To the Ends of the Earth: A Study of the Explorative Discourse Promoting British Expansionism in Canada

Between 1760 and 1833, English explorers systematically filled in the map of British North America. Many of those explorers worked for two fur-trading companies: the Hudson's Bay Company and the North West Company. In pursuit of new sources of fur, they opened western Canada to European comprehension. Their published accounts of geographic exploration provided the British audience with new geographical information about North America. New geographic information often paved the way for settlement. However, in the case of the Canadian West, increased geographic comprehension did not necessarily lead to settlement. By 1833, the explorers had built a base of knowledge from which the British conceptualized the Canadian wilderness. Over the course of seventy years, the British conception of western Canada remained remarkably consistent. The popular British image of western Canada, persisting into the 1830s, was of a wasteland fit only for the fur trade. The British, who had been expanding around the world for several hundred years, were not yet interested in settlement in western Canada. This thesis seeks to expand upon the link that existed between the fur trade, its employees, and their influence on the British conception of western Canada. / Master of Arts

養殖漁業與其用地管理制度問題之研究--以五結鄉錦眾村、季新村為例 / The research of aquaculture and its land management system in Jin-jhong village and Ji-sin villege in Wujie Township

台灣養殖漁業自1970年代起,進入快速成長時期,而在1980年代為台灣養殖漁業全盛時期,造就台灣成為「養蝦王國」、「養殖王國」揚名國際之美名,也為台灣沿海農漁村地區開拓新的漁業契機,而讓農漁民累積不少財富,故當時養殖漁業儼然成為台灣農業結構上重要之一環,對繁榮沿海農村經濟,安定農村社會,極具貢獻。 然而,諷刺的是,1980年代卻也是台灣耕地轉供養殖池之情況快速蔓延的時代,形成台灣沿海逐漸形成養殖區域性發展,卻也因為養殖漁業對於水土資源超限使用下,而超抽地下水而引起地層下陷及地下水體汙染等永世災難及耕地轉供養殖池諸多問題產生,導致環境不永續之後果,值得謀求解決之道。 本研究以質化研究中之個案研究法,以永續發展理念為基礎,運用文獻分析法及深度訪談法交互分析。先探討台灣養殖漁業管理及養殖漁業用地管理制度之演進及衍生出問題;再以宜蘭縣五結鄉季新村、錦眾村個案研究地區,深入探討台灣及宜蘭養殖漁業發展牽動五結鄉養殖區範圍擴散之可能原因及其影響,並就其耕地轉供養殖池之產業營運、違規使用、養殖環境轉變、養殖池棄養等不永續利用問題予以分析,最後提出「台灣養殖漁業與其用地管理制度改進策略」及「五結鄉養殖漁業與用地管理策略」。 經由研究發現,台灣超抽地下水及地層下陷問題最為嚴重之縣市,申請經營養殖漁業竟不需審核地下水之合法用水資格,而經個案地區研究也發現台灣及宜蘭養殖漁業發展牽動五結鄉耕地轉供養殖池之擴散,而經耕地轉供養殖池後,在養殖漁業沒落後,欲將棄養養殖池回復耕作環境困難重重,當地逐漸形成一片荒涼景象。 最後建議政府漁業單位應設計優良養殖環境之制度,即應先規劃養殖生產區並『主動』興建完成養殖專用之進水(海水、地下水)、排水之共同管線系統等相關養殖公共設施,並劃為非都市土地使用分區「養殖漁業生產區」(建議新增非都市土地使用分區),而該分區內之養殖池,有別於一般農地申請做養殖池,不應依據相同之法令規範,應放寬該養殖生產區內養殖池就地合法或是簡易申請程序以方便並快速取得合法養殖之資格,以有效管理養殖漁業減少違規使用情形發生及促進養殖漁業朝向永續發展方向邁進,並促進水土資源永續性利用。另建議政府漁業單位經全面性可行性評估後,認為不適合繼續養殖之地區應投入資源積極輔導該地區轉型,協助並引導該地區轉供較為永續利用之方向(如生態旅遊等)。 / Since 1970's the aquaculture develops rapidly in Taiwan, and becomes pre-vailing as the golden age of the aquaculture fishery in the 1980's. At that time Taiwan is well known of the kingdom of shrimp and aquaculture fishery in the world, and fishermen and farmers near the coast areas gain a new chance of incomes, so aquaculture fishery has become a very important chain of Taiwan's agriculture. It also has great contribution to flourishing village's economy and society stabilization. However, ironically, in 1980's many farms become aquaculture ponds quickly, that result in regional development of aquaculture fishery along the coast of Taiwan gradually, but overuse the resource of water and soil. Tapping groundwater