[pt] Adotando um olhar construtivista, esta dissertação tem como
tema de
pesquisa analisar a imagem internacional do Brasil como
potência média - idéia
que perpassa a construção da identidade do país - projetada
pelo governo de
Fernando Henrique Cardoso (1995-2002). A perspectiva do
sistema
internacional como um ambiente social mostra a importância
de fatores sociais e
elementos cognitivos para os estudos em análise de política
externa. A pesquisa
problematiza o conceito de potência média a partir de
quatro dimensões
analíticas - capacidade material, influência,
autopercepção, e reconhecimento -
no intuito de revelar os aspectos teóricos presentes no
entendimento brasileiro de
potência média. Ao longo dos anos, a diplomacia brasileira
desenvolveu um
conceito próprio de potência média. Tradicionalmente visto
pela óptica
materialista, o conceito recebeu uma conotação menos
tangível e mais cognitiva.
Destarte, esta dissertação demonstra, dentro de uma lógica
de interação social,
como a imagem internacional do país como potência média é
construída no
governo Cardoso pelos discursos de continuidade e mudança
apresentados nos
fóruns internacionais multilaterais, em especial, na ONU e
na OMC. / [en] Departing from a Constructivist view, this Msc.
Dissertation has as its
subject of research the analysis of Brazilian international
image as a middle
power - idea that can be found throughout the process of
national identity
construction - projected by Cardoso s government (1995 -
2002). The
perspective of the international system as asocial milieu
demonstrates the
importance of social factors and cognitive elements in the
study of foreign policy
analysis. This Msc. Dissertation inquires into the concepts
of middle power
under four analytical dimensions - material capabilities,
influence, selfperception,
and recognition - questioning the concept to reveal the
theoretical
aspects found in the Brazilian understanding of middle
power. Throughout the
Brazilian Republican History, the Diplomats have developed
their own concept
of middle power. They gave a more cognitive and less
materialist sense to a
concept traditionally associated with a materialist point
of view. Therefore, this
research demonstrates from a social logic of interaction
how the image of Brazil
as a middle power was constructed during Cardoso s
government by the
statements of change and continuity in such multilateral
international forums
as the UN and WTO.

Preservar o mundo unipolar tem sido o principal objetivo da

new strategy to guide its foreign policy in the post Cold
War world. The Doctrine of Containment has oriented the
American foreign affairs throughout the period of
confrontation between the two superpowers. As a result of
the end of the bipolar world, the United States has emerged
as the world´s only superpower. In the post Cold War order,
the new beacon of the United States foreign policy would be
the strategy of Primacy. Since the fall of the Berlin Wall,
the maintenance of the unipolar world has been the main
objective of the American foreign policy.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O arco geográfico de atuação internacional de um país se delimita a partir das linhas de ação traçadas pela política externa. No caso brasileiro, o continente africano é percebido pelo pensamento diplomático como espaço privilegiado para a presença internacional do Brasil, em vista dos laços históricos e culturais, além de complementaridades econômicas e políticas. Essa percepção apresentou oscilações ao longo dos anos, nas relações Brasil-África, em uma dinâmica de maior aproximação ou afastamento, em vista de conjunturas internacionais e domésticas de ambos os lados. Nos últimos anos, ao longo do governo de Lula da Silva no Brasil, esse movimento convergiu para o estreitamento de laços e estabelecimento de parcerias e acordos de cooperação diversos. A compreensão desse processo, bem como de seus desdobramentos iniciais, é o que se pretende tratar na dissertação ora apresentada. Ao arguir acerca da relevância das relações diplomáticas do Brasil com países africanos, a presente dissertação baseou-se em levantamento de dados de comércio exterior, análise de discurso diplomático, leitura de reflexões de especialistas e acompanhamento dos desdobramentos suscitados pela valorização do continente africano para a política externa brasileira. A pesquisa efetuada encaminhou-se para o levantamento da hipótese acerca da assertividade e pragmatismo da política africana de Lula da Silva, em vista de seus resultados e vínculos com o interesse nacional. / The geographic scope of international activities of a country is drawn from guidelines of action established by its foreign policy. In Brazilian case, the African continent has been perceived by the diplomatic school of thought as a privileged place for the Brazilian international presence, because of historical and cultural ties, and also because of economic and political complementarities. In the Brazil-Africa relations, this perception has varied over the years, generating rapprochements or retractions, due to international and domestic contexts of both sides. In recent years, over the government of Lula da Silva in Brazil, this movement converged to stronger ties and partnerships and diversified cooperation agreements. The understanding this process, as well as its initial development, is what will be addressed by this thesis. From the questioning of the importance of diplomatic relations between Brazil and African countries, this thesis is based on survey data on foreign trade, the diplomatic discourse analysis, the reading of expert analysis and the monitoring of developments in the appreciation of the role of African continent for Brazilian foreign policy. The research has led to the lifting of the hypothesis about the assertiveness and pragmatism of African policy of Lula da Silva government, according to their results and relations with the national interest.

