O presente estudo pretendeu investigar como o Ministério Público estava atuando judicial e extrajudicialmente para efetivar o direito à educação básica. Para tanto, foram selecionadas duas Promotorias de Justiça da Infância e Juventude, de cidades do interior de São Paulo: Rio Claro e Ribeirão Preto. Considerando que as alterações no financiamento da educação, com a Emenda Constitucional nº 14, de 1996, e a introdução do Fundef, provocaram impactos nos sistemas educacionais, com conseqüências para a garantia do direito à educação básica, a pesquisa abrangeu o período de 1997 a 2004. Nas referências teóricas de apoio, buscou-se verificar como o direito à educação estava formulado em nossa legislação e na literatura sobre o tema, e como o Ministério Público, de acordo com as suas atribuições legais, pode colaborar na garantia desse direito. Tendo em vista os objetivos da pesquisa, utilizou-se a abordagem qualitativa, recorrendo-se à análise documental dos procedimentos extrajudiciais, das ações judiciais e de outros documentos formulados pelas referidas Promotorias, visando ao cumprimento do direito à educação; fez-se uso, ainda, de entrevistas com os Promotores de Justiça da Infância e Juventude e com o Assistente Técnico de Ribeirão Preto. Este estudo, a partir da análise da atuação das duas Promotorias de Justiça investigadas, aponta as possibilidades de ações do Ministério Público. É o caso da cobrança junto ao poder público para o acesso da população à educação infantil, ao mesmo tempo em que mostra a importância da prática de diálogo e de trabalho em conjunto com a sociedade civil organizada. Indica, no entanto, alguns limites dessa instituição, como por exemplo, a dificuldade da exigibilidade de demandas relacionadas com a qualidade da educação, a atuação mais ativa vinculada ao perfil do Promotor de Justiça e a possível influência das condições efetivas de trabalho na atuação dos membros do Ministério Público, para que a educação seja efetivada com qualidade para todos. / The present study intended to investigate how the Public Prosecution Service was acting judicially and extrajudicially to accomplish the right to the basic education. For this, two Infancy and Youth Public prosecutor?s office of Justice from the municipalities of São Paulo had been selected: Rio Claro and Ribeirão Preto. Considering that the alterations in the education financing, with the Constitutional Emendation nº 14 from 1996 and the introduction of ?Fundef?, have provoked impacts in the educational systems, with consequences for the guarantee of the right to the basic education, the research enclosed the period from 1997 to 2004. It was verified in the theoretical references of support how the right to education was formulated in our legislation and literature about the subject and how the Public Prosecution Service can act to guarantee of this right in accordance with its legal attributions. The qualitative approach was used considering the objectives of the research, making use of the extrajudicial procedures documentary analysis, legal actions and other formulated documents by the referred Public prosecutor?s office of Justice, aiming the accomplishment of the right to education. Interviews with Prosecutors of Infancy and Youth and with the assistant appraiser from Ribeirão Preto were also used. This study, from the analysis of the performance of the two investigated Public prosecutor?s office of Justice, shows the possibilities of actions of the Public Prosecution Service. It?s the case of charging the public power for the population?s access to Early Childhood education the and, at the same time when it shows the importance of dialogue and of working as a team with the organized civil society. It shows, however, some limits of this institution, as for example, the difficulty to demand judicially the quality of education, the more active action linked to the prosecutor?s profile and the possible influence of the effective working conditions in the Public Prosecution Service members? performance, so that education may be accomplished with quality for everybody.

A 12-month clinical trial examining the effects of a surface sealant on Class I composite resin restorations.

In 16 patients, 27 pairs of maxillary and mandibular molars or premolars with Class I carious lesions or unsatisfactory restorations were restored with composite resin. For each pair, 1 surface was sealed with surface sealant. Clinical evaluations of marginal integrity, marginal discoloration, anatomical form, and secondary caries were performed by 2 experienced operators using modified US Public Health Service criteria 1-2 weeks and 6 and 12 months after treatment. Data were analyzed with the McNemar test (P < 0.05). After 6 months, only 1 (4%) sealed restoration presented a Bravo rating for marginal integrity. After 12 months, the Bravo ratings for marginal integrity were 2 (7%) for sealed restorations and 1 (4%) for nonsealed restorations. Restorations received a score of Alfa for all other parameters at all time periods. There were no statistically significant differences within or between the sealed and nonsealed groups (P = 1.0). The use of a surface sealant did not improve the clinical performance of posterior composite resin Class I restorations. / Revisión por pares

Erfarenheter av utveckling inom arbetsterapi vid Arbetsförmedlingen i Sverige / Experiences of development in occupational therapy at The Swedish Public Employment Service

