Previous issue date: 2013 / - / A disserta????o analisa as estrat??gias de divulga????o do Benef??cio de Presta????o Continuadas (BPC) adotadas pelos ??rg??os do governo federal, estadual com compet??ncias legais atribu??das, no ??mbito do munic??pio de Belo Horizonte. A metodologia da pesquisa utilizou procedimentos de pesquisa bibliogr??fica, documental, e de campo mediante entrevistas semiestruturadas a gestores e/ou respons??veis pelo BPC nos ??rg??os da esfera federal, estadual e municipal; bem como aplica????o de question??rios com o p??blico-alvo do benef??cio delimitado ao munic??pio estudado. As entrevistas semiestruturadas foram realizadas com os ??rg??os gestores que respondem pelo BPC, no municipio. Para os ??rg??os executores a pesquisa foi delimitada somente a Regional Venda Nova. A pesquisa com o p??blico-alvo (deficiente) do beneficio ocorreu em todas as ag??ncias de bairro do INSS, nos meses de setembro e outubro de 2012, com retorno de 188 question??rios respondidos. A pequisa configurou-se, portanto como de natureza qualitativa, pois, envolveu a an??lise das percep????es dos gestores e/ou respons??veis pelo BPC. Previous issue date: 2015 / O Programa de Interven??o Pedag?gica II (PIP II) ? tem?tica dessa pesquisa que materializou-se na Escola Estadual Professor Leopoldo Miranda (EEPLM), em Diamantina ? MG, vinculada ? Linha de Pesquisa Pol?ticas P?blicas e Educacionais, teve, como objetivo geral analisar a efetividade do Programa de Interven??o Pedag?gica II na Escola Estadual Professor Leopoldo Miranda, no per?odo de 2011 a 2013. Os objetivos espec?ficos oportunizaram: conhecer o Programa de Interven??o Pedag?gica II na Escola Estadual Professor Leopoldo Miranda no per?odo de 2011 a 2013; analisar a efetividade do PIP II com base no Guia de Organiza??o e Reorganiza??o do PIP 2013; e analisar os elementos que dificultaram a efetividade do PIP II na EEPLM. Quanto ? natureza e abordagem metodol?gica, essa pesquisa ? qualitativa, possuindo caracter?sticas metodol?gicas descritivas e anal?ticas. Apresenta-se por um estudo de caso, tendo, como t?cnica, a pesquisa documental, utilizando a an?lise de conte?do para interpreta??o dos dados. A delimita??o da pesquisa deu-se no 9? ano do Ensino Fundamental por ser nessa fase de ensino a ocorr?ncia de avalia??o pelo Programa de Avalia??o da Rede P?blica da Educa??o B?sica (PROEB) que subsidia a organiza??o e reorganiza??o do PIP II nas escolas. Os resultados obtidos mostram o desenvolvimento de a??es pela escola, visando atender as necessidades para que o ensino-aprendizagem acontecesse com ?xito, por?m evidenciaram-se quest?es dificultadoras do processo de ensino-aprendizagem relacionadas ? falta de comprometimento dos alunos com os estudos e a pouca participa??o da fam?lia, ? indisciplina, ? viol?ncia e ao comprometimento do professor, ? orienta??es pedag?gicas equivocadas por parte de inspetor escolar, ? dificuldade na utiliza??o do Curr?culo B?sico Comum, ao fracasso na efetiva??o da interdisciplinaridade, ao privil?gio no atendimento ?s disciplinas de Matem?tica e L?ngua Portuguesa em detrimento das demais, ?s dificuldades na participa??o dos alunos na avali??o do PROEB, ao grande quantitativo de alunos em progress?o parcial, ?s a??es do PIP II voltadas para o treinamento de habilidades e compet?ncias, ao n?mero reduzido de analistas para o atendimento ?s escolas, ?s dificuldade de acesso aos munic?pios pelos analistas, ?s caracter?sticas e dimens?es territoriais, ?s condi??es socioecon?micas dos alunos, ? falta de recursos para o desenvolvimento do trabalho, ? aus?ncia de diagn?stico da realidade para implementa??o de pol?ticas p?blicas, a desvaloriza??o dos profissionais da educa??o, ?s condi??es prec?rias de trabalho nas escolas, ? viol?ncia dos alunos contra professores, diretores e colegas de classe, ? valoriza??o de avalia??o quantitativa em detrimento da qualitativa, ? aus?ncia de forma??o interdisciplinar para os professores e equipe pedag?gica, e, ainda, sobrecarga de trabalho, tanto para os professores, quanto para os analistas do PIP II. A hip?tese levantada nessa pesquisa confirmou-se, ou seja, o Programa de Interven??o Pedag?gica II n?o se mostrou efetivo, uma vez que n?o houve melhoria para os alunos do 9? ano em rela??o ao ensino de qualidade, / Programa de P?s-Gradua??o em Gest?o de Institui??es Educacionais, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2015. / The Educational Intervention Program II (PIP II), is theme of this research that materialized at the State School Professor Leopoldo Miranda (EEPLM) in Diamantina - MG, linked to the Research Line of Public Policy and Education, aimed to: analyze the effectiveness of Pedagogical Intervention Program II at the State School Professor Leopoldo Miranda in the period from 2011 to 2013. The specific objectives gives opportunity to know the Pedagogical Intervention Program II at the State School Professor Leopoldo Miranda in the period from 2011 to 2013; analyze the effectiveness