inappropriately causes terrible disaster which lead to land subsi-dence and contamination of groundwater. The conversion of farms to aquacul-ture ponds cause many problems, that leads to environment being not sustaina-ble. There is an urgent need to find out relevant solutions. This research is based on two cases study the ideas of sustainable develop-ment.We adopt the modes of literature review and analysis, and depth interview. Firstly, we inquire into management system of the aquaculture industry and aq-uacultural land and the regarding problems. Secondly, we select the areas of Ji-sin village and Jin-jhong villege in Wujie Township Yilan County , in order to thoroughly inquire into possible reasons and influences that how aquaculture development in Yilan County and Wujie Township lead to the spreading of the areas for aquaculture production zone.Thirdly, we analyse problems of being not sustainable use of resources, such as the operation of the aquaculture pond, violating the rules of farmland use, changes of the cultivation environment, dis-card of aquaculture pond etc. Lastly, we put forth improvement strategies of aquaculture and its land management system both in Wujie Township and Tai-wan. Through the research, we find in counties with the most serious problems of tapping groundwater inappropriately and land subsidence in Taiwan, the gov-ernment doesn't need to examine the legality qualifications of the groundwater use when people apply for aquaculture fishery.We also find that aquaculture development in Yilan and Taiwan result in farmland conversion into aquaculture pond in the areas of Wujie Township . Because it is very difficult to make dis-carding aquaculture pond return to farmland, the region becomes a slice of desolate prospects gradually when the aquaculture decline. Finally, we suggest the Fishery Bureau of Government should design better institution for aquaculture environment. That is, they should plan for aquaculture production zone first and build public facilities of aquaculture fishery, such as the common pipeline system of using sea and groundwater for aquaculture fishery .The government should review the classification of non-urban land usage since the attributes of aquaculture ponds in "Aquaculture Production Zone" are different from others. In order to manage aquaculture fishery effec-tively, we also give some suggestions concerning decrease the occurrence of violating the rules, promoting the aquaculture fishery moving forward to sus-tainable development, and improving the sustainable use of water and soil re-source. We think to simplify application procedure of getting legal qualifications for aquaculture fishery may is not the best way but is an easy way to solve problems currently. Another suggestion is that after comprehensive feasibility evaluations, the Fishery Bureau of Government should actively invest adminis-tration resource to help areas that are not suitable for being use of aquaculture pond transferring to sustainable use, such as ecotourism etc.

Addressing an old issue from a new methodological perspective : a proposition on how to deal with bias due to multilevel measurement error in the estimation of the effects of school composition