A independência do Brasil, bem como de parte significativa da América Latina, ocorreu concomitantemente ao reestabelecimento da realidade política europeia após a Revolução Francesa. A Constituição brasileira de 1824, apesar de aparentar similaridades com o liberalismo francês, foi feita de forma a transformar o Brasil no modelo mais bem acabado de realidade política do Antigo Regime europeu. O engessamento da estrutura política decorria da existência de uma elite coesa, situação que punha à prova um modelo que teoricamente oferecia ao monarca o poder máximo, dada sua atribuição de alternar o grupo que estava no comando do país. Esse processo resultou quase que na transformação do imperador em um chanceler das decisões tomadas pelos membros da elite homogênea. Essa dinâmica política ocorre pari passu às tensões de modernização que permeiam a realidade europeia do século XIX e que refletem o aprofundamento do capitalismo da Segunda Revolução Industrial. O Brasil, pensado a partir do modelo do Antigo Regime europeu, encontrou no segundo reinado o ponto de inflexão a partir de iniciativas de modernização defendidas por D. Pedro II. Esse conflito intraelite é a tônica da análise feita a partir da hipótese de que o Brasil era um membro efetivo da Sociedade de Estados europeia, percepção decorrente do compartilhamento de valores havido com os países da Europa. Nesse espectro, constrói-se uma narrativa histórica na qual a História da Política Externa Brasileira e a História das Relações Internacionais são desenvolvidas conjuntamente. Essa narrativa visa superar as limitações impostas por uma noção de História restrita às questões de poder e disputas fronteiriças. Para a consecução desse objetivo recorreu-se a uma análise mais detalhada das atribuições do Conselho de Estado órgão representativo da elite imperial e das atas das reuniões havidas na seção de Justiça e Negócios Estrangeiros. A essa análise contrapôs-se aquela feita dos diários de D. Pedro II escritos durante suas três viagens ao Exterior (1871-1873 / 1876-1877 / 1887-1888). É pela contraposição dessas duas fontes primárias que se conclui que havia projetos diferentes para o país decorrentes de percepções diferentes sobre a realidade da Europa: se de um lado a Europa vista pela elite brasileira era aquela do Antigo Regime, D. Pedro II reconhecia os impulsos modernizantes das duas últimas décadas do século. Alguns dos quais ele tentou implementar no país. / Brazilian independency, as well as that of almost all Latin-American countries, happened at the same time as Europes restoration that followed the French Revolution. Brazilian Imperial Constitution of 1824, despite the appearance of similarity with the French liberalism, was built in a way to make Brazil become the country that better fit the European Ancien Regime model. The inelasticity of the political structure derived from the existence of a closely knit elite, whose dynamics forged the political roles in a way in which the emperor became almost a chancellor that executed the decisions made by the elite. Hes attribution of changing the ruling party was ineffective once the homogeneity of the group was so strong. Such reality happened while, in Europe, modernizing pressure were taking place as a consequence of the Second Industrial Revolution and the deepening of the capitalism the reality of the continent. During the reign of D. Pedro II, Brazil came to a turning point when the homogeneity of the elite breaks up with the Emperor supporting modernizing projects. This intra-elite conflict is in the core of the analysis made from the hypothesis that Brazil was a effective member of the European Society of States since it shared common values with the European countries. From there, a historical narrative is built, in which the History of Brazilian Foreign Policy and the History of International Relations are written together. This narrative aims at overcoming the limitations imposed by a notion of History restricted to issues of power and boundaries disputes. In order to fulfill this goal, the Conselho de Estado structure representative of the imperial elite and the minutes of the assemblies of the seção de Justiça e Negócios Estrangeiros are studied in depth. Running together with this analysis, is another one over the journals of D. Pedro II written during the three voyages he made abroad (1871-1873 / 1876-1877 / 1887-1888). It is by the comparison of these two sources that one can conclude that there were different projects to the country, and they were originated from different perceptions over the European reality: if for Brazilian elite it was still coherent to cope with the Ancien Régime, D. Pedro II pushed for modernizing the country during the two last decades of the century.

