No. of bitstreams: 1 2016 - Elenilson Silva de Oliveira.pdf: 1048621 bytes, checksum: cb2aa57c367db8045adc9850fd5729dd (MD5) Previous issue date: 2016-05-25 / This dissertation is the result of the survey carried out in the period from June 2014 to May 2016, linked to Graduate Program in Agricultural Education, Universidade Federal Rural do Rio de Janeiro, had as general objective to characterize the relationship of agricultural education with the curriculum at the school of the field of Settlement Project Urumutum, in Tabatinga-Amazonas.The Urumutum Settlement Project was created by INCRA - National Institute of Colonization and Agrarian Reform in 1987, after having been planned as Integrated Project of colonization. At the beginning 65 families (142 lots) were seated, after years of conflict by land on site, currently live more than 154 families considered posseiras in batches with problems of possession of the land.However, the research allowed us to develop the following specific objectives: to identify the forms of access and the development of public policies for agrarian reform on saddle Urumutum; analyze the ways of life and the social transformations on saddle Urumutum from the educational context; contextualizing the role of agricultural education for the formation of the students of the school of the field through the voices of the social actors.As methodological tools, we use the literature, which served as the construction for the theoretical and methodological frameworks, through numerous documents produced by rural social movements, in partnership with trade unions, public universities and education departments; documentary research, by comparing and interweaving of voices that come from various documentary sources, written and oral, as well as our participation in meetings and conferences, with access to the minutes and reports and oral history, using interviews and record of history of life of the subjects of the field involved in the educational process in the settlement: students, teachers, parents and family farmers.The study sought to answer the following question: how the curriculum of the school in the city of Tabatinga field (AM), works with agricultural education? From the application of methodological tools we trace a path that began with the context of rural settlements in the Amazon, bringing the agrarian question in the Amazon and the agrarian reform settlements in the context of Alto Solim?es. Then we highlight the history of the field of education, social movements, the struggle for education in Tabatinga and programs and Field Education actions under the IFAM - Federal Institute of Education, Science and Technology of Amazonas, Campus Tabatinga. Following, we emphasize with a brief history of agricultural education in Brazil, followed by the cultural historical context of the School Marechal Castelo Branco, and finally, caught crossing issues related to the work, education and agricultural education in Settlement Urumutum. The study found that the consequences arising from the period of colonization of the Amazon, together with the land reform policy incipient, lack of public policies for the populationof the field, especially the educational, become visible to the need for reflection / action through new perspectives on the role of the state against the sustainable rural development of these populations. Above all, there is a need to strengthen the educational activities between the spheres of government and civil society, especially social movements, to ensure the construction of participatory educational projects that address the principles of the field of education as a fundamental part of the design education of the people of the field. / Esta disserta??o ? o resultado da pesquisa realizada no per?odo de junho de 2014 a maio de 2016, vinculada ao Programa de P?s-Gradua??o em Educa??o Agr?cola, da Universidade Federal Rural do Rio de Janeiro, teve como objetivo geral caracterizar a rela??o do ensino agr?cola com o curr?culo na escola do campo do Projeto de Assentamento Urumutum, em Tabatinga-Amazonas. O Projeto de Assentamento Urumutum foi criado pelo INCRA - Instituto Nacional de Coloniza??o e Reforma Agr?ria em 1987, ap?s ter sido planejado como Projeto Integrado de Coloniza??o. No in?cio 65 fam?lias (142 lotes) foram assentadas, ap?s anos de conflitos por terras no local, atualmente vivem mais de 154 fam?lias consideradas posseiras em lotes com problemas de posse das terras. Contudo, a pesquisa possibilitou desenvolver seguintes objetivos espec?ficos: identificar as formas de acesso e o desenvolvimento das