of PIP II based on the Organization and Reorganization guide of the PIP 2013; and analyze the elements that hampered the effectiveness of PIP II in EEPLM. About the nature and methodological approach this research is qualitative, having descriptive and analytical methodological characteristics. It is presented by a case study, with the documentary research technique using the content analysis to analysis and interpretation of data. The delimitations of the research took place in the 9th grade of elementary school to be in this educational stage the occurrence of evaluation by the evaluation program of the Public Network in the Basic Education (PROEB) that supports the organization and reorganization of the PIP II in schools. The results show the development of actions by the school, to meet the needs for the teaching and learning happen successfully, but it became clear cause difficulties issues of the teaching-learning process related to the lack of commitment of students with the studies and the little family participation, the indiscipline , violence and the teacher commitment, misleading pedagogical guidelines by the school inspector, the difficulty in using the Common Basic Curriculum to fail in the execution of the interdisciplinarity, the privilege in attendance ace of math and Portuguese to the detriment of others, the difficulties in students' participation in the Evaluation of the PROEB, the large quantitative of students in partial progress, the actions of PIP II focused to the training of skills and competences, the small number of analysts to attend the schools, the difficult of access to municipalities by analysts, the characteristics and territorial dimensions, the socio economic conditions of the students, lack of resources to the development work, the absence of diagnostic of the reality for implementation of public policies, devaluation of education professionals, the poor working conditions in schools, violence by the students against teachers, principals and classmates, the appreciation of quantitative evaluation over the qualitative, the lack of interdisciplinary training for teachers and teaching staff and also work overload for both teachers and analysts of PIP II. The raised hypothesis in this study was confirmed. So The Pedagogical Intervention program II was not effective, since there was no improvement to the students of the 9th grade in relation to quality education

Previous issue date: 2016 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior (CAPES) / A escola se apresenta como um campo f?rtil para a implementa??o de propostas, estrat?gias e a??es de promo??o da sa?de, tornando-se lugar de interlocu??o entre sa?de e educa??o. As a??es de sa?de que s?o desenvolvidas nas escolas podem ser compreendidas a partir da concep??o de sa?de que circula neste espa?o. O Programa Sa?de na Escola (PSE) ? visto como elemento que altera o cotidiano escolar, fazendo emergir representa??es sociais sobre sa?de atravessadas pelas a??es de sa?de que s?o realizadas neste espa?o. Estas representa??es, por sua vez, influenciam as atividades, percep??es, valores, julgamentos e decis?es dos professores no ?mbito da sa?de. Diante do exposto, este trabalho teve como objetivo identificar as Representa??es Sociais sobre sa?de dos professores de tr?s escolas da rede p?blica de ensino de Belo Horizonte e seu impacto no desenvolvimento do Programa Sa?de na Escola. Para tanto, foram realizados tr?s grupos focais com os professores das tr?s escolas estudadas. Para a an?lise dos dados, utilizou-se a t?cnica de an?lise de conte?do, que permitiu identificar o processo de mudan?a de paradigma marcado de um lado, por a??es de sa?de na escola ancoradas no modelo biom?dico e de outro, por uma perspectiva ampliada de sa?de que considera os fatores biopsicossociais. Ao analisar a constitui??o dessas duas marcas de sentido, observou-se que ambas geram atitudes distintas e antag?nicas. O estudo aponta que a escola, enquanto institui??o de regula??o social revela-se conservadora, dissociada das transforma??es que ocorrem na sociedade. Portanto a Teoria da Representa??o Social enquanto conhecimento compartilhado pelo grupo favorece o processo pelos quais os indiv?duos em intera??o social, constroem explica??es acerca dos objetos sociais. O caminho percorrido pelo estudo permitiu a identifica??o dos pontos de ancoragem e objetiva??o dos professores das tr?s escolas estudadas. Programa de P?s-gradua??o em Ensino em Sa?de, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / The school presents itself as a fertile ground for the implementation of proposals, strategies and health promotion, becoming a place of dialogue between health and education. Health actions that are developed in schools can be understood from the concept of health circulating in this space. The School Health Program (PSE) is seen as an element that changes the school routine, giving rise to social representations of health traversed by health actions that