imposing new basis for understanding the relationship between work and education, materialized in National plan of Professional Formation (PLANFOR) and National plan of Qualification (PNQ). Before this problem, we choose as the object of study the dynamics of political pedagogy renewed social dialogue established in the management of public policy work, qualifications and income generation. For analysis of this object of study, we chose as the empirical reference actions and formulations of the Municipal Employment (CME) from Nova Igua?u, RJ. We start from the assumption that CME serves as a private apparatus of hegemony, with the task of educating the whole society to the consensus around the project of bourgeois sociability, promoting harmonization of conflicting interests through the mediation of class conflict, with view to forming the lower classes to the current dynamics of job insecurity. Our goal is to explain the dynamics of political pedagogy and actions contained in the formulations of CME Nova Igua?u / RJ to work, qualifications and income generation from the validity of PLANFOR and PNQ. This is a basic research, qualitative analysis of an explanatory nature, which data collection takes the following instruments: a) literature review; b) survey and analysis of primary sources (reports, minutes, official documents, pamphlets, brochures, etc.); c) interviews, and d) observation of the actions and formulations of the subjects involved in the dynamics of the CME. We found some failings in institutional articulation of CME for the creation of new jobs, lack of supervision and monitoring the implementation of Fund of Support to the Worker (FAT), lack of legitimacy to the State and Municipal Government. Besides, we found that investigated the actions of the CME are conditioned by institutional engineering PNQ, while its dynamics reveals some unproductive policy of job creation and income of the country and the difficulty of striking its articulation with the training policy/professional qualification. This unproductive, on the other hand, implies the conformation of all the current workers to current standard of bourgeois sociability, expressed as a ?new civic culture?, based on radical individualism and moral value in entrepreneurship, social leadership and competitiveness, which, paradoxically, is its productivity. conclude that the ideal of professional qualification as a factor in generating employment and income to support political and ideological work to conform to the "new civic culture?, naturalizing the current exclusionary dynamic of capitalism, characterized by structural unemployment, the intensification of job insecurity and the flexibility of labor rights. CME therefore constitutes a private apparatus of hegemony, as it materializes pedagogy renewed political capital. / Diante da crise estrutural do capital, desencadeia-se amplo processo de reestrutura??o produtiva e recomposi??o dos mecanismos de media??o do conflito de classe para garantir a retomada das bases de acumula??o de capital. Este processo exige do Estado a renova??o de sua pedagogia pol?tica para dar conta da manuten??o do consenso em torno do modelo de desenvolvimento hegem?nico. Para este fim, promove ampla reforma do sistema educacional a fim de adequ?-lo ?s novas demandas do capital. Neste contexto, a partir do recrudescimento da Teoria do Capital Humano, expressa no conceito de empregabilidade, a educa??o b?sica e a educa??o profissional s?o acionadas como estrat?gia privilegiada de forma??o de trabalhadores de novo tipo. Assim, a forma??o/qualifica??o profissional passa a ser proclamada como fator de gera??o de emprego e renda, impondo novas bases para compreens?o da rela??o entre trabalho e educa??o, conforme materializada no Plano Nacional de Forma??o Profissional (PLANFOR) e no Plano Nacional de Qualifica??o (PNQ). Diante desta problem?tica, elegemos como objeto de estudo a din?mica da pedagogia pol?tica renovada do di?logo social estabelecido na gest?o da pol?tica p?blica de trabalho, qualifica??o e gera??o de renda. Para an?lise deste objeto de estudo, elegemos como refer?ncia emp?rica as a??es e as formula??es da Comiss?o Municipal de Emprego (CME) de Nova Igua?u-RJ. Partimos da hip?tese de que essa CME funciona como aparelho privado de hegemonia, com a fun??o de educar o conjunto da sociedade para o consenso em torno do projeto de sociabilidade burgu?s, promovendo a harmoniza??o de interesses conflitantes por meio da media??o do conflito de classes, com vistas ? conforma??o das classes subalternas ? atual din?mica de precariedade do trabalho. Nosso objetivo ? explicar a din?mica da pedagogia pol?tica contida nas a??es e formula??es da CME de Nova Igua?u/RJ para o trabalho, a qualifica??o e a gera??o de renda a partir da vig?ncia do PLANFOR e o PNQ. Trata-se de uma pesquisa b?sica, de an?lise qualitativa, de car?ter explicativo, que para coleta de dados toma os seguintes instrumentos: a) revis?o de literatura; b) levantamento