pol?ticas p?blicas para a reforma agr?ria no assentamento Urumutum; analisar os modos de vida e as transforma??es sociais no assentamento Urumutum a partir do contexto educacional; contextualizar o papel do ensino agr?cola para a forma??o do discente da escola do campo por meio das vozes dos atores sociais. Como instrumentos metodol?gicos, utilizamos a pesquisa bibliogr?fica, que serviu de constru??o para os referenciais te?rico-metodol?gicos, por meio de in?meros documentos produzidos pelos movimentos sociais do campo, em parceria, com sindicatos, universidades p?blicas e secretarias de educa??o; a pesquisa documental, atrav?s da compara??o e entrecruzamento de vozes advindas de diversas fontes documentais, escritas e orais, al?m da nossa participa??o em reuni?es e congressos, com acesso ?s atas e relat?rios e a hist?ria oral, com a utiliza??o de entrevistas e registro da hist?ria de vida dos sujeitos do campo envolvidos com o processo educativo no assentamento. O estudo buscou responder o seguinte questionamento: como o curr?culo da escola do campo do munic?pio de Tabatinga (AM) trabalha com o ensino agr?cola? A partir da aplica??o dos instrumentos metodol?gicos tra?amos um caminho que iniciou com a contextualiza??o dos assentamentos rurais na Amaz?nia, trazendo para a quest?o agr?ria no Amazonas e o contexto dos assentamentos de reforma agr?ria no Alto Solim?es. Em seguida, destacamos o hist?rico da Educa??o do Campo, os movimentos sociais, a luta pela educa??o em Tabatinga e os programas e a??es de Educa??o do Campo no ?mbito do IFAM - Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Amazonas, Campus Tabatinga. O estudo constatou que as consequ?ncias oriundas desde o per?odo de coloniza??o da Amaz?nia, somadas a pol?tica de reforma agr?ria insipiente, a falta de pol?ticas p?blicas para a popula??o do campo, principalmente as educacionais, tornaram vis?veis ? necessidade de reflex?o / a??o atrav?s de novos olhares sobre o papel do estado frente ao desenvolvimento rural sustent?vel dessas popula??es. Sobretudo, h? a necessidade de estreitar as a??es educacionais entre as esferas de governo e a sociedade civil, em especial os movimentos sociais, no sentido de garantir a constru??o de projetos educacionais participativos, que contemplem os princ?pios da Educa??o do Campo como parte fundamental da concep??o de educa??o dos povos do campo.

We situate the proposition of the Law Project in the contemporary process of construction of childhood and children as subjects of right. The approach of this dissertation emphasize the understanding of practices, uses and meanings attributed to the implementation of projects of legal standards, processes of constitution of new subjects of rights, policy areas and forms of social regulation in Western societies. It is in this sense that we problematize the anthropological question of ?distance ethnography?, exposing the limits of just listening to audios and looking into analysis of official documents and contents of the discussion and approval process of this bill, performing a "dense description", pointing out the social and institutional agents present and highlighting the central arguments, as well as the knowledge and practices that inform and guide the debate on the approval, bedding, object, relevance, and therefore implementation of this legal standard. / A presente disserta??o objetiva descrever e analisar a tramita??o do Projeto de Lei n? 6.998 de 2013, que visa ?alterar o artigo 1? e inserir dispositivos na Lei n? 8.069, de 13 de julho de 1990, que disp?e sobre o Estatuto da Crian?a e do Adolescente (ECA), a fim de estabelecer diretrizes para a constru??o de uma pol?tica p?blica para a Primeira Inf?ncia? no pa?s. A formula??o deste PL est? situada no processo contempor?neo de constru??o da inf?ncia e da crian?a como sujeitos de direitos. These institutions conditionalities are requirements counterparts for maintenance benefits offered by funds from the National Student Assistance Program and are configured generally in charge of academic performance and work. Failure to comply with the conditionalities usually implies sanctions ranging from suspension of benefits to the exclusion of student politics. Such actions not supported by the current national laws governing student assistance (Decree No. 7,234 / 2010), however, are maintained by the institutions. So, to put on the agenda the discussion of conditionalities broke what was constituted as a research problem: as the conditionalities have been designed and operationalized in the Student Assistance Policy Federal Institutions of Public Higher Education? The