Purpose: To describe occupational therapists experiences of development in occupational therapy at The Swedish Public Employment Service. Method: The study was conducted using qualitative interviews. Thirteen occupational therapists working at The Swedish Public Employment Service participated. The occupational therapists had a geographical spread throughout Sweden. Collected data was transcribed and analysed according to qualitative content analysis. Result: Data resulted in five categories as follows: To work with development of scientific methods, Importance of feasibility to competence development, Cooperation as a part of the improvement work, Preconditions to be person-centered and Importance of continual evaluation to improve actions. The occupational therapists describes in these categories various supportive and hindering factors at to what extent they had preconditions to carry out and develop occupational therapy at The Swedish Public Employment Service. Supporting factors were described as well-developed methods, a person-centered approach and intern cooperation. Obstructing factors were described as defective coordination between social actors in the community, insufficient evaluations, limited possibilities to competence development and implementation of research. Conclusion: This study contribute to knowledge of occupational therapists preconditions to development of methods and improvement work. The study shows that it is a lack of knowledge and a need of research is required to illustrate the role of occupational therapists within vocational rehabilitation at The Swedish Public Employment Service. / Syfte: Att beskriva arbetsterapeuters erfarenheter av utveckling inom arbetsterapi vid Arbetsförmedlingen i Sverige. Metod: Studien genomfördes med kvalitativa intervjuer. Tretton arbetsterapeuter med anställning vid Arbetsförmedlingen deltog. Arbetsterapeuterna hade en geografisk spridning över hela Sverige. Insamlad data transkriberades och analyserades enligt kvalitativ innehållsanalys. Resultat: Data resulterade i fem kategorier enligt följande: Att arbeta med utveckling av vetenskapliga metoder, Betydelsen av möjlighet till kompetensutveckling, Samverkan som en del i utvecklingsarbetet, Förutsättningar till personcentrering samt Betydelsen av ständig utvärdering för förbättrade åtgärder. Arbetsterapeuterna beskriver i dessa kategorier olika faktorer som stöttade och hindrade i vilken utsträckning som de hade förutsättningar att utföra och utveckla arbetsterapi vid Arbetsförmedlingen. Stödjande faktorer beskrevs bland annat som välutvecklade metoder, ett personcentrerat arbetssätt och interna samarbeten. Hindrande faktorer beskrevs som undermålig samverkan med samhällsaktörer, bristande utvärderingar samt begränsade möjligheter till kompetensutveckling och implementering av forskning. Slutsats: Studien bidrar till kunskap kring arbetsterapeuternas förutsättningar till utveckling av metoder och förbättrande arbetssätt. Studien visar på en kunskapslucka och behov av forskning kring ämnet är nödvändigt för att belysa arbetsterapeuters roll inom den arbetslivsinriktade rehabiliteringen vid Arbetsförmedlingen.

A study of passengers' anxiety on the London Underground to help design its information environment

Provision of information has been used as a strategy to relive travel-related anxiety. This study is motivated by the successful attempts for reducing the anxiety. Although, passengers' anxiety about using public transport (PT) has already been discussed, the London Underground passengers' anxiety has rarely been a target of investigation in the academic literature. Anxiety associated with the Underground use is reported to be greater than other PT modes. Although the existing studies discussing PT passengers' anxiety have attempted to provide solutions for anxiety reduction, few endeavours have been made to offer them based on the investigated causality between determinants of anxiety and its arousal. Thus, this study fills the gap by identifying antecedents, and verifying their effects on anxiety about the Underground use. This, in turn, furnishes theoretical grounds for designing content of information with an aim to relieve the anxiety in the circumstance that little data exists, which can be utilised for developing information for the purpose. To achieve the goal, two sets of phases have been engaged. First, a questionnaire (N=81) was conducted to identify anxiety triggers. The results revealed that they were other people's anti-social behaviour, overcrowding, noise, and late-night travel. An expert group interview was carried out to investigate what efforts are made to support passengers in the anxiety inducing situations. Second, examination was performed to understand about the passengers' anxiety based on theoretical knowledge about anxiety, and to determine its antecedents. A research model was formulated including six factors, perceived invulnerability, perceived physical ability, trust in other passengers (informal social control), confidence in the authorities, safety knowledge, and perceived uncontrollability. The effects were assessed through structural equation modelling, using questionnaire data (N=269). The results uncovered that perceived invulnerability, perceived physical ability, and confidence in the authorities have negative indirect effects on anxiety through perceived uncontrollability, and safety knowledge has a negative direct effect on anxiety. The confirmed anxiety buffering effects of the factors will be suggested to be used for developing content of information to help relieve the arousal. The study contributes to knowledge by identifying the determinants of the passengers' anxiety, and testing their effects on anxiety, and to produce theoretical support to create service information environment which helps relieve the anxiety.