e an?lise de fontes prim?rias (relat?rios, atas, documentos oficiais, panfletos, cartilhas etc.); c) entrevistas; e d) observa??o das a??es e formula??es dos sujeitos envolvidos na din?mica da CME. Verificamos certa inoper?ncia da CME na articula??o institucional para a cria??o de novos postos de trabalho, aus?ncia de fiscaliza??o e acompanhamento da aplica??o dos recursos do Fundo de Amparo ao Trabalhador (FAT), falta de legitimidade perante o Governo Municipal e Estadual. Al?m disso, verificamos que as a??es da CME investigada s?o condicionadas pela engenharia institucional do PNQ, ao mesmo tempo em que sua din?mica denuncia certa improdutividade da pol?tica de gera??o de emprego e renda do pa?s e flagrante dificuldade de sua articula??o com a pol?tica de forma??o/qualifica??o profissional. Tal improdutividade, por outro lado, implica a conforma??o do conjunto dos trabalhadores ao atual padr?o de sociabilidade burgu?s, expresso em uma ?nova cultura cidad??, fundamentada no individualismo como valor moral radical, no empreendedorismo, no protagonismo social e na competitividade, o que, contraditoriamente, constitui sua produtividade. Conclu?mos que o ide?rio da qualifica??o profissional como fator de gera??o de emprego e renda funciona como suporte pol?tico ideol?gico para a conforma??o ? ?nova cultura cidad??, naturalizando a atual din?mica excludente do mercado capitalista, caracterizada pelo desemprego estrutural, pela intensifica??o da precariedade do trabalho e pela flexibiliza??o dos direitos trabalhistas. A CME, portanto, se constitui em um aparelho privado de hegemonia, na medida em que materializa a pedagogia pol?tica renovada do capital.

Is justified, in view of the breadth and historical perpetuation of the phenomenon of violence against women in Brazilian society and its manifestation in a particular social context marked by exploitation, social inequality and increasing violence. In this sense, the Brazilian feminist movement proved historically as an important reporting tool and resistance, in particular, by persuasion in the implementation of public policies by the State to combat and eradicate violence against women. The methodology, inspired by historical and dialectical materialist bias, has been configured for the production of quantitative and qualitative nature information through the content analysis technique. Research sources used were the eight deliberative documents, drawn up in Congressos Nacionais da Psicologia (CNPs), maximum deliberative entity of Psychology, the period from 1994 to 2013. From the analysis procedure layout, it was possible to identify the central categories in the debate about violence against women in the manifest content of the psychology of political guidelines, such as Public policy and Human rights. We therefore conclude that the prominent social phenomenon was addressed in Psychology policy guidelines through the perspective of human rights of women violations. Therefore, we consider the dialogue with the social and popular movements aligned with the political participation of psychology professionals in the social control agencies as a horizon toward building an aligned Psychology to emerging demands of Brazilian reality and coherent with the desire for social transformation. / A presente pesquisa teve como objetivo identificar e problematizar as diretrizes pol?ticas, que orientam o exerc?cio profissional da Psicologia, referentes ? viol?ncia contra as mulheres. Justifica-se, haja vista a amplitude e perpetua??o hist?rica do fen?meno da viol?ncia cometida contra as mulheres na sociedade brasileira e a sua manifesta??o em um contexto social espec?fico marcado pela explora??o, desigualdade social e crescente viol?ncia. Neste sentido, o movimento feminista brasileiro se mostrou, historicamente, como uma importante ferramenta de den?ncia e resist?ncia, em especial, pela persuas?o na implanta??o de pol?ticas p?blicas pelo Estado no combate e erradica??o da viol?ncia de contra as mulheres. A metodologia, inspirada pelo vi?s materialista hist?rico-dial?tico, se configurou pela produ??o de informa??es de car?ter quantitativo e qualitativo atrav?s da t?cnica de an?lise de conte?do. As fontes de pesquisa utilizadas foram os oito documentos deliberativos, elaborados nos Congressos Nacionais da Psicologia (CNPs), inst?ncia m?xima deliberativa da Psicologia, do per?odo de 1994 a 2013. A partir do procedimento de an?lise estabelecido, foi poss?vel identificar categorias centrais no debate sobre viol?ncia contra mulheres no conte?do manifesto das diretrizes pol?ticas da Psicologia, como Pol?ticas P?blicas e Direitos Humanos. Conclu?mos, portanto, que o fen?meno social destacado foi abordado nas diretrizes pol?ticas da Psicologia por meio da perspectiva da viola??o dos direitos humanos das mulheres. Aims to discuss the points of intersection between urbanism, public policy and tourism, based on the case study of the expansion of Viracopos International Airport