study was developed through a qualitative research, based on the critical dialectical method. To support the discussion, the study seeks to understand the historical trajectory of Higher Education Policy in Brazil since its inception. Logo has the conformation of conditionalities in the historical building of the National Policy of Student Assistance, configuration and operation in the institutions of Rio Grande do Sul, conducting an analysis of the concepts that are presented. From the data obtained from the research it was found that the conditionalities were being built to the right of the historical with retributive character, being created and recreated in the laws and ways of operation; his views are guided in a market logic and neoliberal meritocratic, individualistic, exclusive of retributive law, subject debtors and denial of rights, being able to conclude that the conditionalities perpetuate inequality and exclusion, stigma, subjecting individuals to a borrower's character, constituting themselves as a form of social exclusion and denial of rights. / A presente disserta??o tem como objetivo analisar a concep??o e operacionaliza??o das condicionalidades no contexto da Pol?tica de Assist?ncia Estudantil de Institui??es Federais de Ensino Superior p?blicas. Nestas institui??es as condicionalidades s?o exig?ncias de contrapartidas para manuten??o de benef?cios ofertados atrav?s de recursos do Programa Nacional de Assist?ncia Estudantil e se configuram, de modo geral, na cobran?a de desempenho acad?mico e trabalho. O descumprimento das condicionalidades normalmente implica em san??es que v?o desde a suspens?o dos benef?cios at? a exclus?o do estudante da pol?tica. Tais a??es n?o encontram respaldo na atual legisla??o nacional que regulamenta a assist?ncia estudantil (Decreto n? 7.234/2010), por?m, s?o mantidas pelas institui??es. Its importance notwithstanding, it is possible to observe that such control measures have reduced effectiveness for, in good measure, two reasons: a) still relatively distant and less synergistic relationships between control agencies, overseen administration and society; b) impossibility of, without support of proper tools, analyzing the vast universe of relevant data thay is now being registered due to technological advances. For these reasons, this research analyses the outline and characteristics of possible applications of Govtechs, technological solutions based in post-gerencialism models of public management and in the state of art of informational systems, for the control public policies by Courts of Accounts. Likewise, possible perspectives of integration between interested parties in public policies control are also examined. The conclusion is that, if the matter of full public sharing of data bases is overcome, GovTechs are powerful solutions to integrate action between agents and to data analysis, including by artificial intelligence, with the potential of increase the effectiveness of control measures, especially in the context of a society with increasing complex and sophisticated technologies. / Os Tribunais de Contas v?m realizando controle de pol?ticas p?blicas mediante auditorias operacionais focadas em avaliar o desempenho de programas, e tamb?m, paralelamente e complementarmente, pelas tradicionais auditorias de conformidade de atos administrativos isolados e de aspectos or?ament?rios. Apesar de sua import?ncia, ? poss?vel observar que tais a??es de controle ainda apresentam uma efetividade reduzida por, em grande parte, duas quest?es: a) rela??es relativamente distantes e pouco sin?rgicas entre ?rg?os de controle, entes fiscalizados e sociedade; b) impossibilidade de, sem ferramentas adequadas, analisar o vasto universo de dados relevantes que passaram a ser registrados com o avan?o tecnol?gico. Diante disso, esta pesquisa examina os contornos e caracter?sticas de poss?veis aplica??es das GovTechs, solu??es tecnol?gicas baseadas em modelos colaborativos e dial?gicos de Administra??o P?blica e no estado da arte dos sistemas informacionais, para o controle de pol?ticas p?blicas por Tribunais de Contas. Igualmente, s?o examinadas perspectivas de integra??o entre os atores interessados no controle de pol?ticas p?blicas. A conclus?o ? de que, superado o entrave do compartilhamento pleno de bancos de dados, as GovTechs s?o poderosas solu??es para a atua??o integrada entre agentes e para a an?lise dos dados, inclusive por intelig?ncia artificial, com potencial de aumentar a efetividade das a??es de controle, especialmente no contexto de uma sociedade cada vez tecnologicamente complexa e sofisticada.