With educational effectiveness studies, school-level aggregates of students' characteristics (e.g. achievement) are often used to assess the impact of school composition on students' outcomes – school compositional effects. Empirical findings on the magnitude and direction of school compositional effects have not been consistent. Relevant methodological studies raise the issue of under-specification at level 1 in compositional models - evident when the student-level indicator on which the aggregation is based is mis-measured. This phenomenon has been shown to bias compositional effect estimates, leading to misleading effects of the aggregated variables – phantom compositional effects. My thesis, consisted of three separate studies, presents an advanced methodological framework that can be used to investigate the effect of school composition net of measurement error bias. In Study 1, I quantify the impact of failing to account for measurement error on school compositional effects as used in value added models of educational effectiveness to explain relative school effects. Building on previous studies, multilevel structural equation models are incorporated to control for measurement error and/or sampling error. Study 1a, a large sample of English primary students in years one and four (9,059 students from 593 schools) reveals a small, significant and negative compositional effect on students' subsequent mathematics achievement that becomes more negative after controlling for measurement error. Study 1b, a large study of Cyprus primary students in year four (1694 students in 59 schools) shows a small, positive but statistically significant effect that becomes non-significant after controlling for measurement error. Further analyses with the English data (Study 2), demonstrates a negative compositional effect of school average mathematics achievement on subsequent mathematics self-concept – a Big Fish Little Pond Effect (BFLPE). Adjustments for measurement and sampling error result in more negative BFLPEs. The originality of Study 2 lies in verifying BFLPEs for students as young as five to eight/nine years old. Bridging the findings related to students' mathematics self-concept (Study 2) and the findings on students’ mathematics achievements (Study 1a), I demonstrate that the prevalence of BFLPEs with the English data partly explains the negative compositional effect of school average mathematics achievement on students' subsequent mathematics achievement. Lastly, in Study 3 I consider an alternative approach to school accountability to conventional value added models, namely the Regression Discontinuity approach. Specifically, I use the English TIMSS 1995 primary (years four and five) and secondary (years eight and nine) data to investigate the effect of one extra year of schooling on students' mathematics achievement and the variability across schools in their absolute effects. The extent to which school composition, as given by school average achievement, correlates with schools' added-year effects is addressed. Importantly the robustness of the RD estimates to measurement error bias is demonstrated. My findings have important methodological, substantive and theoretical implications for on-going debates on the school compositional effects on students' outcomes, because nearly all previous research has been based on traditional approaches to multilevel models, which are positively biased due to the failure to control for measurement error.