in Campinas. With this goal presents the Viracopos International Airport at the same time as a strategic connection element between various modes of displacement taking into account other means of transport (such as road and rail interconnection) and as an urban equipment with the potential to bring about change significant in urban and tourist infrastructure Campinas. For such investigations, the tourist attractions of Campinas city will be focused as potential spaces for boosting tourism, taking into account their cultural relations linked to tourism and a brief study of the local identity and the construction of a new identity of marketing that incorporates the urban aspects involved. One purpose of this paper is to discuss the consequences, beneficial or evil, the transformation from Viracopos International Airport in the main airport portal in Latin America, both to become a real center for receiving and issuing tourist and dynamic socio-spatial City. We intend to complete this work with issues related to the subject matter with regard to management and public policies should be developed on the future of tourism in Campinas, and with the assurance that the expectations will be proposed to the council hardly they will be achieved if the government does not develop purposeful initiatives integrated to the different instances of municipal management to improve the quality of life of its residents. / A presente pesquisa tem como objetivo analisar a situa??o atual da atividade tur?stica de Campinas, as potencialidades que a cidade apresenta e investigar as poss?veis novas demandas da amplia??o do Aeroporto Internacional de Viracopos neste segmento de atividades. Gest?o do sistema ?nico de sa?de na cidade : experi?ncias, expectativas e pensamentos

Among such transformations include management models that have been problematized and modified in order to facilitate the consolidation process of the Unified Health System (SUS). In this context, the research proposes the analysis of concepts, experiences and methods adopted for conducting health management on SUS and what justifies the choice of those. For this, a methodology using a qualitative approach that involves the pursuit of meanings attributed to the experiences of historical subjects, embedded in social and political contexts, was developed. It was found inspiration in the thought of Koselleck and Morin as a booster of the analyzes. The contribution of Morin (1999) takes place through the operating concepts of Complexity Theory, which the Principles: Dialogic, recursive and holographic. These principles point to movements of articulation, interaction and transformation. Koselleck (2006) has as input categories: spaces of experience and horizons of expectations, encouraging reflection, due to the emphasis on the analysis of the construction of the meanings of concepts in context. The procedures for conducting the research included several steps contemplated in three studies. The first study repeats the questions that gave rise to the thesis, reflecting on the experiences of management in the city of Sapucaia do Sul provides opportunities for deepening the theoretical knowledge about management concepts in public health. In the second study it was used a systematic literature review to survey conceptions and experiences of health management articles available on the Virtual Health Library (VHL), full text, from 1991 until 2011 in Portuguese. Analysis of 162 articles from the evaluation of the initial 2,981 texts found for the descriptors 'health management' and 'health planning' was performed. In addition to the results, a categorization of articles excluded was also performed, creating a database for future analysis. Finally, the third study results from the analysis of interviews with managers of the Department of Health Sapucaia do Sul and documentary analysis of instruments used within this municipality. The results of this process led to the understanding of health management in a complex context, permeated by perceptions of individuals with unique experiences and expectations, explaining dialogic relations: public-private authority-autonomy, technical and political, planning- intuition, personality-collectivity, fragmentation-integration and centralization-participation. Is placed the need for methods that increase the opportunities for participation in its various forms to clarify the goals set by managers. It shows a promising approach to the demands of academic productions in the field of health for the creation of innovative processes in management practices of health by expanding the fight for improvements in health, whether in economic investments, minimally ensuring compliance with the law and transparency in applications, either in search of humane relationships, seeking to ensure care actions centered on the individual and social needs / Intensos processos de transforma??o das pol?ticas de sa?de ganham visibilidade a partir da Reforma