This research deals with these bases as a way to obtain a theoretical understanding about the social inclusion and, trough a critical analysis of the public policies, concerning the processes of the technology of Digital TV verify the convey degree between social inclusion and citizenship construction through the improvement of educational audiovisual information supply. The dissertation is constructed through documental research, using the documental method and the analysis is focused in the hypothetical-deductive method connected to the documental procedure method. As a result intends to contribute for the construction of the public policies of democratization and the access to information trough digital television, supported by the formulation of policies that support the transference of information through digital technologies. / Estudo sobre inclus?o social por meio da inclus?o digital, segundo teorias da Ci?ncia da Informa??o com o objetivo de contribuir para reflex?o sobre o modelo de TV Digital, ora em discuss?o, a ser implantado no Brasil. Fundamentado na Ci?ncia da Informa??o que tem como objetivo estudar os aspectos gerais da informa??o (significado transmitido a um ser consciente por meio de uma mensagem registrada em um suporte espacialtemporal), analisar os processos de constru??o e transfer?ncia da informa??o. Este trabalho opera esses fundamentos como forma de obter um entendimento te?rico da inclus?o social e, por meio de uma an?lise cr?tica das pol?ticas p?blicas, concernentes aos processos da tecnologia da TV Digital verificar o grau de converg?ncia entre inclus?o social e constru??o da cidadania atrav?s da potencializa??o de estoques de informa??o audiovisuais. In this perspective, this study had as the main objective to investigate the school management actions and strategies initiated by the school managers of Maranh?o public state schools that present the same or different Ideb from 2007 to 2013, in order to improve the education quality. In a qualitative research approach, we adopt these following methodological procedures: bibliographical survey, documentary research, mixed questionnaire application and semi-structured interview. The research attendees were the managers and 5th grades Portuguese and Math teachers of two public schools located in two Maranh?o cities those had growing or equal Ideb results regarded the planned goal between 2007 and 2011?s. Based on the referred authors, we observed that international organizations influences the construction of Brazilian education quality. We also determined the managerial management that follows a technical mentality is opposed to the democratic public school management because they consider collective construction of the pedagogical proposal redundant and restricts the possibility of public basic education quality to quantitative results obtained by large-scale standard exams. In relation to the Maranh?o educational policies, we could see the educational management, related to the organizational structure copied, mainly in the Roseana Sarney?s long four mandates, Federal Government guidelines and educational policies programs, with emphasis in the redefinition of function and school manager profile. In XXI?s second decade, with the Educational State Plan (PEE/2014) democratic construction, there was the recognition that, beyond the Elementary School universalization, is necessary an effort to the equity in school learning, that implies the necessity of improving the educational indicators implementing public policies focused in learning quality and keep promoting the civil society participation organized in this process. Based on the referred authors, we observed that the pedagogical successful practices noted in the researched public school have the potential of inducing educational policies to improve the students learning quality. In general, the school managers affirmed that the Ideb results started actions related to school physical infrastructure; pedagogical resources and information and communication technology; school management and continuing education for teachers and school managers, among other specific actions in each researched school. The investigation also pointed the necessity of redefining educational public policies in benefit of Maranh?o?s public education quality improvement. / Um dos desafios da gest?o escolar, no s?culo XXI, implica a qualidade da educa??o b?sica. Nessa perspectiva, esse estudo teve como objetivo investigar as a??es e estrat?gias desencadeadas pelos gestores escolares das escolas p?blicas estaduais do Estado do Maranh?o que apresentam Ideb igual ou crescente entre os anos de 2007 a 2013, com vistas ? melhoria da qualidade da