are performed in this space. These representations, in turn, influence the activities, perceptions, values, judgments and decisions of teachers in health. Given the above, this study aimed to identify the social representations about health of teachers from three public schools of Belo Horizonte teaching and its impact on development of the School Health Program. Therefore, it was carried out three focus groups with teachers of the three studied schools. For data analysis, it was used the content analysis technique, which identified the changing process of paradigm, shift on one side, by health actions in school, anchored in the biomedical model and the other by an enlarged perspective of health that considers biopsychosocial factors. When analyzing the constitution of those two sense marks, it was observed that both generate distinct and antagonistic attitudes. That study points out that the school, while an institution of social regulation, proves to be conservative, dissociated from the changes occurring in society. Thus, the theory of Social Representation as knowledge shared by the group, favors the process by which, individuals in social interaction construct explanations about social objects. The way taken by the study, allowed the identification of anchor points, and objectivation of teachers of the three public schools studied. Such a finding implies to do a reading with the help of socio-cultural context, developed and shared by the belonging group. So, it is possible to perceive how representations are established.

de constru??o do Curso de Licenciatura em Educa??o do Campo da Universidade Federal dos
Vales do Jequitinhonha, o PROCAMPO/LEC, relacionado ao contexto de constru??o das lutas
e pol?ticas p?blicas em torno da Educa??o do Campo no Brasil, em Minas Gerais e mais
especificamente no Vale do Jequitinhonha. Para tanto foi utilizado o estudo de caso, com
pesquisa qualitativa atrav?s de revis?o bibliogr?fica, centrada nas mobiliza??es sociais em
torno de uma perspectiva de educa??o camponesa e a resposta do Estado a essas demandas,
bem como an?lise documental dos registros do PROCAMPO, e ainda em entrevistas
semiestruturadas com sujeitos envolvidos em diferentes etapas de constru??o do
PROCAMPO na UFVJM, a saber: representantes da administra??o da UFVJM e do curso,
professor volunt?rio, egressos do curso, e representante da Secretaria de Estado da Educa??o
de Minas Gerais. O que se observou neste estudo foi a desconex?o entre as propostas
elaboradas pelos movimentos sociais em rela??o ? educa??o do campo quando estas se tornam
pol?ticas p?blicas. A rigidez das normas estatais, o pouco entendimento dos gestores sobre as
demandas e propostas dos movimentos, al?m de diverg?ncias pol?ticas provocaram
descontinuidades entre as experi?ncias educacionais constru?das pelos movimentos e as
pol?ticas p?blicas implementadas a partir de uma orienta??o pela Educa??o do Campo. Tais
descontinuidades foram observadas n?o s? no ?mbito geral, mas tamb?m no PROCAMPO da
UFVJM e indicam pontos nodais que demandam maior abertura para o di?logo entre estado e
sociedade. Tamb?m ficou expl?cita a fragilidade das pol?ticas p?blicas de educa??o do campo,
muitas vezes secundarizadas at? mesmo pelas institui??es que as acolhem. E por
consequ?ncia, trouxe ? tona a grande energia dispendida pelas organiza??es camponesas na

Programa de P?s-Gradua??o em Ci?ncias Humanas, Universidade Federal dos Vales do Jequitinhonha e Mucuri, [2016]. / The present study aimed to carry out an exploratory analysis about the construction process of
the Rural Education Licentiate Course at the Federal University of Jequitinhonha
(PROCAMPO / LEC), related to the context of social movements claims for Rural Education
public policies in Brazil, Minas Gerais, and more specifically in the Jequitinhonha Valley. For
this case of study qualitative research was used through literature review focused on social
mobilization for rural education and the State's response to these demands. Along with
documentary analysis of PROCAMPO records, semi-structured interviews with individuals
involved in different stages of construction in UFVJM PROCAMPO - two ex-member of the
administration of UFVJM and PROCAMPO, a volunteer teacher, two course graduates, and a
member of the State Department of Education of Minas Gerais - were also used. In this study
it was possible to observe the disconnection between the social movements proposals and its
respective public policies. Some of the reasons were rigid state standards, the limited
understanding of the managers on the demands and proposals of the social movements, and
political differences between involved parts. Such discontinuities were observed not only in
general context but also in the UFVJM PROCAMPO and indicate nodal points that require
more openness for dialogue between state and society. The fragility of public policy for rural
education was also explicit, often backgrounded even by the same institutions hosting them.