Previous issue date: 2010 / Resumo: Após os atentados de 11 de setembro de 2001 ocorridos em território norte-americano, diversas ações foram tomadas por parte do governo dos EUA para contenção do terrorismo internacional. Embora seja uma região que não tenha sofrido incursões bélicas ancoradas no argumento de combate ao terror, no caso da América Latina uma área em especial tem sido destacada nos relatórios governamentais e estudos de analistas internacionais: a Tríplice Fronteira entre Argentina, Brasil e Paraguai (TF). Tal região tem sido considerada um safe haven, ou seja, uma área propensa a ser utilizada como base de apoio ao terrorismo internacional, especialmente para financiamento de grupos islâmicos radicais. Visando uma melhor compreensão do destaque dado à região, esta pesquisa objetiva analisar a política externa dos EUA para a região, assim como as ações e as percepções do mesmo, em comparação às visões proporcionadas por analistas internacionais. Ainda, pretende-se mostrar o posicionamento do governo brasileiro diante desta postura de Washington. Considerando que tal tema tem sido pouco estudado na área de Relações Internacionais, esta pesquisa busca preencher uma lacuna importante nos estudos relacionados a segurança internacional dentro do Cone Sul, auxiliando na compreensão de como atuam os diferentes órgãos da arquitetura política norte-americana e a resposta do Brasil em um dos poucos aspectos no qual a América do Sul é lembrada na chamada Guerra ao Terrorismo iniciada pelo governo George W. Bush com sua incursão no Afeganistão em 2001 / Abstract: After the attacks of September 11, 2001 occurred in U.S. territory, several actions were taken by the U.S. government for containment of international terrorism. Although it is a region that has not suffered incursions of war anchored in the argument of fighting terror, in the case of Latin America one area in particular has been highlighted in government reports and studies by international analysts: the Triple Frontier between Argentina, Brazil and Paraguay (TF). This region has been considered a safe haven, or an area prone to be used as a support for international terrorism, particularly for financing of radical Islamic groups. For a better understanding of the prominence given to the region, this research aims to analyze the U.S. foreign policy for the region as well as the actions and perceptions of it, compared to the views offered by international analysts. Still, is intended to show Brazilian government stance against Washington attitude. Previous issue date: 2012-12-03 / Conselho Nacional de Desenvolvimento Científico e Tecnológico / The health subject is inserted in the International Relations context and has been
developing cooperative actions in the area since some initiatives like the creation of the
Sanitation Councils and International Health Conferences in the XIX century, till the
International Sanitation Office Constitution in 1902 which was later on named as the
Pan American Health Organization in 1958 and the World Health Organization, created
in the post II World War context in 1948. The Brazilian South/South cooperation had its
practices deepened during Lula s government if we take into consideration the number
of projects in the area, the geographical areas in which the programs were established,
the presence of the subjects in the forums in which Brazil took part. This work aims at
analyzing the Brazilian South/South cooperation in the health area as an instrument of
Lula s Soft Power government instrument between 2003 and 2010 and to do so, were
used the geographical and political dimensions of analysis. Observe at first if a
intersection point between the Brazilian External Politics during Lula s government and
the initiatives in health cooperation exists will allow the evaluation if this cooperation
was an instrument of inserting Brazil in the International System. Data from the Health
Ministry, Brazilian Cooperation Agency and from the Institute of Applied Economics
Research concerning the subject, numbers referring to cooperation, and cooperative
countries were collected. This data was correlated with the literature relevant to the
subject and to the Brazilian cooperation development, specifically the health
cooperation as well as to the external politics in Lula s government. The analysis of the
data and the confrontation with the literature allow us to conclude that there was an
increase in the South/South health cooperation during Lula s government mainly the
projects concerning the HIV/AIDS area and the human milk bank. According to recent