Sanit?ria, na d?cada de 1970. Dentre tais transforma??es figuram os modelos de gest?o, que t?m sido problematizados e modificados no intuito de favorecer processos de consolida??o do Sistema ?nico de Sa?de (SUS). Nesse contexto, a pesquisa se prop?e a analisar conceitos, experi?ncias e m?todos adotados para a realiza??o da gest?o em sa?de no SUS e o que justifica a escolha dos mesmos. Para isso, foi desenvolvida uma metodologia com abordagem qualitativa, que implica na busca de significados atribu?dos ?s experi?ncias de sujeitos hist?ricos, inseridos em contextos sociais e pol?ticos. Nesse sentido, encontrou-se inspira??o no pensamento de Koselleck e Morin como potencializadores das an?lises. A contribui??o de Morin (1999) se d? atrav?s dos operadores conceituais da Teoria da Complexidade, dentre os quais os Princ?pios: Dial?gico, Recursivo e Hologram?tico. Tais princ?pios apontam para movimentos de articula??o, intera??o e transforma??o. J? Koselleck (2006) traz como aporte as categorias: espa?os de experi?ncia e horizontes de expectativas, favorecendo a reflex?o, devido ? ?nfase sobre a an?lise da constru??o dos significados dos conceitos em contexto. Os procedimentos para a realiza??o da pesquisa inclu?ram diversos passos contemplados em tr?s estudos. One of the purposes of neoliberalism and the third way is that such partnerships can minimize public costs with social policies - not by guaranteeing the efficiency of private and philanthropic institutions, but by the precariousness of the service provided, the loss of the universality dimension and the distortion of the Citizen's rights. In this sense, laws have been created to encourage the development of non-governmental organizations, philanthropic business, voluntary service, social marketing and other activities to create an image that such services, when carried out by the private sector and philanthropic institutions, are more efficient and of better quality including the educational ones. In this context, the strategies of public-private partnerships were taken as the object of study, in order to rationalize public spending with social policies, especially with the Basic Education policy, reorienting the use of the public fund in favor of big capital. It was sought, in particular, to understand how the philanthropic schools of the municipality of Volta Redonda/RJ are reacting to the management reform of the State, its motivations and its management strategies. The purpose of the research is to explain the nature and dynamics of the public-private partnerships established between the State and philanthropic schools in the offer of Basic Education in Volta Redonda / RJ. It is a basic research, of qualitative analysis, of an explanatory character, which falls into the category of research of the survey type; In addition to semi-structured interviews and the application of questionnaires with public managers, managers of philanthropic institutions and presidents of social control councils. We also used, in addition to primary bibliographic sources for data collection, a descriptive analysis of the data collected in the interviews. As a result of the research, it is possible to point out that none of the papers found presented the same objectives and the clipping of the research object proposed here, based on a bibliographical survey about the subject investigated, carried out in the SciELO, Educ @, Anped and IBICT websites. Therefore, there is a lack of in-depth studies on this object of study. In addition, from the empirical research, we observed great incentives of the public power in directing the execution of the social policies for the philanthropic institutions, these incentives of fiscal, financial and legislative character. In conclusion, we recognize that the management reform of the state aims at maintaining bourgeois hegemony in a context of structural crisis of capital. The strategies of public-private partnerships and the privatization of social policies prevail, and the regulation of the performance of philanthropic institutions in the educational field serves to adjust their relationship with the state to meet the interests of bourgeois reconstitution. / As parcerias p?blico-privadas propostas a partir da Reforma do Estado, desde o governo Fernando Henrique Cardoso at? o atual, integram um conjunto de metas de uma reforma que preconiza um novo modelo de gest?o p?blica voltada para o gerencialismo. Um dos prop?sitos do neoliberalismo e da terceira via ? que essas parcerias possam minimizar os custos p?blicos com pol?ticas sociais ? n?o pela garantia de efici?ncia das institui??es privadas e filantr?picas, mas pela precariza??o do servi?o prestado, pela perda da dimens?o de universalidade e pela distor??o do atendimento aos direitos do cidad?o. Nesse sentido, criaram-se leis de incentivo ao desenvolvimento das organiza??es sociais, da filantropia empresarial, de servi?o volunt?rio, de marketing social e outras atividades, para criar-se uma