As a result, it was brought to light the great energy expended by peasant organizations in
maintaining these policies, despite criticism of its format and implementation form.

Este trabalho vincula-se a linha de pesquisa "Educa??o, Sujeitos, Sociedade, Hist?ria da Educa??o e Pol?ticas P?blicas Educacionais" do Programa de Mestrado em Educa??o da UFVJM e tem como quest?o norteadora, o questionamento acerca dos desafios, possibilidades e contribui??es do PIBID em rela??o ao incentivo ? doc?ncia para o processo formativo do acad?mico do curso de Pedagogia da UFVJM. O objetivo geral ? analisar desafios, possibilidades e contribui??es do PIBID em rela??o ao incentivo ? doc?ncia para o processo formativo do acad?mico do curso de Pedagogia da UFVJM. A pesquisa constitui-se em um estudo de caso que articula os seguintes procedimentos metodol?gicos: pesquisa bibliogr?fica, documental e de campo de car?ter qualitativo e quantitativo. Os sujeitos colaboradores foram vinte e dois acad?micos e um professor coordenador do PIBID do curso de Pedagogia da UFVJM. Os instrumentos de coleta de dados foram o question?rio e a entrevista. Para a an?lise dos dados criou-se as seguintes categorias de an?lise: pol?ticas p?blicas; processo formativo; incentivo ? doc?ncia e contribui??es, possibilidade e desafios. A disserta??o est? organizada em seis cap?tulos. O primeiro apresenta a introdu??o, o segundo o percurso metodol?gico. O terceiro aborda as pol?ticas p?blicas para as licenciaturas: contexto hist?rico e legal, discutindo as pol?ticas p?blicas nos cursos de licenciatura e no contexto da forma??o de professores no Brasil, bem como a trajet?ria das licenciaturas em geral e do curso de Pedagogia da UFVJM trazendo tamb?m o perfil dos acad?micos bolsistas do PIBID. No quarto, cap?tulo discute-se o PIBID no curso de Pedagogia da UFVJM enquanto processo formativo, focando a an?lise nas narrativas dos alunos e da coordenadora do subprojeto da Pedagogia. Finalmente, no quinto cap?tulo o PIBID como incentivo ? doc?ncia desafios e possibilidades, concomitante as an?lises das narrativas dos sujeitos colaboradores. O estudo evidenciou o PIBID como um programa que, al?m de incentivar a doc?ncia, contribui para o processo formativo dos acad?micos do curso de Pedagogia/UFVJM. / Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / This is an investigation that has as a research subject the Institutional Scholarship Program for the Promotion of Teaching - PIBID while training process to encourage the teaching, challenges, opportunities and contributions that to the Faculty of Education of the fellows of the Federal University of Vales Jequitinhonha and Mucuri - UFVJM, based in the city of Diamantina, Minas Gerais, Brazil. This research is linked to research line "Education, Subjects, Society, History of Education and Educational Public Policy" Master's Program in Education UFVJM. The guiding question we have: what challenges, possibilities and PIBID contributions in relation to encouraging teaching to the educational process of the academic Pedagogy course of UFVJM. The general objective is to analyse the challenges, opportunities and contributions PIBID in relation to encouraging teaching to the educational process of the academic course of Pedagogy of UFVJM. The research is in a case study that articulates the following methodological procedures: bibliographical research, documentary and qualitative and quantitative field. The subjects were employees Subject employees: 22 (twenty two) students and one (01) PIBID teacher coordinator of the course of Pedagogy of UFVJM. data collection instruments were the questionnaire and interview. For the analysis of the data was created the following categories of analysis: public policy; training process; encouraging and teaching contributions, possibility and challenges. The dissertation is organized into four chapters. The first presents methodological approach. The second deals with public policies for degrees: historical and legal context, addressing public policy for undergraduate programs and in the context of teacher education in Brazil, as well as the trajectory of the degrees in general and UFVJM the Faculty of Education bringing also the profile of fellow academics PIBID. In the third chapter discusses the PIBID the course of Pedagogy of UFVJM while training process, focusing on the analysis in the narratives of students and the Education sub-project coordinator. Finally, in the fourth chapter PIBID as encouraging the teaching challenges and possibilities, this also worked with the narratives of the subject employees. The study showed that the PIBID in UFVJM is consolidated as a teaching incentive program in a training process from the challenges, contributions and possibilities.