educa??o. Em abordagem de pesquisa qualitativa, foram adotados os seguintes procedimentos metodol?gicos: levantamento bibliogr?fico, pesquisa documental aplica??o de question?rio misto e entrevista semiestruturada. As participantes da pesquisa foram as gestoras e as professoras de portugu?s e matem?tica dos quintos anos de duas escolas p?blicas estaduais situadas em dois munic?pios maranhenses que tiveram os resultados do Ideb crescentes ou iguais em rela??o ? meta projetada entre os anos de 2007 e 2011. Com base nos autores referendados, constatamos a influ?ncia de organismos internacionais na constru??o da qualidade da educa??o brasileira. Constatamos, ainda, que a gest?o gerencial de cunho tecnicista op?e-se ? gest?o democr?tica escolar p?blica por considerar redundante a constru??o coletiva da proposta pedag?gica e restringir a possibilidade de qualidade da educa??o b?sica p?blica a resultados quantitativos advindos de exames padronizados de larga escala. Ao que se refere ? pol?tica educacional maranhense, evidenciamos que a gest?o educacional, no concernente ? estrutura organizacional reproduziu, sobretudo, nos longos quatro mandatos da governadora Roseana Sarney, as diretrizes e programas e pol?ticas educacionais do governo federal, com destaque ? redefini??o da fun??o e do perfil do gestor escolar. Nessa segunda d?cada do s?culo XXI, com a constru??o democr?tica do Plano Estadual de Educa??o (PEE/2014), houve o reconhecimento de que, para al?m da universaliza??o do ensino fundamental, precisa haver esfor?o para a equidade no aprendizado escolar, o que implica a necessidade de melhorar os indicadores educacionais implementando pol?ticas p?blicas com foco na qualidade da aprendizagem e de continuar fomentando a participa??o da sociedade civil organizada nesse processo. Com base nos autores referendados, observamos que as pr?ticas pedag?gicas exitosas constatadas na gest?o das escolas p?blicas pesquisadas t?m a potencialidade de induzir pol?ticas educacionais com vistas ? melhoria da qualidade do aprendizado dos alunos. No geral, as gestoras escolares afirmaram que o resultado do Ideb desencadeou a??es relacionadas ? infraestrutura f?sica escolar; recursos pedag?gicos e tecnologias de informa??o e comunica??o; gest?o escolar e forma??o continuada de professores e gestores escolares, entre outras a??es pontuais de cada escola pesquisada. A investiga??o apontou, tamb?m, a necessidade de se considerar condicionantes intra e extraescolares, o que implica redefinir pol?ticas p?blicas educacionais, em prol da melhoria da qualidade da educa??o p?blica maranhense.

In order to achieve this, we searched, in 28 doctoral dissertations in the field of education and similar fields, the conceptions of professional, scientific, and technological education extracted from their results, analyses, and discussions, observing the parameters in technical, methodological, theoretical, and epistemological levels, and the paradigmatic assumptions. As a differential, a pilot study was carried out, in the templates of an empirical ???pre-research,??? aiming to consubstantiate the whole decision process that preceded the dissertation structuring???this topic being inserted in the justification and relevance of the study. As for its characterization, this study is exploratory and its methodology was divided in two large blocks: theoretical dimension, with the part for the fundamentals, and the procedural dimension, with the components that involve the research practice. As for the approach, it meets the principles of the essentially qualitative research, having as basis the comprehension, although it has used numerical and statistical representativeness. It has adopted as fundamentals for methodology, procedures, and instruments the S??nchez Gamboa paradigmatic scheme, a scheme which, for its nature, is also acknowledged as an epistemological approach of method. It has also used the state of the art as the most appropriate for meta-research. The data-generating process encompassed bibliographic research, documental research, and the registration sheet, with adaptations. The results indicated, on what concerns the conceptions of the researched dissertations??? authors, that the dualism and disconnection between what supports the theoretical and methodological dimension of studies and the reality, as well as the strict vision on training for the labor market, constitute the three factors that have impacted the most the causes for the gap between academic studies and public policies in professional, scientific, and technological education. Among other causes, what stood out was also the divergence of conceptions with geographically distinct vision of domains for which the theoretical trends would be destined, on state and federal levels. On theoretical trends and the benefits of including local productive arrangements in the offer of courses of technical and professional education, the results have steered to a new understanding: Paulo Freire???s context of ???unheard-viable.??? We concluded with the implications for further studies and a report on pending matters in this study. / O objetivo geral desta tese foi identificar as implica????es do distanciamento entre as concep????es e tend??ncias te??ricas provenientes dos estudos acad??micos e as pol??ticas p??blicas aplicadas ?? Educa????o Profissional, Cient??fica e Tecnol??gica (EPCT). Para alcan????