data, these projects together corresponded to more than 50% of the cooperative ones in
the area. The health cooperative projects followed the directives of the Brazilian
External Politics when taking into consideration the geographical areas where these
projects were set up (America, Caribe, Africa and Asia), as well as when we observe
which cooperative health projects are considered in the MERCOSUL, UNASUL,
Portuguese language speaking countries communities (CPLP), IBAS and BRICS
Dialogues Foruns. The existence of cooperation projects, of Actions Plans among
countries as well as the declarations of the Health Ministry of the countries taking part
in the blocks and Dialogue Foruns are representative elements to conclude that the
Brazilian South/South health cooperation is an instrument of Soft Power during Lula s
government and in this context it has inserted Brazil in the International System / A temática da saúde está inserida no contexto das Relações Internacionais, evoluindo as
ações cooperativas na área, desde iniciativas como a criação de Conselhos Sanitários e
Conferências Internacionais de Saúde, ainda no Século XIX, até a Constituição do
Escritório Sanitário Internacional, em 1902, posteriormente denominado Organização
Pan-Americana de Saúde em 1958, e a Organização Mundial de Saúde, criada no
contexto do pós II Guerra Mundial, em 1948. Projetos brasileiros de cooperação em
saúde coincidem com o próprio desenvolvimento da cooperação brasileira, ao longo dos
últimos sessenta anos. A cooperação Sul-Sul brasileira em saúde teve as suas práticas
aprofundadas durante o governo Lula, ao se considerar o número de projetos na área, as
áreas geográficas em que os projetos foram estabelecidos e a presença da temática nos
blocos e fóruns de que o Brasil participa. A presente Dissertação tem por objetivo
analisar a cooperação Sul-Sul brasileira em saúde, como instrumento de Soft Power do
governo Lula, no período de 2003 a 2010, utilizando para este fim, as dimensões
temática, geográfica e política. Observar, inicialmente, se um ponto de interseção existe
entre a Política Externa brasileira no governo Lula e as iniciativas de cooperação em
saúde, permitirá a avaliação se esta cooperação constituiu-se como instrumento de
inserção do Brasil no Sistema Internacional. Foram coletados dados do Ministério da
Saúde, da Agência Brasileira de Cooperação e do Instituto de Pesquisa Econômica
Aplicada, quanto à temática, aos números da cooperação e dos projetos, e quais os
países cooperantes nessa área, sendo os mesmo correlacionados com os dados da
literatura pertinentes ao histórico e desenvolvimento da cooperação brasileira, e
especificamente a cooperação em saúde, bem como, com a Política Externa do governo
Lula. A análise dos dados e o confronto com a literatura permitem a conclusão de que
houve aumento da cooperação Sul-Sul brasileira em saúde durante o governo Lula,
destacando-se os projetos na área de HIV/AIDS e de Bancos de Leite Humano, que
juntos, corresponderam nos dados mais recentes, a mais de 50% dos projetos de
cooperação na área. Os projetos de cooperação em saúde seguiram as linhas diretivas da
Politica Externa brasileira, quando se consideram as áreas geográficas onde os projetos
foram estabelecidos (América do Sul, Caribe, África e Ásia), bem como quando se
observa quais projetos de cooperação em saúde são contemplados dentro das iniciativas,
MERCOSUL, UNASAUL, Comunidade de Países de Língua Portuguesa (CPLP),
Fórum de Diálogo IBAS e BRICS. A existência de projetos de cooperação, de Planos
de Ação entre os países, bem como de Declarações dos Ministros de Saúde dos países
participante dos blocos e dos Fóruns de Diálogo, acordando os mesmos, em aprofundar
a temática e instituir projetos na área, representam elementos que permitem a conclusão
de que a cooperação Sul-Sul brasileira em saúde constituiu-se como instrumento de Soft
Power durante o governo Lula, e nesse contexto, permitiu maior inserção do país no
Sistema Internacional.

In this dissertation we propose a new look over the construction of the well based unwritten alliance between Brazil and United States, investigating the possible participation of Presbyterian North-American missionaries in the building of the solid friendship between these two countries. The research is based on case specific analyses, with use of primary and secondary sources of study, oriented by different theoretical resources of International Relations directed to the analyses of transnational actors, foreign policy analyses e norms analyses.