This work is focused on the dynamics of landscape change of fish pond system in Polabí region, specifically the drainage basin of the channel Opatovický kanál. Theoretical part provides information about origin, development and present state of fish pond system. Experimental part provides the mapping of ponds in five time periods covering the epoch between the 18th and the 21st century. Information about ponds in the 16th and the 17th century are provided as well but without pond areas. The reason for their absence is insufficiency of sources. Development of the area and quantity of ponds is discussed as well as land use and land cover change on the extinct pond areas. Finally, application of the fish pond development knowledge in landscape planning and revitalization are discussed based on the information gained by the mapping and research. La production de crevettes en Indonésie est en constante augmentation de part sa surface et l'intensification de ses élevages. Cette filière contribue au développement économique en milieu rural, à la sécurité alimentaire nationale, à l'emploi et au commerce extérieur. Cependant, ce développement rapide s'est accompagné d'effets écologiques et sociaux négatifs. Le développement de maladies dans les élevages ainsi que la dégradation de l'environnement côtier a conduit à l'abandon de 250 000 hectares de bassins dans le pays. Leur réhabilitation dans le cadre d'une activité durable est aujourd'hui une priorité pour le gouvernement indonésien.L'objectif de cette thèse est de développer des outils et des méthodes, basées sur de l’imagerie satellites à très haute résolution spatiale (THRS), (1) pour une meilleure gestion des sites de production et (2) pour réhabiliter les sites abandonnés. L'estuaire de la Perancak situé dans la Province de Bali, une zone de production en déclin, a été choisi comme site pilote. Ce travail a été réalisé dans le cadre du projet INDESO dont l'objectif était de fournir des outils et des méthodes pour une meilleure gestion des ressources côtières et marines en Indonésie.Le premier outil développé pour objectif de cartographier automatiquement les bassins d'élevage. A cet effet, une méthode basée sur la détection des contours a été mise en place et comparée à deux autres méthodes, la première basée sur la méthode de croissance des régions, la seconde sur une classification non supervisée (plus particulièrement la méthode Isocluster). Notre méthode a permis de détecter une forte proportion de bassins avec une meilleure précision.Le second outil avait pour objectif de distinguer les bassins actifs des bassins abandonnés. Un indicateur intégré (IPAI) basé sur quatre critères identifiés sur les images THRS que sont la présence d'eau, d'aérateur(s), de ponton(s) d'alimentation et de végétation, a été développé. Cet indicateur permet de distinguer significativement un bassin actif d'un bassin inactif. La présence de ponton est le critère qui s'est révélé être le plus discriminant.Cet indicateur a été utilisé sur l'estuaire de la Perancak pour suivre la dynamique d’abandon des bassins, liée au développement des maladies dans les élevages, entre 2001 et 2015. Deux facteurs de risque conduisant à l'abandon ont été mis en évidence : le climat et le positionnement des bassins au sein de l'estuaire. Ces résultats suggèrent qu'une approche spatiale doit être prise en compte pour la réhabilitation des bassins. Trois zones ont été définies à partir de leur résilience spatiale aux maladies. Le niveau de connectivité entre des bassins via le réseau hydrologique augmente le risque d'abandon. A noter que la présence actuelle des pathogènes (White Spot Syndrome Virus, WSSV) dans les bassins et probablement dans l'environnement génère une mémoire écologique défavorable à la réhabilitation de fermes aquacoles de crevettes.A partir de ces résultats, une première proposition de plan pour réhabiliter les bassins abandonnés a été formulée dans le cadre d'une approche écosystémique. Pour lutter contre les maladies, ce plan suggère de développer une aquaculture multi-trophique intégrée (AMTI), basée sur la diversité des espèces élevées et de leur positionnement dans la chaine trophique, à l'échelle de l'estuaire. Les méthodes et les études qui doivent être conduites pour rendre opérationnelle cette proposition sont discutées. / Shrimp farming production in Indonesia has continuously increased through a large expansion of cultured areas and stocking density intensification. This activity supports rural economic development and contributes to national food security, employment and foreign exchange earnings. However, this development has generated adverse ecological and social effects. As consequences of diseases and environmental degradations, there are currently 250,000 ha of abandoned ponds. Their rehabilitation, within a sustainable aquaculture framework, is actually a high priority for the Indonesian government.The objective of the present PhD work was to develop tools and methodologies to (1) enable better management for operating sites of shrimp industry and (2) rehabilitate abandoned sites using very high-resolution satellite (VHRS) imagery. The Perancak Estuary, located in Bali Province, is the production area in decline that has been chosen as study site. This work has been carried out in the frame of the INDESO project which was assigned to develop and provide tools and methods for better management of marine and coastal resources in Indonesia.The first developed tool was an automatic classification procedure for aquaculture mapping. A method based on Edge Detection on VHRS images was proposed and compared with those generated by Region Growing segmentation and unsupervised classification Isocluster. Edge Detection method could successfully create aquaculture map in the Perancak estuary by identifying a large proportion of existing ponds, with good overall accuracy.To implement effective procedure for appropriate aquaculture ecosystem assessment and monitoring, the second tool was an Integrated Pond Activity Indicator (IPAI). It aimed to discriminate active from abandoned ponds and was developed based on four criteria using VHRS images. Those criteria were: presence of water, aerator, feeding bridge and vegetation. This indicator succeeded in detecting active pond with a good accuracy, and feeding bridge appeared to be the most discriminant criteria.This second indicator has then been applied to the Perancak estuary to highlight the abandonment dynamic due to disease between 2001 and 2015. Two risk factors that could contribute to explain dynamics of abandonment were identified: climate conditions and pond locations within the estuary, suggesting that a spatial approach should be integrated in planning processes to operationalize pond rehabilitation. Three areas were defined based on their disease resilience. Ponds connectivity through water network increased the risk of disease development. The continued presence of shrimp pathogen species in ponds and probably in the environment (i.e. White Spot Syndrome Virus, WSSV) may generate ‘ecological memories’ that prevent to the return of shrimp productive system.These results were used to establish a first proposal of rehabilitation plan using an ecological approach. At the whole ecosystem scale, the development of an integrated multi-trophic aquaculture (IMTA), based on the diversity of cultured species and their trophic status would be implemented. Methods and studies that would be conducted to operationalize sustainable pond rehabilitation are briefly discussed.