-lo, buscouse, em vinte e oito teses de doutorado em educa????o e ??reas afins, as concep????es de educa????o profissional, cient??fica e tecnol??gica obtidas na parte dos resultados, das an??lises e discuss??es, observando-se os par??metros nos n??veis t??cnico, metodol??gico, te??rico e epistemol??gico, bem como nos pressupostos paradigm??ticos. Como diferencial, realizou-se um estudo-piloto nos moldes de uma ???pr??-pesquisa??? emp??rica, com o objetivo de consubstanciar todo o processo de decis??o que antecedeu a estrutura????o da tese, sendo este t??pico inserido como parte da justificativa e relev??ncia do estudo. Quanto ?? carateriza????o, o estudo ?? de natureza explorat??ria e a metodologia foi dividida em dois grandes blocos, assim denominados: dimens??o te??rica, com a parte dos fundamentos; e dimens??o procedimental, com os componentes que envolveram a pr??tica da pesquisa. Quanto ?? abordagem, atendeu aos princ??pios da pesquisa essencialmente qualitativa, tendo por base a compreens??o, embora se tenha feito uso de representatividade num??rica e estat??stica. Utilizou-se, ainda, o estado da arte, como um recurso complementar, quando se faz metapesquisa. O processo de gera????o dos dados abrangeu a pesquisa bibliogr??fica, a pesquisa documental e a ficha de registro, com adapta????es. Os resultados, no que tange ??s concep????es dos autores das teses pesquisadas, indicaram que o dualismo, a desconex??o entre o que fundamenta a dimens??o te??rica e metodol??gica dos estudos e a realidade, bem como a vis??o restrita sobre treinamento para o mercado de trabalho, constituem os tr??s fatores que mais exerceram impacto no distanciamento entre estudos acad??micos e pol??ticas p??blicas na ??rea da EPCT. Entre outros, destacou-se, ainda, a diverg??ncia de concep????es com vis??o geograficamente distinta dos dom??nios para as quais se destinariam as tend??ncias te??ricas, nas esferas estadual e federal. Sobre as implica????es entre tend??ncias te??ricas e benef??cios da inclus??o dos arranjos produtivos locais (APL) na oferta de cursos, no ensino t??cnico e profissional, os resultados direcionaram para um novo entendimento: o contexto de ???in??ditovi??vel???, de Paulo Freire. Finalizou-se com as implica????es para futuras pesquisas e um relato das pend??ncias deste estudo.

Objective: To investigate the relationships between homomaternal families and the school context, identifying and understanding how the dialogue between them and also between some public policy occurs. Method: two qualitative and exploratory studies were performed which resulted in four articles. The first study was a documental review of the National Curriculum Parameters (PCN), the Brazil Without Homophobia Program and the National Human Rights Plans I, II and III. Narrative interviews were used to conduct the second study, searching for lesbian mothers had eleven children and adolescents of school age, plus four pedagogical supervisors. In both studies, we used discourse analysis from the perspective of feminist studies of gender and Socio-Historical Social Psychology to perform the analysis. Results: It was possible to identify the importance of creating public policies to visualize the LGBT public education, but they are not enough measures to contribute effectively in transforming the school reality. Mothers feel accepted and understood in the chosen schools. Despite presenting very wide understandings of what is considered family, pedagogical supervisors still carry on their discourses crossings of heteronormativity and patriarchy still in effect. Conclusion: The school is changing, but issues such as sexual orientation are still treated in a non-visualized way and in an individualized manner. It becomes increasingly urgent that schools open space for marginalized subjects to have a voice and be heard. / A presente tese prop?e uma reflex?o sobre a rela??o entre as fam?lias homomaternais e as escolas na contemporaneidade. Objetivo: investigar as rela??es existentes entre as fam?lias