[pt] O propósito deste trabalho será o de compreender o pensamento internacional de Joaquim Nabuco e Oliveira Lima mediante a reconstrução e sistematização da visão de mundo desses protagonistas do pensamento internacional brasileiro entre as décadas de 1890 e 1910, momento que, ao nosso ver, abrigou o debate inaugural da diplomacia moderna do país. Esta dissertação analisará ainda a construção das estruturas cognitivas que incidiram sobre a agência desses personagens. Uma das hipóteses defendidas é a da co-constituição entre o pensamento internacional brasileiro e a tradição político-diplomática. As ideias e os projetos de inserção internacional defendidos por Nabuco e Oliveira Lima viriam a influenciar durante o século XX a forma pela qual a diplomacia brasileira atuaria, sob a forma de paradigmas ou mapas cognitivos. Enquanto o primeiro foi o precursor do americanismo, o segundo foi o pai do pensamento globalista na política externa brasileira. / [en] The purpose of this work will be to understand the international political thought of Joaquim Nabuco and Oliveira Lima through the reconstruction and systematization of the worldviews of these protagonists of the Brazilian international political thought between the decades of 1890 and 1910, period during which the debate of national modern diplomacy was, in our view, inaugurated. This dissertation will also analyze the construction of the cognitive structure that impinged on the agency of these figures. One of the hypotheses defended is the co-constitution between the Brazilian international thought and the political and diplomatic tradition. The ideas and the projects of international insertion advocated by Nabuco and Oliveira Lima would influence the way in which Brazilian diplomacy would operate, during the twentieth century, in the form of paradigms or cognitive maps. Whereas the former was the precursor of Americanism, the latter was the father of the Globalist thought in the Brazilian foreign policy.

RNP, organização que cuida da operação bem como das
questões estratégicas da
Internet acadêmica brasileira. O objetivo desta
dissertação é desenvolver uma
análise do caso RNP visando a compreensão de sua atuação
internacional e sua
contribuição para a política externa brasileira. Minha
hipótese pretende
demonstrar que a atuação dupla da RNP, nas esferas pública
e privada,
potencializa sua influência na composição da agenda de
política externa brasileira
para a sociedade da informação e integração regional na
medida em que
possibilita a este ator participar simultaneamente de
diferentes loci do processo
decisório que influenciam na política externa. A partir de
uma atuação
burocrática, a RNP transita com facilidade pelas
instâncias hierárquicas da
burocracia e assume um papel análogo ao de uma minoria
burocrática. Por meio
de estratégias de influência tão, e em alguns casos até
mais, capazes quanto às
utilizadas pelos principais atores burocráticos, essas
minorias asseguram seu
espaço na arena do processo decisório de política externa.
Em outro diapasão, a
atuação não-estatal da RNP insere esta organização na rede
horizontal de atores
não-estatais em sua área de atuação. Face à relevância
destes atores observada no
bojo da revolução tecnológico-informacional, os mesmos vêm
demonstrando
efetiva participação na elaboração da política externa
brasileira. / [en] Since Fernando Henrique Cardoso´s administration, Brazil
started to adopt
a public / private way for public services management,
known as Social
Organization (SO). The SOs are not-for-profit
organizations that operate a variety
of national public services. Currently, there are around
200 SOs operating at the
local, estate and federal levels, among them Rede Nacional
de Ensino e Pesquisa -
RNP, the organization in charge of the Brazilian academic
Internet operation and
its strategic matters. The goal of this dissertation is to
develop an analysis on RNP
case, aiming at understanding its international actorness
and its contribution for
the Brazilian foreign policy. My hypothesis intends to
show that RNP´s double
actorness in the public and private realms, leverage its
influence in the Brazilian
foreign policy agenda for the information society and
regional integration. This
fact enables RNP to take part simultaneously in the
different decision process loci
that impact the country foreign policy. From bureaucratic
acting, RNP moves
with relative ease among the realms of the bureaucratic
hierarchy and takes over a
role analogous of a bureaucratic minority. By using
influence strategies as capable
as those used by the major bureaucratic actors, these
minorities are able to
conquer their space in the foreign policy decision process
realm. On the other
hand, the non-state RNP acting allows it to participate on
the non-state actor
network. On the forefront of the relevance of these non-
state actors, observed on
the realm of the information technology revolution, have
been actively taking part
in the construction of the Brazilian foreign policy agenda.