Public e-Service Stakeholders : A study on who matters for public e-service development and implementation / Intressenter i relation till offentliga e-tjänster : En studie om vem som är betydelsefull vid utveckling och implementering av offentliga e-tjänster

Public e-services are progressively used as a means for governmental agencies to interact and exchange information with citizens and businesses. These services are typically Internet-based and are meant to fulfill the three overarching objectives of egovernment; (1) to improve citizens’ interactions with the government, (2) to make governmental organizations more efficient and effective, and (3) to increase the transparency of government and lead to a more democratic society. The work presented in this thesis concerns how to identify those who affect the development of public e-services, and those who are affected by the implementation of a public eservice; hence public e-service stakeholders. The research is conducted according to the qualitative and interpretive research tradition. Based on theoretical and empirical work, conducted and analyzed using a hermeneutic approach, a conceptual framework is presented. The basis of the framework is laid by extracting, structuring, and interrelating concepts, models and methodologies concerning public e-services, public e-service stakeholders, and stakeholder involvement. The empirical foundation of the thesis, an interpretive case study, covers the development and implementation of a public e-service at a Swedish public sector organization. Data collection techniques include interviews, participatory observation, an open-ended questionnaire, and project documentation. The thesis presents two main knowledge contributions; 1) lessons learned from a public e-service development project involving multiple stakeholders; and 2) a conceptual framework for identifying, characterizing and involving stakeholders in the development and implementation of a public e-service. / En mängd myndighetstjänster, såsom ansökan om föräldrapenning, finns nu tillgängliga via Internet i form av offentliga e-tjänster. Dessa e-tjänster är tänkta att uppfylla tre generella mål: (1) att förbättra medborgares interaktioner med offentliga organisationer, (2) att effektivisera och förbättra administrativa processer inom den offentliga förvaltningen, samt (3) att öka den offentliga förvaltningens transparens och i förlängningen leda till ett mer demokratiskt samhälle. Arbetet som presenteras i avhandlingen syftar till att identifiera vilka intressenter som påverkar, och/eller påverkas av, utveckling och implementering av offentliga e-tjänster. Avhandlingen presenterar forskning som genomförts enligt en kvalitativ och tolkande forskningstradition. Baserat på teoretiskt och empiriskt arbete, genomfört och analyserat med en hermeneutisk ansats, presenterar avhandlingen ett konceptuellt ramverk. Ramverket är uppbyggt av extraherade, strukturerade och interrelaterade koncept, modeller och metoder angående offentliga e-tjänster, intressenter, och användarmedverkan. Det empiriska arbetet utgörs av en fallstudie av utveckling och införande av en offentlig e-tjänst vid en svensk offentlig organisation. De datainsamlingsmetoder som använts inkluderar intervjuer, deltagande observationer, en kvalitativ enkät, samt dokumentstudier. Avhandlingen presenterar två huvudsakliga kunskapsbidrag: (1) lärdomar från ett utvecklings- och implementeringsprojekt av en offentlig e-tjänst som involverar många olika intressenter, samt (2) ett konceptuellt ramverk för att identifiera, karaktärisera och involvera intressenter vid utveckling och implementering av offentliga e-tjänster.

Arbetsförmedlingens kulturpolitiska betydelse : En idéanalys av den svenska kulturpolitikens roll inom arbetsmarknadspolitiken / The cultural political meaning of the Swedish Employment Office : An analysis of ideas of the culture political role in the labour market policy

The aim of this paper is to research and discuss the role the cultural politics play for the Swedish employment office (Arbetsförmedlingen) and the meaning culture politics have within the labour market policy. A research has shown that Arbetsförmedlingen evaluates unemployed cultural workers differently than regular registered jobseekers. From an instrumental perspective on political implementation this can be considered as an anomali. Arbetsförmedlingen’s mandate derives from the government and its authority is a tool for carrying out state policy. A study, conducted on how Arbetsförmedlingen handles matching of culture jobseekers in the labour market can therefore be utilized as guidance towards possible answers regarding the state’s cultural policy in general. The problem formulation presented above led to the following inquiry: Does Arbetsförmedlingen have a cultural political assignment appointed by the government? Furthermore, what does the answer to the question imply regarding the Swedish cultural policy? A descriptive analysis of ideas are applied in order to examine governmental political documents and Arbetsförmedlingen’s regulations. The inquiry has generated a no answer for its question.  Arbetsförmedlingen does not have a cultural political assignment. The governmental organization has primarily a labour market political mission and in this context it signifies that it balances the cultural labour market. The result indicates that the Swedish cultural policy are presently diverting from the traditional Swedish model, where the state had a closer relationship to the culture and the culture workers.