imagem de que tais servi?os, quando realizados pelo setor privado e pelas institui??es filantr?picas, s?o mais eficientes e de melhor qualidade, inclusive os educacionais. Diante deste contexto, tomaram-se como objeto de estudo as estrat?gias de parcerias p?blico-privadas, de modo a racionalizar gastos p?blicos com pol?ticas sociais, especialmente com a pol?tica de Educa??o B?sica, reorientando o uso do fundo p?blico em favor do grande capital. Buscou-se, particularmente, compreender como as escolas filantr?picas do munic?pio de Volta Redonda/RJ est?o reagindo ? reforma gerencial do Estado, suas motiva??es e suas estrat?gias de gest?o. O objetivo da pesquisa ? explicar a natureza e a din?mica das parcerias p?blico-privadas estabelecidas entre o Estado e institui??es escolares filantr?picas na oferta de Educa??o B?sica em Volta Redonda/ RJ. Trata-se de pesquisa b?sica, de an?lise qualitativa, de car?ter explicativo, que se insere na categoria de pesquisa do tipo levantamento; al?m de entrevistas semiestruturadas e da aplica??o de question?rios com gestores p?blicos, gestores de institui??es filantr?picas e membros de conselhos de controle social. Utilizaram-se tamb?m, al?m de fontes bibliogr?ficas prim?rias para a coleta de dados, a an?lise descritiva dos dados coletados nas entrevistas. Como resultado da pesquisa, a partir do levantamento bibliogr?fico acerca do tema investigado, realizado nos websites SciELO, Educ@, Anped e IBICT, pode-se apontar que nenhum dos trabalhos encontrados apresentou os mesmos objetivos e o recorte do objeto da pesquisa aqui propostos. Portanto, existe certa car?ncia de estudos aprofundados acerca desse objeto de estudo. Al?m disso, a partir da pesquisa emp?rica, observamos grandes incentivos do poder p?blico em direcionar a execu??o das pol?ticas sociais para as institui??es filantr?picas, incentivos esses de car?ter fiscal, financeiro e legislat?rio. Como conclus?o, reconhecemos que a reforma gerencial do Estado tem como prop?sito a manuten??o da hegemonia burguesa em um contexto de crise estrutural do capital. Prevalecem as estrat?gias de parcerias p?blico-privadas e de privatiza??o das pol?ticas sociais, e a regula??o da atua??o das institui??es filantr?picas no campo educacional serve para ajustar sua rela??o com o Estado para atender aos interesses de recomposi??o burguesa.

Public policies such as the One Million Cisterns Program (P1MC) and the One Land and Two Waters Program (P1 + 2), proposed by the Articula??o Semi?rido Brasileiro (ASA -Articulation in the Brazilian Semi-arid), undergo, currently, a process of consolidation as innovative experiences of social participation in the formulation and implementation of public policies. Several technologies developed as a result of historical processes of interaction established between sertanejo peasants and nature in the semi-arid region, or generated in the realm of civil society organizations or research institutions, started to be developed as an alternative to the hegemonic model of State intervention centered in large scale development projects oriented by the concept of ?drought combat?. ASA was a fundamental actor in the recovery, systematization, valuing and development of several technologies, presented as an alternative to large scale engineering works historically advocated by public policies. ASA's work and the critique of social organizations against the criticism of the drought combat model placed the technological issue at the center of public debate. In a context of enhancing interactions between civil society and the State, enabled by the political democratization of the country, this debate reached the spaces of policy formulation. In the present work, we will try to understand the trajectory of construction of public policies oriented by the approach of coexistence with the semi-arid and how the interactions established between the public power and civil society organizations, influenced the generation, dissemination and institutionalization of the technologies proposed by P1MC and P1 + 2. As conceptual references, we used approaches related to the field of Social Studies on Science and Technology, particularly social constructivism and the Muti-level Perspective. Research methods encompassed interviews with key stakeholders involved in the process of formulation and implementation of the studied policies, analyzing, as well, audit documentation, meeting minutes and technical and executive projects related to the various phases of implementation of the programs analyzed. The research findings show that the interaction between civil society and the State in the legislation process constitutes a key arena in the pattern making and manualization procedures of the technologies of coexistence with the semi-arid / A implanta??o de programas governamentais de descentraliza??o do acesso ? ?gua figura como um cap?tulo importante na trajet?ria recente de interven??o estatal no semi?rido brasileiro. A atua??o da ASA e a