homomaternais e o contexto escolar, identificando e compreendendo como ocorre a interlocu??o entre eles e tamb?m entre algumas pol?ticas p?blicas. M?todo: Foram realizados dois estudos qualitativos e explorat?rios que resultaram em quatro artigos. O primeiro estudo foi uma an?lise documental dos Par?metros Curriculares Nacionais (PCN), do Programa Brasil sem Homofobia e dos Planos Nacionais de Direitos Humanos I, II e III. Para a realiza??o do segundo estudo, foram utilizadas entrevistas narrativas para pesquisar onze m?es l?sbicas que possu?am crian?as e adolescentes em idade escolar, al?m de quatro orientadoras educacionais. Em ambos os estudos, utilizouse an?lise de discurso sob a ?tica dos estudos feministas de g?nero e da Psicologia Social S?cio-Hist?rica para realizar as an?lises. Resultados: Foi poss?vel identificar a import?ncia de cria??o de pol?ticas p?blicas para visibilizar o p?blico LGBT na educa??o, por?m n?o s?o a??es suficientes para contribuir de modo efetivo na transforma??o da realidade escolar. This Program takes place in all six units of the Social Assistance Reference Center (CRAS ) that actlined form in specific territories from urban to rural ?reas in the municipality of Itaguai (RJ), Brazil. This municipality has recently experienced a series of socio-economic and environmental changes that directly impacted it territory. The purpose of this research is to evaluate the practical applicability of the social dimension of this particular public policy, created from dialogical process and a hierarchical design of their socialization premises. This will be possible by comparative analysis between the normative theories and methodologies proposed by the federal government, practices presented in SCFV at the municipal level and analysis based on the survey results conducted with local stakeholders (users - civil society, professional service and local public administration). The methodology focused in the qualitative research saturation model feature. It was held a total of one hundred and four interviews, besides visits and field research in the six existing units in Itaguai (RJ). For a better analysis of theory and practical results we have also used the terms social management, social control and deliberative citizenship as basic tools for delineation of proposing the research, as each of these terms bring a deep discussion about rationality and the communicative and cooperative processes between the state and civil society. In other words, this research seeks to understand how ave being arrived out the guiding proposals and methodological aspects of the SCFV public policies by MDS national scale and compare it with the practical applicability in the local level / Essa disserta??o prop?e apresentar como ocorre a atua??o pr?tica da pol?tica p?blica do Servi?o de Conviv?ncia e Fortalecimento de V?nculos (SCFV) de responsabilidade do Minist?rio de Desenvolvimento Social e Combate a fome (MDS), nas seis unidades do Centro de refer?ncia da Assist?ncia Social (CRAS) que atuam de forma capilarizada em territ?rios espec?ficos em regi?es urbanas, Periurbanas e rurais existentes no munic?pio de Itagua? We discuss the entrepreneurial practices of the cities that compose the "Western Border Metrpolitan" (Itagua?, Japeri, Paracambi, Queimados, and Serop?dica). These municipalities had their potential for increased industrial and logistical attractiveness due to the inauguration of the Metropolitan Arch and fiscal incentives policies. In this way, municipal governments have used strategic geographical position, empty land and other facilities, to attract new investors to this region. The results show recent transformations and constant efforts to ensure a promising "investment image" of the region. We observe that cities are committed to adopting the model of Urban Entrepreneurship, in the effort to become a commodity to be consumed, adopting strong rhetorical discourse of how indispensable it is for its growth and development. / Este trabalho teve como objetivo analisar o empreendedorismo urbano em cidades perif?ricas. Discutimos as pr?ticas empreendedoras das cidades que comp?em a ?Borda Oeste Metropolitana? (Itagua?, Japeri, Paracambi, Queimados, e Serop?dica). Esses munic?pios tiveram seu potencial de atratividade industrial e log?stico aumentado devido ? inaugura??o do Arco Metropolitano e pol?ticas de incentivos fiscais. Dessa forma, as prefeituras municipais t?m se utilizado da posi??o geogr?fica estrat?gica, terrenos vazios e outras facilidades, para atrair novos investidores para essa regi?o. Os resultados mostram transforma??es recentes e esfor?os constantes para garantir uma ?imagem? de regi?o promissora a investimentos.