Conselho Nacional de Desenvolvimento Científico e Tecnológico / Por envolver número crescente de atores domésticos, a participação do Brasil na Cooperação Técnica entre Países em Desenvolvimento (CTPD) representa domínio privilegiado para se compreenderem oportunidades e desafios à institucionalização da Cooperação Sul-Sul nas relações exteriores do país. Além de contarem com competência
setorial, instituições implementadoras da CTPD brasileira passaram a reunir conhecimentos sobre países com os quais o Brasil não mantinha ligações históricas estreitas e contínuas,
aumentando seu potencial de influência sobre as diretrizes da política externa. Ao mesmo tempo, boa parte dessas instituições possui estrutura voltada para o desenvolvimento
doméstico, conflitando com a alocação crescente de seus recursos para a promoção do desenvolvimento internacional. Por um lado, embora a busca pelo desenvolvimento nacional
seja baluarte da diplomacia brasileira, os benefícios da CTPD para o mesmo aparecem de forma difusa no discurso diplomático. Por outro lado, agências implementadoras passaram a desenhar estratégias para triar ou induzir demandas, alimentando divergências com instituições decisórias e implementadoras que sustentavam visões distintas sobre o desenvolvimento e a inserção internacional do Brasil. O objetivo geral desta tese é entender os
determinantes do envolvimento do Brasil na CTPD e os impactos da alocação crescente de recursos oficiais brasileiros para a promoção do desenvolvimento internacional sobre a formulação da política externa brasileira. A análise será aprofundada por meio de estudo dos casos de duas agências protagonistas na CTPD brasileira: a Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA) e o Serviço Nacional de Aprendizagem Industrial (SENAI). Seu
envolvimento na CTPD apresenta trajetória semelhante na medida em que induzido, inicialmente, por doadores tradicionais e, posteriormente, como maior ênfase, pela diplomacia brasileira. Durante o Governo Lula, diante do volume crescente de demandas, EMBRAPA e SENAI, identificados tradicionalmente com modelos de desenvolvimento focados no crescimento econômico e no avanço científico-tecnológico, fortaleceram suas divisões de
Relações Internacionais e buscaram influenciar o processo decisório da CTPD considerando lições aprendidas em campo e elementos de seus respectivos planejamentos estratégicos. Não obstante, com a entrada do Governo Dilma e as novas prioridades do desenvolvimento e da política externa, essas instituições divergiram na avaliação da instrumentalidade da CTPD. A vertente Sul-Sul se desmobilizou no SENAI, mas continuou relevante na EMBRAPA, o que pode guardar relação com a maior competitividade do setor agrícola brasileiro e com a capacidade da EMBRAPA de mobilizar fontes alternativas de recursos humanos e financeiros para implementar ações. Porém, a polarização entre agronegócio e agricultura familiar dentro da empresa, alimentada pela sua polarização na sociedade brasileira e fora do país, comprometeu o alinhamento institucional em torno do caráter estratégico de sua atuação na CTPD. / For involving a growing number of domestic actors, Brazils participation in Technical Cooperation among Developing Countries (TCDC) represents a privileged field for
understanding opportunities and challenges to the institutionalization of South-South Cooperation in the countrys foreign affairs. Besides gathering sectorial expertise,
implementing institutions of Brazilian TCDC began gathering knowledge on countries with which Brazil did not maintain close and continuous historical relations, thus enhancing their
potential to influence foreign policy guidelines. At the same time, most of such institutions framework targets at domestic development, conflicting with growing allocation of their
resources to the promotion of international development. On the one hand, although the search for national development is a bulwark of Brazilian diplomacy, the benefits of TCDC to
the former are diffusely accounted for in the diplomatic discourse. On the other hand, implementing agencies started designing strategies to sort or to induce demands, feeding
divergences with decision-making and implementing institutions holding different views on development and on Brazils participation in international affairs. The aim of this dissertation is to understand the drivers of Brazils involvement in TCDC and the impacts of growing allocation of Brazilian official resources to the promotion of international development over the design of Brazilian foreign policy. The analysis will be deepened through case studies of two protagonist agencies in Brazilian TCDC: the Brazilian Agricultural Research Corporation (EMBRAPA) and the National Industrial Training Service (SENAI). Their involvement in
TCDC presents similar paths since it was initially induced by traditional donors and later, with greater emphasis, by Brazilian diplomacy. During the Lula administration, faced with a growing number of demands, Embrapa and Senai, traditionally identified with development models focused at economic growth and scientific and technological advance, have strengthened their International Relations departments and tried to influence TCDC decisionmaking considering lessons learnt in field and elements presented in their respective strategic plans. However, with the arrival of the Dilma administration and new development and foreign policy priorities, such institutions have diverged in the assessment of TCDCs instrumentality. The South-South arena was demobilized in SENAI, but continued to be relevant in EMBRAPA, something that can bear a relation with greater competitiveness of the Brazilian agricultural sector and EMBRAPAs capacity of mobilizing alternative human and
financial resources to implement actions. Nonetheless, polarization among agribusiness and family farming inside the corporation, fed by its polarization in Brazilian society and outside the country, has compromised institutional alignment around its strategic action in TCDC.