La formation de méthylmercure, la forme la plus toxique du mercure, est due à l’activité bactérienne anaérobie. Afin de connaître la contribution des compartiments microbiens (biofilms, eaux brutes, sédiments) dans la méthylation du mercure, nous avons évalué les vitesses de méthylation d’échantillons de mares de région tempérée (Lorraine) et subarctique (Québec, Canada). Si les bactéries des biofilms ne semblent pas plus méthylantes que d’autres, le sédiment apparait comme le compartiment le plus méthylant en lien avec la concentration en nutriments ainsi qu’avec la température. Ainsi, les changements climatiques actuels, en augmentant la température de l’eau et en favorisant l’activité biologique, peuvent faire de ces mares des sites préférentiels de la méthylation du mercure en milieu subarctique. Enfin, l’activité des biofilms a mené à la formation de rouille verte, un minéral capable de réduire HgII en mercure élémentaire, concurrençant ainsi la méthylation bactérienne / Monomethylmercury formation, the neurotoxic form of mercury, is mainly linked to anaerobic microbial activity. In order to assess the relative contribution of several microbial compartments (biofilms, raw water and sediment) we evaluated methylation of samples from ponds of temperate area (Lorraine, France) and from subarctic ponds (Nunavik, Quebec). Biofilms were not found to specifically promote mercury methylation, whereas sediment emerges as the main compartment involved in mercury methylation. The formation of methylmercury is positively linked to the temperature and to nutrients. Thus, by increasing the open water period, the water temperature and of the microbial activity, current climate changes may turn these ponds in preferential location for mercury methylation in the subarctic ecosystem. Finally, the reactivity of green rust, a mineral which can be produced by bacterial activity of environmental biofilms, may compete with mercury methylation by reducing HgII into Hg0

Psychosocial effects of gifted programming

<p>Gifted elementary students in a congregated educational program (n = 165) were compared to gifted peers in regular programming (n = 49) in an urban, Western-Canadian, public, school division. Mean scores on measures of self-concept (Multidimensional Self Concept Scale), classroom environment (Classroom Environment Scale), and student life satisfaction (Multidimensional Student Life Satisfaction Scale) were analyzed. MANOVAs revealed main effects of educational programming and no mediating effects of gender or grade level. Students in the congregated program had lower academic self-concept than students in regular programming, replicating the commonly found Big-Fish-Little-Pond Effect (Marsh, 1987). There was also some weak indication that students in the specialized program had lower satisfaction with "self" than those in the regular program. In contrast, students in the specialized program thought their programming to be more innovative relative to how the other group perceived theirs was. However, all differences were of small-to-moderate magnitude (.5 SDs). Moreover, all scores for all measures were at, or slightly above, levels typically found in normally developing peers. </p>

MANOVAs revealed main effects of educational programming and no mediating effects of gender or grade level. Students in the congregated program had lower academic self-concept than students in regular programming, replicating the commonly found Big-Fish-Little-Pond Effect (Marsh, 1987). There was also some weak indication that students in the specialized program had lower satisfaction with "self" than those in the regular program. In contrast, students in the specialized program thought their programming to be more innovative relative to how the other group perceived theirs was. However, all differences were of small-to-moderate magnitude (.5 SDs). Moreover, all scores for all measures were at, or slightly above, levels typically found in normally developing peers. </p>