Previous issue date: 2017 / O presente trabalho tem por finalidade o estudo dos planos municipais de educa??o dos munic?pios localizados no territ?rio do Alto Jequitinhonha, sob a esfera administrativa da Superintend?ncia Regional de Ensino de Diamantina, Minas Gerais com vistas a responder se tais planos encontram-se alinhados ao Plano Nacional de Educa??o e vinculados a outros instrumentos de gest?o local, podendo ser entendidos como suporte ao planejamento das pol?ticas educacionais que se estabelecem no munic?pio. Para a consecu??o dos objetivos partiu-se de um referencial te?rico prioritariamente fundamentado nos estudos de Saviani; Cury e Chiavenato sobre as perspectivas hist?ricas, conceitual e estrat?gica. Quanto ? metodologia, no percurso da pesquisa documental foram analisadas a Constitui??o Federal de 1988, a LBDN 9394/96, a Lei 10.172/2001, o Plano Nacional de Educa??o vigente, as leis municipais instituidoras dos Planos de Educa??o do universo estudado e as fichas de Monitoramento e Avalia??o dos referidos planos. Foram constru?das categorias de an?lise que buscaram a averigua??o espec?fica do cumprimento de prazos legais, representa??o e participa??o na produ??o dos planos; sele??o e an?lise de metas e estrat?gias para constata??o da coer?ncia, planejamento e integra??o institucional na aplica??o das pol?ticas educacionais e a vincula??o das metas e estrat?gias a outros instrumentos de planejamento utilizados pela gest?o municipal nos documentos das cidades de Diamantina, Itamarandiba e Veredinha. Os resultados indicam que a maior parte dos Planos Municipais de Educa??o foi produzida em conformidade com os prazos legais e que, nos planos dos tr?s munic?pios selecionados para a pesquisa, as respostas ?s indaga??es decorrentes da an?lise indicam lacunas que podem ser adequadas a partir de um processo de monitoramento e avalia??o. Entretanto, tais adequa??es n?o impedem que os Planos possam ser considerados como instrumentos de planejamento e de suporte ?s pol?ticas educacionais aplicadas nos territ?rios dos munic?pios. / Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The purpose of this research is to study the municipal education plans of the counties located in Alto Jequitinhonha, according to the administrative sphere of the Regional Superintendence of Teaching of Diamantina, Minas Gerais. The study proposal seeks to answer if such plans are aligned with the National Plan Education and linked to other local management instruments, as they can be understood as support to the planning of educational policies that are established in the counties. In order to achieve the objectives, it developed a theoretical framework based mainly on the studies of Saviani; Cury and Chiavenato on how were the historical, conceptual and strategic perspectives?. For the methodology, it were analyzed the Federal Constitution of 1988, LBDN 9394/96, Law 10.172 / 2001, the National Education Plan in force, the municipal laws that instituted the Education Plans of this studied, and also the monitoring and assessment plans. Consequently, it were formulated categories of analysis to point out the specific investigation of compliance with legal deadlines, representation and participation in the production of the plans. In addition, there were examination related to the selection and analysis of goals and strategies to establish coherence, planning and institutional integration in the implementation of educational policies, as well as the linkage of objectives and strategies with other planning instruments used by the municipal administration in the cities of Diamantina, Itamarandiba and Veredinha. The results indicate that most of the Municipal Education Plans were in accordance with legal deadlines and that, in the plans of the three municipalities selected for the research, the answers to the questions arising from the analysis reveal gaps that may be appropriate from a process of monitoring and evaluation. However, such adjustments do not prevent the Plans from being considered as tools for planning and supporting the educational policies applied in the territories of the counties.