cr?tica das organiza??es sociais ao modelo de combate ? seca colocaram a quest?o tecnol?gica no centro do debate p?blico. Em um contexto de crescentes intera??es entre a sociedade civil e o Estado, oportunizado pelo processo de democratiza??o pol?tica do pa?s, este debate alcan?ou os espa?os de formula??o de pol?ticas. No presente trabalho, buscaremos compreender como se deu a trajet?ria de constru??o das pol?ticas p?blicas orientadas pelo enfoque da conviv?ncia com o semi?rido e como as intera??es estabelecidas entre o poder p?blico e as organiza??es da sociedade civil influenciaram o processo de gera??o, dissemina??o e institucionaliza??o das tecnologias propostas pelo P1MC e P1+2. Therefore, phytotherapy has presented great potential for economic and social development, considering not only Brazilian plant diversity, as well as medicinal plants has closely been associated to popular culture. In the last 25 years, 77.8% of the anti-cancer agents tested becoming unquestionable their contribution to new drugs development (Nogueira et al, 2010). On the other hand, the University has been responsible for following reality and time, as well as generating knowledge and critical mass for transforming verities for the benefit of the society, training ethical and competent professionals and citizens committed to the well-being of present and future society. Need for Stricto Sensu Post Graduation course for professional generation in the quality processing, production and control from plant raw material to herbal products has been fundamental to understand the differences between the concept of phytotherapic as medicine and the use of medicinal plants in Integrative and Complementary Therapies, always observing the rational relevance of its use. Thus, this study aimed considering the UFRRJ potential by interdisciplinary and multiprofessional manner proposing the establishment of a Stricto Sensu Post Graduation course in phytotherapics and medicinal plants prioritizing the formation of human resources acting in whole productive chain from plant raw material harvested in the field and its processing to phytotherapic medicine industrial manufacture, as well as establishing criteria for the rational use of medicinal plants within the context of the Practices of Integrative and Complementary Actions of Health Ministry for health professionals besides complying with the National Policy Guidelines for Medicinal Plants and Phytotherapics. This qualitative, descriptive and exploratory research was carried out at Universidade Federal Rural do Rio de Janeiro (UFRRJ) in Serop?dica municipality-RJ. Data from January to July, 2016 were collected. Open unstructured interviews of participant observations by telephone and e-mail with professionals working in related areas were the instruments used. As a result, the UFRRJ, for its tradition in Agricultural Sciences teaching and research has presented in its Institutes, Departments, Disciplines, Laboratories and Research Groups all the potential and infrastructure for organizing and complying with the implementation of Phytotherapics and Medicinal Plants Stricto sensu Post Graduation course . / Em todas as ?pocas e culturas o homem aprendeu a tirar proveito dos recursos naturais locais, incluindo-se o uso de plantas medicinais. A fitoterapia apresenta grande potencial de desenvolvimento econ?mico e social, considerando-se n?o somente a diversidade vegetal que o Brasil possui, mas tamb?m porque o uso das plantas medicinais est? intimamente ligado ? cultura popular. Nos ?ltimos 25 anos, 77,8% dos agentes anticancer?genos testados e aprovados foram derivados de produtos naturais sendo inquestion?vel a contribui??o dos mesmos no desenvolvimento de novos f?rmacos (NOGUEIRA et al., 2010). Por outro lado, a Universidade tem por responsabilidade acompanhar a realidade de seu tempo e gerar conhecimento e massa cr?tica para transformar realidades, em benef?cio da sociedade, formando profissionais competentes, ?ticos e cidad?os comprometidos com o bem-estar da sociedade de hoje e do futuro. The study was made both with theoric references and field research. The field research refers to a protestant group that assists people that live in streets in the west zone of Rio de Janeiro, in the Guaratiba neighborhood, doing a work called "Sop?o". The general Purpose of this work is to produce a reflection about the causes of religious volunteer assistencialist practices nowadays, in relation both to the insufficient public policies and to the historic context of the engagement of civil society. Therefore, the dissertation analyses the volunteer works of social action of protestant churches under two principal prospects, or two hypotheses. The first shows the volunteer work like assistentialist and philanthropic, that works like an answer to the insufficient public policies - in this case, we will appropriate of Welfare State conceptions. The second shows the volunteer work like an assistance provided by