That body is responsible for controlling the population of animals and, consequently, existing zoonoses in cities. In this context, can be seen problems due to a variety of factors that often affect not only public health but also animal welfare and the possibility of conflict between professionals of the institution and the population they served. Whereas, therefore, such a reality, aimed to analyze the CCZ serving Mossoró / RN, its relationship with the community and animal welfare. For this, we conducted field research on site CCZ, with observation and monitoring of the activities developed by the institution, as well as a questionnaire with open and closed questions to 36 employees of the CCZ. The research is still extended to five districts of the city, where questionnaires were applied, also with open and closed questions, the 385 residents of their neighborhoods. The data obtained after the questionnaires were subjected to statistical analysis using the R program, using the chi-square test, Fisher exact test, with a 5% significance level. From the observation of the activities developed by the local CCZ was found that this does not meet all the specific objectives set by the National Health Foundation (FUNASA), and its physical structure is not consistent with the proposed guidelines also for this, which compromises the welfare of the animals housed. Furthermore, although most professionals (78%) know what is animal welfare, only a small portion (28%) know issues related to bioethics, and 30% of those who know what bioethics has completed higher education, 10% have incomplete higher education, 50% have completed secondary level and 10% have completed secondary level. Regarding the perception of the community, the majority of respondents do not know what are the animal disease control centers, their purpose and which existing programs. Regarding the perception of the CCZ professionals about their relationship with the community conflicting data were highlighted, since they consider that their relationship is harmonious, but report that there is resistance from the population for their work. It follows that there is a perceived need on the expansion of services offered by the CCZ to the population in order to enable it to participate and collaborate in the control of zoonoses and control of stray animals. However, this will only become feasible with efforts and interest of the government / As questões relacionadas ao bem estar animal (BEA) e a bioética tem sido alvo de grandes discussões, principalmente quando se referem aos Centros de Controle de Zoonoses (CCZ). O referido órgão é responsável pelo controle da população de animais e, consequentemente, de zoonoses vigentes nas cidades. Nesse contexto, podem-se observar problemas decorrentes de uma série de fatores que, muitas vezes, afetam não apenas a saúde pública, mas também o bem estar animal e a possibilidade de haver conflitos entre os profissionais dessa instituição e a população por eles atendida. Considerando, pois, tal realidade, objetivou-se analisar o serviço do CCZ do município de Mossoró/RN, sua relação com a comunidade e com o bem estar animal. Para isso, foi realizada pesquisa de campo no CCZ local, com observação e acompanhamento das atividades desenvolvidas pela instituição, bem como aplicação de questionário com perguntas abertas e fechadas aos 36 funcionários do CCZ. A pesquisa se estendeu ainda para cinco bairros da cidade, onde foram aplicados questionários, também com perguntas abertas e fechadas, a 385 moradores dos respectivos bairros. Os dados obtidos após a aplicação dos questionários foram submetidos à análise estatística com auxílio do Programa R, utilizando-se os testes qui-quadrado, exato de Fisher, com um nível de significância de 5%. A partir da observação das atividades desenvolvidas pelo CCZ local constatou-se que este não atende a todos os objetivos específicos estabelecidos pela Fundação Nacional de Saúde (FUNASA), e que sua estrutura física não condiz com as diretrizes preconizadas também por esta, o que compromete o bem estar dos animais alojados. Além disso, embora a maioria dos profissionais (78%) saiba o que é bem estar animal, apenas uma pequena parcela (28%) conhece assuntos relacionados à bioética, sendo que 30% dos que sabem o que é bioética tem ensino superior completo, 10% tem ensino superior incompleto, 50% tem nível médio completo e 10% tem nível médio incompleto. No tocante a percepção da comunidade, a maioria dos pesquisados não sabe o que são os centros de controle de zoonoses, sua finalidade e quais os programas existentes. Quanto à percepção dos profissionais do CCZ sobre a sua relação com a comunidade foram evidenciados dados conflitantes, uma vez que os mesmos consideram que a sua relação é harmoniosa, porém relatam que existe resistência por parte da população para com seu trabalho. Conclui-se que há uma necessidade perceptível quanto à ampliação dos serviços ofertados pelo CCZ à população a fim de que esta possa participar e colaborar no controle de zoonoses e no controle de animais errantes. Além disso, faz-se necessária a melhoria no que diz respeito às condições de trabalho na instituição, a fim de garantir o bem estar animal e dos funcionários.