O munic?pio foi escolhido como projeto piloto do Estado, por apresentar significativos remanescentes florestais de Mata Atl?ntica, resguardando aproximadamente 16% de cobertura florestal e ser uma cidade polo regional da regi?o nordeste do Estado de Minas Gerais. Outro fator importante, o Munic?pio de Te?filo Otoni possui 28,94% de sua superf?cie inserida na ?rea de Prote??o Ambiental (APA) do Alto Mucuri. Este trabalho apresenta elementos normativos e t?cnicos necess?rios ? cria??o de pol?ticas p?blicas, com o objetivo de nortear a implanta??o do Plano Municipal de Conserva??o e Recupera??o da Mata Atl?ntica do Munic?pio de Te?filo Otoni (PMMATO), como instrumento de a??o no planejamento territorial. The municipality was chosen as a pilot project of the State, because it presents significant forest remnants of the Atlantic Forest, protecting approximately 16% of forest cover and being a regional polo city of the northeast region of the State of Minas Gerais. This work presents normative and technical elements necessary for the creation of public policies, with the purpose of guiding the implantation of the Municipal Forest Conservation and Recovery Plan of the Municipality of Te?filo Otoni (PMMATO), as an instrument of action in the territorial planning. The Municipality of Te?filo Otoni and the following parts of the PMMATO are participatory: participatory diagnosis, strengths and weaknesses of environmental management and the action
plan. Using the methodology used, we analyzed the qualitative and quantitative variables of the data and information available in PMMATO, in public institutions, books, theses, dissertations, articles and other municipal plans. The comparative method was used, in order to bring to light: other references of planning. Participative models of management and increments for the discussion of the alternatives of solution of the problems, indicated by the communities. The purpose of this study is to contribute with reflections on political, administrative and social management at the municipal level, through governance and governance models that signal the necessary conditions to fulfill the strategies established as priorities. We intend to collaborate with public policy instruments necessary for territorial planning, for the effectiveness and applicability of PMMATO, as a public policy for the environmental management of the Municipality of Te?filo Otoni.

regramentos t?cnicos aplicados no controle de riscos e na redu??o de acidentes e desastres naturais e antr?picos, almejando-se identificar as pol?ticas p?blicas mais adequadas ao planejamento e ordenamento do territ?rio da cidade. Through a bibliographical and documentary research the legal and social effectiveness of the norms that govern the occupation and the use of urban territorial spaces in the prevention of environmental and geological risks was investigated. In order to achieve the collimated objective, we analyzed information on academic research and technical mapping of risk areas in Te?filo Otoni, as well as studying the legal norms and technical
regulations applied in the control of risks and in the reduction of accidents and natural disasters and To identify the most appropriate public policies for the planning and planning of the city's territory. In the same way, strategies of sustainable land use were presented, seen as more effective in the reduction of the environmental and geological risk, as well as, alternatives were described for revision of the Master Plan, of the Code of Works and of the edition of a Law of Installment, Land Use and Land Use in the Municipality of Te?filo Otoni.
It should be emphasized that, from the juridical-normative point of view, it is essential to propose public policies more adequate to the control and prevention of risks, and, from the political-social point of view, it is fundamental that the city has urban environmental planning as Mechanism of fostering the balance between economic development and environmental sustainability. Finally, it is argued that prevention, through specific public policies, is the best way to minimize the environmental and social impacts of occupying areas at risk.

Previous issue date: 2008-08-08 / The present study aims to understand the process of Participation of the Health Council- CMS in the formularization, implementation and control of the Municipal health plan of Pedras de Fogo, through four criteria of quality of participation considered by Demo (1993): representation, legitimacy, base participation, and self-responsibility. The criteria of representation is related to the quality of politics of the representative over the representings. Legitimacy is related to the politics` quality of the process of participation based on norms and rules that stipulate the participation, the base participation is a necessary political support so that the power authorization directed to the representings can be effective and the self-responsibility refers to the capacity of being responsible when it concerns to the public service or property. Through the descriptive and exploratory study a qualitative method was adopted to consider the conditions of the participation of the twelve council members of the City council of Health of Pedras de Fogo, through a formulated Instrument based on the criteria of DEMO (1993). It was concluded that the quality of the participation of the council members of the CMS of Pedras de Fogo understands essential aspects of the criteria of quality considered by Demo (1993) but it shows fragilities as unfamiliarity with the norms that legitimize the performance of the council; unfamiliarity of its condition of being an agent and the importance of the participation of the base for the reinforcement of its participation, as well as inertia related to the check and rendering of accounts on its performance.