protestant religious associations that appear, in this case, like civil society associations, resultants of the movement of civil participation that grow up starting in the 90's with the new Constitution, and promoter of public policies. / A presente disserta??o apresenta um estudo sobre trabalhos volunt?rios de a??o social relacionados ? quest?o da pobreza urbana na sociedade contempor?nea brasileira. Trata-se de um estudo de caso, no qual a pesquisa foi feita tanto com base em referencial te?rico como em pesquisa de campo. A pesquisa emp?rica tem como refer?ncia um grupo protestante que assiste moradores de rua na Zona Oeste do Rio de Janeiro, mais especificamente no bairro de Guaratiba, realizando um trabalho denominado ?Sop?o?. O objetivo geral desse trabalho ? aprofundar a reflex?o sobre as motiva??es das pr?ticas assistenciais volunt?rias religiosas na contemporaneidade, relacionando-as tanto ao contexto de insufici?ncia das pol?ticas p?blicas do estado do Bem Estar Social, como ao contexto hist?rico do engajamento da sociedade civil para com a pobreza urbana no Brasil. Sendo assim, analisou-se os trabalhos volunt?rios de a??o social das igrejas protestantes sob duas principais perspectivas, que se desdobram em duas hip?teses a serem testadas. A primeira delas entende o trabalho volunt?rio como assistencialista e filantr?pico, que surge como resposta e alternativa ? insufici?ncia de pol?ticas p?blicas por parte do Estado ? nesse caso nos apropriamos das concep??es do Estado do Bem Estar Social para basear a hip?tese. The Index for Inclusion (BOOTH & AINSCOW, 2011) was used as a reference for the explanation of the exclusions and their relation with inclusion, which includes the inclusion in its three dimensions: the construction of cultures, the development of policies and the orchestration of practices (Santos & Oliveira, 1999), Santos & Paulino (2008), Santos, Melo & Fonseca (2009) and Santos, Silva & Fonseca (2009). 2010), since they are the authors who have been broadening the discussions about inclusion as a universal right to education. The Content Analysis technique (BARDIN, 2010) was used to read Declarations that deal with inclusion, such as the Jomtien World Conference on Education for All (1990); the World Conference on Specific Educational Needs of Salamanca (1994); the national and local legislations that underpin Inclusive Education within IFPA, the Tec Nep Program and the Institutional Development Plan (IDP). The results showed that some of the institution's servants, despite manifesting inclusive ideals, recognize practices that are exclusive to their institutional work. They also revealed that the institution in its practice does not perceive the inclusive process as a space for legitimate participation, with respect to equal opportunities and respect for human diversity, showing that much needs to be changed, especially the institutional culture of isolation and non-participation among the institution's employees, even though in their official documents they presented inclusive actions and planning. / Na busca pelo conhecimento e compreens?o do movimento inclusivo, investigamos como s?o assimilados e incorporados nos documentos, assim como, nas concep??es e pr?ticas o movimento de inclus?o em educa??o por um Campus de um Instituto Federal, localizado no Estado do Par?, na cidade de Tucuru?. Como referencial para a explica??o das exclus?es e suas rela??es com a inclus?o foi utilizado o Index para a Inclus?o (BOOTH & AINSCOW, 2011) que compreende a inclus?o em suas tr?s dimens?es: a constru??o de culturas, o desenvolvimento de pol?ticas e a orquestra??o de pr?ticas inclusivas e os estudos em di?logo com as reflex?es de Santos (2000, 2001, 2003, 2010), Santos & Oliveira (1999), Santos & Paulino (2008), Santos, Melo & Fonseca (2009) e Santos, Silva & Fonseca (2010), por serem os autores que v?m ampliando as discuss?es acerca da inclus?o como direito universal ? educa??o. Foi utilizada a t?cnica de An?lise de Conte?do (BARDIN, 2010) para leitura das Declara??es que versam acerca da inclus?o, tais como: a Confer?ncia Mundial de Educa??o para Todos de Jomtien (1990); a Confer?ncia Mundial sobre Necessidades Educativas Espec?ficas de Salamanca (1994); as legisla??es nacionais e locais que fundamentam a Educa??o Inclusiva no ?mbito do IFPA, o Programa Tec Nep e o Plano de Desenvolvimento Institucional (PDI). Os resultados, evidenciaram que alguns servidores da institui??o, apesar de manifestarem ideais inclusivos, reconhecem praticas excludentes em seu fazer institucional. Revelaram tamb?m que a institui??o, em sua pr?tica, n?o percebe o processo inclusivo como espa?o de participa??o leg?tima, com respeito ? igualdade de oportunidades e respeito ? diversidade humana evidenciando que muito precisa ser mudado, em especial, a cultura institucional de isolamento e n?o participa??o entre os servidores da institui??o, apesar de, em seus documentos oficiais apresentarem a??es e planejamento inclusivos
